Durch den demographischen Wandel wird das Erwerbspersonenpotential und damit die Anzahl erwerbstätiger Personen, insbesondere die Zahl der Fachkräfte in den kommen-den Jahren in Deutschland zurückgehen. Aufgrund dessen wird es für Arbeitgeber zukünftig schwieriger werden, qualifizierten Nachwuchs zu finden. Aufgrund seiner Alterstruktur und der zunehmenden Arbeitsverdichtung ist der öffentliche Dienst, sowie der Teilbereich der öffentlichen Verwaltung, stärker als andere Arbeitgeber mit der Notwendigkeit konfrontiert, mittelfristig externes Personal zu rekrutieren. In Anbetracht dessen ging die Arbeit der Frage nach, inwieweit die öffentliche Verwaltung das hierfür geeignete, innovative Instrument des Social - Media - Personalmarketings bereits imple-mentiert hat und wie sich das ermittelte Ergebnis erklären lässt. Hinsichtlich der aktuellen Anwendung konnte festgestellt werden, dass Social - Media - Personalmarketing erst vor Kurzem in der öffentlichen Verwaltung implementiert wurde und aufgrund dessen gegenwärtig primär zur operativen Personalgewinnung genutzt wird. Als erklärende Einflussfaktoren konnten im Rahmen einer empirischen Untersuchung die mangelnde Relevanz des Personalmarketings als Aufgabe der öffentlichen Verwaltung, der aktuelle Per-sonalbestand und dessen digitale Kompetenzen, sowie die hierarchisch geprägten Kommunikationswege innerhalb der öffentlichen Verwaltung ermittelt werden. Mit Ausnahme der Kommunikationswege decken die Faktoren sich mit denen der Privatwirtschaft. Die öffentliche Verwaltung ist dazu angehalten, den aktuellen Ausprägungsgrad der Amtshierarchie kritisch zu hinterfragen, um das volle Potential des Social - Media - Personalmarketings zukünftig zu heben.
Die vorliegende Arbeit beschäftigt sich mit dem Einfluss der Organisationsform von Mikrofinanzinstitutionen (MFIs) auf deren soziale Performance. In diesem Kontext wird die soziale Performance als die direkte Übersetzung der sozialen Mission der MFIs in die Praxis verstanden. Konkret wird die soziale Performance der zwei Organisationsformen Shareholder Owned Firm (SOF) sowie Non-Governmental Organisation (NGO) betrachtet und verglichen. Dieser Vergleich stützt sich auf die in der Fachwelt häufig vertretene Annahme, dass NGO MFIs eine höhere soziale Performance aufweisen als SOF MFIs, da sie dem Nonprofit-Sektor zugeschrieben werden können. Die bis dato vorhandenen relevanten empirischen Forschungen zu dem Thema werden anhand einer Literaturdiskussion analysiert. Bislang existiert nur eine relativ geringe Anzahl an empirischen Forschungen in diesem Themenfeld, da die Erforschung der sozialen Performance von MFIs ein recht neues Forschungsgebiet darstellt. Die Ergebnisse der Literaturdiskussion verdeutlichen zudem, dass hinsichtlich des Einflusses der Organisationsform von MFIs auf deren soziale Performance keine eindeutige Aussage getroffen werden kann, da die betrachteten Studien zu unterschiedlichen Resultaten kommen. Die Ergebnisse deuten jedoch darauf hin, dass in einigen geografischen Regionen der Welt NGO MFIs eine bessere soziale Performance aufweisen als SOF MFIs. Insgesamt liefert die Arbeit einen wichtigen Überblick über den Forschungsstand auf diesem Forschungsgebiet und deckt diverse Forschungslücken auf, welche in zukünftigen Untersuchungen berücksichtigt werden sollten.
Die vorliegende Arbeit beschäftigt sich mit Qualitätsmanagementsystemen in Nonprofit-Organisationen. Sie stellt dabei das Spannungsfeld verschiedener Akteursinteressen innerhalb von Nonprofit-Organisationen in den Vordergrund. Dies erfolgt anhand des mikropolitischen Ansatzes, der allen Akteuren innerhalb einer Organisation eigene Interessen zugesteht, die sie durch Taktiken und Strategien in Machtkämpfen versuchen durchzusetzen.
Untersucht wird der Prozess der Entstehung und Evaluation von konkreten Maßnahmen, den sogenannten Qualitätszielen, und den Einfluss von pädagogischen Mitarbeitenden auf deren Formulierung. Dies erfolgt anhand einer Einzelfallstudie. Mithilfe von qualitativen Interviews wurde untersucht, inwieweit pädagogische Mitarbeitende die Einflussmöglichkeiten des Qualitätsmanagementsystems zur strategischen Organisationsentwicklung und Durchsetzung eigener Interessen nutzen.
Die Ergebnisse zeigen, dass es zwei Typen von Mitarbeitenden gibt, aktive und passive, die entweder einen Machtgewinn oder -verlust erleben. Aufgrund der kooperativen Art der Kommunikation und Entscheidungsfindung sowie kaum divergierenden Interessen zwischen den verschiedenen Akteuren bleiben die vorhandenen Einflussmöglichkeiten im Sinne von organisationsinternen Machtkämpfen und mikropolitischen Taktiken bisher jedoch weitestgehend ungenutzt. Diese Falleigenschaften erklären, wieso der mikropolitische Ansatz bei der Analyse nicht zu den antizipierten Resultaten geführt hat.
Diese Arbeit ist im Bereich des Qualitätsmanagements (QM) in öffentlichen Organisationen zu verorten. Sie fragt konkret, welche Faktoren eine effektive Implementierung des QM-Systems Common Assessment Framework (CAF) in Deutschen Bundesbehörden beeinflussen. Auf der Basis des soziologischen Neo-Institutionalismus wurden Hypothesen zu möglichen Einflussfaktoren aufgestellt. Im Rahmen einer systematischen Fallauswahl wurden folgende Organisationen untersucht: das Bundeskartellamt, das Bundeszentralamt für Steuern sowie die Staatsbibliothek zu Berlin. Für den empirischen Teil dieser Arbeit wurden halbstrukturierte Leitfadeninterviews mit Experten der ausgewählten Organisationen geführt. Im Rahmen einer qualitativen Inhaltsanalyse wurden diese dann ausgewertet und mit einer „cross case synthesis“ nach Yin (2014) anschließend theoriegeleitet analysiert.
Es lassen sich letztendlich drei entscheidende Bedingungen für eine effektive CAF-Implementierung in Bundesbehörden ableiten: Zum einen die formale Unterstützung der jeweiligen Hausleitung, die eine aktive Rolle innerhalb des CAF-Projektes einnimmt und dabei auch alle mittleren Führungsspitzen zielführend mit einbinden sollte, beispielsweise durch die Übernahme der QM-Projektleitung. Zum anderen ist es für eine zielkohärente Handlungsweise aller Organisationsmitgliedern vonnöten, die verschiedenen Steuerungsinstrumente im Rahmen einer mittelfristigen Gesamtstrategie miteinander zu verzahnen und so formal zu institutionalisieren. Außerdem ist die formale Institutionalisierung einer QM-Einheit, nahe der Hausleitung außerhalb der Fachabteilungen angesiedelt, zu empfehlen. Es hat sich im Rahmen der untersuchten Fallbeispiele gezeigt, dass diese Einheiten ein größeres Potential aufweisen, sich zu QM- und CAF-Kompetenzzentren zu entwickeln und unnötige Arbeiten, die das CAF-Engagement der Mitarbeiterschaft schmälern würden, von eben jener fernzuhalten.
