Migration and development in Senegal : a system dynamics analysis of the feedback relationships

This thesis investigates the reciprocal relationship between migration and development in Senegal. Therewith, it contributes to the debate as to whether migration in developing countries enhances or rather impedes the development process. Even though extensive and controversial discussions can be found in the scientific literature regarding the impact of migration on development, research has scarcely examined the feedback relationships between migration and development. Science however agrees with both the fact that migration affects development as well as that the level of development in a country determines migration behaviour. Thus, both variables are neither dependent nor independent, but endogenous variables influencing each other and producing behavioural pattern that cannot be investigated using a static and unidirectional approach. On account of this, the thesis studies the feedback mechanisms existing between migration and development and the behavioural pattern generated by the high interdependence in order to be able to draw conclusions concerning the impact of changes in migration behaviour on the development process. To explore these research questions, the study applies the computer simulation method ‘System Dynamics’ and amplifies the simulation model for national development planning called ‘Threshold 21’ (T21), representing development processes endogenously and integrating economic, social and environmental aspects, using a structure that portrays the reasons and consequences of migration. The model has been customised to Senegal, being an appropriate representative of the theoretical interesting universe of cases. The comparison of the model generated scenarios - in which the intensity of emigration, the loss and gain of education, the remittances or the level of dependence changes - facilitates the analysis. The present study produces two important results. The first outcome is the development of an integrative framework representing migration and development in an endogenous way and incorporating several aspects of different theories. This model can be used as a starting point for further discussions and improvements and it is a fairly relevant and useful result against the background that migration is not integrated into most of the development planning tools despite its significant impact. The second outcome is the gained insights concerning the feedback relations between migration and development and the impact of changes in migration on development. To give two examples: It could be found that migration impacts development positively, indicated by HDI, but that the dominant behaviour of migration and development is a counteracting behaviour. That means that an increase in emigration leads to an improvement in development, while this in turn causes a decline in emigration, counterbalancing the initial increase. Another insight concerns the discovery that migration causes a decline in education in the short term, but leads to an increase in the long term, after approximately 25 years - a typical worse-before-better behaviour. From these and further observations, important policy implications can be derived for the sending and receiving countries. Hence, by overcoming the unidirectional perspective, this study contributes to an improved understanding of the highly complex relationship between migration and development and their feedback relations.
Wie kaum eine andere soziale Bewegung der letzten 25 Jahre erfuhren die Zapatisten eine weltweite, breite Rezeption. Von der medialen Präsenz der 1990er Jahre ist jedoch nicht viel übrig geblieben. Um die mexikanischen Guerillas ist es ruhig geworden. Wurden die Zapatistas vom Zeitgeist überholt? Verloren ihre postneoliberalen Ansätze durch den Wandel der Bewegung an Attraktivität? Das Papier geht den Ursprüngen der indigenen Aufstandsbewegung und deren Paradigmenwechsel nach und zeigt auf, wie trotz des neu eingeschlagenen Weges der antisystemische und antietatistische Charakter der Bewegung beibehalten wurde.
Das Thema der lateinamerikanischen Migration wird aktuell durch die Äußerungen und Pläne des neuen US-Präsidenten Trump verstärkt wahrgenommen. Dabei ist die lateinamerikanische Migration eine Massenerscheinung, die länger andauert und eine größere Dimensionen aufweist als diejenige nach Europa. Sie kann daher für die Migrationspolitik der EU interessante Schlussfolgerungen bereithalten. Raina Zimmering untersucht aus dieser vergleichenden Perspektive die Ursachen für Migration und Flucht sowie die Migrationspolitiken der Ziel- und Ausgangsländer und deren Folgen.
Aufbauend auf neuen Zugängen zu der Ende der 1970er Jahren entstandenen Regulationstheorie, die die Strukturen und Prozesse kapitalistischer Funktionsweise mit Elementen von Akkumulationsregimen, Regulation und Krise erklärt, werden von der Autorin sowohl der klassische Zugang als auch dessen Adaptionen auf verschiedene andere sozialwissenschaftliche Theorieansätze - wie z. B. dem Neo-Gramscianismus - kritisch hinterfragt. Aus dem Blickwinkel der Entwicklungsforschung und unter Hinzuziehung verschiedener Beispiele gegenwärtiger gesellschaftlicher Transformationsprozesse und emanzipatorischer Experimente in Lateinamerika wird aufgezeigt, dass die Regulationstheorie nach wie vor eine wertvolle Analysegrundlage für den gegenwärtigen Kapitalismus darstellt, jedoch einer Schwerpunktverlagerung bedarf.
The Kyoto Protocol’s Clean Development Mechanism (CDM) allows developed countries to meet part of their obligational emission reductions by carrying out emission reduction projects in developing countries. China imposed a price floor to the CDM carbon credits produced in China through its price review policy. Scholars have not agreed on the purpose of China’s price review policy. With a theoretical model and a coherent empirical study, the present study shows that the price floor imposed by China’s price review is more likely to protect those domestic project owners against price discrimination, rather than to distort the CDM market. Nevertheless, China’s price review has its own flaws. Although a regression study shows month of approval, types of projects and location of project can explain 55% of price floor designation, the operation of price review remains quite random and unpredictable in individual cases. This would bring extra bureaucratically uncertainty on its way to curb market uncertainty. Its function can be fulfilled by alternative policy tools with better economic efficiency and legal legitimacy, such as mandatory price disclosure and trading forum, which doesn’t have such drawback, but still be able to alleviate possible price discrimination in individual cases.

