Im Rahmen dieser Studie soll ermittelt werden, welche Bedeutung sowohl quantitative, als auch qualitative Kriterien für die Beurteilung von Risiken in den Akteursgruppen Manager, Verwaltungsangehörige, Experten und Laien einnehmen. Bei der Beurteilung von Umweltrisiken spielen neben quantitativen Beurteilungskriterien (z.B. der Schadenswahrscheinlichkeit) auch qualitative Kriterien (z.B. die ausgelösten Emotionen) eine zentrale Rolle, wie insbesondere die Ergebnisse der psychometrischen Risikoforschung zeigen.
Im Rahmen dieser Studie soll ermittelt werden, welche Urteilsmodelle bzw. -konzepte Manager, Verwaltungsangehörige, Experten und Laien zur Bewertung von Risiken verwenden. Dazu wird eine Untersuchungsmethode, die Conjoint-Analyse, verwendet, die mit spezifischen Problemen der psychometrischen Risikoforschung besser umzugehen vermag und die u.E. noch nicht in der Risikowahrnehmungsforschung eingesetzt wurde. Gegenstand der Studie sind Risikobewertungen als Teil von Entscheidungen über die Akzeptanz von Risiken. Dabei handelt es sich nicht nur um einen Problembereich für Experten. Auch die Wirtschaft, die Verwaltung, die Politik und die interessierte Öffentlichkeit ist an solchen Entscheidungen beteiligt. Der vorliegende Lehr- und Forschungsbericht dokumentiert ausgewählte Ergebnisse einer Befragung von jungen Technologieunternehmen zum Themenbereich Innovationsmarketing, die der Lehrstuhl für Betriebswirtschaftslehre mit dem Schwerpunkt Marketing an der Universität Potsdam im Sommersemester 1997 in Kooperation mit dem Technologiezentrum Teltow durchgeführt hat. Die vorliegende Untersuchung basiert auf einer Befragung von insgesamt 93 Unternehmen aus den Regionen Potsdam, Berlin und Chemnitz. Die Interviews wurden im Zeitraum Mai/Juni 1996 durchgeführt und dauerten ca. 1 Stunde. Im Mittelpunkt der Befragung standen die Themenbereiche: ökologische Betroffenheit, Einstellung zum Umweltschutz, Markt- und Wettbewerbsbedingungen des betrieblichen Umweltschutzes, Umfang und Intensität betrieblicher Maßnahmen zum Umweltschutz sowie Verhaltensbarrieren. Als Interviewpartner standen in der Mehrzahl der befragten Unternehmen die Geschäftsführer oder Umweltbeauftragte bzw. andere Personen in Führungspositionen zur Verfügung. Zum überwiegenden Teil waren die von uns befragten Unternehmer selbst Eigentümer der Unternehmung. Die befragten Unternehmen gehören überwiegend dem Konsumgütersektor (44%) an. Ein Drittel der Unternehmen stammt aus dem Investitionsgütersektor (33%). Der Dienstleistungssektor ist mit lediglich 23% in der Stichprobe vertreten. Insgesamt bildet die Stichprobe ein breites Branchenspektrum ab, wenn auch die Geschäftsbereiche Maschinenbau und Anlagen, bedingt durch ihre starke Präsenz im Raum Chemnitz, deutlich überrepräsentiert sind. Hinsichtlich der Beschäftigtenzahlen und Umsätze handelt es sich in der Befragung überwiegend um kleine und mittelständische Betriebe, wiewohl auch einige größere Unternehmen berücksichtigt wurden.

Many European countries have experienced a significant increase of unemployment in recent years. This paper reviews several theoretical models that try to explain this phenomenon. Predominantly, these models claim a link between the poor performance of European labor markets and the high level of market regulation. Commonly referred to as the Eurosclerosis debate, prominent approaches consider insider-outsider relationships, search-models, and the influence of hiring and firing costs on equilibrium employment. The paper presents empirical evidence of each model and studies the relevance of the identified rigidities as a determinant of high unemployment in Europe. Furthermore, a case study analyzes the unemployment problem in Germany and critically discusses new reform efforts. In particular this section analyzes whether the recently enacted Hartz reforms can induce higher employment.
Revisiting public investment

