Based on the discussion on Germany´s new 'central location', the author tries to sketch Germany´s geopolitical position in view of the constellation of powers in Europe from a national point of view. This favourable position offers a great chance for the country to play an active role in Europe’s integration. However, German historical heritage as well as the delicate relationship of Germany´s political elite to the use of power are reasons for the country´s hesitation to fulfill her neighbours’ and her allies’ expectations. There is sufficient evidence of integration processes in the Asia-Pacific rim. But these processes differ profoundly from the European case. On the other hand integration theory up to the present day has been based mainly on the European evidence. Does this mean, that conventional integration theory is irrelevant in the case of the Asia-Pacific development? This contributuion tries to re-examine the theoretical capacity of various approaches (institionalism, functionalism, regionalism, flying geese pattern, regime-theory) when applied to the realities of transnational interaction and international organization in the Asia-Pacific rim.
The Voyager 2 Photopolarimeter experiment has yielded the highest resolved data of Saturn's rings, exhibiting a wide variety of features. The B-ring region between 105000 km and 110000 km distance from Saturn has been investigated. It has a high matter density and contains no significance features visible by eye. Analysis with statistical methods has let us to the detection of two significant events. These features are correlated with the inner 3:2 resonances of the F-ring shepherd satellites Pandora and Prometheus, and may be evidence of large ring paricles caught in the corotation resonances.
In this paper a partial least squares (PLS) approach to dynamic modelling with latent variables is proposed. Let Y be a matrix of manifest variables and H the matrix of the corresponding latent variables. And let H = BH+ε be a structural PLS model with a coefficient matrix B. Then this model can be made a dynamic one by substituting for B a matrix F = B + CL containing the lag operator L. Then the structural dynamic model H = FH+ε is formally estimated like an ordinary PLS model. In an exploratory way the model can be used for forecasting purposes. The procedure is being programmed in ISP.

The present paper is related to the problem of approximating the exact solution to the magnetohydrodynamic equations (MHD). In einer zweijährigen Längsschnittstudie wurde der Frage nachgegangen, inwiefern Lernaufwand und Elaborationsstrategien den vermuteten Einfluß des Studieninteresses auf die zu einem späteren Zeitpunkt erbrachte Studienleistung vermitteln. An der Studie nahmen 92 Studenten verschiedener Studiengänge teil. Zum ersten Erhebungszeitpunkt wurde mit Hilfe von Fragebogenverfahren das Studieninteresse, der Lernaufwand und die Verwendung von Elaborationsstrategien erfaßt. Zwei Jahre später wurden die Noten der inzwischen absolvierten Diplomvorprüfung erhoben. Die Ergebnisse von Pfadanalysen mit latenten Variablen zeigen, daß der Lernaufwand - im Unterschied zu Elaborationsstrategien - als signifikanter Mediator des Interesseneffekts auf die Studienleistung angesehen werden kann. Elaborationsstrategien erscheinen als ein Nebenprodukt hohen Studieninteresses ohne Auswirkung auf die erreichten Leistungsbeurteilungen.
Dielectric spectroscopy is employed to analyze the molecular dynamics and the charge transport in mixtures of zwitterionic polymers of the type poly{3 [N(-methacryloyloxyalkyl)] N, [N-dimethylammonio propanesulfonate] with sodium iodide in the frequency range of 10²Hz-10(up)7 Hz and in the temperature range of 110 K-400 K. The amount of inorganic salt added varies from 0-200 mol-% relative to the number of zwitterionic groups present in the polymer, contributing strongly to the conductivity. One relaxation process is observed whose relaxation rate depends strongly on the length of the aliphatic spacer between the polymethacrylate main chain and the zwitterionic group. Exhibiting an Arrhenius-like temperature depence with activation energy EA = 47 KJ/mol, this relaxation process is assigned to fluctuation of the quaternary ammonium groups in the side chains. At higher temperatures, the dielectric properties and the conductivity are primarily dominated by the mobile inorganic ions: conductivity strongly depends on the salt concentration, showing a pronounced electrode polarization effect. The frequency and salt concentration, dependences of the conductivity can be quantitatively described as hopping of charge carriers being subject to spatially randomly varying energy barriers. For the low-frequency regime and for the critical frequency marking the onset of the conductivity's dispersion, the Barton-Nakajima-Namikawa (BNN) relationship is fulfilled.

