„It’s the Strategy, Stupid!“
(2011)
The negative vote of the French population to the European Constitution shocked the European politics. It shifted the power constellations within the Union. By giving historical examples, the author explains that the refusal of the French population is not a new phenomenon. As a result, the article suggests to slow down the European integration process in order to prevent further setbacks.
Vonseiten Nordkoreas wurde der Tod Kim Jong-ils am 17. Dezember 2011 mitgeteilt. Kim Jong-il war der Zweite der Familie, der Nordkorea regierte, nach seinem Vater Kim Il-sung. Die fortfolgende Herrschaft der leiblichen Söhne gibt dem Ganzen eine archaisch traditionale Komponente. Das Erstaunliche ist, warum dies trotz allem auch im 21. Jahrhundert zu funktionieren scheint.

Wie aus heiterem Himmel teilte US-Präsident Barack Obama mit, Osama bin Laden, der mutmaßlich Hauptverantwortliche für die Anschläge auf das World Trade Center in New York am 11. September 2001, sei durch US-Spezialkräfte erschossen worden. Ist nun der "Kampf der Kulturen" zu Ende? Dann der Hinweis, Osama sei schon zuvor politisch tot gewesen; die arabischen Revolutionen hätten den politischen Schwerpunkt auf Menschenrechte und Demokratie verlegt. Doch die Ermordung bin Ladens deutet eine andere Entwicklung an: Die Abschaffung von Freiheit und Menschenrechten im Namen von Freiheit und Menschenrechten.

Ein Whistle-Blower macht rechtswidriges Handeln öffentlich. Im angelsächsischen Diskurs ist dies synonym für widerständiges Handeln. Julian Assange ist so einer. Er hat Geheimpapiere der US-Regierung veröffentlicht. Die betrachtet ihn als „Gefahr für die nationale Sicherheit“ und will ihn erledigen. Plötzlich wurde er sexueller Übergriffe auf zwei schwedische Frauen beschuldigt und in Schweden wurde Anklage erhoben. Daraufhin flüchtete Assange in die ecuadorianische Botschaft in London und bat um politisches Asyl. Britische Diplomaten erklärten, das britische Recht erlaube die Erstürmung der Botschaft zwecks Verhaftung Assanges; britische Medien dagegen betonten, dies wäre ein offener Bruch internationalen Rechts.

