Andreas Wieg, Abteilungsleiter Vorstandsstab des „Deutschen Genossenschafts- und Raiffeisenverband e. V.“, befasst sich in seinem Beitrag mit der Krisenerprobung und Krisenresistenz des genossenschaftlichen Ordnungsmodells. Dabei geht er auf die genossenschaftliche Organisationsstruktur und auf die Genossenschaftsarten ein. Er beschreibt Möglichkeiten von Genossenschaftsgründungen und geht abschließend auf die Nachhaltigkeit neuer Genossenschaften ein.
Matthias Klipp, Beigeordneter für Stadtentwicklung und Bauen der Stadtverwaltung Potsdam, diskutiert die Rolle von Genossenschaften als Bausteine kommunaler Wohnungspolitik. Am Beispiel der Landeshauptstadt Potsdam zeigt er Potenziale von Wohnungsbaugenossenschaften für die Sicherung einer attraktiven und ausreichenden Wohnungsversorgung für die BürgerInnen auf. Er resümiert, dass sich die Strategien der Stadt für Neubau und Bestand auch in Kooperation mit Wohnungsgenossenschaften gerade auch bei der sozialen Wohnraumversorgung für die Bevölkerung bewährt haben.
Entrepreneurship education research has a strong “output” focus on impact studies but pays much less attention to the “inside” or process perspective of the way entrepreneurship education occurs. In particular, the scattered previous entrepreneurship curriculum research has not managed to provide a current and comprehensive overview of the curricular elements that constitute entrepreneurship education. To overcome this shortcoming, we aim to identify the teaching objectives, teaching contents, teaching methods, and assessment methods discussed in entrepreneurship curriculum research. To this end, we conducted a systematic literature review on the four entrepreneurship curriculum dimensions and collected all mentioned curriculum items. We used a two-stage coding procedure to find the genuinely entrepreneurship-specific items. Among numerous items (also from business management and other subjects), we found 26 objectives, 34 contents, 11 teaching methods, and 7 assessment methods that were entrepreneurship-specific. Most of these items were addressed by only a few scholarly papers.

Die Corona-Pandemie hat im Frühjahr 2020 auch die öffentliche Verwaltung gezwungen, die Arbeit zu einem großen Teil ins Homeoffice zu verlagern. Dieser Beitrag stellt die Ergebnisse einer Studie vor, die mittels qualitativer Interviews und einer Online-Befragung (N=1.189) Beschäftigte öffentlicher Organisationen zum Umgang mit der Krise und den Erfahrungen mit dem Homeoffice befragt hat.

In dem Beitrag werden das Verwaltungshandeln in der Flüchtlingskrise und mögliche Ursachen der aufgetretenen Vollzugsprobleme untersucht. Im Fokus stehen vor allem die Vollzugsrealität und die Verwaltungsvarianz im Bereich der Erstaufnahme von Flüchtlingen auf der Länderebene sowie die durch das BAMF als auch die Bundes länder mittlerweile begonnenen Reformen im Verwaltungsvollzugssystem. Leitfrage des Aufsatzes ist, ob das bestehende Verwaltungsvollzugssystem nicht nur in den jeweiligen Zuständigkeiten reformbedürftig ist, sondern ob es auch zu einer neuen Zuständigkeitsverteilung im Bundesstaat kommen sollte.

Matthias Klipp, Beigeordneter für Stadtentwicklung und Bauen der Stadtverwaltung Potsdam, diskutiert die Rolle von Genossenschaften als Bausteine kommunaler Wohnungspolitik. Am Beispiel der Landeshauptstadt Potsdam zeigt er Potenziale von Wohnungsbaugenossenschaften für die Sicherung einer attraktiven und ausreichenden Wohnungsversorgung für die BürgerInnen auf. Traineeprogramme können im öffentlichen Dienst zur Rekrutierung und Ausbildung von Nachwuchskräften dienen. Solche Programme werden, im Gegensatz zur Privatwirtschaft, wo diese schon seit einigen Jahrzehnten Anwendung finden, im deutschen öffentlichen Dienst erst seit einigen Jahren durchgeführt. Eine erste empirische Erhebung zeigt nun, dass Traineeprogramme im öffentlichen Sektor gut geeignet sind, um Nachwuchskräfte auszubilden und in der Organisation zu sozialisieren. Als entscheidende Einflussfaktoren konnten eine klare Struktur des Programms, ein effektives off-the-job Training, bereichsübergreifende Projektarbeit, der Umfang der Betreuung der Trainees und der Einsatz der jeweiligen Behördenleitung für das Programm identifiziert werden. Deutlich wurde auch, dass während der Einführung eines Traineeprogramms die Trainee-Betreuer entsprechend vorbereitet werden müssen und in den Behörden Akzeptanz für diese neue Form der Nachwuchsgewinnung geschaffen werden muss (Change Management). Die Ergebnisse zeigen jedoch ebenso, dass sich solche Programme nicht zur Personalentwicklung bereits Beschäftigter eignen.

