Mit dem in §18 des Tarifvertrags für den öffentlichen Dienst (TVöD) festgeschriebenen Leistungsentgelt soll u.a. die Motivation der Mitarbeiterinnen und Mitarbeiter im öffentlichen Dienst gesteigert werden. Eine motivationssteigernde Wirkung wird jedoch von Seiten der Motivationsforschung bestritten. Sie geht im Gegenteil davon aus, dass eine leistungsorientierte Bezahlung (LOB) zu einer Verdrängung der intrinsischen Motivation (Crowding-Out Effekt) führen kann. Mithilfe eines empirischen Tests der Motivation Crowding Theorie gelangt diese Arbeit zu einem differenzierteren Urteil. Es wird gezeigt, dass im Beispiel der Kreisverwaltung Potsdam Mittelmark die subjektive Wahrnehmung der LOB durch den einzelnen Beschäftigten darüber entscheidet, ob dessen Motivation verstärkt oder verdrängt wird. Jene Beschäftigten, die sich durch die LOB kontrolliert fühlen, weisen eine signifikant geringere PSM und intrinsische Motivation als diejenigen auf, die die LOB als fördernd wahrnehmen. Als zentraler Faktor für das Urteil der Beschäftigten wird die wahrgenommene Fairness des Systems identifiziert.

Der Grundstein für die Edition der Tagebücher Humboldts wurde ab 1958 durch die Transkription aller 9 Tagebuchbände gelegt. Die Auswahlausgabe der amerikanischen Reisetagebücher Humboldts begann 1982 mit der Publikation der gesellschaftskritischen Äußerungen zum spanischen Kolonialsystem, zwei weitere Bände (Texte und Kommentar) sollten den unvollständig gebliebenen, auf Venezuela beschränkten gedruckten Reisebericht, "Relation historique", ergänzen. In dem hier vorgestellten Band sind die Texte publiziert, die dem gedruckten Reisebericht entsprechen. Der Vergleich zwischen Tagebüchern und Druck zeigt eine strukturelle Identität. Die Ereignisschilderung bezieht die wissenschaftlichen Arbeiten mit ein und stellt sie nicht selten in den Mittelpunkt. Inhaltlich ergibt sich ein Unterschied in der Substanz. Persönliche Erlebnisse, politisches Urteil und wissenschaftliche Ausführungen sind nicht immer identisch. Der Text des Bandes wurde in 12 Kapitel unterteilt. Den lokalen Rahmen bilden die Abreise aus Paris 1798 und die Ankunft auf Kuba 1800. Die Ausführungen dienen der geographischen Erschließung des Landes, wobei das ethnologische Moment eine große Rolle spielt. Die angehängten Kommentare unterstützen das Verständnis der Texte, vier Register dienen ihrer leichteren Erschließung.

Am 14. Juni 2015 starb unsere Kollegin Margot Faak im 89. Lebensjahr. Wir erinnern an sie mit Worten des Abschieds von Eberhard Knobloch und dem Wiederabdruck eines Aufsatzes aus ihrer Feder von 1999.
Die Neuveröffentlichung erfolgt mit freundlicher Genehmigung der Alexander von Humboldt-Stiftung.

What is it good for?

Military conflicts and wars affect a country’s development in various dimensions. Rising inflation rates are a potentially important economic effect associated with conflict. High inflation can undermine investment, weigh on private consumption, and threaten macroeconomic stability. Furthermore, these effects are not necessarily restricted to the locality of the conflict, but can also spill over to other countries. Therefore, to understand how conflict affects the economy and to make a more comprehensive assessment of the costs of armed conflict, it is important to take inflationary effects into account. To disentangle the conflict-inflation-nexus and to quantify this relationship, we conduct a panel analysis for 175 countries over the period 1950–2019. To capture indirect inflationary effects, we construct a distance based spillover index. In general, the results of our analysis confirm a statistically significant positive direct association between conflicts and inflation rates. This finding is robust across various model specifications. Moreover, our results indicate that conflict induced inflation is not solely driven by increasing money supply. Furthermore, we document a statistically significant positive indirect association between conflicts and inflation rates in uninvolved countries.
