Ende Juli 2011 jubelt die europäische Presse: Endlich gebe es die nötige Solidarität in der Euro-Zone. Die Angriffe der Rating-Agenturen könnten abgewehrt, die Interessen der Finanzmärkte befriedet werden. Was aber heißt Solidarität hier und heute? Wie ist sie in der Europäischen Union verankert, formal, rechtlich und politisch? Mit was für einer Krise haben wir es überhaupt zu tun? Was verbindet die eingeforderte Solidarität mit der Demokratie? Und welche Rolle spielt Deutschland in dieser Krise? Antworten auf diese Fragen bietet der Text von Heinz Kleger.
Region-Nation-Europa

Politische Theorie hat ihre Zeit und ihren Ort. Die Potsdamer Reihe ‚Region-Nation-Europa’ geht von der Region Berlin-Brandenburg in der neuen Mitte Europas aus. Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Politische Theorie muss in der Fortschrittskrise einer verstädterten Welt urban aufgeklärte Theorie sein, sie ist ein Produkt der Stadt und nicht der Schule.

Politische Theorie hat ihre Zeit und ihren Ort. Die Potsdamer Reihe ‚Region-Nation-Europa’ geht von der Region Berlin-Brandenburg in der neuen Mitte Europas aus. Durch den europäischen Integrationsprozess gibt es tief eingreifende Entscheidungen, die von den Bevölkerungen diskutiert und bestätigt werden müssen. Politische Theorie muss in der Fortschrittskrise einer verstädterten Welt urban aufgeklärte Theorie sein, sie ist ein Produkt der Stadt und nicht der Schule.
Das momentane Urteil fällt ambivalent aus: Das Projekt einer EU-Verfassung ist erfolgreich gescheitert. Das heißt: Das Ziel der deutschen Ratspräsidentschaft, eine substantielle Einigung über die Inhalte einer neuen Vertragsreform unter Beibehaltung der Grundzüge des Konventsentwurfs herbeizuführen, ist geglückt. Der europäische Verfassungsprozess wurde hingegen auf einen Reformprozess der bestehenden Verträge reduziert. Wir kritisieren den mangelnden Einbezug der Unionsbürgerschaft in das Ratifizierungsverfahren sowie die Uneinheitlichkeit dieser Verfahren (einmal Referendum, einmal nicht).
Potsdam hat ein neues Potsdamer Toleranzedikt. Das 100-seitige Edikt ist das Ergebnis eines knapp achtmonatigen Stadtgesprächs, das in Potsdam im Jahr 2008 stattgefunden hat. Oberbürgermeister Jann Jakobs stellte das Buch am 10. Oktober 2008 zusammen mit Projektinitiator Prof. Heinz Kleger, Universität Potsdam, der Öffentlichkeit vor. Es ist anders als das historische "Edikt von Potsdam", kein Erlass von oben, sondern wurde in einem offen angelegten Diskussionsprozess von den Einwohnerinnen und Einwohnern der Stadt Potsdam auf vielfältige Art und Weise gestaltet: auf den stadtweit aufgestellten Diskussionstafeln, in zahlreichen Gesprächen auf Veranstaltungen, in Diskussionsrunden, durch eingesendete Postkarten, erarbeiteten Selbstverpflichtungen und eingebrachten Diskussionsbeiträgen im Internet. Das neue Potsdamer Toleranzedikt besteht aus drei Teilen. Beginnend mit einer Präambel, die den Begriff Toleranz für die Potsdamer und das gemeinsame Zusammenleben beschreibt, wird im ersten Teil ein historischer und aktueller Zusammenhang hergestellt. Der zweite Teil enthält die Ergebnisse des Stadtgesprächs, die detailliert ausgewertet und erläutert wurden. Im dritten Teil wurden die Selbstverpflichtungen unterschiedlichster gesellschaftlicher Akteure aus Potsdam abgebildet. Das Projekt Potsdamer Toleranzedikt ist ein Kooperationsprojekt der Landeshauptstadt Potsdam und des Vereins proWissen Potsdam e.V, unterstützt vom Stifterverband der Deutschen Wissenschaft.
Viele haben sie schon aufgegeben - eine gemeinsame Verfassung für die Europäische Union. Aber Heinz Kleger, Politologe an der Universität Potsdam und der Europa-Universität Viadrina Frankfurt/Oder, plädiert vehement für eine EU-Verfassung. Er nennt 18 Gründe, warum eine gemeinsame Verfassung immer noch eine gute Idee ist und wie sie wieder belebt werden kann.