We consider the numerical treatment of Hamiltonian systems that contain a potential which grows large when the system deviates from the equilibrium value of the potential. Such systems arise, e.g., in molecular dynamics simulations and the spatial discretization of Hamiltonian partial differential equations. Since the presence of highly oscillatory terms in the solutions forces any explicit integrator to use very small step size, the numerical integration of such systems provides a challenging task. It has been suggested before to replace the strong potential by a holonomic constraint that forces the solutions to stay at the equilibrium value of the potential. This approach has, e.g., been successfully applied to the bond stretching in molecular dynamics simulations. In other cases, such as the bond-angle bending, this methods fails due to the introduced rigidity. Here we give a careful analysis of the analytical problem by means of a smoothing operator. This will lead us to the notion of the smoothed dynamics of a highly oscillatory Hamiltonian system. Based on our analysis, we suggest a new constrained formulation that maintains the flexibility of the system while at the same time suppressing the high-frequency components in the solutions and thus allowing for larger time steps. The new constrained formulation is Hamiltonian and can be discretized by the well-known SHAKE method.
A theoretical famework for the investigation of the qualitative behavior of differential-algebraic equations (DAEs) near an equilibrium point is established. The key notion of our approach is the notion of regularity. A DAE is called regular locally around an equilibrium point if there is a unique vector field such that the solutions of the DAE and the vector field are in one-to-one correspondence in a neighborhood of this equili Drium point. Sufficient conditions for the regularity of an equilibrium point are stated. This in turn allows us to translate several local results, as formulated for vector fields, to DAEs that are regular locally around a g: ven equilibrium point (e.g. Local Stable and Unstable Manifold Theorem, Hopf theorem). It is important that ihese theorems are stated in terms of the given problem and not in terms of the corresponding vector field.
We demonstrate the occurrence of regimes with singular continuous (fractal) Fourier spectra in autonomous dissipative dynamical systems. The particular example in an ODE system at the accumulation points of bifurcation sequences associated to the creation of complicated homoclinic orbits. Two different machanisms responsible for the appearance of such spectra are proposed. In the first case when the geometry of the attractor is symbolically represented by the Thue-Morse sequence, both the continuous-time process and its descrete Poincaré map have singular power spectra. The other mechanism owes to the logarithmic divergence of the first return times near the saddle point; here the Poincaré map possesses the discrete spectrum, while the continuous-time process displays the singular one. A method is presented for computing the multifractal characteristics of the singular continuous spectra with the help of the usual Fourier analysis technique.
Part of the intorduction: The task of writing a reliable and convincing paper on this topic is a very uneasy one because it is threefold: one has to know at least a bit about the agricultural sector, biology (or more precisely ecology), and about the sometimes beneficial but often distorting consequences of human activities. And all that has to be judged from the perspective of an economist who is aware of the steadily increasing uncertainties which are closely connected with post-modem sciences. Especially with regard to global, but also regional environmental issues, neither the conventional applied sciences nor the traditional professional consultancy deliver promising results. Today scientists have to tackle problems which are created by political necessities overwhelmingly caused by short-term human behavior, due in part to a serious lack of information on the longterm behavioral consequences. In these issues, typically, information stacks are high, scientific facts uncertain, individual as well as collective values disputed, and political decisions very urgent. "In general, the post-normal situation is one where the traditional opposition of 'hard'facts and 'soft' values is inverted. Here we find decisions that are 'hard' in every sense, for which the scientific inputs are irremediably 'soft'" (FUNTOWICZ/RAVETZ, 1991, p. 138).

