The rise of open source models for software and hardware development has catalyzed the debate regarding sustainable business models. Open Source Software has already become a dominant part in the software industry, whereas Open Source Hardware is still a little-researched phenomenon but has the potential to do the same to manufacturing in a wide range of products. This article addresses this potential by introducing a research design to analyze the prototyping phase of six different Open Source Hardware projects tackling ecological, social, and economical challenges. Using a design science research methodology, a process model is developed to concretise the prototype development steps. The prototype phase is important because it is where fundamental decisions are made that affect the openness of the final product. This paper aims to advance the discourse on open production as a concept that enables companies to apply the aspect of openness towards collaboration-oriented and sustainable business models.
The persistence of food preferences, which are crucial for diet-related decisions, is a significant obstacle to changing unhealthy eating behavior. To overcome this obstacle, the current study investigates whether posthypnotic suggestions (PHSs) can enhance food-related decisions by measuring food choices and subjective ratings. After assessing hypnotic susceptibility in Session 1, at the beginning of Session 2, a PHS was delivered aiming to increase the desirability of healthy food items (e.g., vegetables and fruit). After the termination of hypnosis, a set of two tasks was administrated twice, once when the PHS was activated and once deactivated in counterbalanced order. The task set consisted of rating 170 pictures of food items, followed by an online supermarket where participants were instructed to select enough food from the same item pool for a fictitious week of quarantine. After 1 week, Session 3 mimicked Session 2 without renewed hypnosis induction to assess the persistence of the PHS effects. The Bayesian hierarchical modeling results indicate that the PHS increased preferences and choices of healthy food items without altering the influence of preferences in choices. In contrast, for unhealthy food items, not only both preferences and choices were decreased due to the PHS, but also their relationship was modified. That is, although choices became negatively biased against unhealthy items, preferences played a more dominant role in unhealthy choices when the PHS was activated. Importantly, all effects persisted over 1 week, qualitatively and quantitatively. Our results indicate that although the PHS affected healthy choices through resolve, i.e., preferred more and chosen more, unhealthy items were probably chosen less impulsively through effortful suppression. Together, besides the translational importance of the current results for helping the obesity epidemic in modern societies, our results contribute theoretically to the understanding of hypnosis and food choices.
Führung in Teilzeit?

Teilzeitarbeit in Führungsetagen ist eine Ausnahme, obwohl das Thema Arbeitszeitreduzierung durch veränderte Familienarrangements und zunehmende berufliche Belastung wichtiger geworden ist. Daran hat weder der seit mehr als 20 Jahren bestehende Rechtsanspruch auf einen Teilzeitarbeitsplatz noch das im Jahr 2019 eingeführte Rückkehrrecht auf einen Vollzeitarbeitsplatz nach zeitlich begrenzten Arbeitszeitreduktionen etwas geändert. Dieser Beitrag nutzt Daten der Europäischen Arbeitskräfteerhebung, um Teilzeitarbeit von Führungskräften in Deutschland sowohl im zeitlichen als auch im internationalen Vergleich einzuordnen und damit ein empirisches Fundament für die gesellschaftliche Diskussion um Teilzeitführungskräfte zu legen. Die Auswertungen zeigen: In Deutschland arbeiteten im Jahr 2019 laut eigener Aussage rund 14 % der Führungskräfte in Teilzeit. Im europäischen Vergleich gehört Deutschland damit zu den Ländern mit dem höchsten Anteil an teilzeitarbeitenden Führungskräften. Die Auswertungen zeigen auch, dass in Deutschland der Anteil der weiblichen Führungskräfte in Teilzeit mit rund 32 % deutlich über dem der männlichen Führungskräfte liegt (rund 3 %) und es große Unterschiede nach Altersgruppen gibt. Als Motiv für eine Arbeitszeitreduktion geben Führungskräfte, insbesondere Frauen, zumeist Pflege- und Betreuungsverpflichtungen an.

Purpose
Because steadily growing consumption is not beneficial for nature and climate and is not the same as increasing well-being, an anti-consumerism movement has formed worldwide. The renouncement of dispensable consumption will, however, only establish itself as a significant lifestyle if consumers do not perceive reduced consumption as a personal sacrifice. Since prior research has not yielded a consistent understanding of the relationship between anti-consumption and personal well-being, this paper aims to examine three factors about which theory implies that they may moderate this relationship: decision-control empowerment, market-control empowerment and the value of materialism.
Design/methodology/approach
The analysis is based on data from a large-scale, representative online survey (N = 1,398). Structural equation modelling with latent interaction effects is used to test how three moderators (decision-control empowerment, market-control empowerment and materialism) affect the relationship amongst four types of anti-consumption (e.g. voluntary simplicity) and three different well-being states (e.g. subjective well-being).
Findings
While both dimensions of empowerment almost always directly promote consumer well-being, significant moderation effects are present in only a few but meaningful cases. Although the materialism value tends to reduce consumers’ well-being, it improves the well-being effect of two anti-consumption styles.
Research limitations/implications
Using only one sample from a wealthy country is a limitation of the study. Researchers should replicate the findings in different nations and cultures.
Practical implications
Consumer affairs practitioners and commercial marketing for sustainably produced, high-quality and long-lasting goods can benefit greatly from these findings.
Social implications
This paper shows that sustainable marketing campaigns can more easily motivate consumers to voluntarily reduce their consumption for the benefit of society and the environment if a high level of market-control empowerment can be communicated to them.
Originality/value
This study provides differentiated new insights into the roles of consumer empowerment, i.e. both decision-control empowerment and market-control empowerment, and the value of materialism to frame specific relationships between different anti-consumption types and various well-being states.
Zimzum

The Hebrew word zimzum originally means “contraction,” “withdrawal,” “retreat,” “limitation,” and “concentration.” In Kabbalah, zimzum is a term for God’s self-limitation, done before creating the world to create the world. Jewish mystic Isaac Luria coined this term in Galilee in the sixteenth century, positing that the God who was “Ein-Sof,” unlimited and omnipresent before creation, must concentrate himself in the zimzum and withdraw in order to make room for the creation of the world in God’s own center. At the same time, God also limits his infinite omnipotence to allow the finite world to arise. Without the zimzum there is no creation, making zimzum one of the basic concepts of Judaism.
The Lurianic doctrine of the zimzum has been considered an intellectual showpiece of the Kabbalah and of Jewish philosophy. The teaching of the zimzum has appeared in the Kabbalistic literature across Central and Eastern Europe, perhaps most famously in Hasidic literature up to the present day and in philosopher and historian Gershom Scholem’s epoch-making research on Jewish mysticism. The Zimzum has fascinated Jewish and Christian theologians, philosophers, and writers like no other Kabbalistic teaching. This can be seen across the philosophy and cultural history of the twentieth century as it gained prominence among such diverse authors and artists as Franz Rosenzweig, Hans Jonas, Isaac Bashevis Singer, Harold Bloom, Barnett Newman, and Anselm Kiefer.

Seasonal forecasts are of great interest in many areas. Knowing the amount of precipitation for the upcoming season in regions of water scarcity would facilitate a better water management. If farmers knew the weather conditions of the upcoming summer at sowing time, they could select those cereal species that are best adapted to these conditions. This would allow farmers to improve the harvest and potentially even reduce the amount of pesticides used. However, the undoubted advantages of seasonal forecasts are often opposed by their high degree of uncertainty. The great challenge of generating seasonal forecasts with lead times of several months mainly originates from the chaotic nature of the earth system. In a chaotic system, even tiny differences in the initial conditions can lead to strong deviations in the system’s state in the long run.
In this dissertation we propose an emergent machine learning approach for seasonal forecasting, called the AnlgModel. The AnlgModel combines the analogue method with myopic feature selection and bootstrapping. To benchmark the abilities of the AnlgModel we apply it to seasonal cyclone activity forecasts in the North Atlantic and Northwest Pacific. The AnlgModel demonstrates competitive hindcast skills with two operational forecasts and even outperforms these for long lead times.
In the second chapter we comprehend the forecasting strategy of the Anlg-Model. We thereby analyse the analogue selection process for the 2017 North Atlantic and the 2018 Northwest Pacific seasonal cyclone activity. The analysis shows that those climate indices which are known to influence the seasonal cyclone activity, such as the Niño 3.4 SST, are correctly represented among the selected analogues. Furthermore the selected analogues reflect large-scale climate patterns that were identified by expert reports as being determinative for these particular seasons.
In the third chapter we analyse the features that are used by the AnlgModel for its predictions. We therefore inspect the feature relevance (FR). The FR patterns learned by the AnlgModel show a high congruence with the predictor regions used by the operational forecasts. However, the AnlgModel also discovered new features, such as the SST anomaly in the Gulf of Guinea during November. This SST pattern exhibits a remarkably high predictive potential for the upcoming Atlantic hurricane activity.
In the final chapter we investigate potential mechanisms, that link two of these regions with high feature relevance to the Atlantic hurricane activity. We mainly focus on ocean surface transport. The ocean surface flow paths are calculated using Lagrangian particle analysis. We demonstrate that the FR patterns in the region of the Canary islands do not correspond with ocean surface transport. It is instead likely that these FR patterns fingerprint a wind transport of latent heat. The second region to be studied is situated in the Gulf of Guinea. Our analysis shows that the FR patterns seen there do fingerprint ocean surface transport. However, our simulations also show that at least one other mechanism is involved in linking the Gulf of Guinea SST anomaly in November to the hurricane activity of the upcoming season.
In this work the AnlgModel does not only demonstrate its outstanding forecast skills but also shows its capabilities as research tool for detecting oceanic and atmospheric mechanisms.
Nowadays, innovative and entrepreneurial activities and their actors are embedded in interdependent systems to drive joint value creation. Innovation ecosystems and entrepreneurial ecosystems have become established system-level concepts in management research to explain how value transpires between different actors and institutions in distinct contexts. Despite the popularity of the concepts, researchers have critiqued their theoretical depth, conceptual distinctiveness, as well as operationalization and measurement (Autio & Thomas, 2022; Klimas & Czakon, 2022). Furthermore, in light of current-day challenges, research has yet to address how context impacts innovation and entrepreneurial ecosystems and their actors and elements (Wurth et al., 2022).
The aim of this cumulative thesis is to provide a deeper understanding of the conceptualization, operationalization, and measurement of innovation and entrepreneurial ecosystems and investigate how contextual factors can influence the overall ecosystem and its key actors. To this end, bibliometric and empirical-qualitative methods, as well as narrative and systematic literature reviews, are employed. After introducing the research scope and key concepts in Chapter 1, a systematic literature review to operationalize and measure the concept of innovation ecosystems is conducted, and an integrative framework of its composition is introduced in Chapter 2. In Chapter 3, the innovation journal network is outlined by means of science mapping to determine current and emerging research areas characterizing innovation studies. In Chapters 4 and 5, the interplay between the temporal context of the Covid-19 pandemic and the spatial context of entrepreneurial ecosystems is assessed by focusing on the role of organizational resilience and affordances. The findings shed new light on the dynamics and boundaries of entrepreneurial ecosystems as they move between the spatial and digital realm. Building on this, an integrative framework of digital entrepreneurial ecosystems is presented in Chapter 6. The concluding Chapter 7 summarizes my thesis’s conceptual, theoretical, and empirical insights, highlighting implications, limitations, and promising future research avenues.
The findings of this cumulative thesis contribute to the theoretical and conceptual advancement of ecosystems in innovation and entrepreneurship by providing insights into the measurement and operationalization of its elements. Furthermore, the results show that contextual factors, such as crisis events or institutional circumstances, influence innovation and entrepreneurial ecosystems and their actors, calling for a more nuanced consideration of ecosystem configurations and dynamics. By drawing from the theory of affordances, the elements that actually afford value to the actors and how they shift between the physical and digital realm are portrayed. Based on these findings, this thesis introduces novel frameworks and conceptual advancements of the configurations and boundaries of innovation and (digital) entrepreneurial ecosystems, laying the foundation for a renewed understanding of how to design, orchestrate, and evaluate ecosystems today and in the future.
Mehr als 15 Jahre, nachdem eine neue digitale Post-NPM Ära ausgerufen wurde, fehlt es der Digitalisierungsforschung weiterhin an Tiefe. Während interne Prozesse und Verfahren oft unbeachtet blieben, lag der Fokus in der Vergangenheit auf der Untersuchung digitaler Dienstleistungen an der Schnittstelle zwischen Verwaltung und Bürger. Um Forschung in diesem Bereich zu konsolidieren, schlägt dieser Debattenbeitrag vor, klassische Ansätze für die Digitalisierungsforschung „fit“ zu machen. Anschließend sollten Effekte der Digitalisierung, insbesondere auf die Effizienz von Organisationen (auch negative Auswirkungen z.B. durch Digital Red Tape), innerhalb der Verwaltung analysiert werden. Dafür muss jedoch beantwortet werden, wie Digitalisierung gemessen und operationalisiert werden kann.

