Growing out of the crisis

Greece’s currently planned institutional reforms will help to get the country going with limited economic growth. With an economy based primarily on tourism, trade, and agriculture, Greece lacks an established competitive industry and an innovation-friendly environment, resulting in a low export ratio given the small size of the country and its long-time EU-membership. Instead, Greece exports only its nation's talent, with low returns. To become prosperous, the country must better capitalize on its Eurozone membership and add innovative sectors to its economic structure. Given Greece's hidden assets, such as the attractiveness of the country, a small number of strong research centers and an impressive diaspora in research, finance and business, we envision a Greek “Silicon Valley” and propose a ten point policy plan to achieve that goal.
This article expands our current knowledge about ministerial selection in coalition governments and analyses why ministerial candidates succeed in acquiring a cabinet position after general elections. It argues that political parties bargain over potential office-holders during government-formation processes, selecting future cabinet ministers from an emerging bargaining pool'. The article draws upon a new dataset comprising all ministrable candidates discussed by political parties during eight government-formation processes in Germany between 1983 and 2009. The conditional logit regression analysis reveals that temporal dynamics, such as the day she enters the pool, have a significant effect on her success in achieving a cabinet position. Other determinants of ministerial selection discussed in the existing literature, such as party and parliamentary expertise, are less relevant for achieving ministerial office. The article concludes that scholarship on ministerial selection requires a stronger emphasis for its endogenous nature in government-formation as well as the relevance of temporal dynamics in such processes.
Die Frage nach einer veränderten Strategie des Westens im Atomkonflikt mit dem Iran ist wieder virulent. Bereits auf seiner ersten Pressekonferenz hat der als gemäßigt geltende neue iranische Präsident Hassan Ruhani mehr Transparenz über das Atomprogramm seines Landes in Aussicht gestellt. Ob sich damit ein Fenster der Möglichkeiten öffnet, den Konflikt doch noch einvernehmlich und vor allem friedlich zu lösen, muss sich erweisen.
Die westliche Diplomatie wurde mit der Absetzung des gewählten Präsidenten Mohammed Mursi, der Verhaftung der Führungsriege der Muslimbruderschaft und der Aussetzung der Verfassung durch die ägyptische Militärführung vor vollendete Tatsachen gestellt. Damit sind die Bemühungen Deutschlands, der EU und der USA um eine politische Lösung, die alle Kräfte einbezieht, vorerst gescheitert. Gab es anfangs die Hoffnung, dass der Militärputsch in Kairo Auftakt für einen demokratischen Neustart sein könnte,so ist mittlerweile deutlich geworden, dass Ägypten in autoritäre Herrschaftsmechanismen der Mubarak-Ära zurückfällt.
Brasilien ist sowohl politisch als auch wirtschaftlich ein aufstrebendes Land. Seit Jahren regiert in Brasília eine linke Regierung.Trotz Fortschritten im sozialen Bereich gibt es zahlreiche Reformbaustellen. Die gesellschaftliche Spaltung ist tief. Darüber kann auch die anstehende Fußball-WM nicht hinwegtäuschen. Im Gegenteil! Die Brasilianer machten sich unerwartet Luft. Welche Konsequenzen wird Präsidentin Rousseff daraus ziehen und was bedeutet dies für die anderen Linksregierungen in Südamerika?
Regionalmacht Südafrika

