aus dem Vorwort "Der europäische Verfassungsprozess hat viele Überraschungen erlebt. Überraschend war bereits der Umstand, dass schon kurz nach dem Nein der irischen Wähler zum Vertrag von Nizza im Jahr 2001 dieser Vertrag noch unverändert in Kraft treten konnte und – im Fall des Scheiterns einer europäischen Verfassung – weiterhin Gültigkeit besitzen wird. Kaum vorhersehbar war aber auch, dass sich schon kurz darauf im Jahr 2003 ein Konsens in einem Verfassungskonvent für eine Reform fand, die eine Änderung von weiten Teilen des Vertrags von Nizza vorschlug. Und schließlich dürfte auch im Herbst 2004 die Unterschrift der 25 Staats- und Regierungschefs unter einen leicht modifizierten Reformtext für Überraschung gesorgt haben, dessen Unterzeichnung noch kurz zuvor von Polen und Spanien auf dem EUGipfel im Dezember 2003 blockiert wurde. Auch wenn die Ratifikation dieses Vertrags durch die zahlreich angekündigten Referenden und die inzwischen gescheiterten Volksabstimmungen in Frankreich und den Niederlanden wohl zur schwersten Hürde im Verfassungsprozess wurde, so ist es für die Beobachter der Ereignisse wenig überraschend, dass die Bundesregierung während ihrer sechsmonatigen Ratspräsidentschaft einen Versuch zur Wiederbelebung des Verfassungsvertrags unternehmen möchte." Dieses Buch stellt das Institut für Internationale Beziehungen (IIB) in Potsdam-Babelsberg von seiner Gründung in den 1950er Jahren bis zu seiner Auflösung im Jahre 1990 dar. Zeitzeugen analysieren die Rolle des Instituts im politischen System, beschreiben seine Strukturen und Aufgaben in Forschung und Lehre und diskutieren Defizite und Leistungen dieser außenpolitischen Institution der DDR.
Deutschland ist wegen seiner verlässlichen Außenpolitik ein weltweit angesehener Partner. Jedoch gelingt es der deutschen Außenpolitik momentan nicht, mit den Entwicklungen der globalisierten Welt Schritt zu halten. Bei wichtigen Themen hat die deutsche Regierung zu selten versucht, Stellung zu beziehen. Die Fähigkeit zur friedlichen Konfliktlösung muss Hauptanliegen unserer Außenpolitik sein. Als Grundlage dafür muss ein ständiger Dialog auch mit den Ländern, die unsere Werte nicht teilen, vorangetrieben werden.
Die vorliegende Arbeit untersucht die Frage, welche Auswirkung die Zunahme irregulärer Migration aus den Gebieten Afrikas südlich der Sahara in die Europäische Union (EU) auf die politischen Beziehungen der Regionen zueinander hat. Wissenschaftliche Arbeiten zu internationaler und irregulärer Migration und ihrer Auswirkung auf die Internationalen Beziehungen sind bisher die Ausnahme. Die vorliegende Arbeit leistet einen Beitrag dazu, diese Lücke zu füllen und Migration aus einer politikwissenschaftlichen Perspektive zu beleuchten. Durch eine fundierte Analyse können Politikstrategien der Afrikanischen und der Europäischen Seite aufgezeigt, die Chancen der Interessensdurchsetzung bewertet und die Wirkung der Kooperation auf die Problematik der irregulären Migration eingeschätzt werden. Die Arbeit baut auf den gängigen Theorien der Internationalen Beziehungen auf, die Hypothesen beruhen auf einer Gegenüberstellung der kooperationspolitischen Annahmen des Neorealismus und des neoliberalen Institutionalismus. Die empirische Überprüfung beruht auf einer qualitativen Inhaltsanalyse zugänglicher Dokumente und Verträge der EU und der African Union (AU) sowie der Westafrikanischen Regionalorganisation ECOWAS. Ergänzt wird die Dokumentenstudie um Experteninterviews mit afrikanischen Botschaftern in Berlin. Die Arbeit kommt zu dem Ergebnis, dass die Zunahme irregulärer Migration zu einer Veränderung in der Europäisch-Afrikanischen Kooperation geführt hat. Migrationspolitik ist zu einem strategischen Bereich der EU-Außenpolitik gegenüber Afrika geworden. In der Europäischen Politik überwiegen trotz Anerkennung der entwicklungspolitischen Möglichkeiten regulärer Migration restriktive Ansätze. Diese wirken sich nachteilig auf die Afrikanischen Herkunftsländer aus und begünstigen eine weitere Zunahme irregulärer Migration. Um angemessene Politikstrategien zu entwickeln ist aufgrund einer nicht zu erwartenden Veränderung der Europäischen Politik insbesondere die Afrikanische Seite gefragt. Hier dominierte in der Vergangenheit eine kritische Haltung gegenüber Personenfreizügigkeit. Erst seit kurzem kommt es zu einer abgestimmten supranationalen Positionierung auf ECOWAS- und AU-Ebene, in der positive Wirkungen regulärer Migration anerkannt werden. Diese spiegeln sich aber bisher nicht in nationalstaatlichen Politiken wider.
