Aus dem Vorwort: Vor wenigen Wochen ist im Heft 13 der „Studien zu Grund- und Menschenrechten“ eine Arbeit von Herrn Schäfer mit dem Titel „Zum Verhältnis Menschenrechte und humanitäres Völkerrecht“ erschienen. Wir haben inzwischen nicht nur zahlreiche faktische Situationen, in denen dieses Verhältnis von Menschenrechten und humanitärem Völkerrecht relevant ist, sondern es gibt zunehmende Äußerungen rechtlicher Instanzen (Internationaler Gerichtshof, Jugoslawien-Tribunal, Menschenrechtsausschüsse), die sich diesem Problem gewidmet haben, von Stimmen aus der Wissenschaft ganz zu schweigen. Herr Schäfer wird versuchen, eine Zwischenbilanz zu ziehen. In vielen Fällen, nämlich stets bei Auslandseinsätzen von Streitkräften, hängt die Frage, wie das Verhalten von Menschenrechten zu Regeln des humanitären Völkerrechts zu beurteilen ist, auch davon ab, ob die menschenrechtlichen Verpflichtungen eines Staates ihn auch dann begleiten, wenn er außerhalb seines Territoriums agiert. Herr Dr. Weingärtner wird sich dieser zentralen Frage stellen, die nicht erst, aber vor allem auch nach der Banković- Entscheidung des Europäischen Gerichtshofs für Menschenrechte aus dem Jahr 2001 vielfach erörtert wird. Die Bundesrepublik Deutschland selbst wurde etwa vom Menschenrechtsausschuß der Vereinten Nationen bei der Diskussion ihres letzten periodischen Berichts mit dieser Frage direkt konfrontiert. An die Einsätze in Afghanistan, Kongo und nun auch vor der libanesischen Küste ist zu erinnern. Gern nehme ich diesen Zusammenhang zum Anlaß, auch auf die Arbeit von Dirk Lorenz „Der territoriale Anwendungsbereich der Grund- und Menschenrechte“ hinzuweisen, die im Jahr 2005 als Band 25 in der vom MRZ herausgegebenen Schriftenreihe erschienen ist. Frau PD Dr. Schmahl behandelt ein Thema, das im engen Zusammenhang mit den beiden vorangegangenen steht. Können Menschenrechtsverletzungen oder Verletzungen von Normen des humanitären Völkerrechts zu individuellen Schadenersatzansprüchen führen? Stichworte wie Zwangsarbeiter, Distomo und vor allem – da die Nachkriegszeit betreffend – Varvarin verweisen auf die gerade auch Deutschland angehende Brisanz dieser Problematik. <img src="http://vg00.met.vgwort.de/na/74333508f5104deb4553" width="1" height="1" alt="">
Der vorliegende Band vereinigt Beiträge zu zentralen Bereichen des Public Managements. Dabei werden Fragestellungen und Herausforderungen für Wissenschaftler und Praktiker aufgezeigt, Entwicklungen im öffentlichen Sektor empirisch nachgezeichnet und Problem- sowie Erfolgsfelder der Verwaltungsmodernisierung beleuchtet. Im Mittelpunkt steht dabei die Frage, wie ein modernes Management von öffentlichen Dienstleistungen aussieht und aussehen kann. Die Autoren/innen nehmen die Entwicklungen der letzten Jahre im öffentlichen Sektor zum Anlass, ihre eigenen Forschungsarbeiten im Bereich eGovernment, Wissensmanagement, Nonprofit und Hochschulmanagement, Finanzmanagement sowie dem Management öffentlicher Dienstleistungen zu präsentieren. Jeder dieser Beiträge ist das Resultat langjähriger und empirischer Beschäftigung mit dem Phänomenbereich des Public Management.
Das Verbundprojekt "Bewirtschaftungsmöglichkeiten im Einzugsgebiet der Havel" hat Methoden und Werkzeuge entwickelt, welche zur Bewertung alternativer Bewirtschaftungsmöglichkeiten im Einzugsgebiet der Havel mit dem Ziel der Verbesserung der Gewässergüte dienen. Neben den naturräumlichen Gegebenheiten dieses typischen, langsam fließenden Tieflandflusses mit eingelagerten Flachseen, weit gespannten Auen und der direkten Kopplung von Grund- und Oberflächenwasser galt das Interesse einer Reihe von Nutzungsansprüchen mit ihren Auswirkungen auf den Wasser- und Stoffhaushalt. Im Mittelpunkt stehen hierbei die Stoffeinträge aus Landwirtschafts- und Siedlungsflächen sowie Aspekte der wasserwirtschaftlichen Steuerung. Es werden die Auswirkungen verschiedener Bewirtschaftungsoptionen der Gewässer und ihrer Einzugsgebiete auf die Wassermenge und -qualität untersucht. Damit werden die wissenschaftlichen Grundlagen für die Bewertung des Zustandes der Gewässer sowie künftiger Handlungsoptionen und Entwicklungsszenarios nach der EG-Wasserrahmenrichtlinie (EG-WRRL) geschaffen. Neben den methodischen Aufgaben zur Erstellung, Anpassung und Kopplung von Modellwerkzeugen (Systemmodelle, Szenarientechniken) werden naturraumspezifische und sozioökonomische Bewertungsmaßstäbe, umsetzungsorientierte Handlungsoptionen sowie Werkzeuge für die Verwertung der Ergebnisse durch die Fachverwaltung erarbeitet.
Dieses Material soll es dem Lehrer ermöglichen, schnell und mit wenig Arbeitsaufwand eine oder mehrere Unterrichtsstunden zum Thema "Söldnertum" vorzubereiten, aber auch zur Arbeit mit Bildquellen anregen, die in der Schule oftmals recht stiefmütterlich behandelt werden. Zu diesem Zweck wird in aller Kürze in die Entstehung des Soldkriegswesens als Form staatlich organisierter Gewaltsamkeit eingeführt. Ausgehend von der Spätantike werden die militärischen, wirtschaftlichen und demographischen Faktoren, die zur "Renaissance des Fußvolkes" geführt haben, beschrieben, und auf entsprechende Fachpublikationen verwiesen. Organisation, Struktur und Rechtsformen der Söldnerheere werden vorgestellt und immer anhand von Bildquellen des 15. und 16. Jahrhunderts verdeutlicht. Der zweite Teil dieses Materials besteht aus einer Einführung in die Historische Bildkunde, so dass die Schüler den Umgang mit dieser Quellengattung zügig erlernen können. Um die komplexe Symbolik der Bildmaterialien der Frühen Neuzeit entschlüsseln zu können, wurde als Hilfe für Lehrer und Schüler ein Symbolschlüssel angefertigt. Die Quellen liegen in digitaler Form, in zwei Ausführungen (einer mit Markierungen der wichtigsten Symbole für den Lehrer, einer ohne diese Markierungen als Arbeitsmaterial für die Schüler) der Arbeit bei. Das Material ist modular aufgebaut, so dass man bei Bedarf nur einen Aspekt des Soldkriegswesens (beispielsweise das Trossvolk oder die Verrechtlichung innerhalb der Söldnerheere) von den Schülern bearbeiten lassen kann. Abschließend werden Vorschläge für Tafelbilder und Übersichten, sowie für Aufgabenstellungen, die sich sowohl zur Einzel- als auch zur Gruppen- oder Projektarbeit eignen, unterbreitet.
Der vorliegende Lehr- und Forschungsbericht dokumentiert die Ergebnisse einer empirischen Studie, die im Rahmen eines Marktforschungspraktikums am Lehrstuhl für Betriebswirtschaftslehre mit dem Schwerpunkt Marketing der Universität Potsdam im Sommersemester 2004 durchgeführt wurde. Ziel dieser Marktforschungsstudie war es, einen Überblick über die Stellung von Nachhaltigkeit und CO2-Management in transportintensiven und transportnahen Branchen zu gewinnen. Nach der Begriffsdefinition der Weltkommission für Umwelt und Entwicklung (vgl. Bericht von 1987) wird unter "Nachhaltiger Entwicklung" bzw. "Sustainable Development" allgemein eine Entwicklung verstanden, "die den Bedürfnissen der heutigen Generation entspricht, ohne die Möglichkeiten künftiger Generationen zu gefährden, ihre eigenen Bedürfnisse zu befriedigen und ihren Lebensstil zu wählen". Das Konzept der nachhaltigen Entwicklung umfasst mit ökologischen, sozialen und ökonomischen Herausforderungen drei Dimensionen, die die Grundlage einer zukunftsfähigen Entwicklung darstellen. Im Rahmen der vorliegenden Studie wurden schwerpunktmäßig die ökologische und die ökonomische Dimension der Nachhaltigkeit betrachtet. Während die ökologische Dimension den Umweltschutz durch unternehmerisches Handeln beinhaltet, umfasst die ökonomische Dimension vor allem die Umsetzung gesellschaftlicher und ökologischer Anforderungen in unternehmerisches Handeln zur Erlangung von Wettbewerbsvorteilen. Diesbezüglich standen die Erfassung der Einstellung der befragten Unternehmen zum Umweltschutz, deren Betroffenheit von umweltpolitischen Maßnahmen sowie ihre Nachhaltigkeits- und CO2-Managementaktivitäten im Vordergrund der Untersuchung. Der vorliegende Lehr- und Forschungsbericht beginnt mit Vorstellung des Erhebungssteckbriefs (Kapitel 2). Daran anknüpfend wird der Aufbau der Stichprobe näher erläutert (Kapitel 3). Anschließend erfolgen die Darstellung und Analyse der Ergebnisse (Kapitel 4). Hierbei wird zunächst auf die Einstellung zum Umweltschutz und auf die Betroffenheit der Unternehmen von umweltpolitischen Maßnahmen eingegangen. Des Weiteren erfolgt die Betrachtung der unternehmerischen Aktivitäten hinsichtlich Umweltschutz und CO2-Management. Darauf aufbauend werden mögliche Einflussfaktoren auf eine umweltorientierte Unternehmensführung vorgestellt. Den Abschluss bilden die Untersuchung maßgeblicher Einflussfaktoren auf die Auswahl eines Transportdienstleisters und die Darstellung der Wahrnehmung charakteristischer Merkmale verschiedener Transportmittel. Für die Untersuchung wurde eine schriftliche Erhebung per Post und Fax mittels eines standardisierten Fragebogens durchgeführt. Von den 512 kontaktierten Unternehmen antworteten 147. Die daraus resultierende Rücklaufquote von 28% liegt damit über der durchschnittlich zu erwartenden Quote von ca. 10% bei schriftlichen Befragungen.
