Die Dynamik der Umwelt läßt die Komplexität unternehmenspolitischer Entscheidungen weiterhin ansteigen. Die Unternehmen sehen sich deshalb zunehmend vor die Alternative gestellt, ob sie zur Lösung komplexer Probleme Berater hinzuziehen sollen. Diese Entscheidung ist mit einer hohen Unsicherheit verbunden, denn Berater werden gerade bei schlechtstrukturierten Problemen erwogen. Eine „rationale" Lösung wird zusätzlich erschwert durch stark ausgeprägte persönliche Motive, die für oder gegen eine Konsultation von Beratern sprechen. Deshalb sind quantitative Modelle, wie sie üblicherweise für den Fremdbezug von Leistungen empfohlen werden, wenig geeignet. Der Beitrag möchte vielmehr die strukturierende Kraft systematischer Heuristiken aufzeigen, die auch dem hohen Konsensbedarf der Entscheidung besser gerecht werden.
Die Stellung des Abschlußprüfers im Entscheidungs- und Kontrollprozess der Aktiengesellschaft

Der folgende Beitrag untersucht die rechtlichen und faktischen Beziehungen des Abschlußprüfers zu den Organen der Aktiengesellschaft. Er kommt zu dem Ergebnis, daß die (Macht-)Stellung des Abschlußprüfers nicht unbedingt die Publizitätsziele gewährleistet, sondern daß alle Belastungen aus einem Konflikt mit der Unternehmensleitung von dem Berufsethos der verantwortlichen Wirtschaftsprüfer aufgefangen werden müssen, zumal auch extern ihre Stellung nur unzulänglich abgesichert ist. Die Analyse schließt mit einem Katalog rechtspolitischer Alternativen. Die Vorschläge zielen darauf ab, den Einfluß des Vorstands auf die Prüfungsdurchführung so weit als möglich auf seine Funktion als Auskunftsperson zu reduzieren, die Kommunikations- und Sozialbeziehungen des Abschlußprüfers zum Aufsichtsrat und zur Hauptversammlung zu intensivieren und die Machtgrundlagen dieser Prüfungsadressaten zu erweitern.

Finanz- und Bankenkrisen können seit Jahrhunderten beobachtet werden und gründen auf ähnlichen Verhaltensweisen der Beteiligten. Wie die vergangenen zwei Jahre gezeigt haben, variieren hingegen die den Krisen zugrundeliegenden tieferen Ursachen und Mechanismen. Durch statistische Daten wird gezeigt, wie die Immobilienpreise in den USA zunächst stiegen. Wegen erwarteter weiterer Wertentwicklung wurden Kredite auch an Schuldner geringer (subprime) Bonität gegeben und Risiken als forderungsbesicherte Wertpapiere auf globalen Märkten veräußert. Als sich die Wachstumserwartungen nicht erfüllten, vermehrten sich Rückzahlungsausfälle lavinenartig. Vom amerikanischen Hypothekenmarkt breitete sich die Krise auf die internationalen Banken und im weiteren Verlauf auf die Weltwirtschaft aus.
In diesem Beitrag wird eine Regressionsanalyse vorgestellt, die die Einflüsse auf die Entscheidung verheirateter deutscher Frauen untersucht, eine Erwerbstätigkeit aufzunehmen. Um Differenzen im Verhalten von ost- und westdeutschen Frauen zu ermitteln, erfolgte die Untersuchung getrennt in zwei Datensätzen. Zur Vermeidung von Annahmen über die Art des Zusammenhanges wurde das Generalisierte Additive Modell (GAM) gewählt, ein semiparametrisches Regressionsmodell. Diese Modellform, die nichtparametrische und parametrische Regressionsmethoden in sich vereint, hat bisher wenig Verbreitung in der Praxis gefunden. Dies lag vor allem am Schätz verfahren, dem Backfitting. Seit etwa einem Jahr gibt es neue Ansätze, in dieser Modellform zu schätzen. Die analytischen Eigenschaften des neuen Schätzers lassen sich leichter bestimmen. Mit dieser Schätzung konnten Unterschiede zwischen Ost und West genau herausgearbeitet werden und die funktionalen Zusammenhänge zwischen Einflußvariablen und Antwortvariable untersucht werden. Die Analyse brachte deutliche Unterschiede im Erwerbsverhalten zwischen der Frauen beider Landesteile zum Vorschein.
In diesem Beitrag wird versucht, die optimale Größe einer Stadt, gemessen an der Einwohnerzahl, aus dem Entscheidungsverhalten der Haushalte zu bestimmen. Zunächst wird dargelegt, warum die von Christaller eingeführten und begründeten Hierarchien der Städte und Stadtgrößen sich sowohl einer dynamischen Betrachtung als auch einer Bestimmung des Bevölkerungsumfanges der Städte einer Hierarchieebene entzieht. In dem sich anschließenden einfachen Modell wird aus der Nutzenfunktion eines repräsentativen Haushaltes, in die auch der Umfang eines öffentlichen Gutes eingeht, die damit verbundene nutzenmaximale Stadtgröße ermitteln. Unbeachtet in diesem Modell bleibt die Frage nach der geographischen Ausdehnung der Stadt, da die Bodenrente nicht in Abhängigkeit der Entfernung vom Zentrum modelliert wird.

This work analyzes the saving and consumption behavior of agents faced with the possibility of unemployment in a dynamic and stochastic life cycle model. The intertemporal optimization is based on Dynamic Programming with a backward recursion algorithm. The implemented uncertainty is not based on income shocks as it is done in traditional life cycle models but uses Markov probabilities where the probability for the next employment status of the agent depends on the current status. The utility function used is a CRRA function (constant relative risk aversion), combined with a CES function (constant elasticity of substitution) and has several consumption goods, a subsistence level, money and a bequest function.
Persistenz im Exportverhalten : Kann punktuelle Exportförderung langfristige Auswirkungen haben?