Durch diese Ergebnisse konnte die Arbeit zwei entscheidende Beiträge leisten: Die Forschungslandkarte der QM- und CAF-Forschung in öffentlichen Organisationen wies, speziell auf Bundesebene, vorab verschiedenste weiße Flecken auf, die von dieser Arbeit teilweise gefüllt werden konnten. Zum anderen ist es auf Basis dieser Forschungsarbeit nun möglich, Verwaltungspraktikern konkrete Handlungsempfehlungen an die Hand zu geben, wenn diese erstmals CAF in ihrer Organisation implementieren möchten oder bei einer schon erfolgten Einführung des QM-Instruments nachsteuern möchten.
Diese empirische Studie untersucht den Einfluss der Staatsform auf den Einsatz und das Ausmaß von Wirtschaftssanktionen unter Verwendung von Regressionsanalysen. Die Ergebnisse deuten auf ein friedliches Wirtschaftsverhältnis zwischen den Demokratien hin. Die bisherige Forschung hat den demokratischen Wirtschaftsfrieden mithilfe der institutionellen Theorie erklärt, die das Sanktionsverhalten auf ein rationalistisches Kosten-Nutzen-Kalkül zurückführt. Demgegenüber vertritt die konstruktivistische Theorie die Auffassung, dass die friedvollere Konfliktbewältigung unter Demokratien auf die Ausbildung einer gemeinsamen Identität, sowie auf gemeinsame Werte und Normen zurückzuführen sei.
Ökonomen wie Wirtschaftspolitiker berufen sich auf die Neutralitätstheorie des Geldes, wenn sie eine Entpolitisierung der Geldpolitik fordern. Sowohl die Theorie der Geldneutralität als auch das Paradigma der Entpolitisierung der Geldpolitik sind jedoch problematisch. Die politökonomischen Entwicklungen nach der globalen Finanz- und Wirtschaftskrise 2007/2008 und die jüngsten Kontroversen über die Rolle und Bedeutung von Geld haben dies deutlich vor Augen geführt. Die vorliegende Arbeit diskutiert zunächst die konzeptionellen Grundlagen und theoretischen Modelle der Geldneutralität. Anschließend werden die zentralen theoretischen Annahmen und Aussagen der Neutralitätstheorie aus einer kritischen heterodoxen Perspektive hinterfragt. Es wird argumentiert, dass Geld eine nicht-neutrale Produktionskraft ist, die weder ökonomisch noch sozial neutral ist. Die Bedingungen, unter denen Geld verfügbar ist und zirkuliert, sind richtungsweisend für die ökonomische Entwicklung. Daher kann es auch kein neutrales Geld oder gar eine apolitische Geldpolitik geben.

Public debate about energy relations between the EU and Russia is distorted. These distortions present considerable obstacles to the development of true partnership. At the core of the conflict is a struggle for resource rents between energy producing, energy consuming and transit countries. Supposed secondary aspects, however, are also of great importance. They comprise of geopolitics, market access, economic development and state sovereignty. The European Union, having engaged in energy market liberalisation, faces a widening gap between declining domestic resources and continuously growing energy demand. Diverse interests inside the EU prevent the definition of a coherent and respected energy policy. Russia, for its part, is no longer willing to subsidise its neighbouring economies by cheap energy exports. The Russian government engages in assertive policies pursuing Russian interests. In so far, it opts for a different globalisation approach, refusing the role of mere energy exporter. In view of the intensifying struggle for global resources, Russia, with its large energy potential, appears to be a very favourable option for European energy supplies, if not the best one. However, several outcomes of the strategic game between the two partners can be imagined. Engaging in non-cooperative strategies will in the end leave all stakeholders worse-off. The European Union should therefore concentrate on securing its partnership with Russia instead of damaging it. Stable cooperation would need the acceptance that the partner may pursue his own goals, which might be different from one’s own interests. The question is, how can a sustainable compromise be found? This thesis finds that a mix of continued dialogue, a tit for tat approach bolstered by an international institutional framework and increased integration efforts appears as a preferable solution.
Critics argue that there has been a trend among Microfinance Institutions (MFI) to focus on profitability in order to stay financially sustainable. This made some institutions neglect the social mission of microfinancing. In this paper I intend to examine if empirical evidence supports this so called mission drift hypothesis as well as other claims in this context. Using the global panel data set of the MIX (Microfinance Information Exchange), which gathers from 1995 to 2010 and contains up to 1400 institutions with a high variety of organizational forms, I was able to identify a world-wide mission drift effect in their social goal of reaching out the poorest part of the population. Furthermore, I find that, on average, the outreach of an MFI has a significant negative influence on its short and long term financial performance. Despite that, I eventually proved that the probability that an MFI worsens its social performance substantially increases if its profitability has decreased in the previous years.
A vector error correction model for the relationship between public debt and inflation in Germany

In the paper, the interaction between public debt and inflation including mutual impulse response will be analysed. The European sovereign debt crisis brought once again the focus on the consequences of public debt in combination with an expansive monetary policy for the development of consumer prices. Public deficits can lead to inflation if the money supply is expansive. The high level of national debt, not only in the Euro-crisis countries, and the strong increase in total assets of the European Central Bank, as a result of the unconventional monetary policy, caused fears on inflating national debt. The transmission from public debt to inflation through money supply and long-term interest rate will be shown in the paper. Based on these theoretical thoughts, the variables public debt, consumer price index, money supply m3 and long-term interest rate will be analysed within a vector error correction model estimated by Johansen approach. In the empirical part of the article, quarterly data for Germany from 1991 by 2010 are to be examined.
This book deals with the inner life of the capitalist firm. There we find numerous conflicts, the most important of which concerns the individual employment relationship which is understood as a principal-agent problem between the manager, the principal, who issues orders that are to be followed by the employee, the agent. Whereas economic theory traditionally analyses this relationship from a (normative) perspective of the firm in order to support the manager in finding ways to influence the behavior of the employees, such that the latter – ideally – act on behalf of their superior, this book takes a neutral stance. It focusses on explaining individual behavioral patterns and the resulting interactions between the actors in the firm by taking sociological, institutional, and above all, psychological research into consideration. In doing so, insights are gained which challenge many assertions economists take for granted.
Die vorliegende Studie befasst sich mit den betriebswirtschaftlichen Besonderheiten kleiner und mittlerer Unternehmen (KMU) im Osten Deutschlands, welche sich grundsätzlich auch in der Finanzierung zeigen. Die Forschungen belegen, dass auch die unzureichende Innovationsdynamik Ostdeutschlands keineswegs nur ein konjunkturelles oder gar mentales, sondern ein strukturelles Phänomen ist. Die Analyse unterstreicht einen besonderen Handlungsbedarf in den östlichen Bundesländern, da hier einerseits kleine Unternehmen in großer Zahl vorhanden sind, auch der Mittelstand insgesamt weitgehend etabliert ist, aber im Ost-West-Vergleich weiterhin etablierte Großunternehmen als Partner seltener anzutreffen und die einen positiven Ausstrahlungseffekt auf mittelständische Zulieferbetriebe bewirken. Auch sind in Deutschland-Ost die Finanzierungsverhältnisse besondere, d.h. der Anteil der Fremdfinanzierung ist differenziert ausgeprägt. Entsprechend sollte die „Hausbank“ wegen ihrem herausragenden Stellenwert für den Mittelstand auf den Prüfstand. Die hier nochmals gezeigten Finanzierungsschwächen gelten zwar für KMU grundsätzlich, aber besonders für die kleinere KMU im Osten, wo zwar die Eigenkapitalquote gewachsen ist, aber beispielsweise die Fristenstrukturen der Fremdfinanzierung teilweise mit der Kapitalbindung im Anlagevermögen nicht kongruent sind. Die private Finanzierung von KMU muss wegen der Defizite strukturellen Mängel noch gezielter durch staatliche Förderinstrumente unterstützt werden.
