Für den Fall seiner Wiederwahl kündigt Cameron ein Referendum an. Verlässt Großbritannien dann die EU? Zwei Jahre vor der nächsten Wahl verhält sich der britische Premierminister David Cameron zwar taktisch klug für sein politisches Überleben, aber zugleich sehr riskant, für sich und für Europa. Seine europhoben Tories fordern den Austritt aus dem Staatenverbund, zumindest aber Verhandlungen über nationale Sonderregelungen. Damit setzt er die EU unter erheblichen (zusätzlichen) Druck. Aber geht Camerons Rechnung auf? Schätzt er die Position Deutschlands richtig ein?
Soft Power ist zu einem einflussreichen Konzept avanciert – in der Politikwissenschaft, aber auch in der Politik selbst. Dabei bleibt es sowohl theoretisch als auch praktisch umstritten. In der Praxis wird das Konzept instrumentalisiert, um außenpolitisches Handeln von militärischem und wirtschaftlichem Druck positiv abzugrenzen. Unklar ist, wie Soft Power in militärischen Kontexten, in denen Hard Power im Vordergrund steht, funktionieren kann. Anhand des Afghanistan-Einsatzes der Bundeswehr wird dieses Verhältnis analysiert und eine eigene Definition von Soft Power entwickelt.
Russland und Wir

„Wir wollen Russland als Partner“, stellte jüngst Außenminister Westerwelle fest. Das ist anspruchsvoll. Ein Blick zurück genügt, um zu sehen, dass Russland und wir in der Vergangenheit ein häufig schwieriges Verhältnis hatten. Nach dem Ende des Kalten Krieges sollte es anders werden. Wie steht es im Hier und Jetzt um die deutsch-russischen Beziehungen? In WeltTrends ziehen russische und deutsche Autoren eine kritische Bilanz, die konstruktive Anregung sein sollte, über die Zukunft dieser Beziehungen, die weit über das Bilaterale ausstrahlen, nachzudenken.

Der „schwarze Kontinent“ emanzipiert sich vom Westen, auch außenpolitisch. Afrikanische Lösungen für afrikanische Probleme – dies wird gefordert. Dabei spielt Südafrika, das jüngste Mitglied der aufstrebenden BRICS-Gruppe, eine Hauptrolle. Trotz schwacher Wirtschaft und geringer militärischer Kapazitäten zeigt das Land Selbstbewusstsein sowohl in der konfliktreichen Region als auch auf der globalen Bühne. Im neuen Heft prüfen südafrikanische Stimmen die neue Außenpolitik des „Koloss am Kap“ auf Anspruch und Wirklichkeit.
Rechtsruck in Japan

Ein dreifacher Rechtsruck geht nach den Wahlen durch Japan: Die rechtsradikale Restaurationspartei feiert ihren Aufstieg zur drittstärksten Macht, der rechte Flügel des Wahlverlierers, der Demokratischen Partei, hat überlebt und der rückwärtsgewandte Wahlsieger der Liberaldemokratischen Partei, Abe Shinzō, regiert wieder. Wie werden diese Veränderungen die Außen- und Sicherheitspolitik Japans beeinflussen?
Welche Rolle hat die politische Opposition in autoritären Regimen? Das vorliegende Arbeitspapier formuliert generelle Überlegungen zum Phänomen des Autoritarismus im 21. Jahrhundert und entwickelt ein Konzept, mit dem regionenübergreifend das politische Agieren der Opposition in autoritären Regimen analysiert werden kann.

Durch den Tod von Kenneth N. Waltz hat die akademische Disziplin der Internationalen Beziehungen ihren gegenwärtig größten und einflussreichsten Denker verloren. In verschiedenen Nachrufen von Schülern und Kollegen wurde zu Recht darauf hingewiesen, dass Kenneth Waltz, egal wie man zu seiner Theorie des strukturellen Realismus (der Begriff, den er dem des Neorealismus vorzog) steht, wie kein anderer die Disziplin der Internationalen Beziehungen nach dem Ende des Zweiten Weltkrieges geprägt hat.
Iranische Präsidentschaftswahlen sind immer für eine Überraschung gut. Noch eine Woche vor der Wahl dürften die wenigsten mit einem Erdrutschsieg Hassan Rouhanis gerechnet haben. Der neue Mann ist dabei ein Altbekannter. Zahlreiche Posten hat er in der Islamischen Republik bereits bekleidet und sich als Chefunterhändler auch im Ausland einen Namen gemacht. Welche Erwartungen werden an ihn gerichtet und welche Herausforderungen gilt es nun zu meistern?
Kriminelle Welt