The article reviews water-soluble polymers characterized by surfactant side chains, and related amphiphilic polymers. Various synthetic approaches are presented, and rules for useful molecular architectures are given. Models for the self-organization of such polymers in water are presented comparing them with the micellization of low molecular weight surfactants. Highlighting key properties of aqueous polysoap solutions such as viscosity, surface tension and solubilization power, some structure-property relationships are established. Further, the formation of mesophases and of superstructures in bulk is addressed. Finally, the functionalization of polysoaps, and potential applications are discussed.
One undisputed finding of cognitive aging research is that the two main clusters of intellectual abilities, fluid and crystallized abilities, exhibit differential age-related trends. Healthy older adults perform less well than young adults on almost any task that requires fast responses or taps the fluid or mechanical aspects of intelligence; they show much less of a decline, if any at all, in tasks requiring the access of their crystallized knowledge (Baltes, 1987; Horn, 1970). These age-differential trends are the prototype of what we will refer to as a process dissociation. We will show how process dissociations can be established within the domain of fluid intelligence that pass more stringent tests than is customary in experimental research on cognitive aging.
Manipulations of presentation time have a long history in research on the development of memory, with a number of paradoxical results deriving from methodological shortcomings as well as from insufficient theoretical specifications. After a look at some of the problems in earlier research, a psychophysics approach to investigate episodic memory functions is presented in which criterion-referenced manipulation of presentation time is used to estimate the effects of experimental manipulations and the effects of individual differences. Criterion'referenced presentation time (CRPT), defined as the time required to score at an a priori specified level of accuracy, is interpreted as a preliminary indicator of internal processing time. CRPTs are shown to be valid predictors of traditional measures of memory accuracy. Moreover, an extension of this psychophysics approach yields estimates of complete condition-specific timeaccuracy functions and of function-specific processing times (plus other parameters) for individual subjects. It is argued that both from a cognitive and a developmental perspective it is often advantageous to trade experimental equivalence in presentation times for functional equivalence in accuracy of performance; this applies not only to episodic memory processes.

Fast analysis of different species of molecules in soils is investigated by capillary electrophoresis (CE). Several CE techniques for the analysis of inorganic ions and carbohydrates have been tested. With regard to the intents of pedologists and the usually large number of soil analyses a bundle of CE systems is proposed, capable of effecting time-saving soil analyses. Adapted electrolyte systems recently published and new separation systems are described. Examples of the application of these methods to two different soil samples are presented.

Human anaphylatoxin C3a had previously been shown to increase glycogenolysis in perfused rat liver and prostanoid formation in rat liver macrophages. Surprisingly, human C5a, which in other systems elicited stronger responses than C3a, did not increase glycogenolysis in perfused rat liver. Species incompatibilities within the experimental system had been supposed to be the reason. The current study supports this hypothesis: (1) In rat liver macrophages that had been maintained in primary culture for 72 h recombinant rat anaphylatoxin C5a in concentrations between 0.1 and 10 pg/ml increased the formation of thromboxane A₂, prostaglandin D₂, E₂ and F₂α6- to 12-fold over basal within 10 min. In contrast, human anaphylatoxin C5a did not increase prostanoid formation in rat Kupffer cells. (2) The increase in prostanoid formation by recombinant rat C5a was specific. It was inhibited by a neutralizing monoclonal antibody. (3) In co-cultures of rat hepatocytes and rat Kupffer cells but not in hepatocyte mono-cultures recombinant rat C5a increased glycogen phosphorylase activity 3-fold over basal. This effect was inhibited by incubation of the co-cultures with 500 μM acetylsalicyclic acid. Thus, C5a generated either locally in the liver or systemically e.g. in the course of sepsis, may increase hepatic glycogenolysis by a prostanoid-mediated intercellular communication between Kupffer cells and hepatocytes.
