In der Ausgabe Politisches Lernen 1-2|2019 setzte sich Kurt P. Tudyka mit dem Verhältnis von Theater und Politik auseinander. Er gelangte zu dem ernüchternden Resümee: „Der Anspruch, Theater sei die Schule der Nation, – soweit er überhaupt noch besteht –, müsste aufgegeben werden.“ (S. 32) In Tudykas Einführung hieß es bereits: „Eine politisierende Wirkung auf das Publikum wird bestritten.“ (S. 30) Vor diesem Hintergrund könnte bei Lehrerinnen und Lehrern der Politischen Bildung der Eindruck entstehen, ein Besuch im Theater mit Schülerinnen und Schülern sei didaktisch nicht sinnvoll. Dagegen wird im folgenden Beitrag die Auffassung vertreten, dass ein Theaterbesuch mit den Lernenden durchaus mit Erkenntnisgewinnen, seien sie politisch oder über das Politische hinausweisend, verbunden sein kann. Der Beitrag stellt eine gekürzte Fassung des Textes „Theater und politische Bildung“ dar, der in Markus Gloe / Tonio Oeftering (Hrsg.): Politische Bildung meets Kulturelle Bildung, Baden-Baden (Nomos) 2020, erscheinen wird.
Eigentlich leben wir heute im Holozän, dem Erdzeitalter, das mit dem Ende der letzten großen Eiszeit vor etwa 12.000 Jahren seinen Ausgang nahm. Doch seit geraumer Zeit ist in Wissenschaft und Öffentlichkeit die Rede vom Anthropozän als der vom Menschen bestimmten gegenwärtigen Epoche. Mit der Begriffsschöpfung soll der gravierende Einfluss des Menschen auf die Umwelt zum Ausdruck gebracht werden, der sich nicht zuletzt in der Versauerung der Meere, im Artensterben und Klimawandel äußert. Doch wie spiegelt sich diese Erkenntnis in der Politischen Bildung wider?
Ghana ist ein Musterbeispiel dafür, dass ein Entwicklungsland den Weg zu Good Governance schaffen kann. In vielen Studien wird dem Land im afrikanischen Vergleich heute bescheinigt, hier ein Vorreiter zu sein. Dies ist Ausgangslage der vorliegenden Studie, die der Frage nachgeht „Welche Gründe, Muster und Bedingungen führen zur Entstehung von Good Governance?“. Im Zentrum der vorliegenden Studie steht, wie aus der erkenntnisleitenden Fragestellung hervorgeht, eine empirische Untersuchung zur Entstehung von Good Governance und damit ein Transformationsprozess. Dieser wird bewusst über einen sehr langen Zeitraum (über ein halbes Jahrhundert) untersucht, um auch langfristige Entwicklungen einbeziehen zu können. Die Studie wird mit Hilfe eines „Mixed-Methods-Ansatzes“ sowohl unter Rückgriff auf quantitative als auch auf qualitative Methoden durchgeführt, was sich im Rückblick als sehr ertragreich erwiesen hat. Zunächst wird die Qualität der Governance über den gesamten Zeitraum anhand von sechs Indikatoren gemessen. Danach werden qualitativ die Gründe für die Fort- und Rückschritte analysiert. Dabei lassen sich immer wieder Systematiken herausarbeiten, wie zum Beispiel zirkuläre Entwicklungen, die über viele Jahre den Weg hin zu Good Governance verhinderten, bis jeweils Ausbrüche aus den Kreisläufen geschafft werden konnten. Sowohl in der demokratischen und rechtsstaatlichen Entwicklung als auch bezogen auf die Versorgung der Bevölkerung mit öffentlichen Gütern und die wirtschaftliche Entwicklung. Auch wenn die verschiedenen Bereiche von Good Governance zunächst einzeln untersucht werden, so zeigen sich gleichzeitig deutlich die Wechselwirkungen der Komponenten. Zum Beispiel kristallisiert sich klar heraus, dass Rechtsstaatlichkeit sowohl auf die Stabilität politischer Systeme wirkt, als auch auf die wirtschaftliche Entwicklung. Ebenso beeinflussen diese wiederum die Korruption. Ähnliche Verknüpfungen lassen sich auch bei allen anderen Bereichen nachvollziehen. Die Entwicklung eines Landes kann also nur unter Berücksichtigung eines komplexen Governance-Systems verstanden und erklärt werden. Dabei können die Wechselwirkungen entweder konstruktiv oder destruktiv sein. Die Verflechtungen der einzelnen Bereiche werden in einem Negativ- und dann in einem Positiv-Szenario festgehalten. Diese Idealtypen-Bildung spitzt die Erkenntnisse der vorliegenden Arbeit zu und dient dem analytischen Verständnis der untersuchten Prozesse. Die Untersuchung zeigt, wie Good Governance über das Zusammenspiel verschiedener Faktoren entstehen kann und dass es wissenschaftlich sehr ertragreich ist, Transformationsforschung auf ein komplexes Governance-System auszuweiten. Hierbei werden die vielen empirisch erarbeiteten Ergebnisse zu den einzelnen Transformationen zu komplexen, in sich greifenden Gesamtszenarien zusammengeführt. Da es bisher keine explizite Good Governance-Transformationsforschung gab, wurde hiermit ein erster Schritt in diese Richtung getan. Es wird darüber hinaus deutlich, dass eine Transformation zu Good Governance nicht durch eine kurzfristige Veränderung der Rahmenbedingungen zu erreichen ist. Es geht um kulturelle Veränderungen, um Lernprozesse, um langfristige Entwicklungen, die in der Studie am Beispiel Ghana analysiert werden. In vielen vorangegangenen Transformationsstudien wurde diese zeitliche Komponente vernachlässigt. Ghana hat bereits viele Schritte getan, um einen Weg in die Zukunft und zu Good Governance zu finden. Die Untersuchung dieser Schritte ist Kern der vorliegenden Arbeit. Der Weg Ghanas ist jedoch noch nicht abgeschlossen.
Obwohl seit der Finanzkrise 2008 systemische Finanzrisiken das Objekt zahlreicher wissenschaftlicher Studien waren, hat die Frage, unter welchen Bedingungen und Umständen die Auferlegung eines systemischen Finanzrisikos moralisch unzulässig ist, bisher kaum Beachtung gefunden. Ziel dieses Aufsatzes ist es, eine Reihe von normativen Kriterien für die Einschätzung der moralischen Unzulässigkeit von systemischen Risiken zu entwickeln. Darüber hinaus wird argumentiert, dass staatliche und andere relevante Institutionen zwei zentrale Pflichten hinsichtlich des Umgangs mit systemischen Finanzrisiken haben: eine Schutzpflicht gegenüber allen Bürger*innen und eine Sorgfaltspflicht, um die diesen Institutionen obliegenden Kontroll- und Aufsichtsfunktionen verantwortungsvoll auszuüben.

Berühmte Bücher der Politologie und schätzenswerte Raritäten werden für die Füllung dieser Rubrik aus Bücherregalen herausgefischt, abgestaubt und in aktuellem Interesse gelesen - wieder gelesen. When are international organizations (IOs) responsive to the policy problems that motivated their establishment? While it is a conventional assumption that IOs exist to address transnational challenges, the question of whether and when IO policy-making is responsive to shifts in underlying problems has not been systematically explored. This study investigates the responsiveness of IOs from a large-n, comparative approach. Theoretically, we develop three alternative models of IO responsiveness, emphasizing severeness, dependence, and power differentials. Empirically, we focus on the domain of security, examining the responsiveness of eight multi-issue IOs to armed conflict between 1980 and 2015, using a novel and expansive dataset on IO policy decisions. Our findings suggest, first, that IOs are responsive to security problems and, second, that responsiveness is not primarily driven by dependence or power differentials but by problem severity. An in-depth study of the responsiveness of the UN Security Council using more granular data confirms these findings. As the first comparative study of whether and when IO policy adapts to problem severity, the article has implications for debates about IO responsiveness, performance, and legitimacy.
In the past decades, development cooperation (DC) led by conventional bi- and multilateral donors has been joined by a large number of small, private or public-private donors. This pluralism of actors raises questions as to whether or not these new donors are able to implement projects more or less effectively than their conventional counterparts. In contrast to their predecessors, the new donors have committed themselves to be more pragmatic, innovative and flexible in their development cooperation measures. However, they are also criticized for weakening the function of local civil society and have the reputation of being an intransparent and often controversial alternative to public services. With additional financial resources and their new approach to development, the new donors have been described in the literature as playing a controversial role in transforming development cooperation. This dissertation compares the effectiveness of initiatives by new and conventional donors with regard to the provision of public goods and services to the poor in the water and sanitation sector in India.
India is an emerging country but it is experiencing high poverty rates and poor water supply in predominantly rural areas. It lends itself for analyzing this research theme as it is currently being confronted by a large number of actors and approaches that aim to find solutions for these challenges .
In the theoretical framework of this dissertation, four governance configurations are derived from the interaction of varying actor types with regard to hierarchical and non-hierarchical steering of their interactions. These four governance configurations differ in decision-making responsibilities, accountability and delegation of tasks or direction of information flow. The assumption on actor relationships and steering is supplemented by possible alternative explanations in the empirical investigation, such as resource availability, the inheritance of structures and institutions from previous projects in a project context, gaining acceptance through beneficiaries (local legitimacy) as a door opener, and asymmetries of power in the project context.
Case study evidence from seven projects reveals that the actors' relationship is important for successful project delivery. Additionally, the results show that there is a systematic difference between conventional and new donors. Projects led by conventional donors were consistently more successful, due to an actor relationship that placed the responsibility in the hands of the recipient actors and benefited from the trust and reputation of a long-term cooperation. The trust and reputation of conventional donors always went along with a back-up from federal level and trickled down as reputation also at local level implementation. Furthermore, charismatic leaders, as well as the acquired structures and institutions of predecessor projects, also proved to be a positive influencing factor for successful project implementation.
Despite the mixed results of the seven case studies, central recommendations for action can be derived for the various actors involved in development cooperation. For example, new donors could fulfill a supplementary function with conventional donors by developing innovative project approaches through pilot studies and then implementing them as a supplement to the projects of conventional donors on the ground. In return, conventional donors would have to make room the new donors by integrating their approaches into already programs in order to promote donor harmonization. It is also important to identify and occupy niches for activities and to promote harmonization among donors on state and federal sides.
The empirical results demonstrate the need for a harmonization strategy of different donor types in order to prevent duplication, over-experimentation and the failure of development programs. A transformation to successful and sustainable development cooperation can only be achieved through more coordination processes and national self-responsibility.
Voting for Votes