Im Schwerpunkt begeben wir uns in Schlupfwinkel der organisierten Kriminalität, die längst nicht nur Sache der berüchtigten italienischen Mafia ist. Transnationale Kriminalität ist ein den Globus umspannendes Phänomen - ein Phänomen mit diversen Ursprüngen, geografisch wie motivisch. Wir spüren ihren Linien im 21. Jahrhundert nach und diskutieren Strategien ihrer Bekämpfung.
Italien ist ein Land des Wandels, vor allem wechseln seine Regierungen sehr häufig. Regierungen in Italien haben es nicht leicht, ihre Legislaturperiode zu beenden. Der neue Mann nach dem verhängnisvollen Berlusconi und dem kurzen Intermezzo des Technokraten Monti ist der Politiker Enrico Letta. Wird er eine regierungsfähige Koalition erhalten und kann er die ernsten Probleme des Landes nachhaltig lösen?
Die Frage nach einer veränderten Strategie des Westens im Atomkonflikt mit dem Iran ist wieder virulent. Bereits auf seiner ersten Pressekonferenz hat der als gemäßigt geltende neue iranische Präsident Hassan Ruhani mehr Transparenz über das Atomprogramm seines Landes in Aussicht gestellt. Ob sich damit ein Fenster der Möglichkeiten öffnet, den Konflikt doch noch einvernehmlich und vor allem friedlich zu lösen, muss sich erweisen.
Spätestens die Geschichte in der zweiten Hälfte des 20. Jahrhunderts hat gezeigt, dass es historische Lektionen gibt, deren Verinnerlichung permanent, weil von jeder nachwachsenden politischen und militärischen Elite aufs Neue verweigert wird. Dazu zählt, dass militärische Gewalt in der Regel ein komplett untaugliches Mittel ist, anderen Staaten und Völkern den eigenen politischen Willen aufzuzwingen und regime change entweder zu verhindern oder herbeizuführen.
Information flows in EU policy-making are heavily dependent on personal networks, both within the Brussels sphere but also reaching outside the narrow limits of the Belgian capital. These networks develop for example in the course of formal and informal meetings or at the sidelines of such meetings. A plethora of committees at European, transnational and regional level provides the basis for the establishment of pan-European networks. By studying affiliation to those committees, basic network structures can be uncovered. These affiliation network structures can then be used to predict EU information flows, assuming that certain positions within the network are advantageous for tapping into streams of information while others are too remote and peripheral to provide access to information early enough. This study has tested those assumptions for the case of the reform of the Common Fisheries Policy for the time after 2012. Through the analysis of an affiliation network based on participation in 10 different fisheries policy committees over two years (2009 and 2010), network data for an EU-wide network of about 1300 fisheries interest group representatives and more than 200 events was collected. The structure of this network showed a number of interesting patterns, such as – not surprisingly – a rather central role of Brussels-based committees but also close relations of very specific interests to the Brussels-cluster and stronger relations between geographically closer maritime regions. The analysis of information flows then focused on access to draft EU Commission documents containing the upcoming proposal for a new basic regulation of the Common Fisheries Policy. It was first documented that it would have been impossible to officially obtain this document and that personal networks were thus the most likely sources for fisheries policy actors to obtain access to these “leaks” in early 2011. A survey of a sample of 65 actors from the initial network supported these findings: Only a very small group had accessed the draft directly from the Commission. Most respondents who obtained access to the draft had received it from other actors, highlighting the networked flow of informal information in EU politics. Furthermore, the testing of the hypotheses connecting network positions and the level of informedness indicated that presence in or connections to the Brussels sphere had both advantages for overall access to the draft document and with regard to timing. Methodologically, challenges of both the network analysis and the analysis of information flows but also their relevance for the study of EU politics have been documented. In summary, this study has laid the foundation for a different way to study EU policy-making by connecting topical and methodological elements – such as affiliation network analysis and EU committee governance – which so far have not been considered together, thereby contributing in various ways to political science and EU studies.
Indien inside

Die Bilder vom heutigen Indien faszinieren, aber mehr noch erschrecken sie. Der gnadenlose Kontrast, der mehr ist als „soziale Ungleichheit“, die grausame Armut, die trotz Wachstum in den vergangenen Jahren dramatisch angestiegen ist. 42 Prozent der Inder leben heute unter der Armutsgrenze. Das sind 500 Millionen Menschen! Dazu kommen die sich über das ganze Land ausbreitende, oft tödliche Gewalt, nicht nur, aber vor allem gegen „Indiens Töchter“, ein fortdauerndes archaisches Kastenwesen, ein immer stärker werdender Separatismus, der die nationale Einheit ernsthaft infrage stellt, bürgerkriegsartige Zustände in einigen Bundesstaaten und eine massive Zerstörung der Umwelt.
Wenn ein neuer Mann (das gilt auch für entsprechende Frauen) an die Spitze des Staates oder der Regierung tritt, macht er Besuche im Ausland. Allerdings hatte schon der chinesische Philosoph Laotse im 6. Jahrhundert v. u. Z. festgestellt: „Auch der längste Marsch beginnt mit dem ersten Schritt.“ Es gibt immer nur einen ersten Schritt, bereits der zweite ist nicht mehr der erste. So kann auch ein Staatsoberhaupt nur einen ersten Auslandsbesuch machen.
