The study explores differences between three user types in the top tweets about the 2015 “refugee crisis” in Germany and presents the results of a quantitative content analysis. All tweets with the keyword “Flüchtlinge” posted for a monthlong period following September 13, 2015, the day Germany decided to implement border controls, were collected (N = 763,752). The top 2,495 tweets according to number of retweets were selected for analysis. Differences between news media, public and private actor tweets in topics, tweet characteristics such as tone and opinion expression, links, and specific sentiments toward refugees were analyzed. We found strong differences between the tweets. Public actor tweets were the main source of positive sentiment toward refugees and the main information source on refugee support. News media tweets mostly reflected traditional journalistic norms of impartiality and objectivity, whereas private actor tweets were more diverse in sentiments toward refugees.
Untersucht werden die von BulwienGesa erhobenen und aufbereiteten jahresdurchschnittlichen Wiederverkaufspreise von Eigentumswohnungen und Einfamilienhäusern in 401 kreisfreien Städten und Landkreisen für die Jahre 2004–2017. Dabei zeigt sich eine Zunahme der regionalen Streuung im Zeitverlauf vor allem in der auf die Finanzkrise 2007–2009 folgenden Zeit. Im Durchschnitt der Regionen (Landkreise und kreisfreie Städte) steigen die Preise; sie entwickeln sich aber regional stark unterschiedlich (in manchen Regionen stagnieren sie oder sind gefallen). Dies führt auch zur Zunahme der Variationskoeffizienten, also der relativen Streuung der regionalen Preise. Dies deutet auf eine Zunahme der regionalen Disparitäten in der Bundesrepublik Deutschland. Besondere Divergenzen zeigen sich zwischen den alten und den neuen Bundesländern, wie auch zwischen prosperierenden kreisfreien Städten und deren Umland und ökonomisch schwächeren Städten und Landkreisen.
Bestehende Forschung hat gezeigt, dass die Reformbereitschaft von Führungskräften eine wichtige Voraussetzung für die erfolgreiche Umsetzung von Veränderungsprojekten ist. Dieser Artikel geht der Frage nach, wie erklärt werden kann, warum einige Führungskräfte in der öffentlichen Verwaltung reformbereiter sind als andere. Er greift dabei auf eine Führungskräftebefragung aus dem Jahr 2010 zurück, die auf den Einschätzungen von 351 Verwaltungsmanagern aus der Ministerialverwaltung von Bund und Ländern basiert. Eine statistische Analyse dieser Daten kommt zu dem Ergebnis, dass die typische reformbereite Führungskraft intrinsisch motiviert ist, auf eine aufgabenorientierte Führung setzt sowie Arbeitserfahrung außerhalb der öffentlichen Verwaltung und keine juristische Ausbildung besitzt. Sie arbeitet auf oberer Hierarchieebene, ist jedoch eher mit Fach- als mit Führungsaufgaben beschäftigt. Der Artikel vertieft und erläutert diese Befunde sowie deren Implikationen für die Verwaltungspraxis.
Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
Der Transformationsprozess in der Mongolei stellt besonders für den wirtschaftlichen Bereich eine große Herausforderung dar. Bei der Umgestaltung von der Plan-zur Marktwirtschaft nehmen dabei Führungskräfte eine Schlüsselfunktion ein, da sie wesentlichen Einfluss auf den Gestaltungsprozess der sich neu orientierenden Unternehmen haben. Die Arbeit untersucht das Verhältnis der Führungskräfte zu ihren Mitarbeitern vor dem Hintergrund neocharismatischer Theorieansätze und kommt zum dem Schluss, dass es Hinweise auf transformationale Führung gibt. Dabei nehmen Gruppenprozesse, die Person der Führungskraft sowie traditionelle und sozialistisch sozialisierte Elemente zentrale Rollen ein. Des Weiteren gibt es Verweise auf Konzepte der Authentizität und der Geteilten Führung.
Diese Arbeit beschäftigt sich mit dem Thema Beteiligungsmanagement und der damit verbundenen Steuerung öffentlicher Unternehmen auf kommunaler Ebene. Der Ausgangspunkt der Untersuchung ist die Erkenntnis, dass eine Kommune keine absolute Kontrolle über ihre öffentlichen Unternehmen ausüben kann und sollte. Stattdessen wird angenommen, dass im Zuge einer effizienten Steuerung eine Fokussierung auf relevante Themen, Bereiche und Aktivitäten der öffentlichen Unternehmen erfolgt. Da die Steuerung öffentlicher Unternehmen aufgrund der Vielzahl involvierter Akteure nur schwierig zu untersuchen ist, steht in der vorliegenden Analyse die speziell für das kommunale Beteiligungsmanagement eingerichtete „Organisationseinheit Beteiligungsmanagement“ im Mittelpunkt. Die Forschungsfrage lautet: Welche Faktoren erklären den Steuerungsfokus einer „Organisationseinheit Beteiligungsmanagement“? Im Zuge einer explorativen Annäherung an die Forschungsfrage werden vier Perspektiven aus der Literatur verschiedener Forschungsgebiete, im Besonderen aber der Agencification-Literatur, hergeleitet: eine strukturelle, eine aufgabenspezifische, eine kulturell-vergangenheitsbezogene sowie eine umweltbezogene Perspektive. Mit Hilfe dieser Perspektiven werden sowohl verwaltungs- als auch unternehmenszentrierte Faktoren erarbeitet, deren Einfluss auf die Wahl des Steuerungsfokus untersucht wird. Das Ergebnis der explorativ-vergleichenden Fallstudie von insgesamt neun kommunalen Organisationseinheiten Beteiligungsmanagement zeigt, dass die untersuchten Faktoren entweder eine Intensivierung bzw. veränderte Verortung oder eine Diversifizierung des Steuerungsfokus erklären. Eine Diversifizierung bedeutet, dass eine Vielzahl verschiedener Fokusse berücksichtigt wird.
