Die Beherrschung des Wissens im Unternehmen, das Informationen und Mitarbeiter, aber auch in Strukturkapital steckt, wird zunehmend zu einem wichtigen Wettbewerbsfaktor. Besonders betroffen sind Unternehmen, deren Wertschöpfung zu einem wichtigen Teil auf dem Erwerben, Erzeugen und Verändern von Informationen basiert und deren Prozesse wissensintensiv sind. Erfolgreiches Wissensmanagement erfordert einen prozessorientierten Blickwinkel, d.h. es muss an die Arbeitsabläufe im Unternehmen angepasst werden. Eine Schlüsselfunktion im Wissensmanagement besitzen Technologien, die das Auffinden von Wissen und Informationen erleichtern. Bei der Implementierung spielen der Führungsstil und Ansätze des Change Management eine große Rolle. Dieser Band liefert Praxishinweise und Forschungsergebnisse zu aktuellen Fragestellungen im Wissensmanagement wie Strategie, Organisation, Werkzeuge und schildert erfolgreiche Praxisbeispiele aus vielen Branchen.

Wissen ist für die Bewältigung der Verwaltungsaufgaben eine wichtige Ressource.
Das wirft die Frage auf, wie das notwendige Wissen erzeugt, bewahrt, verteilt und auffindbar gemacht werden kann. Ein solches Wissensmanagement kann die Arbeit der Behörden qualitativ verbessern und effizienter machen. Dennoch wird Wissen in der Verwaltungspraxis bisher nur unzureichend gemanagt.
Ein systematisches Wissensmanagement erfordert personelle, finanzielle und technische Ressourcen. Sind diese nicht vorhanden, können Verwaltungen zunächst auf einzelne Instrumente des Wissensmanagements zurückgreifen, um ihre Arbeit mit begrenztem Aufwand zu verbessern.

Dieser Beitrag im Journal Gruppe. Interaktion. Organisation. stellt dar, wie willentliches Vergessen die Anpassung an notwendige Veränderungen für Individuen, Gruppen und Organisationen verbessert und wie willentliches Vergessen bewusst und gezielt gestaltet werden kann.
Damit Verhalten in Folge einer notwendigen Veränderung angepasst wird, reicht es nicht aus, dass Menschen wissen was zu tun ist, willens und in der Lage sind ihr Verhalten zu verändern. Eine Veränderung gelingt nur dann, wenn nur noch das neue Verhalten zur Anwendung kommt und nicht mehr das Alte, wenn das alte Verhalten vergessen wird. Der notwendige Prozess des willentlichen Vergessens ist durch Entfernen von Hinweisreizen, die die Erinnerung des zu Vergessenden und durch Platzierung von Hinweisreizen, die die Aktivierung des Neuen auslösen, gestaltbar.
Der vorliegende Beitrag stellt die förderliche Wirkung von Hinweisreizen auf willentliches Vergessen dar, stellt sie im Rahmen des Berichts einer experimentellen Studie unter Beweis und gibt praktische Implikationen, wie für Individuen, Gruppen und Organisationen willentliches Vergessen gestaltet werden kann.
This paper studies the effectiveness of building height limits as a policy to limit greenhouse gas (GHG) emissions. It shows that building height limits lead to urban sprawl and higher emissions from commuting. On the other hand, aggregate housing consumption may decrease, which reduces emissions from residential energy use. A numerical model is used to evaluate whether total GHG emissions may be lower under building height restrictions. Welfare is not concave in the strictness of building height limits, so either no limit or a very strict one (depending on the strength of the externality) might maximize welfare. This paper discusses the problems regarding the decentralisation of a formerly communist country. In Georgia, the first steps towards decentralisation failed, since the transition process led to a power vacuum that escalated in bloody conflicts and secessionist movements. The status of Abkhazia and South Ossetia is still unclear and the intra-state tensions remain unsolved. This may be one of the reasons why the most recent attempts of decentralisation are rather hesitant. It is far from clear whether decentralisation in response to regional tensions would increase instability or political stability. We identify the limited autonomy at the local and regional levels as a major obstacle and challenge for the further reform process.