Scholars frequently expect parties to act strategically in parliament, hoping to affect their electoral fortunes. Voters assumingly assess parties by their activity and vote accordingly. However, the retrospective voting literature looks mostly at the government's outcomes, leaving the opposition understudied. We argue that, for opposition parties, legislative voting constitutes an effective vote-seeking activity as a signaling tool of their attitude toward the government. We suggest that conflictual voting behavior affects voters through two mechanisms: as a signal of opposition valence and as means of ideological differentiation from the government. We present both aggregate- and individual-level analyses, leveraging a dataset of 169 party observations from 10 democracies and linking it to the CSES survey data of 27,371 respondents. The findings provide support for the existence of both mechanisms. Parliamentary conflict on legislative votes has a general positive effect on opposition parties' electoral performance, conditional on systemic and party-specific factors.
Der Beitrag widmet sich zwei überaus fruchtbaren theoretischen Ansätzen in der Policy-Forschung und darüber hinaus: der Vetospielertheorie und Vetopunkt-Ansätzen. Neben den Grundzügen beider Ansätze stellen wir grundlegende Entwicklungslinien und Probleme dieser Literaturen anhand beispielhafter Studien dar. Es zeigt sich, dass beide Ansätze teils kontroverse Annahmen treffen, zu denen es plausible Alternativen gibt. Zum Beispiel kann das Verhalten von Koalitionsparteien im Policy-Prozess anders als von der Vetospielertheorie angenommen modelliert werden. Die kausalen Effekte bestimmter Institutionen oder Vetopunkte können zudem je nach Kontext variieren. Diesem Kontext sollte größere Beachtung geschenkt werden.
Quality management (QM) in teaching and learning has strongly “infected” the higher education sector and spread around the world. It has almost everywhere become an integral part of higher education reforms. While existing research on QM mainly focuses on the national level from a macro-perspective, its introduction at the institutional level is only rarely analyzed. The present article addresses this research gap. Coming from the perspective of organization studies, it examines the factors that were crucial for the introduction of QM at higher education institutions in Germany. As the introduction of QM can be considered to be a process of organizational change, the article refers to Kurt Lewin’s seminal concept of “unfreezing” organizations as a theoretical starting point. Methodologically, a mixed methods approach is applied by combining qualitative data derived from interviews with institutional quality managers and quantitative data gathered from a nationwide survey. The results show that the introduction of QM is initiated by either internal or external processes. Furthermore, some institutions follow a rather voluntary approach of unfreezing, while others show modes of forced unfreezing. Consequently, the way how QM was introduced has important implications for its implementation.
In diesem Beitrag untersuchen wir den Zusammenhang zwischen staatlicher Regulierung im Umweltschutz und der Umweltperformanz. Ausgehend von drei theoretischen Perspektiven, welche die Beziehung von Staat und Markt beim Umweltschutz unterschiedlich konzeptualisieren, identifizieren wir fünf Pfade, wie staatlicher Eingriff und Umweltperformanz miteinander verknüpft sein könnten. Wir untersuchen dann die empirische Relevanz dieser Pfade mit einer quantitativen Analyse, die 29 umweltpolitische Maßnahmen in für 37 Länder und den Zeitraum von 1970 bis 2010 umfasst. Dabei finden wir zumindest für einige Politikbereiche und einige Länder Hinweise, die auf eine Effektivität nationalstaatlicher Regulierung hinweisen. Zukünftige Forschung kann auf unserem Rahmen aufbauen, um weitere Hypothesen zum Policy-Outcome-Nexus zu generieren und zu testen.
Typen von Forschungsdesigns

Sozialwissenschaftliche Forschungsdesigns umfassen alle wesentlichen Entscheidungen, die im Forschungsprozess getroffen werden müssen. Der Beitrag unterscheidet drei rundlegende Typen von Forschungsdesigns: x-zentriert, y-zentriert und kontrastiv. Das x-zentrierte Design versucht einen theoretisch spezifizierten kausalen Effekt zu identifizieren und dessen Größe möglichst genau und ohne Verzerrungen zu schätzen. Das y-zentrierte Design versucht mehrere komplementäre Theorien über kausale Effekte so zu kombinieren, dass bestimmte Phänomene möglichst gut erklärt werden. Das kontrastive Design vergleicht die Erklärungskraft von zwei oder mehr konkurrierenden Theorien. Die Unterscheidung der drei Typen ist für qualitative Fallstudien ebenso relevant wie für Experimente oder statistische Studien mit Beobachtungsdaten. Der Beitrag grenzt die drei Typen voneinander ab, erklärt ihre jeweiligen Annahmen und diskutiert ihre Vor- und Nachteile sowie die Möglichkeiten und Grenzen ihrer Kombination. Daneben diskutiert er den Unterschied zwischen Modellen und Theorien sowie die Bedeutung des Sparsamkeitsprinzips bei der Entwicklung und Bewertung wissenschaftlicher Theorien und Erklärungen.
Translating innovation

This doctoral thesis studies the process of innovation adoption in public administrations, addressing the research question of how an innovation is translated to a local context. The study empirically explores Design Thinking as a new problem-solving approach introduced by a federal government organisation in Singapore. With a focus on user-centeredness, collaboration and iteration Design Thinking seems to offer a new way to engage recipients and other stakeholders of public services as well as to re-think the policy design process from a user’s point of view. Pioneered in the private sector, early adopters of the methodology include civil services in Australia, Denmark, the United Kingdom, the United States as well as Singapore. Hitherto, there is not much evidence on how and for which purposes Design Thinking is used in the public sector.
For the purpose of this study, innovation adoption is framed in an institutionalist perspective addressing how concepts are translated to local contexts. The study rejects simplistic views of the innovation adoption process, in which an idea diffuses to another setting without adaptation. The translation perspective is fruitful because it captures the multidimensionality and ‘messiness’ of innovation adoption. More specifically, the overall research question addressed in this study is: How has Design Thinking been translated to the local context of the public sector organisation under investigation? And from a theoretical point of view: What can we learn from translation theory about innovation adoption processes?
Moreover, there are only few empirical studies of organisations adopting Design Thinking and most of them focus on private organisations. We know very little about how Design Thinking is embedded in public sector organisations. This study therefore provides further empirical evidence of how Design Thinking is used in a public sector organisation, especially with regards to its application to policy work which has so far been under-researched.
An exploratory single case study approach was chosen to provide an in-depth analysis of the innovation adoption process. Based on a purposive, theory-driven sampling approach, a Singaporean Ministry was selected because it represented an organisational setting in which Design Thinking had been embedded for several years, making it a relevant case with regard to the research question. Following a qualitative research design, 28 semi-structured interviews (45-100 minutes) with employees and managers were conducted. The interview data was triangulated with observations and documents, collected during a field research research stay in Singapore.
The empirical study of innovation adoption in a single organisation focused on the intra-organisational perspective, with the aim to capture the variations of translation that occur during the adoption process. In so doing, this study opened the black box often assumed in implementation studies. Second, this research advances translation studies not only by showing variance, but also by deriving explanatory factors. The main differences in the translation of Design Thinking occurred between service delivery and policy divisions, as well as between the first adopter and the rest of the organisation. For the intra-organisational translation of Design Thinking in the Singaporean Ministry the following five factors played a role: task type, mode of adoption, type of expertise, sequence of adoption, and the adoption of similar practices.
Wie ästhetische Bildung, vom Theater ausgehend, zusammen mit politischer Bildung realisiert werden kann, wird in diesem Beitrag vorgestellt. Politiklehrer_innen bekommen einen Einblick in die didaktische Bedeutung und den Gewinn für Schüler_innen durch den außerschulischen Lernort des Theaters. Am Beispiel des antiken Schauspiels wird die Bedeutung des Theaters für politische, genauer demokratische Bildung aufgezeigt, indem dargelegt wird, wie sie die Handlungskompetenz, den Perspektivwechsel sowie die Urteilsfähigkeit einzelner positiv beeinflusst. Da diese Kompetenzen heute länderübergreifend in den Curricula festgeschrieben sind, bietet es sich an, das Theater in den Unterricht miteinzubinden. Im letzten Absatz dieses Beitrags liefert der Autor ein Beispiel für den Unterricht anhand des Schauspiels „Der Volksfeind“ von Henrik Ibsen, mithilfe dessen Politiklehrer_innen das Theater in ihren Unterricht integrieren können.

How and under what conditions were the post-Taleban Civil Service Reforms of Afghanistan initiated? What were the main components of the reforms? What were their objectives and to which extent were they achieved? Who were the leading domestic and foreign actors involved in the process? Finally, what specific factors influenced the success and failure Afghanistan’s Civil Service Reforms since 2002? Guided by such fundamental questions, this research studies the wicked process of reforming the Afghan civil service in an environment where a variety of contextual, programmatic, and external factors affected the design and implementation of reforms that were entirely funded and technically assisted by the international community.
Focusing on the core components of reforms—recruitment, remuneration, and appraisal of civil servants—the qualitative study provides a detailed picture of the pre-reform civil service and its major human resources developments in the past. Following discussions on the content and purposes of the main reform programs, it will then analyze the extent of changes in policies and practices by examining the outputs and effects of these reforms.
Moreover, the study defines the specific factors that led the reforms toward a situation where most of the intended objectives remain unachieved. Doing so, it explores and explains how an overwhelming influence of international actors with conflicting interests, large-scale corruption, political interference, networks of patronage, institutionalized nepotism, culturally accepted cronyism and widespread ethnic favoritism created a very complex environment and prevented the reforms from transforming Afghanistan’s patrimonial civil service into a professional civil service, which is driven by performance and merit.
The limitations and possibilities of the state in solving societal problems are perennial issues in the political and policy sciences and increasingly so in studies of environmental politics. With the aim of better understanding the role of the state in addressing environmental degradation through policy making, this article investigates the nexus between the environmental policy outputs and the environmental performance. Drawing on three theoretical perspectives on the state and market nexus in the environmental dilemma, we identify five distinct pathways. We then examine the extent to which these pathways are manifested in the real world. Our empirical investigation covers up to 37 countries for the period 1970–2010. While we see no global pattern of linkages between policy outputs and performance, our exploratory analysis finds evidence of policy effects, which suggest that the state can, under certain circumstances, improve the environment through policy making.
This article explores the various futures of relations between the European Union (EU) and Ukraine. After distilling two major drivers we construct a future compass in order to conceive of four futures of relations between the EU and Ukraine. Our scenarios aim to challenge deep-rooted assumptions on the EU’s neighbourhood with Ukraine: How will the politico-economic challenges in the European countries influence the EU’s approach towards the East? Will more EU engagement in Ukraine contribute to enduring peace? Does peace always come with stability? Which prospects does the idea of Intermarium have? Are the pivotal transformation players in Ukraine indeed oligarchs or rather small- and medium-sized entrepreneurs? After presenting our scenarios, we propose indicators to know in the years to come, along which path future relations do develop. By unearthing surprising developments we hope to provoke innovative thoughts on Eastern Europe in times of post truth societies, confrontation between states and hybrid warfare.
In spring 2015, Turkey witnessed the unexpected rise of the HDP, founded by the Kurdish Liberation Movement together with the Turkish radical left, against President Erdoğan’s authoritarian rule. In this article, I will employ contemporary literature on left populism to explain the HDP’s rise as an alternative left hegemonic project against the neoliberal authoritarianism that Erdoğan represents. After discussing the historical context from which the HDP emerged and grew, I will evaluate its discourse and strategies based on a conceptualization of left-wing populism. Lastly, I will discuss the challenges that the HDP confronted after the June 2015 elections and the differences between the Turkish and Western European contexts for a left-wing populist strategy.
The reorganization of governments is crucial for parties to express their policy preferences once they reach office. Yet these activities are not confined to the direct aftermath of general elections or to wide-ranging structural reforms. Instead, governments reorganize and adjust their machinery of government all the time. This paper aims to assess these structural choices with a particular focus at the core of the state, comparing four Western European democracies (Germany, France, the Netherlands, and United Kingdom) from 1980 to 2013. Our empirical analysis shows that stronger shifts in cabinets' ideological profiles in the short- and long-term as well as the units' proximity to political executives yield significant effects. In contrast, Conservative governments, commonly regarded as key promoters of reorganizing governments, are not significant for the likelihood of structural change. We discuss the effects of this politics of government reorganization for different research debates assessing the inner workings of governments.
The planetary commons