Diese Arbeit beschäftigt sich mit der Motivation von Mitarbeitern an öffentlichen wissenschaftlichen Einrichtungen. Anhand einer Mitarbeiterumfrage am Leibniz-Institut für Agrartechnik Potsdam-Bornim e. V. werden mehrere Hypothesen untersucht, die auf der Self-Determination-Theory basieren. Die Analyse zeigt, dass viele Befragte eine hohe autonome Motivation aufweisen. Insbesondere das Gefühl, Wahlmöglichkeiten und Gestaltungsspielräume bei der Arbeit zu besitzen, beeinflusst die Motivation positiv. Während Führungskräfte dieses Gefühl der Autonomie stärken können, haben Charaktereigenschaften keinen Einfluss hierauf. Darüber hinaus zeigt sich, dass in der Wissenschaft ein Gefühl der sozialen Eingebundenheit im Arbeitskontext keine bedeutende Rolle zu spielen scheint.
1. Teil A – Theoretische Grundlegung der Arbeit Die wissenschaftliche Arbeit beginnt mit der Darstellung der Problemstellung und der Zielsetzung der wissenschaftlichen Arbeit. Es wird deutlich aufgezeigt werden, dass sich die Lehre des Qualitätsmanagements (QM) nur sehr unzureichend mit den sozialen Aspekten der Information & Kommunikation (I&K) und dem organisatorischen Wandel beschäftigt hat. Aus diesen beiden Unterkapiteln werden die Forschungsfragen abgeleitet und der weitere Aufbau der Arbeit konstruiert. (Kapitel 1). Aufgrund der Problemstellung startet das zweite Kapitel im Rahmen der theoretischen Grundlagen mit der sozialen Systemtheorie. Die Entscheidung für die soziale Systemtheorie wird begründet. Im Zusammenhang mit den sozialen Aspekten der I&K werden die relevanten Erkenntnisbeiträge der sozialen Systemtheorien als einzelne Komponenten vorgestellt. Diese Komponenten werden dann zu einem systemtheoretischen I&K-Modell (SEM) zusammengefügt. (Kapitel 2). Damit die beiden Disziplinen QM und soziale Systemtheorie miteinander verbunden werden können, bedarf es im dritten Kapitel der Dissertation einer Vorstellung der dafür notwendigen und relevanten Inhalte des QM. Im Zuge der Vorstellung der Inhalte des QM werden diese bereits mit der sozialen Systemtheorie verknüpft, um damit aufzuzeigen, wie QMS durch I&K existieren und operieren (Kapitel 3). Das vierte Kapitel verbindet dann die beiden Disziplinen QM und soziale Systemtheorie miteinander, wodurch ein systemtheoretisches QM-Modell (SQM) entsteht. Dieses Modell erklärt den Zusammenhang von QM, I&K und organisatorischem Wandel(Kapitel 4). 2. Teil B – Empirische Untersuchung Für die empirische Untersuchung wird in Kapitel fünf das allgemeine Forschungsdesign hergeleitet werden. Darauf folgt die Vorstellung des Aufbaus und der Abfolge von Interviews und eines Fragebogens (Kapitel 5). Das sechste Kapitel erklärt die Zielsetzung, Hintergrund und Methodik der Experteninterviews mit den Qualitätsmanagementbeauftragten (QMB) und unter-sucht die gängige Praxis des QM bzgl. der sozialen Aspekte der I&K. (Kapitel 6). Das Kapitel sieben erklärt die Zielsetzung, Hintergrund und Methodik der Interviews mit den Unternehmen der Best-Practise (BP). (Kapitel 7). Im Kapitel acht werden die Ursache und Wirkung der sozialen Aspekte der I&K über die Unternehmenskultur im Rahmen eines QMS dargestellt. (Kapitel 8). Im Kapitel neun erfolgt ein Resümee der empirischen Untersuchungen. Die Ergebnisse der empirischen Untersuchungen werden kritisch gewürdigt. Des Weiteren wird aufgezeigt, welcher weitere empirische Forschungsbedarf aufgedeckt wurde.(Kapitel 9). 3. Teil C - Abschluss Der Schlussteil der Arbeit beginnt mit dem zehnten Kapitel durch die Herleitung und Begründung von Verbesserungspotentialen und Handlungsempfehlungen für die Praxis im QM.(Kapitel 10). Im elften Kapitel erfolgt die Beantwortung der Forschungsfragen und der kritischen Würdigung der generierten Erkenntnisse.(Kapitel 11). Im zwölften Kapitel endet die Arbeit mit einem Ausblick auf weiteren Forschungsbedarf, welcher durch das Ergebnis dieser Arbeit entstanden ist (Kapitel 12).
