There have been three main phases of political discourse in recent Iranian history. A paternalistic era was accompanied by a phase of absolutistic rule during the Qagar dynasty. This phase was followed by a forced modernization, when the Shah of Iran expanded his absolutistic rule and established a dictatorship. With the Islamic Revolution of 1979, a new phase of political discourse emerged with a tendency towards religious traditionalism. The author states that religion and democracy are not in opposition. However, there is need for dialogue between the East and the West.

The ideological change within the Chilean military before and after the coup in 1973 is the central issue of this article. Before the developments in the early 1970s, the cardinal mindset of the military leaders was one of a state-run evolution of society. After the coup, this thinking changed rapidly into a neoliberal kind. How could this happen? Which explanations have been and which should be discussed? These questions are answered and it is shown that the military itself played a bigger role than previously thought.

This article looks at contemporary Armenia, Georgia, and Azerbaijan and addresses the question of how these states, which suffer from considerable institutional weaknesses, nevertheless retain the ability to control key aspects of statehood, first of all security and a measure of central authority. It is argued that these states invest only in selected aspects of statehood. The needed resources are mobilized by a system of informal taxes, which are then invested in certain selected core functions of statehood. This form of state depends on both formal and informal institutions, which are mutually supportive.
This article is a reply to a statement by Elke Schwinger in WeltTrends 31. The author tries to strike the balance between "coming to terms with the past" and the role of criminal law in this process in Germany. The principle of prohibition of retroactive laws, fixed in the 1990 German Unification Treaty and in the Constitution, had been broken in the trials against the "Mauerschützen" (border guards) in German criminal courts since 1990. There is an artificially constructed past which does not correspond to the reality of the border regime before 1989. The author underlines that today the criminal law is misused for political aims within the German unification process.
In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. In the upcoming fall issue, this debate will be continued with contributions by German foreign policy makers. A final reply by Hellmann will complete the debate in the winter issue of WeltTrends. Wir stehen vor einer Zeitenwende – entweder kommt es zum gemeinsamen Wohlstand oder zum Niedergang Europas in einer immer stärker globalisierten Welt. Deutschland, anteilig mit ca. 20 Prozent die größte und außerordentlich technologiestarke europäische Wirtschaft, trägt dabei eine zentrale politische Verant- wortung. Leider wird die derzeitige schwarz-gelbe Regierung diesen Herausforderungen nicht gerecht. Die seit zwei Jahr- zehnten erfolgreiche Exportoffensive der deutschen Großindustrie, finanziert von Banken, generiert gigantische privatwirtschaftliche Gewinne. Die Reallöhne der Masse der Bevölkerung stagnieren dagegen auf dem Niveau von 1995.
The transition and transformation within the three countries dealt with are still in process. In her essay, the author analyses whether there is a need for Poland to re-define its relationship to Germany and Russia, whilst searching for a new identity and a new place within Europe. She argues that there is a set of historical and geopolitical reasons for doing so. But whilst the Polish aim is to normalise its relationship to its neighbours, the perception of Russians and Germans in Poland is rather different. On the one hand, in the Polish people opinion, Germany is the main promoter of their European institutional integration wishes. On the other, relatively aggressive attitude towards Russia can also be identified. The essay is a strong plea for mutual responsibility and co-operation in favour of peace and security in Europe. Additionally Russia is to be regarded as part of European history, and should thus be involved in the European political process.
Europa in der Krise – ganz Europa? Deutschland hat von der Krise scheinbar profitiert, buchstäblich: sowohl wirtschaftlich als auch politisch. Die deutsche Führungsrolle für das angeb- lich schwankende Konstrukt der Europäischen Union gilt vielen Kommentatoren als normal. Based on the discussion on Germany´s new 'central location', the author tries to sketch Germany´s geopolitical position in view of the constellation of powers in Europe from a national point of view. Die Entwicklung der nationalen Rohstoffstrategie Deutschlands hat in den vergangenen Jahren deutlich an Struktur, Dynamik und Durchsetzungskraft gewonnen. Einige Vorhaben werden bereits realisiert. Dafür stehen der Aufbau von Rohstoffkooperationen mit Zielländern und die Diskussion über die Definition der strategischen Interessen Deutschlands im Rohstoffbereich.