The Gezi uprising can be considered a crucial turning in Turkish politics. As a response to countrywide democratic protests, the Justice and Development Party (AKP) government revived the security state, escalated authoritarian tendencies, and started to organize a nationalist, Islamist, and conservative backlash. This essay argues that the Gezi Park protests revealed both the fragility of the AKP's hegemony and the limits of the dominant political group habitus, which were promoted by the party to consolidate political polarization in favor of the party's hegemony. Moreover, it is argued that the Gezi uprising transformed the culture of political protests in the country and paved the way for the emergence of affirmative resistance, radical imagination, and a new politics of desire and dignity against authoritarian and neoliberal policies.
Dass sich die repräsentative Demokratie in Deutschland im Wandel befindet, ist nicht neu und kaum umstritten. Herausforderungen im Kontext der Partizipation und Repräsentation rufen ihrerseits Probleme auf Seiten der Input-Legitimation hervor. Demgemäß ist das grundlegende demokratiepolitische Anliegen dieser Arbeit, am Beispiel der Bundes- und Berliner Landesebene darzustellen, wie der repräsentative Politikprozess partizipativer und dennoch effektiv gestaltet werden kann. Basierend auf der philosophischen Strömung des Pragmatismus verfolgt und diskutiert die Arbeit die Synthese aus der pragmatistischen Demokratiekonzeption von Archon Fung und dem empirischen Forschungsprogramm der kriterienbasierten Evaluation demokratischer Innovationen. Dabei wird das analytische Vorgehen Archon Fungs kritisch erweitert, um dem dieser Arbeit zugrunde liegenden Konzept einer komplexen Bürgergesellschaft – als normativer und praktischer Bezugspunkt – gerecht zu werden. Fungs Konzept wird demnach um die liberale Sphäre der Öffentlichkeit, mithin um die zivilgesellschaftlichen Handlungszusammenhänge ergänzt. Auf Grundlage der Diskussion von demokratischen Innovationen werden schließlich demokratie- und engagementpolitische Handlungsempfehlungen in der Dimension der Partizipation und in der Dimension der Repräsentation formuliert. Mithin verfolgt die Arbeit eine problem- und lösungsorientierte Ergänzung der repräsentativen Demokratie. Gleichwohl ist die Arbeit als eine pragmatistisch angeleitete Konzeptstudie für die Entwicklung einer beteiligungsorientierten Praxis in der repräsentativen Demokratie zu verstehen, die trotz ihres theoretischen Charakters ganz im Sinne des Pragmatismus die notwendige empirische Orientierung aufweist. Damit wird das zuweilen problematische Verhältnis zwischen Politischer Theorie und empirischer Demokratieforschung überwunden.
Aus der Einleitung: Vor 15 Jahren hat Polen mit dem Transformationsprozess begonnen, der das Land von einer sozialistischen Planwirtschaft mit autoritärem Regime in einen modernen demokratischen Staat marktwirtschaftlicher Ausrichtung verwandelt hat. Seither genießt das polnische Volk nach vielen Jahren der Fremdherrschaft wieder seine eigene Souveränität. Mit dem Ende der sozialistischen Ära begann eine Phase umfangreicher und weit reichender institutioneller, wirtschaftlicher und sozialer Veränderungen. Diese gehen einher mit hoher Arbeitslosigkeit und starker Verunsicherung im Umgang mit den sich neu bildenden Strukturen, was eine große Belastung für die Bevölkerung darstellt. Den Herausforderungen zum Trotz haben es die Polen geschafft, in nur wenigen Jahren ein institutionelles und wirtschaftliches Niveau zu erreichen, das sich an dem Niveau westeuropäischer Staaten orientiert. Diese Leistung wurde u. a. durch die Europäische Kommission anerkannt, indem 1998 zunächst die Beitrittsverhandlungen mit Polen eröffnet wurden und das Land im Mai 2004 zur Europäischen Union (EU) beitrat. Während die alten Mitgliedsstaaten der Europäischen Union eine lang andauernde Phase wirtschaftlichen Abschwungs erleiden, findet im angrenzenden Polen ein rasanter wirtschaftlicher Aufholungsprozess statt. Wachstumsraten von 5 % und mehr sind hierbei keine Seltenheit. Diese Entwicklung wird von vielen Bürgern der alten EU Mitgliedssaaten in Zeiten steigender Arbeitslosigkeit und sinkender Löhne wahrgenommen und teilweise als Ursache der eigenen Misere identifiziert. Tatsache aber ist, dass sogar bei anhaltender Dynamik der polnischen Wirtschaft ein Erreichen des westeuropäischen Standards, wenn überhaupt, erst in mehreren Jahrzehnten als realistisch erscheint. Ebenso wie im wirtschaftlichen Bereich stellt sich die institutionelle Diskrepanz zwischen Polen und den Ländern der EU der 15 dar. Zu groß sind die Unterschiede, als dass sie in nur einem Jahrzehnt hätten nachgeholt und ausgeglichen werden könnten. Als zusätzlich Hindernis ist zu werten, dass sich in den letzten Jahren die Berichte der Europäischen Kommission, der Weltbank oder Transparency International mehren, Korruption in Polen bedrohe sämtliche Sphären des öffentlichen und privaten Lebens und die junge „alte“ Demokratie somit durch hausgemachte Probleme ins Strudeln geraten könnte. Innerhalb der Europäischen Kommission scheint man sich des Problems der Korruption in Polen bewusst zu sein und befürchtet diese in Form eines trojanischen Pferdes importiert zu bekommen (Vgl. Dehley 2002: 4). Andere Organisationen wie GRECO1 zeichnen ein düstereres Szenario, da sie der Korruption in Polen attestieren, die demokratischen Institutionen auszuhöhlen.

