Diese Schrift, die jetzt in einer vierten, erweiterten Auflage erschienen ist, gibt Ihnen Hinweise zum wissenschaftlichen Schreiben in seinen verschiedenen Varianten: vom Exzerpt und der Literaturbesprechung über die Klausur und das Essay bis hin zur Abschlussarbeit. Zudem finden Sie Anregungen zu mündlichen Prüfungen und der Disputation. Der Lehrtext ist eine konzentrierte Hilfe sowohl für Studienanfänger als auch für diejenigen, die vor dem Abschluss ihres Studiums stehen.

Seit 2008 ergänzt die sowohl kleine als auch feine Rubrik "Wiedergelesen" die Ausgaben des außenpolitischen Fachjournals WeltTrends. Berühmte Bücher der Politologie und schätzenswerte Raritäten werden für die Füllung dieser Rubrik aus Bücherregalen herausgefischt, abgestaubt und in aktuellem Interesse gelesen - wieder gelesen. Stets ist es das Anliegen, die Schriften sowohl aus ihrer Zeit zu verstehen als auch für unsere Zeit nutzbar zu machen - z. B. Huntingtons The Clash of Civilizations, Lipsets Political Man, Paines Die Rechte des Menschen oder An Authoritarian Regime: The Case of Spain von Linz.
The main thread of this review article is to identify the reasons of how to account for the trajectory of American power in the region. Leaving behind the vast amount of highly politicised and hastily compiled volumes of recent years (notwithstanding valuable exceptions), the monographs composed by Lawrence Freedman, Trita Parsi and Oliver Roy attempt to subtly disentangle the intricacies of US involvement in the region from highly distinct perspectives. One caveat for International Relations theorists is that none of the
aforementioned authors intends to provide theoretical frameworks for his examination. However, since IR theory has damagingly neglected history in the last decades, the works under review here, at least in part, compensate for this disciplinary and intellectual failure. In conclusion, Freedman’s in-depth approach as a diplomatic historian, with its under-lying reference to the various traditions in US foreign policy thinking, is most illuminating, while Parsi’s contestable account focuses too narrowly on the Iran-Israel relationship. Roy’s explications fail to show how and why the ‘ideological’ element in US foreign policy came to carry exceedingly more weight after 2001 than it did in the 1990s.

Die Frage nach der politischen Ordnung steht im Mittelpunkt des Lehrtextes zur Einführung in die Wissenschaft von der Res Publica. Dieses als Skript konzipierte Lehrbuch dient als Grundlage der Einführungsvorlesung an der Universität Potsdam. Mit einem nüchternen Blick in die Geschichte, von der Antike über die frühe Neuzeit bis in die Gegenwart – und dies global – wird das Politische aus verschiedenen Perspektiven diskutiert. Es ist vor allem ein Text für jene, die sich mit dem Politischen zu beschäftigen beginnen, jedoch auch für jene lohnenswert, die sich erneut der Grundlagen versichern möchten.
In Stanley Kubricks Film von 1964 lernten wir, die Bombe zu lieben. Heute, 66 Jahre nach der ersten nuklearen Detonation, haben wir uns mit dem Wissen um ihre absolute Zerstörungskraft arrangiert. In einer multipolaren Welt scheint die atomare Währung jedoch an Wert zu verlieren. Ist die Vision einer nuklearwaffenfreien Zukunft also nur ein Traum oder können wir lernen, auf die Bombe zu verzichten? Rolf Mützenich, MdB und außenpolitischer Sprecher der SPD-Bundestagsfraktion, hat sich dieser Frage angenommen.