Aus der Einleitung: Die derzeitige Situation in der Elektrizitätswirtschaft ist gekennzeichnet durch eine große Zahl anstehender Netzübernahmen infolge auslaufender Konzessionsverträge oder Arrondierungsmaßnahmen und einer Reihe dabei anhängiger Rechtsstreite, in denen insbesondere der "angemessene" Übernahmepreis strittig ist. Die in der Vergangenheit getätigten Netzübernahmen liefern zu der Frage nach dem "angemessenen" bzw. "rechtlich richtigen" Übernahmepreis keine Antwort, da die letztendlich gezahlten Preise i.d.R. das Ergebnis eines Verhandlungsprozesses waren und die damit verbundenen rechtlichen Streitfragen weiterhin offen sind. Die vorliegende Untersuchung greift die Frage nach dem "angemessenen" Übernahmepreis auf und versucht, eine aus ökonomischen Argumenten abgeleitete sowie mit den rechtlichen Rahmenbedingungen zu vereinbarende Antwort zu liefern.
The dissertation examines the use of performance information by public managers. “Use” is conceptualized as purposeful utilization in order to steer, learn, and improve public services. The main research question is: Why do public managers use performance information? To answer this question, I systematically review the existing literature, identify research gaps and introduce the approach of my dissertation. The first part deals with manager-related variables that might affect performance information use but which have thus far been disregarded. The second part models performance data use by applying a theory from social psychology which is based on the assumption that this management behavior is conscious and reasoned. The third part examines the extent to which explanations of performance information use vary if we include others sources of “unsystematic” feedback in our analysis. The empirical results are based on survey data from 2011. I surveyed middle managers from eight selected divisions of all German cities with county status (n=954). To analyze the data, I used factor analysis, multiple regression analysis, and structural equation modeling. My research resulted in four major findings: 1) The use of performance information can be modeled as a reasoned behavior which is determined by the attitude of the managers and of their immediate peers. 2) Regular users of performance data surprisingly are not generally inclined to analyze abstract data but rather prefer gathering information through personal interaction. 3) Managers who take on ownership of performance information at an early stage in the measurement process are also more likely to use this data when it is reported to them. 4) Performance reports are only one source of information among many. Public managers prefer verbal feedback from insiders and feedback from external stakeholders over systematic performance reports. The dissertation explains these findings using a deductive approach and discusses their implications for theory and practice.
This article examines the effect of parental socialization and interest in politics on entering and staying in public service careers. We incorporate two related explanations, yet commonly used in different fields of literature, to explain public sector choice. First, following social learning theory, we hypothesize that parents serve as role models and thereby affect their children's sector choice. Additionally, we test the hypothesis that parental socialization leads to a longer stay in public sector jobs while assuming that it serves as a buffer against turnover. Second, following public service motivation process theory, we expect that 'interest in politics' is influenced by parental socialization and that this concept, in turn, leads to a public sector career. A representative set of longitudinal data from the Swiss household panel (1999-2014) was used to analyse these hypotheses (n = 2,933, N = 37,328). The results indicate that parental socialization serves as a stronger predictor of public sector choice than an interest in politics. Furthermore, people with parents working in the public sector tend to stay longer in their public sector jobs. Points for practitioners For practitioners, the results of this study are relevant as they highlight the limited usefulness of addressing job applicants' interest in politics in the recruitment process. Human resources managers who want to ensure a public-service-motivated workforce are therefore advised to focus on human resources activities that stimulate public service motivation after job entry. We also advise close interaction between universities and public organizations so that students develop a realistic picture of the government as a future employer and do not experience a 'reality shock' after job entry.
Organizations increasingly use social media and especially social networking sites (SNS) to support their marketing agenda, enhance collaboration, and develop new capabilities. However, the success of SNS initiatives is largely dependent on sustainable user participation. In this study, we argue that the continuance intentions of users may be gender sensitive. To theorize and investigate gender differences in the determinants of continuance intentions, this study draws on the expectation-confirmation model, the uses and gratification theory, as well as the self-construal theory and its extensions. Our survey of 488 users shows that while both men and women are motivated by the ability to self enhance, there are some gender differences. Specifically, while women are mainly driven by relational uses, such as maintaining close ties and getting access to social information on close and distant networks, men base their continuance intentions on their ability to gain information of a general nature. Our research makes several contributions to the discourse in strategic information systems literature concerning the use of social media by individuals and organizations. Theoretically, it expands the understanding of the phenomenon of continuance intentions and specifically the role of the gender differences in its determinants. On a practical level, it delivers insights for SNS providers and marketers into how satisfaction and continuance intentions of male and female SNS users can be differentially promoted. Furthermore, as organizations increasingly rely on corporate social networks to foster collaboration and innovation, our insights deliver initial recommendations on how organizational social media initiatives can be supported with regard to gender-based differences.
Germany experienced a unique rise in the level of self-employment in the first two decades following unification. Applying the nonlinear Blinder-Oaxaca decomposition technique, we find that the main factors driving these changes in the overall level of self-employment are demographic developments, the shift towards service sector employment and a larger share of population holding a tertiary degree. While these factors explain most of the development in self-employment with employees and the overall level of self-employment in West Germany, their explanatory power is much lower for the stronger increase in solo self-employment and in self-employment in former socialist East Germany.
In this paper, we move from the large strand of research that looks at evidence of climate migration to the questions: who are the climate migrants? and where do they go? These questions are crucial to design policies that mitigate welfare losses of migration choices due to climate change. We study the direct and heterogeneous associations between weather extremes and migration in rural India. We combine ERAS reanalysis data with the India Human Development Survey household panel and conduct regression analyses by applying linear probability and multinomial logit models. This enables us to establish a causal relationship between temperature and precipitation anomalies and overall migration as well as migration by destination. We show that adverse weather shocks decrease rural-rural and international migration and push people into cities in different, presumably more prosperous states. A series of positive weather shocks, however, facilitates international migration and migration to cities within the same state. Further, our results indicate that in contrast to other migrants, climate migrants are likely to be from the lower end of the skill distribution and from households strongly dependent on agricultural production. We estimate that approximately 8% of all rural-urban moves between 2005 and 2012 can be attributed to weather. This figure might increase as a consequence of climate change. Thus, a key policy recommendation is to take steps to facilitate integration of less educated migrants into the urban labor market.
The “output-orientation” is omnipresent in teacher education. In order to evaluate teachers' and students' performances, a wide range of different quantitative questionnaires exist worldwide. One important goal of teaching evaluation is to increase the quality of teaching and learning. The author argues, that standard evaluations which are typically made at the end of the semester are problematic due to two reasons. The first one is that some of the questions are too general and don`t offer concrete ideas as to what kind of actions can be taken to make the courses better. The second problem is that the evaluation is mostly made when the course is already over. Because of this criticism, Apelojg invented the Felix-App which offers the possibility to give feedback in real-time by asking for the emotions and needs that occur during different learning situations. The idea is very simple: positive emotions and satisfied needs are helpful for the learning process. Negative emotions and unsatisfied needs have negative effects on the learning process. First descriptive results show, that “managing emotions” during classes can have positive effects on both motivation and emotions.
What Makes an Employer?

