In der Ausgabe Politisches Lernen 1-2|2019 setzte sich Kurt P. Tudyka mit dem Verhältnis von Theater und Politik auseinander. Er gelangte zu dem ernüchternden Resümee: „Der Anspruch, Theater sei die Schule der Nation, – soweit er überhaupt noch besteht –, müsste aufgegeben werden.“ (S. 32) In Tudykas Einführung hieß es bereits: „Eine politisierende Wirkung auf das Publikum wird bestritten.“ (S. 30) Vor diesem Hintergrund könnte bei Lehrerinnen und Lehrern der Politischen Bildung der Eindruck entstehen, ein Besuch im Theater mit Schülerinnen und Schülern sei didaktisch nicht sinnvoll. Dagegen wird im folgenden Beitrag die Auffassung vertreten, dass ein Theaterbesuch mit den Lernenden durchaus mit Erkenntnisgewinnen, seien sie politisch oder über das Politische hinausweisend, verbunden sein kann. Der Beitrag stellt eine gekürzte Fassung des Textes „Theater und politische Bildung“ dar, der in Markus Gloe / Tonio Oeftering (Hrsg.): Politische Bildung meets Kulturelle Bildung, Baden-Baden (Nomos) 2020, erscheinen wird.
Institutional entrepreneurship comprises the activities of agents who disrupt existing social institutions or create new ones, often to enable diffusion, especially of radical innovations, in a market. The increased interest in institutional entrepreneurship has produced a large number of scholarly publications, especially in the last five years. As a consequence, the literature landscape is somewhat complex and scattered. We aim to compile a quantitative overview of the field within business and management research by conducting bibliometric performance analyses and science mappings. We identified the most productive and influential journals, authors, and articles with the highest impact. We found that institutional entrepreneurship has stronger ties to organization studies than to entrepreneurship research. Additionally, a large body of literature at the intersection of institutions and entrepreneurship does not refer to institutional entrepreneurship theory. The science mappings revealed a distinction between theoretical and conceptual research on one hand and applied and empirical research on the other hand. Research clusters reflect the structure–agency problem by focusing on the change agent’s goals and interests, strategies, and specific implementation mechanisms, as well as the relevance of public agents for existing institutions, and a more abstract process rather than agency view.
Zur Jahreswende 1959/60 sorgten Hakenkreuzschmierereien an jüdischen Einrichtungen in Köln und anderswo für Entsetzen und Empörung. Diese Vorkommnisse machten bewusst, was im Verlauf der 1960er Jahre zu einem Politikum für die jüngere Generation werden sollte: Die mangelnde Aufarbeitung der nationalsozialistischen Vergangenheit. Diese Thematik sowie der von den USA in Vietnam geführte Krieg stellten mobilisierende Faktoren für die Herausbildung einer außerparlamentarischen Opposition (APO) in der Bundesrepublik dar, die sich in der zweiten Hälfte der 1960er Jahre verbreitert. Prof. Ingo Juchler beschreibt den Weg der Politischen Bildung durch die 60er Jahre und die Entwicklung hin zur sog. „didaktischen Wende“.
Eigentlich leben wir heute im Holozän, dem Erdzeitalter, das mit dem Ende der letzten großen Eiszeit vor etwa 12.000 Jahren seinen Ausgang nahm. Doch seit geraumer Zeit ist in Wissenschaft und Öffentlichkeit die Rede vom Anthropozän als der vom Menschen bestimmten gegenwärtigen Epoche. Mit der Begriffsschöpfung soll der gravierende Einfluss des Menschen auf die Umwelt zum Ausdruck gebracht werden, der sich nicht zuletzt in der Versauerung der Meere, im Artensterben und Klimawandel äußert. Doch wie spiegelt sich diese Erkenntnis in der Politischen Bildung wider?
Peer groups are critical socialization agents for the development of social behavior in adolescence, but studies examining peer-group effects on individuals' prosocial behavior are scarce. Using a two-wave, multilevel data set (N = 16,893, 8481 male; 8412 female; mean age at Time 1: 14.0 years) from 1308 classes in 252 secondary schools in Germany, main effects of the classroom level of prosocial behavior, cross-level interactions between the classroom and the individual levels of prosocial behavior at Time 1, and the moderating role of gender were examined. The results showed that adolescents in classrooms with high collective levels of prosocial behavior at Time 1 reported more prosocial behavior at Time 2, about two years later, reflecting a class-level main effect. A significant cross-level interaction indicated that a high classroom level of prosocial behavior particularly affected individuals with lower levels of prosocial behavior at Time 1. The influence of same-gender peers was larger compared with opposite-gender peers. The findings are discussed with respect to social learning mechanisms in the development of prosocial behavior and their implications for interventions to promote prosocial behavior.