Die Modelle der räumlichen Preistheorie sind über einen langen Zeitraum entwickelt worden und mit bekannten Namen wie Wilhelm Launhardt und August Lösch verbunden. Diese Ansätze versuchen der räumlichen Dimension des Preisbildungsprozesses auf Märkten in partialanalytischen Modellen Rechnung zu tragen. Im Buch werden Monopole, monopolistische Konkurrenz und internationaler Handel diskutiert. Dabei hat der Leser die Möglichkeit, sich über die Standardmodell hinaus mit komplexeren Strukturen vertraut zu machen.
Die Krankenhäuser Ostdeutschlands in Transition : eine registerbasierte Analyse amtlicher Paneldaten

Vorliegende Arbeit untersucht – nach intensiver Datenanalyse und -klärung – die ersten eineinhalb Jahrzehnte Transition in Ostdeutschland ökonometrisch. Im Mittelpunkt stehen dabei die Interaktionen zwischen der allgemeinen Wirtschaft und den Krankenhäusern sowie – auf Basis der Hauptdiagnose – den in Krankenhäusern behandelten Krankheiten. Verschiedene, in den politischen Diskussionen zur Effizienz der Krankenhäuser übliche Indikatoren werden verglichen und auf ihre Eignung zur adäquaten Beschreibung von Krankenhauskosten und -leistungen geprüft. Durch Einbeziehen der Daten aus Rheinland-Pfalz wird herausgearbeitet, welche der Veränderungen in Ostdeutschland transitionsbezogen sind und ob und wie sich die transitionsbezogenen von eher transitionsunabhängigen Veränderungen trennen lassen. Dazu werden den Daten – jährlich erhobenen Angaben zu einem jeden Krankenhaus bzw. jedem Kreis des Untersuchungsgebietes – Paneldatenmodelle angepasst. Ergänzt um deskriptive Statistiken, Graphen und Choroplethenkarten sind diese Modelle Grundlage einer wirtschaftswissenschaftlichen Interpretation der Veränderungen zwischen 1992 und 2005. Größten Einfluss auf die Krankenhäuser in Ost- wie in Westdeutschland haben die sich verändernden Rahmenbedingungen, zuvörderst die etappenweise Ablösung einer budgetbasierten Krankenhausfinanzierung durch eine, die auf Fallpauschalen für die verschieden schweren Krankenhausfälle (per diagnose related groups – DRG) basiert. Bereits die um das Jahr 2000 unter den Ärzten und Krankenhausmanagern beginnende Diskussion um die Fallpauschalen führt zu erheblichen Veränderungen bei der ärztlichen Diagnosestellung (bzw. -kodierung), diese Veränderungen werden diskutiert. Vor allem den Besonderheiten der Finanzierung des deutschen Gesundheitswesens ist es geschuldet, dass die Transition für die ostdeutschen Krankenhäuser sehr schnell zu einem den westlichen Krankenhäusern ähnlichen Leistungs- und Kostenniveau führt und dass mikroökonomische Unterschiede in Wirtschafts- und Sozialparametern kaum Einfluss auf die Krankenhäuser haben.
In der vorliegenden Arbeit soll der Zusammenhang zwischen Staatsverschuldung und Inflation untersucht werden. Es werden theoretische Übertragungswege von der Staatsverschuldung über die Geldmenge und die langfristigen Zinsen hin zur Inflation gezeigt. Aufbauend auf diesen theoretischen Überlegungen werden die Variablen Staatsverschuldung, Verbraucherpreisindex, Geldmenge M3 und langfristige Zinsen im Rahmen eines Vektor-Fehlerkorrekturmodells untersucht. In der empirischen Analyse werden die Variablen für Deutschland in dem Zeitraum vom 1. Quartal 1991 bis zum 4. Quartal 2010 betrachtet. In ein Vektor-Fehlerkorrekturmodell fließen alle Variablen als potentiell endogen in das Modell ein. Die Ermittlung der Kointegrationsbeziehungen und die Schätzung des Vektor-Fehlerkorrekturmodells erfolgen mithilfe des Johansen-Verfahrens.
Die vorliegende Studie analysiert die Ergebnisse einer bundesweiten Unternehmensbefragung zum Finanzierungsverhalten deutscher KMU. Im Fokus stehen die Verfügbarkeit konkreter Finanzierungsinstrumente für KMU und deren Akzeptanz im Mittelstand. Dies soll die derzeitigen Möglichkeiten und Grenzen des heimischen Banken- und Finanzsystems verdeutlichen. Darüber hinaus werden verschiedene Aspekte des Innovationsverhaltens der befragten Unternehmen beleuchtet. Es zeigt sich, dass die Finanzierung aus erwirtschafteten Gewinnen einen überragenden Stellenwert besitzt. Zudem werden neben dem traditionell verankerten Bankdarlehen, vor allem kurzfristige, flexible, aber teure Kontokorrent- und Lieferantenkredite für Investitionszwecke genutzt. Alternative Finanzierungsinstrumente, wie Mezzanine, Beteiligungskapital sowie auch Kapitalmarktfinanzierungen haben bisher nur eine marginale Bedeutung erlangt. Als mögliche Ursachen hierfür sind mangelnde Kenntnisse und persönliche Vorbehalte auf Unternehmensseite, aber auch die grundsätzliche Nichteignung dieser Alternativen festzustellen. So liegt das nachgefragte Finanzierungsvolumen bei KMU häufig unter den Mindestgrenzen derartiger Kapitalgeber. Staatliche Förderinstrumente, welche vor allem von größeren mittelständischen Unternehmen in Anspruch genommen werden, können dabei nur einen Teilbeitrag leisten, um die Finanzierungsrestriktionen zu reduzieren. Im Bereich der Innovationsfinanzierung zeigt sich daher vor allem bei mittelgroßen Projekten ein besonderer Finanzierungsengpass.
Dieses Buch umfaßt die Darstellung der traditionellen und modernen mikroökonomischen Theorie; es enthält Modelle der grundlegenden ökonomischen Einheiten: Konsumenten, Produzenten und Märkte. Besondere Aufmerksamkeit wird dabei dem Oligopol zuteil, der typischen Marktform der modernen industriellen Welt. Ferner enthält das Buch Abschnitte zur Allgemeinen Gleichgewichtstheorie und zur Wohlfahrtstheorie.
Vektorfehlerkorrekturmodelle (VECM) erlauben es, Abhängigkeiten zwischen den Veränderungen mehrerer potenziell endogener Variablen simultan zu modellieren. Die Idee, ein langfristiges Gleichgewicht gleichzeitig mit kurzfristigen Veränderungen zu modellieren, lässt sich vom Eingleichungsansatz des Fehlerkorrekturmodells (ECM) zu einem Mehrgleichungsansatz für Variablenvektoren (VECM) verallgemeinern. Die Anzahl der kointegrierenden Beziehungen und die Koeffizientenmatrizen werden mit dem Johansen-Verfahren geschätzt. An einer einfachen Verallgemeinerung einer Konsumfunktion wird die Schätzung und Wirkungsweise eines VECM für Verbrauch, Einkommen und Aktienkurse in Deutschland gezeigt. Die Anwendung der Beveridge- Nelson-(BN)-Dekomposition auf vektorautoregressive Prozesse ermöglicht zudem, Abhängigkeiten zwischen den aus den kointegrierten Zeitreihen extrahierten zyklischen Komponenten zu schätzen.
New survey data for a panel of Polish firms is used to estimate employment and wage adjustments under various forms of ownership (insider vs. outsider) and asymmetric response to exogenous shocks. In contrast to earlier studies, dynamic panel data estimators (GMM) allow for endogeneity of observed variables and partial adjustment to shocks. Results differ from other findings in the transition literature: wages have little effect on dynamic labor demand and the firm-size wage effect is confirmed. Firms that expand employment have to pay significantly larger wage increases and rising sales add little to employment, suggesting labor hoarding. Dec1ining sales, however, significantly reduce employment and privatization (or anticipation thereof) has the expected benefits.