Berühmte Bücher der Politologie und schätzenswerte Raritäten werden für die Füllung dieser Rubrik aus Bücherregalen herausgefischt, abgestaubt und in aktuellem Interesse gelesen - wieder gelesen. Stets ist es das Anliegen, die Schriften sowohl aus ihrer Zeit zu verstehen als auch für unsere Zeit nutzbar zu machen - z. B. Huntingtons The Clash of Civilizations, Lipsets Political Man, Paines Die Rechte des Menschen oder An Authoritarian Regime: The Case of Spain von Linz.
Christoph Sebastian Widdau leistet mit seinem Buch einen innovativen Beitrag zur Cassirer-Forschung, zu den Leibniz-Studien und zur Begründung der Menschenrechte. Er wirft ein ideengeschichtlich und philosophisch neues Licht auf die 'Natur' im Naturrecht, die kulturelle Bedeutung des Individuums und den Pluralismus politischer Ordnungen. Mit 'Cassirers Leibniz' zeigt Widdau auf, dass Menschenrechte kein beliebiger Zusatz zur Kultur, sondern vielmehr kulturkonstitutiv sind.
Behemoth und Doppelstaat

Wer bildete das Herrschaftszentrum im Deutschland der Jahre 1933 bis 1945? Welche Gruppen stabilisierten das System bis zur Niederlage im Zweiten Weltkrieg? Ernst Fraenkels "Der Doppelstaat" und Franz Neumanns "Behemoth" gelten als wegweisende analytische Zugänge zum Verständnis der nationalsozialistischen Herrschaftspraxis. Beide Bücher sind bereits Anfang der 1940er Jahre erschienen. Es sind Klassiker: also Bücher, mit denen noch heute etwas anzufangen ist. Der kompakte Lehrtext ist insbesondere für den studentischen Haus- und Seminargebrauch verfasst worden. Er ist eine Handreichung für Einsteiger und Studierende aller Semester, die sich erstmals mit den schwierigen Texten beschäftigen