In order to achieve the temperature goals of the Paris Agreement, the world must reach net-zero carbon emissions around mid-century, which calls for an entirely new energy system. Carbon pricing, in the shape of taxes or emissions trading schemes, is often seen as the main, or only, necessary climate policy instrument, based on theoretical expectations that this would promote innovation and diffusion of the new technologies necessary for full decarbonization. Here, we review the empirical knowledge available in academic ex-post analyses of the effectiveness of existing, comparatively high-price carbon pricing schemes in the European Union, New Zealand, British Columbia, and the Nordic countries. Some articles find short-term operational effects, especially fuel switching in existing assets, but no article finds mentionable effects on technological change. Critically, all articles examining the effects on zero-carbon investment found that existing carbon pricing scheme have had no effect at all. We conclude that the effectiveness of carbon pricing in stimulating innovation and zero-carbon investment remains a theoretical argument. So far, there is no empirical evidence of its effectiveness in promoting the technological change necessary for full decarbonization. Insights into the dynamics of human behavior in response to flooding are urgently needed for the development of effective integrated flood risk management strategies, and for integrating human behavior in flood risk modeling. However, our understanding of the dynamics of risk perceptions, attitudes, individual recovery processes, as well as adaptive (i.e., risk reducing) intention and behavior are currently limited because of the predominant use of cross-sectional surveys in the flood risk domain. Here, we present the results from one of the first panel surveys in the flood risk domain covering a relatively long period of time (i.e., four years after a damaging event), three survey waves, and a wide range of topics relevant to the role of citizens in integrated flood risk management. The panel data, consisting of 227 individuals affected by the 2013 flood in Germany, were analyzed using repeated-measures ANOVA and latent class growth analysis (LCGA) to utilize the unique temporal dimension of the data set. Results show that attitudes, such as the respondents' perceived responsibility within flood risk management, remain fairly stable over time. Changes are observed partly for risk perceptions and mainly for individual recovery and intentions to undertake risk-reducing measures. LCGA reveal heterogeneous recovery and adaptation trajectories that need to be taken into account in policies supporting individual recovery and stimulating societal preparedness. More panel studies in the flood risk domain are needed to gain better insights into the dynamics of individual recovery, risk-reducing behavior, and associated risk and protective factors.
Background:
The literature on start-up subsidies (SUS) for the unemployed finds positive effects on objective outcome measures such as employment or income. However, little is known about effects on subjective well-being of participants. Knowledge about this is especially important because subsidizing the transition into self-employment may have unintended adverse effects on participants’ well-being due to its risky nature and lower social security protection, especially in the long run.
Objective:
We study the long-term effects of SUS on subjective outcome indicators of well-being, as measured by the participants’ satisfaction in different domains. This extends previous analyses of the current German SUS program (“Gründungszuschuss”) that focused on objective outcomes—such as employment and income—and allows us to make a more complete judgment about the overall effects of SUS at the individual level.
Research design:
Having access to linked administrative-survey data providing us with rich information on pretreatment characteristics, we base our analysis on the conditional independence assumption and use propensity score matching to estimate causal effects within the potential outcomes framework. We perform several sensitivity analyses to inspect the robustness of our findings.
Results:
We find long-term positive effects on job satisfaction but negative effects on individuals’ satisfaction with their social security situation. Supplementary findings suggest that the negative effect on satisfaction with social security may be driven by negative effects on unemployment and retirement insurance coverage. Our heterogeneity analysis reveals substantial variation in effects across gender, age groups, and skill levels. Estimates are highly robust.
How can labour market institutions make workers confident about their economic future? While quantitative studies have repeatedly shown that countries’ labour market regulations and policies are related to variations in workers’ perceived job security, these studies did not explain how these institutions affect workers’ perceptions and expectations. This study seeks to close this gap by analysing qualitative interview data collected on employees in Germany and the U.S. during the great financial crisis (2009–2010). The study's main finding is that policies vary in their effectiveness at making workers feel secure about their jobs. While unemployment assistance can reduce workers’ worries about job loss, dismissal protection does not seem to effectively increase workers’ confidence that their jobs are secure. Overall, employees know relatively little about the policies and regulations that are meant to protect them and have limited trust in their effectiveness. Individual and organisational characteristics seem to be more relevant for employees’ feelings of job security than national-level policies. In particular, comparisons with others who have lower levels of protection increase workers’ perceived security. These insights are particularly important in light of the ongoing changes in the world of work that are making workers’ lives more uncertain and insecure.