The Anthropocene signifies the start of a no- analogue trajectory of the Earth system that is fundamentally different from the Holocene. This new trajectory is characterized by rising risks of triggering irreversible and unmanageable shifts in Earth system functioning. We urgently need a new global approach to safeguard critical Earth system regulating functions more effectively and comprehensively. The global commons framework is the closest example of an existing approach with the aim of governing biophysical systems on Earth upon which the world collectively depends. Derived during stable Holocene conditions, the global commons framework must now evolve in the light of new Anthropocene dynamics. This requires a fundamental shift from a focus only on governing shared resources beyond national jurisdiction, to one that secures critical functions of the Earth system irrespective of national boundaries. We propose a new framework—the planetary commons—which differs from the global commons framework by including not only globally shared geographic regions but also critical biophysical systems that regulate the resilience and state, and therefore livability, on Earth. The new planetary commons should articulate and create comprehensive stewardship obligations through Earth system governance aimed at restoring and strengthening planetary resilience and justice.
In countries with long-standing agency traditions, the creation of new agencies rarely comes as a large-scale reform but rather as one structural choice of many possible, most notably a ministerial division. In order to make sense of these choices, the article discusses the role of political design-focusing on the role of political motivations, such as ideological turnover, replacement risks and ideological stands toward administrative efficiency-and organizational dynamics-focusing on the role of administrative legacies and existing organizational palettes. The article utilizes data on organizational creations in the Norwegian central state between 1947 and 2019, in order to explore how political design and organizational dynamics help us understand the creation of agencies relative to ministry divisions over time. We find that political motives matter a great deal for the structural choices made by consecutive Norwegian governments, but that structural path dependencies may also be at play.
Conventional wisdom holds that large sums of money poured into election campaigns are the gateway to corruption. Allegations of the corrupting influence of money in politics and policy are widespread on the national level. Yet, little empirical evidence has advanced the understanding of such a link on the local level, coupled with blurred corruption measures. This master’s thesis tests the effect of campaign finance on public procurement corruption risks in Colombian municipalities, focusing on donations, small donations, and financial disclosure. To that end, I seized publicly disclosed contribution-level data from the 2015 municipal elections and a novel index of institutionalized public procurement corruption risks based upon contract-level data from the near population of local governments. The analysis shows that donations are negatively associated with overall corruption risk, yet they affect specific corruption risks differently. By contrast, small donations seem to correlate positively with direct awarding for a sub-sample of medium-sized municipalities, whereas in their large-sized counterparts the effect of the former on institutionalized corruption is adverse. Finally, financial misreporting is positively linked with market competition restrictions and direct awarding. In the conclusion, I discuss the implications of these findings for future research and outline a series of policy recommendations.
This PhD thesis is essentially a collection of six sequential articles on dynamics of accountability in the reformed employment and welfare administration in different countries. The first article examines how recent changes in the governance of employment services in three European countries (Denmark, Germany and Norway) have influenced accountability relationships from a very wide-ranging perspective. It starts from the overall assumption in the literature that accountability relationships are becoming more numerous and complex, and that these changes may lead to multiple accountability disorder. The article explores these assumptions by analyzing the different actors involved and the information requested in the new governance arrangements in all three countries. It concludes that the considerable changes in organizational arrangements and more managerial information demanded and provided have led to more shared forms of accountability. Nevertheless, a clear development towards less political or administrative accountability could not be observed.
The second article analyzes how the structure and development of reform processes affect accountability relationships and via what mechanisms. It is distinguished between an instrumental perspective and an institutional perspective and each of these perspectives takes a different view on the link between reforms and concrete action and results. By taking the welfare reforms in Norway and Germany as an example, it is shown that the reform outcomes in both countries are the result of a complex process of powering, puzzling and institutional constraints where different situational interpretations of problems, interests and administrative legacies had to be balanced. Accountability thus results not from a single process of environmental necessity or strategic choice, but from a dynamic interplay between different actors and institutional spheres.
The third article then covers a specific instrument of public sector reforms, i.e. the increasing use of performance management. The article discusses the challenges and ambiguities between performance management and different forms of accountability based on the cases of the reformed welfare administration in Norway and Germany. The findings are that the introduction of performance management creates new accountability structures which influence service delivery, but not necessarily in the direction expected by reform agents. Observed unintended consequences include target fixation, the displacement of political accountability and the predominance of control aspects of accountability.
The fourth article analyzes the accountability implications of the increasingly marketized models of welfare governance. It has often been argued that relocating powers and discretion to private contractors involve a trade-off between democratic accountability and efficiency. However, there is limited empirical evidence of how contracting out shapes accountability or is shaped by alternative democratic or administrative forms of accountability. Along these lines the article examines employment service accountability in the era of contracting out in Germany, Denmark and Great Britain. It is found that market accountability instruments are complementary instruments, not substitutes. The findings highlight the importance of administrative and political instruments in legitimizing marketized service provision and shed light on the processes that lead to the development of a hybrid accountability model.
The fifth and sixth articles focus on the diagonal accountability relationships between public agencies, supreme audit institutions (SAI) and parental ministry or parliament.
The fifth article examines the evolving role of SAIs in Denmark, Germany and Norway focusing particularly on their contribution to public accountability and their ambivalent relationship with some aspects of public sector reform in the welfare sector. The article analyzes how SAIs assess New Public Management inspired reforms in the welfare sector in the three countries. The analysis shows that all three SAIs have taken on an evaluative role when judging New Public Management instruments. At the same time their emphasis on legality and compliance can be at odds with some of the operating principles introduced by New Public Management reforms.
The sixth article focuses on the auditing activities of the German SAI in the field of labor market administration as a single in-depth case study. The purpose is to analyze how SAIs gain impact in diagonal accountability settings. The results show that the direct relationship between auditor and auditee based on cooperation and trust is of outstanding importance for SAIs to give effect to their recommendations. However, if an SAI has to rely on actors of diagonal accountability, it is in a vulnerable position as it might lose control over the interpretation of its results.
The development of the Polish telecommunications administration in the years 1989/90 to 2003 is marked by the processes of liberalisation and privatisation the telecommunications sector underwent during that period. The gradual liberalisation of the Polish telecommunications sector started as early as 1992. In the beginning, national strategies were pursued. The most important of these was the creation of a bipolar market structure in the local area networks. In the second half of the 1990ies the approaching EU membership accelerated the process of liberalisation and consequently the development of a framework of regulations. EU standards are more directed towards setting out a legal framework for regulation than prescribing concrete details of administrative organisation. Nevertheless, the independent regulatory agencies typical for Western Europe served as a model for the introduction of a new regulatory body responsible for the telecommunications sector in Poland. The growing influence of EU legislation changed telecommunications policy as well as administrative practices. There has been a shift of responsibilities from the ministry to the regulatory agency, but the question remains, if the agency gained enough power to fulfil its regulatory function. In the following the legislative framework created by the EU in telecommunications policy will be described and the model of independent regulatory agencies, as it is typical for most EU countries, will be introduced. Some categories for the analysis of the Polish regulatory system will be deduced from the discussion on the regulations of telecommunication in the established EU-Nations (see Böllhoff 2002 and 2003, Thatcher 2002a and 2002b, Thatcher/Stone Sweet 2002). Subsequently the basic features of Polish telecommunication policies in the 1990ies and its effects on the telecommunications sector will be outlined. In the third chapter the development of organisational structures on the ministerial level and within the regulatory agency will be examined. In the forth chapter I will look at the distribution of power and the coordination of the various authorities responsible for telecommunication regulations. The focus of this chapter is on the Polish regulatory agency and its relationships with the ministry, with the anti-monopoly office and with the Broadcasting and Television Council. In a conclusion, the main findings will be summed up.

The topic of this imaginary dialogue between Georg Simmel and Max Weber is the relation between work – in the sense of labour – and personality. Its aim is to show that the thinking of these ‘founding fathers’ of sociology can furnish valuable insight into the current issue of the corrosion of character in contemporary post-Fordist society. The concept of work still represents one of the major factors determining modern individuals’ ability (or inability) to formulate personal, stable identities that enable them to become fully socialized. Both Simmel and Weber make reference to a common theoretical background that views the human being as a creature with originally rational potential, who is faced with the task of becoming a personality by means of consciously chosen life behaviour: This is evident in the parallelism between Simmel’s interest in the concept of ‘style of life’ (Der Stil des Lebens) and Weber’s research on the ‘life conduct’ (Lebensführung) that arose in Western rationalistic culture.
Anthropocene has become an environmental buzzword. It denotes a new geological epoch that is human?dominated. As mounting scientific evidence reveals, humankind has fundamentally altered atmospheric, geological, hydrological, biospheric, and other Earth system processes to an extent that the risk of an irreversible system change emerges. Human societies must therefore change direction and navigate away from critical tipping points in the various ecosystems of our planet. This hypothesis has kicked off a debate not only on the geoscientific definition of the Anthropocene era, but increasingly also in the social sciences. However, the specific contribution of the social sciences disciplines and in particular that of political science still needs to be fully established.
This edited volume analyzes, from a political science perspective, the wider social dynamics underlying the ecological and geological changes, as well as their implications for governance and politics in the Anthropocene. The focus is on two questions: (1) What is the contribution of political science to the Anthropocene debate, e.g. in terms of identified problems, answers, and solutions? (2) What are the conceptual and practical implications of the Anthropocene debate for the discipline of political science?
Overall, this book contributes to the Anthropocene debate by providing novel theoretical and conceptual accounts of the Anthropocene, engaging with contemporary politics and policy-making in the Anthropocene, and offering a critical reflection on the Anthropocene debate as such. The volume will be of great interest to students and scholars of political science, global environmental politics and governance, and sustainable development.
Civil society is either considered as a motor of democratization or stabilizer of authoritarian rule. This dichotomy is partly due to the dominance of domains-based definitions of the concept that reduce civil society to a small range of formally organized, independent and democratically oriented NGOs. Additionally, research often treats civil society as a ‘black box’ without differentiating between potential variations in impact of different types of civil society actors on existing regime structures. In this thesis, I present an alternative conceptualization of civil society based on the interactions of societal actors to arrive at a more inclusive understanding of the term which is more suited for analysis in non-democratic settings. The operationalization of the action-based approach I develop allows for an empirical assessment of a large range of societal activities that can accordingly be categorized from little to very civil society-like depending on their specific modes of interactions within four dimensions. I employ this operationalization in a qualitative case study including different actors in the authoritarian monarchy of Jordan which suggests that Jordanian societal actors mostly exhibit tolerant and democratically oriented modes of interaction and do not reproduce authoritarian patterns. However, even democratically oriented actors do not necessarily take on an oppositional positions vis-à-vis the authoritarian regime. Thus, the Jordanian civil society might not feature a high potential to challenge existing power structures in the country.
Diese im Sommersemester 2006 eingereichte Diplomarbeit im Studiengang Verwaltungswissenschaft setzt sich mit der Frage auseinander, welche Rolle die Sozialpolitik im europäischen Integrationsprozess zwischen 1955 und 1992 spielte. Es wird analysiert, welche einzelnen Bereiche dieses Politikfeldes in welchem Umfang in den Kompetenzbereich der Europäischen Gemeinschaft übergingen und welche Gründe für diese Entwicklung zu nennen sind. Ein besonderes Augenmerk wird dabei auf das Verhältnis der Sozialpolitik zur Wirtschaftspolitik gelegt. Die Europäische Kommission, einzelne Nationalstaaten sowie die organisierten Arbeitgeber- und Arbeitnehmerinteressen stehen dabei im Mittelpunkt des Interesses. Die Arbeit ist chronologisch aufgebaut und in drei Phasen eingeteilt. Phase eins umfasst den Gründungsprozess der Europäischen Wirtschaftsgemeinschaft bis zum Ende der 1960er Jahre. Phase zwei beinhaltet den Europäischen Sozialgipfel 1972 und endet mit der Einheitlichen Europäischen Akte. Phase drei schließlich untersucht die Diskussion um das Binnenmarktprojekt und den Vertrag von Maastricht aus einer sozialpolitischen Perspektive.