In light of climate change mitigation efforts, revenues from climate policies are growing, with no consensus yet on how they should be used. Potential efficiency gains from reducing distortionary taxes and the distributional implications of different revenue recycling schemes are currently debated. To account for households heterogeneity and dynamic trade-offs, we study the macroeconomic and welfare performance of different revenue recycling schemes using an Environmental Two-Agent New-Keynesian model, calibrated on the German economy. We find that, in the long run, welfare gains are higher when revenues are used to reduce distortionary taxes on capital, but this comes at the cost of higher inequality: while all households prefer labor income tax reductions to lump-sum transfers, only financially unconstrained households are better off when reducing taxes on capital income. Interestingly, we find that over the transition period relevant to meet short-medium run climate targets, labor income tax cuts are the most efficient and equitable instrument.
Promoting the decarbonization of economic activity through climate policies raises many questions. From a macroeconomic perspective, it is important to understand how these policies perform under uncertainty, how they affect short-run dynamics and to what extent they have distributional effects. In addition, uncertainties directly associated with climate policies, such as uncertainty about the carbon budget or emission intensities, become relevant aspects. We study the implications of emission reduction schemes within a Two-Agent New-Keynesian (TANK) model. This quantitative exercise, based on data for the German economy, provides various insights. In the light of frictions and fluctuations, compared to other instruments, a carbon price (i.e. tax) is associated with lower volatility in output and consumption. In terms of aggregate welfare, price instruments are found to be preferable. Conditional on the distribution of revenues from climate policies, quantity instruments can exert regressive effects, posing a larger economic loss on wealth-poor households, whereas price instruments are moderately progressive. Finally, we find that unexpected changes in climate policies can induce substantial aggregate adjustments. With uncertainty about the carbon budget, the costs of adjustment are larger under quantity instruments.
Background: The concept self-compassion (SC), a special way of being compassionate with oneself while dealing with stressful life circumstances, has attracted increasing attention in research over the past two decades. Research has already shown that SC has beneficial effects on affective well-being and other mental health outcomes. However, little is known in which ways SC might facilitate our affective well-being in stressful situations. Hence, a central concern of this dissertation was to focus on the question which underlying processes might influence the link between SC and affective well-being. Two established components in stress processing, which might also play an important role in this context, could be the amount of experienced stress and the way of coping with a stressor. Thus, using a multi-method approach, this dissertation aimed at finding to which extent SC might help to alleviate the experienced stress and promotes the use of more salutary coping, while dealing with stressful circumstances. These processes might ultimately help improve one’s affective well-being. Derived from that, it was hypothesized that more SC is linked to less perceived stress and intensified use of salutary coping responses. Additionally, it was suggested that perceived stress and coping mediate the relation between SC and affective well-being.
Method: The research questions were targeted in three single studies and one meta-study. To test my assumptions about the relations of SC and coping in particular, a systematic literature search was conducted resulting in k = 136 samples with an overall sample size of N = 38,913. To integrate the z-transformed Pearson correlation coefficients, random-effects models were calculated. All hypotheses were tested with a three-wave cross-lagged design in two short-term longitudinal online studies assessing SC, perceived stress and coping responses in all waves. The first study explored the assumptions in a student sample (N = 684) with a mean age of 27.91 years over a six-week period, whereas the measurements were implemented in the GESIS Panel (N = 2934) with a mean age of 52.76 years analyzing the hypotheses in a populationbased sample across eight weeks. Finally, an ambulatory assessment study was designed to expand the findings of the longitudinal studies to the intraindividual level. Thus, a sample of 213 participants completed questionnaires of momentary SC, perceived stress, engagement and disengagement coping, and affective well-being on their smartphones three times per day over seven consecutive days. The data was processed using 1-1-1 multilevel mediation analyses.