In Chapter 1 of the dissertation, the role of social networks is analyzed as an important determinant in the search behavior of the unemployed. Based on the hypothesis that the unemployed generate information on vacancies through their social network, search theory predicts that individuals with large social networks should experience an increased productivity of informal search, and reduce their search in formal channels. Due to the higher productivity of search, unemployed with a larger network are also expected to have a higher reservation wage than unemployed with a small network. The model-theoretic predictions are tested and confirmed empirically. It is found that the search behavior of unemployed is significantly affected by the presence of social contacts, with larger networks implying a stronger substitution away from formal search channels towards informal channels. The substitution is particularly pronounced for passive formal search methods, i.e., search methods that generate rather non-specific types of job offer information at low relative cost. We also find small but significant positive effects of an increase of the network size on the reservation wage. These results have important implications on the analysis of the job search monitoring or counseling measures that are usually targeted at formal search only. Chapter 2 of the dissertation addresses the labor market effects of vacancy information during the early stages of unemployment. The outcomes considered are the speed of exit from unemployment, the effects on the quality of employment and the short-and medium-term effects on active labor market program (ALMP) participation. It is found that vacancy information significantly increases the speed of entry into employment; at the same time the probability to participate in ALMP is significantly reduced. Whereas the long-term reduction in the ALMP arises in consequence of the earlier exit from unemployment, we also observe a short-run decrease for some labor market groups which suggest that caseworker use high and low intensity activation measures interchangeably which is clearly questionable from an efficiency point of view. For unemployed who find a job through vacancy information we observe a small negative effect on the weekly number of hours worked. In Chapter 3, the long-term effects of participation in ALMP are assessed for unemployed youth under 25 years of age. Complementary to the analysis in Chapter 2, the effects of participation in time- and cost-intensive measures of active labor market policies are examined. In particular we study the effects of job creation schemes, wage subsidies, short-and long-term training measures and measures to promote the participation in vocational training. The outcome variables of interest are the probability to be in regular employment, and participation in further education during the 60 months following program entry. The analysis shows that all programs, except job creation schemes have positive and long-term effects on the employment probability of youth. In the short-run only short-term training measures generate positive effects, as long-term training programs and wage subsidies exhibit significant locking-in'' effects. Measures to promote vocational training are found to increase the probability of attending education and training significantly, whereas all other programs have either no or a negative effect on training participation. Effect heterogeneity with respect to the pre-treatment level education shows that young people with higher pre-treatment educational levels benefit more from participation most programs. However, for longer-term wage subsidies we also find strong positive effects for young people with low initial education levels. The relative benefit of training measures is higher in West than in East Germany. In the evaluation studies of Chapters 2 and 3 semi-parametric balancing methods of Propensity Score Matching (PSM) and Inverse Probability Weighting (IPW) are used to eliminate the effects of counfounding factors that influence both the treatment participation as well as the outcome variable of interest, and to establish a causal relation between program participation and outcome differences. While PSM and IPW are intuitive and methodologically attractive as they do not require parametric assumptions, the practical implementation may become quite challenging due to their sensitivity to various data features. Given the importance of these methods in the evaluation literature, and the vast number of recent methodological contributions in this field, Chapter 4 aims to reduce the knowledge gap between the methodological and applied literature by summarizing new findings of the empirical and statistical literature and practical guidelines for future applied research. In contrast to previous publications this study does not only focus on the estimation of causal effects, but stresses that the balancing challenge can and should be discussed independent of question of causal identification of treatment effects on most empirical applications. Following a brief outline of the practical implementation steps required for PSM and IPW, these steps are presented in detail chronologically, outlining practical advice for each step. Subsequently, the topics of effect estimation, inference, sensitivity analysis and the combination with parametric estimation methods are discussed. Finally, new extensions of the methodology and avenues for future research are presented.

Bei der Entlassung von Mitarbeitern sind Interessenkonflikte vorprogrammiert. Gut begründete Positionen stehen sich bei diesen folgenreichen Personalentscheidungen oft unversöhnlich gegenüber. In den letzten Jahren waren vermehrt Kündigungen aufgrund von Bagatelldelikten in den Medien präsent. So wurde einer Kassiererin fristlos gekündigt, weil sie zwei Pfandbons unterschlagen haben sollte. Angesichts der Finanz- und Wirtschaftskrise, in der Banken Milliarden fehlinvestierten die Bankmanager jedoch kaum zur Rechenschaft gezogen wurden, verstärkte sich der Eindruck unbotmäßiger Härte und Ungerechtigkeit. Aber ist dieser Eindruck gerechtfertigt? Unterschiedliche Urteile der Instanzgerichte zu Bagatellkündigungen zeigen, dass im Arbeitsrecht nicht abschließend geklärt ist, wie in solchen Bagatellkündigungsfällen verfahren werden soll. Zudem stellt die Rechtskonformität einer Kündigung ohnehin kein abschließendes Kriterium dafür dar, ob sie auch aus ethischer Sicht gut ist. Das Ziel der Arbeit ist daher die Frage zu beantworten, wie Bagatellkündigungen moralisch zu bewerten sind. Ethisch relevante Aspekte werden zur Unterstützung von Personalentscheidungen in der Praxis identifiziert. Zunächst werden als Überblick die Ergebnisse einer Medienrecherche zu den Bagatellkündigungen dargestellt. Im ersten Untersuchungsschritt wird gefragt, warum eine Kündigung als Auflösung einer privaten Vertragsbeziehung rechtfertigungsbedürftig ist. An Praxisbeispielen wird dargestellt, welche Regelungen zum Kündigungsschutz bestehen und wie diese durch die Spezifika der Arbeitsbeziehung anhand ethischer Aspekte begründet werden. Bezugnehmend auf die Stakeholder-Sicht auf Wirtschaftsunternehmen und Überlegungen der Agenturtheorie wird gezeigt, dass die Beziehung im Arbeitskontext Spezifika aufweist, die übergebührliche Rechte und Pflichten begründen und auch in der psychologischen impliziten Vertragsbeziehung ihren Ausdruck finden. Es wird gezeigt, dass sich – insbesondere bei langjährigen Vertragsverhältnissen – ein prima-facie-Recht der Arbeitnehmer nicht gekündigt zu werden begründen lässt. Dieses Recht liegt im Status der Arbeitnehmer als rationalen moralfähigen Personen mit Anspruch auf Achtung ihrer Würde begründet. Aus der Personenhaftigkeit der Mitarbeiter entspringt der legitime Anspruch, rationale Gründe für Entscheidungen, welche sie betreffen, genannt zu bekommen. Es wird argumentiert, ein Arbeitgeber dürfe die Arbeitsbeziehung nur aufkündigen, wenn es hierfür objektiv gute Gründe gibt – ein grundsätzlicher Kündigungsschutz ist also nicht nur rechtlich sondern auch moralisch geboten. Daher schließt sich die Frage an, ob das Bagatelldelikt als Vertragspflichtverletzung ein guter objektiver Grund ist, welcher eine Kündigung rechtfertigt. Von Seiten der Kündigungsbefürworter wird argumentiert, das Vertrauensverhältnis sei durch die Tat zerstört. Daher wird geprüft, ob der Vertrauensverlust aufgrund des Bagatelldiebstahls ein guter Grund für die Kündigung ist. Ob das Bagatelldelikt als objektiver Grund für den Vertrauensverlust gewertet werden kann, hängt nun davon ab, ob der Mitarbeiter das Vertrauen tatsächlich missbraucht hat. Daraus folgt, dass sich die moralische Bewertung des Delikts an Prinzipien orientiert, die auch im Strafrecht gelten (Schuldprinzip, Unschuldsvermutung, Rechtsprinzips, Ultima-Ratio-Prinzip). Das Ergebnis der Untersuchung ist: Bagatelldelikte können aufgrund ihrer Spezifika anhand dieser gültigen Prinzipien schwerlich als objektiver Grund angesehen werden, der eine fristlose Kündigung ohne vorherige Abmahnung rechtfertigt. Abschließend wird gezeigt, dass auch die vermeintliche präventive Wirkung der Kündigung nicht als guter Kündigungsgrund gelten kann. Mit spezialpräventiven Gründen kann die Kündigung ebenso wenig wie mit positiver als auch negativer generalpräventiver Wirkungen begründet werden. Insbesondere stellt eine Kündigung aus generalpräventiven Zwecken eine illegitime Instrumentalisierung des Mitarbeiters als Person dar. Zwar können Kündigungen bei Bagatelldelikten durchaus nicht nur arbeitsrechtlich, sondern auch moralisch gerechtfertigt sein. Aufgrund der Spezifika der Bagatelldelikte und der Vertrauenskündigung ist die fristlose Kündigung in den meisten vorliegenden Fällen aus ethischer Sicht aber nicht akzeptabel. Hohe Anforderungen an die Objektivität des Vertrauensverlustes, der als Kündigungsgrund dienen soll, sind aufgrund der schwächeren Machtposition der Mitarbeiter notwendig und klug im Sinne der Wahrung des betrieblichen und gesellschaftlichen Friedens. Es wird daher für ein grundsätzliches Abmahnungsgebot bei Bagatelldiebstählen plädiert, welche weitergehend durch eine Wertgrenze definiert werden können. Weitere Maßnahmen, mit denen man missbräuchlichen Bagatelldeliktkündigungen vorbeugen oder auf Bagatelldelikte reagieren kann werden im Ausblick genannt.
