The existence of the Soviet Union was a remarkable anomalie in the history of the 20th century, which was also characterized by the collapse of multinational and colonial empires. Starting with the structural definitions of empires, the author describes the particularities of the Soviet empire. He analyzes the order, ideology and culture of the Soviet Empire. Looking for the reasons of its collapse, he presents a genesis of the longterm and short-term reasons. He is focusing on the breakdown of the post-totalitarian Leviathan, the cultural decline, the renaissance of nationalism and of the imperial overstretching. Finally he asseses the role of the policy of Perestroika in the breakdown of the Soviet Empire in the beginning of the 1990s.
Borders are a main characteristic of political entities. The separation from and the interactions with the outside environment are realised simultaenously. This is now heavily questioned in the European Union as „the first post-modern political entity“ (Ruggie). Within the EU we have observed a process of „de-bordering“ and growing transborder cooperation. Simultaneously, the question of the external border of the EU is raised as a political and mental issue. Deepening of the present EU leads to the fostering of the external borders - this is the lesson of the last 10 years. This can be also observed at the EU’s Eastern border - after the „first Eastern enlargement“ in the context of German reunification in 1990 - to the Oder/Neisse. The article discusses the historic developments and specific challenges of this border line and argues for cooperative external borders of the EU.
The question of use or non-use of nuclear weapons has suddenly got new prominence as part of the search for an effective strategy against international terrorism. This dispute is not new. Within the deterrence strategy, American and NATO nuclear weapons policy over the years shifted from massive retaliation over flexible response towards nuclearweapons only as a last resort. In the multilateral framework, deliberations have focussed on positive and negative assurances for non-nuclear weapons states. The International Court of Justice, in its Advisory Opinion, considers the use of nuclear weapons as generally contrary to the rules of international law. Today, there are strong indications that the U.S. is moving towards giving nuclear weapons a war-fighting role. For future wars, the likelihood of nuclear weapons being used would grow considerably.
Diese Arbeit behandelt die Frage, welche Auswirkungen eine EU-Mitgliedschaft der Türkei auf die europäischen Sicherheitsbeziehungen haben würde. Es wird die sicherheitspolitische Situation in- und außerhalb der türkischen Staatsgrenzen analysiert. Auf Basis der Rational Choice Theorie vom Akteurzentrierten Institutionalismus wird gezeigt mit welchen Herausforderungen die Europäische Union konfrontiert wäre und die Frage behandelt, ob eine so genannte Privilegierte Partnerschaft eine mögliche Alternative zu einer Vollmitgliedschaft sein kann.
Since 9/11, the fight against the financial sources of terrorism has become a major arena for international co-operation. In the first part, the paper highlights the borderline between security studies and international political economy. The second part of the paper asks how successful the international community is in this fight. The authors show that the idea of seizing terrorist funds and denying access to the international financial system is not a very promising one. They conclude that, so far, results have been mixed and that only a political approach to the problem promises a solution.
Diese Arbeit untersucht die Hypothese inwieweit EU/ESVP und NATO sich in einem Konkurrenzkampf befinden. Dabei werden mehrere Dimensionen beleuchtet. Der zeitliche Aspekt, der organisatorische, der ideengeschichtliche und die spezielle Situation im Politikfeld Sicherheits- und Verteidigungspolitik. Auf Grundlage dieser Parameter wird eine Einschätzung bezüglich der aufgestellten These für die Gegenwart vorgenommen, sowie eine Strategieempfehlung für die nähere Zukunft gemacht.
Mit diesem Heft wird die Diskussion über eine neue deutsche Ostpolitik fortgesetzt und abgeschlossen. Diese hatte im Heft Nr. 49 mit Thesen von Jochen Franzke begonnen, im nächsten Heft wurden erste Beiträge publiziert. Insgesamt haben sich Wissenschaftler und Politiker aus Deutschland, Österreich, Polen, Finnland und Tschechien beteiligt. Die Debatte schließt mit Schlussbemerkungen des Initiators. Übernimmt eine Protestpartei Regierungsverantwortung, sieht sie ihre Prinzipien und Forderungen der realpolitischen Nagelprobe ausgesetzt. Es ist ein Dilemma von Anspruch und Wirklichkeit, ein Spagat zwischen Protestimage und Regierungspolitik , der diese Parteien oftmals zu zerreißen droht. Anhand der Fallstudien von vier mitregierenden Protestparteien in Deutschland sollen folgende Fragen beantwortet werden: Was macht eine Partei zur Protestpartei? Was waren die Ursachen für die Wahlerfolge der Grünen, der AL, der STATT-Partei und der Schill-Partei? Wie verliefen die Koalitionsverhandlungen? Welche Forderungen konnten die Protestparteien gegenüber ihren großen Koalitionspartnern durchsetzen? Wo mussten sie Abstriche machen? Welche Reformvorhaben wurden angedacht und welche wurden tatsächlich umgesetzt? Welche innerparteilichen Konflikte ergaben sich aus der neuen Rolle der Protestparteien? Letztendlich zeigt sich: Protestparteien scheitern nicht an ihrem schmalspurigen Programm, geringer Stammwählerschaft oder unerfahrenem Personal, sondern weil sie naturgemäß in die „Erwartungsfalle“ tappen.