In den vergangenen zwei Jahrzehnten hieß es, es gebe keine Entwicklung ohne Frieden. Daraus wurde abgeleitet, man müsse Soldaten nach Afghanistan schicken, um Entwicklungsperspektiven zu sichern. Dies wurde sodann abgewandelt: "Ohne Sicherheit keine Entwicklung". Mit dem Scheitern der Intervention im Land der Afghanen wurde daraus: "Ohne Entwicklung keine Sicherheit". Dies hat Auswirkungen auf die Entwicklungszusammenarbeit: Frieden als Ziel ist verschwunden, sie wird zur Funktion der "Sicherheit Deutschlands", die am Hindukusch verteidigt werden soll. Dafür wird passendes Personal gesucht.
The state system cannot renounce to the US superpower as a guarantor for international security. This Polish author describes the US strategy after 9-11 to fight the „war against terrorism“: The United States of America is willing to cooperate, but if it seems to be necessary, they act independently. The author points out that the European Union is too weak to emancipate from the US. But even if the hegemonic US does not respect international law and state sovereignty, unilateral engagement is less dangerous for the world’s security than US isolationism.
The Polish discourse about the European Constitution has one feature in common with the discourses of other member states: it deals with everything but the text of the Constitution Treaty itself. At its core it oscillates between the Polish striving for power in the EU and the toleration for cultural difference in Europe. The opposite of the latter has been particularly significant during the referendum debates in France and the Netherlands, which let to the rejection of the constitutional treaty.
Borders are a main characteristic of political entities. The separation from and the interactions with the outside environment are realised simultaenously. This is now heavily questioned in the European Union as „the first post-modern political entity“ (Ruggie). Within the EU we have observed a process of „de-bordering“ and growing transborder cooperation. Simultaneously, the question of the external border of the EU is raised as a political and mental issue. Deepening of the present EU leads to the fostering of the external borders - this is the lesson of the last 10 years. This can be also observed at the EU’s Eastern border - after the „first Eastern enlargement“ in the context of German reunification in 1990 - to the Oder/Neisse. The article discusses the historic developments and specific challenges of this border line and argues for cooperative external borders of the EU.
NATO-Streitkräfte sind weltweit im Einsatz. Dazu benötigen sie Material und die Industrie könnte sich eigentlich freuen. Doch der Markt für Rüstungsgüter aller Art ist kleiner geworden. Der Autor belegt an Beispielen deutlich, dass die Mitgliedstaaten der NATO sich bei ihren Verteidigungsagenden finanziell übernehmen und es ohne Kooperation keinen wirtschaftlichen Erfolg geben kann.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
Die Vision einer Europäischen Außenpolitik zwischen den Supermächten USA und UdSSR prägte die Debatte im Westeuropa der Nachkriegszeit. Lange Zeit glaubten die überzeugten europäischen Protagonisten an die Idee, mittels einer strengen Sachlogik dem Ziel einer politischen Integration zwangsläufig näher zu kommen und eine gemeinschaftliche Außenpolitik zu erreichen, und zwar über die Bildung einer integrierten Wirtschaftsunion hin zu politischen Mechanismen. Man argumentierte mit Nachdruck: Die wirtschaftliche Integration sei nicht nur ein Schritt auf dem Weg zur politischen Vereinigung, sondern bereits ein Teil des Zieles selbst.1 Wie sehr der Glaube an diese Sachlogik im Verlauf der Jahrzehnte getrogen hat, davon zeugen Mühseligkeit, Langwierigkeit und teilweise Ergebnislosigkeit der Anstrengungen, eine gemeinsame europäische Außenpolitik zu schaffen.
Taking the visit of Erich Honecker to China as an example, the author analyses the bilateral GDR-Chinese relations in the 1980s. Based on extensive original research, the objectives as well as disappointed hopes are presented. The author reveals that not Honecker played the "Chinese Card", but he himself became part of Chinese politics. At the same time, the contradictory reaction to that visit in Moscow are documented when, with the election of Gorbachev, first signs of a change in Soviet policy toward China were indicated. Eine Eurokrise existiert nicht! Der Euro erweist sich seit seiner Einführung binnen- und außenwirtschaftlich als außerordentlich stabil. Eine Beendigung der Währungsunion, geschweige denn der Ausstieg Deutschlands, ist unrealistisch. Sie entbehren der realökonomischen Grundlage und widersprechen den langfristigen machtpolitischen Interessen der Kernstaaten Europas sowie der gegenwärtigen Führungselite Deutschlands.

In this article, Immanuel Wallerstein tries to anticipate the evolution of world conflicts and structures over the next decades. In his analysis, he identifies three main cleavages which structure future global conflicts: the triadic cleavage between the United States, Europe and Japan, who compete economically; the North-South cleavage between core zones and the periphery of the world economy; and, finally, the cleavage between what he calls the "Spirit of Davos" and the "Spirit of Porto Alegre" as a conflict between alternative images of the future world order. The structure and the dynamics of each cleavage are analysed and their evolution over the next decades is anticipated.
There has never been a theory of transition from really existing Socialism to a democratic and market-oriented system. Different theoretical approaches are taken into consideration by the author. Experiences of other transitional processes are practicable on Eastern Europe in a limited way. The missing of socio-structural differentiation, the socio-cultural consequences of the really existing Socialism and the international conditions did not promote the transition. It seems that the transition in Eastern Europe is obviously not a change from one political system to another one, but for the time being an open process.

German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.