Mit dem in §18 des Tarifvertrags für den öffentlichen Dienst (TVöD) festgeschriebenen Leistungsentgelt soll u.a. die Motivation der Mitarbeiterinnen und Mitarbeiter im öffentlichen Dienst gesteigert werden. Eine motivationssteigernde Wirkung wird jedoch von Seiten der Motivationsforschung bestritten. Sie geht im Gegenteil davon aus, dass eine leistungsorientierte Bezahlung (LOB) zu einer Verdrängung der intrinsischen Motivation (Crowding-Out Effekt) führen kann. Mithilfe eines empirischen Tests der Motivation Crowding Theorie gelangt diese Arbeit zu einem differenzierteren Urteil. Es wird gezeigt, dass im Beispiel der Kreisverwaltung Potsdam Mittelmark die subjektive Wahrnehmung der LOB durch den einzelnen Beschäftigten darüber entscheidet, ob dessen Motivation verstärkt oder verdrängt wird. Jene Beschäftigten, die sich durch die LOB kontrolliert fühlen, weisen eine signifikant geringere PSM und intrinsische Motivation als diejenigen auf, die die LOB als fördernd wahrnehmen. Als zentraler Faktor für das Urteil der Beschäftigten wird die wahrgenommene Fairness des Systems identifiziert.
Stadtstruktur und Umwelt

Im nachfolgenden Beitrag wird die Frage diskutiert, welche Strukturveränderungen Städte durch klimapolitisch motivierte Stadtplanung und -gestaltung erfahren. Es wird gezeigt, dass selbst tiefgreifende Veränderungen der bestehenden Stadtstrukturen durch Resuburbanisierung und durch das Prinzip der räumlichen Konzentration von Arbeiten und Wohnen nur marginale – wenn überhaupt – Beiträge zu den sogenannten "Klimazielen" leisten, wobei diese in der Klimaforschung nicht unumstritten sind, da der kausale Zusammenhang zwischen Klimaänderung und anthropogenen Emissionen nicht eindeutig geklärt ist.
In der Neuen Ökonomischen Geographie wird üblicherweise Symmetrie der betrachteten Regionen und Sektoren unterstellt. In diesem Beitrag wird untersucht, wie Asymmetrien in diesen Modellen berücksichtigt werden können und welche zusätzlichen Erkenntnisse sich daraus ableiten lassen. Es werden dazu in vier grundlegenden Modellen zunächst Asymmetrien modelliert, durch Simulation die möglichen Gleichgewichte bestimmt und anschließend die Unterschiede zum jeweiligen Basismodell diskutiert.
In diesem Beitrag wird die Profitabilität und Wohlfahrtseffekte einer horizontalen Unternehmensfusion in einem räumlichen Wettbewerbsmodell mit asymmetrischer Nachfrage untersucht. Die Untersuchung wird für drei Unternehmen durchgeführt, von denen zwei miteinander fusionieren und eins unabhängig von dem fusionierten Unternehmen agiert. Die Standardtheorie über Unternehmensfusionen impliziert, dass Fusionen auf Grund des “business stealing effect” in integrierten Märkten häufig nicht profitabel sind. Die Resultate der Analyse im räumlichen Modell mit asymmetrischer Nachfragestruktur zeigen, dass dies in diesem Modellrahmen nicht zwingend so ist; eine Unternehmensfusion kann profitabel und wohlfahrtssteigernd sein, falls der Transportkostensatz relativ hoch ist und die Märkte eine nicht zu asymmetrische Größe aufweisen.
Die vorliegende Untersuchung gibt einen Ausblick auf Prognosemöglichkeiten mit dynamischen Strukturgleichungsmodellen. Die Analyse komplexer Systeme mit umfangreichen Datensätzen und die Erkennung relevanter Muster erfordern die Verwendung moderner statistischer Verfahren. DPLS-Modelle, eine Variante der Strukturgleichungsmodelle mit Latenten Variablen, werden methodisch erweitert, um mehrere zeitliche Verzögerungsstufen gleichzeitig modellieren zu können. Die Modelle versuchen, zahlreiche latente Einflussfaktoren und ihre Wechselwirkungen zu identifizieren. Als Daten werden rund 80 Indikatoren aus 20 Quellen verwendet, um Stimmungen, Erwartungen und wirtschaftlich relevanten Größen zu operationalisieren und zeitliche Prognosemöglichkeiten zu evaluieren. Für kürzere Zeiträume von sechs Monaten sind Stimmungen und Erwartungen die besten verfügbaren Prognosevariablen. Dieser Beitrag ist entstanden im Rahmen eines Vortrages im gemeinsamen Forschungsseminar mit der Staatlichen Universität für Wirtschaft und Finanzen Sankt Petersburg Finec im Dezember 2010.