Transboundary problems such as climate change, military conflicts, trade barriers, and refugee flows require increased collaboration across borders. This is to a large extent possible using existing international organizations. In such a case, however, they need to be considerably strengthened – while current trends take us in the opposite direction, according to the researchers in the SNS Democracy Council 2023.
This study is analysing the transformation of Slovak administration in the telecommunication sector between 1989 and 2004. The dynamic telecom sector forms a good example for the transition problems of post-socialist administration with special regard to the regulation regime change. After describing briefly the role of the telecom sector within economy, the Slovak sectoral policy is analysed. The focus is layed on telecom legislation (including the regulation framework), liberalization of the telecom market and privatisation of the former state owned telecom operator. The transformation of the organizational structure of the "Slovak telecommunication administration" is analysed in particular at the level of the ministry and the regulating agency.
Nathalie Hirschmann geht der Frage nach, auf welche Weise sich die Sicherheitswirtschaft im System der Sicherheit zu etablieren sucht und wie erfolgreich ihr dies gelingt. Ihre Analyse verdeutlicht, wie Schmuddelimage und begrenzte Kompetenzzuschreibung der Branche einerseits erschweren, neben der Polizei als institutionelle Trägerin der öffentlichen Sicherheit zu bestehen, und andererseits, gegenüber dem Kunden bzw. Auftraggeber in ein professionelleres Gefüge zu treten. Einen inhaltsanalytisch theoriegeleiteten, soziologisch-konzeptionellen Blick einnehmend wird deutlich, welche Ausbaubestrebungen kognitiver und sozialer Art die Sicherheitswirtschaft vorgenommen hat und wo diese an ihre Grenzen stoßen.
The article responds to four commentaries on the concept of semi-parliamentary government and its application to Australian bicameralism. It highlights four main points: (1) Our preferred typology is not more ‘normative’ than existing approaches, but applies the criterion of ‘direct election’ equally to executive and legislature; (2) While the evolution of semi-parliamentary government had contingent elements, it plausibly also reflects the ‘equilibrium’ nature of certain institutional configurations; (3) The idea that a pure parliamentary system with pure proportional representation has absolute normative priority over ‘instrumentalist’ concerns about cabinet stability, identifiability and responsibility is questionable; and (4) The reforms we discuss may be unlikely to occur in Australia, but deserve consideration by scholars and institutional reformers in other democratic systems.
In my dissertation on 'Security Cooperation as a Way to Stop the Spread of Nu-clear Weapons? Nuclear Nonproliferation Policies of the United States towards the Federal Republic of Germany and Israel, 1945-1968', I study the use of security assistance as nonproliferation policy. I use insights of the Structural Realist and the Rational Institutionalist theories of International Relations to explain, respectively, important foreign policy goals and the basic orientation of policies, on the one hand, and the practical workings and effects of security cooperation on states’ behavior, on the other hand. Moreover, I consider the relations of the United States (US) with the two states in light of bargaining theory to explain the level of US ability to press other states to its preferred courses of action. The study is thus a combination of theory proposing and testing and historic description and explanation. It is also policy-relevant as I seek general lessons regarding the use of security cooperation as nonproliferation policy. I show that the US sought to keep the Federal Republic of Germany (FRG) from acquiring nuclear weapons in order to avoid crises with Moscow and threats to the cohesion of NATO. But the US also saw it as necessary to credibly guarantee the security of the FRG and treat it well in order to ensure that it would remain satisfied as an ally and without own nuclear weapons. Through various institutionalized security cooperation schemes, the US succeeded in this – though the FRG did acquire an option to produce nuclear weapons. The US opposed Israel’s nuclear weapon ambitions in turn because of an expectation that Arab states’ reactions could otherwise result in greater tension and risks of escalation and a worse balance-of-power in the area. But as also a US-Israel alliance could have led to stronger Arab-Soviet ties and thus a worse balance-of-power, and as it was not in US in-terest to be tied to Israel’s side in all regional issues, the US was not prepared to guarantee Israel’s security in a formal, credible way like it did in West Germany’s case. The US failed to persuade Israel to forgo producing nuclear weapons but gradually, an opaque nu-clear status combined with US arms sales that helped Israel to maintain a conventional military advantage over Arabs emerged as a solution to Israel’s security strategy. Because of perceptions that Israel and the FRG had also other options than cooperation with the US, and because the US ability to punish them for unwanted action was limited, these states were able to offer resistance when the US pressed its nonproliferation stance on them.

Steffen Ganghof’s Beyond Presidentialism and Parliamentarism: Democratic Design and the Separation of Powers (Oxford University Press, 2021) posits that “in a democracy, a constitutional separation of powers between the executive and the assembly may be desirable, but the constitutional concentration of executive power in a single human being is not” (Ganghof, 2021). To consider, examine and theorise about this, Ganghof urges engagement with semi-parliamentarism. As explained by Ganghof, legislative power is shared between two democratically legitimate sections of parliament in a semi-parliamentary system, but only one of those sections selects the government and can remove it in a no-confidence vote. Consequently, power is dispersed and not concentrated in the hands of any one person, which, Ganghof argues, can lead to an enhanced form of parliamentary democracy. In this book review symposium, George Tsebelis, Michael Thies, José Antonio Cheibub, Rosalind Dixon and Daniel Bogéa review Steffen Ganghof’s book and engage with the author about aspects of research design, case selection and theoretical argument. This symposium arose from an engaging and constructive discussion of the book at a seminar hosted by Texas A&M University in 2022. We thank Prof José Cheibub (Texas A&M) for organising that seminar and Dr Anna Fruhstorfer (University of Potsdam) for initiating this book review symposium.

Dieses als Skript konzipierte Lehrbuch dient als Grundlage der Einführungsvorlesung an der Universität Potsdam. Mit einem nüchternen Blick in die Geschichte, von der Antike über die frühe Neuzeit bis in die Gegenwart – und dies global – wird das Politische aus verschiedenen Perspektiven diskutiert. Es ist vor allem ein Text für jene, die sich mit dem Politischen zu beschäftigen beginnen, jedoch auch für jene lohnenswert, die sich erneut der Grundlagen versichern möchten.
In Stanley Kubricks Film von 1964 lernten wir, die Bombe zu lieben. Heute, 66 Jahre nach der ersten nuklearen Detonation, haben wir uns mit dem Wissen um ihre absolute Zerstörungskraft arrangiert. In einer multipolaren Welt scheint die atomare Währung jedoch an Wert zu verlieren. Ist die Vision einer nuklearwaffenfreien Zukunft also nur ein Traum oder können wir lernen, auf die Bombe zu verzichten? Rolf Mützenich, MdB und außenpolitischer Sprecher der SPD-Bundestagsfraktion, hat sich dieser Frage angenommen.

Mit den immensen Aufgaben und Problematiken der Transformation konfrontiert, wechselten die Mehrparteien-Regierungen in Estland vergleichsweise häufig. Im Jahr 2002 war die insgesamt achte Regierung seit 1992 im Amt. Eine detaillierte Untersuchung der Regierungsstabilität am Beispiel von Estlands bis dato sieben Regierungen erscheint daher angebracht, da das Land trotz der häufigen Regierungswechsel im osteuropäischen Vergleich als erfolgreichstes Transformationsland angesehen wird. Kann Regierungsstabilität auch dann vorliegen, wenn die Regierungen selbst sehr häufig wechseln? Dies ist die eigentliche Fragestellung der vorliegenden Diplomarbeit. Es wird davon ausgegangen, dass sich Regierungsstabilität aus mehreren Variablen zusammensetzt, die sich gegenseitig beeinflussen. Angaben über die durchschnittliche Verweildauer einer Regierung im Amt besitzen wenig Aussagekraft, vielmehr müssen die eigentlichen Hintergründe für einen Wechsel beleuchtet werden.
Gegenstand ist die Regierungsorganisation in fünf westeuropäischen Ländern, die seit den frühen 1990er Jahren durch Europäisierung, Globalisierung und die Krise des Wohlfahrtsstaates unter erhöhtem Anpassungsdruck stehen. Während sich das politikwissenschaftliche Interesse meist auf den allgemeinen Wandel der "Staatlichkeit" oder die konkreten Veränderungen von Politikinhalten konzentriert, wird hier in vergleichender Perspektive nach dem Wandel von politischen Strukturen und Prozessen der Regierungsorganisation, insbesondere der Ministerialverwaltung, gefragt. Ausgangshypothese ist, dass die westeuropäischen Regierungssysteme auf die externen Herausforderungen mit Änderungen ihrer "Produktionsstruktur" von Gesetzen und Programmen reagiert haben. Daraus ergeben sich folgende Kernfragen: Welche Veränderungen der Regierungsorganisationen sind zu identifizieren? Handelt es sich dabei um Ergebnisse einer reflexiven Institutionenpolitik? Ändert sich die strategische Handlungsfähigkeit der Regierungsorganisation? Ersten empirischen Beobachtungen folgend lässt sich ein Wandel auf drei Dimensionen vermuten: dem wachsenden horizontalen regierungsinternen Koordinationsbedarf, der vertikalen Reorganisation und Funktionsveränderung zentralstaatlicher Exekutiven sowie Veränderungen der Beziehungen mit externen Akteuren bspw. organisierten Interessen, Politikberatern und Konsensbildungskommissionen. Neben der Bundesrepublik, Großbritannien und Frankreich sollen die beiden skandinavischen Länder Dänemark und Schweden in die Untersuchung einbezogen werden.
An egalitarian approach to the fair representation of voters specifies three main institutional requirements: proportional representation, legislative majority rule and a parliamentary system of government. This approach faces two challenges: the under-determination of the resulting democratic process and the idea of a trade-off between equal voter representation and government accountability. Linking conceptual with comparative analysis, the article argues that we can distinguish three ideal-typical varieties of the egalitarian vision of democracy, based on the stages at which majorities are formed. These varieties do not put different relative normative weight onto equality and accountability, but have different conceptions of both values and their reconciliation. The view that accountability is necessarily linked to clarity of responsibility', widespread in the comparative literature, is questioned - as is the idea of a general trade-off between representation and accountability. Depending on the vision of democracy, the two values need not be in conflict.

Musik ist eines der wichtigsten Medien, mit dem die extreme Rechte den Kontakt zu jugendlichen Milieus aufbaut und hält. In diesem Band nehmen Expertinnen und Experten aus verschiedenen Bereichen die rechtsradikale Musikszene in Deutschland in den Blick – vor allem anhand von Beispielen aus dem Land Brandenburg. Zudem wird die Entwicklung seit den frühen 1990er Jahren als Teil der Geschichte der sozialen Bewegung der extremen Rechten dargestellt. Seitdem ist eine Lebenswelt entstanden, der viele Neonazis bis weit ins Erwachsenenalter verbunden bleiben.
Der Band gliedert sich in drei Rubriken: Das Kapitel »Analysen« liefert übergeordnete gesellschaftliche Einordnungen, das Kapitel »Fallstudien« beleuchtet ausgewählte Aspekte, und das Kapitel »Gegenstrategien« diskutiert politische, gesellschaftliche und staatliche Maßnahmen. Das Buch will eine breitere Öffentlichkeit für das Thema sensibilisieren, grundlegendes Wissen vermitteln und Probleme sowie mögliche Interventionsräume aufzeigen.
In light of the debate on the consequences of competitive contracting out of traditionally public services, this research compares two mechanisms used to allocate funds in development cooperation—direct awarding and competitive contracting out—aiming to identify their potential advantages and disadvantages.
The agency theory is applied within the framework of rational-choice institutionalism to study the institutional arrangements that surround two different money allocation mechanisms, identify the incentives they create for the behavior of individual actors in the field, and examine how these then transfer into measurable differences in managerial quality of development aid projects. In this work, project management quality is seen as an important determinant of the overall project success.
For data-gathering purposes, the German development agency, the Gesellschaft für Internationale Zusammenarbeit (GIZ), is used due to its unique way of work. Whereas the majority of projects receive funds via direct-award mechanism, there is a commercial department, GIZ International Services (GIZ IS) that has to compete for project funds.
The data concerning project management practices on the GIZ and GIZ IS projects was gathered via a web-based, self-administered survey of project team leaders. Principal component analysis was applied to reduce the dimensionality of the independent variable to total of five components of project management. Furthermore, multiple regression analysis identified the differences between the separate components on these two project types. Enriched by qualitative data gathered via interviews, this thesis offers insights into everyday managerial practices in development cooperation and identifies the advantages and disadvantages of the two allocation mechanisms.
The thesis first reiterates the responsibility of donors and implementers for overall aid effectiveness. It shows that the mechanism of competitive contracting out leads to better oversight and control of implementers, fosters deeper cooperation between the implementers and beneficiaries, and has a potential to strengthen ownership of recipient countries. On the other hand, it shows that the evaluation quality does not tremendously benefit from the competitive allocation mechanism and that the quality of the component knowledge management and learning is better when direct-award mechanisms are used. This raises questions about the lacking possibilities of actors in the field to learn about past mistakes and incorporate the finings into the future interventions, which is one of the fundamental issues of aid effectiveness. Finally, the findings show immense deficiencies in regard to oversight and control of individual projects in German development cooperation.

Potsdam hat ein neues Potsdamer Toleranzedikt. Das 100-seitige Edikt ist das Ergebnis eines knapp achtmonatigen Stadtgesprächs, das in Potsdam im Jahr 2008 stattgefunden hat. Oberbürgermeister Jann Jakobs stellte das Buch am 10. Oktober 2008 zusammen mit Projektinitiator Prof. Heinz Kleger, Universität Potsdam, der Öffentlichkeit vor. Es ist anders als das historische "Edikt von Potsdam", kein Erlass von oben, sondern wurde in einem offen angelegten Diskussionsprozess von den Einwohnerinnen und Einwohnern der Stadt Potsdam auf vielfältige Art und Weise gestaltet: auf den stadtweit aufgestellten Diskussionstafeln, in zahlreichen Gesprächen auf Veranstaltungen, in Diskussionsrunden, durch eingesendete Postkarten, erarbeiteten Selbstverpflichtungen und eingebrachten Diskussionsbeiträgen im Internet. Das neue Potsdamer Toleranzedikt besteht aus drei Teilen. Beginnend mit einer Präambel, die den Begriff Toleranz für die Potsdamer und das gemeinsame Zusammenleben beschreibt, wird im ersten Teil ein historischer und aktueller Zusammenhang hergestellt. Der zweite Teil enthält die Ergebnisse des Stadtgesprächs, die detailliert ausgewertet und erläutert wurden. Im dritten Teil wurden die Selbstverpflichtungen unterschiedlichster gesellschaftlicher Akteure aus Potsdam abgebildet. Das Projekt Potsdamer Toleranzedikt ist ein Kooperationsprojekt der Landeshauptstadt Potsdam und des Vereins proWissen Potsdam e.V, unterstützt vom Stifterverband der Deutschen Wissenschaft.