Prostaglandins, released from Kupffer cells, have been shown to mediate the increase in hepatic glycogenolysis by various stimuli such as zymosan, endotoxin, immune complexes, and anaphylotoxin C3a involving prostaglandin (PG) receptors coupled to phospholipase C via a G(0) protein. PGs also decreased glucagon-stimulated glycogenolysis in hepatocytes by a different signal chain involving PGE(2) receptors coupled to adenylate cyclase via a G(i) protein (EP(3) receptors). The source of the prostaglandins for this latter glucagon-antagonistic action is so far unknown. This study provides evidence that Kupffer cells may be one source: in Kupffer cells, maintained in primary culture for 72 hours, glucagon (0.1 to 10 nmol/ L) increased PGE(2), PGF(2 alpha), and PGD(2) synthesis rapidly and transiently. Maximal prostaglandin concentrations were reached after 5 minutes. Glucagon (1 nmol/L) elevated the cyclic adenosine monophosphate (cAMP) and inositol triphosphate (InsP(3)) levels in Kupffer cells about fivefold and twofold, respectively. The increase in glyco gen phosphorylase activity elicited by 1 nmol/L glucagon was about twice as large in monocultures of hepatocytes than in cocultures of hepatocytes and Kupffer cells with the same hepatocyte density. Treatment of cocultures with 500 mu mol/L acetylsalicylic acid (ASA) to irreversibly inhibit cyclooxygenase (PGH-synthase) 30 minutes before addition of glucagon abolished this difference. These data support the hypothesis that PGs produced by Kupffer cells in response to glucagon might participate in a feedback loop inhibiting glucagon-stimulated glycogenolysis in hepatocytes.
The aim of the study is to explore the patterns of adjustment of Greek remigrant children (coming from the former Federal Republic of Germany) as compared to their peers in the Greek public schools. Teacher, peer, and self-ratings were used and achievement data were obtained. The sample consisted of two age groups, elementary and secondary school students of public schools in Greece. The remigrant students were divided into two groups ("early return" and "late return") based on the year of return to Greece, and the control group consisted of all the classmates of the students. Return students were found to experience problems mainly in school performance. Contrary to the authors' hypotheses, remigrant students do not seem to experience any severe interpersonal or intrapersonal problems as compared to their local peers, indicating a rather smooth psychosocial adjustment. The authors' findings underscore the importance of the right time for remigration.
Excerpt: Hasidic Ashkenazi literature is known to scholars of Jewish religion as one of the most prolific sources of medieval Jewish magic or magical beliefs. This is all the more astonishing as the non esoteric writings of the Hasidey Ashkenaz represent a rather traditional Jewish piety as known to us from talmudic sources. Considering this duality of an almost traditional Jewish piety on the one hand and very distinct magic tenets on the other, we may ask whether the Hasidey Ashkenaz themselves perceived any difference between magic and religion. There are indeed a number of modern historians of religion who completely deny the validity of such a distinction, for in most historical religions magic and religion are in fact intertwined to a certain degree, thus permitting almost no differentiation between the two.

Unter Historikern gab es über sie geteilte Meinungen: Den jüdischen waren sie zu wenig, den nicht-jüdischen zu sehr jüdisch gewesen. Wer sich aber mit der deutsch-jüdischen Geschichte der Aufklärung und der Romantik befaßt, kann an ihren kurzen Schöpfungen, den kulturprägenden Salons, kaum vorbei.
The Chinese coastal cities play an increasing economic role in the Yellow Sea region. The inclusion of these cities into the intra Asian economic cooperation is accomplished not only in the conventional sphere of trade but also by a growing involvement in telecommunication networks, technological exchange and the circulation of human resources. That is why these cities emerge as autonomous actors in the East Asian integration process. In this context national states face deep structural change, especially in the field of sovereignty and territory. Concerning the internal situation of China, this change could also cause a turn over of the relationship between the central government and the regions.
The failure of politics is closely connected with deeply rooted misconceptions about the term politics. The author argues that a re-reading of Immanuel Kant's work "The Perpetual Peace" written 200 years ago offers a challenging possibility for a new conceptualization of politics, morality and peace. Morality is seen by Kant as an essential dimension of politics and the implementation and acknowledgement of laws by moral demands is defined as a precondition for a community of free citizens. In its public discourse politics does require law and morality. Deriving future rights from existing laws is one of the most favored argumentation used by politicians in the public. If the needs of law and justice are interpretated by politicians in their own interest, i.e. above all guarantees for the realization of political selfdetermination, then a real chance will exist for improving peace in the future.
