Gegenstand dieser Studie ist ein Bereich der Verfassungsgerichtsbarkeit, der laufend an Bedeutung gewinnt. Die Existenz selbständiger Verfassungsräume auf Bundes- und Länderebene ermöglicht ein Nebeneinander von Verfassungsgerichtsbarkeit in Bund und Ländern. § 90 Abs. 3 BVerfGG bestätigt ausdrücklich das Recht der Länder, ein Landesverfassungsbeschwerdeverfahren einzuführen, um die landesstaatlichen Grundrechtsgewährleistungen abzusichern. In den alten Bundesländern ist diese Möglichkeit eher zurückhaltend genutzt worden, dagegen haben die fünf beigetretenen Länder sämtlich von ihr Gebrauch gemacht. Am Beispiel des Verfassungsgerichts des Landes Brandenburg werden die Möglichkeiten und Grenzen des Grundrechtsschutzes durch ein Landesverfassungsgericht dargestellt.

Der vorliegende Sammelband gibt Ergebnisse einer internationalen wissenschaftlichen Tagung des Instituts für Pädagogik der Universität Potsdam im Oktober 1999 wieder, die Bestandteil einer nun schon mehrjährigen Kooperation zwischen Wissenschaftlern aus lehrerbildenden Hochschulen in Belarus', Polen, Russland, der Tschechischen Republik und Ungarns sowie der Universität Potsdam ist. Diese gemeinsame Arbeit zur Begleitung der in den beteiligten Ländern verlaufenden Reformprozesse im Bildungswesen wird durch die finanzielle Förderang durch den Deutschen Akademischen Auslandsdienst (DAAD) und in diesem Jahr auch durch die Robert Bosch Stiftung möglich. Diesjähriger Schwerpunkt der Analysen und Diskussionen auf der Tagung war die Fort- und Weiterbildung pädagogischen Personals als Voraussetzung und grundlegende Bedingung einer erfolgreichen Bildungsreform. In einem Tagungsresümee werden grundlegende Ergebnisse der Analyse und der inhaltsreichen, teilweise auch kontroversen Diskussion zusammengefasst. In 11 Einzelbeiträgen wird ein facettenreiches Bild der Problemlage und der Lösungsansätze in den beteiligten Länder gezeichnet, um die Lehrer, aber auch Schulleiter und das Personal der Schuladministration, durch geeignete Maßnahmen und Inhalte der Fort- und Weiterbildung auf die aktuellen Anforderungen der Bildungsreform und die dazu notwendige Entwicklung von Schule und Unterricht ausreichend vorzubereiten. Dabei werden offene Probleme charakterisiert und weiterführende Lösung erörtert. Als eine zentrale Aufgabe erweist sich in mehreren Beiträgen, wie die Bereitschaft und Fähigkeit der Lehrer besser ausgebildet werden kann, ihrer eigene pädagogische Tätigkeit sowie diese ihrer Kollegen wissenschaftlich begründet und kritisch zu analysieren und zu reflektieren.
