Obamas Rede im Prager Frühling des Jahres 2009 sollte ein neuer Startschuss sein für die atomare Abrüstung. Im Winter 2011 herrscht Ernüchterung. Die Hoffnung auf eine atomwaffenfreie Welt hat sich nicht erfüllt. Neben kleinen Etappenerfolgen sind sogar Aufrüstungstendenzen zu verzeichnen, zwanzig Jahre nach dem Ende des Kalten Krieges. Die Forderung nach Global Zero steht weiterhin im politischen Raum. In diesem Beitrag wird der Hintergrund der internationalen Klimaverhandlungen erläutert und die Ergebnisse des Kopenhagen-Akkords vorgestellt. Angesichts des Scheiterns der Kopenhagener Konferenz muss die zeitnahe Schließung eines rechtlich bindenden, globalen Klimaabkommens als unwahrscheinlich gelten. Die Klimapolitik wird zukünftig verstärkt auf nationalstaatlicher und transnationaler Ebene erfolgen.
Soft Power ist zu einem einflussreichen Konzept avanciert – in der Politikwissenschaft, aber auch in der Politik selbst. Dabei bleibt es sowohl theoretisch als auch praktisch umstritten. In der Praxis wird das Konzept instrumentalisiert, um außenpolitisches Handeln von militärischem und wirtschaftlichem Druck positiv abzugrenzen. Unklar ist, wie Soft Power in militärischen Kontexten, in denen Hard Power im Vordergrund steht, funktionieren kann. Anhand des Afghanistan-Einsatzes der Bundeswehr wird dieses Verhältnis analysiert und eine eigene Definition von Soft Power entwickelt.
In vielen Ländern ist Wassermangel ein zentrales Problem. Die Politikwissenschaftlerin Julia Bar ist der Ansicht, dass diese Krise in politischem und gesellschaftlichem Unvermögen der beteiligten Akteure begründet ist. Am Beispiel Zentralasiens analysiert die Autorin das Konfliktpotenzial der Ressource Wasser anhand der zwischen- und innerstaatlichen Dimension. Es werden die Nutzungs- und Verteilungskonflikte um das Wasser in der Region sowie die Faktoren zur Verbesserung der nachhaltigen Wassernutzung untersucht. Als zentraler Lösungsansatz wird das Konzept des Integrierten Wasserressourcen-Managements behandelt und seine Anwendbarkeit in Bezug auf Zentralasien diskutiert. Die Autorin kommt zu dem Schluss, dass für die Etablierung eines nachhaltigen Ressourcennutzungssystems Kooperation und Konsensfindung der Akteure entscheidend sind.