The existence of the Soviet Union was a remarkable anomalie in the history of the 20th century, which was also characterized by the collapse of multinational and colonial empires. Starting with the structural definitions of empires, the author describes the particularities of the Soviet empire. He analyzes the order, ideology and culture of the Soviet Empire. Looking for the reasons of its collapse, he presents a genesis of the longterm and short-term reasons. He is focusing on the breakdown of the post-totalitarian Leviathan, the cultural decline, the renaissance of nationalism and of the imperial overstretching. Finally he asseses the role of the policy of Perestroika in the breakdown of the Soviet Empire in the beginning of the 1990s.
We report on bifurcation studies for the incompressible magnetohydrodynamic equations in three space dimensions with periodic boundary conditions and a temporally constant external forcing. Fourier reprsentations of velocity, pressure and magnetic field have been used to transform the original partial differential equations into systems of ordinary differential equations (ODE), to which then special numerical methods for the qualitative analysis of systems of ODE have been applied, supplemented by the simulative calculation of solutions for selected initial conditions. In a part of the calculations, in order to reduce the number of modes to be retained, the concept of approximate inertial manifolds has been applied. For varying (incereasing from zero) strength of the imposed forcing, or varying Reynolds number, respectively, time-asymptotic states, notably stable stationary solutions, have been traced. A primary non-magnetic steady state loses, in a Hopf bifurcation, stability to a periodic state with a non-vanishing magnetic field, showing the appearance of a generic dynamo effect. From now on the magnetic field is present for all values of the forcing. The Hopf bifurcation is followed by furhter, symmetry-breaking, bifurcations, leading finally to chaos. We pay particular attention to kinetic and magnetic helicities. The dynamo effect is observed only if the forcing is chosen such that a mean kinetic helicity is generated; otherwise the magnetic field diffuses away, and the time-asymptotic states are non-magnetic, in accordance with traditional kinematic dynamo theory.
The bifurcation behaviour of the 3D magnetohydrodynamic equations has been studied for external forcings of varying degree of helicity. With increasing strength of the forcing a primary non-magnetic steady state loses stability to a magnetic periodic state if the helicity exceeds a threshold value and to different non-magnetic states otherwise.
We report on bifurcation studies for the incompressible Navier-Stokes equations in two space dimensions with periodic boundary conditions and an external forcing of the Kolmogorov type. Fourier representations of velocity and pressure have been used to approximate the original partial differential equations by a finite-dimensional system of ordinary differential equations, which then has been studied by means of bifurcation-analysis techniques. A special route into chaos observed for increasing Reynolds number or strength of the imposed forcing is described. It includes several steady states, traveling waves, modulated traveling waves, periodic and torus solutions, as well as a period-doubling cascade for a torus solution. Lyapunov exponents and Kaplan-Yorke dimensions have been calculated to characterize the chaotic branch. While studying the dynamics of the system in Fourier space, we also have transformed solutions to real space and examined the relation between the different bifurcations in Fourier space and toplogical changes of the streamline portrait. In particular, the time-dependent solutions, such as, e.g., traveling waves, torus, and chaotic solutions, have been characterized by the associated fluid-particle motion (Lagrangian dynamics).