In this paper a partial least squares (PLS) approach to dynamic modelling with latent variables is proposed. Let Y be a matrix of manifest variables and H the matrix of the corresponding latent variables. And let H = BH+ε be a structural PLS model with a coefficient matrix B. Then this model can be made a dynamic one by substituting for B a matrix F = B + CL containing the lag operator L. Then the structural dynamic model H = FH+ε is formally estimated like an ordinary PLS model. In an exploratory way the model can be used for forecasting purposes. The procedure is being programmed in ISP.
The paper studies the regional integration as the unique process which depends on the degree of cooperation and interchange among regions. The generalisation of existing approaches for regional integration has been classified by the criterions. The data of the main economic indicators have been analysed. The economic analysis proves the differences in production endowments, the asymmetry in fixed capital investment, the disproportional income, and foreign direct investment distribution in 2001 – 2005 in Ukrainian regions. Econometric modelling depicts the existence of the division for the industrial regions with high urbanisation and backward agrarian regions in the Ukraine, the industrial development disparities among regions; the insufficient infrastructure (telecommunications, roads, hotels, services and etc.), the low labour productivity in industrial sector, and insufficient regional trade.
Geschäftsbeurteilungen und -Erwartungen sind bedeutende Einflussgrößen in der Wirtschaft. Vor allem durch die Ereignisse der Finanzkrise der letzten Monate nahm die Diskussion um den Einfluss solch psychologisch basierter Faktoren zu. Die schillernden Begriffe wie Beurteilungen oder Erwartungen müssen zunächst quantifiziert werden, eine Aufgabe, die in der Regel von Forschungsinstituten wie Ifo, ZEW oder Eurostat übernommen wird. Dieser Diskussionsbeitrag untersucht, welche Möglichkeiten bestehen, die aktuellen Beurteilungen und zukünftigen Erwartungen in der Wirtschaft zu messen und wie dies konkret realisiert wird. Die Arbeit umfasst eine Datenbeschreibung und eine weitergehende Datenanalyse, in der die Zusammenhänge und Entwicklungen der einzelnen Zeitreihen untersucht werden. Eine der bedeutendsten Fragestellungen ist die Qualität und Reichwerte der Prognosekraft der Erwartungen für spätere Zeithorizonte. Ein internationaler Vergleich zwischen Deutschland und ausgewählten Länder der Europäischen Union sollen einen Überblick über die gemeinsame Entwicklung verschaffen. Als statistische Methoden werden unter anderem Hauptkomponentenanalysen und Partial-Least-Squares-Modelle verwendet.
Das Cluster-Modell von Krugman und Venables (1996) erklärt im Rahmen der Neuen Ökonomischen Geographie die Bildung von Agglomerationen bei regional immobilen Arbeitskräften. Die resultierenden Gleichgewichte hängen von der Höhe der Transportkosten ab, die allerdings in beiden Sektoren als gleich hoch unterstellt werden. Der vorliegende Beitrag erweitert dieses Modell um die Möglichkeit sektoral unterschiedlicher Transportkosten. Da eine analytische Lösung nichtmöglich ist, wird eine geeignete Simulationsmethode entwickelt. Anhand von Abbildungen wird dargestellt, welche Gleichgewichte sich bei verschiedenen Werten für die beiden Transportkostensätze ergeben.
Die Umsetzung theoretisch fundierter Besteuerungsprinzipien in die Praxis hat seit längerer Zeit einen prominenten Platz in der finanzwissenschaftlichen Forschung. Dabei besteht kein Zweifel, dass es ein größeres Interesse daran gibt, nicht nur theoretisch fundierte Prinzipien abzuleiten, sondern diese auch auf ihre Anwendbarkeit zu prüfen. Dieses Interesse an der optimalen Ausgestaltung eines Steuersystems in der Praxis wurde mit dem Zusammenbruch der sozialistischen Planwirtschaften in den 1990er Jahren nochmals verstärkt. Im Rahmen dieser umfassenden Transformationsprozesse ist es unabdingbar, dass die Wirtschaftsentwicklung über ein leistungsfähiges Steuersystem finanziert wird. Die zu erhebenden Steuern haben einen unmittelbaren Einfluss auf die ökonomischen Entscheidungen wie beispielsweise in Form eines Konsumverzichts. Darüber hinaus entstehen Zusatzlasten der Besteuerung (excess burden), wenn vergleichbare ökonomische Aktivitäten unterschiedlich besteuert werden und damit etwa der Konsum bestimmter Güter, eine bestimmte Investitionsart oder der Einsatz eines bestimmten Produktionsfaktors diskriminiert wird. Aus den Substitutionseffekten, die durch die Veränderungen der relativen Preise hervorgerufen werden, resultieren letztendlich über die Zahllast hinausgehende Nutzenverluste bei den Wirtschaftssubjekten. Dadurch werden die ökonomischen Konsum-/Sparentscheidungen verzerrt (Besteuerung der Kapitaleinkommen), das Leistungsangebot vermindert (Besteuerung der Arbeitseinkommen), Produktionsfaktoren umgelenkt oder Investitions- und Finanzierungsentscheidungen verzerrt (Unternehmenssteuer). Somit kann durch Steuern bzw. durch ihre unangemessene Ausgestaltung ein gesamtwirtschaftlicher Effizienzverlust verursacht werden. Gerade in Transformationsländern wie Georgien war mit Beginn der Transformationsphase de facto kein steuerpolitisches Know-how vorhanden, so dass eine enorme Nachfrage nach Beratung bestand und letztendlich der größte Teil der verabschiedeten Steuerreformen ein Ergebnis externer Beratung war. Ein erstes Ziel der Arbeit ist die Erstellung einer theoretischen Basis, um die einzelnen Steuerreformphasen besser zu verstehen. Ein zweites Ziel liegt in die Ableitung eines theoretisch fundierten Referenzrahmens (Benchmark) für die Beurteilung des Status quo sowie der Ausgestaltung der Einkommens- und Gewinnbesteuerung in Georgien. Die Ableitung von Benchmarks gilt dabei als ein eigenständiges Ziel wissenschaftlicher Forschung. Im Rahmen dieser Arbeit dienen die Benchmarks jedoch als Beurteilungsmaßstab für die Evaluation der Steuerreformen in Georgien sowie für die Evaluation des hier erarbeiteten konkreten Reformvorschlags. Ein drittes Ziel der vorliegenden Arbeit ist also in der konzeptionellen Ausgestaltung der Einkommens- und Gewinnbesteuerung in Georgien und deren konsequenten Ausrichtung an einem international anerkannten lebenszeitlichen bzw. konsumorientierten Leitbild der Besteuerung zu sehen. Im Rahmen dieser Arbeit wurde ein Entwurf für eine integrierte Einkommens- und Gewinnsteuer (Einfachsteuer) entwickelt, der den lokalen gesellschaftlichen Gegebenheiten optimal angepasst ist. Bei der Ausarbeitung eines entsprechenden Konzeptes für Georgien war zu berücksichtigen, dass die Effizienz reduzierenden Allokationsverzerrungen in diesen Systemen minimiert und die Belastung der Löhne und Gewinne durch Steuern auf ein angemessenes Niveau begrenzt werden sollten, um negative Anreizwirkungen in Bezug auf das Wirtschaftswachstum so gering wie möglich zu halten. Neben einer integrierten Einkommens- und Gewinnbesteuerung spielten dabei eine einheitliche Gewinnermittlung für Unternehmen (modifiziertes Kassenprinzip) sowie eine am Kassenprinzip orientierte Mehrwertsteuer eine besondere Rolle. Einkommen- und Mehrwertsteuerentwürfe erfüllen alle Neutralitätskriterien (Neutralität der intertemporalen Konsum- und Ersparnisbildung, Rechtsformneutralität, Investitionsneutralität in Bezug auf Human- und Sachkapital, Finanzierungsneutralität sowie Inflationsneutralität). Nach der Definition der Bemessungsgrundlagen für die Einzelsteuern und deren Anpassung an georgische Gegebenheiten war es notwendig, die technischen Einzelheiten für die Steuerverwaltung (Durchführungsverordnungen) und teilweise die zugehörigen Steuerformulare zu entwickeln. Diese müssen alle notwendigen Variablen der Veranlagungsverfahren erfassen und eindeutige Identifikationsmöglichkeiten für die Haushalte und Unternehmen bieten, was eine wichtige Rolle für die spätere Mikrosimulation spielt. Die gewonnenen Erkenntnisse dieser Arbeit sollen die politischen Entscheidungsträger bei der Auswahl eines geeigneten Reformvorschlages für das Einkommensteuergesetz unterstützen.

