Die Bedeutung der Ressource Wissen für die Unternehmensentwicklung ist heutzutage unumstritten. Um wettbewerbsfähig bleiben zu können, müssen Unternehmen die Erzeugung, Teilung und systematische Nutzung von Wissen fördern. Dabei stehen sowohl die individuelle Wissensbasis (und damit jeder Mitarbeiter) als auch die kollektive Wissensbasis (und damit das ganze Unternehmen) im Vordergrund. Der Faktor Kultur gewinnt in diesem Zusammenhang zunehmend an Bedeutung: Er beeinflusst alle drei Ebenen des Wissensmanagements - Mensch, Organisation und Technologie. Neben den Besonderheiten der Organisationskultur und der Kultur unterschiedlicher Mitarbeitergruppen sind in international agierenden Unternehmen auch die spezifischen Merkmale der jeweiligen Landeskultur zu berücksichtigen. Gemeinsam mit dem Lehrstuhl für Wirtschaftsinformatik und Electronic Government der Universität Potsdam hat acatech im Mai 2008 einen Workshop mit Vertretern aus Wirtschaft, Politik und Wissenschaft zum Umgang mit Wissen im interkulturellen Vergleich veranstaltet. Vor diesem Hintergrund entstand der acatech diskutiert-Band "Umgang mit Wissen im interkulturellen Vergleich - Beiträge aus Forschung und Unternehmenspraxis". Darin enthalten sind Beiträge, die u. a. danach fragen, welche wechselseitigen Beziehungen zwischen Technik und Kultur bestehen, inwieweit Experten- und Wissensnetzwerke als interkulturelles Instrument zum Umgang mit Wissen geeignet sind, wie Unternehmen ihre Mitarbeiter auf Auslandseinsätze und die Begegnung mit fremden Kulturen vorbereiten können und welche Rolle Kommunikation als Methode des Wissenstransfers spielt.

Die weltweite Forderung nach einer Zunahme der gesellschaftlichen Verantwortung der Unternehmen ist in den letzten Jahren über alle Anspruchsgruppen (Stakeholder) hinweg stetig größer geworden.1 Die Übernahme eben dieser Verantwortung findet in dem facettenreichen Begriff der Corporate Social Responsibility (CSR) ihren Ausdruck. Diesem Leitbild entsprechend verpflichten sich Unternehmen zum verantwortungsbewussten Verhalten gegenüber Eigentümern, Konsumenten, Lieferanten, Mitarbeitern und der Gesellschaft als Ganzes.2 Eine CSR-Strategie, die ein ausgewogenes Maß der ‘Triple-Bottom-Line’ bestehend aus sozialen, ökologischen und ökonomischen Aspekten berücksichtigt, wird mittlerweile als Notwendigkeit dafür angesehen, dass ein Unternehmen auch in Zukunft seine ‘license to operate’, d.h. seine gesellschaftliche Unterstützung für die Geschäftstätigkeit behält bzw. sichert.

Aktuelle Diskussionen im Kontext des nachhaltigen Konsums sind ohne den LOHAS (Lifestyle of Health and Sustainability) als neuartige Zielgruppe kaum noch denkbar. Auch wenn der LOHAS die zentralen Anforderungen an das Lebensstilkonzept erfüllt, so lassen sich die abgeleiteten Implikationen nur schwierig in ein operativ erfolgreiches Nachhaltigkeitsmarketing übertragen. Die Verortung des LOHAS innerhalb der Sinus-Milieus kann die Unschärfe dieses Ansatzes reduzieren und so zusätzlich Informationen für das Marketing bereitstellen.
The main thread of this review article is to identify the reasons of how to account for the trajectory of American power in the region. Leaving behind the vast amount of highly politicised and hastily compiled volumes of recent years (notwithstanding valuable exceptions), the monographs composed by Lawrence Freedman, Trita Parsi and Oliver Roy attempt to subtly disentangle the intricacies of US involvement in the region from highly distinct perspectives. One caveat for International Relations theorists is that none of the
aforementioned authors intends to provide theoretical frameworks for his examination. However, since IR theory has damagingly neglected history in the last decades, the works under review here, at least in part, compensate for this disciplinary and intellectual failure. In conclusion, Freedman’s in-depth approach as a diplomatic historian, with its under-lying reference to the various traditions in US foreign policy thinking, is most illuminating, while Parsi’s contestable account focuses too narrowly on the Iran-Israel relationship. Roy’s explications fail to show how and why the ‘ideological’ element in US foreign policy came to carry exceedingly more weight after 2001 than it did in the 1990s.

Wie ist sie in der Europäischen Union verankert, formal, rechtlich und politisch? Mit was für einer Krise haben wir es überhaupt zu tun? Process analysis usually focuses only on single and selected processes. It is either existent processes that are recorded and analysed or reference processes that are implemented. So far no evident effort has been put into generalising specific process aspects into patterns and comparing those patterns with regard to their efficiency and effectiveness. This article focuses on the combination of dynamic and holistic analytical elements in enterprise architectures. Our goal is to outline an approach to analyse the development of business processes in a cyclical matter and demonstrate this approach based on an existent modelling language. We want to show that organisational learning can derive from the systematic analysis of past and existent processes from which patterns of successful problem solving can be deducted.
The reaction of the German labor market to the Great Recession 2008/09 was relatively mild – especially compared to other countries. The reason lies not only in the specific type of the recession – which was favorable for the German economy structure – but also in a series of labor market reforms initiated between 2002 and 2005 altering, inter alia, labor supply incentives. However, irrespective of the mild response to the Great Recession, there are a number of substantial future challenges the German labor market will soon have to face. Female labor supply still lies well below that of other countries and a massive demographic change over the next 50 years will have substantial effects on labor supply as well as the pension system. In addition, due to a skill-biased technological change over the next decades, firms will face problems of finding employees with adequate skills. The aim of this paper is threefold. First, we outline why the German labor market reacted in such a mild fashion, describe current economic trends of the labor market in light of general trends in the European Union, and reveal some of the main associated challenges. Thereafter, the paper analyzes recent reforms of the main institutional settings of the labor market which influence labor supply. Finally, based on the status quo of these institutional settings, the paper gives a brief overview of strategies to combat adequately the challenges in terms of labor supply and to ensure economic growth in the future.
The project of public-reason liberalism faces a basic problem: publicly justified principles are typically too abstract and vague to be directly applied to practical political disputes, whereas applicable specifications of these principles are not uniquely publicly justified. One solution could be a legislative procedure that selects one member from the eligible set of inconclusively justified proposals. Yet if liberal principles are too vague to select sufficiently specific legislative proposals, can they, nevertheless, select specific legislative procedures? Based on the work of Gerald Gaus, this article argues that the only candidate for a conclusively justified decision procedure is a majoritarian or otherwise ‘neutral’ democracy. If the justification of democracy requires an equality baseline in the design of political regimes and if justifications for departure from this baseline are subject to reasonable disagreement, a majoritarian design is justified by default. Gaus’s own preference for super-majoritarian procedures is based on disputable specifications of justified liberal principles. These procedures can only be defended as a sectarian preference if the equality baseline is rejected, but then it is not clear how the set of justifiable political regimes can be restricted to full democracies.
Die vorliegende Arbeit fokussiert auf den fairen Konsum als Teil des ethischen Konsums. Unter fairem Konsum verstehen wir Kaufentscheidungen, die unter Berücksichtigung der Einhaltung fairer Arbeits- und Geschäftsbedingungen bei der Herstellung von Produkten erfolgen. Unter Einsatz einer neu entwickelten Skala zur Messung des fairen Konsumbewusstseins können wir empirisch nachweisen, dass Produkte mit einem Fairtrade-Siegel Konsumenten einen moralischen Zusatznutzen vermitteln können, für den sie bereit sind, einen Mehrpreis zu zahlen.
Die Erfüllung sicherheitsrelevanter Aufgaben, gerade im Bereich der Wasserversorgung, erfolgt immer vor dem Hintergrund des Schutzes der Kritischen Infrastruktur selbst und eines effektiven Bevölkerungsschutzes. Daher erfordert die Organisation des Schutzes eine über die betriebsbezogene Sichtweise hinausgehende überorganisatorische Betrachtung im Gesamtkontext zunehmender Verflechtung und Abhängigkeiten der Organisationen. Die vorliegende Broschüre richtet sich daher insbesondere an kleine und mittlere Betreiber Kritischer Infrastrukturen, insbesondere im Bereich der Wasserversorgung. Diese sollen in die Lage versetzt werden, eine anforderungsgerechte, skalierbare und vor allem ressourceneffiziente Schutzkonzepterstellung durchführen zu können.
Bestehende Forschung hat gezeigt, dass die Reformbereitschaft von Führungskräften eine wichtige Voraussetzung für die erfolgreiche Umsetzung von Veränderungsprojekten ist. Dieser Artikel geht der Frage nach, wie erklärt werden kann, warum einige Führungskräfte in der öffentlichen Verwaltung reformbereiter sind als andere. Er greift dabei auf eine Führungskräftebefragung aus dem Jahr 2010 zurück, die auf den Einschätzungen von 351 Verwaltungsmanagern aus der Ministerialverwaltung von Bund und Ländern basiert. Eine statistische Analyse dieser Daten kommt zu dem Ergebnis, dass die typische reformbereite Führungskraft intrinsisch motiviert ist, auf eine aufgabenorientierte Führung setzt sowie Arbeitserfahrung außerhalb der öffentlichen Verwaltung und keine juristische Ausbildung besitzt. Sie arbeitet auf oberer Hierarchieebene, ist jedoch eher mit Fach- als mit Führungsaufgaben beschäftigt. Der Artikel vertieft und erläutert diese Befunde sowie deren Implikationen für die Verwaltungspraxis.
Research indicates that evidence-based policy making is most successful when public administrators refer to diversified information portfolios. With the rising prominence of social media in the last decade, this paper argues that governments can benefit from integrating this publically available, user-generated data through the technique of social media analytics (SMA). There are already several initiatives set up to predict future policy issues, e.g. for the policy fields of crisis mitigation or migrant integration insights. The authors analyse these endeavours and their potential for providing more efficient and effective public policies. Furthermore, they scrutinise the challenges to governmental SMA usage in particular with regards to legal and ethical aspects. Reflecting the latter, this paper provides forward-looking recommendations on how these technologies can best be used for future policy making in a legally and ethically sound manner.

