In Japan wurden die sogenannten „Heisei no Daigappei“ (Große kommunale Gebietsreform) im Zeitraum von 1999 bis 2006 durchgeführt. Im Ergebnis hat sich die Anzahl der Gemeinden von 3.232 auf 1.727 – also um die Hälfte – reduziert. Auch in den neuen Bundesländern in Deutschland sind in den letzten Jahren wieder kommunale Gebietsreformen (Gemeindefusionen) durchgeführt worden. Trotzdem gibt es in Deutschland noch etwa 12.000 Gemeinden. Im Vergleich mit Japan ist die Gemeindegröße also deutlich geringer. Mit dem vorliegenden Beitrag sollen die Reformunterschiede zwischen Deutschland und Japan erklärt werden. Gefragt wird nach der „Richtung“ und der „Stärke“ der verschiedenen Vektoren (Einflussfaktoren) im Reformprozess der Gemeindefusionen. Besonders reformfördernd wirken in Japan die Vektoren Dezentralisierungsdruck und öffentliche Finanzkrise. Die Unterschiede zwischen Japan und Deutschland beim Vektor demographischer Wandel konnten nicht betrachtet werden. In Deutschland sind für den Reformfortschritt vor allem die Vektoren bürgernahe Demokratie, örtliche Verbundenheit, die Existenz des Ehrenamtsprinzips sowie die Ergänzungsfunktion der Kreise und Ämter ausschlaggebend. Insgesamt betrachtet wirken die Vektoren in Japan stärker reformfördernd als in Deutschland. Deshalb sind im Reformergebnis die Gebietsstrukturen der Gemeinden in Japan derzeit größer als in Deutschland.

Die Arbeit geht der Frage nach inwiefern die Capability Based View (CBV) einen Erklärungsbeitrag für die Verwaltungsforschung leisten kann. Dazu unterzieht sie die CBV einer kritischen Betrachtung und benennt die wichtigsten Merkmale dieses – nach wie vor unscharfen – Konzepts mit Bezug zum öffentlichen Sektor. Sie zeigt Parallelen von Ansätzen und Ergebnissen der Verwaltungsforschung zur CBV auf und stellt ihre generelle Verwendbarkeit in diesem Kontext fest. Ebenso diagnostiziert sie jedoch signifikanten Verbesserungsbedarf hinsichtlich der Klarheit des Konzepts. Eine Fokussierung auf den öffentlichen Sektor verspricht eher eine Konsolidierung und Weiterentwicklung der CBV als deren Erforschung im Privatsektor, da das multidimensionale und mehrstufige Verständnis von Performance im öffentlichen Sektor deutlich besser zur Wirkungslogik der CBV passt. Die Arbeit schließt mit einer Forschungsagenda, welche die wichtigsten Fragen zur Weiterentwicklung aufzeigt, und dem Appell für mehr qualitative empirische Forschung in diesem neuen Feld des Public Managements.
Governments at central and sub-national levels are increasingly pursuing participatory mechanisms in a bid to improve governance and service delivery. This has been largely in the context of decentralization reforms in which central governments transfer (share) political, administrative, fiscal and economic powers and functions to sub-national units. Despite the great international support and advocacy for participatory governance where citizen’s voice plays a key role in decision making of decentralized service delivery, there is a notable dearth of empirical evidence as to the effect of such participation. This is the question this study sought to answer based on a case study of direct citizen participation in Local Authorities (LAs) in Kenya. This is as formally provided for by the Local Authority Service Delivery Action Plan (LASDAP) framework that was established to ensure citizens play a central role in planning and budgeting, implementation and monitoring of locally identified services towards improving livelihoods and reducing poverty. Influence of participation was assessed in terms of how it affected five key determinants of effective service delivery namely: efficient allocation of resources; equity in service delivery; accountability and reduction of corruption; quality of services; and, cost recovery. It finds that the participation of citizens is minimal and the resulting influence on the decentralized service delivery negligible. It concludes that despite the dismal performance of citizen participation, LASDAP has played a key role towards institutionalizing citizen participation that future structures will build on. It recommends that an effective framework of citizen participation should be one that is not directly linked to politicians; one that is founded on a legal framework and where citizens have a legal recourse opportunity; and, one that obliges LA officials both to implement what citizen’s proposals which meet the set criteria as well as to account for their actions in the management of public resources.