Dieses Buch dokumentiert zwei Meilensteine in dem Bemühen, am Institut für Musik und Musikpädagogik der Universität Potsdam eine vielseitige und sich an einem grundsätzlich kritischen Wissenschaftsverständnis orientierten musikpädagogischen Forschung zu etablieren. Birgit Jank, neuberufene Lehrstuhlinhaberin für Musikpädagogik und Musikdidaktik, skizziert in ihrer Antrittsvorlesung verschiedene Facetten einer Systematischen Musikpädagogik. Musikalischen Lernprozesse werden hierbei als eine umfassende ästhetische Bildungspraxis verstanden, wobei Grundlagenerkenntnisse in und aus den drei bestimmenden musikpädagogischen Gegenstandskomplexen Lernforschung, Lehrforschung und Unterrichtsforschung begreifbar und nachvollziehbar gemacht werden sollen, um daraus für schulpraxisrelevante Gegenstände und Fragestellungen einen wissenschaftlich geführten Diskurs erreichen und eröffnen zu können. Folgerichtig wird dann mit der Gründung der Forschungsstelle Systematische Musikpädagogik und einem Archiv zur DDR-Musikpädagogik im Juli 2004 ein weiterer Schritt getan, um Musikpädagogik und Musikdidaktik als eigene Wissenschaftsdisziplin weiter zu entwickeln. In diesem Zusammenhang werden von der Autorin strukturelle und konzeptionelle Dimensionen der Forschungsstelle Systematische Musikpädagogik umrissen sowie Forschungsbereiche und Themenfelder benannt. Am Lehrstuhl Musikpädagogik und Musikdidaktik an der Universität Potsdam werden so in den nächsten Jahren Schwerpunkte musikpädagogischen Nachdenkens in Themenkomplexen wie Zeitgeschichtliche Fragestellungen der Musikpädagogik, Medienkompetenz und Musikmedien, der Interkulturellen Musikpädagogik und der Schul- und Curriculum-Forschung zu bearbeiten sein. Begründungen von Hermann J. Kaiser zur Notwendigkeit musikpädagogischer Forschung runden die Beiträge dieser Dokumentation ab.
Wie wurde Geschlecht in der Vormoderne konstituiert, welche Geschlechtermodelle wurden entworfen? Diesen Fragen widmet sich der Tagungsband Geschlechtervariationen. Gender-Konzepte im Übergang zur Neuzeit. Anhand ausgewählter Beispiele der deutschen, französischen, italienischen und spanischen Literatur und zeitgenössischer Wissensbestände nehmen die Beiträge unterschiedliche Diskursfelder und -schnittstellen in den Blick. Sie beschreiben divergente, teils konkurrierende Geschlechter-Konfigurationen vom Spätmittelalter bis zur Aufklärung und loten zugleich das theoretisch-methodische Spektrum aus. Der Begriff der Variation bezeichnet hier das Nebeneinander der Diskurse, die "Sex" und "Gender" je unterschiedlich inszenieren.

Der Tourismus wird oft als Erfolgsfaktor der endogenen Regionalentwicklung für strukturschwache ländliche Räume verstanden. Landschaftlich attraktive Gebiete können mit dem Erleben einer intakten und unzerstörten Natur- und Kulturlandschaft, einer vielfältigen Tierund Pflanzenwelt sowie kultureller Traditionen und Lebensweisen eine touristische Positionierung erreichen. Um die Rahmenbedingungen für einen naturnahen Tourismus, eine gemeinsame Verwirklichung ökologischer und touristischer Ziele, zu verbessern, kann in der Regionalentwicklung auf das Instrument der Einrichtung von Naturparken zurückgegriffen werden. Aus marketingstrategischer Sicht bildet das Konzept des sanften bzw. des naturnahen Tourismus für die regionale touristische Akteure das inhaltliche Pendant. Die notwendigen Planungs- und Koordinationsprozesse werden in diesem Beitrag konzeptionell vorgestellt. Daran anschließend werden die Perspektiven und Herausforderungen des naturnahen Tourismus in Naturparken am Beispiel von Brandenburg skizziert.

Im Rahmen dieser Studie soll ermittelt werden, welche Bedeutung sowohl quantitative, als auch qualitative Kriterien für die Beurteilung von Risiken in den Akteursgruppen Manager, Verwaltungsangehörige, Experten und Laien einnehmen. Bei der Beurteilung von Umweltrisiken spielen neben quantitativen Beurteilungskriterien (z.B. der Schadenswahrscheinlichkeit) auch qualitative Kriterien (z.B. die ausgelösten Emotionen) eine zentrale Rolle, wie insbesondere die Ergebnisse der psychometrischen Risikoforschung zeigen.
Im Rahmen dieser Studie soll ermittelt werden, welche Urteilsmodelle bzw. -konzepte Manager, Verwaltungsangehörige, Experten und Laien zur Bewertung von Risiken verwenden. Dazu wird eine Untersuchungsmethode, die Conjoint-Analyse, verwendet, die mit spezifischen Problemen der psychometrischen Risikoforschung besser umzugehen vermag und die u.E. noch nicht in der Risikowahrnehmungsforschung eingesetzt wurde. Die vorliegende Untersuchung basiert auf einer Befragung von insgesamt 93 Unternehmen aus den Regionen Potsdam, Berlin und Chemnitz. Die Interviews wurden im Zeitraum Mai/Juni 1996 durchgeführt und dauerten ca. 1 Stunde. Im Mittelpunkt der Befragung standen die Themenbereiche: ökologische Betroffenheit, Einstellung zum Umweltschutz, Markt- und Wettbewerbsbedingungen des betrieblichen Umweltschutzes, Umfang und Intensität betrieblicher Maßnahmen zum Umweltschutz sowie Verhaltensbarrieren. Als Interviewpartner standen in der Mehrzahl der befragten Unternehmen die Geschäftsführer oder Umweltbeauftragte bzw. andere Personen in Führungspositionen zur Verfügung. Zum überwiegenden Teil waren die von uns befragten Unternehmer selbst Eigentümer der Unternehmung. Die befragten Unternehmen gehören überwiegend dem Konsumgütersektor (44%) an. Ein Drittel der Unternehmen stammt aus dem Investitionsgütersektor (33%). Der Dienstleistungssektor ist mit lediglich 23% in der Stichprobe vertreten. Insgesamt bildet die Stichprobe ein breites Branchenspektrum ab, wenn auch die Geschäftsbereiche Maschinenbau und Anlagen, bedingt durch ihre starke Präsenz im Raum Chemnitz, deutlich überrepräsentiert sind. Hinsichtlich der Beschäftigtenzahlen und Umsätze handelt es sich in der Befragung überwiegend um kleine und mittelständische Betriebe, wiewohl auch einige größere Unternehmen berücksichtigt wurden.

Im Zusammenhang mit der Diskussion um die Globalisierung werden massive Vorwürfe gegen das ökonomische Gedankengebäude, aber auch die damit verbundenen menschlichen Verhaltensweisen ins Feld geführt. In einem verhaltenswissenschaftlich orientierten Ansatz wird daher zunächst aus individueller, dann aus internationaler Ebene herausgearbeitet, worin die grundlegenden friedensstiftenden Elemente eines ökonomischen Betrachtungsansatzes liegen. Dabei wird insbesondere die Rolle der Ungleichheit betont, die – neben einem reichen Güterangebot, der leistungsorientieren Entlohnung von Arbeit und Kapital sowie der individualistischen Eigentumsordnung – als konstitutives Element des marktwirtschaftlichen Anreizmechanismus den Erfolg demokratischer Gesellschaftssystem in besonderem Maße bestimmt. Die Ausführungen zu den Argumenten pro und contra Globalisierung stehen vor dem Hintergrund der Tatsache, dass die hervorgerufenen Entwicklungsprozesse unweigerlich Gewinner und Verlierer kreieren, was bei letzteren verständlich Ängste auslöst. Dabei wird die Verantwortlichkeit gerade für das Zurückfallen in einem insgesamt durchaus dynamischen Entwicklungsprozeß auf das Markt- und zum Teil auch Staatsversagen geschoben. Übersehen wird jedoch, dass hinter diesen vermeintlichen Versagenstatbeständen sich vielmehr ein moralisches Versagen verbirgt, welches eher auf Seiten der Marktteilnehmer, aber auch von Politik, Bürokratie und vor allem der Interessenvertreter zu suchen ist. Darüber hinaus wird auch die Existenz eines effizienten Sozialstaats nicht durch die Globalisierung gefährdet. Sie bildet vielmehr den Anlaß für die notwendigen Reformen, welche die Bekämpfung von Armut im nationalen wie internationalen Kontext sichern wird. Denn ohne Globalisierung drohen nicht nur ein überzogener Steuer- und Sozialstaat, sondern auch Tendenzen in Richtung auf den Leviathan und einen totalitären Machtmißbrauch, wie dieser heute noch in vielen Entwicklungs- und Transformationsländern auf der Tagesordnung ist.