In socialist economies firms have provided various social benefits, like child care, health care, food subsidies, housing etc. Using panel data from Bulgarian and Polish firms, this paper attempts to explain firm-specific provision of social benefits in the process of transition. We investigate empirically with the help of qualitative response models, how ownership type and structure, firm size, profitability, change in management, foreign direct investment, wage and employment policies, union involvement and employee power have impacted the state of non-wage benefits provision.
Privatisation and ownership : the impact on firms in transition survey evidence from Bulgaria

Previous papers in this Special Series, have described in detail the theoretical background and development patterns, along with some empirical results, for the privatisation processes in Bulgaria and Poland. A range of issues have been raised which demand closer empirical investigation. For this purpose, the research group has developed questionnaire studies for Bulgaria and Poland. In Bulgaria, the National Statistical Institute (NSI) carried out the case studies between February and April 1998. The problems of the questionnaire set-up were identified in apre-test study, but unlike the Polish case, they led to only minor differentiation. Since financial limitations prevented a larger sample size, a sample size of 61 mid-sized and large Bulgarian enterprises was selected. Failure to respond was not a serious problem, unlike with the Polish questionnaire; this is because the NSI has maintained good links to the enterprise sector and management were prepared to give detailed answers, even on questions of their firms' financial status. However, as the Polish experience suggests, it has become obvious that the privatisation process is also associated with management's increasing reluctance to answer comparatively 'intimate' questions. Thus, future questionnaire studies must take a much higher rate of refusals into consideration. The pre-selection procedure in Bulgaria was determined by the project target, which sought to analyse the effects of the privatisation process on firm' s behaviour during the transition process, and hence only firms which had already existed before the changes were included. For small and medium-size enterprises (SME's), most of which were founded after the changes, partly due to the legal processes of spontaneous privatisation, some empirical, as weIl as analytical, studies were carried out. Thus, the research group limited the scope of investigation to enterprises with more than 250 employees. The underlying hypothesis is that employment problems are concentrated in larger firms, in particular amongst those still (partly) state owned. Because of the former ownership structures and relatively slower capacity for management change, the assumption is that state-owned enterprises (SOE's) which have only been recently privatised might still have traditional links to government even after privatisation. On the one hand, the SME's are obviously more prone to, and linked with, market processes. As a result, they don't have the financial potential and incentives to follow job-hoarding strategies. On the other hand, there are almost no SME's which are still stateowned. Hence, the prevailing opinion in the literature is that 'larger industrial firms were apt to be least efficient, most often producing inadequate and non-competitive products, with a high degree ofunder-utilisation oflabour and most inflexible to change' (lones & Nikolov 1997, p. 252). Thus, as mentioned above, though there may be some limitations with regard to firm representation, our sample characterises a number of enterprises that offer fertile ground for the analysis of firms' adjustment to the newly established market realities in a transition economy. Our study is unique in the sense that existing empirical studies on privatisation and enterprise restructuring generally cover the time period just before and after the initial stages of transition, e.g. 1988/89 to 1992. In those studies, samples of firms in the Czech Republic, Poland, Hungary and Bulgaria recognise that behavioural adaptations at the enterprise level had taken place just before the actual privatisation process materialised. Therefore, almost all of the firms under examination were still state-owned. The firms were usually divided according to their performance as 'good', 'average' and 'bad' enterprises. The main findings of those early studies have shown that the macroeconomic adaptations (i.e., macro-level changes which induced micro-level adjustment by the firms), as well as emerging market structures, have created enormous pressures which in turn have influenced firms' economic behaviour, reallocation of resources and consequent restructuring. This evidence supports the hypothesis that the SOE's started restructuring and adjusting their behaviour and performance, in response to the harsh realities of more open markets, before privatisation actually started. In this paper, we seek to present some results on these developments in Bulgaria, at the later stages of transition and privatisation (1992-1996). The aim of our questionnaire study is therefore to show the effects of the privatisation process and ownership on the behavioural adaptations of firms which had once been state-owned or continue to be owned by the state. The period under investigation is 1992 to 1996. For 1990 and 1991, the number of missing values is reactively high and, where relevant, we partly exclude these observations from our analysis. The paper contains seven sections. Section 11 outlines the macroeconomic environment in which our sample firms operate, provides some specifics of the Bulgarian privatisation process, and discusses data quality. Section 111 concentrates on the analysis of privatisation, the specific forms of ownership that resulted from it, and firm size. In Section IV, we describe the trends of the main economic variables within firms (such as employment, wages, labour productivity, etc), and a number of proxies of firm viability, while Section V presents some regression results to corroborate the discussion of the previous section. Section VI gives an overview of survey results of the impact of enterprise determined wage policy, trade union activity and membership, government control, and social benefits on enterprise restructuring. Section VII is a summary of our findings.
Privatisation in Central and Eastern Europe can be defined as the transfer of property rights from the State to private owners. The transfers are carried out so as to vest the new private owners with the full property rights of use and disposal over their property, these rights being guaranteed by the legal framework established by the rule of law. In Bulgaria, one can distinguish between three main stages in the process of privatisation. Each was shaped by the conflicting resolutions of frequently changing governments and meant to serve different political goals. The first stage (1990-1993) is characterised by the blockade of legal privatisation, as ‘spontaneous privatisation’ was accorded high priority. As in other former socialist countries, great emphasis was placed on the so-called commercialisation of state-owned enterprises. This did not involve the actual transfer of State property into private hands, but rather the independent transformation of state-owned enterprises into joint-stock companies, as well as the establishment of subsidiary companies.1 The goals of introducing more efficient structures and applying modern methods of production by transferring property to a more suitable management were not achieved. The second stage (1993-1995) is a cash privatisation, which laid the foundation for an employee/management buy-out, aided by the legal provisions granting concessions in the payment of instalments. The most important factor in the third stage of the process of privatisation in Bulgaria was the adoption of the mass privatisation model as an alternative method of procedure. In 1996, legal regulations for mass privatisation were introduced and a privatisation fund was established. In the meantime, the process has evolved into its fourth stage, during which a strategy of privatisation has been formulated under the supervision of a monetary council, and various agreements with the IMF and the World Bank are being adhered to. Privatisation is the decisive factor in the structural reforms of East European countries. The problem of converting State property into more effective forms of property management has been exacerbated by the additional demand of carrying out the far-reaching structural changes as swiftly as possible. The expectation that a large part of State property would be privatised within a short time in Bulgaria, has not been met for a number of reasons. When the reforms began, the private sector was too weakly developed to become a catalyst for structural changes. Until 1995 there were no laws regulating the stock exchange or securities and bonds - the capital market was practically non-existent. Moreover, the various political parties could not agree upon the various models and objectives of privatisation. The population itself had no capital. The restitution of private ownership which will not be discussed in further detail was limited to the smallest businesses, traders and workshops. Furthermore, the Privatisation Agency and State authorities employed to initiate the privatisation process lacked experience. Another problem hindering privatisation was that the laws passed lacked precision and were constantly subject to change.