Der Artikel liefert einen Beitrag zur Ermittlung von Bildungsrenditen. Ziel dieser Arbeit ist es, die Humankapitalverzinsung für Deutschland insgesamt, im Ost-West-Vergleich sowie in einer regionalen Analyse möglichst unverzerrt zu schätzen. Die Robustheit der Ergebnisse wird mit verschiedenen Methoden verifiziert. Als Resultat ergibt sich eine durchschnittliche Rendite für ein zusätzliches Jahr Schulbildung von ca. 8 %. Im direkten Ost-West-Vergleich kann für die neuen Bundesländer eine deutlich höhere Rendite ermittelt werden. Eine weitere Separierung auf Bundesländer zeigt auch innerhalb der Ost- und Westregionen Heterogenitäten.
Zunächst wird der Begriff der Globalisierung konkretisiert, deren Indikatoren beschrieben sowie mögliche Auswirkungen auf Volkswirtschaften diskutiert, bevor dann die Auswirkungen auf die russische Volkswirtschaft genauer betrachtet werden. Dabei wird vor allem die Abhängigkeit von Rohstoffpreisen sowie die Rolle ausländischer Direktinvestitionen herausgestellt und durch verschiedene empirische Erkenntnisse belegt. Ein weiterer Schwerpunkt der Betrachtung stellt die Rolle der Banken, insbesondere auch vor dem Hintergrund der jüngsten Finanzkrise dar. Abschließend werden mögliche Probleme der russischen Volkswirtschaft im Bezug auf die Globalisierung dargestellt und Ansätze zu deren Lösung vorgestellt.
In this article we analyse main tendencies and trends driving institutional investing in Russia nowadays. Russian specifics of institutional investors market is that historically banks played key role and thus became the largest intermediaries in the financial system. Other institutional investors being insurance companies, pension funds and other mutual funds are still in development stage and have extensive opportunities to grow. However, total assets of non-bank institutional investors in Russia are still lagging behind those of banking sector and, therefore, banks are powerful institutional investors.
Dieser Beitrag enthält eine statistische Analyse der wirtschaftlichen Lage öffentlicher Unternehmen in Deutschland. Insbesondere angesichts der umfangreichen Datengrundlage – Jahresabschlussstatistiken öffentlicher Unternehmen – wird eine solche Untersuchung für einen Statistiker zu einem verführerischen Vorhaben. Vor allem in den letzten zwanzig Jahren wurde die Entwicklung der Gesamtheit öffentlicher Unternehmen durch die Wandelprozesse geprägt und von Diskussionen über ihre Leistungsfähigkeit begleitet. Die Leistungsfähigkeit öffentlicher Unternehmen nur mit der betriebswirtschaftlichen Effizienz zu messen ist gewiss zu einseitig und nicht ausreichend. Diese lässt sich aber im Vergleich zur volkswirtschaftlichen oder sozialen Effizienz leichter operationalisieren: Die betriebswirtschaftlichen Effizienzkriterien können gut aus den Jahresabschlüssen abgeleitet werden. Dadurch wird ein Vergleich mit privaten Unternehmen in gewissen Grenzen möglich. Im Beitrag werden Methoden der beschreibenden Statistik und der Jahresabschlussanalyse mit Bilanzkennzahlen angewandt. Insgesamt wird durch die Analyse der Vermögens-, Finanz- und Ertragslage öffentlicher Unternehmen die enge Verflechtung zwischen öffentlichen Unternehmen und öffentlichen Haushalten unterstrichen.
Welche Rolle spielt die Versicherung derzeitig im Leben der Gesellschaft? Die hohe Stufe der Entwicklung von Versicherungsbeziehungen erlaubt beispielsweise viele Finanzrisiken zu verringern. Im Vortrag betrachtet der Autor diesbezüglich die bekanntesten Kennziffern des Versicherungsmarktes vom Gesichtspunkt ihres Einflusses auf seine extensive und intensive Entwicklung. Es werden dabei die Dynamik dieser Kennziffern in Russland im Verlauf der Jahre 1992–2009 betrachtet. Weiterhin werden die Perioden der intensiven und extensiven Entwicklung des Versicherungsmarktes der Russischen Föderation unterschieden.
Die Weltfinanzkrise hat auch das russische Banksystem sehr stark beeinflusst. Es geht dabei nicht nur um die quantitativen Kennziffern wie Kredit- und Einlagevolumen, Aktiva, Passiva usw., sondern um die strukturellen Veränderungen, die mit der Stärkung der Rolle der Staatsbanken verbunden sind. Außerdem wird dabei die Frage der Wettbewerbsfähigkeit des russischen Banksystems diskutiert.
Oil and gas are the most important gains for the russian economy. So the improvement of these industries is very important and should be analyzed very well. In this paper we analyze the tendency in the development of these industries for the past ten years. We use a factor-analysis for the identification of determinants which have positive and negative effects on the development of the performance of these companies. Some of these determinants are the investment activities or the influence by the government. As result we get three types of firms related to their performances. There are the leaders, the middle and the outsiders.

Dieses Sonderheft der Schriftenreihe des Lehrstuhls für Public Management präsentiert ausgewählte Ergebnisse eines Lehrforschungsprojektes. Dabei wurde in Anlehnung an Mintzbergs Managementforschung die Frage gestellt, wie Führungskräfte in der Verwaltung tatsächlich ihre Organisationen steuern. Das Sonderheft enthält die explorativen Befunde aus drei empirischen Studien, die von Teilnehmern und Teilnehmerinnen des Seminars durchgeführt wurden.
