As AI technology is increasingly used in production systems, different approaches have emerged from highly decentralized small-scale AI at the edge level to centralized, cloud-based services used for higher-order optimizations. Each direction has disadvantages ranging from the lack of computational power at the edge level to the reliance on stable network connections with the centralized approach. Thus, a hybrid approach with centralized and decentralized components that possess specific abilities and interact is preferred. However, the distribution of AI capabilities leads to problems in self-adapting learning systems, as knowledgebases can diverge when no central coordination is present. Edge components will specialize in distinctive patterns (overlearn), which hampers their adaptability for different cases. Therefore, this paper aims to present a concept for a distributed interchangeable knowledge base in CPPS. The approach is based on various AI components and concepts for each participating node. A service-oriented infrastructure allows a decentralized, loosely coupled architecture of the CPPS. By exchanging knowledge bases between nodes, the overall system should become more adaptive, as each node can “forget” their present specialization.
Business processes are regularly modified either to capture requirements from the organization’s environment or due to internal optimization and restructuring. Implementing the changes into the individual work routines is aided by change management tools. These tools aim at the acceptance of the process by and empowerment of the process executor. They cover a wide range of general factors and seldom accurately address the changes in task execution and sequence. Furthermore, change is only framed as a learning activity, while most obstacles to change arise from the inability to unlearn or forget behavioural patterns one is acquainted with. Therefore, this paper aims to develop and demonstrate a notation to capture changes in business processes and identify elements that are likely to present obstacles during change. It connects existing research from changes in work routines and psychological insights from unlearning and intentional forgetting to the BPM domain. The results contribute to more transparency in business process models regarding knowledge changes. They provide better means to understand the dynamics and barriers of change processes.
Extract: [...]The New English Dictionary, later to become the Oxford English Dictionary, was first published between 1884 and 1928. To add new material, two supplements were issued after this, the first in 1933, and another, more extensive one between 1972 and 1986. In 1989, the Oxford English Dictionary, second edition (OED2) was published, which integrated the material from the original dictionary and the supplements into a single alphabetical sequence. However, virtually all material contained in this edition still remained in the form in which it was originally published. The scope was also widened, placing a greater emphasis on English spoken outside Britain. The revision of the dictionary began with the letter M, and the first updated entries were published online in March 2000 (OED3). Quarterly publication of further material has extended the range of revised entries as far as PROTEOSE n. (June 2007). Dieses Kapitel diskutiert die Notwendigkeit einer stärkeren Praxisorientierung für die Schaffung konkreter Lehr- und Lernräume in Unternehmen und zeigt die Vorteile einer Lernfabrik vor dem Hintergrund der stattfindenden Digitalisierung als Mittel zur Kompetenzentwicklung auf. Die technologiebedingt erweiterten Weiterbildungsziele erfordern die Nutzung geeigneter Konzepte und Lösungen. Dahingehend erfolgt die zielorientierte Konkretisierung der Kreation geeigneter Lehr- und Lernsituationen. Die Darstellung der Nutzbarmachung einer Modellfabrik als Lernfabrik der betrieblichen Weiterbildungspraxis zeigt nicht nur eine Lösung für die intendierte Bereitstellung flexibler Lehr- und Lernsituationen, sondern liefert ebenso Handlungsempfehlungen und Best-Practices für die erfolgreiche Kompetenzentwicklung. Insbesondere Praktiker profitieren von der Darstellung der Lernfabrik: aus dieser können sowohl betriebliche Weiterbildner als auch Geschäftsverantwortliche Implikationen für die didaktische Transformation betrieblicher Arbeitsorte in betriebliche Lern-Orte ableiten. Die detaillierte Darstellung einer Tagesschulung zum Thema Auswirkungen von Industrie 4.0 auf die Arbeit der Mitarbeiter sowie Illustration eines Lernszenarios geben reale Einblicke, wie betriebliche Weiterbildung abseits von Lehr-Lern-Kurzschluss-orientierter Didaktik gelingt.
Konzeption, Erstellung und Evaluation von VR-Räumen für die betriebliche Weiterbildung in KMU

Der Beitrag adressiert die Erstellung von Virtual-Reality gestützten (Lehr- und Lern-) Räumen für die betriebliche Weiterbildung im Rahmen eines Forschungsprojektes. Der damit verbundene Konzeptions- und Umsetzungsprozess ist mit verschiedenen Herausforderungen verbunden: einerseits ist Virtual-Reality ein vergleichsweise neues Lehr- und Lernmedium, womit wenig praktische Handreichungen zur praktischen Umsetzung existieren. Andererseits existieren theoretisch-konzeptionelle Ansätze zur Gestaltung digitaler Lehr- und Lernarrangements, die jedoch 1) oft Gefahr laufen, an den realen Bedürfnissen der Praxis „vorbei“ zu gehen und 2) zumeist nicht konkret Virtual-Reality bzw. damit verbundene Lehr- und Lernumgebungen adressieren. In dieser Folge sind Best-Practice Beispiele basierend auf erfolgreichen Umsetzungsvorhaben, die nachfolgenden Projekten als „Wegweiser“ dienen könnten, äußerst rar. Der Beitrag setzt an dieser Stelle an: basierend auf zwei real existierenden betrieblichen Anwendungsfällen aus den Bereichen Natursteinbearbeitung sowie Einzel- und Sondermaschinenbau werden Herausforderungen und Lösungswege des Erstellungsprozesses von Virtual-Reality gestützten (Lehr- und Lern-)Räumen beschrieben. Ebenfalls werden basierend auf den gemachten Projekterfahrungen Handlungsempfehlungen für die gelingende Konzeption, Umsetzung und Evaluation dieser Räume formuliert. Betriebliche Beschäftigte aus den Bereichen Aus- und Weiterbildung, Management oder Human Ressources, die in eigenen Projekten im Bereich Virtual Reality aktiv werden wollen, profitieren von den herausgestellten praktischen Handreichungen. Forschende Personen sollen Anregungen für weiterführende Forschungsvorhaben erhalten.
To ensure political survival, autocrats must prevent popular rebellion, and political repression is a means to that end. However, autocrats face threats from both the inside and the outside of the center of power. They must avoid popular rebellion and at the same time share power with strategic actors who enjoy incentive to challenge established power-sharing arrangements whenever repression is ordered. Can autocrats turn repression in a way that allows trading one threat off against the other? This chapter first argues that prior research offers scant insight on that question because it relies on umbrella concepts and questionable measurements of repression. Next, the chapter disaggregates repression into restrictions and violence and reflects on their drawbacks. Citizens adapt to the restriction of political civil liberties, and violence backfires against its originators. Hence, restrictions require enforcement, and violence requires moderation. When interpreted as complements, it becomes clear that restrictions and violence have the potential to compensate for their respective weaknesses. The complementarity between violence and restrictions turns political repression into a valuable addition to the authoritarian toolkit. The chapter concludes with an application of these ideas to the twin problems of authoritarian control and power-sharing.