In der vorliegenden Arbeit analysiert Yann Wernert die Rolle der Afrikanischen Union im Rahmen von Regionalkonflikten in Afrika. Dabei wird insbesondere Wert auf die konkrete Vorgehensweise der Afrikanischen Union in den jeweiligen Konflikten gelegt. Untersucht wird der Bürgerkrieg in Somalia sowie die Versuche seitens der internationalen Gemeinschaft, eine stabile politische Ordnung wieder aufzubauen. Ebenfalls analysiert wird der Darfur-Konflikt im Sudan und die Möglichkeiten, den regelmäßig stattfindenden Massakern Einhalt zu gebieten. Der Untersuchungszeitraum erstreckt sich von 2003 bis 2007.

Deutschland und Frankreich benötigen stetige Metallimporte, um ihr Wirtschaftsmodell aufrechtzuerhalten. Internationale Kooperation ist unerlässlich, damit diese Importe zuverlässig und nachhaltig verlaufen. Doch welche Potenziale bieten sich in diesem Bereich, welche Grenzen sind dabei zu erkennen? Dieser Frage geht Yann Wernert durch einen Fallstudienvergleich mit prozessanalytischen Methoden und auf der theoretischen Grundlage des neoliberalen Institutionalismus nach. Er zeigt, dass beide Länder ihre Bemühungen als reaktive Mittelmächte gestalten. Sie wollen durch staatliche Rohstoffstrategien wirtschaftliche, strategische und Nachhaltigkeitsziele erreichen. Während die Analyse durchaus Kooperationspotenziale ausmacht, fallen diese je nach Ländergruppe und Politikbereich sehr unterschiedlich aus.
This article examines the reorganization of formal coordination structures in the Directorate-General for Fisheries and Maritime Affairs of the European Commission. While rational approaches in organization theory emphasize functional efficiency as an explanation for organizational design and coordination structures, the findings of this study indicate that the reorganization was not driven primarily for reasons of efficiency and to increase the coordination capacity of the organization. The study demonstrates that, even in a highly technical policy area such as fisheries management in the European Union, the (re-)design of formal organizational structures does not follow primarily a technical-instrumental rationale. Instead, the formal coordination structures have also been adapted to live up to changing expectations in the institutional environment, to modern management concepts in marine governance, and to ensure the legitimacy of the organization. However, although the empirical findings of this study substantiate the theoretical assumptions of an institutional perspective, institutional explanations alone are insufficient to comprehensively understand why organizational structures are reorganized and changed.
Transitional Justice

This publication deals with the topic of transitional justice. In six case studies, the authors link theoretical and practical implications in order to develop some innovative approaches. Their proposals might help to deal more effectively with the transition of societies, legal orders and political systems.
Young academics from various backgrounds provide fresh insights and demonstrate the relevance of the topic. The chapters analyse transitions and conflicts in Sierra Leone, Argentina, Nicaragua, Nepal, and South Sudan as well as Germany’s colonial genocide in Namibia. Thus, the book provides the reader with new insights and contributes to the ongoing debate about transitional justice.
Heute sind die Themen Frauen und Frieden auf der Ebene der Sicherheitspolitik der Vereinten Nationen als Resultat von Resolution 1325 (2000) eng miteinander verbunden. Welche rechtlichen und tatsächlichen Konsequenzen haben sich aus dieser Entwicklung einerseits für die Arbeit der Vereinten Nationen selbst, andererseits für die Mitgliedstaaten ergeben und wie steht es um ihre Umsetzung? Die Studie zeichnet die WPS-Agenda nach und diskutiert die diesbezüglichen Aktivitäten der Vereinten Nationen. Die Umsetzungsmaßnahmen Deutschlands werden im Anschluss untersucht und bewertet.

Die Locarno-Verträge haben in der völkerrechtlichen Literatur der 1920er und 1930er Jahre viel Aufmerksamkeit erfahren. Auch die zeitgenössische Publizistik beschäftigte sich ausführlich mit diesem Thema, wobei das Verhältnis von Verständigung mit den Nachbarn und Revision der Grenzregelungen im Mittelpunkt der Debatte stand.
Später gehörte Locarno zur Geschichte der Zwischenkriegszeit und wurde im Rahmen der Völkerbundsgeschichte, der Völkerrechts- und Diplomatiegeschichte und der Geschichte der Weimarer Republik behandelt. Für die politikwissenschaftliche Literatur spielte Locarno fast ausschließlich auf dem Gebiet der Sicherheits- und Abrüstungspolitik eine Rolle; eine (system)theoretische Erörterung steht bislang aus.
In diesem Beitrag sollen nach einem kurzen Überblick über das Vertragswerk zunächst die geschichtliche Ausgangslage knapp umrissen und Vorgeschichte und Ergebnis der Konferenz von Locarno skizziert werden. Anschließend werden Inhalte und Lösungsansätze des Vertragswerkes beleuchtet, bevor zum Schluß eine kurze Einordnung in das System des Völkerbundes erfolgt.