Eingebettet in die aktuelle Open-Government-Debatte gewinnen E-Bürgerdienste weiter an Bedeutung. Zu den Vorreitern internetbasierter Bürgerdienste wird der Brandenburger Bürgerservice Maerker gezählt, da dieser eine einfache Möglichkeit der Kommunikation zwischen Bürger und Verwaltung über Infrastrukturprobleme in der Gemeinde bietet. Auf der Grundlage von Experteninterviews und einer Umfrage unter den teilnehmenden Kommunen evaluieren die Autoren die Einführung und Umsetzung des Maerker Brandenburgs. Im Ergebnis zeigen sich neben einer großen Breite an Akzeptanz und Zustimmung unter den beteiligten Akteuren auch unausgeschöpfte Potenziale zur Verbesserung der Prozesse innerhalb der Verwaltung. Dieser Artikel stellt die Ergebnisse der Evaluation des Maerkers dar und gibt einen Ausblick auf weitere Entwicklungspotenziale.
Consciousness for fair consumption : conceptualization, scale development and empirical validation

Sustainable consumption means that consumers act in an environmentally and socially responsible manner. Compared with the vast amount of studies concerning environmentally conscious consumer behaviour, relatively little is known about socially conscious consumption. The present paper focuses on fair consumption as an important aspect of social consumption. In our study, consciousness for fair consumption (CFC) is defined as a latent disposition of consumers to prefer products that are produced and traded in compliance with fair labour and business practices. A scale to measure CFC was conceptualized and tested in three independent empirical studies. Two studies were conducted at European universities (2010 and 2012) and used 352 and 362 undergraduate business students respectively. The third study, conducted in 2011, used 141 employees at a European university. The results confirmed the reliability and validity of the new CFC scale across samples. While being moderately related to other aspects of sustainable consumption such as ecological concern and moral reasoning, CFC was significantly distinct from those concepts. Most importantly, it was established that the CFC, as measured by the new CFC scale, is a strong determinant of consumption of fair trade products that has been neglected in existing research.
This article expands our current knowledge about ministerial selection in coalition governments and analyses why ministerial candidates succeed in acquiring a cabinet position after general elections. It argues that political parties bargain over potential office-holders during government-formation processes, selecting future cabinet ministers from an emerging bargaining pool'. The article draws upon a new dataset comprising all ministrable candidates discussed by political parties during eight government-formation processes in Germany between 1983 and 2009. The conditional logit regression analysis reveals that temporal dynamics, such as the day she enters the pool, have a significant effect on her success in achieving a cabinet position. Other determinants of ministerial selection discussed in the existing literature, such as party and parliamentary expertise, are less relevant for achieving ministerial office. The article concludes that scholarship on ministerial selection requires a stronger emphasis for its endogenous nature in government-formation as well as the relevance of temporal dynamics in such processes.

Bis heute gelingt es kaum, Begriffe rund um die Verwaltungsreform – von New Public Management bis zu den E-Modellen – schlüssig voneinander abzugrenzen. Dieses Defizit wird bei der Betrachtung des Konzepts Open Government erneut sichtbar. Der Begriff Open Government ist dabei nicht nur aus verwaltungswissenschaftlicher, sondern mit Blick auf die Instrumente der direkten Demokratie auch aus politikwissenschaftlicher Perspektive zu betrachten. Handelt es sich um einen Sammelbegriff für hauptsächlich schon Dagewesenes?
The “triple bottom line” concept (planet, people, and profit) represents an important guideline for the sustainable, hence future-oriented, development of societies and for the behaviors of all societal members. For institutions promoting societal change, as well as for companies being confronted with growing expectations regarding compelling contributions to sustainable changes, it is of great importance to know if, and to what extent, consumers have already internalized the idea of sustainability. Against the background of existing research gaps regarding a comprehensive measurement of the consciousness for sustainable consumption (CSC), the authors present the result of a scale development. Consciousness was operationalized by weighting personal beliefs with the importance attached by consumers to sustainability dimensions. Four separate tests of the CSC scale indicated an appropriate psychometric quality of the scale and provided support for this new measurement approach that incorporates the environmental, social and economic dimensions of sustainability.
This reference paper describes the sampling and contents of the IZA Evaluation Dataset Survey and outlines its vast potential for research in labor economics. The data have been part of a unique IZA project to connect administrative data from the German Federal Employment Agency with innovative survey data to study the out-mobility of individuals to work. This study makes the survey available to the research community as a Scientific Use File by explaining the development, structure, and access to the data. Furthermore, it also summarizes previous findings with the survey data.

