Der Koordinator für deutsch-amerikanische Zusammenarbeit im Auswärtigen Amt, Karsten Voigt, attestiert der Außenpolitik der Großen Koalition eine erfolgreiche, solide Arbeit. Diese setzt die international geschätzte deutsche Kontinuität und Verlässlichkeit fort; auch in den zuletzt als schwierig empfundenen Beziehungen zu Russland und den USA.
Europäische Union als globale Macht : Plädoyer für eine wertbestimmte interregionale Ordnungsmacht

Viele betrachten die EU als einen behäbigen Koloss, den widerstreitende Interessen lähmen. Der Autor weist die Kritiker jedoch in ihre Schranken. In seinem flammenden Plädoyer für die EU veranschaulicht er ihre positive Wirkung nach außen. Dabei kommt er zu dem Schluss, dass die Aufgaben Europas als universale Wertegemeinschaft im Bereich des Krisenmanagements und der Friedensstiftung liegen.
Dass die Große Koalition die Kontinuität deutscher Außenpolitik fortsetzt, ist für den Autor, verteidigunspolitischer Sprecher von DIE LINKE, ein Zeichen der Stagnation, sogar des Versagens. Er wirft der Bundesregierung Einfallslosigkeit, mangelndes Engagement und kalte Interessenpolitik vor. Doch neben der umfassenden Kritik werden auch neue Lösungsansätze vorgestellt, die sich auf Erwartungen an die neue US-Administration stützen.
Wie stabil ist die Außenpolitik der Großen Koalition? Aufgrund ihrer Position als stellvertretende außenpolitische Sprecherin der SPD ist es der Autorin möglich, neben den Gemeinsamkeiten auch die entscheidenden Unterschiede zu beleuchten. Vor dem Hintergrund mehrerer Beispiele, wie dem EU-Beitritt der Türkei, stellt sie den Konsens zwischen CDU/ CSU und SPD als fragil heraus.

Thailand in der Dauerkrise

Mit dem erzwungenen Abbruch des ASEAN-Gipfels im April 2009 erreichte der politische Machtkampf in Thailand einen neuen Höhepunkt. Trotz des Rückzuges der Aufständischen ist kein Ende des Konflikts abzusehen. Die erhoffte politische Ruhe mit der Wahl Abhisit Vejjajivas zum neuen thailändischen Regierungschef hat sich in dem tief gespaltenen Land nicht eingestellt.
Schwarz-Rot vertritt wie keine andere deutsche Regierung vor ihr selbstbewusst deutsche und europäische Interessen, ohne dieses Selbstbewusstsein bemüht zur Schau zu stellen. Deutschland hat in den vergangenen Jahren ganz selbstverständlich die Rolle des Antreibers europäischer Politik für sich reklamiert. Jedoch erwiesen sich Merkel und Steinmeier dabei mehr als realistische Pragmatiker denn als Visionäre.