Diese Publikation umfasst die inhaltlichen Resultate des Projektes „Polen und Deutschland im gemeinsamen Europa“, welches von der Berlin-Brandenburgischen Auslandsgesellschaft e.V. getragen und von der Europäischen Union im Rahmen des Programms „Europa für Bürgerinnen und Bürger 2007-2013“ gefördert wurde. Das Projekt umfasste mehrere deutsch-polnische studentische Workshops unter Leitung von Prof. Dr. Bogdan Koszel (Adam-Mickiewicz-Universität Poznan) und Prof. Dr. Jochen Franzke (Universität Potsdam) in Potsdam, Frankfurt (Oder), Poznan und Mikuszewo zwischen November 2007 und Juni 2008. Parallel zum Seminarzyklus wurde ein deutsch-polnischer Essay-Wettbewerb ausgeschrieben. Der erste Teil dieser Publikation gibt einen Bericht über dieses Projekt, an dem rund 40 Studenten aus Potsdam und Poznan teilnahmen, um sich gemeinsam über die deutsch-polnischen Beziehungen und die Rolle beider Staaten in der Europäischen Union auszutauschen und die verschiedene Sichten kennenzulernen und zu diskutieren. Im zweiten Teil werden die im Wettbewerb „Gemeinsam für Europa. Neue Wege zur deutsch-polnischen Zusammenarbeit“ prämierten Essays veröffentlicht. Die Essays werden in der jeweils eingereichten Sprache und Form veröffentlicht und spiegeln die Meinung der Autoren, nicht unbedingt der Herausgeber wider. Die Auswahl der Sieger im Essaywettbwerb traf Ende April 2008 eine deutsch-polnische Jury, der neben den beiden bereits genannten Workshop-Leitern Prof. Dr. Andrzej Sakson (Instytut Zachodni Poznan), HD Dr. Raimund Krämer (Zeitschrift WeltTrends) und Kilian Kindelberger (Berlin-Brandenburgische Auslandsgesellschaft e.V.) angehörten.
Die vorliegende Arbeit untersucht die Frage, welche Auswirkung die Zunahme irregulärer Migration aus den Gebieten Afrikas südlich der Sahara in die Europäische Union (EU) auf die politischen Beziehungen der Regionen zueinander hat. Wissenschaftliche Arbeiten zu internationaler und irregulärer Migration und ihrer Auswirkung auf die Internationalen Beziehungen sind bisher die Ausnahme. Die vorliegende Arbeit leistet einen Beitrag dazu, diese Lücke zu füllen und Migration aus einer politikwissenschaftlichen Perspektive zu beleuchten. Durch eine fundierte Analyse können Politikstrategien der Afrikanischen und der Europäischen Seite aufgezeigt, die Chancen der Interessensdurchsetzung bewertet und die Wirkung der Kooperation auf die Problematik der irregulären Migration eingeschätzt werden. Die Arbeit baut auf den gängigen Theorien der Internationalen Beziehungen auf, die Hypothesen beruhen auf einer Gegenüberstellung der kooperationspolitischen Annahmen des Neorealismus und des neoliberalen Institutionalismus. Die empirische Überprüfung beruht auf einer qualitativen Inhaltsanalyse zugänglicher Dokumente und Verträge der EU und der African Union (AU) sowie der Westafrikanischen Regionalorganisation ECOWAS. Ergänzt wird die Dokumentenstudie um Experteninterviews mit afrikanischen Botschaftern in Berlin. Die Arbeit kommt zu dem Ergebnis, dass die Zunahme irregulärer Migration zu einer Veränderung in der Europäisch-Afrikanischen Kooperation geführt hat. Migrationspolitik ist zu einem strategischen Bereich der EU-Außenpolitik gegenüber Afrika geworden. In der Europäischen Politik überwiegen trotz Anerkennung der entwicklungspolitischen Möglichkeiten regulärer Migration restriktive Ansätze. Diese wirken sich nachteilig auf die Afrikanischen Herkunftsländer aus und begünstigen eine weitere Zunahme irregulärer Migration. Um angemessene Politikstrategien zu entwickeln ist aufgrund einer nicht zu erwartenden Veränderung der Europäischen Politik insbesondere die Afrikanische Seite gefragt. Hier dominierte in der Vergangenheit eine kritische Haltung gegenüber Personenfreizügigkeit. Erst seit kurzem kommt es zu einer abgestimmten supranationalen Positionierung auf ECOWAS- und AU-Ebene, in der positive Wirkungen regulärer Migration anerkannt werden. Diese spiegeln sich aber bisher nicht in nationalstaatlichen Politiken wider.
