Coping, taming or solving

One of the truisms of policy analysis is that policy problems are rarely solved. As an ever-increasing number of policy issues are identified as an inherently ill-structured and intractable type of wicked problem, the question of what policy analysis sets out to accomplish has emerged as more central than ever. If solving wicked problems is beyond reach, research on wicked problems needs to provide a clearer understanding of the alternatives. The article identifies and explicates three distinguishable strategies of problem governance: coping, taming and solving. It shows that their intellectual premises and practical implications clearly contrast in core respects. The article argues that none of the identified strategies of problem governance is invariably more suitable for dealing with wicked problems. Rather than advocate for some universally applicable approach to the governance of wicked problems, the article asks under what conditions different ways of governing wicked problems are analytically reasonable and normatively justified. It concludes that a more systematic assessment of alternative approaches of problem governance requires a reorientation of the debate away from the conception of wicked problems as a singular type toward the more focused analysis of different dimensions of problem wickedness.
A growing number of expert organizations aim to provide knowledge for global environmental policy-making. Recently, there have also been explicit calls for stakeholder engagement at the global level to make scientific knowledge relevant and usable on the ground. The newly established Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) is one of the first international expert organizations to have systematically developed a strategy for stakeholder engagement in its own right. In this article, we analyze the emergence of this strategy. Employing the concept politics of legitimation, we examine how and for what reasons stakeholder engagement was introduced, justified, and finally endorsed, as well as its effects. The article explores the process of institutionalizing stakeholder engagement, as well as reconstructing the contestation of the operative norms (membership, tasks, and accountability) regulating the rules for this engagement. We conclude by discussing the broader importance of the findings for IPBES, as well as for international expert organizations in general.
Are potential cabinets more likely to form when they control institutional veto players such as symmetric second chambers or minority vetoes? Existing evidence for a causal effect of veto control has been weak. This article presents evidence for this effect on the basis of conditional and mixed logit analyses of government formations in 21 parliamentary and semi-presidential democracies between 1955 and 2012. It also shows that the size of the effect varies systematically across political-institutional contexts. The estimated causal effect was greater in countries that eventually abolished the relevant veto institutions. It is suggested that the incidence of constitutional reform is a proxy for context-specific factors that increased the incentives for veto control and simultaneously provided a stimulus for the weakening of institutional veto power.
This paper examines the function that cross-cultural competence (3C) has for NATO in a military context while focusing on two member states and their armed forces: the United States and Germany. Three dimensions were established to analyze 3C internally and externally: dimension A, dealing with 3C within the military organization; dimension B, focusing on 3C in a coalition environment/multicultural NATO contingent, for example while on a mission/training exercise abroad; and dimension C, covering 3C and NATO missions abroad with regard to interaction with the local population.
When developing the research design, the cultural studies-based theory of hegemony constructed by Antonio Gramsci was applied to a comprehensive document analysis of 3C coursework and regulations as well as official documents in order to establish a typification for cross-cultural competence.
As the result, 3C could be categorized as Type I – Ethical 3C, Type II – Hegemonic 3C, and Type III – Dominant 3C. Attributes were assigned according to each type. To validate the established typification, qualitative surveys were conducted with NATO (ACT), the U.S. Armed Forces (USCENTCOM), and the German Armed Forces (BMVg). These interviews validated the typification and revealed a varied approach to 3C in the established dimensions. It became evident that dimensions A and B indicated a prevalence of Type III, which greatly impacts the work atmosphere and effectiveness for NATO (ACT). In contrast, dimension C revealed the use of postcolonial mechanisms by NATO forces, such as applying one’s value systems to other cultures and having the appearance of an occupying force when 3C is not applied (Type I-II). In general, the function of each 3C type in the various dimensions could be determined.
In addition, a comparative study of the document analysis and the qualitative surveys resulted in a canon for culture-general skills. Regarding the determined lack of coherence in 3C correlating with a demonstrably negative impact on effectiveness and efficiency as well as interoperability, a NATO standard in the form of a standardization agreement (STANAG) was suggested based on the aforementioned findings, with a focus on: empathy, cross-cultural awareness, communication skills (including active listening), flexibility and adaptability, and interest. Moreover, tolerance of ambiguity and teachability, patience, observation skills, and perspective-taking could be considered significant. Suspending judgment and respect are also relevant skills here.