Die Fähigkeit zum politischen Urteilen gilt als das übergeordnete Ziel politischer Bildungsbemühungen. Epistemologisch nimmt das Theorem der politischen Urteilsbildung seinen Ausgang in der Epoche der Aufklärung. Immanuel Kants Ausführungen über den Zusammenhang von Aufklärung und Mündigkeit in seiner Schrift Beantwortung der Frage: Was ist Aufklärung? bietet eine programmatische Vorlage für die weitere Auseinandersetzung mit Mündigkeit und politischer Urteilsbildung. Der Königsberger Philosoph erklärte hierin eingangs: „Aufklärung ist der Ausgang des Menschen aus seiner selbst verschuldeten Unmündigkeit. Unmündigkeit ist das Unvermögen, sich seines Verstandes ohne Leitung eines anderen zu bedienen. Selbstverschuldet ist diese Unmündigkeit, wenn die Ursache derselben nicht am Mangel des Verstandes, sondern der Entschließung und des Mutes liegt, sich seiner ohne Leitung eines andern zu bedienen. Sapere aude! Habe Mut, dich deines eigenen Verstandes zu bedienen! ist also der Wahlspruch der Aufklärung.“
Im vorliegenden Lehrtext werden die politischen Systeme von Ägypten, Iran, Jemen, Saudi-Arabien und den Vereinigten Arabischen Emiraten beleuchtet. Kurze historische Angaben leiten den jeweiligen Länderteil ein. Anschließend werden Verfassung und Parlament, Staatsoberhaupt, Gesetzgebung, Wahlsystem, Partizipation und kommunale/lokale Strukturen vorgestellt. Hierzu wird oft auf Grafiken, Karten und Statistiken zurückgegriffen, die einen allgemeinen Überblick ermöglichen. Ebenso erfährt der Leser interessante Besonderheiten einiger Länder.
Im Nachklang der napoleonischen Kriege befreite sich Süd- und Mittelamerika von der kolonialen Herrschaft. Welche Einflussgrößen von da an die Staatlichkeit in diesem Gebiet geprägt haben, wird hier geklärt. Insbesondere die Rolle des Militärs, der Gewalt, der Guerilla und der USA als argwöhnischer Statthalter des Kontinents stehen im Zentrum der umfassenden Beiträge dieses Sammelbandes. So werden die Entwicklung und der Status quo politischer Herrschaft in Lateinamerika dargestellt, was Vorhersagen zu deren Zukunft ermöglicht.
Wie stellt sich politische Herrschaft in Theorie und Praxis dar? Staatstheoretische Konzepte von der Antike bis zur Gegenwart werden im vorliegenden Text ebenso wie verschiedenste Regierungsformen vorgestellt. Dies umfasst die Despotie der Vormoderne, den Absolutismus, bis hin zu den verschiedenen Varianten politischer Herrschaft im 20. Jahrhundert. Dabei werden Beispiele und Themen angesprochen, die oft außerhalb vergleichbarer Werke liegen. So können sowohl die Ernennung des Dogen von Venedig, als auch die Organisation Byzanz’ und der Inka nachvollzogen werden. Die Reihe Politische Bildung vermittelt zwischen den vielfältigen Gegenständen des Politischen und der Auseinandersetzung mit diesen Gegenständen in politischen Bildungsprozessen an Schulen, außerschulischen Einrichtungen und Hochschulen. Deshalb werden theoretische Grundlagen, empirische Studien und handlungsanleitende Konzeptionen zur politischen Bildung vorgestellt, um unterschiedliche Zugänge und Sichtweisen zu Theorie und Praxis politischer Bildung aufzuzeigen und zur Diskussion zu stellen. Die Reihe Politische Bildung wendet sich an Studierende, Referendare und Lehrende der schulischen und außerschulischen politischen Bildung.
In recent years, governments have increased their efforts to strengthen the citizen-orientation in policy design. They have established temporary arenas as well as permanent units inside the machinery of government to integrate citizens into policy formulation, leading to a “laboratorization” of central government organizations. We argue that the evolution and role of these units herald new dynamics in the importance of organizational reputation for executive politics. These actors deviate from the classic palette of organizational units inside the machinery of government and thus require their own reputation vis-à-vis various audiences within and outside their parent organization. Based on a comparative case study of two of these units inside the German federal bureaucracy, we show how ambiguous expectations of their audiences challenge their organizational reputation. Both units resolve these tensions by balancing their weaker professional and procedural reputation with a stronger performative and moral reputation. We conclude that government units aiming to improve citizen orientation in policy design may benefit from engaging with citizens as their external audience to compensate for a weaker reputation in the eyes of their audiences inside the government organization. Points for practitioners: many governments have introduced novel means to strengthen citizen-centered policy design, which has led to an emergence of novel units inside central government that differ from traditional bureaucratic structures and procedures ; this study analyzes how these new units may build their organizational reputation vis-à-vis internal and external actors in government policymaking. ; we show that such units assert themselves primarily based on their performative and moral reputation.

This study argues that micro relations matter in peacekeeping. Asking what makes the implementation of peacekeeping interventions complex and how complexity is resolved, I find that formal, contractual mechanisms only rarely effectively reduce complexity – and that micro relations fill this gap. Micro relations are personal relationships resulting from frequent face-to-face interaction in professional and – equally importantly – social contexts.
This study offers an explanation as to why micro relations are important for coping with complexity, in the form of a causal mechanism. For this purpose, I bring together theoretical and empirical knowledge: I draw upon the current debate on ‘institutional complexity’ (Greenwood et al. 2011) in organizational institutionalism as well as original empirical evidence from a within-case study of the peacekeeping intervention in Haiti, gained in ten weeks of field research. In this study, scholarship on institutional complexity serves to identify theoretical causal channels which guide empirical analysis. An additional, secondary aim is pursued with this mechanism-centered approach: testing the utility of Beach and Pedersen’s (2013) theory-testing process tracing.
Regarding the first research question – what makes the implementation of peacekeeping interventions complex –, the central finding is that complexity manifests itself in the dual role of organizations as cooperation partners and competitors for (scarce) resources, turf and influence. UN organizations, donor agencies and international NGOs implementing peacekeeping activities in post-conflict environments have chronic difficulty mastering both roles because they entail contradictory demands: effective cooperation requires information exchange, resource and responsibility-sharing as well as external scrutiny, whereas prevailing over competitors demands that organizations conceal information, guard resources, increase relative turf and influence, as well as shield themselves from scrutiny. Competition fuels organizational distrust and friction – and impedes cooperation.
How is this complexity resolved? The answer to this second research question is that deep-seated organizational competition is routinely mediated – and cooperation motivated – in micro relations and micro interaction. Regular, frequent face-to-face interaction between individual organizational members generates social resources that help to transcend organizational distrust and conflict, most importantly familiarity with each other, personal trust and belief in reciprocity. Furthermore, informal conflict mediation and control mechanisms – namely, open discussion, mutual monitoring in direct interaction and social exclusion – enhance solidarity and mutual support.

Das Ende des Kalten Krieges brachte keine Ära des Friedens. Dabei hätte es ermöglicht, der Menschheitsgeschichte eine positive Wendung zu geben. Im „Neuen Denken“ waren deren Umrisse angelegt: Der mit nuklear-strategischen Waffen geführte Krieg hätte die Menschheit vernichtet. Es gibt nur noch gleiche und gemeinsame Sicherheit für alle Seiten oder keine. Im Westen wurde das „Neue Denken“ jedoch als Moment des Scheiterns des Realsozialismus angesehen, nicht als Chance. In diesem Band wird präsentiert, was in der DDR bis 1990 dazu konzeptionell entwickelt wurde.

Die Stagnation des europäischen Einigungsprozesses führte in den letzten Jahren zu verstärkter Reflexion innerhalb der EU. Muss sich die Gemeinschaft konstitutionell erneuern? Kann eine europäische Identität gebildet werden oder formt sich ein “Europa der Regionen”? Kompetente Denker widmen sich diesen Fragen, wobei sie den Bedarf nach Konsolidierung ebenso wie die Erweiterung auf andere Politikfelder beispielsweise der ESVP beleuchten. Ergänzt werden diese profunden Artikel durch umfassende Literatur- und Konferenzberichte.
Die vorliegende Research Note stellt die erste systematische Dokumentation der Gesetzgebung in den deutschen Landtagen vor. Der Datensatz umfasst insgesamt 16.610 dokumentierte Gesetzgebungsvorgänge zwischen den Jahren 1990 und 2020. Nach einer Beschreibung des Datensatzes werden einige Gesetzgebungsmuster in den deutschen Ländern exemplarisch dargestellt. Die Landesgesetzgebung erweist sich dabei als stark durch den neuen Dualismus zwischen Regierung und Opposition geprägt. Im Initiativverhalten lassen sich zudem die Anreize des thematischen Parteienwettbewerbs ablesen. Wenig Evidenz findet sich für die These, dass innerkoalitionäre Gegensätze die Dauer der Gesetzgebungsverfahren in die Länge ziehen. Der mit dieser Research Note veröffentlichte Datensatz steht der Forschung für die Untersuchung zahlreicher weiterer Fragestellungen zur Verfügung.

Focusing on forest policy and urban climate politics in Brazil and Indonesia, the primary objective of this chapter is to identify domestic pioneers and leaders who, compared to other sectors, governmental levels or jurisdictions within the same nation-state, move ‘ahead of the troops’ (Liefferink and Wurzel, 2017: 2-3). The chapter focuses especially on the role of multilevel governance in bringing about pioneership and leadership and on the different types of that have emerged. It also explores whether and, if so, to what extent domestic pioneers and leaders attract followers and whether there are signs of sustained domestic leadership. The chapter identifies the actors that constitute pioneers and leaders and assesses the processes which lead to their emergence. The chapter authors take up Wurzel et al.’s (2019) call to open up the black box of the nation-state. But instead of stressing the role of non-state actors, the chapter authors focus on vertical interactions among different governmental levels within nation states. The main argument put forward is that international and transnational processes, incentives, and ideas often trigger the development of domestic pioneership and leadership. Such processes, however, cannot be understood properly if domestic politics and dynamics across governmental levels within the nation-state are not taken into account.