Die zunehmende Erosion der veranlagten Einkommensteuer wirft die Frage auf, inwieweit die Möglichkeit der Verechnung positiver mit negativen Einkünften dafür verantwortlich ist. Auf der Basis eines Mikrosimulationsmodells analysiert der Beitrag die Wirkungen dieser im deutschen Einkommensteuerrecht möglichen Verrechenbarkeit. Zum einen werden die aus der Abschaffung der Verrechnungsmöglichkeiten resultierenden Wanderungen von Steuerpflichtigen in höhere Einkommensklassen und zum anderen die Auswirkungen auf das Steueraufkommen untersucht. Insgesamt vermindern ca. 5 % der Steuerpflichtigen ihre positiven Einkünfte durch negative Einkünfte einer anderen Einkunftsart. Im Hinblick auf das Steueraufkommen zeichnen sich beträchtliche Steuerausfälle in Höhe von ca. 33 Mrd. DM durch diese Verrechnungsmöglichkeit ab.

In modern political philosophy social contract theory is the most prominent approach to individual rights and fair institutions. According to social contract theory the system of rights in a society ought to be justified by reconstructing its basic features as a contract between the mutually unconcerned members of society. This paper explores whether social contract theory can successfully be applied to justify rights of future generations. Three competing views are analysed: Rawls's theory of justice, Hobbes's radical liberalism and Gauthier's bargaining framework based on the Lockean proviso.

The value concept of traditional resource economics is welfare. Therefore, sustainability of welfare is often taken to characterise our obligations to future generations. This paper argues that this view is inappropriate because it leaves no room for future generations autonomy. Future generations should be free to make their own decisions. Consequently freedom of choice is the appropriate value concept on which resource economics should be based. The concept of sustainability receives a new interpretation. Sustainability is a principle of intertemporal distributive justice which requires equitable opportunities across generations.
Eine Klasse von statistischen Tests zur Spezifikation von Logit-Modellen wird vorgestellt. Diese Tests sind Adaptionen von allgemeineren Spezifikationstests nichtlinearer Modelle. Die theoretische Anwendbarkeit der Tests wird dargelegt und die praktische Anwendbarkeit in Simulationsstudien erörtert. Eine konkrete Anwendung auf einen Datensatz und ein multinomiales Logit-Modell zur Produktwahl wird präsentiert.
In der Praxis stellt die Korrelation eines der wesentlichsten Zusammenhangsmaße dar. Doch die Anwendung dieses Instruments ist in vielen Fällen sehr kritisch zu beurteilen. So enthalten gerade bei Zeitreihen die Ausgangsdaten oft temporale Trends, die zu einem zu hohen Zusammenhangsmaß führen. Gerade bei der Arbeit mit Finanzdaten wird allerdings mit den Differenzen oder sogar mit den prozentualen Änderungen gearbeitet. Hier sind die Trends im wesentlichen extrahiert. Die Daten sind somit fast immer stationär und die Instrumente der linearen Regression damit anwendbar. Auch die Korrelation kann somit problemlos ermittelt werden. Doch gerade bei solchen transformierten Daten sind praktisch kaum noch signifikante Zusammenhänge nachweisbar. Daß die Wahrheit manchmal in der Mitte liegt, versucht diese Arbeit mit Hilfe der Kointegration aufzuzeigen. Immobilienanlagen sind aufgrund ihrer geringen Korrelation mit Aktien und Renten v.a. im Rahmen langfristiger Anlagestrategien interessant, da durch sie hohe Diversifikationseffekte zu erzielen sind. Die risikoreduzierende Wirkung wird mit Hilfe der Korrelationskoeffizienten begründet. Dieses Vorgehen ist jedoch zweifelhaft, da die Korrelationskoeffizienten typischerweise anhand der periodischen - und damit kurzfristigen - Abweichungen bestimmt werden. Ein zwischen diesen Vermögensklassen aufgrund des gleichen ökonomischen Hintergrunds plausibler langfristiger Zusammenhang wird daher ggf. nicht erfaßt, die tatsächlichen Diversifikationseffekte werden somit möglicherweise über-, Risiken damit unterschätzt. Im Gegensatz zum Korrelationskoeffizienten ermöglicht ein neueres statistisches Verfahren, das Fehler-Korrektur-Modell, die Berücksichtigung von kurz- und langfristigen Zusammenhängen. Anhand eines Vergleichs der nach den unterschiedlichen Berechnungsmethoden festgestellten Zusammenhänge wird daher überprüft, ob der Korrelationskoeffizient als Entscheidungsgrundlage für langfristige Anlagestrategien tatsächlich geeignet ist. Es zeigt sich, daß er die Zusammenhänge in vielen Fällen offensichtlich gut beschreibt. Allerdings ergeben sich Hinweise auf unberücksichtigte langfristige Zusammenhänge. Sie signalisieren, daß die Diversifikationseffekte überschätzt werden. Das sollte Anreiz für weitere Untersuchungen sein. Denn sind langfristige Zusammenhänge feststellbar, investieren langfristig orientierte Marktteilnehmer, die auf Basis "kurzfristiger" Indikatoren entscheiden, möglicherweise in suboptimale Portfolios. Das bedeutet zum Beispiel, daß sie bei gleichem Risiko einen höheren Ertrag erwarten könnten.
Gegenstand ist die Regierungsorganisation in fünf westeuropäischen Ländern, die seit den frühen 1990er Jahren durch Europäisierung, Globalisierung und die Krise des Wohlfahrtsstaates unter erhöhtem Anpassungsdruck stehen. Während sich das politikwissenschaftliche Interesse meist auf den allgemeinen Wandel der "Staatlichkeit" oder die konkreten Veränderungen von Politikinhalten konzentriert, wird hier in vergleichender Perspektive nach dem Wandel von politischen Strukturen und Prozessen der Regierungsorganisation, insbesondere der Ministerialverwaltung, gefragt. Ausgangshypothese ist, dass die westeuropäischen Regierungssysteme auf die externen Herausforderungen mit Änderungen ihrer "Produktionsstruktur" von Gesetzen und Programmen reagiert haben. Daraus ergeben sich folgende Kernfragen: Welche Veränderungen der Regierungsorganisationen sind zu identifizieren? Handelt es sich dabei um Ergebnisse einer reflexiven Institutionenpolitik? Ändert sich die strategische Handlungsfähigkeit der Regierungsorganisation? Ersten empirischen Beobachtungen folgend lässt sich ein Wandel auf drei Dimensionen vermuten: dem wachsenden horizontalen regierungsinternen Koordinationsbedarf, der vertikalen Reorganisation und Funktionsveränderung zentralstaatlicher Exekutiven sowie Veränderungen der Beziehungen mit externen Akteuren bspw. organisierten Interessen, Politikberatern und Konsensbildungskommissionen. Neben der Bundesrepublik, Großbritannien und Frankreich sollen die beiden skandinavischen Länder Dänemark und Schweden in die Untersuchung einbezogen werden.
Central government coordination in Denmark, Germany and Sweden : an institutional policy perspective

The paper analyses the processes of central government coordination in Denmark, Germany and Sweden. First it gives an account of the existing coordination patterns, second it analyses changes within these coordination patterns over time and finally it asks, whether these changes can be attributed to an intentional institutional design. To answer this set of questions, we introduce an institutional policy analytic perspective to the study of central government change. This perspective focuses on central actors, interests, strategic motivations and the degree of the actors reflexivity as a promoter of intentional institutional change in government coordination. The empirical analysis shows the prevalence of negative coordination as the dominant pattern of coordination in all three countries. However, country-specific constitutional and political traditions result in a variety of different coordination techniques actually used. The paper concludes by identifying three different patterns of change, depending on the degree of change and the reflexivity involved : "fragmented institutional politics" in Denmark, "policy-driven institutional politics" in Germany and "adaptive and symbolic institutional politics" in the case of Sweden.

Der Band fasst die Ergebnisse der Tagung "Marguerite Duras : l’existence passionnée" zusammen, die im April 2005 an der Universität Potsdam stattgefunden hat. Zu diesem Kolloquium in französischer Sprache, welches von Studierenden der Universität Potsdam organisiert wurde, waren Wissenschaftler und Studierende aus Polen, Frankreich und Deutschland eingeladen, um den "Diskurs der Leidenschaft" im filmischen und literarischen Werk von Marguerite Duras zu untersuchen. Der Band erscheint in französischer Sprache (teilweise übersetzt) und beinhaltet den Eröffnungsvortrag der Tagung, die anschließende Diskussion und die Vorträge der Referenten. Ebenso enthalten sind die Arbeitsergebnisse der studentischen Teilnehmer, die sich im Vorfeld der Tagung in Arbeitsgruppen mit dem Thema auseinandergesetzt haben.
