Während die EU eine schwere Krise erlebt, denkt Russlands Präsident Putin zusammen mit seinen Amtskollegen aus Belarus und Kasachstan laut über die Schaffung einer Eurasischen Union nach. Basierend auf bereits existierenden Organisationsformen im postsowjetischen Raum soll diese Vereinigung zur Brücke zwischen Europa und Asien werden. Welche Hürden dieses Integrationsprojekt überwinden muss und ob das Ganze auf eine Wiederbelebung der UdSSR hinausläuft, analysiert Sergej Birukov. Ergänzt wird das Spezial durch einen Konferenzbericht zum Berliner Eurasischen Klub sowie einem Beitrag zu Kasachstans Rolle bei der Schaffung der ersten kernwaffenfreien Zone in der nördlichen Hemisphäre.
Siebzehn Beiträge aus drei Schwerpunktbereichen der soziologischen und historischen Forschungen des polnischen Soziologen Andrzej Sakson, Direktor des Instytut Zachodni in Posen, sind in diesem zehnten PTB zusammengefasst: zu deutsch-polnischen Beziehungen, zu den Minderheiten in Polen und Deutschland sowie zur Migration in Europas Geschichte und Gegenwart. Der Band bietet zugleich einen spannenden Einblick in das zeitgenössische Denken eines der führenden Soziologen Polens.
Der vierte Band der Potsdamer Textbücher bringt erstmals den klassischen Text der Politikwissenschaft zum Thema diktatorische Herrschaftssysteme in deutscher Sprache. Juan Linz reflektiert darin die Debatten um Totalitarismus und Demokratie und beschreibt die autoritäre Herrschaft als eigenständige Form politischer Machtausübung. Es ist eine exzellente Auseinandersetzung mit den politischen Phänomenen des 20. Jahrhunderts, die sich durch theoretische Tiefe, empirische Fülle und methodische Klarheit auszeichnet.
Dieser Text ist ein Klassiker der vergleichenden Politikwissenschaft. In den 1960er Jahren erarbeitete Juan Linz am Beispiel des Franco-Regimes das Konzept eines dritten Regimetyps neben Demokratie und Totalitarismus. Es sollte der wirkungsmächtige Anstoß zum Nachdenken über autoritäre Regime werden: Ein Nachdenken, das angesichts aktueller weltpolitischer Entwicklungen fortgesetzt werden muss - und wozu diese erste deutschsprachige Übersetzung des Klassikers einen Beitrag leistet.

Der Augsburger Soziologe Hans-Jürgen Frieß analysiert sowohl aus politologischer als auch soziologischer Sicht das politische Regime Kubas. Im Fokus steht die Frage der politischen Stabilität. Der Autor diskutiert die politischen, historischen und wirtschaftlichen Rahmenbedingungen der Macht Fidel Castros. Der zeitliche Schwerpunkt der Analyse liegt in den Jahren von 1990 bis 2006, wobei auch vorherige Entwicklungen beleuchtet werden. Das Buch basiert auf einer Dissertation, die 2008 an der Universität Augsburg erfolgreich verteidigt wurde.
Die nachfolgende Länderstudie ist während eines längeren Arbeitsaufenthaltes im Rahmen der internationalen Zusammenarbeit in Kamerun entstanden. Mit ihr versuchen wir, unsere persönlichen Eindrücke und täglichen Beobachtungen in einem Land zu verarbeiten, in dem offenbar alle Hoffnung darauf beruht, dass der alternde Staatspräsident Paul Biya seinen Abschied von der politischen Bühne nimmt und damit ein autokratisches, korruptes Regime sein Ende findet. Diese Hoffnung scheint mit der Erwartung von Francis Fukuyama verbunden zu werden, der 1992 nach dem Zusammenbruch des Sowjet-Imperiums das „Ende der Geschichte“ erklärte, in der Überzeugung, dass das demokratische Gesellschaftsmodell bald überall Einzug halten würde. Bekanntlich hat sich diese Erwartung als zu optimistisch erwiesen. Mit unserer Untersuchung versuchen wir aufzuzeigen, warum sich die Hoffnung auf eine gerechtere Gesellschaft trotz langjähriger Bemühungen westlicher Geber um die Stärkung der Zivilgesellschaft und die Dezentralisierung staatlicher Aufgaben auch in Kamerun kaum erfüllen wird. Ein „Ende der Geschichte“ lässt sich auch für die Zeit nach Paul Biya nicht prognostizieren.
Dieses Buch stellt das Institut für Internationale Beziehungen (IIB) in Potsdam-Babelsberg von seiner Gründung in den 1950er Jahren bis zu seiner Auflösung im Jahre 1990 dar. Zeitzeugen analysieren die Rolle des Instituts im politischen System, beschreiben seine Strukturen und Aufgaben in Forschung und Lehre und diskutieren Defizite und Leistungen dieser außenpolitischen Institution der DDR.