The consumption equivalence method is the theoretical basis of public cost-benefit analysis. Consumption equivalence public capital prices are explicitly introduces in order to sufficiently care for the opportunity cost of public expenditure. This can solve the dispute about the social rate of discount within public cost-benefit analysis witch was generated on a criterion looking similar to the capital value formula, known as Lind’s approach. The social rate of discount is liberated from opportunity costs considerations and the discounting away of the effects for future welfare vanishes. The corresponding question whether one should accept a positive value of the pure rate of social time preference is an old issue. Its current state between the prescriptive and descriptive view can also be interpreted as a consequence of the oversimplification of standard cost– benefit analysis. But apart from an economic self-process the pure rate of social time preference is also defined as a business-as-usual value of social distance discounting. Hence, a political choice has to be made about this rate which is free in principal.
An exhaustive and disjoint decomposition of social choice situations is derived in a general set theoretical framework using the new tools of the Lifted Pareto relation on the power set of social states representing a pre-choice comparison of choice option sets. The main result is the classification of social choice situations which include three types of social choice problems. First, we usually observe the common incompleteness of the Pareto relation. Second, a kind of non-compactness problem of a choice set of social states can be generated. Finally, both can be combined. The first problem root can be regarded as natural everyday dilemma of social choice theory whereas the second may probably be much more due to modeling technique implications. The distinction is enabled at a very general set theoretical level. Hence, the derived classification of social choice situations is applicable on almost every relevant economic model.

Im Zusammenhang mit der Diskussion um die Globalisierung werden massive Vorwürfe gegen das ökonomische Gedankengebäude, aber auch die damit verbundenen menschlichen Verhaltensweisen ins Feld geführt. In einem verhaltenswissenschaftlich orientierten Ansatz wird daher zunächst aus individueller, dann aus internationaler Ebene herausgearbeitet, worin die grundlegenden friedensstiftenden Elemente eines ökonomischen Betrachtungsansatzes liegen. Dabei wird insbesondere die Rolle der Ungleichheit betont, die – neben einem reichen Güterangebot, der leistungsorientieren Entlohnung von Arbeit und Kapital sowie der individualistischen Eigentumsordnung – als konstitutives Element des marktwirtschaftlichen Anreizmechanismus den Erfolg demokratischer Gesellschaftssystem in besonderem Maße bestimmt. Die Ausführungen zu den Argumenten pro und contra Globalisierung stehen vor dem Hintergrund der Tatsache, dass die hervorgerufenen Entwicklungsprozesse unweigerlich Gewinner und Verlierer kreieren, was bei letzteren verständlich Ängste auslöst. Dabei wird die Verantwortlichkeit gerade für das Zurückfallen in einem insgesamt durchaus dynamischen Entwicklungsprozeß auf das Markt- und zum Teil auch Staatsversagen geschoben. Übersehen wird jedoch, dass hinter diesen vermeintlichen Versagenstatbeständen sich vielmehr ein moralisches Versagen verbirgt, welches eher auf Seiten der Marktteilnehmer, aber auch von Politik, Bürokratie und vor allem der Interessenvertreter zu suchen ist. Darüber hinaus wird auch die Existenz eines effizienten Sozialstaats nicht durch die Globalisierung gefährdet. Sie bildet vielmehr den Anlaß für die notwendigen Reformen, welche die Bekämpfung von Armut im nationalen wie internationalen Kontext sichern wird. Denn ohne Globalisierung drohen nicht nur ein überzogener Steuer- und Sozialstaat, sondern auch Tendenzen in Richtung auf den Leviathan und einen totalitären Machtmißbrauch, wie dieser heute noch in vielen Entwicklungs- und Transformationsländern auf der Tagesordnung ist.

Die zunehmende Erosion der veranlagten Einkommensteuer wirft die Frage auf, inwieweit die Möglichkeit der Verechnung positiver mit negativen Einkünften dafür verantwortlich ist. Auf der Basis eines Mikrosimulationsmodells analysiert der Beitrag die Wirkungen dieser im deutschen Einkommensteuerrecht möglichen Verrechenbarkeit. Zum einen werden die aus der Abschaffung der Verrechnungsmöglichkeiten resultierenden Wanderungen von Steuerpflichtigen in höhere Einkommensklassen und zum anderen die Auswirkungen auf das Steueraufkommen untersucht. Insgesamt vermindern ca. 5 % der Steuerpflichtigen ihre positiven Einkünfte durch negative Einkünfte einer anderen Einkunftsart. Im Hinblick auf das Steueraufkommen zeichnen sich beträchtliche Steuerausfälle in Höhe von ca. 33 Mrd. DM durch diese Verrechnungsmöglichkeit ab.