The economy in Poland has changed tremendously in recent years. Agricultural enterprises can defend their market share only if they are able to adjust quickly and efficiently to new circumstances. The most effective strategy to cope with changing operating conditions is a strategy of permanent development of human resources. This strategy must embrace a constant improvement of professional entrepreneurial skills and of management structures within organizations. Only such a strategy will allow businesses to hold on to or to increase their market standing despite strong competition. It will also allow them to meet, for instance, the newly introduced standardisation procedures for goods produced and supplied. This challenge holds especially true for agricultural enterprises that operate in highly competitive markets; markets which are currently characterised by a permanent surplus of supply over demand and a great number of businesses, mainly of small or medium size. Demand in the agricultural market is exerted by millions of consumers, all of different consumption habits with idiosyncratic consumption preferences. Agricultural producers as a group are extremely sensitive to any kind of change in their environment. This is especially true in the current transition period when a worsening of economic conditions can be observed: an economic downturn caused by the price of inputs increasing at a faster rate than agricultural product prices and an ineffective agricultural policy. One of the agricultural production factors which allows for quick adjustment to change and which can thus be used to improve one’s market position is the human factor. It is a wellknown fact that a good level of professional skills in combination with ongoing means of furthering and updating professional qualifications of workers can help to facilitate coping with market challenges. The aim of this study is first to determine specific quality and quantity features of human resources in agricultural production, looking, inter alia, at changes in employment, specific employment structures and the number of recruitments and dismissals in a given period. A further aim was to undertake an efficiency analysis of limited partnerships which leased their agricultural real estate from the Agricultural Property Agency (APA) in the Voivodeship of Gorzów between 1995 and 1997. The first analysis was carried out using data which were collected from surveys amongst the owners of 36 privately owned farms and the managers of 14 limited partnerships. The data cover the period between 1994 and 1997. The incentive to conduct research on large farms in the Gorzów Voivodeship using the Data Envelopment Analysis method (DEA) lay in the outcome of various earlier studies on the financial standing of limited partnerships leasing real estate from APA in the Gorzów Voivodeship in 1996 and 1997. Apart from general adjustment processes, these inquiries proved that, in 1997, the economic condition of the farms analysed was worse when compared to the situation in 1996; the following ratios worsened: the financial support ratio, the liquidity ratio, the turnover ratio, the profitability ratio and the cost level ratio (see Świtłyk, 1998, 1999). These results determined the focus of our research, namely input efficiency in particular limited partnerships. The base of our calculations was a research model which consisted of efficiency measures focusing on firms’ inputs The analysis was carried out on a sample of 90 firms in the years between 1995 and 1997 (30 firms every year). Other data material was collected from national statistical office reports on incomes, costs and financial results (F-O1) and statistics about land usage, crop area and yields (R-O5). In the next section we briefly discuss privatisation in agriculture. Sections 3 and 4 present results from our survey. Section 5 concludes.
After promising beginnings towards transformation, in 1991 the Bulgarian economy fell into deep crisis in the period from 1995 to 1997. Social policy, already overstrained due to the demands of transition, was unable to cope effectively with the rapidly spreading state of emergency. The following essay analyses the development of the social indicators and instruments of social security in the years 1990 to 1998. In addition to unemployment and unemployment insurance, the issue of pensions and poverty will also be examined.
Like in all countries in transition, the tax as well as the transfer system have been under serious reform pressures. The socialistic systems were not able to fulfill the necessary functions in providing a certain degree of redistribution and social security, which are inevitable for social oriented market economies. Increasing income and wage differentiation is one of the most important prerequisites for a market oriented ability to pay tax system. But in the transformation period, numerous quasi-legal or even illegal property transactions have taken place, thus leading to wealth concentrations on the one hand while as consequence of the bankruptcy of socialism, enormous poverty problems have arisen on the other. For the political acceptance of the transformation process it is of utmost importance that an efficient and fair tax system is implemented and social security is organised by the state on a level which secures at least the physical minimum of subsistence or – if economically possible – even a social-cultural minimum. Whether the state should go further in providing compulsory social insurance systems has been a hotly debated topic for decades even in the welfare and social states of the Western type. Whereas the basic security systems have to be financed by general tax revenue, for a compulsory social insurance system – due to the insurance character – special earmarked social security contribution are held necessary. Both public goods and services as well as at least basic security have to be financed by total tax revenue. For the acceptance and fairness of the whole system the total redistributive effect of both sides of the budget – the tax system as well as the expenditure system – are decisive. In this paper we will concentrate on the revenue side, e.g. on the taxes as well as on the social security contributions. Adam Smith had already formulated some very simple tax norms which have been transformed in modern tax theory. The equivalence as well as the ability-topay principle are basic yardsticks for every tax system in a democratic oriented market system, not to forget tax fairness. In the historical development process equity-oriented measures have often produced an enormous complexity of the single taxes as well as of the whole tax system. Therefore, reconsidering the Smithian principles of simplicity and of minimum compliance costs for the tax payer would even press many Western European tax systems to undergo serious reform processes which often are delayed because of intense interest group influence. Hence, a modern tax system is a simple one which consists only of a few single taxes which are easy to administer. Such a system consists of two main taxes, the income and the value added tax. Consequently in all countries of transition both taxes have been implemented, while the implementation was fostered by the fact that both also constitute the typical components of the EU member states systems. Therefore such a harmonising tax reform is the most important prerequisite to become a membership candidate. Bulgaria also tried to follow this general pattern in reforming the income tax system starting in 1992 and replacing the old socialistic turnover tax and excise duty system by the value added tax (VAT) in 1994. Especially with regard to the income tax system the demand for simplicity has not been met yet. Complex rules to define the tax base as well as a steeply progressive tax schedule have led to behavioral adaptations which are even strengthened by the effects of a high social contribution burden which is predominantly laid on the employers. In the following some concise descriptions of the tax and social contribution system are given; the paper closes with a summary, in which the impacts of the system are evaluated and some political recommendations for further reforms are presented.
Industrial policy and social strategy at the corporate level in Poland : questionnaire results

This paper presents results from a survey of industrial policy of the state and the social security system at the corporate level in Poland. Previous reports in this area indicated preferable directions of research to be taken in order to prove various hypotheses of the purposefulness of an integral approach to industrial policy and social security in the analysis of economic processes in transition (see Weikard 1997). This paper summarises the results and draws conclusions from a questionnaire study on subsidies, social benefits and economic policy in Polish firms during the process of transformation. Our results and conclusions show the scope and character of the processes in the area of industrial and social policy in the period 1994 to 1997. The paper is divided into five parts. The first part concerns the aims and methodology of the questionnaire; it also gives a brief description of the sample. The second part shows how enterprises dealt with the issues of employment and wages in this period. The third part characterises industrial policy at the corporate level, while the next presents results from the survey of various social schemes pursued. The final part aims at an integral approach in the analysis of various processes taking place in Polish enterprises. The survey was conducted in the period April to June 1998. Its aim was to observe certain phenomena occurring at the corporate level. The questionnaire was distributed among the managers, directors and presidents of large-size enterprises, which had been selected to satisfy the following three criteria. Firstly, the number of employees had to be considerable (over 300 workers). This criterion was applied following the consideration that certain social phenomena are more conspicuous in enterprises with large manpower. Secondly, only operating enterprises were selected, the enterprises which closed down were disregarded. Finally, for the purposes of the survey the units differed as regards their legal situation and form of ownership. Out of over 1800 enterprises 370 units were drawn where we sent the questionnaire. Unfortunately, as many as 51.9% of the respondents refused co-operation, questions to a certain extent puts the representativeness of the sample in question. Finally, 178 questionnaires were subsequently completed and returned for analysis. However, not all of these questionnaires included full answers to all of the 75 questions; therefore, while discussing the results of the survey we have indicated the number of relevant answers we have received.