Neben dem Spannungsverhältnis von Abwehr- und Schutzpflichtdimension werden insbesondere die Anwendung des Verhältnismäßigkeitsprinzips in Zeiten fortdauernder Ungewissheit sowie die wachsenden Bedeutung der Gleichheitsrechte beleuchtet. Dabei nimmt der Beitrag auf alte und neue Rechtsprechung des BVerfG Bezug und setzt diese ins Verhältnis zueinander.

Self-efficacy reflects the self-belief that one can persistently perform difficult and novel tasks while coping with adversity. As such beliefs reflect how individuals behave, think, and act, they are key for successful entrepreneurial activities. While existing literature mainly analyzes the influence of the task-related construct of entrepreneurial self-efficacy, we take a different perspective and investigate, based on a representative sample of 1,405 German business founders, how the personality characteristic of generalized self-efficacy influences start-up performance as measured by a broad set of business outcomes up to 19 months after business creation. Outcomes include start-up survival and entrepreneurial income, as well as growth-oriented outcomes such as job creation and innovation. We find statistically significant and economically important positive effects of high scores of self-efficacy on start-up survival and entrepreneurial income, which become even stronger when focusing on the growth-oriented outcome of innovation. Furthermore, we observe that generalized self-efficacy is similarly distributed between female and male business founders, with effects being partly stronger for female entrepreneurs. Our findings are important for policy instruments that are meant to support firm growth by facilitating the design of more target-oriented offers for training, coaching, and entrepreneurial incubators.

Business processes are regularly modified either to capture requirements from the organization’s environment or due to internal optimization and restructuring. Implementing the changes into the individual work routines is aided by change management tools. These tools aim at the acceptance of the process by and empowerment of the process executor. They cover a wide range of general factors and seldom accurately address the changes in task execution and sequence. Furthermore, change is only framed as a learning activity, while most obstacles to change arise from the inability to unlearn or forget behavioural patterns one is acquainted with. Therefore, this paper aims to develop and demonstrate a notation to capture changes in business processes and identify elements that are likely to present obstacles during change. It connects existing research from changes in work routines and psychological insights from unlearning and intentional forgetting to the BPM domain. The results contribute to more transparency in business process models regarding knowledge changes. They provide better means to understand the dynamics and barriers of change processes.
In response to strong revenue and income losses facing a large share of self-employed individuals during the COVID-19 pandemic, the German federal government introduced a €50bn emergency-aid program. Based on real-time online-survey data comprising more than 20,000 observations, we analyze the impact of this program on the confidence to survive the crisis. We investigate how the digitalization level of self-employed individuals influences the program’s effectiveness. Employing propensity score matching, we find that the emergency-aid program had only moderately positive effects on the confidence of self-employed to survive the crisis. However, self-employed whose businesses were highly digitalized, benefitted much more from the state aid than those whose businesses were less digitalized. This only holds true for those self-employed, who started the digitalization processes already before the crisis. Taking a regional perspective, we find suggestive evidence that the quality of the regional broadband infrastructure matters in the sense that it increases the effectiveness of the emergency-aid program. Our findings show the interplay between governmental support programs, the digitalization levels of entrepreneurs, and the regional digital infrastructure. The study helps public policy to improve the impact of crisis-related policy instruments, ultimately increasing the resilience of small firms in times of crises.

This article presents the new linked employee-employer study of the Socio-Economic Panel (SOEP-LEE2), which offers new research opportunities for various academic fields. In particular, the study contains two waves of an employer survey for persons in dependent work that is also linkable to the SOEP, a large representative German annual household panel (SOEP-LEE2-Core). Moreover, SOEP-LEE2 includes two waves of self-employed surveys based on self-employed in the SOEP-Core (SOEP-LEE2-Self-employed) and three additional representative employer surveys, independent of the SOEP in terms of sampling employers (SOEP-LEE2-Compare). Survey topics include digitalisation and cybersecurity, human capital formation, COVID-19, and human resource management. Here, we describe the content, survey design, and comparability of the different datasets in the SOEP-LEE2 to potential users in different disciplines of research.
Faced with the triad of time-cost-quality, the realization of production tasks under economic conditions is not trivial. Since the number of Artificial-Intelligence-(AI)-based applications in business processes is increasing more and more nowadays, the efficient design of AI cases for production processes as well as their target-oriented improvement is essential, so that production outcomes satisfy high quality criteria and economic requirements. Both challenge production management and data scientists, aiming to assign ideal manifestations of artificial neural networks (ANNs) to a certain task. Faced with new attempts of ANN-based production process improvements [8], this paper continues research about the optimal creation, provision and utilization of ANNs. Moreover, it presents a mechanism for AI case-based reasoning for ANNs. Experiments clarify continuously improving ANN knowledge bases by this mechanism empirically. Its proof-of-concept is demonstrated by the example of four production simulation scenarios, which cover the most relevant use cases and will be the basis for examining AI cases on a quantitative level.

Das Denken von Rechtsverhältnissen her ist in der Wissenschaft vom öffentlichen Recht ein Politikum. Doch bestätigen sowohl rechtshistorische Rück-blicke als auch eine ebenenübergreifende Durchsicht des positiven Rechts die ubiquitäre Präsenz von Rechtsverhältnissen (auch) im Ius Publicum. Dieser Befund ebnet den Weg zur Programmatik der Rechtsverhältnislehre, die in vielerlei Hinsicht einen Eigen- und Mehrwert relationalen Rechtsdenkens ausweist. Das erklärt die seit geraumer Zeit (wieder) zunehmend hohe Anziehungskraft des Denkens in Rechtsverhältnissen für eine zeitgemäße Fortentwicklung der Rechtsdogmatik, in der sich wichtige Perspektivenerweiterungen und -wechsel abzeichnen.
Twenty-four scientists met for the annual Auxological conference held at Krobielowice castle, Poland, to discuss the diverse influences of the environment and of social behavior on growth following last year’s focus on growth and public health concerns (Hermanussen et al., 2022b). Growth and final body size exhibit marked plastic responses to ecological conditions. Among the shortest are the pygmoid people of Rampasasa, Flores, Indonesia, who still live under most secluded insular conditions. Genetics and nutrition are usually considered responsible for the poor growth in many parts of this world, but evidence is accumulating on the prominent impact of social embedding on child growth. Secular trends not only in the growth of height, but also in body proportions, accompany the secular changes in the social, economic and political conditions, with major influences on the emotional and educational circumstances under which the children grow up (Bogin, 2021). Aspects of developmental tempo and aspects of sports were discussed, and the impact of migration by the example of women from Bangladesh who grew up in the UK. Child growth was considered in particular from the point of view of strategic adjustments of individual size within the network of its social group. Theoretical considerations on network characteristics were presented and related to the evolutionary conservation of growth regulating hypothalamic neuropeptides that have been shown to link behavior and physical growth in the vertebrate species. New statistical approaches were presented for the evaluation of short term growth measurements that permit monitoring child growth at intervals of a few days and weeks.
Background: Assessing short-term growth in humans is still fraught with difficulties. Especially when looking for small variations and increments, such as mini growth spurts, high precision instruments or frequent measurements are necessary. Daily measurements however require a lot of effort, both for anthropologists and for the subjects. Therefore, new sophisticated approaches are needed that reduce fluctuations and reveal underlying patterns.
Objectives: Changepoints are abrupt variations in the properties of time series data. In the context of growth, such variations could be variation in mean height. By adjusting the variance and using different growth models, we assessed the ability of changepoint analysis to analyse short-term growth and detect mini growth spurts.
Sample and Methods: We performed Bayesian changepoint analysis on simulated growth data using the bcp package in R. Simulated growth patterns included stasis, linear growth, catch-up growth, and mini growth spurts. Specificity and a normalised variant of the Matthews correlation coefficient (MCC) were used to assess the algorithm’s performance. Welch’s t-test was used to compare differences of the mean.
Results: First results show that changepoint analysis can detect mini growth spurts. However, the ability to detect mini growth spurts is highly dependent on measurement error. Data preparation, such as ranking and rotating time series data, showed negligible improvements. Missing data was an issue and may affect the prediction quality of the classification metrics.
Conclusion: Changepoint analysis is a promising tool to analyse short-term growth. However, further optimisation and analysis of real growth data is needed to make broader generalisations.
Human growth data analysis and statistics – the 5th Gülpe International Student Summer School

The Summer School covers a wide range of topics, with this year’s focus mainly on two areas: understanding the impact of socioeconomic and physiological factors on human development and mastering statistical techniques for analyzing data such as changepoint analysis and the St. Nicolas House Analysis (SNHA) to visualize interacting variables. The latter technique, born out of the Summer School’s emphasis on gaining comprehensive data insights and understanding major relationships, has proven to be a valuable tool for researchers in the field. The articles in this special issue demonstrate that the Summer School in Gülpe stands as a testament to the power of practical learning and collaboration. Students who attend not only gain hands-on experience but also benefit from the expertise of professionals and the opportunity to engage with peers from diverse disciplines.
No evidence of growth impairment after forced migration in Polish school children after World War II

Background: Migration is omnipresent. It can come hand in hand with emotional stress which is known to influence the growth of children.
Objective: The aim of this study was to analyse whether type of migration (forced or voluntary) and the geographic direction had influenced the growth of Polish children after World War II.
Sample and Methods: A sub dataset of 2,208 individuals between the ages of 2-20, created from data of the 2nd Polish Anthropological Survey carried out in 1966–1969, including anthropometrical data and social and demographic information based on questionnaire, was used to analyse migration effects.
Results: No association could be found between the direction of migration and the height of the children. The confidence intervals of the means of all classified migration categories overlap significantly and the effect size of the influence of migration category on height is ds=.140, which is too low to see any effects, even if there were one.
Conclusion: Neither forced nor voluntary migration in Poland after World War II led to a change in height in children of migrating families.
Nutrition, size, and tempo

Nutrition is a prerequisite, but not a regulator of growth. Growth is defined as increase in size over time. The understanding of growth includes an understanding of the binary concept of physical time and individual tempo. Excess food causes tempo acceleration. Food restriction delays tempo. Tempo reflects the pace of life. It is a dynamic physical response to a broad spectrum of social, economic, political, and emotional (SEPE) factors and can affect life expectancy. Variations in tempo create distortions of the z-score patterns of height and weight. Illness or intermediate food shortage lead to intermediate halts in development and create short dips in the z-score patterns. Children who develop throughout life at delayed pace usually run at lower z-scores for height and weight, and show a characteristic adolescent trough; children who develop throughout life at faster than average pace usually run at higher z-scores and show a characteristic adolescent peak in their z-score patterns. During adolescence, almost half of the height variance is due to tempo variation. There is not one tempo for the whole body. Different organ systems grow and mature at different pace.
What does stunting tell us?

