The main thread of this review article is to identify the reasons of how to account for the trajectory of American power in the region. Leaving behind the vast amount of highly politicised and hastily compiled volumes of recent years (notwithstanding valuable exceptions), the monographs composed by Lawrence Freedman, Trita Parsi and Oliver Roy attempt to subtly disentangle the intricacies of US involvement in the region from highly distinct perspectives. One caveat for International Relations theorists is that none of the
aforementioned authors intends to provide theoretical frameworks for his examination. However, since IR theory has damagingly neglected history in the last decades, the works under review here, at least in part, compensate for this disciplinary and intellectual failure. In conclusion, Freedman’s in-depth approach as a diplomatic historian, with its under-lying reference to the various traditions in US foreign policy thinking, is most illuminating, while Parsi’s contestable account focuses too narrowly on the Iran-Israel relationship. Roy’s explications fail to show how and why the ‘ideological’ element in US foreign policy came to carry exceedingly more weight after 2001 than it did in the 1990s.

In einer Welt mit stetig wachsendem Energiebedarf herrscht ein Kampf um Ressourcen, sodass Rohstoffe zunehmend politisches Handeln bestimmen. Lutz Kleinwächter, Volker Steinbach, Leiter der Deutschen Rohstoffagentur, und Rüdiger Schwarz analysieren die deutsche Rohstoffstrategie. Wissen wir, was wir tun müssen, oder tappen wir bald planlos durchs Dunkel, weil uns die Energie ausgeht?
In Stanley Kubricks Film von 1964 lernten wir, die Bombe zu lieben. Heute, 66 Jahre nach der ersten nuklearen Detonation, haben wir uns mit dem Wissen um ihre absolute Zerstörungskraft arrangiert. In einer multipolaren Welt scheint die atomare Währung jedoch an Wert zu verlieren. Ist die Vision einer nuklearwaffenfreien Zukunft also nur ein Traum oder können wir lernen, auf die Bombe zu verzichten? Rolf Mützenich, MdB und außenpolitischer Sprecher der SPD-Bundestagsfraktion, hat sich dieser Frage angenommen.
Die jüngsten Unruhen in der arabischen Welt haben eine jahrzehntelange Periode politischer Stagnation beendet. Bei der anstehenden staatlichen Reorganisation werden sowohl Militärs als auch islamistische Bewegungen eine wichtige Rolle spielen. Infolge der Umstürze verschieben sich nicht nur regionale Kräfteverhältnisse, sondern auch die Einflussmöglichkeiten der Weltmächte im Nahen Osten. Die USA und der Westen insgesamt verlieren an Relevanz und müssen ihre Nahostpolitik auf ein neues Fundament stellen. Das machtpolitische Vakuum in dem energie- und sicherheitspolitisch bedeutsamen Raum aber werden neue Akteure wie China und die Türkei füllen.
Ende Juli 2011 jubelt die europäische Presse: Endlich gebe es die nötige Solidarität in der Euro-Zone. Die Angriffe der Rating-Agenturen könnten abgewehrt, die Interessen der Finanzmärkte befriedet werden. Was aber heißt Solidarität hier und heute? Wie ist sie in der Europäischen Union verankert, formal, rechtlich und politisch? Mit was für einer Krise haben wir es überhaupt zu tun? Was verbindet die eingeforderte Solidarität mit der Demokratie? Und welche Rolle spielt Deutschland in dieser Krise? Antworten auf diese Fragen bietet der Text von Heinz Kleger.
Es brodelt in Iran, und das gewaltig! Doch nicht die Straße ist der Ort des Geschehens. Im Schatten der Berichterstattung über die arabischen Rebellionen vom Maghreb bis zum Golf wütet in der Islamischen Republik ein Kampf der Eliten. Diese haben sich im Zuge der grünen Bewegung Teile ihrer Körperschaft entledigt. Grün ist verwelkt; heute tobt ein neuer Machtkampf. Die neue Herausforderung kommt von unerwarteter Seite: aus den innersten Kreisen des Systems selbst. Unliebsam sind nunmehr alte Pfeiler des Regimes: Rafsanjani, Mashāi, aber allen voran Mahmoud Ahmadinejad!
Der Beitrag konzentriert sich auf die neue einheitliche Behördenrufnummer D115, als aktuelles, innovatives eGovernment-Projekt der deutschen Verwaltungsmodernisierung. Als theoretische Grundlage der hier vorliegenden empirischen verwaltungswissen schaftlichen Analyse sekundiert der Multilevel-Governance-Ansatz, welcher die Mehrebenenverflechtung der politisch-administrativen Strukturen, die Vielschichtigkeit und die besondere Governancestruktur des Reformvorhabens am besten erfassen dürfte. Die Analyse der Funktionsweise der Behördenrufnummer D115, der beteiligten Akteure und deren institutionell bedingter Motivation kommt insgesamt zum Ergebnis, dass der Ansatz für das Modernisierungsprojekt als geradezu exemplarisch zu betrachten ist. Die Berücksichtigung des Mehrebenencharakters sowie der dabei zur Anwendung kommen den Netzwerk- und Steuerungsmechanismen sind bei einem solchen Projekt und künftigen eGovernment-Projekten unverzichtbar.
