The Polish discourse about the European Constitution has one feature in common with the discourses of other member states: it deals with everything but the text of the Constitution Treaty itself. At its core it oscillates between the Polish striving for power in the EU and the toleration for cultural difference in Europe. The opposite of the latter has been particularly significant during the referendum debates in France and the Netherlands, which let to the rejection of the constitutional treaty.
Is there a theory of transformation? While most scholarship focuses on describing the causes, mechanisms and consequences of social change in the postcommunist area, this article tries to reflect theoretically on system transformation, using the Polish case as an example. The author argues that the social change involved is more a change in social structure, culture and consciousness than a political, economic and technologic process.

In this issue, we continue and complete the debate on the future of the transatlantic relationship and of world order after the Iraq war. The debate was initiated by an article by Thomas Risse (Freie Universität Berlin) in WeltTrends 39, which has provoked a remarkable reaction within the German academic community, as documented in WeltTrends 40. This issue features additional comments and the rebuttal by Thomas Risse. Most authors believe that the transatlantic partnership is in a serious crisis, but claim that it remains without an alternative for both sides of the Atlantic.
Polen und Kerneuropa
(2006)
This introduction to the special section on Poland’s wars of symbols analyzes the symbolic contestation that has characterized the country in recent years, studying a range of phenomena including nation, gender, memory, and religious symbolism within the overall framework of political conflict. In doing so, it offers a multidisciplinary view on political fractures that have resonated throughout Europe and the “West.” Overall, the four case studies in this section study ways in which national symbols, topoi, and narratives have been deployed as tools in drawing and redrawing boundaries within society, polarizing and mobilizing the political camps as well as contesting and resisting power. These studies enable us to situate recent political events in a historical perspective, mapping the rise of populism in Poland against the background of legacies specific to the East-Central European region.
This article analyses the institutional design variants of local crisis governance responses to the COVID-19 pandemic and their entanglement with other locally impactful crises from a cross-country comparative perspective (France, Germany, Poland, Sweden, and the UK/England). The pandemic offers an excellent empirical lens for scrutinizing the phenomenon of polycrises governance because it occurred while European countries were struggling with the impacts of several prior, ongoing, or newly arrived crises. Our major focus is on institutional design variants of crisis governance (dependent variable) and the influence of different administrative cultures on it (independent variable). Furthermore, we analyze the entanglement and interaction of institutional responses to other (previous or parallel) crises (polycrisis dynamics). Our findings reveal a huge variance of institutional designs, largely evoked by country-specific administrative cultures and profiles. The degree of de-/centralization and the intensity of coordination or decoupling across levels of government differs significantly by country. Simultaneously, all countries were affected by interrelated and entangled crises, resulting in various patterns of polycrisis dynamics. While policy failures and “fatal remedies” from previous crises have partially impaired the resilience and crisis preparedness of local governments, we have also found some learning effects from previous crises.

Europäische Zeitenwenden
(2009)

(2005)
The current series of anniversaries concerning World War II raise the question of how Poland is coming to terms with its past. The article summarises the ongoing Polish debate about the Warsaw Uprising and the changing perspectives on Polish history in society and political circles. The discussion about Poland’s view on its own past has great influence on recent foreign political relations, e.g. with Germany, the Ukraine, or Russia.