In modern political philosophy social contract theory is the most prominent approach to individual rights and fair institutions. According to social contract theory the system of rights in a society ought to be justified by reconstructing its basic features as a contract between the mutually unconcerned members of society. This paper explores whether social contract theory can successfully be applied to justify rights of future generations. Three competing views are analysed: Rawls's theory of justice, Hobbes's radical liberalism and Gauthier's bargaining framework based on the Lockean proviso.

The value concept of traditional resource economics is welfare. Therefore, sustainability of welfare is often taken to characterise our obligations to future generations. This paper argues that this view is inappropriate because it leaves no room for future generations autonomy. Future generations should be free to make their own decisions. Consequently freedom of choice is the appropriate value concept on which resource economics should be based. The concept of sustainability receives a new interpretation. Sustainability is a principle of intertemporal distributive justice which requires equitable opportunities across generations.
Eine Klasse von statistischen Tests zur Spezifikation von Logit-Modellen wird vorgestellt. Diese Tests sind Adaptionen von allgemeineren Spezifikationstests nichtlinearer Modelle. Die theoretische Anwendbarkeit der Tests wird dargelegt und die praktische Anwendbarkeit in Simulationsstudien erörtert. Eine konkrete Anwendung auf einen Datensatz und ein multinomiales Logit-Modell zur Produktwahl wird präsentiert.
In der Praxis stellt die Korrelation eines der wesentlichsten Zusammenhangsmaße dar. Doch die Anwendung dieses Instruments ist in vielen Fällen sehr kritisch zu beurteilen. So enthalten gerade bei Zeitreihen die Ausgangsdaten oft temporale Trends, die zu einem zu hohen Zusammenhangsmaß führen. Gerade bei der Arbeit mit Finanzdaten wird allerdings mit den Differenzen oder sogar mit den prozentualen Änderungen gearbeitet. Hier sind die Trends im wesentlichen extrahiert. Die Daten sind somit fast immer stationär und die Instrumente der linearen Regression damit anwendbar. Auch die Korrelation kann somit problemlos ermittelt werden. Doch gerade bei solchen transformierten Daten sind praktisch kaum noch signifikante Zusammenhänge nachweisbar. Daß die Wahrheit manchmal in der Mitte liegt, versucht diese Arbeit mit Hilfe der Kointegration aufzuzeigen. Immobilienanlagen sind aufgrund ihrer geringen Korrelation mit Aktien und Renten v.a. im Rahmen langfristiger Anlagestrategien interessant, da durch sie hohe Diversifikationseffekte zu erzielen sind. Die risikoreduzierende Wirkung wird mit Hilfe der Korrelationskoeffizienten begründet. Dieses Vorgehen ist jedoch zweifelhaft, da die Korrelationskoeffizienten typischerweise anhand der periodischen - und damit kurzfristigen - Abweichungen bestimmt werden. Ein zwischen diesen Vermögensklassen aufgrund des gleichen ökonomischen Hintergrunds plausibler langfristiger Zusammenhang wird daher ggf. nicht erfaßt, die tatsächlichen Diversifikationseffekte werden somit möglicherweise über-, Risiken damit unterschätzt. Im Gegensatz zum Korrelationskoeffizienten ermöglicht ein neueres statistisches Verfahren, das Fehler-Korrektur-Modell, die Berücksichtigung von kurz- und langfristigen Zusammenhängen. Anhand eines Vergleichs der nach den unterschiedlichen Berechnungsmethoden festgestellten Zusammenhänge wird daher überprüft, ob der Korrelationskoeffizient als Entscheidungsgrundlage für langfristige Anlagestrategien tatsächlich geeignet ist. Es zeigt sich, daß er die Zusammenhänge in vielen Fällen offensichtlich gut beschreibt. Allerdings ergeben sich Hinweise auf unberücksichtigte langfristige Zusammenhänge. Sie signalisieren, daß die Diversifikationseffekte überschätzt werden. Das sollte Anreiz für weitere Untersuchungen sein. Denn sind langfristige Zusammenhänge feststellbar, investieren langfristig orientierte Marktteilnehmer, die auf Basis "kurzfristiger" Indikatoren entscheiden, möglicherweise in suboptimale Portfolios. Das bedeutet zum Beispiel, daß sie bei gleichem Risiko einen höheren Ertrag erwarten könnten.
