Wie Klimaschutz finanzieren?

Zur Finanzierung von Klimaschutz müssen öffentliche Mittel gezielt
eingesetzt werden. Dies beinhaltet auch die Rahmenbedingungen für
private Finanzströme signifikant zu verbessern. Anhand einer Problemanalyse
bestimmen die Autoren Eckdaten für diese Hebelwirkung.
Öffentliche Anschubfinanzierung kann somit die Grundlage für private
Investitionen sein. Dies wird exemplarisch an der Internationalen
Klimaschutzinitiative des Bundesumweltministeriums diskutiert.
Deutschland hat sich innerhalb kurzer Zeit zu einem bedeutenden sicherheitspolitischen Akteur im Weltraum entwickelt. Am 1. Dezember 2010 stellte die Bundesregierung die deutsche Raumfahrtstrategie vor. Immer wieder ist die Rede von der strategischen Bedeutung des Weltraums für die deutsche Sicherheitspolitik. Eine fundierte und überprüfbare Begründung für diese Behauptung fehlt indes. Der Politikwissenschaftler Cornelius Vogt analysiert die strategischen Aspekte deutscher Weltraumsicherheitspolitik. Seine Untersuchung des strategischen Umfeldes, der nationalen Interessen, des sicherheitspolitischen Nutzens des Weltraums und der wichtigsten Anwendungsfelder zeigt, dass der Weltraum zum unverzichtbaren Bestandteil der gesamtstaatlichen Sicherheitsvorsorge avanciert ist.
Aufgrund seines umstrittenen Atomprogramms ist der Iran ein Dauerbrenner in den Medien. Doch nicht nur deshalb sollte das Land Beachtung finden. Ahmad Naderi gewährt uns einen Blick auf die Geopolitik des Iran, der besonders für die in vielen arabischen Staaten unterdrückten Schiiten Orientierungspunkt sein will. Doch strebt das Land die Hegemonie in der Region an? Johannes Reissner (1949-2009) analysiert das Selbstverständnis des Iran und seine Verhaltensmuster. Sollte der Westen seine Politik überdenken?
Aufbauend auf neuen Zugängen zu der Ende der 1970er Jahren entstandenen Regulationstheorie, die die Strukturen und Prozesse kapitalistischer Funktionsweise mit Elementen von Akkumulationsregimen, Regulation und Krise erklärt, werden von der Autorin sowohl der klassische Zugang als auch dessen Adaptionen auf verschiedene andere sozialwissenschaftliche Theorieansätze - wie z. B. dem Neo-Gramscianismus - kritisch hinterfragt. Aus dem Blickwinkel der Entwicklungsforschung und unter Hinzuziehung verschiedener Beispiele gegenwärtiger gesellschaftlicher Transformationsprozesse und emanzipatorischer Experimente in Lateinamerika wird aufgezeigt, dass die Regulationstheorie nach wie vor eine wertvolle Analysegrundlage für den gegenwärtigen Kapitalismus darstellt, jedoch einer Schwerpunktverlagerung bedarf.
Diese Publikation einer Masterarbeit leistet einen Beitrag, die bestehende Forschungslücke hinsichtlich der Rolle rechtspopulistischer Parteien in Regierungsbildungsprozessen zu füllen. Warum haben sich etablierte Parteien und Rechtspopulisten für eine bestimmte Konstellation entschieden? Welche Probleme traten durch den spezifisch rechtspopulistischen Charakter bei der Regierungsbildung auf? Welche Alternativen gibt es? Mittels eines vergleichenden Ansatzes werden dabei als Fallbeispiele die Regierungsbildungsprozesse nach drei Wahlen zu nationalen Parlamenten im Jahr 2010 in Belgien, den Niederlanden und Schweden analysiert.
Das Handbuch informiert über die Menschenrechtsinstitutionen und -verfahren der Vereinten Nationen, der UNESCO und der ILO sowie des Europarates und der Europäischen Union. Die erste Auflage erschien 1998, die jetzt vorliegende dritte Auflage wurde erweitert und aktualisiert. Das Buch bietet neben den erklärenden Texten auch Formblätter für Beschwerden, Adressen, Literaturhinweise und grafische Darstellungen. Das Werk richtet sich unter anderem an Studierende, Menschenrechtsakteure, Personen, die Rechtsschutz suchen und deren Rechtsbeistände.
Der Autor diskutiert die Chancen und Risiken bei der Einbindung
des Südens in die internationale Klimapolitik. Lange Zeit hatten die
Entwicklungsländer am wenigsten zum Klimawandel beigetragen,
wären aber am stärksten von ihm betroffen. Mittlerweile jedoch tragen
diese Länder in erheblichem Maße selbst zum Klimawandel bei. Allerdings
setzen deren Regierungen auf Zeit. Sie erwarten Ressourcentransfers.
Dies verstärkt auch alte Probleme des ‚Rent-Seeking‘.
In diesem einleitenden Beitrag des Themenschwerpunktes wird der
Hintergrund der internationalen Klimaverhandlungen erläutert und
die Ergebnisse des Kopenhagen-Akkords vorgestellt. Angesichts des
Scheiterns der Kopenhagener Konferenz muss die zeitnahe Schließung
eines rechtlich bindenden, globalen Klimaabkommens als unwahrscheinlich
gelten. Die Klimapolitik wird zukünftig verstärkt auf nationalstaatlicher
und transnationaler Ebene erfolgen.

Der Klimawandel birgt globale Risiken. Dies ist weithin anerkannt. Umstritten ist die Frage, wie diesen Gefahren zu begegnen ist. 14 Jahre nach Kyoto ist klar: Klimapolitik ist Interessenpolitik. Das zeigte zuletzt die UN-Klimakonferenz 2011 in Durban mit ihren unverbindlichen Ergebnissen. In diesem Sammelband analysieren Experten Ursachen für das Scheitern der vergangenen Klima-Konferenzen und Konsequenzen für die künftige Klimapolitik. Insbesondere geht es um die Politik der Akteure China und Indien, um die Rolle der NGOs und die Klimafrage in der Entwicklungspolitik. Zugleich wird die deutsche Klimapolitik diskutiert und die Politik Brandenburgs von der verantwortlichen Ministerin vorgestellt.