Der „schwarze Kontinent“ emanzipiert sich vom Westen, auch außenpolitisch. Afrikanische Lösungen für afrikanische Probleme – dies wird gefordert. Dabei spielt Südafrika, das jüngste Mitglied der aufstrebenden BRICS-Gruppe, eine Hauptrolle. Trotz schwacher Wirtschaft und geringer militärischer Kapazitäten zeigt das Land Selbstbewusstsein sowohl in der konfliktreichen Region als auch auf der globalen Bühne. Im neuen Heft prüfen südafrikanische Stimmen die neue Außenpolitik des „Koloss am Kap“ auf Anspruch und Wirklichkeit.
Information flows in EU policy-making are heavily dependent on personal networks, both within the Brussels sphere but also reaching outside the narrow limits of the Belgian capital. These networks develop for example in the course of formal and informal meetings or at the sidelines of such meetings. A plethora of committees at European, transnational and regional level provides the basis for the establishment of pan-European networks. By studying affiliation to those committees, basic network structures can be uncovered. These affiliation network structures can then be used to predict EU information flows, assuming that certain positions within the network are advantageous for tapping into streams of information while others are too remote and peripheral to provide access to information early enough. This study has tested those assumptions for the case of the reform of the Common Fisheries Policy for the time after 2012. Through the analysis of an affiliation network based on participation in 10 different fisheries policy committees over two years (2009 and 2010), network data for an EU-wide network of about 1300 fisheries interest group representatives and more than 200 events was collected. The structure of this network showed a number of interesting patterns, such as – not surprisingly – a rather central role of Brussels-based committees but also close relations of very specific interests to the Brussels-cluster and stronger relations between geographically closer maritime regions. The analysis of information flows then focused on access to draft EU Commission documents containing the upcoming proposal for a new basic regulation of the Common Fisheries Policy. It was first documented that it would have been impossible to officially obtain this document and that personal networks were thus the most likely sources for fisheries policy actors to obtain access to these “leaks” in early 2011. A survey of a sample of 65 actors from the initial network supported these findings: Only a very small group had accessed the draft directly from the Commission. Most respondents who obtained access to the draft had received it from other actors, highlighting the networked flow of informal information in EU politics. Furthermore, the testing of the hypotheses connecting network positions and the level of informedness indicated that presence in or connections to the Brussels sphere had both advantages for overall access to the draft document and with regard to timing. Methodologically, challenges of both the network analysis and the analysis of information flows but also their relevance for the study of EU politics have been documented. In summary, this study has laid the foundation for a different way to study EU policy-making by connecting topical and methodological elements – such as affiliation network analysis and EU committee governance – which so far have not been considered together, thereby contributing in various ways to political science and EU studies.
Challenging Khmer citizenship : minorities, the state, and the international community in Cambodia

The idea of a distinctly ‘liberal’ form of multiculturalism has emerged in the theory and practice of Western democracies and the international community has become actively engaged in its global dissemination via international norms and organizations. This thesis investigates the internationalization of minority rights, by exploring state-minority relations in Cambodia, in light of Will Kymlicka’s theory of multicultural citizenship. Based on extensive empirical research, the analysis explores the situation and aspirations of Cambodia’s ethnic Vietnamese, highland peoples, Muslim Cham, ethnic Chinese and Lao and the relationships between these groups and the state. All Cambodian regimes since independence have defined citizenship with reference to the ethnicity of the Khmer majority and have - often violently - enforced this conception through the assimilation of highland peoples and the Cham and the exclusion of ethnic Vietnamese and Chinese. Cambodia’s current constitution, too, defines citizenship ethnically. State-sponsored Khmerization systematically privileges members of the majority culture and marginalizes minority members politically, economically and socially. The thesis investigates various international initiatives aimed at promoting application of minority rights norms in Cambodia. It demonstrates that these initiatives have largely failed to accomplish a greater degree of compliance with international norms in practice. This failure can be explained by a number of factors, among them Cambodia’s neo-patrimonial political system, the geo-political fears of a ‘minoritized’ Khmer majority, the absence of effective regional security institutions, the lack of minority access to political decision-making, the significant differences between international and Cambodian conceptions of modern statehood and citizenship and the emergence of China as Cambodia’s most important bilateral donor and investor. Based on this analysis, the dissertation develops recommendations for a sequenced approach to minority rights promotion, with pragmatic, less ambitious shorter-term measures that work progressively towards achievement of international norms in the longer-term.
Brandenburg trifft Südafrika

Südafrika hat eine rasante Entwicklung genommen. Das wird schnell sichtbar, wenn man im Land unterwegs ist – wozu ich gemeinsam mit einer brandenburgischen Wirt- schaftsdelegation in diesem Sommer Gelegenheit hatte. Inzwischen steht Südafrika vor großen Herausforderungen. Bis heute sind die Nachwirkungen der jahrelangen Apartheid im realen Leben spürbar. Umso größer ist mein Respekt vor allen, die sich den Herausforderungen stellen.
Spätestens die Geschichte in der zweiten Hälfte des 20. Jahrhunderts hat gezeigt, dass es historische Lektionen gibt, deren Verinnerlichung permanent, weil von jeder nachwachsenden politischen und militärischen Elite aufs Neue verweigert wird. Dazu zählt, dass militärische Gewalt in der Regel ein komplett untaugliches Mittel ist, anderen Staaten und Völkern den eigenen politischen Willen aufzuzwingen und regime change entweder zu verhindern oder herbeizuführen.
Italien ist ein Land des Wandels, vor allem wechseln seine Regierungen sehr häufig. Regierungen in Italien haben es nicht leicht, ihre Legislaturperiode zu beenden. Der neue Mann nach dem verhängnisvollen Berlusconi und dem kurzen Intermezzo des Technokraten Monti ist der Politiker Enrico Letta. Wird er eine regierungsfähige Koalition erhalten und kann er die ernsten Probleme des Landes nachhaltig lösen?
Indien inside