At the same time, the document analysis also revealed a lack of coherency and consistency in 3C education and interorganizational alignment. In particular, the documents examined for the U.S. Forces indicated divergent approaches. Furthermore, the interview analysis disclosed a large discrepancy in part between doctrine and actual implementation with regard to the NATO Forces.
The Kyoto Protocol’s Clean Development Mechanism (CDM) allows developed countries to meet part of their obligational emission reductions by carrying out emission reduction projects in developing countries. China imposed a price floor to the CDM carbon credits produced in China through its price review policy. Scholars have not agreed on the purpose of China’s price review policy. With a theoretical model and a coherent empirical study, the present study shows that the price floor imposed by China’s price review is more likely to protect those domestic project owners against price discrimination, rather than to distort the CDM market. Nevertheless, China’s price review has its own flaws. Although a regression study shows month of approval, types of projects and location of project can explain 55% of price floor designation, the operation of price review remains quite random and unpredictable in individual cases. This would bring extra bureaucratically uncertainty on its way to curb market uncertainty. Its function can be fulfilled by alternative policy tools with better economic efficiency and legal legitimacy, such as mandatory price disclosure and trading forum, which doesn’t have such drawback, but still be able to alleviate possible price discrimination in individual cases.
The corrosion of character

The topic of this imaginary dialogue between Georg Simmel and Max Weber is the relation between work – in the sense of labour – and personality. Its aim is to show that the thinking of these ‘founding fathers’ of sociology can furnish valuable insight into the current issue of the corrosion of character in contemporary post-Fordist society. The concept of work still represents one of the major factors determining modern individuals’ ability (or inability) to formulate personal, stable identities that enable them to become fully socialized. Both Simmel and Weber make reference to a common theoretical background that views the human being as a creature with originally rational potential, who is faced with the task of becoming a personality by means of consciously chosen life behaviour: This is evident in the parallelism between Simmel’s interest in the concept of ‘style of life’ (Der Stil des Lebens) and Weber’s research on the ‘life conduct’ (Lebensführung) that arose in Western rationalistic culture.
This paper is concerned with the normative underpinnings of popular sustainability indicators and country rankings. Attempts to quantify national sustainability in the form of composite indicators and rankings have increased rapidly over past decades. However, questions regarding validity and interpretability remain. This article combines theoretical and statistical tools to explore how input variables in five popular sustainability indicators can be related to different theoretical paradigms: weak and strong sustainability. It is shown that differences in theoretical interpretations affect input variable selection, which in turn affects indicator output. This points towards the risk of indicators becoming a sort of ‘circular argumentation construct’. The article argues that sustainability indicators and country rankings must be treated as theoretical just as much as statistical instruments. It is proposed that making underlying normative assumptions explicit, and making input variable selection more clear in a theoretical sense, can enhance indicator validity and usability for policy makers and researchers alike.
Purpose
The purpose of this paper is to discuss different approaches of performance measurement and benchmarking as reflexive institutions for local governments in England, Germany and Sweden from a comparative perspective.
Design/methodology/approach
These three countries have been selected because they represent typical (most different) cases of European local government systems and reforms. The existing theories on institutional reflexivity point to the potential contribution of benchmarking to public sector innovation and organizational learning. Based on survey findings, in-depth case studies, interviews and document analyses in these three countries, the paper addresses the major research question as to what extent and why benchmarking regimes vary across countries. It derives hypotheses about the impacts of benchmarking on institutional learning and innovation.
Findings
The outcomes suggest that the combination of three key features of benchmarking, namely - obligation, sanctions and benchmarking authority - in conjunction with country-specific administrative context conditions and local actor constellations - influences the impact of benchmarking as a reflexive institution.
Originality/value
It is shown in the paper that compulsory benchmarking on its own does not lead to reflexivity and learning, but that there is a need for autonomy and leeway for local actors to cope with benchmarking results. These findings are relevant because policy makers must decide upon the specific governance mix of benchmarking exercises taking their national and local contexts into account if they want them to promote institutional learning and innovation.
