Der vierte Band der Potsdamer Textbücher bringt erstmals den klassischen Text der Politikwissenschaft zum Thema diktatorische Herrschaftssysteme in deutscher Sprache. Juan Linz reflektiert darin die Debatten um Totalitarismus und Demokratie und beschreibt die autoritäre Herrschaft als eigenständige Form politischer Machtausübung. Es ist eine exzellente Auseinandersetzung mit den politischen Phänomenen des 20. Jahrhunderts, die sich durch theoretische Tiefe, empirische Fülle und methodische Klarheit auszeichnet.
Das momentane Urteil fällt ambivalent aus: Das Projekt einer EU-Verfassung ist erfolgreich gescheitert. Das heißt: Das Ziel der deutschen Ratspräsidentschaft, eine substantielle Einigung über die Inhalte einer neuen Vertragsreform unter Beibehaltung der Grundzüge des Konventsentwurfs herbeizuführen, ist geglückt. Der europäische Verfassungsprozess wurde hingegen auf einen Reformprozess der bestehenden Verträge reduziert. Wir kritisieren den mangelnden Einbezug der Unionsbürgerschaft in das Ratifizierungsverfahren sowie die Uneinheitlichkeit dieser Verfahren (einmal Referendum, einmal nicht).
Democracy and citizenship are conceptually and empirically contested. Against the backdrop of recent and current profound transformations in and of democratic societies, this volume presents and discusses acute contestations, within and beyond national borders and boundaries. Democracy's crucial relationships, between state and citizenry as well as amongst citizens, are rearranged and re-ordered in various spheres and arenas, impacting on core democratic principles such as accountability, legitimacy, participation and trust. This volume addresses these refigurations by bringing together empirical analyses and conceptual considerations regarding the access to and exclusion from citizenship rights in the face of migration regulation and institutional transformation, and the role of violence in maintaining or undermining social order. With its critical reflection on the consequences and repercussions of such processes for citizens' everyday lives and for the meaning of citizenship altogether, this book transgresses disciplinary boundaries and puts into dialogue the perspectives of political theory and sociology
Die Beiträge des vorliegenden Sammelbandes widmen sich vorrangig den finanz- und sozialrechtlichen Problemen von Georgien im Transformationsprozess, bieten wichtige Informationen zur aktuellen Situation von Haushalten und zum Steueraufkommen, zu Fragen der Armut und der Einkommensverteilung, zur rechtlichen Fundierung der Finanz- und Sozialpolitik sowie zur Ausgestaltung der gebietskörperschaftlichen Struktur. Die Autoren vermitteln weitgehende Vorschläge zur Reform des Steuer- und Transfersystems sowie zum Aufbau eines friedensstiftenden Föderalstaats, welcher die Kenntnisse über die Wertgrundlagen einer offenen Gesellschaft vertieft, damit den zivilgesellschaftlichen Ansatz unterstützt, eine Stärkung des demokratischen Marktsystems fördert und zugleich das friedliche Zusammenleben in einer unruhigen Region erleichtert.
Die EU-Nachbarschaftspolitik als Instrument externer Demokratieförderung : das Beispiel der Ukraine

Seit 2004 versucht die EU mit der Europäischen Nachbarschaftspolitik demokratische Werte in ihre Nachbarländer zu exportieren. Adressaten sind Länder der Mittelmeerunion und Länder des postsozialistischen Europa, die in der Östlichen Partnerschaft zusammengefasst sind. Als außenpolitisches Instrument bietet die Nachbarschaftspolitik eine Alternative zur Erweiterungspolitik. In erster Linie sollen negative Entwicklungen wie illegale Migration, organisierte Kriminalität, grenzübergreifende Umweltzerstörungen und ethnische Konflikte abgewehrt werden. Die Studie analysiert Externalisierung, Sozialisierung und Imitation als Mechanismen des Europäisierungsprozesses und untersucht im Rahmen einer empirischen Prozessanalyse am Beispiel der Ukraine, welche der von der Europäischen Union angewandten Mechanismen den größten Erfolg für eine Normenadaption bedeuten.
Kenia erlangt Anfang der 1960er seine Unabhängigkeit und wird in der Folge von den Präsidenten Kenyatta und später Moi autoritär regiert. Als Konsequenz des internationalen und nationalen Druckes werden 1991 wieder Mehrparteienwahlen zugelassen. Die Hoffnungen auf einen Trendwechsel werden zunächst aber nicht erfüllt. Präsident Moi bleibt bei den Wahlen 1992 und 1997 siegreich und versucht jeden möglichen Reformprozess aufzuhalten bzw. zu verlangsamen. Mit dem neu gewählten Präsidenten Kibaki entsteht 2002 die Hoffnung auf Veränderung. Aber als alter Wegbegleiter Mois erfüllt Kibaki nicht die internationalen und nationalen Erwartungen. Moi und Kibaki organisieren jeweils kontra-demokratische Eliten hinter sich und nutzen das mächtige Präsidentenamt, die stärkste Institution im politischen System Kenias, um den Status quo so lange wie möglich zu erhalten. Die Parteien werden weder durch die Regierung noch durch die Opposition zu starken Institutionen transformiert und das unstete Verhalten der Geberländer vermag den Einfluss der autoritären Führung nicht dauerhaft einzuschränken.