Die Bilder vom heutigen Indien faszinieren, aber mehr noch erschrecken sie. Der gnadenlose Kontrast, der mehr ist als „soziale Ungleichheit“, die grausame Armut, die trotz Wachstum in den vergangenen Jahren dramatisch angestiegen ist. 42 Prozent der Inder leben heute unter der Armutsgrenze. Das sind 500 Millionen Menschen! Dazu kommen die sich über das ganze Land ausbreitende, oft tödliche Gewalt, nicht nur, aber vor allem gegen „Indiens Töchter“, ein fortdauerndes archaisches Kastenwesen, ein immer stärker werdender Separatismus, der die nationale Einheit ernsthaft infrage stellt, bürgerkriegsartige Zustände in einigen Bundesstaaten und eine massive Zerstörung der Umwelt.
Soft Power ist zu einem einflussreichen Konzept avanciert – in der Politikwissenschaft, aber auch in der Politik selbst. Dabei bleibt es sowohl theoretisch als auch praktisch umstritten. In der Praxis wird das Konzept instrumentalisiert, um außenpolitisches Handeln von militärischem und wirtschaftlichem Druck positiv abzugrenzen. Unklar ist, wie Soft Power in militärischen Kontexten, in denen Hard Power im Vordergrund steht, funktionieren kann. Anhand des Afghanistan-Einsatzes der Bundeswehr wird dieses Verhältnis analysiert und eine eigene Definition von Soft Power entwickelt.
Durch den Tod von Kenneth N. Waltz hat die akademische Disziplin der Internationalen Beziehungen ihren gegenwärtig größten und einflussreichsten Denker verloren. In verschiedenen Nachrufen von Schülern und Kollegen wurde zu Recht darauf hingewiesen, dass Kenneth Waltz, egal wie man zu seiner Theorie des strukturellen Realismus (der Begriff, den er dem des Neorealismus vorzog) steht, wie kein anderer die Disziplin der Internationalen Beziehungen nach dem Ende des Zweiten Weltkrieges geprägt hat.
Iranische Präsidentschaftswahlen sind immer für eine Überraschung gut. Noch eine Woche vor der Wahl dürften die wenigsten mit einem Erdrutschsieg Hassan Rouhanis gerechnet haben. Der neue Mann ist dabei ein Altbekannter. Zahlreiche Posten hat er in der Islamischen Republik bereits bekleidet und sich als Chefunterhändler auch im Ausland einen Namen gemacht. Welche Erwartungen werden an ihn gerichtet und welche Herausforderungen gilt es nun zu meistern?
Noch vor zwei Monaten sprach man hierzulande von einer stabilen Türkei. Das war ganz offensichtlich falsch. Seit gut zwei Jahren wächst der Unmut gegen Erdogan und die AKP-Regierung. Immer deutlicher zeigen sich die antiliberalen, autoritären Züge eines bonapartistischen Regimes, das im Namen der „Mehrheit“ Grundfreiheiten massiv einschränkt und sich nicht scheut, mit brutaler Gewalt gegen Teile der Bevölkerung, vor allem gegen die e-politisierte Jugend, vorzugehen. Die türkische Autorin Zuhal Yesilyurt Gündüz schickte uns diesen Bericht zu den Ereignissen am Taksim-Platz, die zu einer neuen Qualität der Proteste geführt haben.
Kriminelle Welt

Im Schwerpunkt begeben wir uns in Schlupfwinkel der organisierten Kriminalität, die längst nicht nur Sache der berüchtigten italienischen Mafia ist. Transnationale Kriminalität ist ein den Globus umspannendes Phänomen - ein Phänomen mit diversen Ursprüngen, geografisch wie motivisch. Wir spüren ihren Linien im 21. Jahrhundert nach und diskutieren Strategien ihrer Bekämpfung.
Türkei offensiv

