Afghanistan steht vor einem Wendepunkt. Die Lage beim Abzug der NATO/ISAF-Truppen gibt wenig Anlass zum Optimismus. Zwar wurden gewisse Fortschritte bei der Entwicklung des Landes erreicht, insgesamt ist die Lage jedoch hinsichtlich Sicherheit, politischem System und Wirtschaft beunruhigend. Afghanistan gehört nach wie vor zu den ärmsten Ländern der Erde und ein anhaltender Frieden ist nicht in Sicht. Im Gegenteil: Die Mehrheit der Afghanen fürchtet die Zukunft.
Afghanistan und die Region

Der Afghanistankonflikt hat seit 2001 deutliche Auswirkungen auf das regionale Umfeld – in Pakistan, Kaschmir, Xinjiang und den zentralasiatischen Republiken. Dies wird sich nach dem Abzug der ISAF-Truppen noch verstärken. Dabei geht es sowohl um die grenzüberschreitenden Folgen der beiden Militärinterventionen als auch um die Wirkungen der innerafghanischen Konflikte auf die gesamte Region. Diese Problematik besitzt ein erhebliches Konfliktpotenzial, das größere Aufmerksamkeit verdient.
Enthüllungen über groß angelegte NSA-Lauschangriffe auf die Bundesrepublik, die auch vor dem Mobiltelefon der Bundeskanzlerin nicht haltmachten, haben mit neuer Intensität nicht nur die Frage nach dem deutsch-amerikanischen Verhältnis auf die Tagesordnung gesetzt. Bedeutet diese Massenspionage, dass Grundrechte in Deutschland von auswärtigen Diensten umstandslos außer Kraft gesetzt werden können? Oder ist sie der Vorbote eines aufziehenden Hegemonialkonflikts zwischen der EU und den USA?
Abgrund Afghanistan

Afghanistan ist seit über 30 Jahren ein von Kriegen geschütteltes Land. Ende 2014 soll der Einsatz der ISAF-Truppen dort beendet werden, doch erscheint dieses „Manöver“ eher wie ein Abbruch denn wie ein geordneter Abzug nach erfolgreicher Mission. Die Sicherheitslage vor Ort ist weiterhin instabil. Das bedeutet auch Instabilität für die Region. Deutsche und internationale Experten ziehen die ernüchternde Bilanz eines militärischen Abenteuers, die bei zukünftigen Auslandseinsätzen - auch der Bundeswehr - bedacht werden sollte.
Die Frage nach einer veränderten Strategie des Westens im Atomkonflikt mit dem Iran ist wieder virulent. Bereits auf seiner ersten Pressekonferenz hat der als gemäßigt geltende neue iranische Präsident Hassan Ruhani mehr Transparenz über das Atomprogramm seines Landes in Aussicht gestellt. Ob sich damit ein Fenster der Möglichkeiten öffnet, den Konflikt doch noch einvernehmlich und vor allem friedlich zu lösen, muss sich erweisen.
Präsident Obama reagiert auf drei zentrale Machtverschiebungen, auf die weltpolitische von West nach Ost, auf die angestiegene Bedeutung der asiatischen Region und schließlich auf die wachsenden Konflikte im asiatischen Raum. Er weiß um die begrenzte Fähigkeit der USA zur globalen Einflussnahme. Zwar wankt der alte Hegemon USA derzeit, jedoch hält die bislang nur schemenhafte neue Weltordnung für den Westen mehr Chancen als Risiken bereit – wenn er klüger als bisher für die eigenen Werte und Interessen einsteht.
China und die Welt

Was will China? Diese Frage wird immer wieder gestellt, wenn es um die internationale Positionierung der Volksrepublik geht. In den letzten Heften diskutierte WeltTrends die neue(n) Weltunordnung(en) des 21. Jahrhunderts. Einig war man sich in der Einschätzung, welche Rolle China in der Welt von übermorgen übernehmen wird: Es wird eine globale Macht sein. Ein Autor datierte sogar die Übernahme der hegemonialen Rolle der USA durch China präzise auf das Jahr 2035. Im asiatisch-pazifischen Raum versteht sich China als „Großmacht“. Die Zahl der Nachbarn ist groß und China steht seit Jahrtausenden mit ihnen in einem spannungsreichen Verhältnis. Territorialkonflikte schwelen und brechen von Zeit zu Zeit aus. Auch die USA verstehen sich als pazifische Macht. Dies wurde durch Obama, dem „ersten pazifischen Präsidenten“ der USA, zum neuen außenpolitischen Programm, das militärisch untersetzt wird. Gefährlich, auch für den globalen Frieden, kann es werden, wenn in diesem Raum aus der Konkurrenz zweier großer Mächte ein Kampf wird. Das Rasseln von Säbeln ist bereits hörbar. Dass sich die chinesische Diplomatie dieser Herausforderung mit konfuzianischer Klugheit stellt, überrascht.
Die genaue Anzahl einsatzfähiger Nuklearsprengköpfe Pakistans, einer nach den Standards des internationalen Regimes zur Nichtweiterverbreitung von Kernwaffen (NPT) illegalen Atommacht, ist nicht bekannt. Hans Kristensen, Direktor des Nuclear Information Project der unabhängigen Federation of American Scientists und Kenner der Materie, rechnet mit 90 bis 110, Tendenz: kontinuierlich steigend. Diese Waffen befinden sich in einem Land, das seit Jahrzehnten vom Militär beherrscht wird, das aufgrund der extremen Armut einer Mehrheit der Bevölkerung erheblichen sozialen Sprengstoff in sich birgt und in dem sich Guerilla-Angriffe separatistischer paschtunischer Taliban auch gegen Militärbasen richten, die mit den Kernstreitkräften des Landes in Verbindung gebracht werden. Experten warnen daher vor der Möglichkeit eines fundamental-islamistischen Umsturzes ebenso wie vor der Gefahr, dass einzelne Atomwaffen in die Hände terroristischer Gruppen geraten könnten. Was den letzteren Aspekt anbetrifft, so beruhigt es auch nicht, wenn die pakistanischen Taliban – wie im Mai 2011 – erklären, dass „Pakistan die einzige muslimische Atommacht“ sei und man an diesem Status nichts ändern wolle.
Krieg in Sicht?

Säbelrasseln und Bombendrohungen am Persischen Golf. Israelische Politiker sprechen sich für Angriffe auf iranische Nuklearanlagen aus, bevor es zu "spät" sei. US-Verteidigungsminister Panetta hält einen Angriff Israels auf den Iran im Frühling für wahrscheinlich, während sein Präsident abwiegelt: Israel habe noch keine Entscheidung getroffen, man müsse den Sanktionen mehr Zeit geben. Mittlerweile werden aber die Instrumente scharf gemacht. Die 5. Flotte überwacht den Golf; in der Region sind etwa 40.000 US-Soldaten stationiert. Der Iran setzt auf Seemanöver.
Zwischenruf: Obama und Osama

Wie aus heiterem Himmel teilte US-Präsident Barack Obama mit, Osama bin Laden, der mutmaßlich Hauptverantwortliche für die Anschläge auf das World Trade Center in New York am 11. September 2001, sei durch US-Spezialkräfte erschossen worden. Ist nun der "Kampf der Kulturen" zu Ende? Dann der Hinweis, Osama sei schon zuvor politisch tot gewesen; die arabischen Revolutionen hätten den politischen Schwerpunkt auf Menschenrechte und Demokratie verlegt. Doch die Ermordung bin Ladens deutet eine andere Entwicklung an: Die Abschaffung von Freiheit und Menschenrechten im Namen von Freiheit und Menschenrechten.