Stunting is commonly linked with undernutrition. Yet, already after World War I, German pediatricians questioned this link and stated that no association exists between nutrition and height. Recent analyses within different populations of Low- and middle-income countries with high rates of stunted children failed to support the assumption that stunted children have a low BMI and skinfold sickness as signs of severe caloric deficiency. So, stunting is not a synonym of malnutrition. Parental education level has a positive influence on body height in stunted populations, e.g., in India and in Indonesia. Socially disadvantaged children tend to be shorter and lighter than children from affluent families.
Humans are social mammals; they regulate growth similar to other social mammals. Also in humans, body height is strongly associated with the position within the social hierarchy, reflecting the personal and group-specific social, economic, political, and emotional environment. These non-nutritional impact factors on growth are summarized by the concept of SEPE (Social-Economic-Political-Emotional) factors. SEPE reflects on prestige, dominance-subordination, social identity, and ego motivation of individuals and social groups.
Konzeption, Erstellung und Evaluation von VR-Räumen für die betriebliche Weiterbildung in KMU

Der Beitrag adressiert die Erstellung von Virtual-Reality gestützten (Lehr- und Lern-) Räumen für die betriebliche Weiterbildung im Rahmen eines Forschungsprojektes. Der damit verbundene Konzeptions- und Umsetzungsprozess ist mit verschiedenen Herausforderungen verbunden: einerseits ist Virtual-Reality ein vergleichsweise neues Lehr- und Lernmedium, womit wenig praktische Handreichungen zur praktischen Umsetzung existieren. Andererseits existieren theoretisch-konzeptionelle Ansätze zur Gestaltung digitaler Lehr- und Lernarrangements, die jedoch 1) oft Gefahr laufen, an den realen Bedürfnissen der Praxis „vorbei“ zu gehen und 2) zumeist nicht konkret Virtual-Reality bzw. damit verbundene Lehr- und Lernumgebungen adressieren. In dieser Folge sind Best-Practice Beispiele basierend auf erfolgreichen Umsetzungsvorhaben, die nachfolgenden Projekten als „Wegweiser“ dienen könnten, äußerst rar. Der Beitrag setzt an dieser Stelle an: basierend auf zwei real existierenden betrieblichen Anwendungsfällen aus den Bereichen Natursteinbearbeitung sowie Einzel- und Sondermaschinenbau werden Herausforderungen und Lösungswege des Erstellungsprozesses von Virtual-Reality gestützten (Lehr- und Lern-)Räumen beschrieben. Ebenfalls werden basierend auf den gemachten Projekterfahrungen Handlungsempfehlungen für die gelingende Konzeption, Umsetzung und Evaluation dieser Räume formuliert. Betriebliche Beschäftigte aus den Bereichen Aus- und Weiterbildung, Management oder Human Ressources, die in eigenen Projekten im Bereich Virtual Reality aktiv werden wollen, profitieren von den herausgestellten praktischen Handreichungen. Forschende Personen sollen Anregungen für weiterführende Forschungsvorhaben erhalten.
Hochwasser, Brände, Stromausfälle oder Vandalismus – Kulturgüter können durch verschiedene Ereignisse gefährdet oder gar zerstört werden. Die Notfallvorsorge für Kulturgüter gehört zwar zu den Kernaufgaben von Kultureinrichtungen, doch nach wie vor fehlen vielerorts die nötigen Ressourcen sowie eine konsequente Koordination aller für einen effektiven Kulturgutschutz notwendigen Partner. Das Diskussionspapier „Organisatorische Voraussetzungen der Notfallvorsorge für Kulturgüter“ fasst die bereits etablierten Methoden zur Notfallvorsorge zusammen und gibt Empfehlungen zur Weiterentwicklung.

Ramadan in der Schule

Wenn Schüler:innen im Ramadan fasten, müssen Schulen sowohl die Religionsausübung respektieren, als auch ihrem Bildungsauftrag nachkommen. Die daraus erwachsenden Herausforderungen werden vor allem an die Lehrkräfte und weniger an formale Bildungsstrukturen adressiert. Beim Versuch, diese widersprüchlichen Erwartungen als einzelne Lehrkraft zu bewältigen, entstehen Risiken für Diskriminierung. Unser Beitrag zeigt damit beispielhaft den Zusammenhang von schulorganisatorischen Rahmenbedingungen und Diskriminierungsrisiken auf.
Der Umgang mit Diversität in militärischen Organisationen wird auf drei Ebenen diskutiert: Auf der ersten geht es um Gemeinsamkeiten und die typischen Diskurse um Vielfalt in den Streitkräften. Auf der zweiten wird aufgezeigt, wie unterschiedlich in den Streitkräften um Diversität gerungen wird. Auf der dritten Ebene wird auf die mikropolitischen Auseinandersetzungen innerhalb von Streitkräften eingegangen. Deutlich gemacht wird in dem Beitrag, wie vielfältig der Umgang mit Diversität in den Streitkräften ist.
Background:
Like most countries, Germany is currently recruiting international nurses due to staff shortages. While these are mostly academic, the academisation of nursing in Germany has only just begun. This allows for a broader look at the participation of migrant nurses: How do care teams deal with the fact that immigrant colleagues are theoretically more highly qualified than long-established colleagues?
Methods:
Case studies were conducted in four inpatient care teams of two hospitals in 2022. Qualitative data include 26 observation protocols, 4 group discussions and 17 guided interviews. These were analysed using the documentary method and validated intersubjectively.
Results:
Due to current academisation efforts in Germany and the immigration of academised nursing staff from abroad, the areas of activity and responsibility of nursing in Germany are under negotiating pressure. This concerns basic care for example, which in Germany is provided by skilled workers, but in other countries is mostly provided by assistants or relatives. The question of who should provide basic care, whether all nurses or only nursing assistants, documents the struggle between an established and a new understanding of care. In this context, the knowledge and skills of migrant and academicised care workers become a crucial aspect in the struggle for a new professional identity for care in Germany.
Conclusions:
The specific situation in Germany makes it possible to show the potential for change that international care migration can constitute for destination countries. The far-reaching process of change of German nursing is given a further dimension not only by its academization, but by the immigration of international and academically trained nursing staff, where inclusive or exclusive effects can already be observed.
Key messages: The increasing proportion of migrant nurses accelerates the current discussion on nursing in Germany. Conflict areas show up in everyday work of care teams and must be addressed there.
Einleitung
Pflege in Deutschland befindet sich in einem Veränderungsprozess. Die politisch forcierte Zuwanderung von Pflegekräften sowie die Akademisierung führen zu einem enormen Anpassungsdruck bei allen Beteiligten. Wie wirkt sich dies auf den Arbeitsalltag aus?
Methoden
Die qualitative Datenbasis umfasst bisher 36 Tage Teilnehmende Beobachtung, 17 Themenzentrierte Leitfadeninterviews sowie vier Gruppendiskussionen in vier Pflegeteams zweier Krankenhäuser. Die Analyse erfolgt mit der Dokumentarischen Methode.
Ergebnisse
Am Beispiel der Grundpflege (u. A. dem „Waschen“) wird deutlich, wie die Pflegeteams ihren Arbeitsalltag neu aushandeln. Die Teams mit einer hohen migrationsbezogenen Diversität argumentieren eher, dass die Aufgaben der Grund- und Behandlungspflege entsprechend der Qualifikation als Hilfs- oder Fachkraft erledigt werden sollen. Hier treten stereotype (kulturalisierende) Zuschreibungen in den Hintergrund. Demgegenüber berufen sich Pflegeteams mit einer niedrigen migrationsbezogenen Diversität eher darauf, dass die Grundpflege in Deutschland – anders als in anderen Ländern – zu den Aufgaben einer examinierten Pflegefachkraft zählt. Kolleg*innen aus dem Ausland wird die pflegerische Kompetenz daher eher abgesprochen.
Schlussfolgerung
Die Frage nach der Aufteilung von Grund- und Behandlungspflege, ist auf allen Stationen virulent. Die Teams entwickeln jedoch in Abhängigkeit von ihrer spezifischen Heterogenität unterschiedliche Umgangsweisen. Demzufolge sollte sich Personal- und Organisationsentwicklung insbesondere an den Pflegeteams orientieren.
Militärische Organisationen

Die Spezifik militärischer Organisationen als Organisationstypus lässt sich aus der Bestimmung von Kriegen als Trias von „Gewalt + Organisation + Legitimation“ ableiten. Der Kern des Typs liegt entsprechend zum einen darin, die Fähigkeit zum organisierten Kampf zu entwickeln, d. h., bei seinen Mitgliedern die Fähigkeit zu erzeugen, Gewalt strategisch einzusetzen und diese auch selbst zu ertragen, und zum anderen, die Etablierung dieser Fähigkeit und ihren Einsatz auch zu legitimieren. Der Beitrag arbeitet darüber hinaus die Gemeinsamkeiten und Unterschiede der drei Subtypen militärischer Organisationen – reguläre Streitkräfte, private militärische Organisationen und Guerilla – heraus. Die Unterschiede liegen darin, wie sie sich legitimieren und finanzieren, wie sie ihr Personal akquirieren und ausbilden, und welche Bedeutung militärische Symbole und Rituale haben.
Militärische Sozialisation

Zwar gibt es für jeden Beruf und in vielen Betrieben spezielle Ausbildungs- oder Traineeprogramme. Zumeist aber unterscheiden sich diese in Inhalt und der Art ihrer Vermittlung von der Ausbildung, die Soldaten und Soldatinnen erhalten. In diesem Beitrag wird der Begriff der militärischen Sozialisation in Bezug zu den neueren Konzeptionen des Sozialisationsbegriffs gesetzt. Danach werden verschiedene Sozialisationskonzepte, die auf die militärische Sozialisation angewendet wurden, vorgestellt. Dazu gehören Goffmans Theorie der totalen Institution, Foucaults Idee der Disziplinierung und entwicklungstheoretische Ansätze. Gezeigt wird aber auch, wie schwierig es ist, militärische Sozialisation empirisch zu fassen.
Dieser Beitrag arbeitet die Spezifik von Verwaltungen als besonderen Organisationstypen heraus. Verwaltungen werden typischerweise und orientiert an Weber als Prototypen von Organisationen angesehen. Das erschwert die Aufgabenstellung. Ankerpunkte für die Beobachtung der Verwaltung als Organisationstypus sind die Besonderheit ihres Entscheidens, das Verhältnis zu Politik und Öffentlichkeit, die Etappen von Verwaltungsreformen und die Frage, ob in der Veränderungsresistenz möglicherweise eine Spezifität von Verwaltungen liegen könnte.
Das Handbuch Organisationssoziologie liefert einen umfassenden Überblick über die Entwicklung, den Stand und die Zukunft der Organisationssoziologie als wissenschaftliche Disziplin. Dabei geht es sowohl um die systematische Aufnahme relevanter Theoriestränge, Methoden und Konzepte als auch um die Wechselbeziehungen, Überschneidungen und Komplementaritäten zu Nachbardisziplinen, die in einem Dialog aufgenommen werden. Das Handbuch vermittelt so einen eigenständigen Zugriff auf die Organisationssoziologie und bündelt gleichzeitig dessen Wissen auf dem neuesten Stand. Darüber soll es zu einem Standardwerk zur Organisationssoziologie im deutschsprachigen Raum werden.