aus dem Vorwort "Der europäische Verfassungsprozess hat viele Überraschungen erlebt. Überraschend war bereits der Umstand, dass schon kurz nach dem Nein der irischen Wähler zum Vertrag von Nizza im Jahr 2001 dieser Vertrag noch unverändert in Kraft treten konnte und – im Fall des Scheiterns einer europäischen Verfassung – weiterhin Gültigkeit besitzen wird. Kaum vorhersehbar war aber auch, dass sich schon kurz darauf im Jahr 2003 ein Konsens in einem Verfassungskonvent für eine Reform fand, die eine Änderung von weiten Teilen des Vertrags von Nizza vorschlug. Und schließlich dürfte auch im Herbst 2004 die Unterschrift der 25 Staats- und Regierungschefs unter einen leicht modifizierten Reformtext für Überraschung gesorgt haben, dessen Unterzeichnung noch kurz zuvor von Polen und Spanien auf dem EUGipfel im Dezember 2003 blockiert wurde. Auch wenn die Ratifikation dieses Vertrags durch die zahlreich angekündigten Referenden und die inzwischen gescheiterten Volksabstimmungen in Frankreich und den Niederlanden wohl zur schwersten Hürde im Verfassungsprozess wurde, so ist es für die Beobachter der Ereignisse wenig überraschend, dass die Bundesregierung während ihrer sechsmonatigen Ratspräsidentschaft einen Versuch zur Wiederbelebung des Verfassungsvertrags unternehmen möchte." Aber Heinz Kleger, Politologe an der Universität Potsdam und der Europa-Universität Viadrina Frankfurt/Oder, plädiert vehement für eine EU-Verfassung. Belasten ungelöste Vermögensfragen die deutsch-polnischen Beziehungen? Auf der einen Seite stehen Deutsche, die im Zuge des Potsdamer Abkommens entschädigungslos enteignet wurden und nun Rückforderungsansprüche stellen. Auf der anderen Seite gibt es den Beschluss des polnischen Parlaments aus dem Jahre 2004, der im Potsdamer Abkommen fixierte iegsentschädigungen von Deutschland fordert – ungeachtet des polnischen Verzichts auf Reparationszahlungen von 1953. Militärmacht Deutschland - kann man das formulieren? Darf man das fragen? Wo der Zivilmacht-Diskurs dominant ist, werden solche Formulierungen zur Provokation. Aber die Debatte über das Militär, über unser Militär, ist im Gange; ja verschärft sich. Es rumort im politischen Berlin. Ein Durchwinken der Beschlüsse über Auslandseinsätze wird zunehmend schwieriger. Die wachsende Zahl von deutschen Toten beim “militärischen Engagement” und die zweifelhaften Ergebnisse bei der “Wiederherstellung der Demokratie” führen in allen Parteien zu Diskussionen, Fragen und Zweifeln. Die gebotenen Antworten sind widersprüchlich: von der eher taktisch begründeten Bündelung von Mandaten über die Forderung nach neuen Einsätzen, wie z.B. in Darfur, bis hin zum generellen Rückzug unserer Streitkräfte. Die Vorschläge treffen auf eine Bevölkerung, deren “freundliches Desinteresse” für die Bundeswehr, so Bundespräsident Köhler, sich allmählich in ein “kritisches Interesse” wandelt und die mehrheitlich für eine Beendigung des militärischen Engagements am Hindukusch ist.

Russlands Außenpolitik ist im Jahr 2007 zunehmend aggressiver geworden. Beobachter sehen darin das Bestreben Moskaus, gestützt auf die Energieressourcen des Landes zur global agierenden Großmacht aufzusteigen. Der Autor warnt vor solchen weitgehenden Interpretationen: In der gegenwärtigen Außenpolitik der Putin-Führung kommt weniger Russlands Wille zur Weltmacht , als der unbedingte Wille zum Erhalt der Macht im Innern zum Ausdruck. Vor den Duma- und Präsidentschaftswahlen dient die Außenpolitik zur Mobilisierung und Integration breiter Bevölkerungsschichten um die Putin-Führung. Insofern liegt das Problem weniger in den Großmachtambitionen Russlands als im Charakter des russischen Herrschaftssystems, das die Außenpolitik vor allem in Wahlphasen zur Selbsterhaltung instrumentalisiert, d.h. bilaterale und internationale Konflikte erfindet oder zumindest stark aufbauscht, um Wirkungen im Innern zu erzielen.
Gibt es europäische Werte? Welche sind das? Der Autor, Philosoph und Professor für Politische Theorie an der Universität Potsdam, vertritt in seiner „Pariser Vorlesung“ die These einer europäischen Zivilreligion, die auf der gemeinsamen Vergangenheit und einem Wertekonsens basiert. Er zeigt die Traditionen, die das europäische Wertesystem prägten, und wie diese in den Verfassungsprozess der EU einflossen. Das Papier gibt damit zugleich Impulse für die weitere intellektuelle und politische Debatte über Europa.
Mit der globalen Banken- und Finanzkrise ist die Debatte um den Kapitalismus neu entfacht. Doch wie kapitalistisch ist die Weltwirtschaft und welche Folgen entstehen für die internationale Politik? Bereits mit seinem 2007 erschienenen Werk zur „Geschichte und Ökonomie der europäischen Welteroberung – Vom Zeitalter der Entdeckungen zum 1. Weltkrieg“ legt Hartmut Elsenhans eine umfangreiche Analyse der Geschichte und Bedingungen kapitalistischer Expansion vor. Im vorliegenden Beitrag bleibt der Autor seinem interdisziplinären Ansatz treu. Als entscheidend für kapitalistisches Wachstum werden gesellschaftliche Kräfteverhältnisse zwischen dominanten und subalternen Klassen erachtet. Der Kapitalismus erweist sich hier als fragiles System, dessen Entstehung nicht auf in vorkapitalistischen Gesellschaften vorhandene Interessen herrschender Klassen zurückzuführen ist, sondern ein ungeplant umgesetztes „Projekt“ der Subalternen darstellt.