Der vorliegende dritte Band der Serie "Interdisciplinary Studies on Information Structure" enthält sieben Beiträge aus verschiedenen Projekten des Sonderforschungsbereiches "Informationsstruktur: Die sprachlichen Mittel der Gliederung von Äußerung, Satz und Text" (SFB 632). Der Titel "Approaches and Findings in Oral, Written and Gestural Language" reflektiert die Bandbreite der Untersuchungen zum Thema Informationsstruktur. In ihrem Artikel hinterfragt Elke Kasimir die Zuverlässigkeit des sog. Frage-Antwort-Tests zur Bestimmung des fokussierten Elementes in Sätzen. Ihr alternativer Lösungsvorschlag wird in dem Kommentar von Thomas Weskott kritisch diskutiert. Der Artikel von Paul Elbourne befasst sich mit Phänomenen der Ellipse und bietet eine neue semantische Analyse an. Spezielle morphologisch stark markierte Fokuskonstruktionen aus fünf verschiedenen afrikanischen Sprachen der Gur- und Kwa-Sprachgruppe werden von Ines Fiedler und Anne Schwarz analysiert und diachronisch interpretiert. Ebenfalls sprachhistorisch ausgerichtet ist der Artikel von Roland Hinterhölzl, Svetlana Petrova und Michael Solf, die Belege für die Interaktion von Wortstellung und Informationsstruktur bereits in der althochdeutschen Tatian-Übersetzung fanden. Anke Sennema, Ruben van de Vijver, Susanne E. Carroll und Anne Zimmer-Stahl diskutieren anhand einer Serie von Experimenten die Nutzung von Prosodie, Wortlänge und –Stellung für die semantischen Interpretation in der Erst- und Zweitsprache. Die besondere Rolle von Gestik in Verbindung mit Intonation für die Strukturierung des sprachlichen Diskurses wird von Stefanie Jannedy und Norma Mendoza-Denton hervorgehoben.
The papers in this volume were presented at the workshop Heterogeneity in Linguistic Databases', which took place on July 9, 2004 at the University of Potsdam. The workshop was organized by project D1: Linguistic Database for Information Structure: Annotation and Retrieval', a member project of the SFB 632, a collaborative research center entitled Information Structure: the Linguistic Means for Structuring Utterances, Sentences and Texts'. The workshop brought together both developers and users of linguistic databases from a number of research projects which work on an empirical basis, all of which have to cope with different sorts of heterogeneity: primary linguistic data and annotated information may be heterogeneous, as well as the data structures representing them. The first four papers (by Wagner, Schmidt, Lüdeling, and Witt) address aspects of heterogeneous data from the point of view of database developers; the remaining three papers (by Meyer, Smith, and Teich/Fankhauser) focus on data exploitation by the users.

Fließgewässer erfüllen wichtige Funktionen im Naturhaushalt und bilden mit ihren Auen komplexe Ökosysteme, die im ursprünglichen Zustand durch die Dynamik der Wasserführung geprägt werden. Seit Jahrhunderten verändert der Mensch die Gestalt der Fließgewässer, um sie für die schnelle Ableitung des Hochwassers, zum Abwassertransport, für die Schifffahrt und die Landwirtschaft zu nutzen. Im vorliegenden Themenheft werden unterschiedliche Aspekte dieser Problematik am Beispiel der Region um die ökologische Station der Universität Potsdam an der Unteren Havel dargestellt. Zunächst wird die Entstehung der Kulturlandschaft im westlichen Havelland von den Anfängen der Besiedlung dargestellt. Anschließend folgt die Charakteristik der Landschaft und der hydrologischen Verhältnisse der Unteren Havelniederung. Die Darstellung der Vegetation der Havelaue wird durch Ausführungen zu ökophysiologischen Untersuchungen an typischen Pflanzenarten von Feuchtstandorten untersetzt. Aufgrund ihrer reichen Naturausstattung und langzeitiger extensiver Nutzung ist die Landschaft an der Unteren Havel ein Schutzgebiet von internationaler Bedeutung als Rast- und Brutplatz für Wat- und Wasservögel. Einem zoologischen Überblick mit besonderer Berücksichtigung von Flussauenarten schließen sich Betrachtungen aus ornithologischer Sicht an, die neben Übersichtsarbeiten zur Avifauna der Unteren Havel ausgewählte Veröffentlichungen zur Wasservogelforschung erwähnen. Flussauen erfüllen eine wichtige Funktion im Nährstoffhaushalt der Landschaft. Untersuchungen an Augewässer-Sedimenten unter veränderter Hochwasserdynamik tragen dem Rechnung. In Brandenburg wurden in den zurückliegenden Jahren große Gebiete unter Schutz gestellt. Am Beispiel des Naturparks Westhavelland wird exemplarisch diese Richtung der Naturschutzpolitik dargestellt. Die Mehrzahl der Beiträge basiert auf Untersuchungen in der Havelniederung, die von der Ökologischen Station Gülpe ausgingen. Den Abschluss bildet ein Ausblick auf zukünftige ökologische Forschung an der Unteren Havel. Ziel des Projekts war die Verbesserung des Verständnisses des Flow-Phänomens. Mit einer Flow-Erhebung unter Alltagsbedingungen(ESM-Studie) und Experimenten mit Computerspielen sollten Auftretensbedingungen und Korrelate von Flow sowie der Einfluss verschiedener Person- und Situationsmerkmale geklärt werden. Die Durchführung des Projektes konnte fast vollständig wie im Projektantrag formuliert realisiert werden. <b>Flow unter Alltagsbedingungen (ESM-Studie)</b> Wie erwartet ließ sich Flow-Erleben unter Alltagsbedingungen mit der Flow-Kurzskala (FKS) ökonomisch und reliabel erfassen. Es zeigte sich, dass Flow während der Arbeitszeit stärker auftritt als in der Freizeit. Trotzdem fühlten sich die Teilnehmer in der Freizeit glücklicher als während der Arbeit (Replikation des „Paradoxons der Arbeit“ mit adäquater Methode). Dabei scheint die Zielausrichtung laufender Aktivitäten eine Schlüsselrolle zu spielen. Sie wirkt sich auf Flow förderlich aus, auf Glück/Zufriedenheit aber eher dämpfend. Da nun Arbeitsaktivitäten häufiger zielgerichtet sind als Freizeitaktivitäten, ließ sich das „Paradoxon der Arbeit“ zu einem erheblichen Teil auf die Zielausrichtung zurückführen. Die Tätigkeiten, die zu den einzelnen Messzeitpunkt von den Untersuchungsteilnehmern angegeben wurden, unterscheiden sich deutlich in dem Ausmaß, in dem bei ihrer Ausübung Flow-Erleben auftritt. Dabei sind hohe Flow-Werte sowohl bei Arbeits-, als auch bei Freizeitaktivitäten möglich. Außerdem unterscheiden sich die angegebenen Tätigkeiten darin, wie sehr Flow in ihrem Vollzug von Glücksgefühlen begleitet ist („Glückspotential“ von Flow bei verschiedenen Aktivitäten). Eine der Bedingungen für Flow-Erleben ist die optimale Beanspruchung. Sie ergibt sich aus der Passung bzw. Balance zwischen Fähigkeit und Anforderung. Flow-Erleben war dann am höchsten, wenn Anforderungen und Fähigkeiten in Balance waren. Allerdings war der Passungseffekt viel zu schwach, als dass man allein über die Passung das Vorliegen von Flow diagnostizieren sollte. Zudem wirkte sich die Passung von Fähigkeit und Anforderung in Kombination mit der Zielausrichtung verschieden stark auf das Flow-Erleben von Erfolgszuversichtlichen vs. misserfolgsängstlichen Teilnehmern aus. Mit Blick auf den Zusammenhang zwischen Personmerkmalen und Flow interessierte uns der Einfluss der Motive auf Flow. In der Gesamtstichprobe wurde Flow während der Arbeit überraschenderweise am ehesten über das Anschlussmotiv des Teilnehmers vorhergesagt. Die Varianzaufklärung ist mit 8,3% aber eher mäßig. Betrachtet man bestimmte Berufsgruppen dieser Stichprobe getrennt, so gilt dieser Befund in verstärktem Maße für die Gruppe der Sekretärinnen/ SachbearbeiterInnen (12 % Varianzaufklärung). In der Berufsgruppe der Professoren/Leitern/Wiss. Mitarbeitern war Flow dagegen sehr deutlich über das Leistungsmotiv der Teilnehmer vorhersagbar (41 % Varianzaufklärung), während das Anschlussmotiv hier keine Rolle spielt. Außerdem suchten wir eine Klärung des Einflusses der motivationalen Kompetenz, also der Übereinstimmung von impliziten Motiven und motivationalen Selbstbildern auf Flow. Flow-Effekte der motivationalen Kompetenz zeigten sich lediglich beim (erfolgszuversichtlichen) Leistungsmotiv – nicht jedoch bei anderen Motiven. Dies gilt insbesondere, wenn sich (a) die Untersuchungsteilnehmer in Leistungssituationen befinden sowie (b) zur Gruppe der Professoren, Leitern und