With larger artificial neural networks (ANN) and deeper neural architectures, common methods for training ANN, such as backpropagation, are key to learning success. Their role becomes particularly important when interpreting and controlling structures that evolve through machine learning. This work aims to extend previous research on backpropagation-based methods by presenting a modified, full-gradient version of the backpropagation learning algorithm that preserves (or rather crystallizes) selected neural weights while leaving other weights adaptable (or rather fluid). In a design-science-oriented manner, a prototype of a feedforward ANN is demonstrated and refined using the new learning method. The results show that the so-called crystallizing backpropagation increases the control possibilities of neural structures and interpretation chances, while learning can be carried out as usual. Since neural hierarchies are established because of the algorithm, ANN compartments start to function in terms of cognitive levels. This study shows the importance of dealing with ANN in hierarchies through backpropagation and brings in learning methods as novel ways of interacting with ANN. Practitioners will benefit from this interactive process because they can restrict neural learning to specific architectural components of ANN and can focus further development on specific areas of higher cognitive levels without the risk of destroying valuable ANN structures.
Ausgehend von der nötigen Implementierung und strukturellen Verankerung der Ergebnisse und Erkenntnisse der Modellversuche des Bundesinstituts für Berufsbildung (BIBB) in die Berufsbildungspraxis kommt dem Ausbildungspersonal eine Schlüsselfunktion zu. Nur eine ganzheitliche Qualifizierung des Berufsbildungspersonals ermöglicht eine Vorbereitung auf den digitalen Wandel sowie eine Verankerung von nachhaltiger Entwicklung in die berufliche Ausbildungspraxis und dadurch die Befähigung der Auszubildenden zur Mitgestaltung der Gesellschaft und Wirtschaft durch nachhaltiges Denken und Handeln. Hierfür bietet der Deutsche Qualifikationsrahmen (DQR) sowohl einen berufs- als auch bildungsbereichsübergreifenden Orientierungsrahmen, welcher für die Ordnungsarbeit und Berufsbildungspraxis nutzbar gemacht werden kann.

In a comparison of three human service organisations in which the human body plays a key role, we examine how organisations regulate religious body practices. We concentrate on Muslim norms of dressing and undressing as a potential focal point of cultural and religious diversity. Inspired by Ray’s (2019) idea of racialized organizations, we assume that state-run organizations in Germany are characterized by a strong commitment to religious tolerance and non-discrimination but also marked by anti- Muslim sentiment prevalent among the German population. Our study looks for mechanism that explain how Human Service Organizations accommodate Muslim body practices. It draws on qualitative empirical data collected in state-run hospitals, schools and swimming pools in Germany. Our analyses show that the organizations draw on formal and informal rules at the organizational level to accommodate Islam. We identify five general organizational mechanisms that may hinder Muslim accommodation in human service organizations. In particular, we see a risk of decoupling between the expectation of religious tolerance and processes that lead to informal discrimination, driven mainly by the difficulty of controlling group dynamics among users.
A growing number of studies have recently postulated a so-called local turn in the study of immigrant and refugee integration policy. A fundamental, yet untested, assumption of this body of research is that local (sub-national) policies and administrations shape how migrants and refugees integrate into society. We develop and apply an analytical model using multilevel modeling techniques based on large-N, longitudinal survey data (N > 9000) with refugees (2012–2018) in a highly decentralized country (Germany) to estimate the scope for local policy effects net of individual-level and state- and district-level characteristics. We show that region and district-level variation in integration outcomes across multiple dimensions (employment, education, language, housing, social) is limited (∼5%) within 4–8 years after immigration. We find modest variation in policy indicators (∼10%), which do not appear to directly translate into outcomes. We discuss implications for the study of local policies and the potential for greater convergence between administrative and political science, interested in governance structures and policy variation, and sociology and economics, interested primarily in integration outcomes.
The digitization process has triggered a profound transformation of modern societies. It encompasses a broad spectrum of technical, social, political, cultural and economic developments related to the mass use of computer- and internet-based technologies. It is now becoming increasingly clear that digitization is also changing existing structures of social inequality and that new structures of digital inequality are emerging. This is shown by a growing number of recent individual studies. In this paper, we set ourselves the task of systematizing this new research within the framework of an empirically supported literature review. To do so, we use the PRISMA model for literature reviews and focus on three central dimensions of inequality - ethnicity, gender, and age - and their relevance within the discourse on digitization and inequality. The empirical basis consists of journal articles published between 2000 and 2020 and listed on the Web of Science, as well as an additional Google Scholar search, through which we attempt to include important monographs and contributions to edited volumes in our analyses. Our text corpus thus comprises a total of 281 articles. Empirically, our literature review shows that unequal access to digital resources largely reproduces existing structures of inequality; in some cases, studies report a reduction in social inequalities as a result of the digitization process.
Focusing on the passive use of Instagram, we apply the affordance perspective to deeply explore its use and use-related outcomes. In the qualitative study, we uncover the affordances of focal social media features. Two distinct groups of affordances (self- and others-oriented) emerge. Following the grounded theory methodology, we develop the affordances-actualizations-outcomes model, explaining how immediate goals associated with features translate into outcomes. In the quantitative study, we test the model by applying structural equation modeling. Our findings confirm that actualizations of self- and others-oriented affordances are associated with distinct outcomes: social connectedness, positive affect, and overall satisfaction with Instagram experience.
Plant metabolism serves as the primary mechanism for converting assimilated carbon into essential compounds crucial for plant growth and ultimately, crop yield. This renders it a focal point of research with significant implications. Despite notable strides in comprehending the genetic principles underpinning metabolism and yield, there remains a dearth of knowledge regarding the genetic factors responsible for trait variation under varying environmental conditions. Given the burgeoning global population and the advancing challenges posed by climate change, unraveling the intricacies of metabolic and yield responses to water scarcity became increasingly important in safeguarding food security.
Our research group has recently started to work on the genetic resources of legume species. To this end, the study presented here investigates the metabolic diversity across five different legume species at a tissue level, identifying species-specific biosynthesis of alkaloids as well as iso-/flavonoids with diverse functional groups, namely prenylation, phenylacylation as well as methoxylation, to create a resource for follow up studies investigation the metabolic diversity in natural diverse populations of legume species.
Following this, the second study investigates the genetic architecture of drought-induced changes in a global common bean population. Here, a plethora of quantitative trait loci (QTL) associated with various traits are identified by performing genome-wide association studies (GWAS), including for lipid signaling. On this site, overexpression of candidates highlighted the induction of several oxylipins reported to be pivotal in coping with harsh environmental conditions such as water scarcity.
Diverging from the common bean and GWAS, the following study focuses on identifying drought-related QTL in tomato using a bi-parental breeding population. This descriptive study highlights novel multi-omic QTL, including metabolism, photosynthesis as well as fruit setting, some of which are uniquely assigned under drought. Compared to conventional approaches using the bi-parental IL population, the study presented improves the resolution by assessing further backcrossed ILs, named sub-ILs.
In the final study, a photosynthetic gene, namely a PetM subunit of the cytochrome b6f complex encoding gene, involved in electron flow is characterized in an horticultural important crop. While several advances have been made in model organisms, this study highlights the transition of this fundamental knowledge to horticultural important crops, such as tomato, and investigates its function under differing light conditions. Overall, the presented thesis combines different strategies in unveiling the genetic components in multi-omic traits under drought using conventional breeding populations as well as a diverse global population. To this end, it allows a comparison of either approach and highlights their strengths and weaknesses.
Light is the essential energy source for plants to drive photosynthesis. In nature, light availability is highly variable and often fluctuates on very short time scales. As a result, plants developed mechanisms to cope with these fluctuations. Understanding how to improve light use efficiency in natural fluctuating light (FL) conditions is a major target for agronomy.
In the first project, we identified an Arabidopsis thaliana plant that showed reduced levels of rapidly inducible non-photochemical quenching (NPQ). This plant was devoid of any T-DNA insertion. Using a mapping-by-sequencing approach, we successfully located the causal genomic region near the end of chromosome 4. Through variant investigations in that region, we identified a deletion of about 20 kb encompassing 9 genes. By complementation analysis, we confirmed that one of the deleted genes, VTC2, is the causal gene responsible for the low NPQ. Loss of VTC2 decreased NPQ particularly in old leaves, with young leaves being only slightly affected. Additionally, ascorbate levels were almost abolished in old leaves, likely causing the NPQ decrease by reducing the activity of the xanthophyll cycle. Although ascorbate levels in younger leaves were reduced compared to wild-type plants, they remained at a comparably higher level. This difference may be due to the VTC2 paralog VTC5, which is expressed at a higher level in young leaves than in old ones.
Plants require the PROTON GRADIENT REGULATION 5 (PGR5) protein for survival in FL. pgr5 mutants die because they fail to increase the luminal proton concentration in response to high light (HL) phases. A rapid elevation in ∆pH is needed to slow down electron transport through the Cytochrome b6 f complex (photosynthetic control). In FL, such lack of control in the pgr5 mutants results in photosystem I (PSI) overreduction, reactive oxygen species (ROS) production, and cell death. Decreases in photosystem II (PSII) activity introduced by crossing pgr5 with PSII deficient mutants
rescued the lethality of pgr5 in FL. PGR5 was suggested to act as part of the ferredoxin-plastoquinone reductase (FQR), involved in cyclic electron transfer around PSI. However, the proposed molecular role of PGR5 remains highly debated. To learn more about PGR5 function, we performed a forward genetic screen in Arabidopsis thaliana to identify EMS-induced suppressor mutants surviving longer when grown in FL compared to pgr5 mutants (referred to as ”suppressor of pgr5 lethality in fluctuating light”, splf ). 11 different candidate genes were identified in a total of 22 splf plants.
Mutants of seven of these genes in the pgr5 background showed low Fv/Fm values when grown in non-fluctuating low light (LL). Five of these 4genes were previously reported to have a role in PSII biogenesis or function. Two others, RPH1 and a DEAD/DEAH box helicase (AT3G02060), have not been linked to PSII function before. Three of splf candidate genes link to primary metabolism, fructose-2,6-bisphosphatase (F2KP ), udp-glucose pyrophosphorylase 1 (UGP1 ) and ferredoxin-dependent glutamate synthase (Fd-GOGAT ). They are characterized by the fact that they survive longer in FL than pgr5 mutants but do not procede beyond the early vegetative
phase and then die.
A new solid-state material, N-butyl pyridinium diiodido argentate(I), is synthesized using a simple and effective one-pot approach. In the solid state, the compound exhibits 1D ([AgI2](-))(n) chains that are stabilized by the N-butyl pyridinium cation. The 1D structure is further manifested by the formation of long, needle-like crystals, as revealed from electron microscopy. As the general composition is derived from metal halide-based ionic liquids, the compound has a low melting point of 100-101 degrees C, as confirmed by differential scanning calorimetry. Most importantly, the compound has a conductivity of 10(-6) S cm(-1) at room temperature. At higher temperatures the conductivity increases and reaches to 10(-4 )S cm(-1) at 70 degrees C. In contrast to AgI, however, the current material has a highly anisotropic 1D arrangement of the ionic domains. This provides direct and tuneable access to fast and anisotropic ionic conduction. The material is thus a significant step forward beyond current ion conductors and a highly promising prototype for the rational design of highly conductive ionic solid-state conductors for battery or solar cell applications.
The St. Nicolas House Algorithm (SNHA) finds association chains of direct dependent variables in a data set. The dependency is based on the correlation coefficient, which is visualized as an undirected graph. The network prediction is improved by a bootstrap routine. It enables the computation of the empirical p-value, which is used to evaluate the significance of the predicted edges. Synthetic data generated with the Monte Carlo method were used to firstly compare the Python package with the original R package, and secondly to evaluate the predicted network using the sensitivity, specificity, balanced classification rate and the Matthew's correlation coefficient (MCC). The Python implementation yields the same results as the R package. Hence, the algorithm was correctly ported into Python. The SNHA scores high specificity values for all tested graphs. For graphs with high edge densities, the other evaluation metrics decrease due to lower sensitivity, which could be partially improved by using bootstrap,while for graphs with low edge densities the algorithm achieves high evaluation scores. The empirical p-values indicated that the predicted edges indeed are significant.
This habilitation thesis summarises the research work performed by the author during the last quindecennial period. The dissertation reflects his main research interests, which revolve around quantum dynamics of small-sized molecular systems, including their interactions with electromagnetic radiation or dissipative environments. This covers various dynamical processes that involve bound-bound, bound-free, and free-free molecular transitions. The latter encompass light-triggered rovibrational or rovibronic dynamics in bound molecules, molecular photodissociation induced by weak or strong laser fields, state-to-state reactive and/or inelastic molecular collisions, and phonon-driven vibrational relaxation of adsorbates at solid surfaces. Although the dissertation covers different topics of molecular reaction dynamics, most of these studies focus on nuclear quantum effects and their manifestations in experimental measures. The latter are assessed through comparison between quantum and classical predictions, and/or direct confrontation of theory and experiment. Most well known quantum concepts and effects will be encountered in this work. Yet, almost all these quantum notions find their roots in the central pillar of quantum theory, namely, the quantum superposition principle. Indeed, quantum coherence is the main source of most quantum effects, including interference, entanglement, and even tunneling. Thus, the common and predominant theme of all the investigations of this thesis is quantum coherence, and the survival or quenching of subsequent interference effects in various molecular processes. The lion's share of the dissertation is devoted to two associated quantum concepts, which are usually overlooked in computational molecular dynamics, viz. the Berry phase and identical nuclei symmetry. The importance of the latter in dynamical molecular processes and their direct fingerprints in experimental observables also rely very much on quantum coherence and entanglement. All these quantum phenomena are thoroughly discussed within the four main topics that form the core of this thesis. Each topic is described in a separate chapter, where it is briefly summarised and then illustrated with three peer-reviewed publications. The first topic deals with the relevance of quantum coherence/interference in molecular collisions, with a focus on the hydrogen-exchange reaction, H+H2 --> H2+H, and its isotopologues. For these collision processes, the significance of interference of probability amplitudes arises because of the existence of two main scattering pathways. The latter could be inelastic and reactive scattering, direct and time-delayed scattering, or two encircling reaction paths that loop in opposite senses around a conical intersection (CI) of the H3 molecular system. Our joint theoretical-experimental investigations of these processes reveal strong interference and geometric phase (GP) effects in state-to-state reaction probabilities and differential cross sections. However, these coherent effects completely cancel in integral cross sections and reaction rate constants, due to efficient dephasing of interference between the different scattering amplitudes. As byproducts of these studies, we highlight the discovery of two novel scattering mechanisms, which contradict conventional textbook pictures of molecular reaction dynamics. The second topic concerns the effect of the Berry phase on molecular photodynamics at conical intersections. To understand this effect, we developed a topological approach that separates the total molecular wavefunction of an unbound molecular system into two components, which wind in opposite senses around the conical intersection. This separation reveals that the only effect of the geometric phase is to change the sign of the relative phase of these two components. This in turn leads to a shift in the interference pattern of the molecular system---a phase shift that is reminiscient of the celebrated Aharonov-Bohm effect. This procedure is numerically illustrated with photodynamics at model standard CIs, as well as strong-field dissociation of diatomics at light-induced conical intersections (LICIs). Besides the fundamental aspect of these studies, their findings allow to interpret and predict the effect of the GP on the state-resolved or angle-resolved spectra of pump-probe experimental schemes, particularly the distributions of photofragments in molecular photodissociation experiments. The third topic pertains to the role of the indistinguishability of identical nuclei in molecular reaction dynamics, with an emphasis on dynamical localization in highly symmetric molecules. The main object of these studies is whether nuclear-spin statistics allow dynamical localization of the electronic, vibrational, or even rotational density on a specific molecular substructure or configuration rather than on another one which is identical (indistinguishable). Group-theoretic analysis of the symmetrized molecular wavefunctions of these systems shows that nuclear permutation symmetry engenders quantum entanglement between the eigenstates of the different molecular degrees of freedom. This subsequently leads to complete quenching of dynamical localization over indistinguishable molecular substructures---an observation that is in sharp contradiction with well known textbook views of iconic molecular processes. This is illustrated with various examples of quantum dynamics in symmetric double-well achiral molecules, such as the prototypical umbrella inversion motion of ammonia, electronic Kekulé dynamics in the benzene molecule, and coupled electron-nuclear dynamics in laser-induced indirect photodissociation of the dihydrogen molecular cation. The last part of the thesis is devoted to the development of approximate wavefunction approaches for phonon-induced vibrational relaxation of adsorbates (system) at surfaces (bath). Due to the so-called 'curse of dimensionality', these system-bath complexes cannot be handled with standard wavefunction methods. To alleviate the exponential scaling of the latter, we developed approximate yet quite accurate numerical schemes that have a polynomial scaling with respect to the bath dimensionality. The corresponding algorithms combine symmetry-based reductions of the full vibrational Hilbert space and iterative Krylov techniques. These approximate wavefunction approaches resemble the 'Bixon-Jortner model' and the more general 'quantum tier model'. This is illustrated with the decay of H-Si (D-Si) vibrations on a fully H(D)-covered silicon surface, which is modelled with a phonon-bath of more than two thousand oscillators. These approximate methods allow reliable estimation of the adsorbate vibrational lifetimes, and provide some insight into vibration-phonon couplings at solid surfaces. Although this topic is mainly computational, the developed wavefunction approaches permit to describe quantum entanglement between the system and bath states, and to embody some coherent effects in the time-evolution of the (sub-)system, which cannot be accounted for with the widely used 'reduced density matrix formalism'.