Die „Gasabhängigkeit“ Europas von Russland ist ein Scheinproblem. Es gibt gegenseitige Abhängigkeiten, die auch Russlands Handeln begrenzen. Für den Russlandexperten Roland Götz wird das politisch motivierte Vorantreiben einer von Russland unabhängigen Energieversorgung nicht nur erfolglos bleiben, sondern auch den Aufbau eines partnerschaftlichen Verhältnisses zwischen Europa und Russland erschweren.

Der Rechtswissenschaftler Norman Paech untersucht den Konflikt in Gaza mit Blick auf die völkerrechtliche Legitimation Israels, Krieg zu führen, und auf das international geltende Recht während kriegerischer Auseinandersetzungen.
Dauerkrise in Pakistan

Ist Pakistan das gefährlichste Land der Welt? Jochen Hippler, ein exzellenter Kenner dieses Landes, analysiert die innenpolitische Dauerkrise. Der Staat wird immer fragiler und die Politik immer mehr durch Gewalt geprägt. Große Teile des Staatsapparates sind deformiert. Gelingt es nicht, diesen Zerfall zu stoppen, wird Pakistan mittelfristig für die Welt bedrohlicher als das krisengeschüttelte Afghanistan.
In vielen Ländern ist Wassermangel ein zentrales Problem. Die Politikwissenschaftlerin Julia Bar ist der Ansicht, dass diese Krise in politischem und gesellschaftlichem Unvermögen der beteiligten Akteure begründet ist. Am Beispiel Zentralasiens analysiert die Autorin das Konfliktpotenzial der Ressource Wasser anhand der zwischen- und innerstaatlichen Dimension. Es werden die Nutzungs- und Verteilungskonflikte um das Wasser in der Region sowie die Faktoren zur Verbesserung der nachhaltigen Wassernutzung untersucht. Als zentraler Lösungsansatz wird das Konzept des Integrierten Wasserressourcen-Managements behandelt und seine Anwendbarkeit in Bezug auf Zentralasien diskutiert. Die Autorin kommt zu dem Schluss, dass für die Etablierung eines nachhaltigen Ressourcennutzungssystems Kooperation und Konsensfindung der Akteure entscheidend sind.
Anfang des Jahres 2008 erkannte die Bundesrepublik Deutschland den Kosovo als souveränen Staat an, während sich die Europäische Union mit dieser Entscheidung zurückhielt. Die Politikwissenschaftlerin Franziska Krämer untersucht in ihrer Arbeit „Die Politik Deutschlands in der Kosovofrage“ das Spannungsverhältnis zwischen eigenständiger deutscher und europäischer Außenpolitik. Am Beispiel des Kosovo wird die Problematik der Verflechtung von deutschen und europäischen Politikebenen diskutiert. Die Autorin kommt zu dem Ergebnis, dass die deutsche Kosovopolitik als Beispiel einer neuen deutschen Außenpolitik und nicht als der Beginn einer Europäisierung deutscher Außenpolitik zu sehen ist.
Migration ist ein weltweites Phänomen. Der Politikwissenschaftler Christian Kube betrachtet sie in „Immigration und Arbeitskämpfe in den USA“ am Beispiel mexikanischer Einwanderer in Kalifornien. Der Autor analysiert das Verhältnis zwischen Arbeitern aus Mexiko und der US-amerikanischen Arbeiterbewegung, insbesondere den Gewerkschaften. Er tut dies an zwei Fallbeispielen, in denen Gewerkschaften versuchten bzw. versuchen, in Kalifornien transnationale Arbeiter zu organisieren: Zum einen wird das Los Angeles Manufacturing Project (LAMAP) betrachtet, zum anderen der immer noch andauernde Arbeitskampf in der Mandelfabrik Blue Diamond Growers (BDG) in Sacramento/Kalifornien. Abschließend wird die Frage beantwortet, ob die traditionellen Gewerkschaften der USA für die Interessenvertretung und Integration von Menschen mit Migrationshintergrund im Niedriglohnsektor geeignet sind. Christian Kube ist der Ansicht, dass sie einen wesentlichen Beitrag zur Organisation transnationaler Arbeiter leisten müssen, da es derzeit keine annähernd so mitgliederstarken Institutionen wie die Gewerkschaften in den USA gibt.
Eine atomwaffenfreie Welt