Should Turkey become a member of the EU? This is one of the most controversial issues in German European politics now. While the Social Democrats and the Green Party seem to be in favour, the Christian Democrats strongly oppose it. This paper demonstrates that both sides - their contrary political preferences notwithstanding- share one central belief: Turkey does not fit into the EU for cultural reasons. Through a close reading of parliamentary debates on EUenlargement the article reconstructs how Turkey is made Europe’s other.
Kooperative Beziehungen zu Russland sind angesichts der politisch-wirtschaftlichen Interessenlage, der geopolitischen Realitäten im Osten Europas und des geschichtlichen Hintergrundes in der deutschen politischen Klasse Konsens. Das Ende des Nachkriegssystems der multilateralen Finanzorganisationen ist keines im eigentlichen Sinn des Wortes. Aber die Veränderungen im internationalen System sind evident und beschränken sich nicht auf Weltbank und Währungsfonds. Die entscheidende Verschiebung des globalen Machtgefüges findet außerhalb des multilateralen Systems der UNO statt. Es sind informelle Gruppen, die Gs in verschiedener Stärke: G-7/8 als westliches Auslaufmodell, der Newcomer G-20 und wenn Europa nicht aufpasst die G-2: Chinamerica.

"Hin und wieder ist es sinnvoll", betonte Bertrand Russell, "ein Fragezeichen hinter Dinge zu setzen, die wir schon lange für selbstverständlich nehmen". Der US-amerikanische 11. September ist zehn Jahre her. Die Neokonservativen in den USA hatten bereits in den 1990er Jahren verschiedene Netzwerke gegründet, darunter das Project for the New American Century (PNAC). Das agitierte für den Sturz Saddam Husseins und Krieg gegen den Irak. Davon wollte Präsident Clinton nichts wissen; George W. Bush zunächst ebenfalls nicht. Das änderte sich mit 9/11. Der neokonservative Politikberater Robert Kagan sagte: "Der 11. September ist der Wendepunkt.Nichts anderes."

Die internationale Ordnung ist im Umbruch. Aufstrebende Großmächte wie China, Brasilien und Russland fordern die US-amerikanische Dominanz des Westens heraus. Werden die neuen Gestaltungsansprüche zu einer gerechteren Weltpolitik führen – oder zu einer „neuen Weltunordnung“? WeltTrends setzt den Meinungsaustausch über Ordnungen und Unordnungen in der Welt des 21. Jahrhunderts in diesem Heft fort – fachkundig und vielseitig.
Mit dem Ende des Kalten Krieges und der Auflösung der bipolaren Konfrontation trat die Diskussion um eine neue internationale Ordnung auf die politische Agenda. Staaten haben verschiedene Szenarien eingebracht, um für Akzeptanz in der neu geordneten Weltgemeinschaft zu werben. Zu Beginn des 21. Jahrhunderts, insbesondere nach den Anschlägen vom 11. September 2001, hat sich die internationale Lage sehr verändert. Die Etablierung einer neuen Weltordnung ist dringlicher denn je geworden. Aber wie soll diese neue Ordnung aussehen, und wie kann sie Frieden und Entwicklung wirksam voranbringen?
Zeichnet sich die Außenpolitik der Großen Koalition durch „mangelndes Profil“ aus? Marieluise Beck belegt dies durch die deutsche Reaktion auf die Initiative für eine atomwaffenfreie Welt des US-Präsidenten. Auch bei den Debatten um Menschenrechte, den außenpolitischen Umgang mit China und Russland sowie die Verwendung von selektiven Sanktionen ist die Große Koalition den Anforderungen nicht gewachsen.

On the occasion of his farewell lecture, Manfred Mols looks back to his academic work of the last four decades, and discusses the essential meaning of area studies. He tries to clarify the important denotation of institutes for regional researchers. Area studies should help us to understand changing processes in international policies and they do. He underlines his critical point of view with the position and treatment of area studies among certain universities in Germany.