Eingebettet in die aktuelle Open-Government-Debatte gewinnen E-Bürgerdienste weiter an Bedeutung. Zu den Vorreitern internetbasierter Bürgerdienste wird der Brandenburger Bürgerservice Maerker gezählt, da dieser eine einfache Möglichkeit der Kommunikation zwischen Bürger und Verwaltung über Infrastrukturprobleme in der Gemeinde bietet. Auf der Grundlage von Experteninterviews und einer Umfrage unter den teilnehmenden Kommunen evaluieren die Autoren die Einführung und Umsetzung des Maerker Brandenburgs. Im Ergebnis zeigen sich neben einer großen Breite an Akzeptanz und Zustimmung unter den beteiligten Akteuren auch unausgeschöpfte Potenziale zur Verbesserung der Prozesse innerhalb der Verwaltung. Dieser Artikel stellt die Ergebnisse der Evaluation des Maerkers dar und gibt einen Ausblick auf weitere Entwicklungspotenziale.

Qualität ist in den letzten Jahren zu einem intensiv diskutierten Thema im Gesundheitswesen geworden. Nach Hygiene- und Behand lungsskandalen steht vor allem der Krankenhaussektor unter Druck. Und obwohl in den vergangenen 15 Jahren eine ganze Reihe an Mechanismen und Regularien eingeführt wurde, so ist der Bereich nur teilweise erforscht. Dieser Artikel liefert einen Überblick über die Komplexität des Qualitätsbegriffs. Anschließend wird die Landschaft der Instrumente zur Qualitätskontrolle und -sicherung im deutschen Krankenhaussektor vorgestellt. Erkenntnisse aus der internationalen Forschung sollen einen vertieften Einblick in die Wirkungsweise gewähren und weitere Forschungslücken betonen.
Mehr als 15 Jahre, nachdem eine neue digitale Post-NPM Ära ausgerufen wurde, fehlt es der Digitalisierungsforschung weiterhin an Tiefe. Während interne Prozesse und Verfahren oft unbeachtet blieben, lag der Fokus in der Vergangenheit auf der Untersuchung digitaler Dienstleistungen an der Schnittstelle zwischen Verwaltung und Bürger. Um Forschung in diesem Bereich zu konsolidieren, schlägt dieser Debattenbeitrag vor, klassische Ansätze für die Digitalisierungsforschung „fit“ zu machen. Anschließend sollten Effekte der Digitalisierung, insbesondere auf die Effizienz von Organisationen (auch negative Auswirkungen z.B. durch Digital Red Tape), innerhalb der Verwaltung analysiert werden. Dafür muss jedoch beantwortet werden, wie Digitalisierung gemessen und operationalisiert werden kann.

Hartmut Bauer, geschäftsführender Direktor des KWI, und Friedrich Markmann, wissenschaftlicher Mitarbeiter der Juristischen Fakultät der Universität Potsdam, führen in die Thematik ein. Gegenstand seines Beitrages sind auf der einen Seite rechtsstaatliche Befunde zum Thema Genossenschaften sowie Einsatzbreite. Auf der anderen Seite diskutiert er die kommunalen Einsatzfelder und die Rolle von Genossenschaften in der kommunalen Modernisierungsstrategie. In der Debatte zu den Entwicklungsperspektiven kommt Hartmut Bauer zu dem Schluss, dass die Genossenschaft national und international alles andere als ein Auslaufmodell ist.

Auf Basis einer Umfrage unter 300 Beschäftigten im öffentlichen Dienst untersucht dieser Beitrag, welche möglichen Auswirkungen die Digitale Transformation auf das Tätigkeitsprofil von Mitarbeiterinnen und Mitarbeitern im öffentlichen Sektor haben kann. Zum einen finden sich erste Hinweise auf signifikante Effizienzpotenziale durch Automatisierung im öffentlichen Sektor. Zum anderen wird deutlich, dass die Mitarbeiterinnen und Mitarbeiter dieser Entwicklung mehrheitlich positiv gegenüberstehen und sie aktiv an der Verbesserung von Dienstleistungen mitwirken wollen.