Public Service Motivation (PSM), als ein Konzept des öffentlichen Sektors, beruht auf der Annahme bestimmter Motive, die charakteristisch für öffentlich Bedienstete sind. Mit dem Versuch dieses Konstrukt auf den Nonprofit-Sektor zu übertragen, wird das Ziel verfolgt ein tieferes Verständnis für die Motivation der Beschäftigten zu erlangen und die dazu existierenden, eher geringen Befunde der PSM-Forschung um ein qualitatives Vorgehen zu erweitern. Die vorliegende Arbeit bereitet hierfür zunächst den theoretischen Hintergrund der PSM auf und nimmt Bezug zu der von Perry (1996) weiterentwickelten Theorie der PSM. Im anschließenden empirischen Teil werden in einer Fallstudie verschiedene Anstellungsformen sowie Tätigkeitsbereiche der Nonprofit-Organisation „Deutsches Rotes Kreuz“ untersucht. Anhand der ermittelten Ergebnisse kann dabei die Existenz der PSM nachgewiesen werden. Nicht zuletzt werden durch die Wahl eines qualitativen Forschungsdesigns aufschlussreiche Erkenntnisse bezüglich der untersuchten Einflussfaktoren gewonnen. Es kann festgehalten werden, dass sich Haupt- und Ehrenamtliche in Ihrer PSM nicht gravierend unterscheiden. Hingegen die PSM zwischen Arbeitern der Verwaltungs- und Arbeitern der Street-Level-Ebene hinsichtlich ihrer Ausprägung von einander abweicht. Darüber hinaus liefert die Arbeit erste Erklärungsversuche und geht dabei unter anderem auf die Theorie der extrinsischen und intrinsischen Motivation, sowie auf die Selbstbestimmungstheorie ein.

Der vorliegende Beitrag faßt die wichtigsten Ergebnisse einer Untersuchung zur organisatorischen Eingliederung des Personalressorts in die Unternehmensstruktur zusammen: Nur in einem Drittel der betroffenen Unternehmen wurde erst durch das MitbestG von 1976 ein Personalressort initiiert. In den übrigen Unternehmen war ein Personalressort bereits vor 1976 i m Vorstand etabliert. Dabei liegt der Anteil der Arbeitsdirektoren, die eine ausschließliche Zuständigkeit für das Personalressort haben, bei knapp 30%. Über 70% vertreten in der Geschäftsleitung mindestens ein weiteres Ressort. Auch der Kompetenzbereich der Arbeitsdirektoren im Hinblick auf personalpolitische Aufgaben ist nicht einheitlich. So sind in 100% der befragten Unternehmen die Arbeitsdirektoren für Fragen der Betriebsverfassung zuständig Lediglich 82,5% übertragen ihnen dagegen die Zuständigkeit für Leitende Angestellte. Auch hinsichtlich der Organisation des Personalwesens gibt es erhebliche Unterschiede zwischen den Unternehmen, abhängig von Unternehmensgröße, Branche, Produktionsprogramm und historischen Entwicklungen.

Ein wichtiges Indiz für den Stellenwert des betrieblichen Personalwesens ist u.a. die Art und Weise, in der die Personalfunktion in der Unternehmensleitung vertreten ist. Es ist sicherlich nicht selbstverständlich, daß alle Vorstandsmitglieder das Personalmanagement als einen wichtigen Strategiefaktor ansehen und im Sinne moderner Human Resource Management-Konzeptionen ihren Beitrag zu dieser Top-Management-Aufgabe leisten. Andererseits gibt es gesetzliche Erfordernisse, welche die Existenz der Personalfunktion in der Unternehmensleitung jedenfalls formal vorsehen. So ist gemäß Mißbestimmungsgesetz 1976 ein Mitglied der Unternehmungsleitung als Arbeitsdirektor und mit Zuständigkeit für den Kernbereich der Personalund Sozialwesens zu bestellen. Im vorliegenden Beitrag werden ausgewählte Ergebnisse einer repräsentativen Untersuchung zur Position und Funktion des Arbeitsdirektors gemäß Mitbestimmungsgesetz von 1976 vorgestellt. Die entgeltbezogene Flexibilisierung und Individualisierung der Vertragsgestaltung ßr Führungskräfte stellt ein wichtiges Problemfeld des europäischen Personalmanagements dar. Ähnliche Herausforderungen gelten generell auch für das internationale Personalmanagement schlechthin. Allerdings stellen sich im Hinblick auf die sich herausbildende Europäische Wirtschafts-, Währungs- und Sozialunion ungleich stärkere Harmonisierungserfordernisse. Grundsätzlich liegen in den einzelnen Ländern höchst unterschiedliche Arbeitskosten vor. Auch die Produktivitätsunterschiede sind enorm. Darüber hinaus sind alle wesentlichen sozial-rechtlichen Rahmenbedingungen höchst verschieden geregelt. Es verwundert daher nicht, daß die rechtlichen Grundlagen für den Einsatz von Führungskräften im Ausland ebenfalls recht vielfältig sind. Dabei fragt es sich, ob anstelle einer Harmonisierung um jeden Preis nicht eine Angleichung auf einem "mittleren" Niveau und darüber hinaus eine hinreichende Flexibilisierung der Vergütung von Führungskräften erfolgen sollte. Aus traditioneller, aufbauorganisatorischer Sicht gilt die Arbeitszeit als eine Randbedingung bei der Aufgabengestaltung. Sofern persönliche Arbeitszeit und Betriebszeit jedoch nicht notwendigerweise übereinstimmen müssen und auch eine zunehmende Entkopplung von Mensch-Mensch- und Mensch-Maschine- Systemen denkbar ist, desto eher ist auch die Arbeitszeit selbst in organisatorische Überlegungen mit einzubeziehen. Dabei kommt den Möglichkeiten flexibler Arbeitszeitgestaltung zunehmende Bedeutung zu, unabhängig davon, ob sie in kollektive oder in individuelle Arbeitszeitregelungen Eingang finden. Insgesamt wird die Zeit-Organisation zu einem Feld organisatorischer Gestaltung mit Konsequenzen auch für die Führung, die durchaus erheblich sein können. Im folgenden Beitrag beschreibt der Autor die Arbeitszeit als Objekt organisatorischer Gestaltung. Im Folgenden wird eine vorwiegend graphisch unterlegte Übersicht über die wirtschaftliche Entwicklung in den fünf neuen Bundesländern während der Transformationsperiode von 1990 bis 1995 gegeben. Dabei wird gleichermaßen auf die wichtigsten wirtschaftlichen Veränderungen, wie auch auf die statistische Problematik ihrer adäquaten Messung, eingegangen. Im zweiten Teil werden kurz die speziellen Probleme der Statistik in dieser Übergangsphase gezeigt. Dies ist einmal die totale Umgestaltung des statistischen Erhebungs- und Aufbereitungssystems in Ostdeutschland mit ihren abrupten theoretischen Neudefinitionen und Neusystematisierungen einerseits und andererseits die nur sehr langsam realisierbare Umstellung der tatsächlich praktizierten Datenerhebung