Mit dem in §18 des Tarifvertrags für den öffentlichen Dienst (TVöD) festgeschriebenen Leistungsentgelt soll u.a. die Motivation der Mitarbeiterinnen und Mitarbeiter im öffentlichen Dienst gesteigert werden. Eine motivationssteigernde Wirkung wird jedoch von Seiten der Motivationsforschung bestritten. Sie geht im Gegenteil davon aus, dass eine leistungsorientierte Bezahlung (LOB) zu einer Verdrängung der intrinsischen Motivation (Crowding-Out Effekt) führen kann. Mithilfe eines empirischen Tests der Motivation Crowding Theorie gelangt diese Arbeit zu einem differenzierteren Urteil. Es wird gezeigt, dass im Beispiel der Kreisverwaltung Potsdam Mittelmark die subjektive Wahrnehmung der LOB durch den einzelnen Beschäftigten darüber entscheidet, ob dessen Motivation verstärkt oder verdrängt wird. Jene Beschäftigten, die sich durch die LOB kontrolliert fühlen, weisen eine signifikant geringere PSM und intrinsische Motivation als diejenigen auf, die die LOB als fördernd wahrnehmen. Als zentraler Faktor für das Urteil der Beschäftigten wird die wahrgenommene Fairness des Systems identifiziert.

Bürgerschaftliches Engagement ist nicht nur ein Gewinn für das Gemeinwesen, sondern auch für den freiwillig Engagierten. Damit er seine Potenziale ausschöpfen kann, braucht er Rahmenbedingungen, die ihn bestärken und unterstützen. Die Arbeit auf lokaler Ebene bildet dabei das Herzstück, hier ist auf aktuelle Bedarfslagen zu reagieren. Um sie zu ermitteln und Maßnahmen zu ergreifen, sind geeignete Strukturen notwendig. An diesem Punkt setzen die Freiwilligenagenturen an. Mit ihrem Informations-, Beratungs- und Vermittlungsangebot wollen sie Bindeglied zwischen Freiwilligen und Einrichtungen als Träger von Freiwilligenarbeit sein. Neben Erläuterungen zur Entstehungsgeschichte und zum Begriff dieser jungen Infrastruktureinrichtung widmet sich die Autorin der vorliegenden Arbeit den Wesensmerkmalen und vor allem den häufigsten Herausforderungen. Am Beispiel zweier aktiver Freiwilligenagenturen in Berlin wird untersucht, welche Rolle diese Einrichtungen bei der Förderung und der Umsetzung des bürgerschaftlichen Engagements spielen.
Traditionelle Verwaltungsverfahren stehen seit längerem und zunehmend in der Kritik. Das klassische Fürsorge-Modell wird vor allem im Umweltbereich nicht mehr akzeptiert. Betroffene Bürger und Verbände wollen verstärkt mitreden und Entscheidungen nicht der Verwaltung und externen Experten überlassen. Das Verfahren der Mediation wird in der Bundesrepublik Deutschland inzwischen in einer Vielzahl von öffentlich-rechtlichen Problembereichen eingesetzt. Besonders auf kommunaler Ebene bietet sich ihr Einsatz an. Diese Arbeit beschäftigt sich aus verwaltungswissenschaftlicher und -rechtlicher Perspektive mit der Mediation im Rahmen der kommunalen Bauleitplanung. Aufgrund der Innovationsoffenheit und Flexibilität bei gleichzeitiger Komplexität und Kooperationsabhängigkeit des Rechts der Bauleitplanung ist dieses besonders für die Anwendung von Mediation geeignet. Das Arbeitsheft führt in das Verfahren der Mediation und seine Begriffe ein, beleuchtet die Charakteristika und Mängel des herkömmlichen Verwaltungsverfahrens und widmet sich dann der Mediation im öffentlichen Bereich. Diese wird anhand der Möglichkeit ihres Einsatzes in der Bauleitplanung auf kommunaler Ebene näher dargestellt, ihre Vor- und Nachteile werden gegeneinander abgewogen. Somit gibt dieses Arbeitsheft eine kompakte, aber dennoch detailreiche Übersicht über den aktuellen Stand der Diskussion zur Mediation im öffentlichen Bereich.

