No Arab-Israeli peace process will succeed without a solution for Jerusalem. The author describes stages of the Jerusalem history as a holy city of the Jews, Christians and Muslims and analyses their religious and mental ties to the town. Also the division of Jerusalem was not able to stop the hatred. Jerusalem must be one city and the capital of both, Israel and Palestine. This was the core of the Oslo peace process, and it is still essential for a sustainable solution.
During the violent phases of transformation in post-Soviet Georgia the power of the police passed on to paramilitary groups. Under the rule of president Shevardnadze, however, the police regained a central political role, but it remained embedded in Soviet and pre-Soviet political structures. This becomes visible by looking at the political economy of the police. Informal taxes, purchase of office, and clientelism became established practices within the police. At present, the new government tries to carry out structural reforms in the police sector, which might lead to a break with the current hybrid Georgian state model.
Daniel Lerner’s „The Passing of Traditional Society“ of 1958 is still one of the most famous American studies in the field of modernization research. This article gives a deeper insight into the background of the emergence of the study. The author describes Lerner’s theoretical and empirical work and its connection to the policy of his time. A classic today in modernization theory, Lerner’s study was initially merely a request for the Voice of America to investigate the use of media in the Middle Eastern region –modernization or development did not yet play a significant role. The article shows how the direction of the study changed from its original intention into a political opinion research and thus into a political propaganda tool.
The increasing concentration of power in the hands of the presidential families in all Central Asian states led to the personalisation of the state during the last years. The presidents successfully established neo-patrimonial, authoritarian regimes with a high level of consolidation but without fulfilling the criterion of democracy. The article explores the strategies the presidents use to maintain their authority and discusses which political developments can be expected concerning the question of succession.
Für ein Voranschreiten der deutschen Realität : ein Plädoyer für verantwortungsvollen Pragmatismus

Galt vor 1990 das ungeschriebene Gesetz, dass 1948/49 die Bundesrepublik nicht als Staat auf der Suche nach einer eigenen Außenpolitik, sondern als Ergebnis amerikanischer Außenpolitik auf der Suche nach einem Staat gegründet wurde, stellt Deutschland heute immer weniger ein Stück Amerika mitten in Europa dar. Die neue „Berliner Realität“ beinhaltet also die Tatsache, dass Deutschland nicht mehr Objekt der weltgeschichtlichen Situation ist, „sondern auch Subjekt, verantwortlich für weit mehr als das eigene Schicksal“5. Der damit verbundenen Verantwortung kann sich Deutschland nicht entziehen. Es ist deshalb an der Zeit, für einen deutschen Pragmatismus zu plädieren, der weniger von tagespolitischen Erwägungen geprägt sein sollte, sondern mit Werten (wie Verantwortungsbewusstsein und Ehrlichkeit) und Zielen (wie wirtschaftlicher Wohlstand und Sicherheit) unterfüttert werden muss. Daraus ergeben sich außenpolitische Visionen, die das Handeln der Politiker antreiben und legitimieren. Mittelfristig können diese deutschen außenpolitischen Visionen immer mehr mit denen der anderen 24 EU-Mitgliedstaaten verschmelzen, sodass hier tatsächlich eine gewisse Überwindung der Nationalstaaten – aber eben nur innerhalb der EU – zu beobachten wäre. Allerdings würde sich an diese Entwicklung unmittelbar die Frage anschließen, ob die neue europäische Selbstbestimmung nur im Verhältnis zu den USA zu gewinnen, oder ob sie nicht viel weit reichender zu formulieren ist.

Through police co-operation, re-admission agreements, and setting up of detention camps, Italy’s immigration policy tries to delocalise border controls between Europe and North Africa. Italian immigration quotas and development aid should induce countries of origin and transit of migrants to tighten their border controls and cooperate with Italy. Development aid is used by the EU in order to exert pressure on other countries, whereas Libya for instance uses transiting refugees as a diplomatic weapon. On the other hand, relations between Italy and North African countries do not focus on human rights violations taking place in some of these countries.