The role of knowledge in the policy process remains a central theoretical puzzle in policy analysis and political science. This article argues that an important yet missing piece of this puzzle is the systematic exploration of the political use of policy knowledge. While much of the recent debate has focused on the question of how the substantive use of knowledge can improve the quality of policy choices, our understanding of the political use of knowledge and its effects in the policy process has remained deficient in key respects. A revised conceptualization of the political use of knowledge is introduced that emphasizes how conflicting knowledge can be used to contest given structures of policy authority. This allows the analysis to differentiate between knowledge creep and knowledge shifts as two distinct types of knowledge effects in the policy process. While knowledge creep is associated with incremental policy change within existing policy structures, knowledge shifts are linked to more fundamental policy change in situations when the structures of policy authority undergo some level of transformation. The article concludes by identifying characteristics of the administrative structure of policy systems or sectors that make knowledge shifts more or less likely.

n diesem Beitrag finden Sie ein von mir entwickeltes Konzept zum Lehren und Lernen in der Schule1. Ich nenne dieses Konzept prozessorientierte Didaktik. Ich habe die Hoffnung, gemeinsam mit Ihnen als Lehrer oder Lehramtsstudierende, aber auch mit Eltern, Wissenschaftlern, Experten für Bildung und Schülern, einen Beitrag zur Verbesserung unserer Schulpraxis zu leisten. Dass Schule sich bereits im Wandel befindet und wunderbar gelingen kann, sieht man beispielsweise an den Preisträgern des Deutschen Schulpreises. Leider sind diese Schulen immer noch in der Minderheit. Dieses Verhältnis umzukehren ist eine unserer größten Bildungsaufgaben für die nächsten Jahrzehnte.
In the current programming period, European Union (EU) regions and member states that want to use European Regional Development Funds (ERDF) are required to develop innovation strategies for smart specialization (RIS3) based on the idea of rational strategic management. In order to explore the relationship between strategic policy design and policy performance, this article maps regional strategies for information and communication technologies (ICT) and their effects in the period 2008–2012. Furthermore, it generates suggestions for relevant case studies. We first conduct a quantitative analysis of the effects of ICT strategies and ERDF expenditure on regional ICT performance in Western European regions. ICT is a relevant priority for many regions, and it reflects EU priorities fostering ICT activities through regional development funds. Second, we propose a framework to categorize EU regions in the context of ICT policy based on the expected distribution of regional ICT performance. Our analysis covers 97 regions in 9 EU member states, out of which 29 have had a dedicated ICT strategy. In line with ideas of rational strategic management, our working hypothesis states that regions with a dedicated strategy should display better performance. However, our findings suggest that having a dedicated ICT strategy has not had a clear effect on performance in terms of Internet and broadband access, while allocating dedicated ERDF and other expenditure to Internet infrastructure has had a positive effect. At first sight, this questions the effectiveness of rational strategic management. Yet, more research is needed to assess the quality of ICT strategies and their fit with broader innovation agendas. It is indeed the degree of embeddedness of ICT in the regional innovation ecosystem that is likely to condition the effect of strategies on performance. To this end, our mapping indicates interesting case studies, and we suggest additional factors to be taken into account in future analyses. New insights into strategy design and performance will also be important to inform the implementation of the new generation of innovation strategies for smart specialization.

Qualität ist in den letzten Jahren zu einem intensiv diskutierten Thema im Gesundheitswesen geworden. Nach Hygiene- und Behand lungsskandalen steht vor allem der Krankenhaussektor unter Druck. Und obwohl in den vergangenen 15 Jahren eine ganze Reihe an Mechanismen und Regularien eingeführt wurde, so ist der Bereich nur teilweise erforscht. Dieser Artikel liefert einen Überblick über die Komplexität des Qualitätsbegriffs. Anschließend wird die Landschaft der Instrumente zur Qualitätskontrolle und -sicherung im deutschen Krankenhaussektor vorgestellt. Erkenntnisse aus der internationalen Forschung sollen einen vertieften Einblick in die Wirkungsweise gewähren und weitere Forschungslücken betonen.
This article examines the use of performance information by public managers. It reviews literature on the impact of attitudes and social norm and puts forward a psychological-cognitive model based on the theory of planned behavior. The article finds support for this model emphasizing that performance data use is a goal-directed, reasoned action. Another critical result is that managers who consciously intend to use performance data also make sure that the data in their division are of good quality which, in turn, fosters information use. These findings indicate thatin addition to organizational routinescognitive factors are promising starting points for interventions to foster managers' data use. The article is based on survey data from German cities.
In the last 10 years, the governments of most of the German Lander initiated administrative reforms. All of these ventures included the municipalization of substantial sets of tasks. As elsewhere, governments argue that service delivery by communes is more cost-efficient, effective and responsive. Empirical evidence to back these claims is inconsistent at best: a considerable number of case studies cast doubt on unconditionally positive appraisals. Decentralization effects seem to vary depending on the performance dimension and task considered. However, questions of generalizability arise as these findings have not yet been backed by more 'objective' archival data. We provide empirical evidence on decentralization effects for two different policy fields based on two studies. Thereby, the article presents alternative avenues for research on decentralization effects and matches the theoretical expectations on decentralization effects with more robust results. The analysis confirms that overly positive assertions concerning decentralization effects are only partially warranted. As previous case studies suggested, effects have to be looked at in a much more differentiated way, including starting conditions and distinguishing between the various relevant performance dimensions and policy fields.

This article investigates collective team identification and team member alignment (i.e., the existence of short- and long-term team goals and team-based reward structures) as moderators of the association between task and relationship conflicts. Being indicators of cooperative goal interdependence in teams, both moderators are hypothesized to mitigate the positive association between the two conflict types. Findings from 88 development teams confirm the moderating effect for collective team identification, but not for team member alignment. Moreover, the moderating role of collective team identification is found to be dependent on the level of task conflict: It is more effective in decoupling task and relationship conflicts at medium as compared with high or low levels of task conflict.
Purpose
This chapter is aimed at contributing to the question of how institutional reforms affect multi-level governance (MLG) capacities and thus the performance of public task fulfillment with a particular focus on the local level of government in England, France, and Germany.
Methodology/approach
Drawing on concepts of institutional evaluation, we analytically distinguish six dimensions of impact assessment: vertical coordination; horizontal coordination; efficiency/savings; effectiveness/quality; political accountability/democratic control; equity of service standards. Methodologically, we rely on document analysis and expert judgments that could be gleaned from case studies in the three countries and a comprehensive evaluation of the available secondary data in the respective national and local contexts.
Findings
Institutional reforms in the intergovernmental setting have exerted a significant influence on task fulfillment and the performance of service delivery. Irrespective of whether MLG practice corresponds to type I or type II, task devolution (decentralization/de-concentration) furthers the interlocal variation and makes the equity of service delivery shrink. There is a general tendency of improved horizontal/MLG type I coordination capacities, especially after political decentralization, less in the case of administrative decentralization. However, decentralization often entails considerable additional costs which sometimes overload local governments.
Research implications
The distinction between multi-purpose territorial organization/MLG I and single-purpose functional organization/MLG II provides a suitable analytical frame for institutional evaluation and impact assessment of reforms in the intergovernmental setting. Furthermore, comparative research into the relationship between MLG and institutional reforms is needed to reveal the explanatory power of intervening factors, such as the local budgetary and staff situation, local policy preferences, and political interests in conjunction with the salience of the transferred tasks.
Practical implications
The findings provide evidence on the causal relationship between specific types of (vertical) institutional reforms, performance, and task-related characteristics. Policy-makers and government actors may use this information when drafting institutional reform programs and determining the allocation of public tasks in the intergovernmental setting.
Social implications
In general, the euphoric expectations placed upon decentralization strategies in modern societies cannot straightforwardly be justified. Our findings show that any type of task transfer to lower levels of government exacerbates existing disparities or creates new ones. However, the integration of tasks within multi-functional, politically accountable local governments may help to improve MLG type I coordination in favor of local communities and territorially based societal actors, while the opposite may be said with regard to de-concentration and the strengthening of MLG type II coordination.
Originality/value
The chapter addresses a missing linkage in the existing MLG literature which has hitherto predominantly been focused on the political decision-making and on the implementation of reforms in the intergovernmental settings of European countries, whereas the impact of such reforms and of their consequences for MLG has remained largely ignored.