Atomwaffen scheinen als Trumpfkarte im Spiel um die internationale Macht wieder zu stechen. Das könnte weitere Regierungen dazu verführen, nach ihrem Besitz zu streben. Wenn aber immer mehr Staaten und möglicherweise auch Terroristen oder Kriminelle die verheerende Massenvernichtungswaffe in die Hände bekommen, wird das Risiko eines absichtlichen oder auch versehentlichen Atomwaffeneinsatzes enorm ansteigen. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die aktuelle Gefahrenlage. In gut lesbaren Texten und mit anschaulichen Beispielen versehen beschreibt er mögliche Auswege aus dem Dilemma. Dazu gehören die Schaffung kernwaffenfreier Zonen, ein umfassendes Verbot von Nukleartests und weitere Schritte zu einer atomwaffenfreien Welt. Besondere Würdigung erfahren die vielfältigen Bemühungen der Zivilgesellschaft, um die Politiker zum konstruktiven Handeln zu bewegen.

Diese Publikation umfasst die inhaltlichen Resultate des Projektes „Polen und Deutschland im gemeinsamen Europa“, welches von der Berlin-Brandenburgischen Auslandsgesellschaft e.V. getragen und von der Europäischen Union im Rahmen des Programms „Europa für Bürgerinnen und Bürger 2007-2013“ gefördert wurde. Das Projekt umfasste mehrere deutsch-polnische studentische Workshops unter Leitung von Prof. Dr. Bogdan Koszel (Adam-Mickiewicz-Universität Poznan) und Prof. Dr. Jochen Franzke (Universität Potsdam) in Potsdam, Frankfurt (Oder), Poznan und Mikuszewo zwischen November 2007 und Juni 2008. Parallel zum Seminarzyklus wurde ein deutsch-polnischer Essay-Wettbewerb ausgeschrieben. Der erste Teil dieser Publikation gibt einen Bericht über dieses Projekt, an dem rund 40 Studenten aus Potsdam und Poznan teilnahmen, um sich gemeinsam über die deutsch-polnischen Beziehungen und die Rolle beider Staaten in der Europäischen Union auszutauschen und die verschiedene Sichten kennenzulernen und zu diskutieren. Im zweiten Teil werden die im Wettbewerb „Gemeinsam für Europa. Neue Wege zur deutsch-polnischen Zusammenarbeit“ prämierten Essays veröffentlicht. Die Essays werden in der jeweils eingereichten Sprache und Form veröffentlicht und spiegeln die Meinung der Autoren, nicht unbedingt der Herausgeber wider. Die Auswahl der Sieger im Essaywettbwerb traf Ende April 2008 eine deutsch-polnische Jury, der neben den beiden bereits genannten Workshop-Leitern Prof. Dr. Andrzej Sakson (Instytut Zachodni Poznan), HD Dr. Raimund Krämer (Zeitschrift WeltTrends) und Kilian Kindelberger (Berlin-Brandenburgische Auslandsgesellschaft e.V.) angehörten.