Migration and development in Senegal : a system dynamics analysis of the feedback relationships

This thesis investigates the reciprocal relationship between migration and development in Senegal. Therewith, it contributes to the debate as to whether migration in developing countries enhances or rather impedes the development process. Even though extensive and controversial discussions can be found in the scientific literature regarding the impact of migration on development, research has scarcely examined the feedback relationships between migration and development. Science however agrees with both the fact that migration affects development as well as that the level of development in a country determines migration behaviour. Thus, both variables are neither dependent nor independent, but endogenous variables influencing each other and producing behavioural pattern that cannot be investigated using a static and unidirectional approach. On account of this, the thesis studies the feedback mechanisms existing between migration and development and the behavioural pattern generated by the high interdependence in order to be able to draw conclusions concerning the impact of changes in migration behaviour on the development process. To explore these research questions, the study applies the computer simulation method ‘System Dynamics’ and amplifies the simulation model for national development planning called ‘Threshold 21’ (T21), representing development processes endogenously and integrating economic, social and environmental aspects, using a structure that portrays the reasons and consequences of migration. The model has been customised to Senegal, being an appropriate representative of the theoretical interesting universe of cases. The comparison of the model generated scenarios - in which the intensity of emigration, the loss and gain of education, the remittances or the level of dependence changes - facilitates the analysis. The present study produces two important results. The first outcome is the development of an integrative framework representing migration and development in an endogenous way and incorporating several aspects of different theories. This model can be used as a starting point for further discussions and improvements and it is a fairly relevant and useful result against the background that migration is not integrated into most of the development planning tools despite its significant impact. The second outcome is the gained insights concerning the feedback relations between migration and development and the impact of changes in migration on development. To give two examples: It could be found that migration impacts development positively, indicated by HDI, but that the dominant behaviour of migration and development is a counteracting behaviour. That means that an increase in emigration leads to an improvement in development, while this in turn causes a decline in emigration, counterbalancing the initial increase. Another insight concerns the discovery that migration causes a decline in education in the short term, but leads to an increase in the long term, after approximately 25 years - a typical worse-before-better behaviour. From these and further observations, important policy implications can be derived for the sending and receiving countries. Hence, by overcoming the unidirectional perspective, this study contributes to an improved understanding of the highly complex relationship between migration and development and their feedback relations.
Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
Es brodelt in Iran, und das gewaltig! Doch nicht die Straße ist der Ort des Geschehens. Im Schatten der Berichterstattung über die arabischen Rebellionen vom Maghreb bis zum Golf wütet in der Islamischen Republik ein Kampf der Eliten. Diese haben sich im Zuge der grünen Bewegung Teile ihrer Körperschaft entledigt. Grün ist verwelkt; heute tobt ein neuer Machtkampf. Die neue Herausforderung kommt von unerwarteter Seite: aus den innersten Kreisen des Systems selbst. Unliebsam sind nunmehr alte Pfeiler des Regimes: Rafsanjani, Mashāi, aber allen voran Mahmoud Ahmadinejad!