European integration provokes competition between the European metropolitan areas. At the same time, the question at which locations services of highest centrality are produced remains open. The paper analyses how far the German capital Berlin accepts the challenge to accomodate headquarters of multinational firms. Our investigation shows that Berlin's qualifications to attract headquarters are quite well. The number of headquarters residing in Berlin has increased subtly but contiuous during the last 15 years. One advantage could be the spatial proximity to the Eastern European markets.
Der vorgestellte Beitrag gibt einen Überblick über die gegenwärtige Hochschulfinanzierung in Deutschland; kürzlich haben einige Bundesländer Studiengebühren eingeführt, die zu einer teilweisen Finanzierung der Studienkosten beitragen sollen. Im II. Kapitel werden außerdem kurz die finanziellen Strukturen der tertiären Ausbildung in den OECD-Ländern beschrieben. Dabei geht es vor allem um die Kostenaufteilung zwischen öffentlichem und privatem Sektor. Im III. Kapitel werden dann die Verteilungswirkungen des gegenwärtigen Finanzierungssystems kritisch hinterfragt. Dabei wird auch auf den Lebenseinkommensvorteil einer Hochschulausbildung im Detail eingegangen, bevor dann mögliche Auswirkungen einer Gebührenfinanzierung diskutiert werden. Es wird deutlich hervor gehoben, dass die Einführung von Studiengebühren in eine umfassende hochschul- und bildungspolitische Strategie eingebettet sein muss, damit eine negative Selektionswirkung auf die Jugendlichen aus Haushalten mit prekären Einkommen vermieden wird.
The paper tries to shed some light on the problems of centralization and decentralization within an economic union and the federal member states. Integration and decentralization are not opposite policy strategies but both meaningful if the single public goods and services supplies are analyzed in more detail. Both strategies doubtlessly have advantages, which can be realized if the manifold possibilities are combined in an efficient approach of good governance. Best practice approaches in inter- or supra-national integration, fiscal federalism and taxation do exist and have to be successfully implemented. Obviously such a modern fiscal policy has to be accompanied by an appropriate monetary policy, which in an economic union has to be carried out by an independent central bank as one of the necessary countervailing powers in a democratic setting. A modern fiscal policy strategy efficiently controls budget deficits, which naturally have to be limited to finance reliable public investments. Such strategy has to be safeguarded through modern methods of budgeting and fiscal planning. Modern public management with a clear code of conduct for the government officials ensures corruption free administration.

Die vorliegende Arbeit untersucht über den Zeitraum von 1994 bis 2004 die kommunale Finanzsituation der Stadt Potsdam. Anhand eines Kennzahlensystems, das aus den Daten der entsprechenden kommunalen Haushaltspläne entwickelt wurde, konnten Aussagen über die Entwicklung der Einnahmen und Ausgaben sowie deren Beeinflussbarkeit durch kommunales Handeln herausgearbeitet werden. Die Analyse brachte zwei Ergebnisse hervor: Zum einen, dass Potsdam nicht als „dauernd finanziell leistungsfähig“ gilt und zum anderen, dass sowohl die Ausgaben und Einnahmen von Potsdam stark exogenen Einflüssen unterliegen und demzufolge geringe Gestaltungsspielräume besitzt. Vor diesem Hintergrund hat sich die Stadt Potsdam für verschiedene Maßnahmen zur Haushaltskonsolidierung entschieden, um eine stetige Aufgabenerfüllung zu gewährleisten.
Im August 2007 verstarb Erich Hoppmann. Die Wettbewerbsökonomik hat ihm außerordentlich viel zu verdanken. Besondere Bekanntheit erlangte seine Kontroverse mit Erhard Kantzenbach über das adäquate Leitbild der Wettbewerbspolitik. Hoppmanns Leitbild der Wettbewerbsfreiheit entstand ab 1966 vornehmlich als Reaktion auf Kantzenbachs Leitbild der optimalen Wettbewerbsintensität. Hoppmanns Leitbild wandte sich aber auch gegen bestimmte Workability-Konzepte, ferner gegen die mit dem neoklassischen Modell der vollkommenen Konkurrenz verbundenen Gleichgewichtsvorstellungen. Wegen der für die Entwicklung der Wettbewerbspolitik in Deutschland bedeutsamen Kontroverse zwischen Hoppmann und Kantzenbach wollen wir uns im Folgenden auf deren Leitbilder konzentrieren. Zunächst werden beide Konzeptionen rekapituliert und sodann gegenübergestellt. Schließlich wird nach ihrer Bedeutung für die Theorie und Praxis der Wettbewerbspolitik gefragt.
Allianzfähigkeit