Results: Results of the meta-analysis indicated that higher SC is significantly associated with more use of engagement coping and less use of disengagement coping. Considering the relations between SC and stress processing variables in all three single studies, cross-lagged paths from the longitudinal data, as well as multilevel modeling paths from the ambulatory assessment data indicated a notable relation between all relevant stress variables. As expected, results showed a significant negative relation between SC and perceived stress and disengagement coping, as well as a positive connection with engagement coping responses at the dispositional and intra-individual level. However, considering the mediational hypothesis, the most promising pathway in the link between SC and affective well-being turned out to be perceived stress in all three studies, while effects of the mediational pathways through coping responses were less robust.
Conclusion: Thus, a more self-compassionate attitude and higher momentary SC, when needed in specific situations, can help to engage in effective stress processing. Considering the underlying mechanisms in the link between SC and affective well-being, stress perception in particular seemed to be the most promising candidate for enhancing affective well-being at the dispositional and at the intraindividual level. Future research should explore the pathways between SC and affective well-being in specific contexts and samples, and also take into account additional influential factors.
Einleitung: Verwaltungsorganisationen stehen vor der Herausforderung, ihre Strukturen, Funktionen und Leistungen auf die Anforderungen der Informationsgesellschaft einzustellen. Für die Gestaltung von eGovernment sieht sich die Kreisverwaltung Potsdam-Mittelmark mit der Gegenwarts- und Zukunftsaufgabe konfrontiert, die knappen finanziellen Ressourcen effizient und wirkungsvoll einzusetzen. Der Kreis und seine angehörigen Gemeinden sollen im Standortwettbewerb bestehen können. Um der Abwanderung aus ländlichen Regionen entgegenzuwirken, sollten Kommunen für den Bürger und die Wirtschaft attraktiv gestaltet sein. Unternehmen beziehen längst in ihre Standortwahl den Faktor Leistungsfähigkeit der Verwaltung mit ein. Der Landkreis Potsdam-Mittelmark versucht mit einem mehrstufigen Entwurf einer integrierten Kommunalverwaltung, Dienstleistungen bürgernah anzubieten. In der ersten Phase sollen gemeindliche Bürgerbüros Kreisleistungen in der Fläche anbieten. Dies erfolgt technikunterstützt auf der Basis eines Virtual Privat Network (VPN), an das die Kreisverwaltung sowie die Stadt-, Amts- und Gemeindeverwaltungen angebunden sind. Auf der Grundlage der im gesicherten VPN gesammelten Erfahrungen werden Online-Dienstleistungen via Internet angeboten. Der Bürger soll die Art der Kontaktaufnahme mit der Verwaltung wählen und während des jeweiligen Verfahrens wechseln können. Der Zugang zu Verwaltungsprozessen wird auch zukünftig in erster Linie über Formulare erfolgen, allerdings in elektronischer Form. Ob der Mitarbeiter des Bürgerbüros oder der Bürger via heimischem PC - über das Internet werden über ein Formularportal Zugriffe auf die notwendigen Formulare und die damit verbundenen Informationen möglich. Das vorliegende Konzept umfasst eine Zusammenstellung organisatorischer und technischer Überlegungen. Es definiert Grundanforderungen, die an ein integriertes Formularportal gestellt werden. Abschließende Aussagen zu einem konkreten Produkt "Formularportal" können noch nicht getroffen werden. Dazu bedarf es u.a. der Analyse der Fachverfahren hinsichtlich einer möglichen Webintegration. Soll ein Formularportal über die reine Downloadfunktionalität hinaus gehen, setzt dies enorme Veränderungen im Bereich der Verfahrensschnittstellen und der Middleware voraus. Die damit verbundenen Aufwendungen übersteigen die Leistungsfähigkeit der einzelnen Gemeinden. Sinnvoll für die Erfüllung dieser Aufgabe wäre eine Verantwortlichkeit des Landkreises, für die Gemeinden aktiv zu werden. Das Konzept "Formularportal" stellt kein fertiges Papier dar. Es ist als Diskussionsgrundlage zu verstehen und soll mithilfe der Anregungen aus Theorie und Praxis, aus der Verwaltung und durch Anbieter technischer Lösungen kritisch diskutiert und fortgeschrieben werden.