In der aktuellen Performance-Management-Forschung wurden bereits eine Vielzahl von Einflussfaktoren untersucht, die eine zielgerichtete Verwendung von Kennzahlen beeinflussen. Verwaltungskultur spielte hierbei nur eine nachgeordnete Rolle. Die vorliegende Untersuchung verwendet die Daten einer Umfrage in allen kreisfreien Städten Deutschlands, um den Zusammenhang zwischen verschiedenen Kulturtypen und der Verwendung von Kennzahlen zu untersuchen. Als Analyseschema für Verwaltungskultur wird die Grid/Group-Analysis verwendet. Die Ergebnisse sind zum Teil überraschend. Individualistische Kulturen scheinen einen negativen, hierarchistische Kulturen einen positiven Einfluss zu haben. Dennoch wird das Fehlen eines geeigneten Operationalisierungsschemas bemängelt.
Mehr Privat statt Staat! Diese Kampfformel galt vielen noch vor kurzem als Schlüssel zur erfolgreichen Entlastung der angespannten kommunalen Haushalte. Immer mehr Kommunen beschritten den vermeintlichen Königsweg. So vielfältig wie die Gegenstände sind auch die in der Verwaltungspraxis zu beobachtenden Erscheinungsformen der Privatisierung: Vermögensprivatisierung, Organisationsprivatisierung, Aufgabenprivatisierung mit facettenreichen Mischformen namentlich der Public Private Partnerships. Zwar brachte der „Verkauf des Tafelsilbers“ den Kommunen kurzzeitig einen Geldsegen. Doch haben bei weitem nicht alle Privatisierungsmaßnahmen die in sie gesetzten Erwartungen erfüllt und es setzt sich zunehmend die Einsicht durch, dass die Privatwirtschaft nicht zwangsläufig besser, effizienter und kostengünstiger arbeitet als die Öffentliche Hand. Inzwischen deutet sich im kommunalen Bereich eine klare Trendumkehr in Richtung Rekommunalisierung an. Die 17. Fachtagung des Kommunalwissenschaftlichen Instituts (KWI) der Universität Potsdam greift in diese anlaufende Grundsatzdebatte ein und nimmt aktuelle Bestrebungen der Rekommunalisierung lokaler Aufgaben auf. Im Vordergrund stehen erste praktische Erfahrungen, Implementationsprobleme und nicht zuletzt die rechtlichen Rahmenbedingungen und normativen Direktiven für Rekommunalisierungen namentlich in Segmenten der öffentlichen Daseinsvorsorge.
The dissertation examines the use of performance information by public managers. “Use” is conceptualized as purposeful utilization in order to steer, learn, and improve public services. The main research question is: Why do public managers use performance information? To answer this question, I systematically review the existing literature, identify research gaps and introduce the approach of my dissertation. The first part deals with manager-related variables that might affect performance information use but which have thus far been disregarded. The second part models performance data use by applying a theory from social psychology which is based on the assumption that this management behavior is conscious and reasoned. The third part examines the extent to which explanations of performance information use vary if we include others sources of “unsystematic” feedback in our analysis. The empirical results are based on survey data from 2011. I surveyed middle managers from eight selected divisions of all German cities with county status (n=954). To analyze the data, I used factor analysis, multiple regression analysis, and structural equation modeling. My research resulted in four major findings: 1) The use of performance information can be modeled as a reasoned behavior which is determined by the attitude of the managers and of their immediate peers. 2) Regular users of performance data surprisingly are not generally inclined to analyze abstract data but rather prefer gathering information through personal interaction. 3) Managers who take on ownership of performance information at an early stage in the measurement process are also more likely to use this data when it is reported to them. 4) Performance reports are only one source of information among many. Public managers prefer verbal feedback from insiders and feedback from external stakeholders over systematic performance reports. The dissertation explains these findings using a deductive approach and discusses their implications for theory and practice.