Verschiedene Erklärungsmodelle, darunter individuelle Merkmale, kulturelle Faktoren und der Einfluss von Medien und Politik, wurden vorgeschlagen, um die Einstellung der Öffentlichkeit gegenüber Migranten zu erklären. Es ist wichtig, den lokalen Kontext zu verstehen, da der Anteil der in den einzelnen Regionen und Städten lebenden Migranten sehr unterschiedlich ist. Die Bereitstellung korrekter statistischer Informationen, die Hervorhebung der Vielfalt der aktuellen Migrationsmuster in Europa und die Teilnahme an Medien- und öffentlichen Diskussionen sind Möglichkeiten, um die öffentliche Meinung auf lokaler Ebene zu beeinflussen.
In diesem einleitenden Kapitel beschreiben die Herausgeber die wichtigsten theoretischen Grundlagen der Analyse dieses Buches und den methodischen Ansatz. Der Kern des Buches besteht aus 14 länderspezifischen Kapiteln, die einen europäischen Vergleich ermöglichen und die zunehmende Varianz der migrationspolitischen Ansätze innerhalb und zwischen den europäischen Ländern aufzeigen. Der Grad der lokalen Autonomie, der Grad der Zentralisierung und die traditionellen Formen der Migrationspolitik sind Faktoren, die insbesondere die Möglichkeiten der lokalen Behörden beeinflussen, ihre eigene Integrationspolitik zu formulieren.
Sanctions are critical to the Security Council's efforts to fight terrorism. What is striking is that the Council's sanctions regimes are subject to detailed sets of rules and decision criteria. The scholarship on human rights in counterterrorism assumes that rights advocacy and court litigation have prompted this development. The article complements this literature by highlighting an unexplored internal driver of legal-regulatory decision-making and explores how mixed-motive interest constellations among Security Council members have affected the extent of committee regulations and the content of decisions taken by sanctions committees. Based on internal documents and diplomatic cables, a comparative analysis of the Iraq sanctions regime and the counterterrorism sanctions regime demonstrates that mixed-motive interest constellations among Security Council members provide incentives to elaborate rules to guide decision-making resulting in legal-regulatory sanctions governance, even if the human rights of targeted individuals are not at stake. For comparative leverage and to assess the limits of the proposed mechanism, the analysis is briefly extended to other sanctions regimes targeting individuals (Democratic Republic of the Congo and Sudan). The findings have implications for this essential tool of the Security Council to react to threats to peace as diverse as counterterrorism, nonproliferation, and internal armed conflict.

Erwartungsgemäß spielen die Traditionen der nationalstaatlichen Migrationspolitik weiterhin eine sehr wichtige Rolle, die Pfadabhängigkeit in diesem Politikfeld bleibt hoch. Die Verteilung der Zuständigkeiten in der Migrationspolitik und der Integration von Migranten in den Nationalstaaten ist nach wie vor sehr unterschiedlich. Bei der Umsetzung von Integrationsstrategien an der Basis sollte die jeweilige Politik auf das Profil sowohl der lokalen Migrantengemeinschaft als auch der einheimischen Bevölkerung zugeschnitten sein. Daneben sind ein besseres Migrationsmanagement in der lokalen Verwaltung und das Zusammenspiel von Top-down- und Bottom-up-Bemühungen zur Integration von Migranten von Bedeutung.

About 15 years ago, the first Massive Open Online Courses (MOOCs) appeared and revolutionized online education with more interactive and engaging course designs. Yet, keeping learners motivated and ensuring high satisfaction is one of the challenges today's course designers face. Therefore, many MOOC providers employed gamification elements that only boost extrinsic motivation briefly and are limited to platform support. In this article, we introduce and evaluate a gameful learning design we used in several iterations on computer science education courses. For each of the courses on the fundamentals of the Java programming language, we developed a self-contained, continuous story that accompanies learners through their learning journey and helps visualize key concepts. Furthermore, we share our approach to creating the surrounding story in our MOOCs and provide a guideline for educators to develop their own stories. Our data and the long-term evaluation spanning over four Java courses between 2017 and 2021 indicates the openness of learners toward storified programming courses in general and highlights those elements that had the highest impact. While only a few learners did not like the story at all, most learners consumed the additional story elements we provided. However, learners' interest in influencing the story through majority voting was negligible and did not show a considerable positive impact, so we continued with a fixed story instead. We did not find evidence that learners just participated in the narrative because they worked on all materials. Instead, for 10-16% of learners, the story was their main course motivation. We also investigated differences in the presentation format and concluded that several longer audio-book style videos were most preferred by learners in comparison to animated videos or different textual formats. Surprisingly, the availability of a coherent story embedding examples and providing a context for the practical programming exercises also led to a slightly higher ranking in the perceived quality of the learning material (by 4%). With our research in the context of storified MOOCs, we advance gameful learning designs, foster learner engagement and satisfaction in online courses, and help educators ease knowledge transfer for their learners.

Die Ereignisse um den G20-Gipfel im Juli 2017 haben viele Menschen schockiert und die Hamburger Stadtgesellschaft gespalten. Sie stehen in starkem Kontrast zu dem Sicherheitsversprechen, das der Senat im Vorfeld abgegeben hat, ebenso wie zu der Ankündigung, der Gipfel werde ein „Festival der Demokratie“. Dass ein Gipfelprotest in Unruhen mit breiter Beteiligung überging aber auch das teils gewaltsame polizeiliche Vorgehen gegen Protestierende ist erklärungsbedürftig. In der anhaltenden Diskussion über die Hintergründe der Auseinandersetzungen werden zumeist entweder die Polizei oder „gewaltbereite Gruppen“ für das Ausmaß der Gewalt verantwortlich gemacht. Letzteres lässt sich jedoch nur bedingt aus Motiven und vorgefassten Plänen bestimmter Akteure ableiten. Ein großer Teil der Gewalt entsteht – dies gerät allzu oft aus dem Blick – maßgeblich in Prozessen der Eskalation, in denen die Handlungen der verschiedenen Beteiligten miteinander verflochten sind, insofern sie auf Grundlage ihrer Deutung vorangegangener Erfahrungen und ihrer Wahrnehmung des Gegenübers aufeinander reagieren. Situationen der Gewalt haben zudem ihre eigene, in manchen Fällen kaum steuerbare, Dynamik. Der Bericht rekonstruiert, wie und warum die Gewalt in Hamburg in dieser Form eskalierte. Er enthält sich weitgehend einer moralischen Einordnung. Er beleuchtet konkrete Situationen des Aufeinandertreffens der Konfliktparteien und bettet sie in einen größeren Kontext ein, unter anderem in Hinblick auf die Konstitution der beteiligten Gruppen und in Hinblick auf die mediale Deutung des Geschehens. Der Bericht fasst die ersten Ergebnisse eines Forschungsprojektes zusammen, an dem über acht Monate mehr als 20 Gewalt-, Protest- und Polizeiforscher*innen mitgewirkt haben. Er beruht auf einer Vielzahl unterschiedlicher Quellen: Interviews mit Beteiligten, Dokumente, Filmaufnahmen und Fotografien, die Kommunikation auf Twitter und die Berichterstattung in ausgewählten Tageszeitungen, Beobachtungsprotokolle aus der Protestwoche und danach. Die Analyse gliedert sich in drei Teile. (1) Die Ausgangskonstellation, in der sich die unmittelbar Beteiligten, Polizei und Protestierende, auf die Protestwoche einstellen und prägende Grundkonflikte sichtbar werden. (2) Schlüsselsituationen, in denen Konflikte ausgetragen werden und die Muster der Eskalation im Kleinen sichtbar machen. (3) Die mediale Deutung und Formung der Ereignisse, über die der Fokus auf „Gewalt“ verstärkt und die jeweils eigene Wahrnehmung bestätigt wird. Für die Analyse der Entstehung von Gewalt ist der Fall ein eindrückliches Beispiel für die Verkettung von Ereignissen ebenso wie für die Eigendynamik situativer Konfrontationen. Dies bedeutet jedoch nicht, dass die Planungen, Erwartungen und Entscheidungen der Handelnden keine Rolle spielen würden. Die Dynamik des Geschehens verwirklicht sich, im Gegenteil, gerade darin, dass die Beteiligten in der Verflechtung ihrer Handlungen ihre Kalkulationen verändern und Situationsdeutungen entwickeln, welche Gewalt möglich oder notwendig erscheinen lassen
Predicting entrepreneurial development based on individual and business-related characteristics is a key objective of entrepreneurship research. In this context, we investigate whether the motives of becoming an entrepreneur influence the subsequent entrepreneurial development. In our analysis, we examine a broad range of business outcomes including survival and income, as well as job creation, and expansion and innovation activities for up to 40 months after business formation. Using the self-determination theory as conceptual background, we aggregate the start-up motives into a continuous motivational index. We show – based on a unique dataset of German start-ups from unemployment and non-unemployment – that the later business performance is better, the higher they score on this index. Effects are particularly strong for growth-oriented outcomes like innovation and expansion activities. In a next step, we examine three underlying motivational categories that we term opportunity, career ambition, and necessity. We show that individuals driven by opportunity motives perform better in terms of innovation and business expansion activities, while career ambition is positively associated with survival, income, and the probability of hiring employees. All effects are robust to the inclusion of a large battery of covariates that are proven to be important determinants of entrepreneurial performance.