Die NATO braucht eine neue Balance. Nie zuvor war sie in so vielen Operationen aktiv. Die Differenzen zwischen den Mitgliedstaaten werden immer deutlicher. So sieht sich die NATO dem Vorwurf ausgesetzt, eine Organisation mit mangelnder Zielsetzung zu sein, die stärker durch externe Faktoren als durch kollektive Interessen geleitet sei. Angesichts der wachsenden Bedeutung der transatlantischen Kooperation plädiert der Autor daher für eine neue Allianz, in deren Zentrum die kollektive Sicherheit der Mitgliedstaaten, eine Institutionalisierung der transatlantischen Kooperation sowie die Erarbeitung einer gemeinsamen Sicherheitsstrategie stehen sollten. Um diese Ziele zu verwirklichen, reicht die NATO allein nicht mehr aus. Sie muss in der Lage sein, mit anderen nationalen und internationalen Akteuren zusammenzuarbeiten.
Im Gespräch werden folgende Themen behandelt: WT: Welche politische Bilanz der Präsidentschaft Putins würden Sie ziehen? WT: Wie haben sich die soziale und wirtschafliche Lage sowie das geistige Klima in Russland während dieser Zeit verändert? WT: Wie beurteilen Sie die Persönlichkeit und das politische Konzept des neuen Präsidenten Dimitri Medwedjew? WT: Wie schätzen Sie die sich ankündigende „Tandem“-Variante der Machtausübung im künftigen Russland ein? Wird es einen starken Ministerpräsidenten Putin und einen zu diesem loyalen, sich gewissermaßen selbstbeschränkenden Präsidenten Medwedjew geben? Oder widerspricht das dem Charakter des Institutionensystems in Russland?
In the spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a "realpolitik" policy, generally referred to as "normalization". For Hellmann, this transformation indicates one of the "deepest crisis of Germany’s foreign policy" ever. The first three parts were published in the summer, fall and winter editions (no. 43, 44 and 45) of WeltTrends, which featured contributions of German International Relations scholars as well as experts from abroad. Wie kann angesichts brüchiger Staatlichkeit eine sichere Wahl gewährleistet werden?
The author agrees with Flassbeck that growth is important, particularly as a condition to solve existing structural problems of the labour market. Yet, in his opinion the central question is how to get higher growth rates. Straubhaar’s answer is different from Flassbeck’s: a ‘no’ to more public deficits, more regulations and more state activities; and, a ‘yes’ to more market, more flexibility, more mobility.

Both universal and regional international instruments seek to maintain and to strengthen peace and security through the development of friendly and co-operative relations between equally sovereign states respecting human rights, including the rights of persons belonging to minorities. History shows that failure to respect minority rights can undermine stability within states and negatively affect relations between states, thus endangering international peace. While minority situations vary greatly and the ordinary democratic process may be adequate to respond to the needs and aspirations of minorities, experience also shows that special measures are often required to facilitate the effective participation of minorities in public life. The article analyzes the contribution of international law to this field.

Under continuous pressure from globalised competition, labour markets no longer guarantee the social inclusion of all citizens into civil society. For a „civilised“ market economy, it is essential to frame further economic „rationalisation“ by a comprehensive labour policy that values meaningful ways of human activity as well as the just organisation of the world of work over efficient labour markets. Without such a comprehensive labour policy, argues, labour markets increasingly become „tyrannical“ and will endanger the foundations of a modern society of free and equal citizens.
Vom Sprechen und Schweigen

Nach wie vor ist es der internationalen Gemeinschaft nicht gelungen, eine Lösung für die afghanische Krise zu präsentieren. Dabei macht die gegenwärtige Situation eine Beendigung des Kriegszustands sowie die Aufnahme von konstruktiven Verhandlungen unerlässlich. Die Genfer Verhandlungen der 1980er Jahre über den Abzug der Sowjetarmee aus Afghanistan könnten hierbei als Vorbild dienen.
Die Klimakonferenz in Cancún hat zwar die Scherben von Kopenhagen zusammengekratzt. Als Erfolg gefeiert wurde, dass überhaupt ein gemeinsames Dokument zustande kam mit Aussagen zum Schutz der Regenwälder und Geldversprechen für die armen Länder. Aber nichts davon ist finanziert oder gar völkerrechtlich verbindlich. Ist also alles verloren? Keineswegs! Es gibt sogar gute Gründe für Optimismus.
Vergessene Konflikte