Does political repression work for authoritarian rule? On the one hand, repression is a hallmark of authoritarian governance. It denotes any action governments take to increase the costs of collective action. Autocrats consciously apply repression to curb popular opposition within their territorial jurisdiction. They repress in order to protect their policies, personnel, or other interests against challenges from below. Repression is, thus, a means to the end of political survival in non-democratic contexts. A useful means lives up to its promises. Does repression do that? This project started on the suspicion that we do not yet know the answer. This concluding chapter recalls the key theoretical ideas developed along the way, highlights the main findings of the book, and concludes with opportunities for future research.
Extract: [...]The Roman conquest of what was to become the province of Gallia Narbonensis in the second and then of the whole of Transalpine Gaul in the first century B.C. led to the incorporation into the Roman empire of a large part of the territory in which Gaulish was then spoken.1 In consequence, the vernacular rapidly lost its footing at least in public life and was soon replaced by Latin, the language of the new masters, which enjoyed higher prestige (cf. e.g. Meid 1980: 7-8). On the other hand, Gaulish continued to be written for some three centuries and was probably used in speech even longer, especially in rural areas. We must therefore posit a prolonged period of bilingualism. The effects of this situation on the Latin spoken in the provinces of Gaul seem to have been rather limited. A number of lexical items, mostly from the field of everyday life, and some phonetic characteristics are the sole testimonies of a Gaulish substratum in the variety of Latin that was later to develop into the Romance dialects of France (cf. From laggards to leaders

The 2015 Paris Agreement on climate change embraces the participation of non-state actors in a separate governance track – the ‘Non-state actor zone for global action’ (nazca) – that runs alongside the formal track of unfccc negotiations and the implementation of the Paris Agreement by State Parties through ‘nationally determined contributions’. unfccc Secretariat is entrusted with orchestrating non-state global and transnational initiatives, partnerships and networks. The involvement of non-state actors in the implementation of the Paris Agreement helps to address an action gap by countries that are unable or unwilling to implement ambitious ndcs.
However, the increased prominence of initiatives driven by non-state actors also increases their direct and indirect influence on processes and rules which raises a number of questions with regards to the legitimacy of action and the democratic deficit of the global climate regime. Balancing legitimacy with effectiveness requires non-state initiatives to ensure transparent and inclusive governance, and accountability towards progress against their goals and pledges.
Despite its encouragement towards private initiatives, the Paris Agreement creates surprisingly little regulatory space for non-state actors to gain hold. Neither are there measures that would link ndcs to nazca initiatives, nor are functional requirements such as transparency or reporting extended to non-state initiatives. While the Paris Agreement marks an important step towards harnessing private sector ability and ambition for climate action, more remains to be done to create a truly enabling framework for private action to strive and complement public efforts to address climate change.

This chapter aims to analyse whether and how democracy is actually threatened by big-data-based operations and what role international law can play to respond to this possible threat. It shows how big-data-based operations challenge democracy and how international law can help in defending it. The chapter focuses on both state and non-state actors may undermine democracy through big data operations; although democracy as such is a rather underdeveloped concept in international law, which is often more concerned with effectivity than legitimacy – international law protects against these challenges via a democracy-based approach rooted in international human rights law on the one hand, and the principle of non-intervention on the other hand. Thus, although democracy does not play a major role in international law, international law nevertheless is able to protect democracy against challenges from the inside as well as outside.
Extract: [...] One of the often noted characteristic features of the Celtic languages is the absence of a singular verbal form with the meaning ‘to have’.1 The principal way of expressing possession is through periphrastic constructions with prepositions (such as Irish ag, Scottish Gaelic aig ‘at’; Welsh gan, Breton gant ‘at, with’) and appropriate forms of the substantive verb. Pronominal prepositions, another distinctive feature of the Celtic languages, consist of a preposition and a suffixed pronoun, or rather a pronominal personal ending. This construction may be analyzed as an instance of category fusion. Thus, the Irish and Welsh equivalents of English ‘I have money’ are Tá airgead agam or Mae arian gen i, respectively, both literally meaning ‘is money at-me/with-me’. This note discusses pronominal possessive constructions in Celtic languages (and some comparable examples from Celtic Englishes) and provides some background information on pronominal prepositions and comments on historical developments of these forms. Long-term environmental policy remains a vexing puzzle of environmental policy. Following its definition, the author reviews the methods suitable for the study of long-term environmental policy and develops a typology of policy instruments to cope with these challenges. The concluding section offers five central research challenges to advance the study of long-term environmental policy.