Anschließend wird die Landschaft der Instrumente zur Qualitätskontrolle und -sicherung im deutschen Krankenhaussektor vorgestellt. Erkenntnisse aus der internationalen Forschung sollen einen vertieften Einblick in die Wirkungsweise gewähren und weitere Forschungslücken betonen.
In 2002 Germany adopted an ambitious national sustainability strategy, covering all three sustainability spheres and circling around 21 key indicators. The strategy stands out because of its relative stability over five consecutive government constellations, its high status and increasingly coercive nature. This article analyses the strategy's role in the policy process, focusing on the use and influence of indicators as a central steering tool. Contrasting rationalist and constructivist perspectives on the role of knowledge in policy, two factors, namely the level of consensus about policy goals and the institutional setting of the indicators, are found to explain differences in use and influence both across indicators and over time. Moreover, the study argues that the indicators have been part of a continuous process of ‘structuring’ in which conceptual and instrumental use together help structure the sustainability challenge in such a way that it becomes more manageable for government policy.
Since the economic crisis in 2008, European youth unemployment rates have been persistently high at around 20% on average. The majority of European countries spends significant resources each year on active labor market programs (ALMP) with the aim of improving the integration prospects of struggling youths. Among the most common programs used are training courses, job search assistance and monitoring, subsidized employment, and public work programs. For policy makers, it is of upmost importance to know which of these programs work and which are able to achieve the intended goals – may it be the integration into the first labor market or further education. Based on a detailed assessment of the particularities of the youth labor market situation, we discuss the pros and cons of different ALMP types. We then provide a comprehensive survey of the recent evidence on the effectiveness of these ALMP for youth in Europe, highlighting factors that seem to promote or impede their effectiveness in practice. Overall, the findings with respect to employment outcomes are only partly promising. While job search assistance (with and without monitoring) results in overwhelmingly positive effects, we find more mixed effects for training and wage subsidies, whereas the effects for public work programs are clearly negative. The evidence on the impact of ALMP on furthering education participation as well as employment quality is scarce, requiring additional research and allowing only limited conclusions so far.
Accountability is one of the most widely discussed concepts of public administration research and teaching in the last decade. But why is this case? Obviously accountability is, like its counterpart transparency, a “magic concept”, and an indispensable part of the prominent and omnipresent discourse on “good governance” as well as a significant element in debates about public sector reform. The same holds true for performance, which has been a magic and contested concept ever since New Public Management (NPM) entered the discourse about “modern” processes and structures of the public sector. But the third term in the title of this paper, legitimacy, even though it is one of the basic concepts of political science and democracy and is at the heart of Max Weber's theory of bureaucracy, has been surprisingly absent from current debates about the challenges of modern public administration, and for that sake also about the future of the welfare state. This chapter argues that different concepts of legitimacy lie at the heart of most debates about accountability and performance (input, output and throughput legitimacy), and that a better understanding of the relationships between accountability, performance and legitimacy can clarify some of the puzzles of contemporary research.
An egalitarian approach to the fair representation of voters specifies three main institutional requirements: proportional representation, legislative majority rule and a parliamentary system of government. This approach faces two challenges: the under-determination of the resulting democratic process and the idea of a trade-off between equal voter representation and government accountability. Linking conceptual with comparative analysis, the article argues that we can distinguish three ideal-typical varieties of the egalitarian vision of democracy, based on the stages at which majorities are formed. These varieties do not put different relative normative weight onto equality and accountability, but have different conceptions of both values and their reconciliation. The view that accountability is necessarily linked to clarity of responsibility', widespread in the comparative literature, is questioned - as is the idea of a general trade-off between representation and accountability. Depending on the vision of democracy, the two values need not be in conflict.
The UN sustainable development goals contain environmental, economic, and social objectives. They may only be reached, or at least it would be easier to reach them, if instead of a trade-off between these objectives that implies a need for balancing them, there are synergies to be reaped. This paper discusses how the structures of economic models typically used in policy analysis influence whether win-win strategies for the environment and the economy can be conceptualised and analysed. With a focus on climate policy modelling, the paper points out how, by construction, commonly used model structures find mitigation costs rather than benefits. This paper describes mechanisms that, when added to these model structures, can bring win- win options into a model's solution horizon, and which provide a spectrum of alternative modelling approaches that allow for the identification of such options.
Comparative literature on institutional reforms in multi-level systems proceeds from a global trend towards the decentralization of state functions. However, there is only scarce knowledge about the impact that decentralization has had, in particular, upon the sub-central governments involved. How does it affect regional and local governments? Do these reforms also have unintended outcomes on the sub-central level and how can this be explained? This article aims to develop a conceptual framework to assess the impacts of decentralization on the sub-central level from a comparative and policyoriented perspective. This framework is intended to outline the major patterns and models of decentralization and the theoretical assumptions regarding de-/re-centralization impacts, as well as pertinent cross-country approaches meant to evaluate and compare institutional reforms. It will also serve as an analytical guideline and a structural basis for all the country-related articles in this Special Issue.
Die international vergleichende Verwaltungswissenschaft (Comparative Public Administration) ist in den vergangenen Jahrzehnten zu einem wichtigen Teilsegment der vergleichenden Politikwissenschaft geworden. Im vorliegenden Beitrag wird am Beispiel wesentlicher Typologien, Begriffe und Forschungserträge herausgearbeitet, welche Rolle das Vergleichen in der Verwaltungswissenschaft und die öffentliche Verwaltung als Gegenstandsbereich der vergleichenden Politikwissenschaft spielen. Es werden zentrale Befunde zur Wirkungsweise und zum Erklärungsbeitrag unterschiedlicher Verwaltungssysteme in vergleichender Perspektive vorgestellt.

This article introduces the concept of sustainability-rooted anticonsumption (SRAC), which refers to consumers' anticonsumption practices of voluntary simplicity in living and, on a smaller level, collaborative consumption and boycotting with the goal of supporting sustainable economic development. The SRAC measurement approach is validated based on three empirical studies. Results of a representative German sample (Study 2) reveal that SRAC is predominantly negatively linked to consumer overconsumption dispositions. Exemplary, voluntary simplification and boycott intention may result in declining levels of indebtedness. Study 3 shows that psychosocial well-being is positively related to SRAC and overconsumption. However, a simplified lifestyle and a greater willingness to boycott are not necessarily associated with psychosocial well-being. This article provides insights for practitioners and policymakers to leverage existing SRAC values via “new” business models (sharing offers) or to influence the existing level of consciousness to effectively pave the way for solid progress in the sustainability movement.