Migration and development in Senegal : a system dynamics analysis of the feedback relationships

This thesis investigates the reciprocal relationship between migration and development in Senegal. Therewith, it contributes to the debate as to whether migration in developing countries enhances or rather impedes the development process. Even though extensive and controversial discussions can be found in the scientific literature regarding the impact of migration on development, research has scarcely examined the feedback relationships between migration and development. Science however agrees with both the fact that migration affects development as well as that the level of development in a country determines migration behaviour. Thus, both variables are neither dependent nor independent, but endogenous variables influencing each other and producing behavioural pattern that cannot be investigated using a static and unidirectional approach. On account of this, the thesis studies the feedback mechanisms existing between migration and development and the behavioural pattern generated by the high interdependence in order to be able to draw conclusions concerning the impact of changes in migration behaviour on the development process. To explore these research questions, the study applies the computer simulation method ‘System Dynamics’ and amplifies the simulation model for national development planning called ‘Threshold 21’ (T21), representing development processes endogenously and integrating economic, social and environmental aspects, using a structure that portrays the reasons and consequences of migration. The model has been customised to Senegal, being an appropriate representative of the theoretical interesting universe of cases. The comparison of the model generated scenarios - in which the intensity of emigration, the loss and gain of education, the remittances or the level of dependence changes - facilitates the analysis. The present study produces two important results. The first outcome is the development of an integrative framework representing migration and development in an endogenous way and incorporating several aspects of different theories. This model can be used as a starting point for further discussions and improvements and it is a fairly relevant and useful result against the background that migration is not integrated into most of the development planning tools despite its significant impact. The second outcome is the gained insights concerning the feedback relations between migration and development and the impact of changes in migration on development. To give two examples: It could be found that migration impacts development positively, indicated by HDI, but that the dominant behaviour of migration and development is a counteracting behaviour. That means that an increase in emigration leads to an improvement in development, while this in turn causes a decline in emigration, counterbalancing the initial increase. Another insight concerns the discovery that migration causes a decline in education in the short term, but leads to an increase in the long term, after approximately 25 years - a typical worse-before-better behaviour. From these and further observations, important policy implications can be derived for the sending and receiving countries. Hence, by overcoming the unidirectional perspective, this study contributes to an improved understanding of the highly complex relationship between migration and development and their feedback relations.
In a critical approach to Mommsen’s classical thesis, which states the dependence of Weber’s sociology on his political position, the article reconstructs the foundation of Weber’s ‘The Profession and Vocation of Politics’ on his sociological analyses of the political domain in the manuscripts for the posthumous publication of Economy and Society. The first two pages of his 1919 lecture particularly show that Weber can fall back on the definitions of State and politics that he had already developed for his political sociology. Yet, to appreciate the full extent of this theoretical contribution, it is necessary to present Weber’s entire ideal-typical analysis of the political. The article then shows that Weber provides an unlabelled definition of ‘modern politics’ that negates ante litteram Carl Schmitt’s foundation of politics on the idea of enmity. In this context, Weber’s sound plea for parliamentarism and against the fascination of civil war comes to the fore that he wanted to deliver to his audience of young revolutionaries in January 1919.
Agricultural policy in the transition states of Central Eastern Europe is a very complex issue – ranging from privatisation of farm land, the establishment of agricultural markets to detailed questions of veterinary care, plant health and animal nutrition. Its main elements are the introduction of market liberalization, farm restructuring, privatisation, the reform of the sector and the creation of supporting market institutions and services.1 In this process central state agriculture administration plays a decisive role. This paper is summing up the research of the author on Slovak agricultural administration between 2002 and 2004. This work was part of a DFG-funded research project on “Genesis, Organization and Efficiency of the central-state Ministerial Administration in Central and Eastern Europe”. The project was analysing the processes, results and efficiency of administrative structures at central-state level in Estonia, Poland and Slovakia with reference to public administration in the policy fields of agriculture and telecommunications. The paper is reflecting the situation in the sector and its administration at the beginning of 2004. At first, an overview of the role of the agricultural sector in Slovak economy in the past and presence is provided (section I). Against this background, the development of the agricultural policy in the different periods since 1989 will be analysed, mainly what privatisation, accession to the EU and subsidy policy are concerned (section II). A detailed study of the developments in agricultural administration forms the next part of the paper (section III), i.e. the changes taking place in the ministry of agriculture and in the other institutions responsible for the implementation of agricultural policy. The role of interest groups in agriculture is briefly analysed (section IV). In the conclusions two different scenarios on the further development of Slovak agricultural administration will be deployed.
Purpose
The purpose of this paper is to investigate whether and how evolving ideas about management control (MC) emerge in research about public sector performance management (PSPM).
Design/methodology/approach
This is a literature review on PSPM research through using a set of key terms derived from a review of recent developments in MC.
Findings
MC research, originating in the management accounting discipline, is largely disconnected from PSPM research as part of public administration and public management disciplines. Overlaps between MC and PSPM research are visible in a cybernetic control approach, control variety and contingency-based reasoning. Both academic communities share an understanding of certain issues, although under diverging labels, especially enabling controls or, in a more general sense, usable performance controls, horizontal controls and control packaging. Specific MC concepts are valuable for future PSPM research, i.e. trust as a complement of performance-based controls in complex settings, and strategy as a variable in contingency-based studies.
Research limitations/implications
Breaking the boundaries between two currently remote research disciplines, on the one hand, might dismantle “would-be” innovations in one of these disciplines, and, on the other hand, may provide a fertile soil for mutual transfer of knowledge. A limitation of the authors’ review of PSPM research is that it may insufficiently cover research published in the public sector accounting journals, which could be an outlet for MC-inspired PSPM research.
Originality/value
The paper unravels the “apparent” and “real” differences between MC and PSPM research, and, in doing so, takes the detected “real” differences as a starting point for discussing in what ways PSPM research can benefit from MC achievements.
Der Beitrag untersucht das Wechsel- und Zusammenspiel von öffentlichem Verwaltungshandeln und Legitimität. Ausgegangen wird davon, dass in den letzten Jahren sowohl die Input- als auch die Outputdimension staatlicher Legitimationsbeschaffung signifikante Veränderungen durchlaufen haben, die die öffentliche Verwaltung intensiv berühren. Mit Rückgriff auf die anderen Beiträge des Schwerpunktheftes und unter Hinzuziehung weiterer Erkenntnisse wird überblicksartig untersucht, ob sich die Legitimationsproduktion durch Verwaltungshandeln verändert hat und wenn ja, inwiefern. Im Ergebnis ergibt sich ein partieller Wandel hinsichtlich der Legitimationsquellen von Verwaltungshandeln. Sowohl im Input-Bereich (Transparenzgesetze, vorgezogene Bürgerbeteiligung) als auch im Output-Bereich (z.B. Normenkontrollrat) gibt es neue bzw. einen stärkeren Einsatz schon bekannter Instrumente (Expertenkommissionen). Ob dieser Wandel der Instrumente und der potenziellen Quellen von Legitimation allerdings tatsächlich die Legitimität des Verwaltungshandelns verändert, also zu einer Legitimitätssteigerung führt, wird teils skeptisch beurteilt und bedarf daher weiterer empirischer Untersuchung.
Gesetzgebungsmehrheiten in parlamentarischen Systemen mit ihrem Dualismus aus Regierungslager und Oppositionsparteien bilden sich nicht frei. Vielmehr findet ihre Koordination in einem Spannungsfeld aus den programmatischen Positionen der Akteure und ihrem opportunistischen Wettbewerb untereinander statt. Diese Problematik bricht die Arbeit auf drei konkrete Fragestellungen herunter, im Rahmen derer sie die Konfliktmuster zwischen Akteuren bei der legislativen Mehrheitskoordination unter Mehrheitsregierungen in den deutschen Landesparlamenten untersucht: 1) Inwieweit hängt es von programmatischen Positionen oder vom opportunistischen Wettbewerb des Neuen Dualismus zwischen Regierungslager und Oppositionsparteien ab, ob Oppositionsparteien und Regierungslager bei der Bildung von Gesetzgebungsmehrheiten kooperieren oder konfligieren? 2) Inwieweit kommt es vor dem Hintergrund unterschiedlicher programmatischer Positionen und opportunistischer Überlegungen zu Konflikt statt Kooperation zwischen Koalitionsakteuren bei der Bildung gemeinsamer Gesetzgebungsmehrheiten? Letztere Fragestellung wird sodann auch in den Kontext des bundesrepublikanischen Kooperativföderalismus eingebettet: 3) Inwieweit geht die Bildung von Gesetzgebungsmehrheiten bei der Ausführung von Bundesgesetzen in Mischkoalitionen (bestehend aus Parteien, die sich auf Bundesebene in konkurrierenden Lagern gegenüberstehen) mit mehr Konflikt einher als in ebenenübergreifend kongruenten Regierungskoalitionen?
Theoretisch wird ein rationalistisches Modell der grundlegenden Handlungsanreize bei der Bildung von Gesetzgebungsmehrheiten in den deutschen Landesparlamenten erarbeitet. Auf dieser Basis beschäftigt sich die Arbeit damit, wie die Akteure strategisch programmatische und opportunistische Anreize zu Konflikt und Kooperation abwägen. Die Arbeit leitet dann konkrete Determinanten ab, die vorwiegend – aber nicht nur – mittels quantitativer Methoden getestet werden. Die Arbeit stützt sich dabei auf eine größtenteils neu zusammengestellte Gesetzgebungsdatenbank aus 3.359 Gesetzgebungsvorgängen aus 23 Legislaturperioden zwischen 1990 und 2013 in den Ländern Hamburg, Hessen, Mecklenburg-Vorpommern, Nordrhein-Westfalen und Sachsen-Anhalt.
Die Analyse der Konfliktmuster zwischen Oppositionsparteien und Regierungslager zeigt, dass programmatische Distanz einer Oppositionspartei zum Regierungslager für Oppositionsverhalten eine Rolle spielt; dies gilt jedoch auch für opportunistische Aspekte (so lässt sich beispielsweise ein kompetitiveres Oppositionsverhalten beobachten, wenn nach der letzten Wahl ein vollständiger Regierungswechsel erfolgte). Oppositionsverhalten erscheint dabei recht kleinteilig ausgeprägt. Neben Unterschieden zwischen Legislaturperioden treten solche auch innerhalb von Legislaturperioden zwischen Akteuren sowie zwischen Gesetzentwürfen auf. Die Analyse generellen Koalitionskonflikts weist darauf hin, dass ein nicht unerheblicher Teil von Koalitionskonflikt strukturell bedingt ist. Handelt es sich bei einer gebildeten Regierungskoalition um die Wunschkoalition der beteiligten Parteien, so ist dies Koalitionskonflikt abträglich. Selbiges gilt für eine größere Mehrheitsmarge des Regierungslagers. Darüber hinaus ergeben sich Hinweise, dass die Ausführung von Bundesgesetzen unter Mischkoalitionen bei bundespolitischer Abgrenzung der Koalitionspartner mit mehr Koalitionskonflikt einhergeht als eine Ausführung unter kongruenten Koalitionen.
Der Beitrag der Arbeit ist polymorph angelegt. Sie hilft zunächst, die Strategien von Akteuren im Gesetzgebungsprozess besser zu verstehen. Als normativer Beitrag tritt auf einer zweiten Ebene die bessere Erforschung etwaiger nachteiliger Effekte des Neuen Dualismus unter Mehrheitsregierungen hinzu. Gleichzeitig soll die Arbeit drittens in der Zusammenschau helfen, die Mechanik der parlamentarischen Systeme in den Ländern selbst zu erhellen und besser normativ bewerten zu können. Hintergrund sind hier die jahrzehntealten Debatten um das beste Regierungssystem und -format der deutschen Länder als subnationale Entitäten. Die dritte Fragestellung dieser Arbeit konnte diese Debatte zudem mit einem neuen Aspekt bereichern. Wissen darüber, inwieweit die Ausführung von Bundesgesetzen in den Ländern je nach ebenenübergreifendem Koalitionsmuster in unterschiedlichem Ausmaß mit einem ‚coalition governance‘-Problem verbunden ist, fügt der Forschung zum föderalen Entscheiden in der Bundesrepublik eine neue und beachtenswerte Facette hinzu. Denn dabei handelt es sich um eine föderal bedingte mechanische Beeinträchtigung der Mehrheitskoordination in den Landesparlamenten selbst, die die potenziell gegebene föderale Flexibilität bei der Ausführung von Bundesgesetzen hemmt. Dies ebnet den Weg zu neuen Debatten darüber, wie in den deutschen Ländern mehr legislative Abstimmungsflexibilität ermöglicht werden kann als unter den bisher üblichen Mehrheits-Koalitionsregierungen.
This book is about inventing successes and good practices of governments that are "closer to the people". Numerous examples throughout Latin America indicate-often despite macroeconomic instability, high inflation, and strong top-down regulation-that subnational actors have repeatedly achieved what their central counterparts preached: sound policymaking, better administration, better services, more participation, and sustained economic development. But what makes some governments change course and move toward innovation? What triggers experimentation and, eventually, turns ordinary practice into good practice? The book answers some of these questions. It goes beyond a mere documentation of good and best practice, which is increasingly provided through international networks and Internet sites. Instead, it seeks a better understanding of the origins and fates of such successes at the micro level. The case studies and analytical chapters seek to explain: How good practice is born at the local level; Where innovative ideas come from; How such ideas are introduced in a new context, successfully implemented, and propagated locally and beyond; What donors can do to effectively assist processes of self-induced and bottom-up change.