Ein empirisch belegtes Phänomen ist die steigende Anzahl strategischer Allianzen von Unternehmen, speziell in dynamischen Wettbewerbsumgebungen. Über strategische Allianzen versuchen Unternehmen, auch in einer dynamischen Wettbewerbsumwelt unter hoher Unsicherheit Wettbewerbsvorteile aufzubauen. Dabei belegen verschiedene Forschungsarbeiten, dass strategische Allianzen häufig scheitern und weisen übereinstimmend relativ niedrige Erfolgsquoten von 50% nach. Harbison und Pekár belegen zwischen Unternehmen eine hohe Varianz und identifizieren, dass einige Unternehmen bei 87% ihrer strategischen Allianzen erfolgreich sind, während andere Unternehmen nur eine Erfolgsrate von 37% aufweisen. Die Fragestellung, warum Unternehmen in dieser Hinsicht so signifikant differieren, bildet die grundlegende Motivation für die vorliegende Arbeit. Die Ursache für die hohe Varianz der Erfolgsrate von strategischen Allianzen zwischen Unternehmen, ist in den internen Prozessen und Strukturen der Unternehmen zu vermuten. Diese unternehmensinternen Prozesse und Strukturen werden mit dem Begriff Allianzfähigkeit bezeichnet. 1. Forschungsfrage Aus welchen Prozessen und Strukturen besteht Allianzfähigkeit in Unternehmen? 2. Forschungsfrage Wie entwickelt sich Allianzfähigkeit in Unternehmen? Die vermutete Kausalität zwischen Allianzfähigkeit und der Erfolgsrate bei strategischen Allianzen verweist auf einen post-positivistischen Charakter der Untersuchung. Es wird auf wissenschaftliche Literatur, aber auch auf Beiträge von Unternehmensberatungen, Nichtregierungsorganisationen und andere Quellen zurückgegriffen, wie es als Forschungsansatz im Kontext strategischer Allianzen vorgeschlagen wird. Zunächst werden im zweiten Kapitel die beiden beobachtbaren Phänomene, eine steigende Dynamik der Wettbewerbsumwelt vieler Unternehmen und die zunehmende Anzahl strategischer Allianzen, die Interdependenzen aufweisen, unter Einbeziehung der Literatur, charakterisiert. Insbesondere die Motive von Unternehmen und deren Strategien zum Eingehen strategischer Allianzen werden erläutert. Im folgenden dritten Kapitel werden die traditionellen Erklärungsansätze des strategischen Managements anhand einer empirischen Literaturanalyse skizziert. Das Ergebnis der empirischen Literaturanalyse ist die Notwendigkeit eines neuen theoretischen Zugangs, der die gestiegene Dynamik der Wettbewerbsumwelt stärker reflektiert und interne Prozesse von Unternehmen intensiver betrachtet. Mit den Beiträgen von Teece et al., Eisenhardt und Martin, scheint sich der fähigkeitsorientierte Ansatz als neue Erklärungsperspektive zu etablieren. Der junge fähigkeitsorientierte Ansatz wird als geeignet identifiziert und im vierten Kapitel ausführlich dargestellt sowie in seinen aktuellen Entwicklungen erläutert. Das vierte Kapitel bildet den theoretischen Rahmen für das folgende fünfte Kapitel, das die Charakterisierung von Allianzfähigkeit auf der Grundlage eines Literaturreviews umfasst und direkt die Forschungsfragen anhand einer Modellentwicklung adressiert. Erkennt¬nisse aus anderen theoretischen Perspektiven werden in den fähigkeitsorientierten Ansatz übertragen und in das Modell integriert. Ein Vorgehen, das in der Tradition des strategischen Managements, insbesondere der Beiträge zum fähigkeitsorientierten Ansatz, steht. Im sechsten Kapitel wird das skizzierte Modell als Grundlage verwendet, um die Entwicklung von Allianzfähigkeit empirisch anhand einer Longitudinal-Fallstudie zu untersuchen. Die Analyse von Allianzfähigkeit sollte vor dem Hintergrund einer hohen Wettbewerbsdynamik unter der Bedingung von Hyperwettbewerb (Kriterium 1) in einer Branche erfolgen, bei der strategische Allianzen eine hohe Rolle spielen (Kriterium 2). Darüber hinaus soll die Möglichkeit bestehen, Zugang zu Dokumenten, Interviewpartnern sowie Datenbanken zu erhalten (Kriterium 3). Aufgrund dieser Kriterien wurde die Börsenindustrie als Industrie und die Deutsche Börse als Unternehmen ausgewählt. Das Ziel der Fallstudie ist die Darstellung der Entwicklung der strategischen Allianzen der Deutschen Börse von 1997 bis 2007, um Rückschlüsse auf die Allianzfähigkeit des Unternehmens ziehen zu können. Da die Entwicklung der Allianzfähigkeit im Vordergrund der Fallstudie steht, wird eine Längsschnittfallstudie mit chronologischem Aufbau verwendet. Dabei wurden drei verschiedene Quellen, Experteninterviews, Datenbanken sowie Dokumente, ausgewertet.
Der statistische Diskussionbeitrag untersucht, ob und wie sich Erwartungen und Stimmungen in der Wirtschaft bilden bzw. von welchen volkswirtschaftlichen Größen sie abhängen. Als Methodik werden Partial Least Squares (PLS) Modelle genutzt, eine Modellklasse der Pfadanalyse mit latenten Variablen. Die verwendeten Daten wurden vom Ifo-Institut und aus der amtlichen Statistik entnommen.
The paper sheds some light on the education returns in Germany in the post war period. After describing higher education in Germany the current stand of higher education financing within the single states is presented. In six states tuition fees will be introduced in 2007/08 and discussions are going on in even some more. In the second part of the paper an empirical analysis is done using longitudinal data from the German social pension system. The analysis over the whole lifecycle renders results which proof that the higher education advantages are quite remarkable and might be a justification for more intensified financing by tuition fees. But all this has to be embedded into an encompassing strategy of tax and social policy, especially to prevent a strengthened process of social selection, which would be counterproductive for an increased and highly qualified human capital in Germany.

The concept of the virtual corporation (VC), which describes a modern form of collaboration among organizations, was introduced in the scientific discussion in the mid 1990th. The practice shows that VCs need new forms of governance because the traditional mechanisms of control, management, and steering are hardly applicable. Until now there is only a few research related to the question how to govern VC. The main problems to govern a VC are to coordinate the communication among dispersed partners and to motivate employees to actively involve themselves into the network. Open source projects are confronted with similar problems. As several governance mechanisms are already analyzed in this context, the authors analyze and adopt governance concepts from open source projects to extract a governance framework for virtual corporations. This new approach leads to innovative insights in governing virtual corporations by using community techniques as an appropriate way for communication and collaboration purposes.

To meet these challenges e-learning platforms must provide support on mobile learning. Most approaches try to adopt centralised and static e-learning mechanisms to mobile devices. Therefore we introduce an application of a mobile e-learning network which operates totally decentralised with the help of an underlying ad hoc network architecture. Furthermore the concept of ad hoc messaging network (AMNET) is used as basis system architecture for our approach to implement a platform for pervasive mobile e-learning.