Deutschland ist wegen seiner verlässlichen Außenpolitik ein weltweit angesehener Partner. Jedoch gelingt es der deutschen Außenpolitik momentan nicht, mit den Entwicklungen der globalisierten Welt Schritt zu halten. Bei wichtigen Themen hat die deutsche Regierung zu selten versucht, Stellung zu beziehen. Die Fähigkeit zur friedlichen Konfliktlösung muss Hauptanliegen unserer Außenpolitik sein. Als Grundlage dafür muss ein ständiger Dialog auch mit den Ländern, die unsere Werte nicht teilen, vorangetrieben werden.
Dieses Buch stellt das Institut für Internationale Beziehungen (IIB) in Potsdam-Babelsberg von seiner Gründung in den 1950er Jahren bis zu seiner Auflösung im Jahre 1990 dar. The role of the military in the Peruvian revolution of 1968 is the key point of this article. The author, founder of the ELN guerrilla organization, worked together with the military and describes its situation and intentions in a very personal way. Different internal and external factors that led to the failure of the revolution are analysed in detail. The conflicts between the left-wing military and the civilian left are especially emphasized.
Diese Arbeit untersucht die Hypothese inwieweit EU/ESVP und NATO sich in einem Konkurrenzkampf befinden. Dabei werden mehrere Dimensionen beleuchtet. Der zeitliche Aspekt, der organisatorische, der ideengeschichtliche und die spezielle Situation im Politikfeld Sicherheits- und Verteidigungspolitik. Auf Grundlage dieser Parameter wird eine Einschätzung bezüglich der aufgestellten These für die Gegenwart vorgenommen, sowie eine Strategieempfehlung für die nähere Zukunft gemacht.
The author offers a survey of recent studies on the role of the European Union in world affairs. While some theoretical and conceptual progress has been made since the 1970s and 1980s, a good deal of the current work is still largely descriptive. Only a small number of studies take factors such as culture, norms, or ideas sufficiently into account. Referring to such variables, however, promises a value added for the explanation of certain phenomena in EU external relations. With reference to IR Theory, an institutionalist approach that conceptualises ideas as an intervening variable is therefore proposed.
Während die EU eine schwere Krise erlebt, denkt Russlands Präsident Putin zusammen mit seinen Amtskollegen aus Belarus und Kasachstan laut über die Schaffung einer Eurasischen Union nach. Basierend auf bereits existierenden Organisationsformen im postsowjetischen Raum soll diese Vereinigung zur Brücke zwischen Europa und Asien werden. Welche Hürden dieses Integrationsprojekt überwinden muss und ob das Ganze auf eine Wiederbelebung der UdSSR hinausläuft, analysiert Sergej Birukov. Ergänzt wird das Spezial durch einen Konferenzbericht zum Berliner Eurasischen Klub sowie einem Beitrag zu Kasachstans Rolle bei der Schaffung der ersten kernwaffenfreien Zone in der nördlichen Hemisphäre.
Die EU ist überdehnt. Drei verschiedene, koexistierende Europavisionen erklären den derzeitigen Strategiemangel: Das pragmatische Europa ist nicht transparent, das grenzenlose Europa fördert Ängste unkontrollierbarer Veränderungen, und das Identitäs- Europa befindet sich in einer Sinnkrise. Antwort bieten mehrere Strategien: Ein Transfer einzelner Elemente der europäischen Verfassung in einen Europavertrag; Orientierung an einem differenzierten Europa und Bildung von Koalitionen, um Europa zu führen.