Die Türkei hat sich zum strategischen Spieler im Nahen Osten entwickelt. Unübersehbar ist der Wandel vom laizistischen Staatsmodell zur Islamisierung. Das spiegelt sich auch in einer offensiven Außenpolitik wider. Verfolgt Erdogan eine neo-osmanische Strategie? Deutsche und türkische Autoren leuchten die „Tiefe“ des türkischen Raumes aus. Afghanistan im Comic? Graphic Novels zeichnen Linien der globalen Politik artistisch nach – oft ungeschminkt, mit der Wucht der Kunst. Wir stellen Neuerscheinungen aus der Welt der politischen Comics vor.
Das Paradies ist der Ort, an dem der Mensch Gott am nächsten ist. Aber was für ein Ort ist das? Gibt es dort so etwas wie eine staatliche Verfasstheit? Ist es gerade deshalb ein Paradies, weil es dafür keine Anzeichen gibt? Welchen Raum nimmt dieser himmlische Garten ein? Ist er grenzenlos oder endlich? Fiktion kennt keine Grenzen. Geld auch nicht. Staaten sehr wohl, und ein nicht unerheblicher Batzen, den sie für ihre Existenz beanspruchen, soll möglichst innerhalb dieser Grenzen bleiben. Dieses Geld – im Volksmund auch Kröten, Kies oder Moos genannt, was auf die Zugehörigkeit zu einem ökologischen Raum schließen lässt – nennen wir Steueraufkommen (das Existenzminimum eines Staates oder auch Staats-Hartz-IV). In jedem Staat werden Steuern für seine Bürger fällig. Allerdings nicht im Paradies. Und deshalb ist es – ja, was wohl? – auch ein Steuerparadies.
Wenn ein neuer Mann (das gilt auch für entsprechende Frauen) an die Spitze des Staates oder der Regierung tritt, macht er Besuche im Ausland. Allerdings hatte schon der chinesische Philosoph Laotse im 6. Jahrhundert v. u. Z. festgestellt: „Auch der längste Marsch beginnt mit dem ersten Schritt.“ Es gibt immer nur einen ersten Schritt, bereits der zweite ist nicht mehr der erste. So kann auch ein Staatsoberhaupt nur einen ersten Auslandsbesuch machen.
Wurde uns ein neuer Star geboren? Die Begeisterung im globalen Süden, sofern katholisch, und besonders in Argentinien, die mit der Wahl von Jorge María Bergoglio zum Papst Franziskus verbunden war, scheint dies zu belegen. Diese Freude ließ die Probleme, die mit der Wahl dieses neuen Papstes sowohl in der katholischen Kirche als auch mit seiner „argentinischen Geschichte“ verbunden sind, in den Hintergrund, ja fast in Vergessenheit geraten.
Russland und Wir

„Wir wollen Russland als Partner“, stellte jüngst Außenminister Westerwelle fest. Das ist anspruchsvoll. Ein Blick zurück genügt, um zu sehen, dass Russland und wir in der Vergangenheit ein häufig schwieriges Verhältnis hatten. Nach dem Ende des Kalten Krieges sollte es anders werden. Wie steht es im Hier und Jetzt um die deutsch-russischen Beziehungen? In WeltTrends ziehen russische und deutsche Autoren eine kritische Bilanz, die konstruktive Anregung sein sollte, über die Zukunft dieser Beziehungen, die weit über das Bilaterale ausstrahlen, nachzudenken.
Das Pro und Contra hinsichtlich bewaffneter Drohnen für die Bundeswehr schwelte hierzulande bereits seit Längerem, als Bundesverteidigungsminister de Maizière 2012 mit einem befürwortenden Plädoyer aus der Deckung trat und solche Kampfmaschinen als „ethisch neutral“ einstufte. Inzwischen könnte – ohne Einbeziehung des Parlaments – eine Entscheidung der Bundesregierung gefallen sein. In der Antwort auf eine parlamentarische Anfrage der Linkspartei hieß es, „dass eine durchhaltefähige bewaffnete Aufklärung […] als Schutz bei plötzlich auftretenden gravierenden Lageänderungen unbedingt erforderlich ist“.
Für den Fall seiner Wiederwahl kündigt Cameron ein Referendum an. Verlässt Großbritannien dann die EU? Zwei Jahre vor der nächsten Wahl verhält sich der britische Premierminister David Cameron zwar taktisch klug für sein politisches Überleben, aber zugleich sehr riskant, für sich und für Europa. Seine europhoben Tories fordern den Austritt aus dem Staatenverbund, zumindest aber Verhandlungen über nationale Sonderregelungen. Damit setzt er die EU unter erheblichen (zusätzlichen) Druck. Aber geht Camerons Rechnung auf? Schätzt er die Position Deutschlands richtig ein?
Rechtsruck in Japan

Ein dreifacher Rechtsruck geht nach den Wahlen durch Japan: Die rechtsradikale Restaurationspartei feiert ihren Aufstieg zur drittstärksten Macht, der rechte Flügel des Wahlverlierers, der Demokratischen Partei, hat überlebt und der rückwärtsgewandte Wahlsieger der Liberaldemokratischen Partei, Abe Shinzō, regiert wieder. Wie werden diese Veränderungen die Außen- und Sicherheitspolitik Japans beeinflussen?