Wissenschaftlern gehören. Glücks- und Zufriedenheitserlebnisse (PANAVA) im Alltag lassen sich über das Anschlussmotiv aber nicht über das Leistungsmotiv einer Person vorhersagen. Das Leistungsmotiv sagt dagegen die Aktivierung (PANAVA) im Alltag vorher allerdings sowohl in positiver (PA) als auch in negativer (NA) Ausprägung. <b>Flow unter experimentellen Bedingungen</b> Mit zwei modifizierten Computerspielen (Roboguard und Pacman) gelang es, das Auftreten von Flow systematisch zu beeinflussen und seine Korrelate und Folgen untersuchbar zu machen. Im Wesentlichen wurde - teils in Replikationen – folgendes gezeigt: Zwischen Flow-Erleben und Anforderung besteht gemäß Csikszentmihalyis ursprünglichem Kanalmodell ein kurvelinearer Zusammenhang. Die angepassten mittleren Anforderungen erzeugen nicht nur die höchsten Flow-Werte, sondern sind bei freier Aufgabenwahl auch am attraktivsten. Am unattraktivsten sind zu geringe Anforderungen. Auf Seiten von Personmerkmalen hat erwartungsgemäß eine „Lernziel-Orientierung“ einen leicht förderlichen Einfluss auf das Flow-Erleben in einem Computerspiel. Überraschenderweise hat aber die „Performanz-Orientierung“ einen noch stärkeren Einfluss. Flowdämpfend scheint sich allenfalls die Subskala „Anerkennungssuche“ auszuwirken. Sie korreliert auch leicht positiv mit Besorgnissen während des Spiels. Das Zeiterleben ist erwartungsgemäß auf den flowförderlichen optimalen Anforderungsstufen verkürzt. Je nach Erfassungsmodalität korreliert dieses Erleben auch mit den FKS-Werten. Erwartungsgemäß korreliert Flow-Erleben (FKS) mit der Leistung bei Pacman auf optimalem Anforderungslevel deutlich positiv. Ein erwarteter Bezugsnorm-Effekt verschiedener Rückmeldungsbedingungen auf Flow-Erleben wurde nicht festgestellt. Allerdings waren die realisierten Rückmeldungen sehr unsensibel gegenüber Leistungsschwankungen, weswegen die resultierenden Rückmeldungen unter individueller Bezugsnorm ungeplantermaßen ein (zu) stabiles Leistungsbild ergaben. Insgesamt hat sich besonders das Computerspiel Pacman für Flow-Experimente bewährt, wenn man die Probanden (a) nicht zu lange auf demselben Schwierigkeitsgrad spielen lässt und (b) eine gewisse Asymmetrie in Rechnung stellt, wonach in bedrohungsfreien Spielsituationen zu schwierige Anforderungen attraktiver und flow-induzierender sind als zu leichte Anforderungen und wenn man schließlich (c) den optimalen mittleren Anforderungsgrad an die individuelle Spielkompetenz anpasst. Diese Befundstruktur wurde mit Pacman inzwischen von einer Bielefelder Arbeitsgruppe im Wesentlichen repliziert (Schiefele, pers. Ethik, Integrität und Korruption : Neue Herausforderungen im sich wandelnden öffentlichen Sektor?

Im öffentlichen Sektor hat, wie wir wissen, in den letzten 10-20 Jahren ein erheblicher Wandel stattgefunden. Die staatlichen Strukturen haben sich immer mehr ausdifferenziert und öffentliche Leistungen werden in sehr unterschiedlichen Erledigungsformen erbracht. Ein beachtlicher Teil der Leistungen ist auf private Dritte ausgelagert oder ganz privatisiert worden. Zudem haben sich verschiedene Muster von öffentlich-privaten Kooperationen herausgebildet. Verwaltungen und öffentliche Unternehmen wurden unter verstärkten Leistungsdruck und Wettbewerb gesetzt. All das führte zu einer weithin wahrnehmbaren Ökonomisierung und „Managerialisierung“ des öffentlichen Sektors, die verständlicherweise auch Werte und Verhaltensweisen der öffentlich Beschäftigten beeinflusst hat. Daraus ergeben sich ohne Zweifel erhebliche Konsequenzen für die Integrität der Akteure im öffentlichen Sektor sowie für deren Korruptionsanfälligkeit. Qualitätsentwicklung und Evaluation in der Lehrerbildung : die zweite Phase: Das Referendariat

Die allgemein gestiegene Nachfrage nach empirischen Qualitätsbeurteilungen von Bildungsaktivitäten hat auch in der Lehrerbildung zahlreiche Forschungsaktivitäten ausgelöst. Die zweite Phase der Lehrerbildung (sog. Vorbereitungsdienst bzw. Referendariat) - lange Zeit als der "vergessene Teil der Lehrerbildung" angesehen - ist dabei zunehmend ins Blickfeld geraten, nachdem sich der Fokus zunächst eher auf die erste, universitäre Phase bezog. Die zweite Phase der Lehrerbildung dient vor allem dem Ziel, den angehenden Lehrerinnen und Lehrern Gelegenheit zu geben, professionsbezogene Handlungsroutinen aufzubauen, die sie in die Lage versetzen, im Alltag des Lehrberufs situationsangemessen zu arbeiten und zu reagieren. Aus diesem Anspruch ergeben sich verschiedene Qualitätsanforderungen, die an die Lehrerausbildung und hier insbesondere die zweite Phase zu stellen sind. Der vorliegende Band versucht, sich der Frage der Qualität der Lehrerausbildung aus zwei Perspektiven zu nähern: zum einen aus einer eher inhaltlich-analytischen und zum anderen aus einer eher methodologischen bzw. methodischen Perspektive. Bei der inhaltlich-analytischen Sichtweise geht es um Konzepte, Methoden, Themen und Dimensionen von Qualität, um unterschiedliche Zugänge bei der Erforschung von Qualität in der Lehrerbildung, um den Praxistransfer von Evaluationsergebnissen und - nicht zuletzt - um Untersuchungsbefunde zu verschiedenen Qualitätsbereichen, z.B. zu Stärken und Schwächen des Vorbereitungsdienstes, zu Kompetenzen von Lehramtskandidatinnen und Lehramtskandidaten oder zur Ausbildungsqualität. Darüber hinaus stellt sich die Frage nach der "probaten" (Evaluations-) Methodologie, die für die Erfassung und Beurteilung der genannten Qualitätsparameter eingesetzt wird. Welche Qualitätsaspekte sind für die entsprechenden Einschätzungen relevant und welche Reichweite haben Aussagen, die über die Qualität des "Evaluandums zweite Ausbildungsphase" gemacht werden bzw. welchen Limitationen unterliegen diese? This study is analysing the transformation of Slovak administration in the telecommunication sector between 1989 and 2004. The dynamic telecom sector forms a good example for the transition problems of post-socialist administration with special regard to the regulation regime change. After describing briefly the role of the telecom sector within economy, the Slovak sectoral policy is analysed. The focus is layed on telecom legislation (including the regulation framework), liberalization of the telecom market and privatisation of the former state owned telecom operator. The transformation of the organizational structure of the "Slovak telecommunication administration" is analysed in particular at the level of the ministry and the regulating agency.
Der bemerkenswerte Transformationspfad der zentralstaatlichen Verwaltung in Estland von der Sowjetbürokratie hin zum mustergültigen EU-Beitrittsland wird anhand des Landwirtschaftsministeriums beschrieben. Für dieses Gebiet gibt es im Gegensatz zu den bekannteren und gut recherchierten Aspekten der Transformation wie Demokratisierung, Wirtschaftsumbau und Außenpolitik noch keine Fallstudie. Daher wird hier die Entwicklung der staatlichen Verwaltung im Zeitverlauf anhand des Wandels der estnischen Agrarpolitik und Landwirtschaftsverwaltung nachvollzogen. Am Ende werden Schlussfolgerungen formuliert und verdeutlicht, dass viele Erkenntnisse über das eigentliche Untersuchungsland hinausgehen und ebenso für andere Transformationsländer in MOE gelten.
Im vorliegenden Buch werden die Grundlagen der Förderung von Kindern mit bereichsübergreifenden Lernstörungen dargestellt. Im Blickfeld stehen zunächst die Charakterisierung der Zielgruppe (Definition, Klassifikation, Ursachen- und Entstehungsmodelle) und lern-lehrtheoretische Grundlagen. Den größten Raum nehmen die vorbereitende und begleitende Diagnostik und die Planung und Durchführung der Förderung ein. Die Ergebnisse eines mehrjährigen Forschungsprogramms des Autors tragen dazu bei zu erkennen, wenn Lernangebote bei einem Kind nicht erfolgreich sind, und ein Programm zu gestalten, die Lernentwicklung dieses Kindes voran bringt. Für die Diagnostik und den Förderunterricht, die Motivationsförderung und die Entwicklung der Lernfähigkeit finden sich zahlreiche erprobte Handlungsvorschläge. Die Publikation ist als Praxishandbuch und Anregung für die Reflexion und Weiterentwicklung der Förderkompetenz konzipiert.