As the policy debate on entrepreneurship increasingly centers on firm growth in terms of job creation, it is important to better understand which variables influence the first hiring decision and which ones influence the subsequent survival as an employer. Using the German Socio-economic Panel (SOEP), we analyze what role individual characteristics of entrepreneurs play in sustainable job creation. While human and social capital variables positively influence the hiring decision and the survival as an employer in the same direction, we show that none of the personality traits affect the two outcomes in the same way. Some traits are only relevant for survival as an employer but do not influence the hiring decision, other traits even unfold a revolving door effect, in the sense that employers tend to fail due to the same characteristics that positively influenced their hiring decision.
On May 17, 2012, the social networking company Facebook Inc. fixes its initial public offering (IPO) price at $38.00 a share. Over the next couple of months, contrary to expectations raised by previous IPOs, the stock price crashes more than 50 per cent. Immediately, the question arises whether the issuer’s or the stock market’s pricing of the share are in line with the firm’s fundamentals. Thus, the purpose of this paper is to determine the company value in close proximity to the date of IPO.
Involvement of disadvantaged individuals into entrepreneurship facilitates their social integration into mainstream societies. The present study addresses the drivers of social entrepreneurial appraisal among hearing-impaired individuals within a unique social minority environment. In prior research, social appraisal was empirically shown to determine social entrepreneurial intention. Adopting the theory of planned behaviour, this study investigates the impact of entrepreneurial self-efficacy, general social support and perceived barriers on social entrepreneurial appraisal. Based on a survey with 221 respondents, our results demonstrate that social entrepreneurial appraisal of hearing-impaired individuals result from their entrepreneurial self-efficacy and general social support. In terms of taking advantage of social opportunities, importance should be given to the role of entrepreneurial education and heterogeneous networks across minorities.
Die Arbeits- und Betriebsorganisation besitzt für Unternehmen eine ungeminderte Bedeutung. Aktuelle Herausforderungen, neue Ansätze und Strategien werden in dem vorliegenden Herausgeberband vorgestellt und diskutiert. Neben der Vorstellung ganzheitlicher Ansätze zur Steigerung der Wettbewerbsfähigkeit wird die Dienstleistungsexzellenz in Deutschland und die Wettbewerbsfähigkeit der Logistik im Ostseeraum untersucht. Es werden Ansätze zur Erstellung adaptiver Modellierungsumgebungen für Modellierungsfabriken, Project Engineering und erfahrungsbasierte Entscheidungsunterstützung im Anlagenmanagement sowie Ansätze zur Verbesserung des Änderungs- und Anlaufmanagements vorgestellt. Darüber hinaus wird das IT-Business Alignment und die Wandlungsfähigkeit von Informationssystemen erörtert sowie die Bedeutung der Community Building for Innovations hervorgehoben.