Die G8 und Chinas Interessen

Die G8 besitzt aus chinesischer Sicht große Entwicklungsmöglichkeiten. Verglichen mit anderen zwischenstaatlichen Organisationen hat die G8 einzigartige Vorteile angesichts ihrer Macht und Flexibilität. Um ihren Einfluss und ihre Kontrolle über die Weltangelegenheiten zu verstärken, sollte die Gruppe reformiert und erweitert werden. China ist gegenwärtig nicht an einem Beitritt zur G8 interessiert, wohl aber an einer engen Zusammenarbeit. Langfristig ist es allerdings nur eine Frage der Zeit, bis China der G8 beitreten wird.

Die NATO gilt als das erfolgreichste Militärbündnis der Geschichte. Dabei war sie immer zugleich auch ein politisches Bündnis. Notwendig ist die aktuelle Selbstvergewisserung zu Zweck und Hauptaufgaben. Verteidigung, Stabilisierung Europas und internationale Friedensmissionen werden dazu gehören. Wichtig bleibt ein gemeinsamer Wille zum praktischen Untersetzen durch verbesserte militärische Fähigkeiten. Die Allianz sollte das spezifische militärische Instrument in die breiteren internationalen sicherheitsrelevanten Bemühungen einbringen.
The Chinese coastal cities play an increasing economic role in the Yellow Sea region. The inclusion of these cities into the intra Asian economic cooperation is accomplished not only in the conventional sphere of trade but also by a growing involvement in telecommunication networks, technological exchange and the circulation of human resources. That is why these cities emerge as autonomous actors in the East Asian integration process. In this context national states face deep structural change, especially in the field of sovereignty and territory. Concerning the internal situation of China, this change could also cause a turn over of the relationship between the central government and the regions.
Do the transatlantic relations have a future after the Iraq crisis and what will they look like? This question will be discussed in this and the next issue of WeltTrends. For this debate, Thomas Risse, Chair of International Relation at the Freie Universität Berlin, provides the initial input. Risse focuses on controversial issues inside of Europe, the outcome of which will be decisive for the future of the transatlantic relationship. Will the European consensus once constituted by the commitment to international law and multilateralism persist? What is the European position regarding democracy and human rights in the Middle East? Will Europe develop a strategy to cope with the new kind of threats posed by weapons of mass destruction in the hands of dictators or terrorists? Risse´s article has provoked a debate inside the German academic community, whose contributions will be published in the next issue of WeltTrends.

During the violent phases of transformation in post-Soviet Georgia the power of the police passed on to paramilitary groups. Under the rule of president Shevardnadze, however, the police regained a central political role, but it remained embedded in Soviet and pre-Soviet political structures. This becomes visible by looking at the political economy of the police. Informal taxes, purchase of office, and clientelism became established practices within the police. At present, the new government tries to carry out structural reforms in the police sector, which might lead to a break with the current hybrid Georgian state model.

Die Globalisierung Russlands wird durch Rohstoffexporte und hohe Investitionen des Westens in den russischen Energiesektor vorangetrieben. Gleichzeitig festigt sich ein hybrides politisches System mit sowohl autoritären als auch demokratischen Elementen. Soll Russland ein zuverlässlicher Partner des Westens bleiben, müssen die russischen Interessen sowie die neue außenpolitische Stärke berücksichtigt werden.
"Small wars" will play an increasing role in the conflict scenarios of the 21st century, at the expense of inter-state wars. One of the key features of future war is the difficult differentiation between civilian and military targets, between combatants and noncombatants. It is argued that the parallel (and competing) structures of both states and non-state actors using force openly and equally will be a permanent feature of international security policy in the 21st century. This development is tantamount to the dissolution of the monopoly on the legitimate use of force by the states. The state-centered system of international relations has been a distinctive hallmark of the modern period. It is bound to give way, however, to the parallel and competing structures of state actors and non-state actors which was a central attribute of the Middle Ages. At the beginning of the 21st century the welfare state is under pressure from two sides. On the one hand, there is "globalisation", on the other hand seems to be some sort of normative crisis of the welfare state’s moral foundations. The welfare state is said to curtail individual freedom and autonomy. This article rejects this assumption by exploring the philosophical and moral foundations of the welfare state, thereby demonstrating that it is essentially necessary for individual freedom and autonomy. Furthermore, it is shown that individual freedom is also the core principle of liberal democracy and that the welfare state is therefore an indispensable prerequisite for democracy itself.
The aftermath of September 11th is again subject of discussion in the forum of this Winter edition of WeltTrends. Besides scholars from Poland and Germany, wellknown politicians from all parties represented in the Bundestag deal with questions that arise from the brutal attacks of Islamic terrorism in the Western world. There is a wide consensus that conflicts in regions of crises such as the Middle East have to be solved first before peace can be established. More or less constructive suggestions were made concerning the role of Euro-Atlantic institutions. International efforts under the jurisdiction of the UN will have to be strengthened in order to install democratic structures in Afghanistan and elsewhere. Most of the opinions, ideas and impressions represented here have in common that they give an outlook of what will keep the daily political life busy for the next few years.
In this issue, we continue and complete the debate on the future of the transatlantic relationship and of world order after the Iraq war. The debate was initiated by an article by Thomas Risse (Freie Universität Berlin) in WeltTrends 39, which has provoked a remarkable reaction within the German academic community, as documented in WeltTrends 40. This issue features additional comments and the rebuttal by Thomas Risse. Most authors believe that the transatlantic partnership is in a serious crisis, but claim that it remains without an alternative for both sides of the Atlantic.