Previous hydrometric studies demonstrated the prevalence of overland flow as a hydrological pathway in the tropical rain forest catchment of South Creek, northeast Queensland. The purpose of this study was to consider this information in a mixing analysis with the aim of identifying sources of, and of estimating their contribution to, storm flow during two events in February 1993. K and acid-neutralizing capacity (ANC) were used as tracers because they provided the best separation of the potential sources, saturation overland flow, soil water from depths of 0.3, 0.6, and 1.2 m, and hillslope groundwater in a two-dimensional mixing plot. It was necessary to distinguish between saturation overland flow, generated at the soil surface and following unchanneled pathways, and overland flow in incised pathways. This latter type of overland flow was a mixture of saturation overland flow (event water) with high concentrations of K and a low ANC, soil water (preevent water) with low concentrations of K and a low ANC, and groundwater (preevent water) with low concentrations of K and a high ANC. The same sources explained the streamwater chemistry during the two events with strongly differing rainfall and antecedent moisture conditions. The contribution of saturation overland flow dominated the storm flow during the first, high-intensity, 178-mm event, while the contribution of soil water reached 50% during peak flow of the second, low-intensity, 44-mm event 5 days later. This latter result is remarkably similar to soil water contributions to storm flow in mountainous forested catchments of the southeastern United States. In terms of event and preevent water the storm flow hydrograph of the high-intensity event is dominated by event water and that of the low-intensity event by preevent water. This study highlights the problems of applying mixing analyses to overland flow-dominated catchments and soil environments with a poorly developed vertical chemical zonation and emphasizes the need for independent hydrometric information for a complete characterization of watershed hydrology and chemistry.
Chemical fingerprints of hydrological compartments and flow paths at La Cuenca, western Amazonia

A forested first-order catchment in western Amazonia was monitored for 2 years to determine the chemical fingerprints of precipitation, throughfall, overland flow, pipe flow, soil water, groundwater, and streamflow. We used five tracers (hydrogen, calcium, magnesium, potassium, and silica) to distinguish “fast” flow paths mainly influenced by the biological subsystem from “slow” flow paths in the geochemical subsystem. The former comprise throughfall, overland flow, and pipe flow and are characterized by a high potassium/silica ratio; the latter are represented by soil water and groundwater, which have a low potassium/silica ratio. Soil water and groundwater differ with respect to calcium and magnesium. The groundwater-controlled streamflow chemistry is strongly modified by contributions from fast flow paths during precipitation events. The high potassium/silica ratio of these flow paths suggests that the storm flow response at La Cuenca is dominated by event water.
Projection methods based on wavelet functions combine optimal convergence rates with algorithmic efficiency. The proofs in this paper utilize the approximation properties of wavelets and results from the general theory of regularization methods. Moreover, adaptive strategies can be incorporated still leading to optimal convergence rates for the resulting algorithms. The so-called wavelet-vaguelette decompositions enable the realization of especially fast algorithms for certain operators.
This study examined relationships among interest, achievement motivation, mathematical ability, the quality of experience when doing mathematics, and mathematics achievement. One hundred eight freshmen and sophomores (41 males, 67 females) completed interest ratings, an achievement motivation questionnaire, and the Preliminary Scholastic Aptitude Test. These assessments were followed by 1 week of experience sampling. Mathematics grades were available from the year before the study started, from the same year, and from the following 3 years. In addition, a measure of the students' course level in mathematics was included. The results showed that quality of experience when doing mathematics was mainly related to interest. Grades and course level were most strongly predicted by level of ability. Interest was found to contribute significantly to the prediction of grades for the second year and to the prediction of course level. Quality of experience was significantly correlated with grades but not course level.
A series of amphiphilic copolymers is prepared by copolymerization of choline methacrylate with 1,1,2,2-tetrahydroperfluorooctyl methacrylate in varying amounts. The copolymers bearing fluorocarbon chains are studied concerning their effects on viscosity, solubilization and surface activity in aqueous solution, exhibiting a general behavior characteristic for polysoaps. The results are compared with the ones obtained for an analogous series of amphiphilic copolymers bearing hydrocarbon chains.
The article argues that the concept of statehood is not functioning any longer. It exists a crisis for the international legal order which is represented by the failure of state to maintain order within its borders. The problem of violence in international relations are connected to the implosion of a considerable number of the state entities in the contemporary international society. The federalist institutional approach in international law and international theory could not contribute in an appropriate way to the solution of the "problem of violence", because it supposes a willingness on the part of states to do so. Only the concept of "national interest", in a sociological sense, connected to the development of a discource of solidarity and mutual responsibility between the "West" and the "rest of the world" offers the possibility to create a common consciousness which could make it easier to overcome the contemporary crises for the international legal order.