Vergessen gehört zur menschlichen Natur. Und was für den Einzelnen gilt, scheint auch für Gesellschaften zu gelten. Politische Katastrophen mögen ein oder zwei Generationen nachwirken, aber dann beginnt das Vergessen. 40 bewaffnete Konflikte toben derzeit in der Welt. Über einige wird informiert, über andere wissen wir wenig oder nichts. Im Thema dieses Heftes wollen wir einige dieser “Vergessenen Konflikte” wieder ins Bewusstsein holen. Wissenschaftler verschiedener deutscher Forschungsinstitutionen beleuchten die Ursachen und Interessen, die zu den Kriegen führen und formulieren Lösungsvorschläge. Im WeltBlick wird die Halbwertszeit des Atomwaffensperrvertrags betrachtet. Außerdem geht es um den neuen internationalen Hotspot Arktis sowie um die Entwicklungsmöglichkeiten der polnischen Außenpolitik.

This issue of WeltTrends features the debate about the future of the transatlantic relationship and world order after the Iraq war. It was started by Thomas Risse with his article in the previous edition. Thomas Risse elaborated on three main points of contention between the United States and Europe: the role of international law and multilateralism, democracy and human rights, and the strategy towards new security threats. Most of the scholars, contributing to the debate in this issue agree with Risse in that there is no alternative to the transatlantic partnership and offer possible paths towards its renewal. The debate will be continued with additional comments and a rebuttal by Thomas Risse in the next Winter issue.

Atomare, biologische und chemische Waffen bedrohen das Überleben der Menschheit. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die differenzierten Ergebnisse bei der Beseitigung dieser Gefahr. Während die chemische Abrüstung, wenn auch mit Verzögerungen, voran kommt, fehlt dem Verbot der B-Waffen ein wirksames Kontrollinstrument. Atomare Waffen erleben sogar eine Renaissance und das nukleare Nichtverbreitungsregime droht zu zerbrechen.
Organized drug trafficking and transnationally networked terrorism are transnational threats in Latin America. Security experts see the first as the paramount problem, but regard the second as a mere potential security risk. Latin America’s specific conditions allow limited options for containing non-military threats. Should actors and instruments for containing crime and terrorism be organized on a subregional level, in the Latin American or in the Inter-American context? Die nachfolgende Länderstudie ist während eines längeren Arbeitsaufenthaltes im Rahmen der internationalen Zusammenarbeit in Kamerun entstanden. Mit ihr versuchen wir, unsere persönlichen Eindrücke und täglichen Beobachtungen in einem Land zu verarbeiten, in dem offenbar alle Hoffnung darauf beruht, dass der alternde Staatspräsident Paul Biya seinen Abschied von der politischen Bühne nimmt und damit ein autokratisches, korruptes Regime sein Ende findet. Diese Hoffnung scheint mit der Erwartung von Francis Fukuyama verbunden zu werden, der 1992 nach dem Zusammenbruch des Sowjet-Imperiums das „Ende der Geschichte“ erklärte, in der Überzeugung, dass das demokratische Gesellschaftsmodell bald überall Einzug halten würde. Bekanntlich hat sich diese Erwartung als zu optimistisch erwiesen. Mit unserer Untersuchung versuchen wir aufzuzeigen, warum sich die Hoffnung auf eine gerechtere Gesellschaft trotz langjähriger Bemühungen westlicher Geber um die Stärkung der Zivilgesellschaft und die Dezentralisierung staatlicher Aufgaben auch in Kamerun kaum erfüllen wird. Ein „Ende der Geschichte“ lässt sich auch für die Zeit nach Paul Biya nicht prognostizieren.