Der erste Teil dieser Publikation gibt einen Bericht über dieses Projekt, an dem rund 40 Studenten aus Potsdam und Poznan teilnahmen, um sich gemeinsam über die deutsch-polnischen Beziehungen und die Rolle beider Staaten in der Europäischen Union auszutauschen und die verschiedene Sichten kennenzulernen und zu diskutieren. Im zweiten Teil werden die im Wettbewerb „Gemeinsam für Europa. Neue Wege zur deutsch-polnischen Zusammenarbeit“ prämierten Essays veröffentlicht. Die Essays werden in der jeweils eingereichten Sprache und Form veröffentlicht und spiegeln die Meinung der Autoren, nicht unbedingt der Herausgeber wider. Die Auswahl der Sieger im Essaywettbwerb traf Ende April 2008 eine deutsch-polnische Jury, der neben den beiden bereits genannten Workshop-Leitern Prof. Dr. Andrzej Sakson (Instytut Zachodni Poznan), HD Dr. Raimund Krämer (Zeitschrift WeltTrends) und Kilian Kindelberger (Berlin-Brandenburgische Auslandsgesellschaft e.V.) angehörten.
In den WT-Thesis Nr. 1 analysiert die Politikwissenschaftlerin Nina Kolleck die Ursachen für das Scheitern der panamerikanischen Freihandelszone ALCA. Obwohl nach der dominanten Wirtschaftstheorie alle Beteiligten von der ALCA profitieren, wurde die Unterzeichnung des Freihandelsabkommens am 1. Januar 2005 abgelehnt. Doch nicht nur das ALCA-Projekt wurde bisher nicht verwirklicht. Trotz weltweit zunehmender Handelsverflechtungen stößt das Ziel der multilateralen Handelsliberalisierung auf fundamentale Probleme. Nina Kolleck analysiert in ihrer Abschlussarbeit das Scheitern der ALCA nicht nur aus ökonomischer Sicht, sondern sie zieht Konzepte hegemonialer Stabilität sowie neogramscianische Perspektiven heran. Empirisch stützt sich die Arbeit auf Dokumentenanalyse, Interviews sowie auf die Auswertung von Datenmaterial. Das Scheitern der Freihandelszone führt Nina Kolleck auf Machtkonflikte zurück. Eine rein ökonomische Analyse des Prozesses sei ungenügend. Die ALCA wurde vor allem deshalb nicht unterzeichnet, weil es an der Durchsetzungskraft einer Hegemonie fehlte. Diese legitimieren sich nicht nur materiell, sondern auch politisch, ideologisch und über gesellschaftliche Akzeptanz.
Polen und Kerneuropa

Mit großer Skepsis werden in Polen die Diskussionen zum Thema "Kerneuropa" aufgenommen. Das Land fürchtet, an den Rand gedrängt zu werden, sollte ein innerer Kreis in der EU, eine "Union in der Union", entstehen. Deutschland hat mehrfach die Idee eines Kerneuropa unterstützt. Ein deutsch-polnischer Austausch zu Inhalten und Perspektiven eines solchen Kerns könnte darum polnische Befürchtungen abbauen.

This article asks how the internet has been contributing to the trans-national networking of the radical right and whether the radical right has the capacity to act as a trans-national movement. Taking into account language difficulties, the ideological background of ultra- nationalism and internal disputes, the analysis shows that the radical right-wing transnational networking has hardly developed. Additionally, its internet users’ potential is too low to contribute to a stronger trans-national alignment. The obstacles remain despite improved technological possibilities. This is proven by empirical examples of virtual trans-national networks.
This article explores the impact of the internationalised economy on work relationships between German companies and their subsidiaries in Eastern and Central Europe. The author refers to empirical research findings in the field of social sciences that shed light on the interest groups’ scope of participation in international competition for investments.
The author argues that growth determines employment and not the other way around. He opposes the widespread view among German economists that more employment generated by wage cuts or increased labour market flexibility will stimulate growth. For him, this view relies on theoretical prejudices that have to be rejected in light of some recent, simple evidence. The fact that all cyclical rebounds during the 1990s have been cut short by restrictive monetary policy explains the inability of the German labour market to regain full employment.