Empirically, the poor are more likely to support increases in the level of tax progressivity than the rich. Such income-stratified tax preferences can result from differences in preferences of what should be taxed as argued by previous literature. However, it may also result from income-stratified perceptions of what is taxed. This paper argues that the rich perceive higher levels of tax progressivity than the poor and that tax perceptions affect individuals’ support for progressive taxation. Using data from an Austrian survey experiment, we test this argument in three steps: First, in line with past research, we show that individuals’ income positions are connected to individuals’ tax preferences as a self-interest rationale would predict. However, second, we show that this variation is mainly driven by income-stratified tax perceptions. Third, randomly informing a subset of the sample about actual tax rates, we find that changing tax perceptions causally affects support for redistributive taxation among those who initially overestimated the level of tax progressivity. Our results indicate that tax perceptions are relevant for forming tax preferences and suggest that individuals are more polarized in their perceptions of who pays how much taxes than in their support for who should pay how much tax.
Thermal electrons have gyroradii many orders of magnitude smaller than the finite width of a shock, thus need to be pre-accelerated before they can cross it and be accelerated by diffusive shock acceleration. One region where pre-acceleration may occur is the inner foreshock, which upstream electrons must pass through before any potential downstream crossing. In this paper, we perform a large-scale particle-in-cell simulation that generates a single shock with parameters motivated from supernova remnants. Within the foreshock, reflected electrons excite the oblique whistler instability and produce electromagnetic whistler waves, which comove with the upstream flow and as nonlinear structures eventually reach radii of up to 5 ion-gyroradii. We show that the inner electromagnetic configuration of the whistlers evolves into complex nonlinear structures bound by a strong magnetic field around four times the upstream value. Although these nonlinear structures do not in general interact with cospatial upstream electrons, they resonate with electrons that have been reflected at the shock. We show that they can scatter, or even trap, reflected electrons, confining around 0.8% of the total upstream electron population to the region close to the shock where they can undergo substantial pre-acceleration. This acceleration process is similar to, yet approximately three times more efficient than, stochastic shock drift acceleration.
Aging is a complex process characterized by several factors, including loss of genetic and epigenetic information, accumulation of chronic oxidative stress, protein damage and aggregates and it is becoming an emergent drug target. Therefore, it is the utmost importance to study aging and agerelated diseases, to provide treatments to develop a healthy aging process. Skeletal muscle is one of the earliest tissues affected by age-related changes with progressive loss of muscle mass and function from 30 years old, effect known as sarcopenia. Several studies have shown the accumulation of protein aggregates in different animal models, as well as in humans, suggesting impaired proteostasis, a hallmark of aging, especially regarding degradation systems. Thus, different publications have explored the role of the main proteolytic systems in skeletal muscle from rodents and humans, like ubiquitin proteasomal system (UPS) and autophagy lysosomal system (ALS), however with contradictory results. Yet, most of the published studies are performed in muscles that comprise more than one fiber type, that means, muscles composed by slow and fast fibers. These fiber types, exhibit different metabolism and contraction speed; the slow fibers or type I display an oxidative metabolism, while fast fibers function towards a glycolytic metabolism ranging from fast oxidative to fast glycolytic fibers. To this extent, the aim of this thesis sought to understand on how aging impacts both fiber types not only regarding proteostasis but also at a metabolome and transcriptome network levels. Therefore, the first part of this thesis, presents the differences between slow oxidative (from Soleus muscle) and fast glycolytic fibers (Extensor digitorum longus, EDL) in terms of degradation systems and how they cope with oxidative stress during aging, while the second part explores the differences between young and old EDL muscle transcriptome and metabolome, unraveling molecular features. More specifically, the results from the present work show that slow oxidative muscle performs better at maintaining the function of UPS and ALS during aging than EDL muscle, which is clearly affected, accounting for the decline in the catalytic activity rates and accumulation of autophagy-related proteins. Strinkingly, transcriptome and metabolome analyses reveal that fast glycolytic muscle evidences significant downregulation of mitochondrial related processes and damaged mitochondria morphology during aging, despite of having a lower oxidative metabolism compared to oxidative fibers. Moreover, predictive analyses reveal a negative association between aged EDL gene signature and lifespan extending interventions such as caloric restriction (CR). Although, CR intervention does not alter the levels of mitochondrial markers in aged EDL muscle, it can reverse the higher mRNA levels of muscle damage markers. Together, the results from this thesis give new insights about how different metabolic muscle fibers cope with age-related changes and why fast glycolytic fibers are more susceptible to aging than slow oxidative fibers.
Transferability of data-driven models to predict urban pluvial flood water depth in Berlin, Germany

Data-driven models have been recently suggested to surrogate computationally expensive hydrodynamic models to map flood hazards. However, most studies focused on developing models for the same area or the same precipitation event. It is thus not obvious how transferable the models are in space. This study evaluates the performance of a convolutional neural network (CNN) based on the U-Net architecture and the random forest (RF) algorithm to predict flood water depth, the models' transferability in space and performance improvement using transfer learning techniques. We used three study areas in Berlin to train, validate and test the models. The results showed that (1) the RF models outperformed the CNN models for predictions within the training domain, presumable at the cost of overfitting; (2) the CNN models had significantly higher potential than the RF models to generalize beyond the training domain; and (3) the CNN models could better benefit from transfer learning technique to boost their performance outside training domains than RF models.
Krafttraining ist ein etabliertes Mittel für die Entwicklung körperlicher Fitness und sport-artspezifischer Leistungen in verschiedenen Sportarten. Dabei scheint dem Krafttraining auch im Hinblick auf den langfristigen Leistungsaufbau im Nachwuchsleistungssport Rudern eine besondere Rolle zuzukommen. Die vorliegende Arbeit widmet sich der Optimie-rung der Leistungsdiagnostik sowie der Bewertung der Effektivität von Krafttrainingsmethoden zur Verbesserung der körperlichen Fitness und der sportartspezifischen Leistung im Nachwuchsleistungsrudern.
Die erste Studie im Rahmen dieser kumulativen Arbeit beinhaltet die Analyse eines sport-artspezifischen Anforderungsprofils der Sportart Rudern. Die Studienergebnisse zeigen, dass die Energiebereitstellung im Ruderwettkampf zu einem großen Anteil aus aeroben und zu einem geringen Anteil aus anaeroben Stoffwechselprozessen erfolgt. Während der vier Phasen des rudertechnischen Leitbildes werden nahezu alle großen Muskelgruppen beansprucht. Aufgrund der hohen Trainingsumfänge auf internationalem Leistungsniveau besteht bei Ruderern ein erhöhtes Risiko, Verletzungen im lumbalen Rückensegment, den Knien sowie den Rippen zu erleiden.
Im Rahmen der zweiten Studie wurden die Effekte von Krafttraining auf die körperliche Fitness und die sportartspezifische Leistung von Ruderern unterschiedlichen Expertisen-niveaus untersucht. Die Studienergebnisse zeigen, dass signifikante kleine Effekte des Krafttrainings auf die körperliche Fitness (Maximalkraft der unteren Gliedmaßen) und auf die sportartspezifische Leistung existieren. Subgruppenanalysen für Krafttrainingstyp und Expertisenniveau zeigten nicht signifikante Unterschiede zwischen den jeweiligen Subgruppen der Ruderer.
Die dritte Studie analysierte die Zusammenhänge zwischen der biologischen Reife, der Körperkonstitution und der körperlichen Fitness mit der Leistung auf dem Ruderergometer über 700-m bei weiblichen Nachwuchseliteruderern. Die Analyse zeigte signifikante mittle-re bis hohe Zusammenhänge zwischen der biologischen Reife, Kennwerten der Körperkonstitution, der körperlichen Fitness (z. B. Maximalkraft, Kraftausdauer) und der Leistung auf dem Ruderergometer. Zusätzlich konnte gezeigt werden, dass die Prädiktoren Körperkonstitution (Magermasse) und Kraftausdauer (Bourban-Test) die Leistung des 700-m Ruderergometertest am besten abbilden.
Die vierte Studie untersuchte die Effekte von zwei unterschiedlichen Krafttrainingsmetho-den, die jeweils über neun Wochen durchgeführt wurden, auf die körperliche Fitness und die Leistung auf dem Ruderergometer bei weiblichen Elite-Nachwuchsruderern. Die Stu-dienergebnisse zeigen, dass beide Gruppen signifikante Steigerungen auf ausgewählte Komponenten der körperlichen Fitness (z. B. Maximalkraft, Schnellkraft, anaerobe Aus-dauer und Richtungswechselgeschwindigkeit) und die sportartspezifische Leistung erzielten. Signifikant größere Zuwächse resultierten nach Krafttraining mit höheren Intensitäten [HI] bei gleichem Volumen im Vergleich zu Kraftausdauertraining [KA] in ausgewählten Komponenten der körperlichen Fitness (z. B. Maximalkraft). Im Gegensatz dazu, führte KA bei gleichem Volumen im Vergleich zu HI zu größeren Steigerungen der sportartspezifischen Leistung.
Zusammenfassend zeigen die Ergebnisse, dass Krafttraining ein effektives Mittel zur Steigerung ausgewählter Komponenten der körperlichen Fitness und der sportartspezifischen Leistung in der Sportart Rudern für RuderInnen und im Speziellen für den Nachwuchssport ist. Insbesondere im Nachwuchsleistungsrudern zeigte sich, dass HI zusätzlich zum regulären Rudertraining effektiver zur Verbesserung der körperlichen Fitness (z. B. Maximalkraft) ist als KA. Zur Verbesserung der sportartspezifischen Leistung jedoch, stellte KA im Vergleich zu HI bei weiblichen Elite-Nachwuchsruderern die effektivere Krafttrainings-methode dar. Weiterhin wird Trainern im Nachwuchsrudersport empfohlen, ausgewählte Merkmale der biologischen Reife, Körperkonstitution sowie der körperlichen Fitness (Maximalkraft, Kraftausdauer) für die Talententwicklung zu berücksichtigen.