und -bearbeitung, wodurch generell während der interessanten Transformationszeit, also 1989 bis 1991, ein einschneidendes Defizit an vergleichbaren Daten herrscht. Als weitere Erschwernis der statistischen Arbeit tritt die unmittelbar nach der vollzogenen innerdeutschen Anpassung der Statistiksysteme begonnene Harmonisierung der statistischen Systeme in der Europäischen Union hinzu. Im dritten Teil werden die wichtigsten wirtschaftlichen Probleme der Transformation angesprochen. Dazu gehört vor allem die einmalige Schärfe, Tiefe und Schnelligkeit des vollzogenen wirtschaftlichen Strukturbruchs. Insbesondere wird das unerwartete Zusammenbrechen der Industrie in Ostdeutschland, das mit einem Verschwinden großer Teile vormals für den Osten Deutschlands lebenswichtiger Industriezweige verbunden war, betrachtet. Dabei soll die Frage geprüft werden, inwieweit dieses Desaster eine zwangsläufige Folge der Unfähigkeit der ostdeutschen Industrie zum Wettbewerb war, oder ob es durch wirtschaftspolitische Behutsamkeit in der ersten Transformationsphase zu verhindern gewesen wäre. Der vierte Teil analysiert die wirtschaftliche Entwicklung in Ostdeutschland anhand von graphischen statistischen Darstellungen. Den Rahmen stellen dabei so entscheidende Bereiche wie die Entwicklung der Wertschöpfung sowie ihre Strukturveränderung dar. Eingeschlossen von diesen werden die für die Bürger unmittelbar spürbare Arbeitsmarktentwicklung und die Preisentwicklung. Weiter werden die einflußreichen Entwicklungen der Bereiche Wirtschaftsförderung und Investitionen analysiert. Um die verschiedenen Aspekte der Veränderung einer bestimmten Wirtschaftserscheinung adäquat darzustellen, werden im allgemeinen verschiedene Methoden der Repräsentation einer Erscheinung einander gegenübergestellt, wie z. B. die Niveauentwicklung und die Entwicklung des relativen Zuwachses.
Lineare Modelle mit latenten Variablen sind seit langem verbreitete Analyse- und Prognoseinstrumente in den Sozialwissenschaften. Auch in der Ökonometrie gibt es einige Anwendungen. Die meistverbreiteten Modellierungs- und Schätzverfahren sind LISREL von Jöreskog und Sörbom (z.B. 1987) und Partial Least Squares (PLS) von H. Wold (1973). Während LISREL mehr modellorientiert und in der Anwendung konfirmativ ist, kann man PLS als datenorientiert und eher deskriptiv oder explorativ bezeichnen. Charakteristisch für Wolds Herangehen ist, daß das PLS-Modell eigentlich nur durch den Algorithmus zu seiner Schätzung definiert wird. Das umfassendste Programmsystem für PLS ist LVPLS von J. B. Lohmöller (1984). Es lehnt sich sehr eng an die Theorie von Wold an und ist trotz mangelnden Nutzerkomforts in seiner Vielseitigkeit und Zuverlässigkeit unübertroffen. Weder Wolds Verfahren noch Lohmöllers Programm sehen die Anwendung auf dynamische Modelle, etwa VARs, explizit vor. Die Einbeziehung verzögerter Variablen ist nur in Form selbständiger Variablen möglich, was zu Inkonsistenzen bei der Gewichtung führt. Im folgenden zweiten Abschnitt wird ein Verfahren skizziert (vgl. Strohe 1995), das sich einerseits sehr eng an den Woldschen Algorithmus anlehnt, das aber andererseits speziell auf die Behandlung von dynamischen Modellen mit verzögerten latenten Variablen ausgerichtet ist. Der dritte Abschnitt bringt dann eine Einführung in das entsprechende ISP™ Computerprogramm DPLS (vgl. Geppert 1995). Er besteht aus einer allgemeinen Programmbeschreibung und einer detaillierten Nutzeranleitung. Hinzu kommt die Bearbeitung eines kleinen ökonometrischen Demonstrationsmodells. Im vierten Abschnitt werden mit einer Simulationsstudie die Eigenschaften des Schätzverfahrens DPLS unter verschiedenen Verteilungsannahmen geprüft. Der Anhang bringt die vollständigen Listings der kommentierten Programm-Macros.
Eine der grundlegenden Aufgaben der Gemeinsamen Agrarpolitik der Europäischen Union ist neben der Sicherstellung der Versorgung der Bevölkerung, die Gewährleistung eines angemessenen Lebensstandards für Landwirte und in der Landwirtschaft Beschäftigte. Im Vertrag von Rom wurde daher unter anderem das Ziel festgehalten, "der landwirtschaftlichen Bevölkerung, insbesondere durch Erhöhung des Pro-Kopf-Einkommens der in der Landwirtschaft tätigen Personen, eine angemessene Lebenshaltung zu gewährleisten"1. Das Statistische Amt der Europäischen Gemeinschaften (EUROSTAT) veröffentlicht jedes Frühjahr Ergebnisse von Schätzungen zur aktuellen Entwicklung des Einkommens aus der landwirtschaftlichen Produktion in der Europäischen Union und ihren Mitgliedstaaten in Form von drei Einkommensindikatoren. Da diese Indikatoren nach dem Wandel, der sich in den letzten Jahrzehnten in der Landwirtschaft und in der Agrarpolitik vollzogen hat, zur vollständigen Beschreibung der wirtschaftlichen Lage des landwirtschaftlichen Sektors nicht mehr ausreichen, werden zusätzlich dazu Statistiken zum Gesamteinkommen landwirtschaftlicher Haushalte erhoben. Allerdings werden bisher die beiden Statistiken von EUROSTAT getrennt geführt und analysiert. Dieser Bericht legt die beiden unterschiedlichen Konzepte zur Beschreibung der Einkommenssituation in der Landwirtschaft dar, und stellt sie einander gegenüber. Darüber hinaus werden Indikatoren zur Messung des Einkommens landwirtschaftlicher Haushalte definiert. Anschließend wird für eine Datenreihe der Bundesrepublik Deutschland von 1973 bis 1992 die Entwicklung des Einkommens in der Landwirtschaft anhand dieser Indikatoren untersucht. Dazu werden zunächst die einzelnen Größen der beiden Statistiken in ihrer Zusammensetzung und ihrer Entwicklung eingehend analysiert und miteinander in Verbindung gesetzt, so daß schließlich eine globale Analyse der Entwicklung des Einkommens in der Landwirtschaft ermöglicht wird. Schließlich werden die in der Einkommenssituation des landwirtschaftlichen Haushaltes beobachteten Entwicklungstendenzen mit der Einkommenssituation des nichtlandwirtschaftlichen selbständigen und des durchschnittlichen Haushaltes verglichen. Der letzte Abschnitt befaßt sich noch einmal, unterstützt durch die Datenreihe aus der Bundesrepublik, mit der Konstruktion und Vergleichbarkeit der Indikatoren aus den beiden unterschiedlichen Statistiken.