Aus der Einleitung: Die derzeitige Situation in der Elektrizitätswirtschaft ist gekennzeichnet durch eine große Zahl anstehender Netzübernahmen infolge auslaufender Konzessionsverträge oder Arrondierungsmaßnahmen und einer Reihe dabei anhängiger Rechtsstreite, in denen insbesondere der "angemessene" Übernahmepreis strittig ist. Die in der Vergangenheit getätigten Netzübernahmen liefern zu der Frage nach dem "angemessenen" bzw. "rechtlich richtigen" Übernahmepreis keine Antwort, da die letztendlich gezahlten Preise i.d.R. das Ergebnis eines Verhandlungsprozesses waren und die damit verbundenen rechtlichen Streitfragen weiterhin offen sind. Die vorliegende Untersuchung greift die Frage nach dem "angemessenen" Übernahmepreis auf und versucht, eine aus ökonomischen Argumenten abgeleitete sowie mit den rechtlichen Rahmenbedingungen zu vereinbarende Antwort zu liefern.
Aus der Einleitung: In der industrialisierten Volkswirtschaft ist die Energiewirtschaft einer der bedeutendsten Sektoren. Die Elektrizitätswirtschaft als Zweig der Energiewirtschaft umfaßt die gesamte Erzeugung, Fortleitung und Abgabe elektrischer Energie. Die Elektrizitätsversorgung ist - neben den nationalen, historischen, politischen und rechtlichen Besonderheiten - durch maßgebliche physikalische Charakteristiken in zweierlei Hinsicht geprägt: Die nur durch hohen wirtschaftlichen Aufwand gekennzeichnete Speicherbarkeit sowie die ausschließliche Leitungsgebundenheit der Transportwege stellen die primären Determinanten der Elektrizitätsversorgung dar. Die faktisch nicht vorhandene Speicherbarkeit verlangt nach einem, dem Nachfrageverhalten synchronen Angebotsverhalten. Die Leitungsgebundenheit bedingt zum einen kapitalintensive Investitionen, zum anderen eine langfristige Planung hinsichtlich der prognostizierten Nachfrageveränderungen, um eine sichere Versorgung mit elektrischer Energie zu gewährleisten. Die Versorgungssicherheit ist neben den physikalischen Gegebenheiten ein determinierendes primäres Ziel in der Elektrizitätswirtschaft.

Reversible changes in the self-organization of polysoaps may be induced by controlling their charge numbers via covalently bound redox moieties. This is illustrated with two viologen polysoaps, which in response to an electrochemical stimulus, change their solubility and aggregation in water, leading from homogeneously dissolved and aggregated molecules to collapsed ones and vice verse. Using the electrochemical quartz crystal microbalance (EQCM), it could be shown that the reversibility of this process is better than 95% in 16 cycles.