Quantitative research into the effectiveness of the UN human rights treaty bodies (UNTBs) in eliciting remedial responses from states is impeded by a lack of usable data on how states respond to their decisions. The new Treaty Body Views Dataset (TBVD) aims to fill this gap. It comprises details on all published decisions in individual complaints cases issued by the UNTBs between 1979 and 2019 and matches these with information on their state of compliance. The TBVD can be used for research on the activities of the treaty bodies, the nature of the decisions themselves, or state behavior following a decision. An empirical application illustrates how the TBVD can advance knowledge about the factors that correlate with compliance with adverse UNTB decisions. Results show that the likelihood of implementation hinges critically on decision-level characteristics, and reveal differences and similarities between compliance with UNTB decisions and regional human rights court judgments.

His plays fathom the complexity and power of a fascinating notion – touch as a productive proximity that is characterised by unbridgeable distance – which philosophers like Friedrich Nietzsche, Maurice Blanchot, Jacques Derrida, Luce Irigaray and Jean-Luc Nancy have written about, centuries later. By playing with touch and its metatheatrical implications, Shakespeare raises questions that make his theatrical art point towards modernity: how are communities to form when traditional institutions begin to crumble? What happens to selfhood when time speeds up, when oneness and timeless truth can no longer serve as reliable foundations? What is the role and the capacity of language in a world that has lost its seemingly unshakeable belief and trust in meaning? How are we to conceive of the unthinkable extremes of human existence – birth and death – when the religious orthodoxy slowly ceases to give satisfactory explanations? Shakespeare’s theatre not only prompts these questions, but provides us with answers. Der Staat ist nach dem Krankenhausfinanzierungsgesetz und dem Grundgesetz zur funktionsgerechten Finanzierung der in den Krankenhausplan eines Landes aufgenommenen (Plan-)Krankenhäuser verpflichtet. Um die Versorgung der Bevölkerung mit Krankenhausbehandlung sicherzustellen, müssen die Länder sämtliche bei wirtschaftlicher Betriebsführung notwendigen Investitionskosten der Plankrankenhäuser decken (§ 1 Abs. 1, § 4 Nr. 1, § 9 Abs. 5 KHG, Art. 12 Abs. 1 GG). Es gilt das Kostendeckungsprinzip. Die Sozialleistungsträger müssen Krankenhäuser durch leistungsgerechte Erlöse aus den Pflegesätzen wirtschaftlich sichern (§ 1 Abs. 1, § 4 Nr. 2 KHG, Art. 12 Abs. 1 GG).
2. Die Vergütung der Krankenhäuser durch die Sozialleistungsträger ist unzureichend. Die Fallpauschalen des DRG-Systems bleiben hinter dem zur Betriebskostenfinanzierung erforderlichen Maß zurück, weil die anhaltenden Preissteigerungen in den Landesbasisfallwerten nicht ausreichend berücksichtigt sind.
3. Die Länder kommen ihrer gesetzlichen und verfassungsrechtlichen Verpflichtung zur Übernahme der notwendigen Investitionskosten der Plankrankenhäuser seit vielen Jahren ungenügend nach.
4. Vor allem Kommunen, aber auch Länder gewähren staatlichen Krankenhäusern Ausgleichsleistungen wie Jahresfehlbetragsdeckungen, Investitions- und Betriebskostenzuschüsse, Eigenkapitalerhöhungen, zinsvergünstigte Darlehen, kostenfreie Bürgschaften und Liquiditätshilfen (sog. Defizitausgleich). Eine weitere Form des selektiven Defizitausgleichs ist die Übernahme der Kosten von Entlastungstarifverträgen staatlicher Kliniken durch Länder. Freigemeinnützige und private Krankenhäuser erhalten bislang keinen solchen Defizitausgleich.
5. Der selektive Defizitausgleich eines Landes nur für staatliche Krankenhäuser verstößt gegen das gesetzliche (§ 1 Abs. 2 S. 1 und 2 KHG) und verfassungsrechtliche (Art. 12 Abs. 1 i.V.m. Art. 3 Abs. 1 GG) Gebot der Gleichbehandlung der Plankrankenhäuser (Prinzip der Trägervielfalt). Er ist des halb rechts- und verfassungswidrig.
6. Ein selektiver Defizitausgleich von Kommunen nur für eigene (kommunale) Krankenhäuser verstößt gegen das landesgesetzliche Prinzip der Trägervielfalt und das Gleichbehandlungsgebot des Art. 3 Abs. 1 GG und ist somit unzulässig.
7. Auf eigene Krankenhäuser beschränkte Ausgleichsleistungen von Kommunen oder Ländern sind eine unzulässige Beihilfe i.S.d. Art. 107 Abs. 1 AEUV und deshalb unvereinbar mit dem EU-Beihilferecht. Das gilt sowohl, wenn staatliche Krankenhäuser Ausgleichsleistungen für die Versorgung der Bevölkerung mit Krankenhausbehandlung (s. § 109 Abs. 1 S. 1 und 2, Abs. 4 S. 2 SGB V) erhalten, als auch, wenn der Ausgleich „Gegenleistung“ für eine hoheitlich auferlegte Betriebspflicht ist. Eine wirksame Durchsetzung des EU-Beihilferechts und effektiver Rechtsschutz für nicht begünstigte freigemeinnützige und private Krankenhäuser erfordern Transparenz und eine entsprechende Veröffentlichung der Betrauungsakte der Länder und Kommunen.
8. Ein Defizitausgleich für alle in den Krankenhausplan eines Landes aufgenommenen (Plan-)Krankenhäuser ist beihilferechtlich zulässig. Da sämtliche Plankrankenhäuser Dienstleistungen von allgemeinem wirtschaftlichen Interesse (DAWI) erbringen (gesetzliche Pflicht zur Versorgung der Bevölkerung mit Krankenhausbehandlung), müssen sie nach dem EU-Beihilferecht bei staatlichen Ausgleichsleistungen für die Erfüllung der Versorgungspflicht gleichbehandelt werden. Art. 107 Abs. 1 AEUV ist entsprochen, wenn entweder ein selektiver Defizitausgleich für staatliche Plankrankenhäuser unterbleibt bzw. aufgehoben und rückabgewickelt wird oder alle – staatlichen, freigemeinnützigen und privaten Plankrankenhäuser – gleichgefördert werden.
9. Diese nach dem EU-Beihilferecht bestehende Wahlmöglichkeit kann den Ländern nach nationalem Recht verschlossen sein. Ein Ausgleich der Länder für Investitionskosten ist prinzipiell erforderlich, um der gesetzlichen Verpflichtung aus § 1 Abs. 1, § 4 Nr. 1, § 9 Abs. 5 KHG nachzukommen und die notwendigen Investitionskosten der Plankrankenhäuser unter Beachtung betriebswirtschaftlicher Grundsätze zu decken. Freigemeinnützige und private Krankenhäuser haben Anspruch auf Ausgleichsleistungen zur Investitionskostendeckung bereits wegen des gesetzlichen Gebots funktionsgerechter Finanzierung (§ 8 Abs. 1 S. 1 KHG) und aus ihrem Grundrecht der Berufsfreiheit (Art. 12 Abs. 1 GG). Ihnen kann dieser Anspruch aber auch wegen des gesetzlichen und verfassungsrechtlichen Gebots der Gleichbehandlung zustehen. Gewähren die Länder staatlichen Plankrankenhäusern bei wirtschaftlicher Betriebsführung Ausgleichsleistungen, um ihrer Verpflichtung zur Übernahme notwendiger Investitionskosten nachzukommen, müssen sie freigemeinnützigen und privaten Plankrankenhäusern nach dem Gleichbehandlungsgebot einen entsprechenden Ausgleich zahlen (§ 8 Abs. 1 S. 1 i.V.m. § 1 Abs. 2 S. 1 und 2 KHG, Art. 12 Abs. 1 i.V.m. Art. 3 Abs. 1 GG). Einer nach nationalem Recht gebotenen, gleichen Förderung aller Plankrankenhäuser steht das EU-Beihilferecht nicht entgegen.
10. Die Kommunen sind dagegen nach nationalem Recht (über die Krankenhausumlage hinaus) nicht zur Krankenhausfinanzierung verpflichtet. Sie entscheiden gem. Art. 28 Abs. 2 S. 1 GG (Gemeinden) bzw. gem. Art. 28 Abs. 2 S. 2 GG i.V.m. Landeskrankenhausrecht (Gemeindeverbände) eigenverantwortlich, ob und in welchem Umfang sie Plankrankenhäuser unter Beachtung des Wirtschaftlichkeitsgebots finanziell unterstützen (Investitions- und Betriebskosten). Dementsprechend engt das nationale Recht die nach EU-Beihilferecht bestehende Wahlmöglichkeit für Kommunen nicht ein, selektive Ausgleichsleistungen für kommunale Krankenhäuser zu unterlassen bzw. aufzuheben und rückabzuwickeln oder sie so umzugestalten, dass freigemeinnützige und private Plankrankenhäuser die gleiche Förderung erhalten. Scheidet allerdings eine Rückzahlung der von Kommunen an ihre Krankenhäuser gezahlten Finanzmittel wegen tatsächlicher Unmöglichkeit aus, wird dem EU-Beihilferecht nur entsprochen, wenn die Kommunen freigemeinnützige und private Plankrankenhäuser gleichermaßen fördern.
11. Ohne eine Nachzahlung der in den letzten Jahren unterbliebenen Förderung durch die Sozialleistungsträger und die Länder ist die anstehende Krankenhausreform für die Krankenhäuser nicht zu bewältigen. Um die geplante Umstellung auf neue Versorgungslevel und Leistungsgruppen vornehmen und die hiermit verbundenen kostenintensiven Umstrukturierungsprozesse leisten zu können, muss die infolge unzureichender Krankenhausfinanzierung entstandene Unterfinanzierung der Krankenhäuser vor der Reform behoben werden. Die Forderungen nach „Vorschaltgesetzen“ sind daher berechtigt.
Der Artikel analysiert staatliche Krisenprävention am Fall der polizeilichen Ermittlungen vor dem Anschlag auf den Breitscheidplatz. Die Leitfrage lautet, warum die Polizei ihre Ermittlungen vorzeitig einstellte, obwohl sie Hinweise hatte, dass der spätere Täter beabsichtigte, einen Anschlag zu begehen. Wir zeigen, dass dies auf eine organisationale Dynamik zurückging, die typisch für staatliche Krisenprävention im Bereich Terrorismus scheint.

Public opinion polls have become vital and increasingly visible parts of election campaigns. Previous research has frequently demonstrated that polls can influence both citizens' voting intentions and political parties' campaign strategies. However, they are also fraught with uncertainty. Margins of error can reflect (parts of) this uncertainty. This paper investigates how citizens' voting intentions change due to whether polling estimates are presented with or without margins of error.
Using a vignette experiment (N=3224), we examine this question based on a real-world example in which different election polls were shown to nationally representative respondents ahead of the 2021 federal election in Germany. We manipulated the display of the margins of error, the interpretation of polls and the closeness of the electoral race.
The results indicate that margins of error can influence citizens' voting intentions. This effect is dependent on the actual closeness of the race and additional interpretative guidance provided to voters. More concretely, the results consistently show that margins of error increase citizens' inclination to vote for one of the two largest contesting parties if the polling gap between these parties is small, and an interpretation underlines this closeness.
The findings of this study are important for three reasons. First, they help to determine whether margins of error can assist citizens in making more informed (strategic) vote decisions. They shed light on whether depicting opinion-poll uncertainty affects the key features of representative democracy, such as democratic accountability. Second, the results stress the responsibility of the media. The way polls are interpreted and contextualized influences the effect of margins of error on voting behaviour. Third, the findings of this paper underscore the significance of including methodological details when communicating scientific research findings to the broader public.