Zufriedenheitsanalysen durch Patientenbefragungen, wie in diesem Fall der neu entwickele und getestet Fragebogen (HNO-PROM), haben drei Säulen. Es kann zum einen eine bessere Patientenbindung geschaffen werden, die Qualität kann gemessen, verglichen und optimiert werden und es kann ein Mitarbeiterleitfaden im Sinne einer „Corporate Identity“ erstellt werden, welcher konkrete Managementimplikationen im Sinne von Handlungsimplikationen enthält. Der Leitgedanke des Qualitätsmanagements ist die Patientenorientierung im Sinne der Patientenzentrierten Medizin. Hierbei sollen nicht nur Wünsche und Bedürfnisse des Patienten erfüllt werden, sondern vorallem auch die Zufriedenheit gemessen und geplant werden. Gleichzeit muss man in diesem Zusammenhang die Behandlung der Patienten als Dienstleistung verstehen und die größtmögliche Zufriedenheit des Patienten als primäres Ziel setzen. Dies führt zu einer Kundenbindung dadurch, dass Patienten sowohl eine gleichbleibende Qualität erwarten können als auch und auch weiche Faktoren ihren Wünschen entsprechen werden. Corporate Identity mit dem Ziel als Unternehmen einheitlich für die Werte und damit die Qualität zu stehen.. Dies ermöglicht, das Wohlbefinden in der Vorstellung der Patienten beginnen zu lassen und dadurch Vertrauen zu schaffen. Alle drei Säulen haben nicht nur die Patientenzufriedenheit zum Ziel, sondern in gleichem Maße auch die Positionierung einer Institution auf dem Gesundheitsmarkt und damit die Verbesserung der Kosten-Nutzen-Rechnung durch ein positives Outcome. Damit fördern Zufriedenheitsanalysen nicht nur die ökonomische Position einer Abteilung, sondern behalten gleichermaßen die ethischen Aspekte einer Arzt-Patienten-Beziehung im Blick.

The positive aspects of open innovation projects are widely discussed in innovation management research and practice by means of case studies and best practices. However, enterprises, particularly small and medium-sized enterprises (SMEs) also face miscellaneous challenges in open innovation practice, leading to uncertainty and even renunciation of open innovation project participation. Thus, it is essential for SMEs to find the right balance between possible positive effects and negative consequences - the latter being the less studied "dark sides" of open innovation. However, appropriate methods of finding this balance are still lacking. In this article, we discuss the assessment of open innovation project participation by presenting a weighing and decision process framework as a conceivable solution approach. The framework includes an internal, external, and integrated analysis as well as a recommendation and decision phase. Piece by piece, we investigate the current situation and the innovation goals of the enterprise as an initial point for a decision for or against engaging in open innovation. Furthermore, we discuss the development of a software tool that automatically applies this framework and allows self-assessment by SMEs.

Auf welchen Wegen werden private Haushalte in Deutschland reich und unter welchen individuellen und strukturellen Umständen vollziehen sich diese Prozesse? Melanie Böwing-Schmalenbrock untersucht gesellschaftliche Verteilungsprozesse und weist auf eine entscheidende Bedingung moderner Gesellschaften hin: die individuelle Chance auf gesellschaftliche Teilhabe und freie Lebensführung. Die Entstehung von Reichtum erweist sich als ein komplexes Zusammenspiel verschiedener Reichtumsquellen, es wird die erhebliche Relevanz von Arbeit und Erbschaft deutlich sowie die entscheidende Rolle der Persönlichkeit.
Social Software Anwendungen wie Wikis, Weblogs oder Social-Networking-Plattformen sind ein integraler Bestandteil der Weiterentwicklungen des Internets. Zur Nutzung kommen diese Anwendungen aus dem Beduerfnis heraus, Wissen zu sammeln, bereitzustellen und zu verteilen bzw. Communities aufzubauen und ihnen Raum zum Austausch zu geben. Worin liegt nun aber der Nutzen des Web 2.0 fuer Unternehmen? Im Rahmen dieses Buches werden von rund 30 Autoren aus Wissenschaft und Praxis vier große Themenbereiche behandelt, um sich der Beantwortung dieser Frage zu naehern.Im Einfuehrungsteil werden die Grundlagen gelegt und unterschiedliche Social-Software-Anwendungen wie Wikis, Weblogs oder Social Bookmarking erlaeutert. Welche Unternehmenskultur und Kompetenzen sind notwendig, um effizient mit Social Software im Unternehmen arbeiten zu koennen? Wie wird Social Software im Unternehmen eingefuehrt?Der dritte Teil des Buches befasst sich mit konkreten Anwendungsfaellen in Unternehmen. Fallstudien aus großen und kleinen Unternehmen wie z.B. IBM, Deutsche Bahn, Opel, SUN Microsystems und der PSI AG veranschaulicht. Im abschließenden Teil werden zukuenftige Entwicklungen ausgelotet und Visionen gewagt.