Doing good by doing bad

This study investigates how tone at the top, implemented by top management, and tone at the bottom, in an employee's immediate work environment, determine noncompliance. We focus on the disallowed actions of employees that improve their own and, in turn, the company's performance, referred to as performance-improving noncompliant behavior (PINC behavior). We conduct a survey of German sales employees to investigate specifically how, on the one hand, (1) corporate rules and (2) performance pressure, both implemented by top management, and, on the other hand, (3) others' PINC expectations and (4) others' PINC behavior, both arising from the employee's immediate work environment, influence PINC behavior. When considered in isolation, we find that corporate rules, as top management's main instrument to guide employee behavior, decrease employee PINC behavior. However, this effect is negatively influenced by the employees' immediate work environment when employees are expected to engage in PINC or when others engage in PINC. In contrast, even though top management places great performance pressure on employees, that by itself does not increase PINC behavior. Overall, our study informs practitioners and researchers about whether and how the four determinants increase or decrease employees' PINC behavior, which is important to comprehend triggers and to counteract such misconduct.
Das rasant voranschreitende Wirtschaftswachstum Chiles in Zusammenhang mit einer sehr liberalen Wirtschafts- und Stadtentwicklungspolitik ist Ursache für eine tiefgreifende gesellschaftliche und urbane Umstrukturierung der chilenischen Hauptstadt. Die Nutznießer dieser Entwicklung sind in jüngster Zeit besonders auch Angehörige der unteren Mittelschicht, für die eigens preiswerte bewachte und umzäunte Wohnprojekte ins Leben gerufen werden. Schwerpunkt der vorliegenden Untersuchung war es, diese sich neu formierende Gesellschaftsschicht genauer zu betrachten und zu untersuchen, mit welchen Anpassungshandlungen diese auf die veränderten Lebens- und Wohnbedingungen innerhalb dieser sogenannten condominios reagieren. Das Konzept condominio scheint zunächst die ideale Antwort auf zahlreiche Handlungsprobleme zu sein; das Wohnen im abgeschlossenen Wohnviertel gibt das Gefühl der Sicherheit und Kontrolle der unmittelbaren Umgebung und ist durch seine Exklusivität gleichzeitig ein willkommenes Statussymbol. Erst auf den zweiten Blick wird sichtbar, was das condominio nicht leisten kann und welche weiteren Probleme mit dem Wohnen im abgeschlossenen Viertel entstehen. Im Laufe der Analyse wurde jedoch die trotz aller Problemlagen essentielle Bedeutung des condominios für ihre Bewohner erkennbar. Die neue Wohnform der unteren Mittelschicht ist nicht nur ein Produkt der sich in ihren Potentialen, Ansprüchen und Werten verändernden Anwohner. Sie wird auch aktiv für die Konstruktion von sozialen Identitäten genutzt und ist damit also zentrales Element in der Formation und Identifikation dieser Gesellschafts-schicht.

For some years now, spectroscopic measurements of massive stars in the amateur domain have been fulfilling professional requirements. Various groups in the northern and southern hemispheres have been established, running successful professional-amateur (ProAm) collaborative campaigns, e.g., on WR, O and B type stars. Today high quality data (echelle and long-slit) are regularly delivered and corresponding results published. Night-to-night long-term observations over months to years open a new opportunity for massive-star research. We introduce recent and ongoing sample campaigns (e.g. ∊ Aur, WR 134, ζ Pup), show respective results and highlight the vast amount of data collected in various data bases. Ultimately it is in the time-dependent domain where amateurs can shine most.
Symmetric, elegantly entangled structures are a curious mathematical construction that has found their way into the heart of the chemistry lab and the toolbox of constructive geometry. Of particular interest are those structures—knots, links and weavings—which are composed locally of simple twisted strands and are globally symmetric. This paper considers the symmetric tangling of multiple 2-periodic honeycomb networks. We do this using a constructive methodology borrowing elements of graph theory, low-dimensional topology and geometry. The result is a wide-ranging enumeration of symmetric tangled honeycomb networks, providing a foundation for their exploration in both the chemistry lab and the geometers toolbox.
