Die durch Klimaveränderungen hervorgerufenen Auswirkungen auf Menschen und Umwelt werden immer offensichtlicher: Neben der gesundheitlichen Gefährdung durch Hitzewellen, die deutschlandweit seit einigen Jahren eine steigende Rate an Todes- und Krankheitsfällen zur Folge hat sind in den letzten Jahren zunehmend Starkniederschläge und daraus resultierenden Überschwemmungen bzw. Sturzfluten aufgetreten. Diese ziehen zum Teil immensen wirtschaftlichen Schäden, aber auch Beeinträchtigungen für die menschliche Gesundheit – sowohl physisch als auch psychisch – sowie gar Todesopfer nach sich. Es ist davon auszugehen, dass diese Extremwetterereignisse zukünftiger noch häufiger auftreten werden.
Um die Bevölkerung besser vor den Folgen dieser Wetterextreme zu schützen, sind neben Klimaschutzmaßnahmen auch Vorsorge- und Anpassungsmaßnahmen zur Steigerung der kommunalen Klimaresilienz dringend notwendig. Dazu bedarf es einerseits einer Auseinandersetzung mit den eigenen kommunalen Risiken und daraus resultierenden Handlungsbedarfen, und andererseits eines interdisziplinären, querschnittsorientierten und prozessorientierten Planens und Handelns. Aktionspläne sollen diese beiden Aspekte bündeln.
In den letzten Jahren sind einige kommunale und kommunenübergreifende (Hitze-) aufgestellt worden. Diese unterscheiden sich jedoch in ihrem Inhalt und Umfang zum Teil erheblich. Mit dem vorliegenden Leitfaden soll eine effektive Hilfestellung geschaffen werden, um Kommunen bzw. die kommunale Verwaltung auf dem Weg zum eigenen Aktionsplan zu unterstützt. Dabei fokussiert der Leitfaden auf die Herausforderungen, die sich durch vermehrte Hitze- und Starkregenereignisse ergeben. Er stützt sich auf schon vorhandene Arbeitshilfen, Handlungsempfehlungen, Leitfäden und weitere Hinweise und verweist an vielen Stellen auch darauf. So soll ein praxistauglicher Leitfaden entstehen, der flexibel anwendbar ist. Mit Hilfe des vorliegenden Leitfadens können Kommunen ihre Aktivitäten auf Hitze oder Starkregen fokussieren oder einen umfassenden Aktionsplan für beide Themenbereiche erstellen.
Several overlapping crises which affected the EU during the past ten years have recently aggravated. Especially the progressing refugee crisis, the persisting financial crisis and geopolitical turmoil in the EU's neighbourhood contributed to the rise of anti-EU movements and diverse articulations of Euroscepticism. Although public opinion and mainstream political analysis have easily identified right-wing populism as one of the most important drivers, it is still doubtful if it can be equated with Euroscepticism without further ado. To date it is by no means clear how and where Euroscepticism exactly originates.
In this paper, the applicability of deep downhole geoelectrical monitoring for detecting CO2 related signatures is evaluated after a nearly ten year period of CO2 storage at the Ketzin pilot site. Deep downhole electrode arrays have been studied as part of a multi-physical monitoring concept at four CO2 pilot test sites worldwide so far. For these sites, it was considered important to implement the geoelectrical method into the measurement program of tracking the CO2 plume. Analyzing the example of the Ketzin site, it can be seen that during all phases of the CO2 storage reservoir development the resistivity measurements and their corresponding tomographic interpretation contribute in a beneficial manner to the measurement, monitoring and verification (MMV) protocol. The most important impact of a permanent electrode array is its potential as tool for estimating reservoir saturations.
Several areas in Southeast Asia are very vulnerable to climate change and unable to take immediate/effective actions on countermeasures due to insufficient capabilities. Malaysia, in particular the east coast of peninsular Malaysia and Sarawak, is known as one of the vulnerable regions to flood disaster. Prolonged and intense rainfall, natural activities and increase in runoff are the main reasons to cause flooding in this area. In addition, topographic conditions also contribute to the occurrence of flood disaster. Kuching city is located in the northwest of Borneo Island and part of Sarawak river catchment. This area is a developing state in Malaysia experiencing rapid urbanization since 2000s, which has caused the insufficient data availability in topography and hydrology. To deal with these challenging issues, this study presents a flood modelling framework using the remote sensing technologies and machine learning techniques to acquire the digital elevation model (DEM) with improved accuracy for the non-surveyed areas. Intensity–duration–frequency (IDF) curves were derived from climate model for various scenario simulations. The developed flood framework will be beneficial for the planners, policymakers, stakeholders as well as researchers in the field of water resource management in the aspect of providing better ideas/tools in dealing with the flooding issues in the region.