Whereas the majority of attempts have been different approaches to preference modelling, data collection or product presentation, only a few scholars have tried to improve predictive validity by individualising conjoint designs. This comes as a surprise because many markets have observed an augmented demand for customised products and highly heterogeneous customers' preferences. Against this background, the authors develop a conjoint variant based on a completely individualised conjoint design. More concretely, the new approach not only individualises the attributes, but also the attribute levels. The results of a comprehensive empirical study yield a significantly higher validity than existing standardised-level conjoint approaches. Consequently, they help marketers to gain deeper insights into their customers' preferences.
The economic impact analysis contained in this book shows how irrigation farming is particularly susceptible when applying certain water management policies in the Australian Murray-Darling Basin, one of the world largest river basins and Australia’s most fertile region. By comparing different pricing and non-pricing water management policies with the help of the Water Integrated Market Model, it is found that the impact of water demand reducing policies is most severe on crops that need to be intensively irrigated and are at the same time less water productive. A combination of increasingly frequent and severe droughts and the application of policies that decrease agricultural water demand, in the same region, will create a situation in which the highly water dependent crops rice and cotton cannot be cultivated at all.
Was machen Verwaltungsmanager wirklich? : Explorative Ergebnisse eines Lehrforschungsprojekts

Dieses Sonderheft der Schriftenreihe des Lehrstuhls für Public Management präsentiert ausgewählte Ergebnisse eines Lehrforschungsprojektes. Dabei wurde in Anlehnung an Mintzbergs Managementforschung die Frage gestellt, wie Führungskräfte in der Verwaltung tatsächlich ihre Organisationen steuern. Das Sonderheft enthält die explorativen Befunde aus drei empirischen Studien, die von Teilnehmern und Teilnehmerinnen des Seminars durchgeführt wurden.
Der vorliegende Beitrag fasst die bisherige Forschung über die Wirkungen von Gebietsreformen zusammen und analysiert diese aus inhaltlicher und methodischer Perspektive. Basierend auf einer Auswertung von ausgewählten nationalen und europäischen Studien werden Wirkungsbefunde in drei zentralen Dimensionen dargestellt: (1) Leistungsfähigkeit, Verwaltungs- und Veranstaltungskraft, (2) Einsparungen, Skalenerträge und Wirtschaftlichkeit und (3) Partizipation und demokratische Kontrolle. Im Ergebnis kann festgestellt werden, dass die Leistungs- und Handlungsfähigkeit kommunaler Verwaltungen durch Gebietsreformen überwiegend positiv beeinflusst wird. Dagegen sind die empirischen Befunde bezüglich Wirtschaftlichkeit, Einsparungen und Skalenerträge sowie zur Partizipation und demokratischen Kontrolle nicht eindeutig.
Bestehende Forschung hat gezeigt, dass die Reformbereitschaft von Führungskräften eine wichtige Voraussetzung für die erfolgreiche Umsetzung von Veränderungsprojekten ist. Dieser Artikel geht der Frage nach, wie erklärt werden kann, warum einige Führungskräfte in der öffentlichen Verwaltung reformbereiter sind als andere. Er greift dabei auf eine Führungskräftebefragung aus dem Jahr 2010 zurück, die auf den Einschätzungen von 351 Verwaltungsmanagern aus der Ministerialverwaltung von Bund und Ländern basiert. Eine statistische Analyse dieser Daten kommt zu dem Ergebnis, dass die typische reformbereite Führungskraft intrinsisch motiviert ist, auf eine aufgabenorientierte Führung setzt sowie Arbeitserfahrung außerhalb der öffentlichen Verwaltung und keine juristische Ausbildung besitzt. Sie arbeitet auf oberer Hierarchieebene, ist jedoch eher mit Fach- als mit Führungsaufgaben beschäftigt. Der Artikel vertieft und erläutert diese Befunde sowie deren Implikationen für die Verwaltungspraxis.