Appelle an die Erneuerung der transatlantischen Partnerschaft erklingen zurzeit regelmäßig. Sicherlich wird dies auch der basso continuo bei der Visite der Kanzlerin in Washington. Aber jenseits von Wünschen gibt es in der Politik Interessen. Das gilt auch für die Beziehungen zwischen den USA und Deutschland. Der Supermacht im Abschwung steht die aufsteigende geoökonomische Macht mit globalen Interessen gegenüber. Im Thema diskutieren wir dieses Verhältnis aus unterschiedlichen Perspektiven. Weiterhin geht es um die Ukrainekrise, um China sowie um russische Interessen in Afghanistan.

Despite many economic and state reforms in South America, no comparable changes have taken place with regard to civil-military relations: Neither do the armed forces have a clearly defined mission of their own nor are they adequately democratically controlled. The article looks at the present civil-military relations from various angles and explicitly deals with examples from Argentina, Bolivia, Chile and Peru. It presents the reasons for the lack of civilian control over the military and discusses the resulting consequences for domestic and foreign politics.
Die Debatte um die Verschwundenen des Spanischen Bürgerkriegs ist lange nicht beendet. Auch nach der Transition des Landes bleiben etliche Fragen offen und der Staat trägt wenig zu ihrer Aufklärung bei. Die Autorin befasst sich intensiv mit der lokalen Erinnerungskultur Spaniens. Sie analysiert dabei deren Bezug auf internationale Normen und Aufarbeitungserfahrungen in Lateinamerika.
Norwegen rühmt sich gern seiner „offenen Gesellschaft“: Migranten sind willkommen, vor allem qualifizierte Facharbeiter. Nach den jüngsten Wahlen im Sommer 2013, aus denen die Konservativen als Sieger hervorgingen, könnten nun die Einwanderungsgesetze verschärft werden. Schon jetzt bedient sich Norwegen europäischer Regelungen, die seinem Wunsch nach „effektiver Einwanderung“ entgegenkommen.
Academics have been arguing about the political and social changes initiated by communication technologies for more than hundred years. Internet-politics does not have the potential to form a new digital culture of deliberation. The existing background of communication culture is a very important variable which has not been incorporated before. The author suggests five different concepts of politics based on the internet. The model of digital democracy provides a basis for exploring the interconnection between internetbased politics and change in political and communication culture. Digital democracy has the potential to make a difference in public deliberation; however, it needs concerned elites and prudent governance.
There is sufficient evidence of integration processes in the Asia-Pacific rim. But these processes differ profoundly from the European case. On the other hand integration theory up to the present day has been based mainly on the European evidence. Does this mean, that conventional integration theory is irrelevant in the case of the Asia-Pacific development? This contributuion tries to re-examine the theoretical capacity of various approaches (institionalism, functionalism, regionalism, flying geese pattern, regime-theory) when applied to the realities of transnational interaction and international organization in the Asia-Pacific rim.
Mit diesem Appell unterstützen die ehemaligen Präsidenten Polens Lech Wałęsa und Aleksander Kwaśniewski sowie der ehemalige polnische Ministerpräsident Tadeusz Mazowiecki den Abrüstungsappell des neuen US-Präsidenten Barack Obama. Dieser hat das Ziel einer atomwaffenfreien Welt wieder auf die internationale Agenda gehoben. Angesichts ihrer historischen Erfahrungen befürworten die Polen diese Anti-Atomwaffen-Initiative. Um dieser mehr Rückenwind zu verleihen, könnte auch ein stärkeres Engagement führender deutscher Politiker nicht schaden.
In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany’s foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. In the upcoming fall issue, this debate will be continued with contributions by German foreign policy makers. A final reply by Hellmann will complete the debate in the winter issue of WeltTrends. The United States, despite impressive efforts, have not reduced Colombian drug supplies over the recent years. Policy ineffectiveness results from problems in Colombia, including poverty, strong non-state actors, as well as a weak state and society. On the US side, ineffectiveness results from a geographically selective approach, a reliance on coercion, and bilateralism. The US has exacerbated human rights violations, environmental destruction, the displacement of the drug industry within Colombia, and the spread of Colombian problems to neighbouring countries.
Das Pro und Contra hinsichtlich bewaffneter Drohnen für die Bundeswehr schwelte hierzulande bereits seit Längerem, als Bundesverteidigungsminister de Maizière 2012 mit einem befürwortenden Plädoyer aus der Deckung trat und solche Kampfmaschinen als „ethisch neutral“ einstufte. Inzwischen könnte – ohne Einbeziehung des Parlaments – eine Entscheidung der Bundesregierung gefallen sein. In der Antwort auf eine parlamentarische Anfrage der Linkspartei hieß es, „dass eine durchhaltefähige bewaffnete Aufklärung […] als Schutz bei plötzlich auftretenden gravierenden Lageänderungen unbedingt erforderlich ist“.
The increasing concentration of power in the hands of the presidential families in all Central Asian states led to the personalisation of the state during the last years. The presidents successfully established neo-patrimonial, authoritarian regimes with a high level of consolidation but without fulfilling the criterion of democracy. The article explores the strategies the presidents use to maintain their authority and discusses which political developments can be expected concerning the question of succession.