The article explores Europeanisation as an effect of European political integration, a process driven by struggles over the legitimate political and social order that is to prevail in Europe. Firstly, an analytic framework is constructed, drawing on insights from Pierre Bourdieu’s work on similar struggles over nation-stateness. Secondly, the mechanisms identified are used to assess the role played by economic experts and expertise in the process of European political integration. It is argued that concepts arising from economic disciplines, agents educated in economics, and practising economic professionals influence European political integration and have benefited from Europeanisation initiated by this process. Special emphasis is placed on strategies of integrating Europe by law or by market, on governing Europe using economic expertise, on the role played by economic academia in researching and objectifying Europe, and on staffing European institutions with economists.
Coping, taming or solving

One of the truisms of policy analysis is that policy problems are
rarely solved. As an ever-increasing number of policy issues are
identified as an inherently ill-structured and intractable type of
wicked problem, the question of what policy analysis sets out
to accomplish has emerged as more central than ever. If solving
wicked problems is beyond reach, research on wicked problems
needs to provide a clearer understanding of the alternatives.
The article identifies and explicates three distinguishable
strategies of problem governance: coping, taming and solving.
It shows that their intellectual premises and practical
implications clearly contrast in core respects. The article argues
that none of the identified strategies of problem governance is
invariably more suitable for dealing with wicked problems.
Rather than advocate for some universally applicable approach
to the governance of wicked problems, the article asks under
what conditions different ways of governing wicked problems
are analytically reasonable and normatively justified. It
concludes that a more systematic assessment of alternative
approaches of problem governance requires a reorientation of
the debate away from the conception of wicked problems as a
singular type toward the more focused analysis of different
dimensions of problem wickedness.
Cities to the rescue?

Despite the proliferation and promise of subnational climate initiatives, the institutional architecture of transnational municipal networks (TMNs) is not well understood. With a view to close this research gap, the article empirically assesses the assumption that TMNs are a viable substitute for ambitious international action under the United Nations Framework Convention on Climate Change (UNFCCC). It addresses the aggregate phenomenon in terms of geographical distribution, central players, mitigation ambition and monitoring provisions. Examining thirteen networks, it finds that membership in TMNs is skewed toward Europe and North America while countries from the Global South are underrepresented; that only a minority of networks commit to quantified emission reductions and that these are not more ambitious than Parties to the UNFCCC; and finally that the monitoring provisions are fairly limited. In sum, the article shows that transnational municipal networks are not (yet) the representative, ambitious and transparent player they are thought to be.
Long-term policy issues are a particularly vexing class of environmental policy issues which merit increasing attention due to the long-time horizons involved, the incongruity with political cycles, and the challenges for collective action. Following the definition of long-term environmental policy challenges, I pose three questions as challenges for future research, namely 1. Are present democracies well suited to cope with long-term policy challenges? 2. Are top-down or bottom-up solutions to long-term environmental policy challenges advisable? 3. Will mitigation and adaptation of environmental challenges suffice? In concluding, the contribution raises the issue of credible commitment for long-term policy issues and potential design options.
Fairness versus efficiency

We investigate in a laboratory experiment whether procedural fairness concerns affect how well individuals are able to solve a coordination problem in a two-player Volunteer's Dilemma. Subjects receive external action recommendations, either to volunteer or to abstain from it, in order to facilitate coordination and improve efficiency. We manipulate the fairness of the recommendation procedure by varying the probabilities of receiving the disadvantageous recommendation to volunteer between players. We find evidence that while recommendations improve overall efficiency regardless of their implications for expected payoffs, there are behavioural asymmetries depending on the recommendation: advantageous recommendations are followed less frequently than disadvantageous ones and beliefs about others' actions are more pessimistic in the treatment with recommendations inducing unequal expected payoffs.
Balancing the Moods

Quality management (QM) has spread around the world and reached higher education in Europe in the early 1990s (Mendel, 2006, 137; Kernegger and Vettori, 2013, 1). However, researchers were rather more interested in national quality assurance policies (macro-level) and accreditation systems (meso-level) than in intra-organizational perspectives about the day-to-day implementation of quality assurance policies by various actors (micro-level). Undoubtedly, organizational change is a challenging endeavor for all kinds of groups. On the one hand, it provides the opportunity of further development and innovation, but on the other hand, it exposes organizations and actors to the risk of losing established structures and accepted routines.
Like in many other organizations, actors may not necessarily perceive change as a promoter of innovation and development. Instead, they may consider change as a threat to the existing status quo or, as March points out, as an “interplay between rationality and foolishness” (March, 1981, 563). Consequently, change provokes either affective or behavioral actions (Armenakis and Bedeian, 1999, 308–310), such as, for example, resistance. Anderson (2006, 2008) and Lucas (2014) have shown, for example, that academic resistance is an important issue. However, Piderit characterizes resistance as a multidimensional construct (Piderit, 2000, 786–787) subject to a wide variety of issues related to quality and QM. Although QM has been described as a “fashion” (Stensaker, 2007, 101) in the higher education sector that provokes many different reactions, its implementation in higher education institutions (HEIs) is still a rather unexplored field. Thus, the evidence provided by Anderson (2006, 2008) and others (Newton, 2000, 2002; McInnis et al., 1995; Fredman and Doughney, 2012; Lucas, 2014; etc.) needs to be expanded, because they only consider the perspective of academia. In particular, the view of other actors during the implementation of quality assurance policies is a missing piece in this empirical puzzle. Nearly nothing is known about how quality managers deal with reactions to organizational change like resistance and obstruction. Until now, only a few studies have focused on intra-organizational dynamics (see, for example: Csizmadia et al., 2008; Lipnicka, 2016).
Besides the lack of research on the implementation of quality assurance policies in HEIs, quality managers seem to be an interesting subject for further investigations because they are “endogenous” to institutional processes. On the one hand, quality managers are the result of quality assurance policies, and on the other hand, they influence the implementation of quality assurance policies, which affect other actors (like academics, administrative staff, etc.). Here, quality managers, as members of an emerging higher education profession, are involved in various conflict lines between QM, HEI management and departments, which need further research (Seyfried and Pohlenz, 2018, 9).
Therefore, the aim of our paper is twofold: firstly, to answer the question of how quality managers perceive resistance, and secondly, which measures they take in situations of perceived resistance. We offer a new research perspective and argue that resistance is not merely provoked by organizational change; it also provokes counter-reactions by actors who are confronted with resistance. Thus, resistance seems to be rather endogenous.
To theorize our argument, we apply parts of the work of Christine Oliver (1991), which provides theoretical insights into strategic responses to institutional processes, ranging from acquiescence to manipulation (Oliver, 1991, 152). We, therefore, investigate the introduction of QM in teaching and learning, and the emergence of quality managers as higher education professionals as one of the results of quality assurance policies. Consequently, the introduction of QM may be considered as an institutional process provoking reactions and counter-reactions of various organizational units within HEIs. These circumstances are constitutive for how quality managers deal with resistance and other reactions toward organizational change. We use this theoretical framework to analyze the German higher education sector, because this particular case can be considered as a latecomer in New Public Management reforms (Schimank, 2005, 369) and Germany is a country where academic self-governance plays a very important role, and strongly influences academics’ behavior when it comes to organizational change (Wolter, 2004).
Our empirical results are based on a mixed-methods research design and integrate half-structured interviews and a nationwide survey at the central level in German HEIs, which excludes faculty members of QM (decentral level). They reveal that quality managers take different types of action when resistance occurs during the implementation of quality assurance policies. Furthermore, quality managers mainly react with different tactics. These tactics seem to be relevant for convincing academics and for the enhancement of their commitment to improve the quality of teaching and learning, instead of provoking further resistance or avoidance practices.
This article proceeds as follows: the next sections describe the context and explain our main theoretical concepts referring to the work of Oliver (1991) and others. After that, we present our case selection and the methodological framework, including the data sources and the operationalization of selected variables. Finally, we provide our empirical results about quality managers’ perceptions on resistance and we draw conclusions.