The current series of anniversaries concerning World War II raise the question of how Poland is coming to terms with its past. The article summarises the ongoing Polish debate about the Warsaw Uprising and the changing perspectives on Polish history in society and political circles. The discussion about Poland’s view on its own past has great influence on recent foreign political relations, e.g. with Germany, the Ukraine, or Russia.
Since 9/11, the fight against the financial sources of terrorism has become a major arena for international co-operation. In the first part, the paper highlights the borderline between security studies and international political economy. The second part of the paper asks how successful the international community is in this fight. The authors show that the idea of seizing terrorist funds and denying access to the international financial system is not a very promising one. They conclude that, so far, results have been mixed and that only a political approach to the problem promises a solution.
In the spring 2004 issue of WeltTrends, Gunther Hellmann sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a "realpolitik" policy, generally referred to as "normalization". For Hellmann, this transformation indicates one of the "deepest crisis of Germany’s foreign policy" ever. The first three parts were published in the summer, fall and winter editions (no. 43, 44 and 45) of WeltTrends, which featured contributions of German International Relations scholars as well as experts from abroad. In this issue, foreign policy makers and a Polish expert join the debate.
Should Turkey become a member of the EU? This is one of the most controversial issues in German European politics now. While the Social Democrats and the Green Party seem to be in favour, the Christian Democrats strongly oppose it. This paper demonstrates that both sides - their contrary political preferences notwithstanding- share one central belief: Turkey does not fit into the EU for cultural reasons. Through a close reading of parliamentary debates on EUenlargement the article reconstructs how Turkey is made Europe’s other.
There have been three main phases of political discourse in recent Iranian history. A paternalistic era was accompanied by a phase of absolutistic rule during the Qagar dynasty. This phase was followed by a forced modernization, when the Shah of Iran expanded his absolutistic rule and established a dictatorship. With the Islamic Revolution of 1979, a new phase of political discourse emerged with a tendency towards religious traditionalism. The author states that religion and democracy are not in opposition. However, there is need for dialogue between the East and the West.
Deutschland und Polen bedürfen eines erneuerten strategischen Kontextes für ihre partnerschaftlichen Beziehungen. Die unterschiedlichen Haltungen zu Militäreinsätzen sind durch historische Erfahrungen bestimmt. Falls die schwarz-rote Koalition für Deutschland wieder die Rolle des euro-atlantischen Vermittlers übernimmt, wird sich das positiv auf die deutsch-polnischen Beziehungen auswirken.
Das europäische Verfassungsprojekt scheiterte an ungünstigen innenpolitischen Umständen. Nun weitet sich der halbherzige Ratifizierungsprozess zu einer Orientierungskrise aus, die auch durch den „Plan D“ der Brüsseler Kommission nicht aufgefangen werden kann. Kernpunkte des Verfassungsentwurfs sollten 2009 erneut zur Diskussion gestellt und in einem paneuropäischen Referendum zur Abstimmung gebracht werden.
The German Ostpolitik of the Red-Green government between 1998 and 2005 focused particularly on the autocratic Russia. It mostly ignored the other – democratic – states in Central and Eastern Europe. Since this policy failed to improve the stability in the region, a policy change is necessary. Regional stability can only be based on the equal cooperation of democratic states. Germany should therefore intensify her support for the democratic forces in the region and integrate her policy into a common Ostpolitik within the EU.
This article discusses the complex relationship between the state and the military in Latin American societies. Defining the state in Latin America as a weak one, it contains a typology of the different roles played by the military in the 20th century. In this context, the ambivalent impact of the USA as well as the search of the Latin American military for “new tasks” since the 1990s is discussed. The article concludes with the challenges for civil-military relations in the current democratic regimes in Latin America.
The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
Beginning with the year 2000, the political society of South Korea has undergone a development towards more transparency. The increasing emergence of civil organizations as well as their new-orientation favoured the development of an alternative “online-public” which tries to mediate between the public’s interests and the state. The influence of this online-public, who profits from the fast and various ways of communication via internet, is best shown by some successful examples of online-action in the economic and the political sector. This gives credence to Dick Morris’ postulated rise of the internet to be the “fifth power” of the state.
The authors analyze the reasons for the establishment of a regulatory regime for international financial markets in accordance with the ideas of liberal internationalism. They argue that the system of international markets is affected by polymorphy, indicating the existence of different forms of regulation. Five factors produce this polymorphy: the non-existence of a homogenous object of steering, the dynamic nature of these objects, the fact that the purpose of governance is not clearly defined, the dominance of governance by the USA and Great Britain, and governance as a result of a multi-level game with various coalitions.