Drawing on three waves of survey data from a non-probability sample from Germany, this paper examines two opposing expectations about the pandemic's impacts on gender equality: The optimistic view suggests that gender equality has increased, as essential workers in Germany have been predominantly female and as fathers have had more time for childcare. The pessimistic view posits that lockdowns have also negatively affected women's jobs and that mothers had to shoulder the additional care responsibilities. Overall, our exploratory analyses provide more evidence supporting the latter view. Parents were more likely than non-parents to work fewer hours during the pandemic than before, and mothers were more likely than fathers to work fewer hours once lockdowns were lifted. Moreover, even though parents tended to divide childcare more evenly, at least temporarily, mothers still shouldered more childcare work than fathers. The division of housework remained largely unchanged. It is therefore unsurprising that women, in particular mothers, reported lower satisfaction during the observation period. Essential workers experienced fewer changes in their working lives than respondents in other occupations.
This paper examines and discusses the biases and pitfalls of retrospective survey questions that are currently being used in many medical, epidemiological, and sociological studies on the COVID-19 pandemic. By analyzing the consistency of answers to retrospective questions provided by respondents who participated in the first two waves of a survey on the social consequences of the COVID-19 pandemic, we illustrate the insights generated by a large body of survey research on the use of retrospective questions and recall accuracy.
Understanding and accounting for the effect of exchange rate fluctuations on global learning rates

Learning rates are a central concept in energy system models and integrated assessment models, as they allow researchers to project the future costs of new technologies and to optimize energy system costs. Here we argue that exchange rate fluctuations are an important, but thus far overlooked, determinant of the learning-rate variance observed in the literature. We explore how empirically observed global learning rates depend on where technologies are installed and which currency is used to calculate the learning rate. Using global data of large-scale photovoltaic (>= 5 MW) plants, we show that the currency choice can result in learning-rate differences of up to 16 percentage points. We then introduce an adjustment factor to correct for the effect of exchange rate and market focus fluctuations and discuss the implications of our findings for innovation scholars, energy modellers and decision makers. <br /> Learning rates are a measure of reduction in costs of energy from technologies such as solar photovoltaics. These are often estimated internationally with all monetary figures converted to a single currency, often US dollars. Lilliestam et al. show that such conversions can significantly affect the learning rate estimates.
Friends or foes?

Energy efficiency measures and the deployment of renewable energy are commonly presented as two sides of the same coin-as necessary and synergistic measures to decarbonize energy systems and reach the temperature goals of the Paris Agreement. Here, we quantitatively investigate the policies and performances of the EU Member States to see whether renewables and energy efficiency policies are politically synergistic or if they rather compete for political attention and resources. We find that Member States, especially the ones perceived as climate leaders, tend to prioritize renewables over energy efficiency in target setting. Further, almost every country performs well in either renewable energy or energy efficiency, but rarely performs well in both. We find no support for the assertion that the policies are synergistic, but some evidence that they compete. However, multi-linear regression models for performance show that performance, especially in energy efficiency, is also strongly associated with general economic growth cycles, and not only efficiency policy as such. We conclude that renewable energy and energy efficiency are not synergistic policies, and that there is some competition between them.

Content website providers have two main goals: They seek to attract consumers and to keep them on their websites as long as possible. To reach potential consumers, they can utilize several online channels, such as paid search results or advertisements on social media, all of which usually require a substantial marketing budget. However, with rising user numbers of online communication tools, website providers increasingly integrate social sharing buttons on their websites to encourage existing consumers to facilitate referrals to their social networks. While little is known about this social form of guiding consumers to a content website, the study proposes that the way in which consumers reach a website is related to their stickiness to the website and their propensity to refer content to others. By using a unique clickstream data set of a video-on-demand website, the study compares consumers referred by their social network to those consumers arriving at the website via organic search or social media advertisements in terms of stickiness to the website (e.g., visit length, number of page views, video starts) and referral likelihood. The results show that consumers referred through social referrals spend more time on the website, view more pages, and start more videos than consumers who respond to social media advertisements, but less than those coming through organic search. Concerning referral propensity, the results indicate that consumers attracted to a website through social referrals are more likely to refer content to others than those who came through organic search or social media advertisements. The study offers direct insights to managers and recommends an increase in their efforts to promote social referrals on their websites.