Hierunter versteht man die Bearbeitung gesellschaftlicher Probleme mit Hilfe des unternehmerischen Ansatzes. Unternehmerischer Gewinn steht hier jedoch nicht an erster Stelle, sondern der Beitrag zur Bewältigung gesellschaftlicher Herausforderungen. Aber auch in ganz „normalen“ Unternehmen spielen soziale, wie auch ökologische Faktoren heute eine wachsende Rolle.

Measures of democracy are in high demand. Scientific and public audiences use them to describe political realities and to substantiate causal claims about those realities. This introduction to the thematic issue reviews the history of democracy measurement since the 1950s. It identifies four development phases of the field, which are characterized by three recurrent topics of debate: (1) what is democracy, (2) what is a good measure of democracy, and (3) do our measurements of democracy register real-world developments? As the answers to those questions have been changing over time, the field of democracy measurement has adapted and reached higher levels of theoretical and methodological sophistication. In effect, the challenges facing contemporary social scientists are not only limited to the challenge of constructing a sound index of democracy. Today, they also need a profound understanding of the differences between various measures of democracy and their implications for empirical applications. The introduction outlines how the contributions to this thematic issue help scholars cope with the recurrent issues of conceptualization, measurement, and application, and concludes by identifying avenues for future research.
The article analyses the type of bicameralism we find in Australia as
a distinct executive-legislative system – a hybrid between
parliamentary and presidential government – which we call ‘semi-
parliamentary government’. We argue that this hybrid presents an
important and underappreciated alternative to pure parliamentary
government as well as presidential forms of the power-separation,
and that it can achieve a certain balance between competing
models or visions of democracy. We specify theoretically how the
semi-parliamentary separation of powers contributes to the
balancing of democratic visions and propose a conceptual
framework for comparing democratic visions. We use this
framework to locate the Australian Commonwealth, all Australian
states and 22 advanced democratic nation-states on a two-
dimensional empirical map of democratic patterns for the period
from 1995 to 2015.
The present article offers a mixed-method perspective on the
investigation of determinants of effectiveness in quality assurance
at higher education institutions. We collected survey data from
German higher education institutions to analyse the degree to
which quality managers perceive their approaches to quality
assurance as effective. Based on this data, we develop an ordinary
least squares regression model which explains perceived
effectiveness through structural variables and certain quality
assurance-related activities of quality managers. The results show
that support by higher education institutions’ higher management
and cooperation with other education institutions are relevant
preconditions for larger perceived degrees of quality assurance
effectiveness. Moreover, quality managers’ role as promoters of
quality assurance exhibits significant correlations with perceived
effectiveness. In contrast, sanctions and the perception of quality
assurance as another administrative burden reveal negative
correlations.

The newly collected “Potsdam Grievance Statistics File” (PGSF) holds data on the number and topics of grievances (“Eingaben”) that were addressed to local authorities of the German Democratic Republic (GDR) in the years 1970 to 1989. The PGSF allows quantitative analyses on topics such as participation, quality of life, and value change in the German Democratic Republic. This paper introduces the concepts of the data set and discusses the validity of its contents.
To cope with the already large, and ever increasing, amount of information stored in organizational memory, "forgetting," as an important human memory process, might be transferred to the organizational context. Especially in intentionally planned change processes (e.g., change management), forgetting is an important precondition to impede the recall of obsolete routines and adapt to new strategic objectives accompanied by new organizational routines. We first comprehensively review the literature on the need for organizational forgetting and particularly on accidental vs. intentional forgetting. We discuss the current state of the art of theory and empirical evidence on forgetting from cognitive psychology in order to infer mechanisms applicable to the organizational context. In this respect, we emphasize retrieval theories and the relevance of retrieval cues important for forgetting. Subsequently, we transfer the empirical evidence that the elimination of retrieval cues leads to faster forgetting to the forgetting of organizational routines, as routines are part of organizational memory. We then propose a classification of cues (context, sensory, business process-related cues) that are relevant in the forgetting of routines, and discuss a meta-cue called the "situational strength" cue, which is relevant if cues of an old and a new routine are present simultaneously. Based on the classification as business process-related cues (information, team, task, object cues), we propose mechanisms to accelerate forgetting by eliminating specific cues based on the empirical and theoretical state of the art. We conclude that in intentional organizational change processes, the elimination of cues to accelerate forgetting should be used in change management practices.
Even though concerns about adverse distributional implications for the poor are one of the most important political challenges for carbon pricing, the existing literature reveals ambiguous results. For this reason, we assess the expected incidence of moderate carbon price increases for different income groups in 87 mostly low- and middle-income countries. Building on a consistent dataset and method, we find that for countries with per capita incomes of below USD 15,000 per year (at PPP-adjusted 2011 USD) carbon pricing has, on average, progressive distributional effects. We also develop a novel decomposition technique to show that distributional outcomes are primarily determined by differences among income groups in consumption patterns of energy, rather than of food, goods or services. We argue that an inverse U-shape relationship between energy expenditure shares and income explains why carbon pricing tends to be regressive in countries with relatively higher income. Since these countries are likely to have more financial resources and institutional capacities to deal with distributional issues, our findings suggest that mitigating climate change, raising domestic revenue and reducing economic inequality are not mutually exclusive, even in low- and middle-income countries.
Territorial reform is the most radical and contested reorganisation of local government. A sound evaluation of the outcome of such reforms is hence an important step to ensure the legitimation of any decision on the subject. However, in our view the discourse on the subject appears to be one sided, focusing primarily on overall fiscal effects scrutinised by economists. The contribution of this paper is hence threefold: Firstly, we provide an overview off territorial reforms in Europe, with a special focus on Eastern Germany as a promising case for cross-country comparisons. Secondly, we provide an over-view of the analytical classifications of these reforms and context factors to be considered in their evaluation. And thirdly, we analyse the literature on qualitative performance effects of these reforms. The results show that territorial reforms have a significant positive impact on functional performance, while the effects on participation and integration are indeed ambivalent. In doing so, we provide substantial arguments for a broader, more inclusive discussion on the success of territorial reforms.

Global food security governance is fraught with fragmentation, overlap and complexity. While calls for coordination and coherence abound, establishing an inter-organizational order at this level seems to remain difficult. While the emphasis in the literature has so far been on the global level, we know less about dynamics of inter-organizational relations in food security governance at the country level, and empirical studies are lacking. It is this research gap the article seeks to address by posing the following research question: In how far does inter-organizational order develop in the organizational field of food security governance at the country level? Theoretically and conceptually, the article draws on sociological institutionalism, and on work on inter-organizational relations. Empirically, the article conducts an exploratory case study of the organizational field of food security governance in Côte d’Ivoire, building on a qualitative content analysis of organizational documents covering a period from 2003 to 2016 and semi-structured interviews with staff of international organizations from 2016. The article demonstrates that not all of the developments attributed to food security governance at the global level play out in the same way at the country level. Rather, in the case of Côte d’Ivoire there are signs for a certain degree of coherence between IOs in the field of food security governance and even for an – albeit limited – division of labour. However, this only holds for specific dimensions of the inter-organizational order and appears to be subject to continuous contestation and reinterpretation under the surface.