In recent years, the development of software in open source communities has attracted immense attention from research and practice. The idea of commercial quality, free software, and open source code accelerated the development of well-designed open source software such as Linux, Apache tools, or Perl. Intrinsic motivation, group identification processes, learning, and career concerns are the key drivers for a successful cooperation among the participants. These factors and most mechanisms of control, coordination, and monitoring forms of open source communities can hardly be explained by traditional organizational theories. In particular, the micro and macro structures of open source communities and their mode of operation are hardly compatible with the central assumption of the New Institutional Theory, like opportunistic behavior. The aim of this contribution is to identify factors that sustain the motivation of the community members over the entire life cycle of an open source project. Adequate coordination and controlling mechanisms for the governance in open source communities may be extracted.
Mit der Wiedervereinigung Deutschlands setzte auch ein Transformationsprozeß in den neuen Bundesländern ein, der die wirtschaftliche Staatstätigkeit als Folge des Sozialismus in die soziale Marktwirtschaft überführen sollte. Dabei wird von staatlicher Seite auch heute noch davon gesprochen, Aufgaben, die durch den Staat erledigt werden, an Dritte auszulagern. Anspruch und Wirklichkeit der Auslagerung von Aufgaben und Leistungen in Landesbetriebe werden in dieser Arbeit untersucht. Ausgangspunkt für dieses Anliegen ist der ursprüngliche Wille des Gesetzgebers, Aufgaben an Dritte abzugeben. Inkonsequent ist dann der Schritt, definierte Aufgaben lediglich in die Organisationsform des Landesbetriebes zu überführen. Zur näheren Untersuchung werden Vergleiche mit der Aufgabenwahrnehmung in den Bundesländern Hamburg, Bayern und Rheinland-Pfalz heran gezogen. Um ermessen zu können, in welcher Weise und mit welchem Annäherungsgrad die Privatisierungspraxis in Brandenburg organisiert ist, werden folgende Fragestellungen untersucht: - Unter welchen Voraussetzungen sollte der Staat Aufgaben auslagern? - Welche Verfahren der Auslagerung von Aufgabenerledigung und Leistungserbringung sind die vorherrschenden im Land Brandenburg und in Vergleichsländern? Gibt es dafür Abwägungsverfahren? - Gibt es sinnvolle Alternativen zur vorherrschenden Privatisierungsform im Land Brandenburg?

Mit der hier vorliegenden Arbeit wird ein mikroökonomisches Multiagentenmodell eines Produktionssektors vorgeschlagen. Das Modell folgt einem post-walrasianischem Ungleichgewichtsansatz und beschreibt optimierende Agenten der Produktionsseite. Diese berücksichtigen in probabilistischen Nebenbedingungen Risiken des Cash Flow, die sich aus unsicheren Absatzmengen ergeben. Produzenten stehen in monopolistischer Konkurrenz und lernen durch Beobachten. Wird vorliegendes Modell in ein Totalmodell integriert, so wird es möglich, die sich aus der Klimadebatte ergebenden, notwendigen Veränderungen im Investitions- und Produktionsverhalten zu diskutieren und darzustellen.
This paper discusses the problems regarding the decentralisation of a formerly communist country. In Georgia, the first steps towards decentralisation failed, since the transition process led to a power vacuum that escalated in bloody conflicts and secessionist movements. The status of Abkhazia and South Ossetia is still unclear and the intra-state tensions remain unsolved. This may be one of the reasons why the most recent attempts of decentralisation are rather hesitant. It is far from clear whether decentralisation in response to regional tensions would increase instability or political stability. We identify the limited autonomy at the local and regional levels as a major obstacle and challenge for the further reform process.
This paper analyzes fundamental shortcomings in the Georgian legal bases in both the constitution and the tax code with regard to a sustainable fiscal policy. It shows that the lack of experience with sharing political powers and competences among the administrative levels create centralizing tendencies, which are in sharp contrast to more recent laws on local selfgovernment. Having set the legal background of today’s administrative structure in Georgia, the paper continues to describe the country’s budget composition in terms of tax revenues and expenses since the year 2000. Following a brief discussion of the Georgian systems of transfers to subordinate administrative entities the paper concludes by naming essential reform steps that need to be taken towards the development of a functioning fiscal policy on all levels.

Poverty is currently wide spread in Georgia. This paper is dedicated to an analysis of the causes, the extent and the intensity of poverty in Georgia. With a strong focus on the period after Shevardnadze’s presidency, the paper shows how poverty has grown in the past 15 years. In spite of a rising per capita income, the variance within the distribution of income is also increasing. The widening gap between high and low incomes represents a danger for the Georgian society and is associated with high unemployment rates, a lack of education for entire societal strata and rising criminality. In addition, high inflation rates affect mainly low income groups. Apparently, the Rose Revolution of 2003 did not lead to an attenuation of poverty but rather intensified it.
This paper describes the administrative powers of local jurisdictions in Georgia, emphasizing on the tax competences and the abilities to mobilize other sources of income. Having listed and explained the types of revenues and incomes, the articles continues to show their distribution among administrative levels according to the current tax code. Following a brief overview of the main laws underlying tax regulation, the existing problems of the status quo before 2007 and some perspectives for the immediate future are outlined.
Tax estimation is a fundamental prerequisite for a sustainable fiscal policy. This paper uses the Georgian Household Survey and s simple microsimulation model in order to describe the household incomes in Georgia for the year 2005, their structure and regional distribution within eleven historical regions. Based on a thorough analysis of the existing taxable incomes and following the documentation of the applied model both a tax allowance and three percent raise of the income tax are estimated with respect to tax revenue and distributional effects. The paper comes to the conclusion that the poor income situation of most Georgian households can be mitigated by a tax allowance but is very difficult to be financed because of expected revenue losses. In spite of some progressive distributional effects of an increase of the tax burden, most households will find a very hard to cope with additional tax liabilities.
During the transformation process, the reform of public finances (in particular the tax system) is crucial for Georgia. There are a lot of proposals and suggestions in the financial literature concerning the introduction of tax systems in transition countries. Individual taxes or the entire tax system should be elaborated regarding certain criteria. This paper analyzes the tax reform procedures during the transition of Georgia to the free-market economy as well as the existing tax system. Concerning the taxes, the current tax system is more or less duplicated from the Western European countries. It becomes obvious that the chance of developing a rational, sustainable and adjusted tax system for transition countries was missed.
This paper gives an outline of the evolution of fiscal policy in Georgia. Starting in the mid-1990s, the authors break the recent Georgian history into two main periods, separated by the Rose Revolution of 2003. The first period was marked by some first efforts to generate and stabilize tax revenues, which were largely offset by the financial crisis of 1998. The Georgian budget at that time was largely financed by foreign sources. Following the Rose Revolution the country’s financial situation has improved, hyperinflation was overcome and public revenues have steadily increased due to administrative changes and tax law reforms.
The paper describes the content of the project “Tax-/Transfer-Reform and Fiscal Responsibility: Pathways to a Sustainable Fiscal Policy in Georgia”, which is supported for the period Fall 2005 to Spring 2008 by the VolkswagenStiftung. Within the project a knowledgetransfer is organized, concentrating on state theory, tax and transfer reform, revenue sharing as well as fiscal equalization. A short overview on the current situation in Georgia is presented. Then the main project components – tax reform, tax revenue estimation and microsimulation – are briefly discussed.
Virtuelle Communities bezeichnen Gemeinschaften von Individuen, die maßgeblich über das Internet miteinander kommunizieren und kollaborieren. Anders als in Unternehmen, in denen Motivationsstrukturen primär auf finanziellen Anreizen basieren, gilt für Virtuelle Communities, dass die Zuarbeit in diesen in der Regel freiwillig und ohne monetäre Interessen der Mitglieder stattfindet. Unternehmen nutzen Virtuelle Communities für Zwecke des Customer Relationship Management, des Wissensmanagement und des Customer Integration. Universitäten bilden virtuelle Lernnetzwerke, um die Interaktion zwischen Studierenden zu erhöhen und hierdurch Lernerfolge zu steigern. Die Potenziale Virtueller Communities werden jedoch in vielen Fällen nicht vollständig ausgeschöpft. Insbesondere der Frage nach einer systematischen Mitgliedersteuerung kommt aufgrund der vorherrschenden komplexen Motivationsstrukturen der freiwillig partizipierenden Mitglieder eine besondere Bedeutung zu. In bisherigen wissenschaftlichen Arbeiten wurde dieser Aspekt jedoch vernachlässigt. Das Untersuchungsdesign der Arbeit zielt darauf ab, diese Forschungslücke zu schließen und einen Ordnungsrahmen zu gestalten, der einen systematischen Aufbau, Betrieb und insbesondere eine Steuerung Virtueller Communities ermöglicht. Die Identifikation von Steuerungsinstrumenten wurde im Rahmen der Arbeit durch eine Analyse der Strukturen und Funktionsweisen in Open Source-Projekten vorgenommen, anschließend wurden diese auf andere Typen Virtueller Communities übertragen. Im Rahmen zweier Fallstudien wurde der entwickelte Ordnungsrahmen unter realen Bedingungen an einem Expertennetzwerk an der Börse Berlin AG und einem universitären Lernnetzwerk erprobt. Die anschließende Analyse gibt Aufschluss über die Wirkungsweisen wettbewerblicher, kooperativer und hierarchischer Steuerungsinstrumente in Virtuellen Communities.