This article responds to critical reflections on my Beyond Presidentialism and Parliamentarism by Sarah Birch, Kevin J. Elliott, Claudia Landwehr and James L. Wilson. It discusses how different types of representative democracy, especially different forms of government (presidential, parliamentary or hybrid), can be justified. It clarifies, among other things, the distinction between procedural and process equality, the strengths of semi-parliamentary government, the potential instability of constitutional designs, and the difference that theories can make in actual processes of constitutional reform.
Worldwide, governments have introduced novel information and communication technologies (ICTs) for policy formulation and service delivery, radically changing the working environment of government employees. Following the debate on work stress and particularly on technostress, we argue that the use of ICTs triggers “digital overload” that decreases government employees’ job satisfaction via inhibiting their job autonomy. Contrary to prior research, we consider job autonomy as a consequence rather than a determinant of digital overload, because ICT-use accelerates work routines and interruptions and eventually diminishes employees’ freedom to decide how to work. Based on novel survey data from government employees in Germany, Italy, and Norway, our structural equation modeling (SEM) confirms a significant negative effect of digital overload on job autonomy. More importantly, job autonomy partially mediates the negative relationship between digital overload and job satisfaction, pointing to the importance of studying the micro-foundations of ICT-use in the public sector.
Ziel der vorliegenden Bachelorarbeit ist die Untersuchung der Funktion und Wirkung von Ironie in der öffentlich-kritischen Politikrezension. Wie kann eine vermehrte Verwendung von Ironie in der deutschen Berichterstattung das Denken und Sprechen über politisches Geschehen, die freie Meinungs- und Urteilsbildung bis hin zu Entscheidungsfindungen beeinflussen? Als Resultat der qualitativen Dokumentenanalyse wird letztlich ein operationalisiertes Schema konzipiert, welches die genaue Einordnung unterschiedlicher Einsatzmöglichkeiten von Ironie in den öffentlichen Medien auf Textebene erlaubt und in ihrer argumentativen Funktion und komischen Wirkkraft den Einfluss identifiziert, den Ironie auf die jeweilige Sachdebatte nimmt.
Um die zwiespältige Rolle von Ironie im Sprachgebrauch genauer zu bestimmen, wo sie sowohl als nützliches Ausdrucksmittel für die Widersprüchlichkeiten im komplexen gesellschaftspolitischen Geschehen als auch als Ohnmachtsreaktion auf deren Unauflösbarkeit erscheinen kann, nähert sich die Arbeit der Ironie zunächst über ihre epistemologische Geschichte und rhetorische Grunddefinition an. Ironie sagt immer etwas und zugleich etwas anderes. Sie eröffnet somit ein Bedeutungsfeld in der Spannung verschiedener oder gar entgegengesetzter Pole und lässt mehrere unvereinbare Interpretationen zu. Dieses besondere Stilmittel kann also zu einer differenzierten, multiperspektivischen Betrachtung genutzt werden. Oder aber gerade dazu, klare Positionen zu vermeiden und den Rückzug in alternative Auslegungsmöglichkeit einer Aussage offen zu halten.
Im Weiteren sind drei große, epochale Strömungen zu unterscheiden, die in der Ironie eine umfassende Geisteshaltung und erkenntnistheoretische Position verstanden beziehungsweise entwickelt haben: Einzeln erörtert werden die philosophische Verstellungstechnik der sokratischen Ironie, die poetisch-ästhetischen Darstellungsverfahren der romantischen Ironie sowie die kritische Selbstbetrachtung der modernen Ironie. Diese loten aus, ob sich eine ironische Geisteshaltung als differenzierte Annäherung an die komplexe Wahrheit des Menschen oder im Gegenteil als irrationaler Flucht- oder Irrweg entpuppt.
Die zweite Säule der Analyse betrachtet die komische Wirkung von Ironie und die Bedeutung des Lachens für den Menschen, der als einziges Lebewesen zu solch einer Reaktion fähig ist. Wann lacht der Mensch und was drückt er damit aus: Hilflosigkeit an den Grenzen seines sozialen Verhaltensspektrums oder Souveränität im Umgang mit einer ungewohnten Situation? Komik muss in ihrer medialen Anwendung von Unterhaltungskultur bis seriöser Berichterstattung situiert und Ironie klar von anderen komischen Figuren wie der Satire oder dem Sarkasmus unterschieden werden. Ihrer komischen Komponente steht ihr Anteil am Tragischen gegenüber, beide spielen zuweilen zusammen.
Im Rückbezug auf den Einfluss einer ironischen Sprachwahl oder Geisteshaltung auf die Rezension und damit auf die Wahrnehmung des politischen Geschehens finden sich beide Eingangsthesen bestätigt: Ironie kann hilfreiches Ausdrucksmittel oder Symptom gesellschaftlicher Ohnmacht sein. Rhetorisch dient sie als Kampfmittel im Politikdiskurs oder zur Ridikülisierung der Gegenposition. Indem sie stets mehrere Bedeutungsebenen eröffnet und andere oder gar gegensätzliche Denk- und Seinsweisen zugleich in den Blick nimmt, hat Ironie das Potential, politische sowie kulturelle Ideale und Richtlinien neu in Frage zu stellen. In ihrer destruktiven Kraft, Widersprüche anzuzeigen, steckt somit eine aufklärerische Funktion zur Entlarvung von Irrtümern oder Erschließung alternativer Ansätze. Andererseits kann eine Ironisierung in der Betrachtung und Bewertung von Politik auch auf den Wirklichkeits- oder Identitätsverlust einer Gesellschaft hinweisen, wenn nämlich die Lebensrealität angesichts gänzlich unterschiedlicher, doch ebenso denkbarer Organisationsformen und Weltbilder ihre Überzeugungskraft einbüßt. In der modernen Ironie bietet sich wiederum die Chance, diese Relativität von Werten und Normen als Schlüsselerlebnis der eigenen Zeit konstruktiv aufzugreifen.
Das Unterfangen dieser Bachelorarbeit kulminiert darin, all jene diversen Arten und Ebenen von Ironie in einem einzigen Analyseschema nach operationalisierten Kriterien der Linguistik, Rhetorik, Literaturwissenschaft, Philosophie und Ästhetik bestimmbar zu machen. Im zweiten Schritt wendet das Schema diese Forschungsergebnisse schließlich für eine politikwissenschaftliche Einordnung der Funktion und Wirkung von Ironie bei ihrer Verwendung in der öffentlich-kritischen Politikrezension durch textbasierte Medien an. Hierin könnte ein erster Grundstein für eine politische Theorie der Ironie liegen. Das Schema wäre künftig für eine umfassende, quantitative empirische Untersuchung über den Gebrauch von Ironie in den Pressebeiträgen deutscher Medien in der politikwissenschaftlichen Forschung einsetzbar.
There is a growing recognition that international organizations (IOs) formulate and adopt policy in a wide range of areas. IOs have emerged as key venues for states seeking joint solutions to contemporary challenges such as climate change or COVID-19, and to establish frameworks to bolster trade, development, security, and more. In this capacity, IOs produce both extraordinary and routine policy output with a multitude of purposes, ranging from policies of historic significance like admitting new members to the more mundane tasks of administering IO staff. This article introduces the Intergovernmental Policy Output Dataset (IPOD), which covers close to 37,000 individual policy acts of 13 multi-issue IOs in the 1980–2015 period. The dataset fills a gap in the growing body of literature on the comparative study of IOs, providing researchers with a fine-grained perspective on the structure of IO policy output and data for comparisons across time, policy areas, and organizations. This article describes the construction and coverage of the dataset and identifies key temporal and cross-sectional patterns revealed by the data. In a concise illustration of the dataset’s utility, we apply models of punctuated equilibria in a comparative study of the relationship between institutional features and broad policy agenda dynamics. Overall, the Intergovernmental Policy Output Dataset offers a unique resource for researchers to analyze IO policy output in a granular manner and to explore questions of responsiveness, performance, and legitimacy of IOs.
Deutschland und Frankreich benötigen stetige Metallimporte, um ihr Wirtschaftsmodell aufrechtzuerhalten. Internationale Kooperation ist unerlässlich, damit diese Importe zuverlässig und nachhaltig verlaufen. Doch welche Potenziale bieten sich in diesem Bereich, welche Grenzen sind dabei zu erkennen? Dieser Frage geht Yann Wernert durch einen Fallstudienvergleich mit prozessanalytischen Methoden und auf der theoretischen Grundlage des neoliberalen Institutionalismus nach. Er zeigt, dass beide Länder ihre Bemühungen als reaktive Mittelmächte gestalten. Sie wollen durch staatliche Rohstoffstrategien wirtschaftliche, strategische und Nachhaltigkeitsziele erreichen. Während die Analyse durchaus Kooperationspotenziale ausmacht, fallen diese je nach Ländergruppe und Politikbereich sehr unterschiedlich aus.
This study assesses and explains international bureaucracies’ performance and role as policy advisors and as expert authorities from the perspective of domestic stakeholders. International bureaucracies are the secretariats of international organizations that carry out their work including generating knowledge, providing policy advice and implementing policy programs and projects. Scholars increasingly regard them as governance actors that are able to influence global and domestic policy making. In order to explain this influence, research has mainly focused on international bureaucracies’ formal features and/or staff characteristics. The way in which they are actually perceived by their domestic stakeholders, in particular by national bureaucrats, has not been systematically studied. Yet, this is equally important, given that they represent international bureaucracies’ addressees and are actors that (potentially) make use of international bureaucracies’ policy advice, which can be seen as an indicator for international bureaucracies’ influence. Accordingly, I argue that domestic stakeholders’ assessments can likewise contribute to explaining international bureaucracies’ influence.
The overarching research questions the study addresses are what are national stakeholders’ perspectives on international bureaucracies and under which conditions do they consider international bureaucracies’ policy advice? In answering these questions, I focus on three specific organizational features that the literature has considered important for international bureaucracies’ independent influence, namely international bureaucracies’ performance and their role as policy advisors and as expert authorities. These three features are studied separately in three independent articles, which are presented in Part II of this article-based dissertation.
To answer the research questions, I draw on novel data from a global survey among ministry officials of 121 countries. The survey captures ministry officials’ assessments of international bureaucracies’ features and their behavior with respect to international bureaucracies’ policy advice. The overall sample comprises the bureaucracies of nine global and nine regional international organizations in eight thematic areas in the policy fields of agriculture and finance.
The overall finding of this study is that international bureaucracies’ performance and their role as policy advisors and expert authorities as perceived by ministry officials are highly context-specific and relational. These features vary not only across international bureaucracies but much more intra-organizationally across the different thematic areas that an international bureaucracy addresses, i.e. across different thematic contexts. As far as to the relational nature of international bureaucracies’ features, the study generally finds strong variation across the assessments by ministry officials from different countries and across thematic areas. Hence, the findings highlight that it is likewise important to study international bureaucracies via the perspective of their stakeholders and to take account of the different thematic areas and contexts in which international bureaucracies operate.
The study contributes to current research on international bureaucracies in various ways. First, it directly surveys one important type of domestic stakeholders, namely national ministry officials, as to how they evaluate certain aspects of international bureaucracies instead of deriving them from their structural features, policy documents or assessments by their staff. Furthermore, the study empirically tests a range of theoretical hypotheses derived from the literature on international bureaucracies’ influence, as well as related literature. Second, the study advances methods of assessing international bureaucracies through a large-N, cross-national expert survey among ministry officials. A survey of this type of stakeholder and of this scope is – to my knowledge – unprecedented. Yet, as argued above, their perspectives are equally important for assessing and explaining international bureaucracies’ influence. Third, the study adapts common theories of international bureaucracies’ policy influence and expert authority to the assessments by ministry officials. In so doing, it tests hypotheses that are rooted in both rationalist and constructivist accounts and combines perspectives on international bureaucracies from both International Relations and Public Administration. Empirically supporting and challenging these hypotheses further complements the theoretical understanding of the determinants of international bureaucracies’ influence among national bureaucracies from both rationalist and constructivist perspectives.