Grenzen sind soziale Tatsachen, die sich räumlich manifestieren – etwa wenn Schmuggler und Grenzschützer an Grenzübergängen aufeinandertreffen und in ritualisierter Form Bedingungen und Möglichkeiten des Grenzübertritts aushandeln. Das Grenzgeschehen wird in diesem Beitrag in soziologisch-ethnologischer Perspektive am Beispiel des Kaliningrader Grenzgebiets betrachtet.
War es ein Unfall oder ein Attentat? Noch heute gibt der Tod des damaligen UN-Generalsekretärs Dag Hammarskjöld Rätsel auf. Fest steht, dass er bei einem Flugzeugabsturz über Afrika ums Leben kam. Mit dem erzwungenen Abbruch des ASEAN-Gipfels im April 2009 erreichte der politische Machtkampf in Thailand einen neuen Höhepunkt. Trotz des Rückzuges der Aufständischen ist kein Ende des Konflikts abzusehen. Die erhoffte politische Ruhe mit der Wahl Abhisit Vejjajivas zum neuen thailändischen Regierungschef hat sich in dem tief gespaltenen Land nicht eingestellt.

Is there a theory of transformation? While most scholarship focuses on describing the causes, mechanisms and consequences of social change in the postcommunist area, this article tries to reflect theoretically on system transformation, using the Polish case as an example. The author argues that the social change involved is more a change in social structure, culture and consciousness than a political, economic and technologic process.

Kaum hatte die deutsche Bundesregierung den Beschluss gefasst, den Beschluss im UN-Sicherheitsrat über eine Flugverbotszone über Libyen nicht zu fassen, ging eine Welle des Geschimpfes durch die politische Kaste dieses Landes. Diejenigen, die sich wahlweise so schön eingeschaukelt haben in das Bett der transatlantischen Subordination oder sich bereitwillig hinter Großsprüche französischer Ambition ducken, wenn sie gerade mal nicht den Vorgaben aus den USA folgen wollen, waren aufgeschreckt.

Underlying the importance of revenue the author discusses the future of the international order from the perspective of political economy. The international system will not be a capitalist one. Political conflicts will not be removed by nonviolent market regulations. Weakness of labour force and a dominant role of revenue will further more result in political interventions by nation states. The struggle for revenue to maintain comparative advantages in high-tech-development strengthens state intervention in order to protect domestic market. The failure of the "development state" in the third world and the rising of fundamentalistic tendencies supported by a market-oriented middle class will increase conflicts in those regions.
The article points to the following causes of German social policy reform, as it has taken shape by the so-called ‘Hartz’-Acts: the self-inflicted financial crisis of the welfare state, the return of party leaders as agenda setters, and the weakening of employers associations and trade unions in this policy field. Through a large, informal coalition, the political parties have responded to various internal conflict constellations.
This article compares two theoretical concepts of international relations: the Soft-Powermodel by Joseph S. Nye and the Turbulence-model by James N. Rosenau. They are both trying to study the impact of the revolution in information- and communication-techniques. Although both concepts are far-reaching in their explanations there are questions in both concepts that remain unanswered. The author tries to cover these gaps by turning to the other model, respectively.

Die Grenze - historisches Auslaufmodell? Moralische Zumutung? Unabdingbare Tatsache? Meist ist sie eine Art Limes: Durchlässig für den Austausch bestimmter Waren und Personen, zugleich Schutz gegen das Eindringen unerwünschter Fremder. Vielfach erklärtes Ziel ist ein "grenzenloses Europa". Im Innern der EU sind Schlagbäume verschwunden, an den Rändern wird vielerorts abgeschottet. Die Grenzsortierungen der EU sind Thema der aktuellen WeltTrends. Afghanistan und kein Ende? Die Londoner Konferenz verspricht trotz "neuer Strategie" keinen erfolgreichen Neuanfang. "Es wird zunächst schlimmer", so ein hoher deutscher Militär. Alternativen müssen diskutiert werden: WeltTrends bietet den Raum.
