Ende Juli 2011 jubelt die europäische Presse: Endlich gebe es die nötige Solidarität in der Euro-Zone. Die Angriffe der Rating-Agenturen könnten abgewehrt, die Interessen der Finanzmärkte befriedet werden. Was aber heißt Solidarität hier und heute? Wie ist sie in der Europäischen Union verankert, formal, rechtlich und politisch? Mit was für einer Krise haben wir es überhaupt zu tun? Was verbindet die eingeforderte Solidarität mit der Demokratie? Und welche Rolle spielt Deutschland in dieser Krise? Antworten auf diese Fragen bietet der Text von Heinz Kleger.
Das momentane Urteil fällt ambivalent aus: Das Projekt einer EU-Verfassung ist erfolgreich gescheitert. Das heißt: Das Ziel der deutschen Ratspräsidentschaft, eine substantielle Einigung über die Inhalte einer neuen Vertragsreform unter Beibehaltung der Grundzüge des Konventsentwurfs herbeizuführen, ist geglückt. Der europäische Verfassungsprozess wurde hingegen auf einen Reformprozess der bestehenden Verträge reduziert. Wir kritisieren den mangelnden Einbezug der Unionsbürgerschaft in das Ratifizierungsverfahren sowie die Uneinheitlichkeit dieser Verfahren (einmal Referendum, einmal nicht).
Viele haben sie schon aufgegeben - eine gemeinsame Verfassung für die Europäische Union. Aber Heinz Kleger, Politologe an der Universität Potsdam und der Europa-Universität Viadrina Frankfurt/Oder, plädiert vehement für eine EU-Verfassung. Er nennt 18 Gründe, warum eine gemeinsame Verfassung immer noch eine gute Idee ist und wie sie wieder belebt werden kann.
Mehrfachkrise und Populismus

Gibt es europäische Werte? Welche sind das? Der Autor, Philosoph und Professor für Politische Theorie an der Universität Potsdam, vertritt in seiner „Pariser Vorlesung“ die These einer europäischen Zivilreligion, die auf der gemeinsamen Vergangenheit und einem Wertekonsens basiert. Er zeigt die Traditionen, die das europäische Wertesystem prägten, und wie diese in den Verfassungsprozess der EU einflossen. Das Papier gibt damit zugleich Impulse für die weitere intellektuelle und politische Debatte über Europa.
EU-Verfassung im Härtetest

The author discusses the failure of the EU-Constitution plebiscite in France and focuses on the different arguments brought forward in the French debate over the EU-Constitution. The draft of the Convent was a complex volume full of compromises. However, in comparison with the Treaty of Nice, it would have been a starting point for achieving a direct trans-national democracy. According to the author, the referendum only failed due to some unique plebiscite elements that were instrumentalised by governments which had overestimated themselves.
Das europäische Verfassungsprojekt scheiterte an ungünstigen innenpolitischen Umständen. Nun weitet sich der halbherzige Ratifizierungsprozess zu einer Orientierungskrise aus, die auch durch den „Plan D“ der Brüsseler Kommission nicht aufgefangen werden kann. Kernpunkte des Verfassungsentwurfs sollten 2009 erneut zur Diskussion gestellt und in einem paneuropäischen Referendum zur Abstimmung gebracht werden.