Following decades of quality management featuring in higher education settings, questions regarding its implementation, impact and outcomes remain. Indeed, leaving aside anecdotal case studies and value-laden documentaries of best practice, current research still knows very little about the implementation of quality management in teaching and learning within higher education institutions. Referring to data collected from German higher education institutions in which a quality management department or functional equivalent was present, this article theorises and provides evidence for the supposition that the implementation of quality management follows two implicit logics. Specifically, it tends either towards the logic of appropriateness or, contrastingly, towards the logic of consequentialism. This study’s results also suggest that quality managers’ socialisation is related to these logics and that it influences their views on quality management in teaching and learning.
Aktuelle gesellschaftliche Dynamiken führen zu vielfältigen Veränderungen in den Lebensbedingungen und Wertorientierungen in Österreich. Neben kontinuierlichen Entwicklungen zeigen sich bei den Wertorientierungen auch neue Tendenzen im Spannungsfeld zwischen Tradition und Neuorientierung. Vor dem Hintergrund zunehmender sozialer Ungleichheit werden Wandlungsprozesse bei Arbeit und Erwerbstätigkeit, Bildungschancen, Geschlechterrollen, Partnerschaft und Familie, Politik sowie Lebensqualität thematisiert. Diese Trends werden auf Grundlage repräsentativer Umfragen zwischen 1986 und 2016 dargestellt und diskutiert.
Werte sind nicht nur in der Öffentlichkeit ein vieldiskutiertes Thema. Diverse wissenschaftliche Fachdisziplinen setzen sich aus unterschiedlicher Perspektive mit Werten sowie mit dem Konzept der Wertebildung auseinander. Vor diesem Hintergrund vereint der Sammelband theoretische und methodische Ansätze aus Philosophie, Erziehungswissenschaft, Politologie, Theologie, Kommunikationswissenschaft, Literaturwissenschaft und Soziologie. Ziel ist die Darstellung inter- und transdisziplinärer Verbindungslinien und Differenzen innerhalb der Forschung zu Werten und Wertebildung. Die Beiträge in diesem Band bieten einen aktuellen Überblick über verschiedene Theorietraditionen, diskutieren aber auch relevante empirische Befunde zu Werten und Wertebildung. Allen Ansätzen gemeinsam ist die Frage danach, was unter Werten verstanden werden kann und wie und unter welchen Umständen sie sich herausbilden.
Although the low-wage employment sector has enlarged over the past 20 years in the context of pronounced flexibility in restructured labor markets, gender differences in low-wage employment have declined in Germany, Austria and Switzerland. In this article, the authors examine reasons for declining gender inequalities, and most notably concentrate on explanations for the closing gender gap in low-wage employment risks. In addition, they identify differences and similarities among the German-speaking countries. Based on regression techniques and decomposition analyses (1996-2016), the authors find significantly decreasing labor market risks for the female workforce. Detailed analysis reveals that (1) the concrete positioning in the labor market shows greater importance in explaining declining gender differences compared to personal characteristics. (2) The changed composition of the labor markets has prevented the low-wage sector from increasing even more in general and works in favor of the female workforce and their low-wage employment risks in particular.
Labour market entry poses enormous challenges for recently arrived refugees, ranging from language barriers, devaluation of human capital, unfamiliarity with customs of the job search process to outright discrimination. How can refugees overcome these challenges and quickly enter gainful employment? In this paper, we draw on interviews with 26 male and female refugees from Syria, Afghanistan, Iraq and Iran, conducted in 2017 and 2018, who came to Austria in 2015 and 2014 and who have successfully entered employment. We depict refugees’ own perspectives on and strategies for fast job entry and integration. Personal agency and a proactive approach of seeking and seizing opportunities are key for overcoming initial barriers and entering upon positive integration pathways. At the same time, refugees’ personal agency is essential for establishing social ties to the host society, which also play a crucial role in early labour market integration. Finally, institutions of the Austrian labour market (the ‘apprenticeship’-system) interact with refugees’ agency in most intricate ways, both setting up nearly insurmountable barriers but also providing specific opportunities for refugees.
Die Methode des forschenden Lernens appeliert an den natürlichen Forscher- und Entdeckergeist der Lernenden und spornt sie dazu an, das Heft des Handelns selbst in die Hand zu nehmen. Die Schülerinnen und Schüler entwickeln eigene Fragestellungen, sammeln Daten in der Praxis und werten diese anschließend aus. Wenn von Beruflicher Orientierung oder auch Berufs- und Studienorientierung die Rede ist, dann werden diese Begriffe in der Regel in zweifacher Weise recht eng definiert. Zum einen wird überwiegend der Übergang von der Schule in den Beruf fokussiert. Die Berufliche Orientierung als Teil des lebenslangen Lernens im Sinne einer umfassenden berufsbiografischen Gestaltungskompetenz wird eher vernachlässigt. Zum anderen wird – soweit zu beobachten – fast ausschließlich die Perspektive der Arbeitnehmerinnen und Arbeitnehmer thematisiert und die unternehmerische Selbstständigkeit als Form der Erwerbstätigkeit bleibt häufig unberücksichtigt. An diesem zweiten Punkt setzt der vorliegende Beitrag an. Es werden relevante Begrifflichkeiten erörtert, die Engführung der traditionellen Berufsorientierungskonzepte auf die abhängige Beschäftigung herausgearbeitet und auf der Basis der Literatur zum Entrepreneurship und zur Entrepreneurship Education Ansatzpunkte für ein erweitertes Konzept zur Beruflichen Orientierung entwickelt.
A widespread view in political science is that minority cabinets govern more flexibly and inclusively, more in line with a median-oriented and 'consensual' vision of democracy. Yet there is only little empirical evidence for it. We study legislative coalition-building in the German state of North-Rhine-Westphalia, which was ruled by a minority government between 2010 and 2012. We compare the inclusiveness of legislative coalitions under minority and majority cabinets, based on 1028 laws passed in the 1985–2017 period, and analyze in detail the flexibility of legislative coalition formation under the minority government. Both quantitative analyses are complemented with brief case studies of specific legislation. We find, first, that the minority cabinet did not rule more inclusively. Second, the minority cabinet’s legislative flexibility was fairly limited; to the extent that it existed, it follows a pattern that cannot be explained on the basis of the standard spatial model with policy-seeking parties.
Almost half of the political life has been experienced under the
state of emergency and state of siege policies in the Turkish
Republic. In spite of such a striking number and continuity in the
deployment of legal emergency powers, there are just a few legal
and political studies examining the reasons for such permanency
in governing practices. To fill this gap, this paper aims to discuss
one of the most important sources of the ‘permanent’ political
crisis in the country: the historical evolution of legal emergency
power. In order to highlight how these policies have intensified
the highly fragile citizenship regime by weakening the separation
of power, repressing the use of political rights and increasing the
discretionary power of both the executive and judiciary authori-
ties, the paper sheds light on the emergence and production of
a specific form of legality based on the idea of emergency and the
principle of executive prerogative. In that context, it aims to
provide a genealogical explanation of the evolution of the excep-
tional form of the nation-state, which is based on the way political
society, representation, and legitimacy have been instituted and
accompanying failure of the ruling classes in building hegemony
in the country.
The social stratification systems of major cities are transforming all around the globe. International research has been discussing this trend and focus on changing occupational classes. However, the precise effects on urban households, taking social welfare and different family arrangements into account, as well as the precise effects on people with a migration background, remain unclear. Using the example of Vienna, this article examines immigration as a key dimension for social stratification. Although household income structures in Austria have remained comparatively stable over the past two decades, the middle-income share in Vienna (as the sole metropolis in Austria) has dramatically decreased. This predominantly affects people from migrant backgrounds. Using a comprehensive dataset (two waves, N = 16,700 participants, including N = 4,500 migrants), we systematically examine the role of (a) migration-specific and (b) education- and employment-related factors to explain the decline of middle-income migrants. The results of multinomial logistic regression and decomposition analyses suggest that transformations in the labour market is the main driving force. Changing migrant characteristics have counteracted this process. If today's migrants displayed similar showed characteristics (e.g., origin and educational levels) to those prevalent in the past decade, the ethnic stratification disparities would have been even stronger.
Transcending the conventional debate around efficiency in sustainable consumption, anti-consumption patterns leading to decreased levels of material consumption have been gaining importance. Change agents are crucial for the promotion of such patterns, so there may be lessons for governance interventions that can be learnt from the every-day experiences of those who actively implement and promote sustainability in the field of anti-consumption. Eighteen social innovation pioneers, who engage in and diffuse practices of voluntary simplicity and collaborative consumption as sustainable options of anti-consumption share their knowledge and personal insights in expert interviews for this research. Our qualitative content analysis reveals drivers, barriers, and governance strategies to strengthen anti-consumption patterns, which are negotiated between the market, the state, and civil society. Recommendations derived from the interviews concern entrepreneurship, municipal infrastructures in support of local grassroots projects, regulative policy measures, more positive communication to strengthen the visibility of initiatives and emphasize individual benefits, establishing a sense of community, anti-consumer activism, and education. We argue for complementary action between top-down strategies, bottom-up initiatives, corporate activities, and consumer behavior. The results are valuable to researchers, activists, marketers, and policymakers who seek to enhance their understanding of materially reduced consumption patterns based on the real-life experiences of active pioneers in the field.
Verbraucherbildung ist bundesweit vielfältig in curricularen Vorgaben verankert. Fachfremde Lehrpersonen benötigen Professionalisierungsangebote, um die Verbraucherbildung
als Querschnittsaufgabe in ihren Fächern implementieren zu können. Erkenntnisse aus der Professionalisierungsforschung werden daher im Beitrag in Bezug auf das cLEVER-Projekt
zusammengetragen, um sie für Fortbildungsangebote nutzbar zu machen.
Schülerfirmen sind eine verbreitete Unterrichtsmethode allgemeinbildender Schulen. Trotz ihrer Verbreitung und zunehmenden curricularen Verankerung ist der Forschungsstand bislang unbefriedigend. Ihr Potenzial für die ökonomische Bildung entfalten Schülerfirmen, wenn sie mit Beruflicher Orientierung und Entrepreneurship Education verbunden werden. Über die Wechselwirkungen zwischen diesen Aspekten ergeben sich zahlreiche handlungsorientierte Lehr-Lern-Situationen, mithilfe derer sowohl ökonomische als auch überfachliche Kompetenzförderung realisiert werden kann. Wesentliche Gestaltungsperspektiven werden im Beitrag identifiziert. Um die Fachlichkeit von Schülerfirmen sicher zu stellen, ist beispielsweise neben der Einbettung im Fachunterricht auch gut qualifiziertes Lehrpersonal erforderlich, da die Umsetzung von Schülerfirmen voraussetzungsreich ist.
Narratives are shaping our understanding of the world. They convey values and norms and point to desirable future developments. In this way, they justify and legitimize political actions and social practices. Once a narrative has emerged and this world view is supported by broad societal groups, narratives can provide powerful momentum to trigger innovation and changes in the course of action. Narratives, however, are not necessarily based on evidence and precise categories, but can instead be vague and ambiguous in order to be acceptable and attractive to different actors. However, the more open and inclusive a narrative is, the less impact can be expected. We investigate whether there is a shared narrative in research for the sustainable economy and how this can be evaluated in terms of its potential societal impact. The paper carves out the visions for the future that have been underlying the research projects conducted within the German Federal Ministry of Education and Research (BMBF) funding programme "The Sustainable Economy". It then analyzes whether these visions are compatible with narratives dominating societal discourse on the sustainable economy, and concludes how the use of visions and narratives in research can contribute to fostering societal transformations.