Infolge der Veränderungen der politischen, wirtschaftlichen und rechtlichen Rahmenbedingungen hat sich in der ostdeutschen Landwirtschaft ein erheblicher Strukturwandel vollzogen. Zwar ist die Zahl der landwirtschaftlichen Unternehmen infolge von Neugründungen, Teilungen und Auslagerungen von Tätigkeitsbereichen kontinuierlich gestiegen, die Zahl der Beschäftigten in der Landwirtschaft ist dagegen drastisch zurückgegangen. In Brandenburg, der Untersuchungsregion dieser Studie, verringerte sich beispielsweise die Zahl der Beschäftigten von 39.035 Arbeitskrafteinheiten (AK-Einheiten) auf 25.991 im Zeitraum von 1992 bis 1997. Dies entspricht einem Rückgang von 33,4 %. Statistische Erhebungen aus dem Jahr 1997 zeigen, daß 31% der ehemals in der Landwirtschaft Beschäftigten in den Vorruhestand entlassen wurden, etwa weitere 20% befanden sich in Fortbildungs-, Umschulungs- oder Arbeitsbeschaffungsmaßnahmen (MELF, 1997). Vielen Beschäftigten, die zwischenzeitlich in Arbeitsbeschaffungsmaßnahmen eingebunden waren, blieb nach dem Auslaufen dieser Projekte der Weg in die Arbeitslosigkeit nicht erspart (BALMANN et al., 1996). Etwa 40% der Bevölkerung Brandenburgs lebt in ländlichen Gebieten, und 4,1% aller Erwerbstätigen bietet die Landwirtschaft einen Arbeitsplatz, womit Brandenburg über dem Bundesdurchschnitt liegt. Bei einer Arbeitslosenquote von 20,2% (März 1998), gewinnt der Anteil in der Landwirtschaft beschäftigter Personen zusätzlich an Bedeutung. Vor diesem sozialen und demografischen Hintergrund ist die vorliegende Untersuchung einzuordnen. Es soll der Versuch unternommen werden, die Arbeitsmarktentwicklungen im Agrarbereich detaillierter zu beschreiben und ihre Bestimmungsgründe aufzuzeigen. Dazu ist es insbesondere notwendig, die Entwicklung des Arbeitskräftebestandes der landwirtschaftlichen Unternehmen in der Umstrukturierungsphase nach Rechts- und Betriebsformen differenziert zu betrachten. Das Papier gliedert sich in zwei Hauptabschnitte. In Abschnitt 2 erfolgt eine Beschreibung der internen Umstrukturierungsprozesse von insgesamt 75 Agrarbetrieben in Brandenburg zwischen 1990 und 1996. Dabei erfolgt eine Einschränkung auf juristische Personen, da diese infolge ihrer hohen Bedeutung im Hinblick auf die Zahl der Beschäftigten sowie die Gestaltungsmöglichkeiten der Anpassung von besonderem Interesse sind. Abschnitt 3 untersucht, wie die vollzogene Entwicklung unter Effizienzgesichtspunkten zu beurteilen ist.
The aim of the work was to present the results of the analyses economic standing of the partnership companies which lease agricultural real estate from Agricultural Property Agency of State Treasury (APA) in 1996 and 1997. The analyses proved poor economic condition of the firms under investigation and especially their low level of stabilisation (the index of total debt was in 1996 equal to 0.88 and in 1997 to 0.96) and the low level of their solvency.
The study presents estimates and analyses of the social expenditure in Poland. Changes which occurred during the transformation period are a reflection of consciously launched political transformations as well as decisions taken as a result of current needs and political pressures. This has an impact on the volume and structure of expenditures which are under consolidation. The debate devoted to budget issues, which gets more intense every autumn, testifies to increasing problems with correcting guidelines for distribution of expenditures. Even slight changes stand for depriving a specified group of transfers, what in democratic conditions produces strong protests. A similar negative attitude to changes became evident with regard to taxation. Recommendations presented in 1998 by the Polish government [see Ministry of Finance, 1998a, 1998b] introduce substantial modifications to the current tax system (withdrawal from tax exemptions and introduction of a tax-free minimum income) and thus met with a massive reluctance of major political fractions. This study provides readers with information on the volume of public expenditures, the source of public revenue, that is taxes, and a thorough study on expenditures allocated to social goals. The analysis was carried out on the basis of own estimates, which employ data acquired from the Ministry of Finance and the Ministry of Labour and Social Policy.
In centrally planned economies state subsidies were the main instrument of supporting the economic sector. Most of them had also social functions (e.g. through subsidising the consumption of households). In the period of transition, with the withdraw all of the state from economic decisions of the enterprises, new social problems appeared. The paper analyses the process of granting state support to economic units - its scope and forms - in the 90-ties.
This paper analyses the macroeconomic developments which have taken place in the Bulgarian economy in the period 1993-1997. The paper also looks at the institutional arrangements and the process of economic policy-making in the country. In this context the problems the Bulgarian economy has experienced in the transition process towards a market-oriented economy are also studied. The paper proceeds as follows: Section 2 looks at the institutional arrangements and the process of economic policy-making through 1995. Section 3 studies the deep economic crisis in 1996 and points out what went wrong in that period. Section 4 continues studying the economic crisis of the Bulgarian economy as well as the problems in the transition process during the first half of 1997. Section 5 looks at the economic developments during the second half of 1997 and points to the prospects for growth in 1998. Section 6 deals with the Bulgarian financial institutions and the existing institutional arrangements. Finally, Section 7 concludes the paper.
The paper describes three stages of the privatisation process in Bulgaria 1990-1997. In the first period (1990-1993) progress was very slow. Only after 1993 a significant privatisation started. Mainly retail shops, restaurants and small businesses of various kinds were sold. In 1996 a programme for mass-privatisation was launched which has led to a widespread share-ownership in Bulgaria.
All countries of Central and Eastern Europe had to bear and are still bearing tremendous costs of the economic and political transformation. This paper deals with the case of Bulgaria. We describe the social situation and the most important social security institutions in Bulgaria (unemployment benefits, the pension system and family support) over the period of the last seven years.
The submitted paper is discussing the role of labour in the restructuring process of agricultural enterprises as apart of the transition process towards a market economy. A concept for the measurement of lacks in efficiency is formulated on the background of the Data Envelopment Analysis (DEA). Furthermore first outcomes of a comparative survey of Brandenburg (Germany) and a region in Poland are presented by the use of the explained methods.
Industrial policy measures can be a reasonable supplement to economic and social policy actions during the period of transformation of centrally planned economies. This paper shows the interplay between industrial and social policy. Special attention is given to the timing and sequencing of the transformation process. This approach is closely modeled on the example of New Zealand.
This paper offers empirical evidence on the power of Sornette et al's [2001] model of bubbles and crashes regarding the German stock market between 1960 and 2009. We identify relevant time periods and describe them with the function given by Sornette et al's model. Our results show some evidence in predicting crashes with the understanding of logarithmic periodic structures that are hidden in the stock price trajectories. It was shown that for the DAX most of the relevant parameters determining the shape of the logarithmic periodic structures are lying in the expected interval researched by Sornette et al. Further more the paper implicitly shows that the point of time of former crashes can be predicted with the presented formula. We conclude that the concept of financial time series conceived as purely random objects should be generalised as to admit complexity.