Dieser Text ist ein Klassiker der vergleichenden Politikwissenschaft. In den 1960er Jahren erarbeitete Juan Linz am Beispiel des Franco-Regimes das Konzept eines dritten Regimetyps neben Demokratie und Totalitarismus. Es sollte der wirkungsmächtige Anstoß zum Nachdenken über autoritäre Regime werden: Ein Nachdenken, das angesichts aktueller weltpolitischer Entwicklungen fortgesetzt werden muss - und wozu diese erste deutschsprachige Übersetzung des Klassikers einen Beitrag leistet.
Präsident Obama reagiert auf drei zentrale Machtverschiebungen, auf die weltpolitische von West nach Ost, auf die angestiegene Bedeutung der asiatischen Region und schließlich auf die wachsenden Konflikte im asiatischen Raum. Er weiß um die begrenzte Fähigkeit der USA zur globalen Einflussnahme. Zwar wankt der alte Hegemon USA derzeit, jedoch hält die bislang nur schemenhafte neue Weltordnung für den Westen mehr Chancen als Risiken bereit – wenn er klüger als bisher für die eigenen Werte und Interessen einsteht.
The failure of politics is closely connected with deeply rooted misconceptions about the term politics. The author argues that a re-reading of Immanuel Kant's work "The Perpetual Peace" written 200 years ago offers a challenging possibility for a new conceptualization of politics, morality and peace. Morality is seen by Kant as an essential dimension of politics and the implementation and acknowledgement of laws by moral demands is defined as a precondition for a community of free citizens. In its public discourse politics does require law and morality. Deriving future rights from existing laws is one of the most favored argumentation used by politicians in the public. If the needs of law and justice are interpretated by politicians in their own interest, i.e. above all guarantees for the realization of political selfdetermination, then a real chance will exist for improving peace in the future.
The dramatic changes in international relations characterized by the terms "Complex Interdependence" and "Segmentary Globalization" call for new explanation. The author considers the post-modern approaches, a critical analysis of which he presents, to be one possibility to do that. In studies of international policy, these post-modern influences are gaining ground in disputes with realistic and neo-realistic approaches, and they can also clearly be felt in Latin America. Tomassini, based on the historic experiences of Latin America, forcefully calls for an active and constructive incorporation of the region into international developments. For that, Latin-American societies have to establish modern, and open political as well as economic systems which are able to meet those challenges.
In der Diskussion um die internationale Rolle Europas ist die Gemeinsame Außen- und Sicherheitspolitik (GASP) Gegenstand häufiger Kontroversen. Ist die EU-Außenpolitik „das blutärmste Produkt der europäischen Integration“ (Kagan 2002) oder gar Beleg für eine wachsende Kluft zwischen Erwartungen und Fähigkeiten (Hill 1998)? Deutlich im Gedächtnis ist noch die Zerrissenheit und Einflusslosigkeit der europäischen Außenpolitik während des Irakkrieges 2003. Sind entsprechende Bemühungen der EU also nicht der Rede wert? Sind die Vorschläge zu Reformen der Verfahren und Institutionen, wie sie der Europäische Konvent zur Zukunft Europas und die anschließende Regierungskonferenz zuletzt vorlegten1, nur Sandkastenspielzeug für Politikwissenschaftler? Oder verspricht der geplante Verfassungsvertrag den strategischen Durchbruch, der die EU zu einem wirklichen außen- und sicherheitspolitischen Akteur im internationalen System werden lässt?

