In vielen Staaten weltweit wächst die Rolle der Zivilgesellschaft. Dieses neunte PTB will einen Beitrag zur wissenschaftlichen Debatte über die Möglichkeiten und Grenzen zivilgesellschaftlichen Engagements der Bürger und ihrer Organisationen leisten. Neben einführenden Artikeln werden in Fallstudien die Situationen der Türkei, des Irans, Ägyptens, Deutschlands, Chinas und Brasiliens betrachtet. Der Band enthält zahlreiche Texte in englischer Sprache.
Im Oktober 1962 entdecken die USA, dass auf Kuba sowjetische Raketen stationiert werden. 90 Meilen vor der eigenen Haustür will die UdSSR ihre Mittelstreckenraketen aufbauen. Der Kalte Krieg droht zum heißen zu werden. Die Welt erlebt in diesem Oktober 1962 die schwerste Krise der Nachkriegszeit; sie steht in jenen Tagen am Rande eines atomaren Weltkrieges. In diesem Text schildert der Autor, der sich über Jahre mit Kuba und den internationalen Beziehungen beschäftigte, die historischen Umstände als auch den konkreten Verlauf dieser Krise. Dabei werden die verschiedenen Aspekte, auch die atmosphärischen und persönlichen, die regionalen und globalen, in ihrer wechselseitigen Beziehungen knapp und anschaulich dargestellt. Chronologie, Glossar und Bibliographie ergänzen diese lesenswerte Collage eines welthistorischen Ereignisses des 20. Jahrhunderts.

Gibt es europäische Werte? Welche sind das? Der Autor, Philosoph und Professor für Politische Theorie an der Universität Potsdam, vertritt in seiner „Pariser Vorlesung“ die These einer europäischen Zivilreligion, die auf der gemeinsamen Vergangenheit und einem Wertekonsens basiert. Er zeigt die Traditionen, die das europäische Wertesystem prägten, und wie diese in den Verfassungsprozess der EU einflossen. Das Papier gibt damit zugleich Impulse für die weitere intellektuelle und politische Debatte über Europa.
Eine atomwaffenfreie Welt

Atomwaffen scheinen als Trumpfkarte im Spiel um die internationale Macht wieder zu stechen. Das könnte weitere Regierungen dazu verführen, nach ihrem Besitz zu streben. Wenn aber immer mehr Staaten und möglicherweise auch Terroristen oder Kriminelle die verheerende Massenvernichtungswaffe in die Hände bekommen, wird das Risiko eines absichtlichen oder auch versehentlichen Atomwaffeneinsatzes enorm ansteigen. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die aktuelle Gefahrenlage. In gut lesbaren Texten und mit anschaulichen Beispielen versehen beschreibt er mögliche Auswege aus dem Dilemma. Dazu gehören die Schaffung kernwaffenfreier Zonen, ein umfassendes Verbot von Nukleartests und weitere Schritte zu einer atomwaffenfreien Welt. Besondere Würdigung erfahren die vielfältigen Bemühungen der Zivilgesellschaft, um die Politiker zum konstruktiven Handeln zu bewegen.

Die Zukunft Osteuropas entscheidet sich im Spannungsfeld zwischen Russland und der EU. Die dortigen Staaten lösen sich aus der einseitigen Abhängigkeit eines erstarkten und seine Interessen im postsowjetischen Raum verteidigenden Russland. Ob die EU diese Chance in Osteuropa nutzen kann, hängt davon ab, ob sich die Mitgliedstaaten bereitfinden, ihre wirtschaftlichen und geopolitischen Interessen in der Region gemeinsam zu verfolgen.
Potsdam hat ein neues Potsdamer Toleranzedikt. Das 100-seitige Edikt ist das Ergebnis eines knapp achtmonatigen Stadtgesprächs, das in Potsdam im Jahr 2008 stattgefunden hat. Oberbürgermeister Jann Jakobs stellte das Buch am 10. Oktober 2008 zusammen mit Projektinitiator Prof. Heinz Kleger, Universität Potsdam, der Öffentlichkeit vor. Es ist anders als das historische "Edikt von Potsdam", kein Erlass von oben, sondern wurde in einem offen angelegten Diskussionsprozess von den Einwohnerinnen und Einwohnern der Stadt Potsdam auf vielfältige Art und Weise gestaltet: auf den stadtweit aufgestellten Diskussionstafeln, in zahlreichen Gesprächen auf Veranstaltungen, in Diskussionsrunden, durch eingesendete Postkarten, erarbeiteten Selbstverpflichtungen und eingebrachten Diskussionsbeiträgen im Internet. Das neue Potsdamer Toleranzedikt besteht aus drei Teilen. Beginnend mit einer Präambel, die den Begriff Toleranz für die Potsdamer und das gemeinsame Zusammenleben beschreibt, wird im ersten Teil ein historischer und aktueller Zusammenhang hergestellt. Der zweite Teil enthält die Ergebnisse des Stadtgesprächs, die detailliert ausgewertet und erläutert wurden. Im dritten Teil wurden die Selbstverpflichtungen unterschiedlichster gesellschaftlicher Akteure aus Potsdam abgebildet. Das Projekt Potsdamer Toleranzedikt ist ein Kooperationsprojekt der Landeshauptstadt Potsdam und des Vereins proWissen Potsdam e.V, unterstützt vom Stifterverband der Deutschen Wissenschaft.