Overall, this study advances our understanding of international bureaucracies by systematically taking into account ministry officials’ perspectives in order to determine under which conditions international bureaucracies are perceived to perform well and are able to have an effect as policy advisors and expert authorities among national bureaucracies. Thereby, the study helps to specify to what extent international bureaucracies – as global governance actors – are able to permeate domestic governance via ministry officials and, thus, contribute to the question of why some international bureaucracies play a greater role and are ultimately able to have more influence than others.
Die Annäherung von Entwicklung und Sicherheit seit Beginn der 1990er Jahre gilt in Teilen der Fachöffentlichkeit als wesentliches Merkmal einer zunehmenden Eigennutz- und Interessenorientierung der deutschen Entwicklungspolitik nach Ende des Ost-West-Konflikts. Den Ausgangspunkt der vorliegenden Untersuchung bildete die Skepsis gegenüber diesem Befund eines Wandels deutscher Entwicklungspolitik weg von moralischen Begründungszusammenhängen und hin zu nationaler Interessenpolitik seit Beginn der 1990er Jahre. Diese Skepsis begründet sich in der Annahme, dass die bisherige Kritik gegenüber einer möglichen Versicherheitlichung von Entwicklungspolitik die Rolle von eigennutzorientierten Interessen als erklärendem Faktor überbetont und gleichzeitig ideellen Strukturen und deren möglichem Wandel als konstitutivem Faktor für politische Prozesse zu wenig Aufmerksamkeit schenkt. Die Forschungsfrage lautet dementsprechend: Kann die deutsche Entwicklungspolitik im Lichte der Verknüpfung von Entwicklung und Sicherheit als zunehmend interessenorientiert gedeutet werden und hat sich damit ein grundlegender Politikwandel vollzogen?
Theoretisch knüpft die Arbeit an die konstruktivistisch-orientierte Forschung im Thema Entwicklung und Sicherheit an und entwickelt diese weiter. Für die Herleitung der theoretischen Position wird auf konstruktivistische Überlegungen in den Theorien der Internationalen Beziehungen rekurriert. Im Vordergrund stehen dabei jene Ansätze der Internationalen Beziehungen, die die konstruktivistische Wende nicht nur ontologisch, sondern auch epistemologisch vollziehen und der Rolle von Sprache besondere Aufmerksamkeit schenken. In empirischer Hinsicht wird die Verknüpfung von Entwicklung und Sicherheit in der deutschen staatlichen Entwicklungspolitik anhand von Interpretationen dieser Verknüpfung im Agenda-Setting und in der Politikformulierung untersucht. Der Untersuchungszeitraum der empirischen Analyse beläuft sich auf die Amtsjahre der SPD-Politikerin Heidemarie Wieczorek-Zeul als Bundesministerin für wirtschaftliche Entwicklung und Zusammenarbeit, nämlich 1998 2009. Der Datenkorpus der Untersuchung in Agenda-Setting und Politikformulierung umfasst über 50 Reden von Mitgliedern der Bundesregierung sowie ausgewählte offizielle Politikdokumente, in denen relevante Textpassagen enthalten sind. Die beispielhafte Untersuchung der Institutionalisierung im Lichte der Verknüpfungen von Entwicklung und Sicherheit bezieht sich auf weitere Primär- und Sekundärquellen.
Auf der Grundlage der empirischen Analyse wird deutlich, dass unterschiedliche Interpretationen in der staatlichen deutschen Entwicklungspolitik hinsichtlich der Verknüpfung von Entwicklung und Sicherheit über den Untersuchungszeitraum 1998 - 2009 nachgezeichnet werden können. Bemerkenswert ist dabei insbesondere die diffuse Vielfalt der Konstruktionen des Sicherheitsbegriffs. Außerdem wird anhand der empirischen Untersuchung nachgezeichnet, dass zum Teil erhebliche Unterschiede bestehen zwischen den Verknüpfungen von Entwicklung und Sicherheit auf der ressortübergreifenden Ebene einerseits und der entwicklungspolitischen Ebene andererseits. Auch die beispielhafte Diskussion von Meilensteinen der institutionalisierten Entwicklungspolitik bestätigt diese Varianzen, die durch die nuancierte Analyse sprachlicher Konstruktionen sichtbar gemacht werden konnte. Ausgehend vom empirischen Ergebnis der Varianz und Variabilität der Begründungsmuster für die Verknüpfungen von Entwicklung und Sicherheit ist es nunmehr möglich, Schlussfolgerungen im Hinblick auf die Forschungsfrage zu ziehen: Ist deutsche Entwicklungspolitik im Lichte der Verknüpfung von Entwicklung und Sicherheit zunehmend eigennutz- und interessenorientiert?
In den Anfangsjahren von Wieczorek-Zeul spielen normative Aspekte wie Gerechtigkeit und Frieden im Zusammenhang mit der Genese des Themenfelds Frieden und Sicherheit eine wichtige Rolle. Prägend für die Politikformulierung sind dabei vor allem die Herausforderungen im Zusammenhang mit der Globalisierung, die den Ausgangspunkt für die Formulierung der von Wieczorek-Zeul geprägten Globalen Strukturpolitik bilden. Eine Eigennutzorientierung im realistischen Sinne scheint nur dann präsent, wenn es um unser Interesse der Wohlstandssicherung geht. Entwicklungspolitische Friedenförderung und Krisenpräventionen dienen dazu, die ökonomischen Kosten von Kriegen zu verringern und leisten einen Beitrag zur Vermeidung von wohlstandsgefährdender Migration. Es wird auf einen Sicherheitsbegriff rekurriert, der die Menschliche Sicherheit der Bevölkerung in den Entwicklungs- und Transformationsländern in den Vordergrund stellt. Nach 9/11 verschieben sich die sprachlichen Konstruktionen weg von unserem Wohlstand und dem Frieden weltweit in Richtung unsere Sicherheit. Artikulierte Eigennutzorientierung mit Bezug auf Sicherheit gewinnt an Dominanz gegenüber moralischen Begründungszusammenhängen. Diese Entwicklung lässt sich vor allem im Rahmen der ressortübergreifenden Interpretationen des Zusammenhangs von Entwicklung und Sicherheit nachzeichnen. Auch bei dieser ressortübergreifenden Verschiebung lässt sich die Verknüpfung von Entwicklung und Sicherheit auf der Ebene des für die deutsche Entwicklungspolitik federführenden Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) hingegen weiterhin als vorwiegend verpflichtungsorientiert deuten. Erst mit der Großen Koalition ab 2005 kann von umfassenderer Neu-Interpretation der Verknüpfung von Entwicklung und Sicherheit ausgegangen werden: Wohlstand und Sicherheit in der Welt werden nunmehr gleichermaßen als in unserem Interesse artikuliert, die neben der internationalen Verpflichtung zur Friedenssicherung als gleichwertig eingeschätzt werden können
Zusammenfassend bringen diese empirischen Ergebnisse im Lichte der theoretischen Deutung ein nuancierter es Bild hervor als in der bisherigen Forschung mit ihrem meist einseitigen Fokus auf einer zunehmenden Interessenorientierung angenommen wurde. Die ideellen Bezüge waren immer präsent als prägender Faktor für die deutsche Entwicklungspolitik, sie haben sich allerdings im Zeitverlauf verändert. Der theoretische Ertrag der Studie und die Policy-Relevanz liegen auf mehreren Ebenen. Erstens wird mit der differenzierten Untersuchung und Deutung deutscher Entwicklungspolitik im Lichte der Verknüpfungen von Entwicklung und Sicherheit die Forschung zum Thema Versicherheitlichung von Entwicklungspolitik angereichert und deren theoretische Prämissen weiterentwickelt. Zweitens leistet die Arbeit einen Beitrag zur Forschung zur deutschen Entwicklungspolitik. Mit der vorliegenden Studie wird diese oft an der Umsetzung und Praxis interessierte Forschung durch die theoretische Beschäftigung mit der Deutung deutscher Entwicklungspolitik angereichert. Dieser Beitrag ergibt sich konkret aus der Anwendung theoretischer Überlegungen der Sicherheitsstudien, aus dem konstruktivistischen Strang der Theorien der Internationalen Beziehungen (IB) sowie konzeptionellen Überlegungen aus der Policy-Forschung, die miteinander verknüpft werden.
Are potential cabinets more likely to form when they control institutional veto players such as symmetric second chambers or minority vetoes? Existing evidence for a causal effect of veto control has been weak. This article presents evidence for this effect on the basis of conditional and mixed logit analyses of government formations in 21 parliamentary and semi-presidential democracies between 1955 and 2012. It also shows that the size of the effect varies systematically across political-institutional contexts. The estimated causal effect was greater in countries that eventually abolished the relevant veto institutions. It is suggested that the incidence of constitutional reform is a proxy for context-specific factors that increased the incentives for veto control and simultaneously provided a stimulus for the weakening of institutional veto power.
The Rio Conventions stand at the centerpiece of international cooperation within the governance area of climate change, biodiversity, and desertification. Due to substantial environmental and political linkages, there are interrelations between the three regimes. This study seeks to examine the inter-institutional relationship between the United Nations Framework Convention on Climate Change, the Convention on Biological Diversity and the United Nations Convention to Combat Desertification by analyzing and assessing their horizontal interplay activities from the starting point of their genesis at Earth Summit in 1992 until today. In this research, I address the connections between the three conventions and identify the conflicting, cooperative, and synergetic aspects of inter-institutional relationship. While the overall empirical analysis suggests weak indications of a conflictive type, this research asserts that the interplay activities have thus far led to a cooperative relationship between the Rio Conventions. Moreover, increasing coordination and collaboration between the conventions’ treaty secretariats signals characteristics of a synergetic relationship, which could open up a potential window of opportunity for these actors to further engage and progress in institutional management in the future. In a conclusion, this study explores the possibility of the formation of an overarching environmental institution as a result of joint institutional management within the complex of climate change, biodiversity, and desertification.
Information flows in EU policy-making are heavily dependent on personal networks, both within the Brussels sphere but also reaching outside the narrow limits of the Belgian capital. These networks develop for example in the course of formal and informal meetings or at the sidelines of such meetings. A plethora of committees at European, transnational and regional level provides the basis for the establishment of pan-European networks. By studying affiliation to those committees, basic network structures can be uncovered. These affiliation network structures can then be used to predict EU information flows, assuming that certain positions within the network are advantageous for tapping into streams of information while others are too remote and peripheral to provide access to information early enough. This study has tested those assumptions for the case of the reform of the Common Fisheries Policy for the time after 2012. Through the analysis of an affiliation network based on participation in 10 different fisheries policy committees over two years (2009 and 2010), network data for an EU-wide network of about 1300 fisheries interest group representatives and more than 200 events was collected. The structure of this network showed a number of interesting patterns, such as – not surprisingly – a rather central role of Brussels-based committees but also close relations of very specific interests to the Brussels-cluster and stronger relations between geographically closer maritime regions. The analysis of information flows then focused on access to draft EU Commission documents containing the upcoming proposal for a new basic regulation of the Common Fisheries Policy. It was first documented that it would have been impossible to officially obtain this document and that personal networks were thus the most likely sources for fisheries policy actors to obtain access to these “leaks” in early 2011. A survey of a sample of 65 actors from the initial network supported these findings: Only a very small group had accessed the draft directly from the Commission. Most respondents who obtained access to the draft had received it from other actors, highlighting the networked flow of informal information in EU politics. Furthermore, the testing of the hypotheses connecting network positions and the level of informedness indicated that presence in or connections to the Brussels sphere had both advantages for overall access to the draft document and with regard to timing. Methodologically, challenges of both the network analysis and the analysis of information flows but also their relevance for the study of EU politics have been documented. In summary, this study has laid the foundation for a different way to study EU policy-making by connecting topical and methodological elements – such as affiliation network analysis and EU committee governance – which so far have not been considered together, thereby contributing in various ways to political science and EU studies.
Using a novel agent-based model, we study how US withdrawal might influence the political process established by the Paris Agreement, and hence the prospects for reaching the collective goal to limit warming below 2 degrees C. Our model enables us to analyze to what extent reaching this goal despite US withdrawal would place more stringent requirements on other core elements of the Paris cooperation process. We find, first, that the effect of a US withdrawal depends critically on the extent to which member countries reciprocate others' promises and contributions. Second, while the 2 degrees C goal will likely be reached only under a very small set of conditions in any event, even temporary US withdrawal will further narrow this set significantly. Reaching this goal will then require other countries to step up their ambition at the first opportunity and to comply nearly 100% with their pledges, while maintaining high confidence in the Paris Agreements institutions. Third, although a US withdrawal will first primarily affect the United States' own emissions, it will eventually prove even more detrimental to other countries' emissions.