Welche Konsequenzen wird Präsidentin Rousseff daraus ziehen und was bedeutet dies für die anderen Linksregierungen in Südamerika?
Afghanistan steht vor einem Wendepunkt. Die Lage beim Abzug der NATO/ISAF-Truppen gibt wenig Anlass zum Optimismus. Zwar wurden gewisse Fortschritte bei der Entwicklung des Landes erreicht, insgesamt ist die Lage jedoch hinsichtlich Sicherheit, politischem System und Wirtschaft beunruhigend. Afghanistan gehört nach wie vor zu den ärmsten Ländern der Erde und ein anhaltender Frieden ist nicht in Sicht. Im Gegenteil: Die Mehrheit der Afghanen fürchtet die Zukunft.

The author discusses the issue whether the internet and other electronic sources should be used for elections. Online-elections can make the electoral process not only less complex but also cheaper, thus the analysis faster and more reliable. The lower costs could, in turn, lead to a new impulse on direct-democracy-instruments. Comparing the USA, Great Britain, Germany and Switzerland the article provides information about national strategies, discourses and problems, and shows the different political and cultural settings.

Der Diskurs über globale Ernährungssicherung führte Jahrzehnte lang ein Schattendasein. Nun erfährt die Agrarwirtschaft eine Renaissance, doch ob dies den Hungernden zugutekommen wird, ist fraglich: Immer mehr Produkte sollen nicht den Energiebedarf der Menschen, sondern den der Maschinen decken. In unserem aktuellen Thema diskutieren Experten die Möglichkeiten und Risiken dieser veränderten Wertschätzung der Landwirtschaft.
Das europäische Verfassungsprojekt scheiterte an ungünstigen innenpolitischen Umständen. Nun weitet sich der halbherzige Ratifizierungsprozess zu einer Orientierungskrise aus, die auch durch den „Plan D“ der Brüsseler Kommission nicht aufgefangen werden kann. Kernpunkte des Verfassungsentwurfs sollten 2009 erneut zur Diskussion gestellt und in einem paneuropäischen Referendum zur Abstimmung gebracht werden.

This article examines the liberalization and cross-border integration of European financial markets from a political-economic perspective. Three features particularly come to the fore: First, national liberalization and European integration have been two sides of one integrated political process that owes its specific dynamics to the conflicts of interest between different groups of actors. Second, not only effective liberalization, but also market integration relies on an extension and formalization of public financial market regulation – and thus seemingly on ‘more state’. Third, the established distinction between ‘state’ and ‘market’ and their respective roles is insufficient for a proper understanding for the politics of financial market regulation.
The central focus of this essay is the "politicisation" of ethnicity in contemporary German immigration policy and its underlying ethnic ideology. Emphasis is put on the relevance of ethnicity and how it is viewed within the framework of German immigration policy. The author discusses German citizenship policy and its ideology, which creates ethnic boundaries in order to serve as a mechanism to defend limited access to German citizenship. The effects of the elevation of so-called ethnic groups through privileged immigration are explained with the example of ethnic German emigrants living in the former Soviet Union – the "Auslandsdeutschen" – and the process of their ethnic formation.
The European Employment Strategy (EES) belongs to the European Union’s „softer“, legally non-binding policy instruments. Many politicians and academics associated its introduction with the expectation for a strengthening of the EU’s social dimension and democratic quality. This article examines whether, so far, the EES can be regarded as effective and legitimate. To illustrate this, the author briefly examines the role of the EES for the development of labour market policy in Germany and the UK.