Abschlussbericht zum DFG-Projekt "Veränderung der Lernmotivation in Mathematik und Physik: eine Komponentenanalyse und der Einfluss elterlicher sowie schulischer Kontextfaktoren" Abstract: Dass die Lernmotivation besonders in mathematisch-naturwissenschaftlichen Fächern im Verlauf der Sekundarschulzeit sinkt, kann als gesichert gelten (Krapp, 1998). Allerdings ergibt sich bei genauerem Hinsehen ein recht differenziertes Bild. Dies betrifft insbesondere die verschiedenen Komponenten von Lernmotivation (z. B. Erfolgserwartungen, Nützlichkeiten/Instrumentalitäten, intrinsische vs. extrinsische Folgenanreize, Sachinteressen, Selbstkontrollfunktionen etc.), die offenbar nicht gleichermaßen betroffen sind. Weiterhin wurden auch unterschiedliche Veränderungen je nach Fach, Klassenstufe und Geschlecht gefunden (z. B. Fend, 1997; Pekrun, 1993). Überdies sind hier individuell unterschiedliche Verlaufstypen der Lernmotivationsveränderung zu erwarten (Fend, 1997; Rheinberg, 1980). Je nachdem, aufgrund welcher Komponenten ein Absinken der Lernmotivation zustande kommt, sind ganz andere Interventionsmaßnahmen angezeigt. Von daher ist ein Instrumentarium erforderlich, das die einzelnen Komponenten der Lernmotivation in mathematisch-naturwissenschaftlichen Fächern zu erfassen erlaubt. Ein solches Verfahren soll in einem zweijährigen Projekt theorieverankert entwickelt werden. Es stützt sich zunächst auf das Erweiterte Kognitive Modell zur Lernmotivation (Heckhausen & Rheinberg, 1980; Rheinberg, 1989), des weiteren auf Interessenkonzepte (Krapp, 1992, 1998) sowie auf die Handlungskontroll- bzw. die PSI-Theorie (Kuhl, 1987, 1998). Es soll die Lernmotivation in ihren Komponenten so erfassen, dass spezifische Interventionen hergeleitet bzw. schon bewährte fallbezogen platziert werden können. Solche Interventionen sind für mögliche Anschlussprojekte im DFG-Schwerpunktprogramm "Bildungsqualität" vorgesehen. In einem altersgestaffelten einjährigen Längsschnitt wird im jetzigen Projekt mit diesem Instrument die Veränderung dieser Komponenten in den Fächern Mathematik und Physik auf der Sekundarstufe I erhoben. Gewonnen werden dabei klassenstufenspezifische Veränderungen der Lernmotivationskomponenten sowie (via Typenanalysen) verschiedene Entwicklungstypen in der mathematisch-naturwissenschaftlichen Lernmotivation. Dies sind Basisinformationen, die für die Entwicklung, Platzierung und Effektsicherung nachfolgender Interventionsmaßnahmen benötigt werden. Um im Vorfeld zwei (von vielen) Ansatzpunkten solcher Interventionen näher abzuklären, wird bereits in der ersten Projektphase die Wirkung zweier Kontextfaktoren untersucht. Hier wird (a) das mathematisch-naturwissenschaftliche Anregungsklima des Elternhauses sowie (b) die Bezugsnorm-Orientierung des Mathematik- bzw. Physiklehrers erfasst. Von beiden Kontextfaktoren sind Auswirkungen auf spezifische Komponenten der mathematisch-naturwissenschaftlichen Lernmotivation zu erwarten. Dies ist jedoch vorweg genauer abzuklären, ehe man die Kosten von Interventionen investiert. Das Instrumentarium (PMI) wird von Mai bis September 2000 entwickelt. Die einjährige Längsschnittstudie beginnt dann im Oktober 2000. Geplant sind drei Messzeitpunkte jeweils auf den Klassenstufen 5 bis 9 (Kombiniertes Längs- und Querschnittdesign)
Die Studie untersucht Einflussfaktoren des vorzeitigen Studienabbruchs. Dabei wird auf die Frage eingegangen, inwieweit die Universitäten für das Studienabbruchgeschehen zur Verantwortung gezogen werden können, bzw. ob sich die verschiedenen Abbruchmotivationen auf Gründe zurückführen lassen, die sich ihrem Einfluss entziehen. Möglichkeiten der Prävention werden diskutiert.
Der anfangs geschlossene weichselkaltzeitliche Eiskörper gliederte sich durch in der allgemeinen Rückschmelzphase gebildetes Relief zunehmend in (lokale) Gletscherströme, Gletscherloben und Gletscherzungen, insbesondere durch Eisvorstöße. Gletschervorstöße unterbrachen immer wieder die Deglaziationsphase.br> Aus diesem Grunde sind hier die meisten bogen- oder halbmondförmigen oder gewinkelten schmalen Rückengrundrisse mit Gletschzungenbecken verbunden. Diese Oberlächenformen werden 6-7 Eisrandlagen zugeordnet. Wie sicher ist jedoch der bisher beschriebene Verlauf der weichselkaltzeitlichen Maximalrandlage des Brandenburger Stadiums in diesem Gebiet? Einige Befunde (Relief, Sand, Kiese, Steine, Lehme) weisen auf eine mögliche Existenz einer äußersten Eisrandlage in der Urstromtalniederung noch vor der Brandenburger Haupteisrandlage hin. Die marginalen Oberflächenformen des Gebietes beschreibt der Autor durch Lage, Position, Relief, Gesteine, Lagerungsweisen und Deformationen (Strukturbilder). Auch periglaziale Trockentäler sind für die Rekonstruktion von Art und Lagerung der Gesteine geeignet. Die sichere und umfassende Kenntnis von Glazialstrukturen hat Bedeutung für die Lösung von Fragen der Lagerstätten, Hydrologie und Ökologie. Erforscht wurden typische lokale Glazialformen: Endmoränen, akkumulative Endmoränen, Stauch(end)moränen (die meisten gestauchten Rücken bestehen aus rolligen Sedimenten), überfahrene Endmoränen, Kombinations- bzw. zusammengesetzte Endmoränen (gestauchten Sockeln sind ungestauchte Sedimente aufgesetzt und angelagert), Sander, Grundmoränen mit gepressten Sedimenten unter dünnen weichselkaltzeitlichen Tillen, Gletscherzungenbecken, Drumlins, subglaziale Rinnen, Kames, Kamesfelder und Talsandniederungen mit alten Elbläufen. Diskutiert wird auch die glaziale und holozäne Genese der Unteren Havel und der Elbe zwischen Burg und Havelberg. Am Ende der Arbeit demonstriert eine Überblickskarte die möglichen weichselkaltzeitlichen Eisrandlagen zwischen Elbe und Nuthe (Potsdam). Folgende Probleme werden behandelt: 1. Gliedert sich das weichselkaltzeitliche Inlandeis in Eisströme, Eisloben sowie Eiszungen, und wie ist deren morphologisch-strukturelle Prägekraft im Elbhavelwinkel? 2. Endmoränentypen: Satzendmoränen - Ablationsendmoränen, kombinierte Endmoränen 3. Vorstellung regionaltypischer glazialgenetischer Oberflächenformen: End- und Grundmoränen sowie Kames - einschließlich Relief, Sedimentart, Lagerungsweise / Struktur 4. Vergleich glazialer Oberflächenformen von Elbhavelwinkel mit Grund- und Endmoränen des Potsdamer Raumes 5. Da Eisrandlagenverläufe auch Hinweise auf Lagerungsweisen oberflächennaher, verdeckter Schichten geben sollten, die für die Lösung praktischer geologischer und hydrologischer Fragestellungen relevant sind, müssen Rekonstruktionsversuche von Eisrandlagen u.a. geomorphologische und besonders strukturelle sowie lithologische Befunde berücksichtigen. 6. Gibt es eine äußerste Randlage noch vor der Brandenburger Haupteisrandlage? 7. Wie vollzogen sich Glazial- und Holozänentwicklung von Elbe und unterer Havel im äußersten jungglazialen Gebiet? 8. Agricultural policy in the transition states of Central Eastern Europe is a very complex issue – ranging from privatisation of farm land, the establishment of agricultural markets to detailed questions of veterinary care, plant health and animal nutrition. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role. This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004. At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). In the conclusions two different scenarios on the further development of Slovak agricultural administration will be deployed.
Die Autorinnen wenden sich an WissenschaftlerInnen und PraktikerInnen, die an nachhaltiger Regionalenwicklung, an regionalen Ungleichheiten und insbesondere an ländlichen Räumen interessiert sind. In der Studie wird aktuelles statistisches Material zu Nachhaltigkeitsressourcen und -defiziten in den durch die Raumordnung definierten neun siedlungsstrukturellen Kreistypen Deutschlands aufbereitet. Im Zentrum der Analyse stehen vier ländliche Regionstypen, die sich nach ihren Entwicklungspotentialen und Problemlagen unterscheiden. Sie werden anhand verfügbarer Daten mit NUTS3- bzw. NUTS2-Gebieten der Europäischen Union verglichen. Es wird gezeigt, wie sich deutsche ländliche Gebiete im europäischen Rahmen positionieren. Die Analyseergebnisse werden durch Tabellen und Karten zur räumlichen Verteilung von Ressourcen veranschaulicht. Für die vier ländlichen Kreistypen in Deutschland werden Nachhaltigkeitsbilanzen zusammengefasst und mit europäischen ländlichen Raumtypen verglichen. Abschließend werden Überlegungen für raumspezifische Pfade der Regionalentwicklung für jeden analysierten ländlichen Kreistyp zur Diskussion gestellt. Die Autorinnen sind langjährige Mitarbeiterinnen der Forschungsgruppe "Umweltsoziologie" der Wirtschafts- und Sozialwissenschaftlichen Fakultät der Universität Potsdam.