The author distinguishes between three types of Islamic states. A first type uses Islam as political legitimation (Saudi Arabia). In contrast, the second type uses Islam merely as a political framework. In Iran, for instance, religious values are maintained while at the same time democratic elements, such as elections, can be found. Egypt is mentioned as an example of the third type of state that ranges between a secular and a religious political system. Looking at the modernization process in Egypt more closely, the author claims that without good governance the efforts of the state will be useless and religious extremism may dominate.
Discussing the case of Egypt, the author claims that since the preconditions in the Middle East are very different from those in Europe, there also has to be a different approach towards its modernization process. She suggests a „restructuring“ of the state not only in the economic sector but also in the political, cultural, or social areas. The advantage of such an approach lies in the fact that elements and values of the traditional culture can be maintained and even expanded. Furthermore, as this approach does not presuppose any specific model, it can be applied to all kinds of societies. However, restrucuring cannot replace modernization.
Hellmanns Warnung vor einer Resozialisierung der deutschen Außenpolitik in eine traditionelle Großmachtrolle erweckt bei mir viel Sympathie. Seine Alternative finde ich moralisch ehrenhaft, aber realistisch nur innerhalb des Prozesses der europäischen Integration. Ich glaube allerdings nicht, dass das Erbe der Geschichte Deutschlands ein besonderes außenpolitisches Vorgehen erzwingt. Ebenso wenig glaube ich, dass idealistische Positionen, gleich welcher Couleur, bei der Bewahrung von Frieden realistischen überlegen sind. Der Berliner Republik haftet ein gewisser Wilhelminismus in der Außenpolitik an. Man will durch Nachholen gleich werden wie die anderen. Die Warnung vor Rissen im Bündnis und vor der Möglichkeit einer Spirale des Niedergangs der europäischen Integration im Beitrag von Hellmann teile ich. Ich würde noch weiter gehen: Auch die humanitäre Intervention bleibt Intervention. Prinzipien der Menschenrechte sind wichtig, ihre Ausgestaltung, manchmal sogar Teile ihrer Prinzipien aber strittig. Welche Kriterien gibt uns der offensive Realismus bei der Stärkung der Interventionsmöglichkeiten draußen, wenn wir dabei keine machtpolitischen Interessen vertreten sollen? Wenn wir nicht alle Übel der Welt abschaffen wollen, dann muss eine Hierarchie verfolgt werden. Die rot-grüne Koalition hat mit der Ausnahme der Irak-Entscheidung im Wesentlichen das Ziel verfolgt, den eigenen Einfluss innerhalb der westlichen Staatengemeinschaft zu steigern. Hellmanns Empfehlung lautet wohl, dort mitzumachen, wo supranationale Institutionen geschaffen werden sollen. Welches sind die Kriterien zur Messung dieser Ziele?
In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. In the upcoming fall issue, this debate will be continued with contributions by German foreign policy makers. A final reply by Hellmann will complete the debate in the winter issue of WeltTrends. German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.
Taking into account historical as well as sociological differences, the author distinguishes between different modes of socialism. On the periphery of the Soviet Union and Eastern Europe, the combination of modern and traditional elements led to the establishment of hybrid political forms. They could be characterized as bureaucratic-patrimonial and associated with a specific type of state: the „peripheral socialist state“.
Can order and freedom only be established through the application of violent force? Hegel has argued that „using violence“ may be the beginning of the formation of all states in history but is in no way their essential principle. It is true that order and freedom require the protection against violence and acts of force but their normative difference is not levelled off in the term „violent order“ (Gewaltordnung). There is a paradox that „lefties“ in the tradition of Nietzsche and Foucault increasingly fail to notice – the „little difference“ between power politics and order. In their reductionism of politics to power politics, „neo-cons“ and their most ardent critics have much more in common than they are aware of.