Die Beiträge des vorliegenden Sammelbandes widmen sich vorrangig den finanz- und sozialrechtlichen Problemen von Georgien im Transformationsprozess, bieten wichtige Informationen zur aktuellen Situation von Haushalten und zum Steueraufkommen, zu Fragen der Armut und der Einkommensverteilung, zur rechtlichen Fundierung der Finanz- und Sozialpolitik sowie zur Ausgestaltung der gebietskörperschaftlichen Struktur. Die Autoren vermitteln weitgehende Vorschläge zur Reform des Steuer- und Transfersystems sowie zum Aufbau eines friedensstiftenden Föderalstaats, welcher die Kenntnisse über die Wertgrundlagen einer offenen Gesellschaft vertieft, damit den zivilgesellschaftlichen Ansatz unterstützt, eine Stärkung des demokratischen Marktsystems fördert und zugleich das friedliche Zusammenleben in einer unruhigen Region erleichtert.
Real costs of freight transportation have strong increased in Russia particularly during the period of price liberalization 1992–93. This paper investigates possible connections between rising transport costs and the evolution of the size structure of the system of cities in the Russian Federation and its federal subjects. Empirical findings suggest that under conditions of a closed system agglomeration processes according to the predictions of the model of Tabuchi et al. (2005) would have taken place especially in the periphere regions of the North and Far East.

Aus der Einführung: Betrachtet man Größe und Funktionsfähigkeit von Städten weltweit, so scheint der Eindruck unabwendbar, daß es einerseits Städte gibt, die über das Maß einer organisierbaren urbanen Einheit hinausgewachsen sind (Megacities) und andererseits kleine Städte existieren, die nicht in der Lage sind, ihren Einwohnern in einem notwendigen Umfang Dienste zur Verfügung zu stellen. Diese Überlegung wird vielfach unterstützt durch die Tatsache, daß die Megacity größer ist, als sie aufgrund ihres Bedeutungsüberschusses in einem hierarchischen Städtesystem im Sinne Christallers sein müßte. Für kleine Städte in einem dünn besiedelten Umland ergibt sich das Problem, daß es für bestimmte private Dienste und öffentliche Leistungen technisch bedingte Mindestmengen der Produktion gibt (z. B. Feuerwehr, Medizintechnik, Ausbildungsstätten etc.), die Nachfrage aus Stadt und Umland aber kleiner ist und aus diesem Grund das Angebot fehlt. Die betriebswirtschaftliche Entscheidung, die entsprechenden Dienste nicht anzubieten, kann zu gesamtwirtschaftlichen Wohlfahrtsverlusten führen, die aus den weiträumigen Beschaffungsfahrten der Haushalte resultieren. Wenn es nun einerseits Städte gibt, die zu groß sind und andererseits Städte existieren, die offenbar zu klein sind, so stellt sich die Frage, ob es eine optimale Stadtgröße gibt. Diese Frage könnte in eine weitere übertragen werden: Gibt es eine - möglicherweise von Christaller abweichende - optimale Städtehierarchie? Die Antworten auf die Fragen können von verschiedenen Disziplinen gegeben werden, sowohl die Stadtsoziologie als auch die Stadtplanung kann Beiträge liefern; in den nachfolgenden Überlegungen sollen wirtschaftliche Gesichtspunkte im Zentrum einer raumwirtschaftlichen und stadtökonomischen Analyse stehen.
Mit dem vorliegenden Diskussionsbeitrag Nr. 29 wird das für das Finanzministerium Brandenburg erstellte Gutachten „Modernisierung der bundesstaatlichen Ordnung: Mischfinanzierungen und Gemeinschaftsaufgaben“ einer breiteren Öffentlichkeit zur Verfügung gestellt. Aufgrund des Umfangs der erstellten Reformszenarien und ihrer Auswirkungen ist der Diskussionsbeitrag in zwei Teile aufgeteilt worden. This paper gives a review on the theoretical foundation for fiscal decentralisation and a status quo analysis of the intergovernmental relations in Mongolia. It consists of two parts. Part I briefly reviews the theories of fiscal decentralisation and its impact on the nations’ welfare considering the major challenges for a transition economy. Part II of the paper describes the general structure and scope of the government and examines the current fiscal autonomy in Mongolia focusing on the four main areas of intergovernmental relations. This paper concludes that local governments in Mongolia are still far away from having the political, administrative and fiscal autonomy. New approaches for the assignments of expenditures and revenues in Mongolia are urgently needed.