Die statistische Analyse der Ertragslage öffentlicher Unternehmen bringt Informationen über die Ertragskraft dieser Unternehmensgruppe. Die erforderlichen Kennzahlen werden den Jahresabschlussbilanzen entnommen, die die amtliche Statistik in öffentlichen Unternehmen erhebt. Zunächst werden geeigneten Kennzahlen ausgewählt und definiert, für die einzelnen Unternehmen aufbereitet sowie für die Gesamtheit öffentlicher Unternehmen und ihre Klassen aggregiert. Sie werden in ihrer Entwicklung über den Zeitraum von 1999 bis 2006 analysiert und – unter starken Vorbehalten – mit analogen Kennzahlen in der privaten Wirtschaft verglichen. Die Vorbehalte ergeben sich daraus, dass sich Ziele und Bedingungen im öffentlichen Unternehmensbereich häufig von denen der privaten Wirtschaft unterscheiden, z. B. durch die stärkere Orientierung an öffentlichen Aufgaben als an betriebswirtschaftlicher Effizienz, durch die eingeschränkte Veräußerbarkeit des Vermögens und durch das geringere Risiko einer Insolvenz. Öffentliche Unternehmen haben im Mittel wegen der Spezifik ihrer Aufgaben und politisch determinierter Preise einen geringeren Umsatz als private Unternehmen. Im Vergleich zu privaten sind öffentliche Unternehmen auch durch eine höhere Zinselastizität, die mit einem hohen Verschuldungsgrad zusammenhängt, und eine höhere Abschreibungsintensität gekennzeichnet. Die letzte ist auf das umfangreiche öffentliche Vermögen zurückzuführen. Im Großen und Ganzen unterstreicht die statistische Analyse der Ertragslage die enge Verflechtung zwischen öffentlichen Unternehmen und öffentlichen Haushalten.

Die erforderlichen Kennzahlen werden den Jahresabschlussbilanzen entnommen, die die amtliche Statistik in öffentlichen Unternehmen erhebt. Zunächst werden geeigneten Kennzahlen ausgewählt und definiert, für die einzelnen Unternehmen aufbereitet sowie für die Gesamtheit öffentlicher Unternehmen und ihre Klassen aggregiert. Sie werden in ihrer Entwicklung über den Zeitraum von 1999 bis 2006 analysiert und – unter starken Vorbehalten – mit analogen Kennzahlen in der privaten Wirtschaft verglichen. Die Vorbehalte ergeben sich daraus, dass sich Ziele und Bedingungen im öffentlichen Unternehmensbereich häufig von denen der privaten Wirtschaft unterscheiden, z. Dank der Kapitalzuführungen von der öffentlichen Hand haben öffentliche Unternehmen in Deutschland höhere und zunehmende Eigenkapital- und Rücklagenquoten im Vergleich zu privaten Unternehmen, während ihr durchschnittlicher Innenfinanzierungsgrad und ihre Kapitalrückflussquote unter denen im privaten Sektor liegen. Insgesamt wird durch die Analyse der Finanzlage die enge Verflechtung zwischen öffentlichen Unternehmen und öffentlichen Haushalten unterstrichen.
Die Identifikation von Einflussfaktoren und deren Wirkungsrichtung auf die Kursentwicklung einer Aktie ist von großer Bedeutung für die Finanzmarktanalyse. Die wechselseitigen Zusammenhänge zwischen den Renditen spezifischer Aktien sind solche relevante Informationen. In diesem Beitrag werden die Interdependenzen von Aktienrenditen auf der Grundlage vektorautoregressiver (VAR)-Modelle für kleine, homogene Brachen- und Marktsegmente analysiert. Hierzu wurden die Renditen ausgewählter im Deutschen Aktienindex (DAX) notierter Unternehmen zu drei Branchensegmenten zusammengefasst. Darüber hinaus zeigt sich am Beispiel der Hoechst-Aktie, dass eine gemeinsame DAX-Notierung Einfluss auf das Beziehungsgeflecht der Renditen innerhalb eines Brachensegmentes nimmt.
Der vorliegende Beitrag knüpft an die in Potsdam seit 2001 durchgeführte Langzeitstudie an und untersucht die aktuelle Situation auf dem formellen Beteiligungsmarkt in Deutschland nach dem Ausbruch der Finanzkrise. Neben den allgemeinen Gegebenheiten des Marktes werden vor allem die Finanzierungsbedingungen sowie das Investitionsverhalten einzelner Beteiligungsgesellschaften analysiert. In den Jahren 2008 - 2009 zeigt sich einerseits eine weitestgehend unveränderte Struktur der Refinanzierungsquellen. Privatpersonen und Banken sowie der öffentliche Sektor nehmen weiterhin einen hohen Stellenwert ein. Andererseits werden deutliche Veränderungen der strukturellen Merkmale, wie auch im Investitionsverhalten einzelner Beteiligungsgesellschaften deutlich. Besonders auffällig für die Branche sind das Rationalisierungsbestreben beim Einsatz von Investmentmanagern sowie die zunehmende Spätphasenspezialisierung. Aus dem festgestellten Konsolidierungs- und Reifeprozess erwächst die Herausforderung und offene Frage, wie der Markt eine solche strukturelle Angebotslücke im Frühphasensegment begegnen will. Auch das Einwerben neuer Finanzmittel sowie die aktuellen Exit-Bedingungen werden in der vorliegenden Studie kritisch beleuchtet. Als ein reizvolles Instrument zur Reduzierung der aufgezeigten Problemfelder wird dabei die aktuell unterentwickelte Syndizierung von Beteiligungsinvestitionen angesehen. Die effizientere Ausgestaltung derartiger Finanzierungsstrukturen sollte dazu beitragen, dass das private Beteiligungskapital künftig stärker bei der Transformation betrieblicher Forschung und Entwicklung zum Einsatz gelangt.
Die Impuls-Antwort-Analyse – auch Schockanalyse genannt – stellt eine wichtige Möglichkeit der vertiefenden Analyse von vektorautoregressiven (VAR) Modellen dar. Bei der Schätzung der Impuls-Antwort-Folgen müssen die Zeitreiheneigenschaften der zugrundeliegenden Daten berücksichtigt werden. Weisen die Zeitreihen stochastische Trends auf und sind die Zeitreihen kointegriert, kann die Impuls-Antwort-Analyse auf der Basis eines kointegrierenden VAR-Modells (VECM) erfolgen. Pesaran und Shin (1998) entwickelten die verallgemeinerten (Generalized) Impuls-Antwort-Funktionen, um den Mangel der fehlenden Eindeutigkeit der orthogonalen Schockanalyse zu umgehen. Am Beispiel der Variablen einer Konsumfunktion für Deutschland werden die auf der Grundlage eines Vektor-Fehlerkorrekturmodells berechneten verallgemeinerten Impuls-Antwort-Folgen den orthogonalen gegenübergestellt.
Öffentliche Unternehmen werden in Adäquation zum wirtschaftlichen und politischen Verständnis an Hand des Finanz- und Personalstatistikgesetzes operationalisierbar definiert und sowohl gegenüber öffentlichen Behörden als auch gegenüber privaten Unternehmen abgegrenzt. Dabei wird gezeigt, dass keine Deckungsgleichheit, aber eine stückweise Überlappung mit dem Sektor Staat besteht. Dadurch gewinnt ein Teil der öffentlichen Unternehmen Bedeutung für die Volkswirtschaftliche Gesamtrechnung, insbesondere für den öffentlichen Schuldenstand und damit für die Konvergenzkriterien im Rahmen der Wirtschafts- und Währungsunion. Die amtliche Statistik gewinnt die Daten für die Statistik öffentlicher Unternehmen in Totalerhebung aus den Jahresabschlüssen dieser Unternehmen einschließlich ihrer Gewinn und Verlustrechnung. Die Statistik öffentlicher Unternehmen übertrifft damit in ihrer Ausführlichkeit und Tiefe die meisten anderen Fachstatistiken. Dem steht der Nachteil der relativ späten Verfügbarkeit gegenüber. Der Wissenschaft steht die Statistik in Form einer formal anonymisierten Datei an Wissenschaftlerarbeitsplätzen in den Forschungsdatenzentren der Statistischen Ämter des Bundes und der Länder zur Verfügung. Der Anonymisierungsprozess bedeutet eine weitere Verzögerung der Verfügbarkeit der Daten und steht zusammen mit strengen Geheimhaltungsvorschriften in den Forschungsdatenzentren im Widerspruch zur gebotenen Transparenz und der vorgeschriebenen Offenlegung der Bilanzen im öffentlichen Sektor.