This book brings together a variety of innovative perspectives on the inclusion of gender in the governance of (counter-)terrorism and violent extremism.
Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism (CT/CVE). As a result, commitments to gender-sensitivity and gender equality in international and regional CT/CVE initiatives, in national action plans and at the level of civil society programming, ´have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, there is a need for more systematic analysis of how concerns about gender are being incorporated in the governance of (counter-)terrorism and violent extremism and how it has affected (gendered) practices and power relations in counterterrorism policy-making and implementation.
Ranging from the processes of global and regional integration of gender into the governance of terrorism, via the impact of the shift on government responses to the return of foreign fighters, to state and civil society-led CVE programming and academic discussions, the essays engage with the origins and dynamics behind recent shifts which bring gender to the forefront of the governance of terrorism. This book will be of great value to researchers and scholars interested in gender, governance and terrorism.

Several global governance initiatives launched in recent years have explicitly sought to integrate concern for gender equality and gendered harms into efforts to counter terrorism and violent extremism. As a result, commitments to gender-sensitivity and gender equality in international and regional counterterrorism and countering violent extremism (CT/CVE) initiatives, in national action plans, and at the level of civil society programming, have become a common aspect of the multilevel governance of terrorism and violent extremism. In light of these developments, aspects of our own research have turned in the past years to explore how concerns about gender are being incorporated in the governance of terrorism and violent extremism and how this development has affected (gendered) practices and power relations in CT policymaking and implementation. We were inspired by the growing literature on gender and CT/CVE, and critical scholarship on terrorism and political violence, to bring together a collection of new research addressing these questions.
Atwood (2022) analyzes the effects of the 1963 U.S. measles vaccination on longrun labor market outcomes, using a generalized difference-in-differences approach. We reproduce the results of this paper and perform a battery of robustness checks. Overall, we confirm that the measles vaccination had positive labor market effects. While the negative effect on the likelihood of living in poverty and the positive effect on the probability of being employed are very robust across the different specifications, the headline estimate-the effect on earnings-is more sensitive to the exclusion of certain regions and survey years.

In many ways, it was also unprecedented in the history of atrocities: for its comprehensiveness and systematic nature; for the fanaticism with which its perpetrators scoured an entire continent in their pursuit of Jews; for the awful potency of the Nazis’ insinuation that the victims represented a pernicious and existential threat. In recent years, there have been a growing number of online and offline attacks linked to a loosely connected network of misogynist and antifeminist online communities called ‘the manosphere’. Since 2016, the ideas spread among and by groups of the manosphere have also become more closely aligned with those of other Far-Right online networks. In this commentary, I explore the role of what I term ‘evidence-based misogyny’ for mobilization and radicalization into the antifeminist and misogynist subcultures of the manosphere. Evidence-based misogyny is a discursive strategy, whereby members of the manosphere refer to (and misinterpret) knowledge in the form of statistics, studies, news items and pop-culture and mimic accepted methods of knowledge presentation to support their essentializing, polarizing views about gender relations in society. Evidence-based misogyny is a core aspect for manosphere-related mobilization as it provides a false sense of authority and forges a collective identity, which is framed as a supposed ‘alternative’ to mainstream gender knowledge. Due to its core function to justify and confirm the misogynist sentiments of users, evidence-based misogyny serves as connector between the manosphere and both mainstream conservative as well as other Far-Right and conspiratorial discourses.

In the digitalization debate, gender biases in digital technologies play a significant role because of their potential for social exclusion and inequality. It is therefore remarkable that organizations as drivers of digitalization and as places for social integration have been widely overlooked so far. Simultaneously, gender biases and digitalization have structurally immanent connections to organizations. Therefore, a look at the reciprocal relationship between organizations, digitalization, and gender is needed. The article provides answers to the question of whether and how organizations (re)produce, reinforce, or diminish gender‐specific inequalities during their digital transformations. On the one hand, gender inequalities emerge when organizations use post‐bureaucratic concepts through digitalization. On the other hand, gender inequalities are reproduced when organizations either program or implement digital technologies and fail to establish control structures that prevent gender biases. This article shows that digitalization can act as a catalyst for inequality‐producing mechanisms, but also has the potential to mitigate inequalities. We argue that organizations must be considered when discussing the potential of exclusion through digitalization.

bürokratisch strukturiert, d. h. sie arbeiten in crossfunktionalen und selbstorgani-
sierten Teams. Während der Kooperation mit anderen Organisationseinheiten treten
Konflikte auf, die sich dadurch verschärfen, dass sie nicht von der Hierarchie ge-
löst werden können, sondern im Sinne von New Work demokratisch ausgehandelt
werden müssen. In der Folge bedarf es alternativer formaler Strukturen, die diese
Herausforderung bewältigen.

Wie blicken verschiedene Wissenschaftsdisziplinen (auch intersektional) auf trans, inter und nicht-binäre (TIN) Subjektpositionen jenseits der zweigeschlechtlichen Norm und Devianzen heterosexueller Lebensweisen? Wie werden Geschlechtervielfalt und Geschlechterrollen(-bilder) in zivilgesellschaftlichen Einrichtungen thematisiert? Die Autor*innen erörtern hochaktuelle gesellschaftliche, rechtliche und alltagspraktische Diskurse und Forderungen: Unter anderem werden die Änderung des Personenstandsgesetzes, das geplante Selbstbestimmungsrecht, geschlechtergerechte Sprache und die Idee der „TINklusiven“ Universität behandelt.
Der erste Teil der Anthologie bietet theoretische Auseinandersetzungen über Wechselwirkungen zwischen Gesellschaft und Geschlechterkonstruktionen. Der zweite Teil wendet sich den praktischen Handlungsfeldern und institutionellen Bewältigungsstrategien zu, mit in denen binär strukturierte Organisationen und Instanzen realer Geschlechtervielfalt begegnen und intentional oder unbeabsichtigt Zweigeschlechtlichkeit und Heteronormativität (re-)produzieren bzw. dekonstruieren. Auch mögliche Verstärkungen anderer Diskriminierungsformen durch Othering-Prozesse im Genderdiskurs werden thematisiert. Im dritten und letzten Teil werden hochschulpolitische Spielräume anhand verfassungsrechtlicher Prüfung und digitaler Handlungsoptionen ausgelotet.
A biological trade-off situation denotes the dependence between traits whereby an increase in the value of one of the traits leads to a decrease in the value of at least one of the others. Understanding trade-offs in cellular systems is relevant to understanding the limits and constraints to tuning desired phenotypes. Therefore, it is mainly the case for rates (i.e. fluxes) of biochemical reactions that shape not only molecular traits, like metabolite concentrations but also determine physiological traits, like growth. Intracellular fluxes are the final phenotype from transcriptional and (post)translational regulation. Quantifying intracellular fluxes provides insights into cellular physiology under particular growth conditions and can be used to characterize the metabolic activity of different pathways. However, estimating fluxes from labelling experiments is labour-intensive; therefore, developing approaches to accurately and precisely predict intracellular fluxes is essential. This thesis addresses two main problems: (i) identifying flux trade-offs and (ii) predicting accurate and precise reaction flux at a genome-scale level. To this end, the concept of an absolute flux trade-off is defined, and a constraint-based approach, termed FluTO, was developed to identify absolute flux trade-offs. FluTO is cast as a mixed integer programming approach applied to genome-scale metabolic models of E. coli, S. cerevisiae, and A. thaliana, imposing realistic constraints on growth and nutrient uptake.. The findings showed that trade-offs are not only species-specific but also specific to carbon sources. In addition, we found that different models of a single species have a different number of reactions in trade-offs. We also showed that absolute flux trade-offs depend on the biomass reaction used to model the growth of A. thaliana under different carbon and nitrogen conditions. Findings reflect the strong relation between nitrogen, carbon, and sulphur metabolisms in the leaves of C3 plants. The concept of relative trade-offs was introduced to further study trade-offs in metabolic networks. A constraint-based approach, FluTOr, was proposed to identify reactions whose fluxes are in relative trade-off concerning an optimized fitness-related cellular task, like growth. FluTOr was employed to find the relative flux trade-offsin the genome-scale metabolic networks of E. coli, S. cerevisiae, and A. thaliana. The results showed that in contrast to the A. thaliana model, the relative trade-offs in the two microorganisms depend on the carbon source, reflecting the differences in the underlying metabolic network. Furthermore, applying FluTOr also showed that reactions that participated in relative trade-offs were implicated in cofactor biosynthesis in the two microorganisms. Prediction of reaction fluxes in the constraint-based metabolic framework is usually performed by parsimonious flux balance analysis (pFBA), employing the principle of efficient usage of protein resources. However, we argued that principles related to the coordination of flux values, neglected in previous studies, provide other means to predict intracellular fluxes. To this end, we designed a constraint-based approach, termed complex-balanced FBA (cbFBA), to predict steady-state flux distributions that maximize the number of balanced complexes in a flux distribution, whereby multi-reaction dependencies are maximized. The comparative analysis showed a better agreement of the flux distributions resulting from cbFBA compared to pFBA with experimentally measured fluxes from 17 E. coli strains and 26 S. cerevisiae knock-out mutants. The results also showed that the predictions from cbFBA are more precise than those from pFBA since cbFBA results in a smaller space of alternative solutions than pFBA.
The emerging threat of antibiotic-resistant bacteria has become a global challenge in the last decades, leading to a rising demand for alternative treatments for bacterial infections. One approach is to target the bacterial cell envelope, making understanding its biophysical properties crucial. Specifically, bacteriophages use the bacterial envelope as an entry point to initiate infection, and they are considered important building blocks of new antibiotic strategies against drug-resistant bacteria.. Depending on the structure of the cell wall, bacteria are classified as Gram-negative and Gram-positive. Gram-negative bacteria are equipped with a complex cell envelope composed of two lipid membranes enclosing a rigid peptidoglycan layer. The synthesis machinery of the Gram-negative cell envelope is the target of antimicrobial agents, including new physical sanitizing procedures addressing the outer membrane (OM). It is therefore very important to study the biophysical properties of the Gram-negative bacterial cell envelope. The high complexity of the Gram-negative OM sets the demand for a model system in which the contribution of individual components can be evaluated separately. In this respect, giant unilamellar vesicles (GUVs) are promising membrane systems to study membrane properties while controlling parameters such as membrane composition and surrounding medium conditions.
The aim of this work was to develop methods and approaches for the preparation and characterization of a GUV-based membrane model that mimics the OM of the Gram-negative cell envelope. A major component of the OM is the lipopolysaccharide (LPS) on the outside of the OM heterobilayer. The vesicle model was designed to contain LPS in the outer leaflet and lipids in the inner leaflet. Furthermore, the interaction of the prepared LPS-GUVs with bacteriophages was tested. LPS containing GUVs were prepared by adapting the inverted emulsion technique to meet the challenging properties of LPS, namely their high self-aggregation rate in aqueous solutions. Notably, an additional emulsification step together with the adaption of solution conditions was employed to asymmetrically incorporate LPS containing long polysaccharide chains into the artificial membranes. GUV membrane asymmetry was verified with a fluorescence quenching assay. Since the necessary precautions for handling the quenching agent sodium dithionite are often underestimated and poorly described, important parameters were tested and identified to obtain a stable and reproducible assay. In the context of varied LPS incorporation, a microscopy-based technique was introduced to determine the LPS content on individual GUVs and to directly compare vesicle properties and LPS coverage. Diffusion coefficient measurements in the obtained GUVs showed that increasing LPS concentrations in the membranes resulted in decreased diffusivity.
Employing LPS-GUVs we could demonstrate that a Salmonella bacteriophage bound with high specificity to its LPS receptor when presented at the GUV surface, and that the number of bound bacteriophages scaled with the amount of presented LPS receptor. In addition to binding, the bacteriophages were able to eject their DNA into the vesicle lumen. LPS-GUVs thus provide a starting platform for bottom-up approaches for the generation of more complex membranes, in which the effects of individual components on the membrane properties and the interaction with antimicrobial agents such as bacteriophages could be explored.