Am 1. Januar 1995 sind Finnland, Schweden und Österreich der Europäischen Union beigetreten. Um einen Einblick in die Situation im landwirtschaftlichen Sektor der drei neuen Mitgliedstaaten zu schaffen und ihre Position innerhalb der Europäischen Union darzulegen, wurde im Rahmen eines Praktikums beim Statistischen Amt der Europäischen Gemeinschaften (EUROSTAT) dieser statistische Überblick erstellt. Der Bericht beschreibt in seinem ersten Teil die wirtschaftliche Bedeutung der landwirtschaftlichen Produktion in diesen Ländern, analysiert ihre Zusammensetzung und zeigt die Entwicklung einzelner Produkte in den letzten 15 Jahren. Im zweiten Teil wird die Einkommenssituation in der Landwirtschaft Finnlands, Schwedens und Österreichs beurteilt. Dabei wird besonders auf die Bedeutung einzelner Positionen, insbesondere der Steuern und Subventionen, für das landwirtschaftliche Einkommen eingegangen, und durch ihre Veränderungen die Einkommensentwicklung erklärt. In beiden Teilen wird auf Veränderungen, die im Beitrittsjahr 1995 zu beobachten waren, gesondert eingegangen. In beiden Teilen werden die jeweils beschriebenen Resultate den Daten der Europäischen Union der 12 Mitglieder (EUR12) zum Vergleich gegenübergestellt und auf Entwicklungen, die nach dem Beitritt im Jahr 1995 zu beobachte waren, gesondert eingegangen.
This paper is concerned with the education policy of the GDR state party SED in the field of statistics particularly for students of economics. Statistics was expected to be an instrument of party propaganda. What they called socialist statistics was created on the base of the ideas of Marx, Lenin and Stalin. The personnel policy of the Ministry of Higher Education had to serve these purposes, i.e. only active party members had a chance of getting a professor's job. However, a certain proportion of the academic staff did a good teaching and research work ignoring the official party programmes.
This paper discusses different options for institutional arrangements providing network infrastructure on the basis of the ‘transaction cost economic’ approach using the example of highway infrastructure. Drawing on lessons learned from highway provision in three European countries (Italy, Poland and Spain), five models of highway provision are discussed: public authorities, public enterprises, user clubs, private partnerships or a regulated private market. Three options to regulate the private market are presented: a rate-of-return regulation, a price-cap-regulation and franchise bidding. The main factor that makes private construction and provision expensive are the risk premiums of private companies that are incorporated for political risks. It is argued that the optimal model of highway provision depends on each country-specific situation. This is mainly influenced by the regulatory experience within the country on one hand and by the stage of highway development on the other.
Persistence of stock returns is an extensively studied and discussed theme in the analysis of financial markets. Antipersistence is usually attributed to volatilities. However, not only volatilities but also stock returns can exhibit antipersistence. Antipersistent noise has a somewhat rougher appearance than Gaussian noise. Heuristically spoken, price movements are more likely followed by movements in the opposite direction than in the same direction. The pertaining integrated process exhibits a smaller range – prices seem to stay in the vicinity of the initial value. We apply a widely used test based upon the modified R/S-Method by Lo [1991] to daily returns of 21 German stocks from 1960 to 2008. Combining this test with the concept of moving windows by Carbone et al. [2004], we are able to determine periods of antipersistence for some of the series under examination. Our results suggest that antipersistence can be found for stocks and periods where extraordinary corporate actions such as mergers & acquisitions or financial distress are present. These effects should be properly accounted for when choosing and designing models for inference.

Diesbezüglich sind in der Arbeit die folgenden Schwerpunkte gesetzt worden: - Erforschung des Wirkens der Firmen Gelsenkirchen AG und Deutscher Kaiser AG und seiner Folgen; - Darstellung der positiven und negativen Seiten ihres Einfluss auf die georgische Wirtschaft; - Darstellung der (insbesondere wirtschaftlichen) Beziehungen zwischen Deutschland und der Demokratischen Republik Georgien (1918 – 1921). Die wissenschaftliche und praktische Relevanz kann wie folgt formuliert werden: - Es wird begründet, dass die deutschen Firmen durch ihre Aktivitäten in Georgien (Bau von Eisenbahnlinien, Einführung einer Reihe von Neuheiten in der Kupfer- und Manganproduktion sowie der Metallverarbeitung) eine entscheidende Rolle in der wirtschaftlichen Entwicklung des Landes spielten; - Die Aktivitäten der Firmen, deren positive und negative Seiten sowie ihr Einfluss auf die georgische Wirtschaft werden im Einzelnen charakterisiert.
Der vorgestellte Beitrag erforscht die wirtschaftlichen Tätigkeiten des großen deutschen Unternehmens Siemens und Halske in Georgien in der zweiten Hälfte des 19. Jahrhunderts.