A large literature exists examining the functions of legislatures and the behaviour of MPs in established democracies. But little efforts have been made to observe how MPs behave in new democratic assemblies. This article seeks to address this shortcoming through an exploration of the use of parliamentary questions in two new democracies: Kenya and Zambia. Analysing an innovative dataset we offer one of the few attempts to directly measure legislative behaviour in new democracies. We examine how the factors found in the literature on parliamentary questions in liberal democracies react to this shift of context and to what degree legislatures in these countries fulfil their core functions. Results show that opposition MPs are not necessarily among the most active but that electoral incentives such as the margin by which MPs have won their seats or the number of voters they represent explain the use and content of parliamentary questions.

Proposing a novel way to look at the consolidation of democratic regimes, this book presents important theoretical and empirical contributions to the study of democratic consolidation, legislative organization, and public opinion.
Theoretically, Simone Wegmann brings legislatures into focus as the main body representing both winners and losers of democratic elections. Empirically, Wegmann shows that the degree of policy-making power of opposition players varies considerably between countries. Using survey data from the CSES, the ESS, and the LAPOP and systematically analyzing more than 50 legislatures across the world and the specific rights they grant to opposition players during the policy-making process, Wegmann demonstrates that neglecting the curial role of the legislature in a democratic setting can only lead to an incomplete assessment of the importance of institutions for democratic consolidation.
The Power of Opposition will be of great interest to scholars of comparative politics, especially those working on questions related to legislative organization, democratic consolidation, and/or public opinion.

Even though democratic elections not only lead to the formation of a government but also result in an opposition, the literature has mostly neglected oppositions and their role in legislative chambers. The legitimacy and effectiveness of international organizations are often linked directly to issues of representation—not only on their high-level governing boards and in top leadership but also within their staff. This article explores two key questions of bureaucratic representation in the critical cases of the International Monetary Fund and World Bank. First, we seek to unpack three essential dimensions of staff representation—nationality, education, and gender—to explain how representation may matter for international organizations. Second, we aim to describe the multiple dimensions of representation in the International Monetary Fund and the World Bank over the past twenty years by deploying a novel dataset on staff demographics, focusing on ranks with decision-making authority within the institutions. Our descriptive analysis reveals that the International Monetary Fund and the World Bank have made considerable efforts to diversify their bureaucracies. Nonetheless, representation remains uneven; for example, nationals from middle- and low-income countries, women, and staff without economics degrees from prominent US- or UK-based universities are less present in key leadership positions. These results may be well explained by the particular needs of the institutions’ technical mandates and limits in the supply of qualified staff and, as such, need not be seen as suboptimal. Nonetheless, perceived imbalances in representation may continue to pose external legitimation and operational challenges to the International Monetary Fund and the World Bank in a complex political environment where such multidimensional representation is important to sustaining the buy-in of donor and borrower countries alike. To this end, we recommend that the International Monetary Fund and the World Bank enhance their diversity and inclusion efforts by increasing transparency via reporting disaggregated data on workforce composition and introducing annual requirements to publish progress reports with management feedback to strengthen internal and external accountability.