Cultured meat could contribute to solve these problems, but will such meat be marketable, competitive, and accepted? Using the Delphi method, this study explored the potential development of cultured meat by 2027. Despite the acknowledged urgency to develop sustainable meat alternatives, participants doubt that challenges regarding mass production, production costs, and consumer acceptance will be overcome by 2027. Considering the noticeable impacts of global warming, further research and development as well as a change in consumer perceptions is inevitable.

Durch den Deutschen Rechnungslegungs Standard 20 und die sog. CorporateSocial Responsibility-Richtlinie sind nichtfinanzielle Kennzahlen im Rahmen der Unternehmenssteuerung zunehmend in den Fokus gerückt. Trotz dieser regulatorischen Signale etabliert sich deren Nutzung in der Praxis nur langsam. Im vorliegenden Beitrag wird daher ein Überblick über die Bedeutung, die Hintergründeund den Stand der Implementierung nicht finanzieller Kennzahlen in der Unternehmenssteuerung im Allgemeinen und insbesondere im Hinblick auf das Steuerungssystem der Vorstandsvergütung gegeben.
Der vorliegende Beitrag gibt einen Überblick zum Forschungsdesign und den Ergebnissen einer bundesweiten Querschnittsuntersuchung (Online-Survey) mit Wirtschaft unterrichtenden Lehrpersonen (N=593) zu Fortbildungsangeboten im Feld der ökonomischen Bildung sowie deren Einstellungen dazu. Die erhobenen geringen Fortbildungsteilnahmen, die damit verbundenen Schwierigkeiten beim Auffinden passender Veranstaltungsthemen und -formate sowie artikulierte formal-organisatorische Wünsche der befragten Wirtschaftslehrkräfte werden dargestellt und vor dem Hintergrund bisheriger Erkenntnisse zur Wirksamkeit von Fortbildungen erörtert. Neben übergeordneten thematischen Fortbildungsbedarfen im Kontext der digitalen Transformation werden zudem etwaige Fortbildungsschwerpunkte unterschiedlicher Bedarfsgruppen (z. B. Berufs- und Quereinsteiger, fachfremd unterrichtende Lehrpersonen) anhand deren Selbsteinschätzung zum Wissen in Themenfeldern der ökonomischen Bildung diskutiert. Außerdem werden aus den Erkenntnissen abgeleitete konzeptionelle Prämissen für ein erprobungs- und anwendungsorientiertes Online-Fortbildungsangebot zum Lehren und Lernen mit digitalen Medien sowie ein darauf bezogenes zweites qualitatives Forschungsvorhaben als anknüpfendes Projekt beschrieben.
This paper seeks to address the relationship between social capital and perceived social origin in contemporary Austria. While the concept of social capital has been widely adopted in social sciences, so far research on the (pre)structured shape of social capital by social origin is scarce. Our aim is to close this gap. Therefore, we use the network-as-capital approach by following the “position generator” and apply latent class analysis (LCA) and path modelling on the basis of the 2018 Austrian Social Survey. The dataset comprises a representative sample of the Austrian residential population aged 18 and older. Our findings show that the diversity of social capital, and access to networks of people in more highly ranked positions is strongly influenced by one’s social background. The higher respondents assess their social origin, the greater the probability of being in this type of network. Furthermore, education and occupation have effects on membership in a class-specific network.
The gendered division of occupations is a persistent characteristic of the Austrian labour market. Furthermore, we can observe more flexible employment biographies, where sequential employment episodes and occupational transitions become an important part. On this account, the article argues that both gender inequalities and labour market movements need to be examined simultaneously. The authors therefore analyse gender-(un)typed horizontal occupational transitions and their influence on the vertical positioning, based on the Austrian Micro Census (2008–2018). The results reveal that gender-typed occupational transitions are regaining relevance and that the gender effect is reversing in that women increasingly leave gender-untyped occupations. The findings also demonstrate that this gender-typed horizontal movement yields a significant decline in occupational status for women, which even increases when women become mothers. Based on their models the authors find no negative effects for fathers.