Aus der Einleitung: Die Debatte um den Standort Deutschland gehört sicherlich zu den alltäglichen Problemkreisen, die den Medien reichlich Diskussionsstoff liefern. Die internationale Wettbewerbsfähigkeit des vereinigten Deutschlands in einer offeneren Welt mit intensivierten Faktormobilitäten wird wesentlich durch die Steuer- und Sozialsysteme determiniert, die verstärktem äußeren Konkurrenzdruck ausgesetzt sind. Die Wanderung von Kapital und Arbeitskräften führt zu Anpassungszwängen vor allem in den Ländern, deren Steuer- und Sozialsysteme diesen neuen Verhältnissen noch nicht angepaßt worden sind. Der Fall des Eisernen Vorhangs hat den globalen Kapitalbedarf wesentlich erhöht, und zugleich eröffnen Wachstumserfolge in Südostasien neue, vor allem infolge moderater Lohnkosten attraktive Anlagemöglichkeiten. So stehen insbesondere die wenig qualifizierten Arbeitskräfte in Deutschland im unmittelbaren Wettbewerb mit den Arbeitskräften in den Niedriglohnländern; weil die institutionellen Regelungen in Deutschland notwendige Anpassungsprozesse verhindern, werden - unter anderem auch durch die Abwanderung von Kapital - verstärkt Arbeitskräfte freigesetzt, die zunehmend geringere Chancen haben, in absehbarer Zeit wieder in den Arbeitsmarkt integriert werden zu können.
Of Rawls's two principles of justice only the second has received attention from economists. The second principle is concerned with the social and economic conditions in a just society. The first principle, however, has largely been neglected. It claims, that all people in society should have equal basic liberties. In this paper Rawls's first principle is characterised in a freedom of choice framework. The analysis reveals conceptual problems of the Rawlsian approach to justice.
Aus der Einleitung: Angesichts der erkannten Defizite des deutschen Steuer- und Transfersystems rücken Forderungen nach einer grundlegenden Umgestaltung in jüngster Vergangenheit verstärkt in das Zentrum der öffentlichen Diskussion. So werden einerseits infolge der zahlreichen verfassungsgerichtlichen Änderungsvorgaben neben der bereits in Angriff genommenen einkommensteuerlichen Freistellung des Existenzminimums auch vielfältige Anpassungen in Vermögen-, Erbschaft- und Grundsteuern notwendig. Gleichzeitig erscheinen Maßnahmen zur Verbesserung der Anreizstruktur erforderlich, die wiederum erhebliche Rückwirkungen auf die zukünftige Struktur des Einkommensteuertarifs (insbesondere dessen Grenzsteuersatzverlauf) haben dürften. Andererseits forciert die Vielzahl der festzustellenden Umweltprobleme die Forderung nach einer instrumentalen Neuorientierung mit verstärkter Betonung des Einsatzes von Lenkungsabgaben. Zur Verwendung der aus umweltorientierten Abgaben resultierenden Einnahmen wird vorgeschlagen, diese in gleicher Höhe in Form kompensierender Senkungen der Einkommensteuer an die Steuerpflichtigen weiterzugeben, so daß eine Erhöhung der volkswirtschaftlichen Steuerquote ausgeschlossen wird. Diese Umstrukturierung des Steuersystems weg von direkten und hin zu indirekten Steuern ließe sich zugleich verbinden mit einer allgemeinen Sicherung eines Grundeinkommens in der Form, daß die existierende Sozialhilfe durch eine "Negative Einkommensteuer" ersetzt würde. Diese Fundamentalreform des Steuerund Transfersystems könnte nicht nur zu einer wesentlichen Verbesserung ökonomischer Anreizwirkungen beitragen, sondern zugleich über die ausgelösten Lenkungswirkungen zu einer modernen, ökologieorientierten Wirtschaftsstruktur führen. Als Kompensationsmaßnahmen sind auch nachhaltige Verringerungen der Lohnnebenkosten denkbar, die die Standortbedingungen für die Unternehmen in Deutschland deutlich verbessern könnten.
Aus der Einleitung: Die revolutionären Veränderungen, die seit sechs Jahren in den Ländern des ehemaligen Ostblocks stattfinden, überraschten sowohl die politischen Kräfte in den westlichen Industrienationen als auch die Gesellschaftswissenschaftler. Eine Theorie der Transformation existierte nicht, weil wohl niemand ernsthaft daran geglaubt hat, daß sich die zentralplanorganisierten Volkswirtschaften irgendwann für den schwierigen Weg in die Marktwirtschaft entscheiden werden. Erst nach dem Beginn der Transformationsprozesse in Polen und Ungarn erwachten die Politiker und Wissenschaftler. Das steigende Interesse an der Umwandlung von Gesellschafts- und Wirtschaftsordnung resultiert seitdem in einer Flut von Aufsätzen und Konferenzen, gut gemeinten, aber oft kaum durchdachten Ratschlägen und Empfehlungen für die Länder Mittel- und Osteuropas. Die sich nach und nach entwickelnde Theorie der Transformation läuft dem wirtschaftspolitischen Geschehen jedoch ständig hinterher.
Aus der Einleitung: Die derzeitige Situation in der Elektrizitätswirtschaft ist gekennzeichnet durch eine große Zahl anstehender Netzübernahmen infolge auslaufender Konzessionsverträge oder Arrondierungsmaßnahmen und einer Reihe dabei anhängiger Rechtsstreite, in denen insbesondere der "angemessene" Übernahmepreis strittig ist. Die in der Vergangenheit getätigten Netzübernahmen liefern zu der Frage nach dem "angemessenen" bzw. Aus der Einleitung: In der industrialisierten Volkswirtschaft ist die Energiewirtschaft einer der bedeutendsten Sektoren. Die Elektrizitätswirtschaft als Zweig der Energiewirtschaft umfaßt die gesamte Erzeugung, Fortleitung und Abgabe elektrischer Energie. Die Elektrizitätsversorgung ist - neben den nationalen, historischen, politischen und rechtlichen Besonderheiten - durch maßgebliche physikalische Charakteristiken in zweierlei Hinsicht geprägt: Die nur durch hohen wirtschaftlichen Aufwand gekennzeichnete Speicherbarkeit sowie die ausschließliche Leitungsgebundenheit der Transportwege stellen die primären Determinanten der Elektrizitätsversorgung dar. Die faktisch nicht vorhandene Speicherbarkeit verlangt nach einem, dem Nachfrageverhalten synchronen Angebotsverhalten. Die Leitungsgebundenheit bedingt zum einen kapitalintensive Investitionen, zum anderen eine langfristige Planung hinsichtlich der prognostizierten Nachfrageveränderungen, um eine sichere Versorgung mit elektrischer Energie zu gewährleisten. Die Versorgungssicherheit ist neben den physikalischen Gegebenheiten ein determinierendes primäres Ziel in der Elektrizitätswirtschaft.
Part of the intorduction: The task of writing a reliable and convincing paper on this topic is a very uneasy one because it is threefold: one has to know at least a bit about the agricultural sector, biology (or more precisely ecology), and about the sometimes beneficial but often distorting consequences of human activities. And all that has to be judged from the perspective of an economist who is aware of the steadily increasing uncertainties which are closely connected with post-modem sciences. Especially with regard to global, but also regional environmental issues, neither the conventional applied sciences nor the traditional professional consultancy deliver promising results. Today scientists have to tackle problems which are created by political necessities overwhelmingly caused by short-term human behavior, due in part to a serious lack of information on the longterm behavioral consequences. In these issues, typically, information stacks are high, scientific facts uncertain, individual as well as collective values disputed, and political decisions very urgent. "In general, the post-normal situation is one where the traditional opposition of 'hard'facts and 'soft' values is inverted. Here we find decisions that are 'hard' in every sense, for which the scientific inputs are irremediably 'soft'" (FUNTOWICZ/RAVETZ, 1991, p. 138).
The first goal of the present work focuses on the need for different rationing methods of the The Global Change and Financial Transition (GFT) work- ing group at the Potsdam Institute for Climate Impact Research (PIK): I provide a toolbox which contains a variety of rationing methods to be ap- plied to micro-economic disequilibrium models of the lagom model family. This toolbox consists of well known rationing methods, and of rationing methods provided specifically for lagom. To ensure an easy application the toolbox is constructed in modular fashion. The second goal of the present work is to present a micro-economic labour market where heterogenous labour suppliers experience consecu- tive job opportunities and need to decide whether to apply for employ- ment. The labour suppliers are heterogenous with respect to their qualifi- cations and their beliefs about the application behaviour of their competi- tors. They learn simultaneously – in Bayesian fashion – about their individ- ual perceived probability to obtain employment conditional on application (PPE) by observing each others’ application behaviour over a cycle of job opportunities.
Diese Arbeit beschäftigt sich dem Thema Studienfinanzierung. Zuerst richtet sich der Fokus auf die Analyse des Gutes Hochschulausbildung. Anschließend werden die Finanzierungsmöglichkeiten der Studierenden aufgezeigt, wobei den Krediten eine besondere Aufmerksamkeit zukommt. Die Analyse der Finanzierungssysteme in den USA und Australien ist ebenfalls Bestandteil der vorliegenden Arbeit. Hier richtet sich das Augenmerk auf die Entwicklung der Studiengebühren und die angebotenen Finanzierungsmöglichkeiten. Daran anschließend erfolgt eine Darstellung der Auswirkungen des jahrelang gebührenfrei angebotenen Hochschulstudiums in Deutschland. In diesem Zusammenhang werden die Finanzierungsstruktur deutscher Hochschulen, die soziale Zusammensetzung der Studierenden und die Akademikerquote beleuchtet. Zum Abschluss erfolgt eine empirische Untersuchung der Lebenseinkommen verschiedener Bildungsgruppen in Deutschland und damit verbunden eine Berechnung der Bildungsrenditen bestimmter Ausbildungsniveaus.
Die Anwendung eines Mikrosimulationsmodells als Instrument der wirtschaftswissenschaftlichen Forschung erfreut sich großer Beliebtheit. Die Verwendung dieses Modelltyps hat vor allem zwei Gründe. Zum einen sind die in den letzten Jahren extrem gesunkenen Kosten der Informationsverarbeitung ursächlich für die mittlerweile häufige Verwendung. Zum anderen besitzt diese Analyseform Eigenschaften, die kein anderes Instrument aufweist. Insbesondere für die Abschätzung der Verteilungswirkungen von Steuer- und Transferreformen ist die Mikrosimulation eine nahezu ideale Methode. Durch die Einbindung eines Nachfragesystems kann sowohl das Anwendungsgebiet eines Mikrosimulationsmodells erweitert als auch dessen potentielle Leistungsfähigkeit gesteigert werden. Die Arbeit hat im Wesentlichen die Beantwortung der Fragestellungen aus den folgenden zwei Fragenkomplexen zum Ziel: - Wann ist die Einbindung eines Nachfragesystems in Mikrosimulationsmodelle sinnvoll und wie kann ein solches System in das eigentliche Mikrosimulationsmodell integriert werden? - Welche Nachfragesysteme können aus den in Deutschland in Querschnittsform vorhandenen Mikrodatensätzen geschätzt werden und welche theoretischen Eigenschaften besitzen diese Systeme bzw. deren in einem zweistufigen Budgetierungsprozess einsetzbare Kombinationen?