This book is about inventing successes and good practices of governments that are "closer to the people". Numerous examples throughout Latin America indicate-often despite macroeconomic instability, high inflation, and strong top-down regulation-that subnational actors have repeatedly achieved what their central counterparts preached: sound policymaking, better administration, better services, more participation, and sustained economic development. But what makes some governments change course and move toward innovation? What triggers experimentation and, eventually, turns ordinary practice into good practice? The book answers some of these questions. It goes beyond a mere documentation of good and best practice, which is increasingly provided through international networks and Internet sites. Instead, it seeks a better understanding of the origins and fates of such successes at the micro level. The case studies and analytical chapters seek to explain: How good practice is born at the local level; Where innovative ideas come from; How such ideas are introduced in a new context, successfully implemented, and propagated locally and beyond; What donors can do to effectively assist processes of self-induced and bottom-up change.
Kolleginnen und Kollegen aus Literaturwissenschaft und Linguistik sind der Aufforderung der Herausgeberinnen gefolgt, Beiträge zu Ehren Joachim Gessingers zu verfassen, die sein zentrales Arbeitsgebiet, die jüngere Sprach-, Mentalitäts- und Wissenschaftsgeschichte, zum Thema haben. Möglichkeiten zur Minderung des Hochwasserrisikos durch Nutzung von Flutpoldern an Havel und Oder

Die extremen Hochwasserereignisse an der Oder (Juli 1997) und Elbe (August 2002) haben erneut gezeigt, welch enorme Risiken für Leben und Sachgüter von Überschwemmungen ausgehen können. Eine wichtige Maßnahme im Rahmen eines Hochwasserrisikomanagements stellt die gezielte Flutung von Polderflächen zur Minderung des Hochwasserrisikos von stromab gelegenen Gebieten mit hohem Schadenpotential dar. So wurde durch die Flutung der Polder an der Unteren Havel während des Elbhochwassers 2002 der Hochwasserscheitel erfolgreich verringert, wodurch die Verteidigung der stromab gelegenen Deiche unterstützt und die Überschwemmungsgefahr u. a. für die Stadt Wittenberge reduziert wurde. Dies stellt den Hintergrund des durch das Bundesministerium für Bildung und Forschung (BMBF) geförderten Projektes "Möglichkeiten zur Minderung des Hochwasserrisikos durch Nutzung von Flutpoldern an Havel und Oder" dar, das in enger Kooperation zwischen Universität, den Landesämtern für Landwirtschaft und Umwelt und Ingenieurbüros bearbeitet wurde. Untersuchungsgebiete waren die Neuzeller Niederung an der Oder und die Polder an der Unteren Havel, deren Nutzung als Flutpolder geprüft bzw. optimiert werden sollte. Die Ergebnisse des interdisziplinären Forschungsprojektes werden in dem vorliegenden Bericht dargestellt.
Die Landschaften Mitteleuropas sind das Resultat einer langwierigen Geschichte menschlicher Landnutzung mit ihren unterschiedlichen, z.T. konkurrierenden Nutzungsansprüchen. Durch eine überwiegend intensive Beanspruchung haben die direkten und indirekten Auswirkungen der Landnutzung in vielen Fällen zu Umweltproblemen geführt. Die Disziplin der Landschaftsökologie hat es sich zur Aufgabe gemacht, Konzepte für eine nachhaltige Nutzung der Landschaft zu entwickeln. Eine wichtige Fragestellung stellt dabei die Abschätzung der möglichen Folgen von Landnutzungsänderungen dar. Für die Analyse der relevanten Prozesse in der Landschaft werden häufig mathematische Modelle eingesetzt, welche es erlauben die Landschaft unter aktuellen Verhältnissen oder hinsichtlich veränderter Rahmenbedingungen zu untersuchen. Die hypothetische Änderung der Landnutzung, die als Landnutzungsszenario bezeichnet wird, verkörpert eine wesentliche Modifikation der Rahmenbedingungen, weil Landnutzung maßgeblich Einfluss auf die natürlichen Prozesse der Landschaft nimmt. Während die Antriebskräfte einer solchen Änderung überwiegend von sozio-ökonomischen und politischen Entscheidungen gesteuert werden, orientiert sich die exakte Verortung der Landnutzungsänderungen an den naturräumlichen Bedingungen und folgt z.T. erkennbaren Regeln. Anhand dieser Vorgaben ist es möglich, räumlich explizite Landnutzungsszenarien zu entwickeln, die als Eingangsdaten für die Modellierung verschiedener landschaftsökologischer Fragestellungen wie z.B. für die Untersuchung des Einflusses der Landnutzung auf den Wasserhaushalt, die Erosionsgefahr oder die Habitatqualität dienen können. Im Rahmen dieser Dissertation wurde das rasterbasierte deterministische Allokationsmodell luck (Land Use Change Scenario Kit) für die explizite Verortung der Landnutzungsänderungen entwickelt. Es basiert auf den in der Landschaftsökologie üblichen räumlichen Daten wie Landnutzung, Boden sowie Topographie und richtet sich bei der Szenarienableitung nach den Leitbildern der Landschaftsplanung. Das Modell fußt auf der Hypothese, dass das Landnutzungsmuster als Funktion seiner landschaftsökologischen Faktoren beschrieben werden kann. Das Veränderungspotenzial einer Landnutzungseinheit resultiert im Modell aus einer Kombination der Bewertung der relativen Eignung des Standortes für die jeweilige Landnutzung und der Berücksichtigung von Standorteigenschaften der umliegenden Nachbarn. Die Durchführung der Landnutzungsänderung im Modell ist iterativ angelegt, um den graduellen Prozess des Landschaftswandels nachvollziehen zu können. Als Fallbeispiel für die Anwendung solcher räumlich expliziten Landnutzungsszenarien dient die Fragestellung, inwieweit Landnutzungsänderungen die Hochwasserentstehung beeinflussen. Um den Einfluss auf die Hochwasserentstehung für jede der Landnutzungskategorien – bebaute, landwirtschaftlich genutzte und naturnahe Flächen – abschätzen zu können, wird im Landnutzungsmodell luck exemplarisch für jede Kategorie ein Teilmodell für die Veränderung von Landnutzung angeboten: 1) Ausdehnung der Siedlungsfläche: Dieses Teilmodell fußt auf der Annahme, dass sich Siedlungen nur in direkter Nachbarschaft bereits bestehender Bebauung und bevorzugt entlang von Entwicklungsachsen ausbreiten. Steile Hangneigungen stellen für potenzielle Standorte ein Hemmnis bei der Ausbreitung dar. 2) Stilllegung von Grenzertragsackerflächen: Gemäß der Hypothese, dass sich die Stilllegung von Ackerflächen an der potenziellen Ertragsleistung der Standorte orientiert, werden in diesem Teilmodell alle Ackerstandorte dahingehend bewertet und die Flächen mit der geringsten Leistungsfähigkeit stillgelegt. Bei homogenen Gebietseigenschaften werden die Stilllegungsflächen zufällig auf die Ackerfläche verteilt. 3) Etablierung von Schutzgebieten in Ufer- und Auenbereichen: Ausgehend von der These, dass sich entlang von Flüssen sensible Flächen befinden, deren Schutz positive Folgen für das Leistungsvermögen der Landschaft haben kann, werden in diesem Teilmodell schützenswerte Ufer- und Auenbereiche auf derzeit landwirtschaftlich genutzten Flächen ausgewiesen. Die Größe der Schutzgebietsfläche orientiert sich an der Morphologie der umgebenden Landschaft. Die drei Teilmodelle wurden hinsichtlich der implizierten Hypothesen mit vielen unterschiedlichen Ansätzen validiert. Das Resultat dieser intensiven Analyse zeigt für jedes Teilmodell eine zufriedenstellende Tauglichkeit. Die Modellierung der Landnutzungsänderungen wurden in drei mesoskaligen Flusseinzugsgebieten mit einer Fläche zwischen 100 und 500 km² durchgeführt, die sich markant in ihrer Landnutzung unterscheiden. Besonderer Wert wurde bei der Gebietsauswahl darauf gelegt, dass eines der Gebiete intensiv landwirtschaftlich genutzt wird, eines dicht besiedelt und eines vorwiegend bewaldet ist. Im Hinblick auf ihre Relevanz für die vorliegende Fragestellung wurden aus bestehenden Landnutzungstrends die Szenarien für (1) die prognostizierte Siedlungsfläche für das Jahr 2010, (2) die möglichen Konsequenzen des EU-weiten Beschlusses der Agenda 2000 und (3) die Novelle des Bundesnaturschutzgesetzes aus dem Jahr 2001 abgeleitet. Jedes Szenario wurde mit Hilfe des Modells auf die drei Untersuchungsgebiete angewendet. Dabei wurden für die Siedlungsausdehnung in allen drei Gebieten realistische Landnutzungsmuster generiert. Einschränkungen ergeben sich bei der Suche nach Grenzertragsstilllegungsflächen. Hier hat unter homogenen Gebietseigenschaften die zufällige Verteilung von Flächen für die Stilllegung zu einem unrealistischen Ergebnis geführt. Die Güte der Schutzgebietsausweisung ist maßgeblich an die aktuelle Landnutzung der Aue und die Morphologie des Geländes gebunden. Die besten Ergebnisse werden erzielt, wenn die Flächen in den Ufer- und Auenbereichen mehrheitlich unter derzeitiger Ackernutzung stehen und der Flusslauf sich in das Relief eingetieft hat. Exemplarisch werden für jeden Landnutzungstrend die hydrologischen Auswirkungen anhand eines historischen Hochwassers beschrieben, aus denen jedoch keine pauschale Aussage zum Einfluss der Landnutzung abgeleitet werden kann. Die Studie demonstriert die Bedeutung des Landnutzungsmusters für die natürlichen Prozesse in der Landschaft und unterstreicht die Notwendigkeit einer räumlich expliziten Modellierung für landschaftsökologische Fragestellungen in der Mesoskala.