Diese Anfang 2006 fertiggestellte, nunmehr postum veröffentlichte Publikation untersucht und bewertet detailliert die Positionen zum Vertrag über eine Verfassung für Europa jener Parteien, die im Europäischen Parlament der "Konföderalen Fraktion der Vereinten Europäischen Linken/Nordische Grüne Linke" (GUE/NGL) angehören. Die Debatte zum europäischen Verfassungsvertrag zwang alle linken Parteien in einer erstmalig geführten transnationalen Debatte, ihre Haltung zur EU-Mitgliedschaft des eigenen Landes, ihre Position zum Verfassungsvertrag als solchem sowie ihre generelle Bereitschaft zu verdeutlichen, einem „anderen“ oder „besseren“ Vertrag zuzustimmen. Die Arbeit zeigt eine sehr hohe Fragmentierung der Haltung der linken Parteien zum Verfassungsvertrag und zur Mitgliedschaft ihrer Länder in der EU.
Bad governance causes economic, social, developmental and environmental problems in many developing countries. Developing countries have adopted a number of reforms that have assisted in achieving good governance. The success of governance reform depends on the starting point of each country – what institutional arrangements exist at the out-set and who the people implementing reforms within the existing institutional framework are. This dissertation focuses on how formal institutions (laws and regulations) and informal institutions (culture, habit and conception) impact on good governance. Three characteristics central to good governance - transparency, participation and accountability are studied in the research.
A number of key findings were: Good governance in Hanoi and Berlin represent the two extremes of the scale, while governance in Berlin is almost at the top of the scale, governance in Hanoi is at the bottom. Good governance in Hanoi is still far from achieved. In Berlin, information about public policies, administrative services and public finance is available, reliable and understandable. People do not encounter any problems accessing public information. In Hanoi, however, public information is not easy to access. There are big differences between Hanoi and Berlin in the three forms of participation. While voting in Hanoi to elect local deputies is formal and forced, elections in Berlin are fair and free. The candidates in local elections in Berlin come from different parties, whereas the candidacy of local deputies in Hanoi is thoroughly controlled by the Fatherland Front. Even though the turnout of voters in local deputy elections is close to 90 percent in Hanoi, the legitimacy of both the elections and the process of representation is non-existent because the local deputy candidates are decided by the Communist Party.
The involvement of people in solving local problems is encouraged by the government in Berlin. The different initiatives include citizenry budget, citizen activity, citizen initiatives, etc. Individual citizens are free to participate either individually or through an association.
Lacking transparency and participation, the quality of public service in Hanoi is poor. Citizens seldom get their services on time as required by the regulations. Citizens who want to receive public services can bribe officials directly, use the power of relationships, or pay a third person – the mediator ("Cò" - in Vietnamese).
In contrast, public service delivery in Berlin follows the customer-orientated principle. The quality of service is high in relation to time and cost. Paying speed money, bribery and using relationships to gain preferential public service do not exist in Berlin.
Using the examples of Berlin and Hanoi, it is clear to see how transparency, participation and accountability are interconnected and influence each other. Without a free and fair election as well as participation of non-governmental organisations, civil organisations, and the media in political decision-making and public actions, it is hard to hold the Hanoi local government accountable.
The key differences in formal institutions (regulative and cognitive) between Berlin and Hanoi reflect the three main principles: rule of law vs. rule by law, pluralism vs. monopoly Party in politics and social market economy vs. market economy with socialist orientation.
In Berlin the logic of appropriateness and codes of conduct are respect for laws, respect of individual freedom and ideas and awareness of community development. People in Berlin take for granted that public services are delivered to them fairly. Ideas such as using money or relationships to shorten public administrative procedures do not exist in the mind of either public officials or citizens.
In Hanoi, under a weak formal framework of good governance, new values and norms (prosperity, achievement) generated in the economic transition interact with the habits of the centrally-planned economy (lying, dependence, passivity) and traditional values (hierarchy, harmony, family, collectivism) influence behaviours of those involved.
In Hanoi “doing the right thing” such as compliance with law doesn’t become “the way it is”.
The unintended consequence of the deliberate reform actions of the Party is the prevalence of corruption. The socialist orientation seems not to have been achieved as the gap between the rich and the poor has widened.
Good governance is not achievable if citizens and officials are concerned only with their self-interest. State and society depend on each other. Theoretically to achieve good governance in Hanoi, institutions (formal and informal) able to create good citizens, officials and deputies should be generated. Good citizens are good by habit rather than by nature.
The rule of law principle is necessary for the professional performance of local administrations and People’s Councils. When the rule of law is applied consistently, the room for informal institutions to function will be reduced.
Promoting good governance in Hanoi is dependent on the need and desire to change the government and people themselves. Good governance in Berlin can be seen to be the result of the efforts of the local government and citizens after a long period of development and continuous adjustment.
Institutional transformation is always a long and complicated process because the change in formal regulations as well as in the way they are implemented may meet strong resistance from the established practice. This study has attempted to point out the weaknesses of the institutions of Hanoi and has identified factors affecting future development towards good governance. But it is not easy to determine how long it will take to change the institutional setting of Hanoi in order to achieve good governance.