Im Zentrum steht die Genese einer sich im 20. Jahrhundert zunehmend ideologisierenden Schia, deren wachsende diskursive Macht sich mit der Iranischen Revolution von 1979 durch die Schaffung realpolitischer Strukturen in Form der velayāt-e faqih niederzuschlagen vermag. Untersucht wird, unter welchen Bedingungen der gesellschaftspolitische Entwurf des schiitischen Klerus sich auch im Hinblick auf existierende nicht-religiöse Gegendiskurse seiner Zeit – etwa aus der staatlichen Bürokratie, Intellektuellenzirkeln oder aus linken und nationalen Bewegungen – wandelte. Wie begegnete der Klerus den drängenden gesellschaftlichen Fragen der Moderne und wie wird der politische Diskurs heute geführt?
Den Krieg um Afghanistan hat der Westen verloren – wieder einmal. Die Frage des Abzugs bestimmt die außen- und sicherheitspolitische Agenda, nicht nur in Washington D.C. und Berlin. Ziel ist, das "Fiasko Afghanistan" möglichst glimpflich enden zu lassen – aber wie? Die Frage hat auch 2011 nicht an Aktualität eingebüßt. Kenner der Region und außenpolitische Experten diskutieren im vorliegenden WeltTrends Papier die Ausgangslage des Afghanistan-Komplexes und analysieren Abzugsstrategien – klar, kontrovers, pointiert.
Im Potsdamer Stadtteil Babelsberg gab der Präsident der USA, Harry S. Truman, am 24. Juli 1945 den folgenschweren Befehl, die ersten Atombomben über Japan abzuwerfen. Bis zu diesem Tag war die Nutzung der Kernenergie eine von Forschern lediglich erdachte Möglichkeit. Mit Trumans Befehl wurde sie zur schrecklichen Wirklichkeit. Es begann eine neue Ära der Menschheit – das Atomzeitalter.
In der vorliegenden Arbeit analysiert Yann Wernert die Rolle der Afrikanischen Union im Rahmen von Regionalkonflikten in Afrika. Dabei wird insbesondere Wert auf die konkrete Vorgehensweise der Afrikanischen Union in den jeweiligen Konflikten gelegt. Untersucht wird der Bürgerkrieg in Somalia sowie die Versuche seitens der internationalen Gemeinschaft, eine stabile politische Ordnung wieder aufzubauen. Ebenfalls analysiert wird der Darfur-Konflikt im Sudan und die Möglichkeiten, den regelmäßig stattfindenden Massakern Einhalt zu gebieten. Der Untersuchungszeitraum erstreckt sich von 2003 bis 2007.
Die Beiträge des vorliegenden Sammelbandes gehen auf die wissenschaftliche Fachtagung „Grenzen der Toleranz. Rechtsextremes Milieu und demokratische Gesellschaft in Brandenburg - Bilanz und Perspektiven" zurück, die im Mai 2009 in Potsdam stattfand. Auf der Tagung hielten verschiedene Wissenschaftler Vorträge, die ihrerseits durch Praktiker/innen mittels „Kommentaren aus der Praxis“ gespiegelt wurden. Die meisten Vorträge der Tagung finden sich in diesem Band nun in überarbeiteter, in der Regel erweiterter und aktualisierter Form wieder. In einem Fall wurde ein Text aufgenommen, der aus einem längeren „Kommentar aus der Praxis“ entstanden ist. Die Beiträge kreisen um das Problem des Rechtsextremismus, seinen Erscheinungsformen und Praktiken in Brandenburg und darüber hinaus, und beleuchten die staatlichen und zivilgesellschaftlichen Gegenmaßnahmen und –strategien. Dabei wird deutlich: Brandenburg hat zwar noch ein Rechtsextremismusproblem - aber auch vielfältige Strategien und Erfahrungen in der erfolgreichen Auseinandersetzung mit diesem Phänomen.
Deutsche Rohstoffpolitik

In einer Welt mit stetig wachsendem Energiebedarf herrscht ein Kampf um Ressourcen, sodass Rohstoffe zunehmend politisches Handeln bestimmen. Lutz Kleinwächter, Volker Steinbach, Leiter der Deutschen Rohstoffagentur, und Rüdiger Schwarz analysieren die deutsche Rohstoffstrategie. Wissen wir, was wir tun müssen, oder tappen wir bald planlos durchs Dunkel, weil uns die Energie ausgeht?
Deutschland braucht eine neue außenpolitische Kultur! Hierfür plädierte eine junge Gruppe aus dem "Tönissteiner Kreis" 2010 in der Frühjahrsausgabe von WeltTrends und forderte eine klare Formulierung deutscher Interessen. Die angestoßene Debatte stieß auf große Resonanz und wurde von jungen Akademikern aufgenommen, die sich nicht scheuten, eigene Anregungen für die deutsche Außenpolitik zu formulieren und zentrale Thesen des Plädoyers in Frage zu stellen: Worin bestand das Neue, worin das Deutsche an der Forderung nach einer Interessendefinition? Das Papier gibt die lebhafte Debatte des außenpolitischen Nachwuchses wieder, die 2010 innerhalb wie außerhalb der Zeitschrift geführt wurde.