Seit 1990 waren mehrere der großen Flussgebiete Mitteleuropas wiederholt von extremen Hochwassern betroffen. Da sowohl die Landoberfläche als auch die Flusssysteme weiter Teile Mitteleuropas in der Vergangenheit weitreichenden Eingriffen ausgesetzt gewesen sind, wird bei der Suche nach den Ursachen für diese Häufung von Extremereignissen auch die Frage nach der Verantwortung des Menschen hierfür diskutiert. Gewässerausbau, Flächenversiegelung, intensive landwirtschaftliche Bodenbearbeitung, Flurbereinigung und Waldschäden sind nur einige Beispiele und Folgen der anthropogenen Eingriffe in die Landschaft. Aufgrund der Vielfalt der beteiligten Prozesse und deren Wechselwirkungen gibt es allerdings bislang nur Schätzungen darüber, wie sehr sich die Hochwassersituation hierdurch verändert hat. Vorrangiges Ziel dieser Arbeit ist es, mit Hilfe eines hydrologischen Modells systematisch darzustellen, in welcher Weise, in welcher Größenordnung und unter welchen Umständen die Art der Landnutzung auf die Hochwasserentstehung Einfluss nimmt. Dies wird anhand exemplarischer Modellanwendungen in der hydrologischen Mesoskala untersucht. Zu diesem Zweck wurde das deterministische und flächendifferenzierte hydrologische Modell wasim-eth ausgewählt, das sich durch eine ausgewogene Mischung aus physikalisch begründeten und konzeptionellen Ansätzen auszeichnet. Das Modell wurde im Rahmen dieser Arbeit um verschiedene Aspekte erweitert, die für die Charakterisierung des Einflusses der Landnutzung auf die Hochwasserentstehung wichtig sind: (1) Bevorzugtes Fließen in Makroporen wird durch eine Zweiteilung des Bodens in Makroporen und Bodenmatrix dargestellt, die schnelle Infiltration und Perkolation jenseits der hydraulischen Leitfähigkeit der Bodenmatrix ermöglicht. (2) Verschlämmung äußert sich im Modell abhängig von Niederschlagsintensität und Vegetationsbedeckungsgrad als Verschlechterung der Infiltrationsbedingungen an der Bodenoberfläche. (3) Das heterogene Erscheinungsbild bebauter Flächen mit einer Mischung aus versiegelten Bereichen und Freiflächen wird berücksichtigt, indem jede Teilfläche je nach Versiegelungsgrad in einen unversiegelten Bereich und einen versiegelten Bereich mit Anschluss an die Kanalisation aufgeteilt wird. (4) Dezentraler Rückhalt von Niederschlagswasser kann sowohl für natürliche Mulden als auch für gezielt angelegte Versickerungsmulden mit definierten Infiltrationsbedingungen simuliert werden. Das erweiterte Modell wird exemplarisch auf drei mesoskalige Teileinzugsgebiete des Rheins angewandt. Diese drei Gebiete mit einer Fläche von zwischen 100 und 500 km² wurden im Hinblick darauf ausgewählt, dass jeweils eine der drei Hauptlandnutzungskategorien Bebauung, landwirtschaftliche Nutzung oder Wald dominiert. Für die drei Untersuchungsgebiete sind räumlich explizite Landnutzungs- und Landbedeckungsszenarien entworfen worden, deren Einfluss auf die Hochwasserentstehung mit Hilfe des erweiterten hydrologischen Modells simuliert wird. Im Einzelnen werden die Auswirkungen von Verstädterung, Maßnahmen zur Niederschlagsversickerung in Siedlungsgebieten, Stilllegung agrarisch genutzter Flächen, veränderter landwirtschaftlicher Bodenbearbeitung, Aufforstung sowie von Sturmschäden in Wäldern untersucht. Diese Eingriffe beeinflussen die Interzeption von Niederschlag, dessen Infiltration, die oberflächennahen unterirdischen Fließprozesse sowie, zum Beispiel im Fall der Kanalisation, auch die Abflusskonzentration. Die hydrologischen Simulationen demonstrieren, dass die Versiegelung einer Fläche den massivsten Eingriff in die natürlichen Verhältnisse darstellt und deshalb die stärksten (negativen) Veränderungen der Hochwassersituation hervorbringt. Außerdem wird deutlich, dass eine bloße Änderung des Interzeptionsvermögens zu keinen wesentlichen Veränderungen führt, da die Speicherkapazität der Pflanzenoberflächen im Verhältnis zum Volumen hochwasserauslösender Niederschläge eher klein ist. Stärkere Veränderungen ergeben sich hingegen aus einer Änderung der Infiltrationsbedingungen. Die Grenzen der entwickelten Methodik zeigen sich am deutlichsten bei der Simulation veränderter landwirtschaftlicher Bewirtschaftungsmethoden, deren mathematische Beschreibung und zahlenmäßige Charakterisierung aufgrund der Komplexität der beteiligten Prozesse mit großen Unsicherheiten behaftet ist. Die Modellierungsergebnisse belegen darüber hinaus, dass pauschale Aussagen zum Einfluss der Landnutzung auf die Hochwasserentstehung aufgrund der entscheidenden Bedeutung der klimatischen und physiographischen Randbedingungen unzulässig sind. Zu den klimatischen Randbedingungen zählen sowohl Niederschlagsintensität und -dauer als auch die Feuchtebedingungen vor einem hochwasserauslösenden Niederschlag. Die physiographischen Randbedingungen sind von der geomorphologischen und geologischen Ausstattung des Gebiets vorgegeben. Weiterhin muss der räumliche und zeitliche Maßstab, über den Aussagen getroffen werden, klar definiert sein, da sich mit steigender Einzugsgebietsgröße die relative Bedeutung sowohl der verschiedenen Niederschlagstypen als auch der physiographischen Eigenschaften verschiebt. Dies wird in der vorliegenden Arbeit im Gegensatz zu vielen anderen Untersuchungen konsequent berücksichtigt. In Abhängigkeit von Randbedingungen und räumlichen Maßstab sind aufgrund der gewonnen Erkenntnisse folgende Aussagen zum Einfluss von Landnutzungsänderungen auf die Hochwasserentstehung möglich: (1) Für intensive konvektive Niederschlagsereignisse mit tendenziell geringer Vorfeuchte ist der Einfluss der Landnutzung größer als für langanhaltende advektive Niederschläge geringer Intensität, da im ersten Fall veränderte Infiltrationsbedingungen stärker zum Tragen kommen als bei kleinen Niederschlagsintensitäten. (2) In kleinen Einzugsgebieten, wo kleinräumige Konvektivzellen zu Hochwassern führen können, ist der Einfluss der Landnutzung dementsprechend größer als in großen Flussgebieten wie dem Rheingebiet, wo vor allem langanhaltende advektive Ereignisse (unter Umständen verbunden mit Schneeschmelze) relevant sind. (3) In Gebieten mit guten Speichereigenschaften wie mächtigen, gut durchlässigen Böden und gut durchlässigem Gesteinsuntergrund ist der Einfluss der Landnutzung größer als in Gebieten mit geringmächtigen Böden und geringdurchlässigem Festgestein. Dies ist darin begründet, dass in Gebieten mit guten Speichereigenschaften bei einer Verschlechterung der Infiltrationsbedingungen mehr Speicherraum für Niederschlag verloren geht als in anderen Gebieten.
This article examines the multiple governments of independent Estonia since 1992 referring to their stability. Confronted with the immense problems of democratic transition, the multi-party governments of Estonia change comparatively often. Following the elections of March 2003 the ninth government since 1992 was formed. A detailed examination of government stability and the example of Estonia is accordingly warranted, given that the country is seen as the most successful Central Eastern European transition country in spite of its frequent changes of government. Furthermore, this article questions whether or not internal government stability can exist within a situation where the government changes frequently. What does stability of government mean and what are the varying multi-faceted depths of the term? Before analysing the term, it has to be clarified and defined. It is presumed that government stability is composed of multiple variables influencing one another. Data about the average tenure of a government is not very conclusive. Rather, the deeper political causes for governmental change need to be examined. Therefore, this article discusses the conceptual and theoretical basics of governmental stability first. Secondly, it discusses the Estonian situation in detail up to the elections of 2003, including a short review of the 9th government since independence. In the conclusion, the author explains whether or not the governments of Estonia are stable. In the appendix, the reader finds all election results and also a list of all previous ministers of Estonian governments (all data are as of July 2002).