A casual look at regional unemployment rates reveals that there are vast differences, which cannot be explained by different institutional settings. Our paper attempts to trace these differences in the labor market performance back to the regions' specialization in products that are more or less advanced in their product cycle. The model we develop shows how individual profit and utility maximization endogenously yields higher employment levels in the beginning. In later phases, however, employment decreases in the presence of process innovation. Our model suggests that the only way to escape from this vicious circle is to specialize in products that are at the beginning of their "economic life". The model is based on an interaction of demand and supply side forces.
Textbook wisdom says that competition yields lower prices and higher consumer surplus than monopoly. We show in two versions of a simple location-product differentiation model with and without endogenous choice of products that these two results have to be qualified. In both models, more than half of the reasonable parameter values lead to higher prices with duopoly than with monopoly. If the product characteristics are exogenous to the firms, consumers may even be be better off with monopoly in average.
This paper analyses the structural change in Russia during the transition from the planned to a market economy. With regard to the famous three sector hypothesis, broad economic sectors were formed as required by this theory. The computation of their shares at GNP at market prices using Input-Output tables, and the adjustment of results from distortions, generated as side effects of tax avoidance practices, shows results that clearly reject claims that Russia would be on the road to a post-industrial service economy. Instead, at least until 2001, a tendency of "primarisation" could be observed, that presents Russia closer to less-developed countries.

In this paper we show that Puu (2002) does not provide a stable solution to the location game, according to his own definition of stability. If the usual two-stage game is considered, where in the first stage a location is chosen once and forever, and in the second stage prices are determined, the equilibrium proves stable for a sizeable interval of parameters, however. Even though this procedure is most common in analyzing Hotelling's location problem, it is not satisfying because it exhibits an inconsistent informational structure. The search for a better concept of stability is imperative.

In Mikro- und Industrieökonomik ist scheinbar gewiss, dassWettbewerb zu niedrigeren Preisen führt und dass Konsumenten von Wettbewerb profitieren, während die etablierten Unternehmen einen Nachteil erleiden. Dieser Beitrag verwendet ein raumwirtschaftliches Standardmodell, um zu zeigen, dass dies nicht immer so sein muss. Der Grund ist, dass durch den Marktzutritt gerade die Konsumenten, deren Preiselastizität am größten ist, von dem Unternehmen bei der Preisbildung nicht berücksichtigt werden.