Welche Rolle hat die politische Opposition in autoritären Regimen? Das vorliegende Arbeitspapier formuliert generelle Überlegungen zum Phänomen des Autoritarismus im 21. Jahrhundert und entwickelt ein Konzept, mit dem regionenübergreifend das politische Agieren der Opposition in autoritären Regimen analysiert werden kann.
Präsident Obama reagiert auf drei zentrale Machtverschiebungen, auf die weltpolitische von West nach Ost, auf die angestiegene Bedeutung der asiatischen Region und schließlich auf die wachsenden Konflikte im asiatischen Raum. Er weiß um die begrenzte Fähigkeit der USA zur globalen Einflussnahme. Zwar wankt der alte Hegemon USA derzeit, jedoch hält die bislang nur schemenhafte neue Weltordnung für den Westen mehr Chancen als Risiken bereit – wenn er klüger als bisher für die eigenen Werte und Interessen einsteht.
Die genaue Anzahl einsatzfähiger Nuklearsprengköpfe Pakistans, einer nach den Standards des internationalen Regimes zur Nichtweiterverbreitung von Kernwaffen (NPT) illegalen Atommacht, ist nicht bekannt. Hans Kristensen, Direktor des Nuclear Information Project der unabhängigen Federation of American Scientists und Kenner der Materie, rechnet mit 90 bis 110, Tendenz: kontinuierlich steigend. Diese Waffen befinden sich in einem Land, das seit Jahrzehnten vom Militär beherrscht wird, das aufgrund der extremen Armut einer Mehrheit der Bevölkerung erheblichen sozialen Sprengstoff in sich birgt und in dem sich Guerilla-Angriffe separatistischer paschtunischer Taliban auch gegen Militärbasen richten, die mit den Kernstreitkräften des Landes in Verbindung gebracht werden. Experten warnen daher vor der Möglichkeit eines fundamental-islamistischen Umsturzes ebenso wie vor der Gefahr, dass einzelne Atomwaffen in die Hände terroristischer Gruppen geraten könnten. Was den letzteren Aspekt anbetrifft, so beruhigt es auch nicht, wenn die pakistanischen Taliban – wie im Mai 2011 – erklären, dass „Pakistan die einzige muslimische Atommacht“ sei und man an diesem Status nichts ändern wolle.
Historischer November in Palästina : Zwei-Staaten-Lösung versus dauerhafte Besatzung durch Israel

Der November 2012 wird sicherlich als ein historischer Monat in die palästinensische Geschichte eingehen. Im November begann die israelische Armee mit der gezielten Tötung eines hohen Funktionärs der Hamas einen Luftkrieg gegen den Gazastreifen. Nach acht Tagen wurde Israel durch internationalen Druck gezwungen, einen Waffenstillstand mit der Hamas zu akzeptieren. Einmal mehr zeigte sich, dass der Nahostkonflikt nicht mit militärischer Gewalt zu lösen ist. Dies kann nur mit einer Zwei-Staaten-Lösung erreicht werden, der substanzielle und ehrliche Verhandlungen vorausgehen.

China und die Welt

Was will China? Diese Frage wird immer wieder gestellt, wenn es um die internationale Positionierung der Volksrepublik geht. In den letzten Heften diskutierte WeltTrends die neue(n) Weltunordnung(en) des 21. Jahrhunderts. Einig war man sich in der Einschätzung, welche Rolle China in der Welt von übermorgen übernehmen wird: Es wird eine globale Macht sein. Ein Autor datierte sogar die Übernahme der hegemonialen Rolle der USA durch China präzise auf das Jahr 2035. Im asiatisch-pazifischen Raum versteht sich China als „Großmacht“. Die Zahl der Nachbarn ist groß und China steht seit Jahrtausenden mit ihnen in einem spannungsreichen Verhältnis. Territorialkonflikte schwelen und brechen von Zeit zu Zeit aus. Auch die USA verstehen sich als pazifische Macht. Dies wurde durch Obama, dem „ersten pazifischen Präsidenten“ der USA, zum neuen außenpolitischen Programm, das militärisch untersetzt wird. Gefährlich, auch für den globalen Frieden, kann es werden, wenn in diesem Raum aus der Konkurrenz zweier großer Mächte ein Kampf wird. Das Rasseln von Säbeln ist bereits hörbar. Dass sich die chinesische Diplomatie dieser Herausforderung mit konfuzianischer Klugheit stellt, überrascht.