Die wichtigste Frage der Raumwirtschaftstheorie lautet: Welches sind die Ursachen für die Entstehung, den Bestand und die Wandlungen räumlicher Wirtschaftsstrukturen? Zu den markantesten Strukturen gehören zweifellos Agglomerationen, die nicht auf natürliche Ursachen zurückgeführt werden können. Die Neue Ökonomische Geographie gibt eine Antwort auf die Frage nach den Gründen ihrer Existenz aus einem mikroökonomischen Totalmodell, das unterschiedliche Regionen und Produktionssektoren, heterogene Güter und unterschiedliche Transportkosten berücksichtigt. Das vorliegende Buch verfolgt drei Ziele: Zunächst wird dieses neue Paradigma in einen dogmenhistorischen Zusammenhang mit der traditionellen Raumwirtschaftstheorie und Handelstheorie gestellt. Ferner wird das Basismodell des Ansatzes ausführlich beschrieben und danach kritisch diskutiert. Schließlich werden einige Erweiterungsmöglichkeiten aufgezeigt, die in der Lage sind, einige zuvor genannte Kritikpunkte bezüglich des Grundmodells aufzuheben.
This paper opens a series of discussion papers which report about the findings of a research project within the Phare-ACE Programme of the European Union. We, a group of Bulgarian, German, Greek, Polish and Scottish economists and agricultural economists, undertake this research to provide An Integrated Analysis of Industrial Policies and Social Security Systems in Countries in Transition.1 This paper outlines the basic motivation for such study.
Kompositionsdaten sind mehrdimensionale Daten, deren Komponenten im Wesentlichen nur relative Informationen enthalten (und die sich deshalb meist zu einem festen Wert wie 1 oder 100% addieren). Wegen ihres geschlossenen Charakters sind sie mit herkömmlichen Methoden (basierend auf einem n-dimensionalen Raum ℝⁿ) nicht konsistent analysierbar. Methoden der Kompositionsdatenanalyse existieren seit etwa 30 Jahren, sie werden kurz vorgestellt. Ein besonderes Problem ist die adäquate Darstellung von Kompositionsdaten. Für (bis zu) drei Komponenten gibt es verschiedene Methoden, für vier und mehr hingegen sind allen Komponenten gleichartig gerecht werdende Darstellungen kaum vorhanden. Ausgehend von den etablierten Methoden der Kompositionsdatenanalyse wird eine neue Darstellungsform vorgeschlagen, Vor- und Nachteile werden theoretisch and anhand von Beispielen diskutiert.
Das Erkenntnisziel der Analyse der Vermögenslage ist die Gewinnung von Informationen über das Vermögen eines Unternehmens und seine Investitionstätigkeiten. In dieser Arbeit stellt das Definitionssystem der Jahresabschlussanalyse (in der Fachliteratur auch Bilanzanalyse genannt) die theoretische Grundlage für die statistische Analyse der Vermögenslage in der Gesamtheit öffentlicher Unternehmen dar. Die Vermögenslage wird mit Hilfe der aus der Bilanz ablesbaren Kennzahlen analysiert. Dabei stellen die Posten der Bilanz ursprüngliche Merkmale dar, auf deren Grundlage die zu untersuchenden Merkmale – Kennzahlen der Vermögenslage gebildet werden. Da die Heterogenität öffentlicher Unternehmen die Vergleichbarkeit der untersuchten Kennzahlen erschwert, stellt die Aufbereitung der Bilanz (Bildung der Strukturbilanz) in diesem Zusammenhang einen wichtigen Zwischenschritt in der Analyse dar, der allerdings schon dem Wirtschaftsprüfer erhebliche Kopfschmerzen bereiten kann, geschweige dem Statistiker. Eine einheitliche Strukturbilanz soll die Vergleichbarkeit der Bilanzkennzahlen gewähren. Die Vorgehensweise bei der Aufbereitung der Bilanz für eine Strukturbilanz wird in der Fachliteratur nicht eindeutig festgelegt. Die fachlichen Beiträge dort bestehen überwiegend aus Hinweisen und Empfehlungen zum Vorgehen in einzelnen Untenehmen, was natürlich gut nachzuvollziehen ist, da jedes Unternehmen eine eigene Spezifik hat. An dieser Stelle muss jedoch ein Statistiker, der sich weniger mit den einzelnen Fällen beschäftigt, sondern die Massenphänomene untersucht, auf eine einheitliche Variante der Bilanzaufbereitung zurückgreifen. Auf die Besonderheiten der Datenaufbereitung für öffentliche Unternehmen und die Bildung der Strukturbilanz soll an dieser Stelle nicht eingegangen werden. In dem folgenden Abschnitt werden die zu untersuchenden Merkmale - Kennzahlen der Vermögenslage definiert. Diesem schließt sich der Abschnitt mit den empirischen Ergebnissen an. Die Berechnungen wurden sowohl für die ganze Grundgesamtheit öffentlicher Unternehmen als auch an einigen Stellen für ihre einzelnen Klassen durchgeführt.
Die Aussicht auf hohe Bonuszahlungen im Erfolgsfall war ein Grund neben mehreren, der Bankmanager im Vorfeld der Finanzkrise dazu verleitet hat, risikoreiche Unternehmensstrategien zu verfolgen und die langfristige Stabilität der Institute zu gefährden. Vor allem im Kreditwesen wurden falsche Anreize in der leistungs- und erfolgsabhängigen Vergütung gesetzt. Die Vergütungssysteme belohnten Manager und Mitarbeiter für die Erreichung kurzfristiger Gewinnziele – ungeachtet der eingegangenen Risiken. Boni wurden meist in bar ausgezahlt und orientierten sich primär an nicht risikoadjustierten Kennzahlen. Inzwischen hat sich in Anbetracht der Dramatik der Finanz- und Wirtschaftskrise eine deutliche Änderung in der Gestaltung der Bonussysteme angekündigt. Wie die Geschäftsberichte einzelner Institute des Jahres 2009 andeuten, werden mit der Erholung des Bankensektors mittelfristig auch die Bonuszahlungen wieder ansteigen.
Der vorliegende Beitrag gibt einen Überblick über die Entstehung der ersten deutschen Kolonien in Georgien sowie die wirtschaftlichen Aspekte ihrer Tätigkeiten. Im II. Kapitel wird kurz die Vorgeschichte der Beziehungen zwischen Deutschland und Georgien beschrieben. Es wird gezeigt, dass diese Beziehungen schon im dritten Jahrhundert begannen und nach der Eroberung Georgiens durch die Mongolen im 13. Jahrhundert unterbrochen wurden. Die Wiederherstellung der Beziehungen zwischen den Ländern fand im 17. Jahrhundert statt, wobei eine Intensivierung im 18. Jahrhundert beobachtet werden kann. Im III. Kapitel geht es um die Entstehung der deutschen Kolonien in Georgien; insbesondere entstanden viele deutsche Siedlungen in Ost-Georgien, in der Nähe der Hauptstadt Tbilissi (mit deutschen Bezeichnungen, z.B. Rosenthal, Marienfeld, Alexandersdorf, Petersdorf, Elenendorf usw.) und in Tbilissi. Das IV. Kapitel beschäftigt sich mit der Analyse der wirtschaftlichen Tätigkeiten der deutschen Kolonien, insbesondere mit der Gründung von zahlreichen neuen kleinen und mittleren Unternehmen in der Nahrungsproduktion, Landwirtschaft und im Dienstleistungsbereich. Die kleinen und mittleren deutschen Unternehmen verwendeten modernes Know-how und Technologien aus Deutschland. Dies hat wesentlich zur wirtschaftlichen Entwicklung Georgiens beigetragen.