Vorwort: In der Zeit vom 3o. September 1994 bis zum 2 1 . Oktober 1994 fand eine Exkursion auf den Sinai statt, die Studenten aus den Bereichen Geschichte, Geographie und Sozialwissenschaften vereinte. Ziel der Unternehmung war es, die Studenten mit der Geographie des Sinai vertraut zu machen, sie in die historischen Gegebenheiten der Landschaft und in archäologische Forschungen einzuführen und den sich abzeichnenden Wandel dieser Region zu beobachten. In Kairo wurde den Studenten eine Einführung in die Probleme des Landes gegeben: Dr. Nastansky, der Leiter des DAAD Kairo, sprach über das Bildungswesen in Ägypten, Dr. Claus von der Gesellschaft für Technische Zusammenarbeit äußerte sich zu Fragen der Entwicklungshilfe, Dr. Pflugrad - Abdel Aziz über deutsche Architekten in Ägypten und Volkmar Wenzel von der deutschen Botschaft zu Fragen der Innen- und Außenpolitik Ägyptens. Auch nach der Exkursion konnten die gewonnenen Erkenntnisse und Erfahrungen durch Vorträge und Diskussionen vertieft werden. Dr. Großmann vom Deutschen Archäologischen Institut sprach zur Architektur auf dem Sinai, Sherif Algohary von der Ägyptischen Atomenergiebehörde zu alternativen Wohn- und Lebensformen in Ägypten und Prof. Kilany, der Vizepräsident der Grünen Partei Ägyptens, zur Umweltsituation des Landes. Zwischen diesen Veranstaltungen gab es Zeit, sich mit den Problemen der 17 Millionenstadt vertraut zu machen, Denkmäler und Museen kennenzulernen und erste Kontakte zu knüpfen. Die Exkursion in Richtung Osten begann mit der Besichtigung einer mittelgroßen Stadt nordöstlich von Kairo, die - in der Wüste neugebaut - aber nicht bezogen war. Das war Anlaß, über Infrastruktur, Planungsansätze und Zielvorstellungen zu diskutieren. Auch die bei der Stadt Bilbeis gelegene unbrauchbar gewordene Schleusenanlage forderte das Nachdenken über den Umgang mit Bauten der Infrastruktur heraus. Der Aufenthalt in Zagazig - einer im Ostdelta gelegenen Großstadt - wurde zu einer Begegnung mit der fünftausendjährigen Geschichte Ägyptens. Der Besuch bei Handwerkern, die wie vor Tausenden von Jahren ihre Krüge herstellen und ihre Ziegel streichen und die Tempelanlage von Teil Basta einerseits, eine moderne Ziegelei und die Einladung der Landwirtschaftlichen Fakultät der Universität andererseits, machen das Spannungsfeld deutlich, in dem Ägypten und Ägypter heute leben. Diese Eindrücke wurden durch den Besuch der riesigen Tempelanlage von Tanis und das in der zweiten Hälfte des 19. Jahrhundert entstände Ismailiya verstärkt. Die eigentliche Sinai-Exkursion erfolgte mit der Aufteilung in Gruppen. Ein Teil befaßte sich, von Kantara ausgehend, mit der speziellen Problematik des Nordsinai, mit dem Suez-Kanal, mit dem Bau des zur Bewässerung dienenden Friedenskanals und dem sozialen Wandel in dieser Region. Eine zweite Gruppe widmete sich der Lebensweise der Beduinen, der Veränderung ihrer Lebenslage und stellte sich kritisch den Problemen des anwachsenden Tourismus. Andere verfolgten Fragen der politischen Entwicklung auf dem Sinai, insbesondere in dem Spannungsfeld zwischen dem arabisch-nationalbewußten Ägypten und dem nicht weniger selbstbewußten Israel. Daß es sich dabei nicht um einen abgeschlossenen Prozeß handelt, macht nicht nur die jüngste Geschichte deutlich, sondern wurde auch jedem Teilnehmer klar, der z.T. im Schutz der Polizei das Land bereiste. Die Exkursion wurde aus Mitteln des Deutschen Akademischen Austauschdienstes und der Universität Potsdam finanziert. Mit ihr sollte das Ziel erreicht werden, die Grundlage für weitere wissenschaftliche Arbeiten zu legen. Der wesentliche Gewinn für jeden lag darin, daß ein unmittelbarer Kontakt zu den Bewohnern des Landes möglich war, der durch eine zuvor erarbeitete Aufgabenstellung zu einer konkreten Erfahrung wurde.
Flexibilisierung und Individualisierung der Arbeitszeit setzt sich immer mehr durch. Arbeitsmarktpolitische und individuelle Gründe sprechen jedenfalls dafür. Auch die Tarifpartner zeigen sich immer aufgeschlossener, obwohl der rechtliche Geltungsrahmen vielfach noch gar nicht klar abgesteckt ist. Die zahlreichen Praxisbeispiele machen Mut, auf dem begangenen Weg fortzufahren. In diesem Buch werden wertvolle Informationen geliefert, die sowohl aus individueller als auch aus betrieblicher Sicht den Entscheidungsprozeß für eine zunehmende Arbeitszeitindividualisierung und -flexibilisierung erleichtern.