Die 2016 verabschiedeten Sustainable Development Goals (SDGs) der Vereinten Nationen sind Referenzrahmen von Nachhaltigkeitsstrategien auf Bundes- Landes- und kommunaler Ebene geworden. Städte rückten im Zuge der Agenda 2030 in den Mittelpunkt. Ihre Verwaltungen befinden sich dabei in einem herausfordernden Spannungsfeld: Einerseits haben die SDGs den holistischen Anspruch, vollständig in das Handeln der Kommunen integriert zu werden. Andererseits ist für eine effektive Umsetzung eine starke Anpassung der SDGs an den lokalen Kontext notwendig. Die vorliegende Arbeit betrachtet anhand einer Fallstudie die Frage, wie Kommunen die Nachhaltigkeitsziele der Vereinten Nationen in ihre Handlungsprogramme und Nachhaltigkeitsstrategien übersetzen, und welche Faktoren Einfluss auf diesen Prozess haben. Dabei wird ein translationstheoretischer Ansatz verwendet, der die Übertragung einer Idee in einen lokalen Kontext als aktiven Transfer versteht, bei dem das Handeln der beteiligten Akteure und deren Konstruktion der aufzunehmenden Idee im Fokus steht. Die Translation wird mit Hilfe von qualitativen Interviews nachvollzogen und analysiert. Die Ergebnisse zeigen, dass die SDGs zwar anhand ihrer Relevanz für die Kommune gefiltert werden, der normative Anspruch der SDGs aber erhalten bleibt und angesichts des als gering beurteilten Fortschritts der Kommune besonderes Gewicht erhält. Zentrale Einflussfaktoren für die Translation sind die verfügbaren personellen und finanziellen Ressourcen, die Akzeptanz für die SDGs in Verwaltung, Politik und Gesellschaft und nicht zuletzt das persönliche Engagement einzelner Verwaltungsmitarbeiter*innen.
Die Abrüstungsschmiede

Die Genfer Abrüstungskonferenz ist das einzige multilaterale Verhandlungsorgan zur Ausarbeitung globaler Abrüstungsverträge. Spätestens seit dem Abschluss des Nuklearen Teststoppvertrages 1996 steckt die Konferenz in der Paralyse. Erst im Mai 2009 gelang es endlich wieder, ein Arbeitsprogramm zu vereinbaren. Was nun gebraucht wird, ist der politische Wille aller Staaten, der Genfer Konferenz wieder eine Chance zu geben. Wolfgang Kötter, Dozent an der Universität Potsdam und ausgewiesener Experte auf dem Gebiet der Friedens- und Konfliktforschung, untersucht die Bedingungen der Möglichkeit einer atomwaffenfreien Welt, weist auf das Problem neuer Massenvernichtungswaffen hin und stellt die Frage: eine waffenfreie Welt – Illusion oder Programm? Ein ausgiebiger Dokumententeil mit in der Abrüstungskonferenz entstandenen Verträgen beschließt die Publikation.
