Ausgehend von der These, dass kommunale Unternehmen gerade in strukturschwachen Regionen eine besondere politische und wirtschaftliche Bedeutung besitzen, wird die Entwicklung der kommunalen Wirtschaft im Land Brandenburg untersucht. Die Autoren bereiten dazu in einer Längsschnittanalyse nicht unmittelbar dazu abrufbare Daten der öffentlichen Statistik auf und untersetzen die statistische Analyse durch eine Einzelfallstudie. Im Ergebnis wird deutlich, dass Entscheidungen über Privatisierungen oder Kommunalisierungen keinen „Sachgesetzlichkeiten“ folgen, sondern politisch in Abhängigkeit von Situationsinterpretationen, Denkstilen, Macht- und Interessenkonstellationen getroffen werden. Die Offenheit der Entscheidung über die Zukunft der kommunalen Wirtschaft verweist damit auf politischen Handlungsspielraum und die politische Verantwortung für Ausbau, Erhalt oder Privatisierung kommunaler Unternehmen.
Mehr Privat statt Staat! Diese Kampfformel galt vielen noch vor kurzem als Schlüssel zur erfolgreichen Entlastung der angespannten kommunalen Haushalte. Immer mehr Kommunen beschritten den vermeintlichen Königsweg. So vielfältig wie die Gegenstände sind auch die in der Verwaltungspraxis zu beobachtenden Erscheinungsformen der Privatisierung: Vermögensprivatisierung, Organisationsprivatisierung, Aufgabenprivatisierung mit facettenreichen Mischformen namentlich der Public Private Partnerships. Zwar brachte der „Verkauf des Tafelsilbers“ den Kommunen kurzzeitig einen Geldsegen. Doch haben bei weitem nicht alle Privatisierungsmaßnahmen die in sie gesetzten Erwartungen erfüllt und es setzt sich zunehmend die Einsicht durch, dass die Privatwirtschaft nicht zwangsläufig besser, effizienter und kostengünstiger arbeitet als die Öffentliche Hand. Inzwischen deutet sich im kommunalen Bereich eine klare Trendumkehr in Richtung Rekommunalisierung an. Die 17. Fachtagung des Kommunalwissenschaftlichen Instituts (KWI) der Universität Potsdam greift in diese anlaufende Grundsatzdebatte ein und nimmt aktuelle Bestrebungen der Rekommunalisierung lokaler Aufgaben auf. Im Vordergrund stehen erste praktische Erfahrungen, Implementationsprobleme und nicht zuletzt die rechtlichen Rahmenbedingungen und normativen Direktiven für Rekommunalisierungen namentlich in Segmenten der öffentlichen Daseinsvorsorge.
Ethik, Integrität und Korruption : Neue Herausforderungen im sich wandelnden öffentlichen Sektor?

Im öffentlichen Sektor hat, wie wir wissen, in den letzten 10-20 Jahren ein erheblicher Wandel stattgefunden. Die staatlichen Strukturen haben sich immer mehr ausdifferenziert und öffentliche Leistungen werden in sehr unterschiedlichen Erledigungsformen erbracht. Ein beachtlicher Teil der Leistungen ist auf private Dritte ausgelagert oder ganz privatisiert worden. Zudem haben sich verschiedene Muster von öffentlich-privaten Kooperationen herausgebildet. Verwaltungen und öffentliche Unternehmen wurden unter verstärkten Leistungsdruck und Wettbewerb gesetzt. All das führte zu einer weithin wahrnehmbaren Ökonomisierung und „Managerialisierung“ des öffentlichen Sektors, die verständlicherweise auch Werte und Verhaltensweisen der öffentlich Beschäftigten beeinflusst hat. Daraus ergeben sich ohne Zweifel erhebliche Konsequenzen für die Integrität der Akteure im öffentlichen Sektor sowie für deren Korruptionsanfälligkeit.