As research on sexual aggression has been growing, methodological issues in assessing prevalence rates have received increased attention. Building on work by Abbey and colleagues about effects of question format, participants in this study (1,253; 621 female; 632 male) were randomly assigned to one of two versions of the Sexual Aggression and Victimization Scale (SAV-S). In Version 1, the coercive tactic (use/threat of physical force, exploitation of the inability to resist, verbal pressure) was presented first, and sexual acts (sexual touch, attempted and completed sexual intercourse, other sexual acts) were presented as subsequent questions. In Version 2, sexual acts were presented first, and coercive tactics as subsequent questions. No version effects emerged for overall perpetration rates reported by men and women. The overall victimization rate across all items was significantly higher in the tactic-first than in the sexual-act-first conditions for women, but not for men. Classifying participants by their most severe experience of sexual victimization showed that fewer women were in the nonvictim category and more men were in the nonconsensual sexual contact category when the coercive tactic was presented first. Sexual experience background did not moderate the findings. The implications for the measurement of self-reported sexual aggression victimization and perpetration are discussed.
Ausgehend von der Debatte um die Genderaspekte der Digitalisierung der Arbeit untersuchen wir den Zusammenhang zwischen der Nutzung digitaler Technologien und der Entwicklung von Geschlechterungleichheiten empirisch. Die Ergebnisse zeigen, dass Frauen in Branchen mit hohem Digitalisierungsgrad unterrepräsentiert sind und dass sich diese Dimension der Geschlechtersegregation in den letzten Jahren verstärkte. Die Unterrepräsentation von Frauen in Branchen mit hohem Digitalisierungsgrad geht mit Nachteilen bei den Verdiensten einher. Die Ergebnisse zeigen zudem, dass der Gender Pay Gap in Branchen mit hohem Digitalisierungsgrad tendenziell größer ist und über die Zeit weniger zurückging als in Branchen, in denen weniger digitale Technologien genutzt werden.
Value research has a long and extensive history of theoretical definitions and empirical investigations using large scale quantitative surveys. However, the way the general population understands, defines, and relates to the concept of values, and how these views vary across individuals is seldom addressed. The present study examined subjective interpretations of the term through focus group interviews, and reports on the development of a Value Conceptualisation Scale (VCS) that distinguishes six dimensions of different views on values: normativity, relevance, validity, stability, consistency, and awareness. Focus group interviews (n = 38) as well as several surveys (n = 100, n = 1519, n = 903, n = 94) were used to develop, refine, and test the scale in terms of response variety, temporal stability, as well as convergent and discriminant validity. These systematic results show that views on values do indeed vary significantly between participants. Correlations with dogmatism, preference for consistency, and metacognition were found for corresponding dimensions. The VCS provides an original measure, which enables future research to explore this variation on the conceptualisation of values.
Since COVID-19 became a pandemic, many studies are being conducted to get a better understanding of the disease itself and its spread. One crucial indicator is the prevalence of SARS-CoV-2 infections. Since this measure is an important foundation for political decisions, its estimate must be reliable and unbiased. This paper presents reasons for biases in prevalence estimates due to unit nonresponse in typical studies. Since it is difficult to avoid bias in situations with mostly unknown nonresponse mechanisms, we propose the maximum amount of bias as one measure to assess the uncertainty due to nonresponse. An interactive web application is presented that calculates the limits of such a conservative unit nonresponse confidence interval (CUNCI).
An update on secular trends in physical fitness of children and adolescents from 1972 to 2015

Background There is evidence that physical fitness of children and adolescents (particularly cardiorespiratory endurance) has declined globally over the past decades. Ever since the first reports on negative trends in physical fitness, efforts have been undertaken by for instance the World Health Organization (WHO) to promote physical activity and fitness in children and adolescents. Therefore, it is timely to re-analyze the literature to examine whether previous reports on secular declines in physical fitness are still detectable or whether they need to be updated. Objectives The objective of this systematic review is to provide an 'update' on secular trends in selected components of physical fitness (i.e., cardiorespiratory endurance, relative muscle strength, proxies of muscle power, speed) in children and adolescents aged 6-18 years. Data Sources A systematic computerized literature search was conducted in the electronic databases PubMed and Web of Science to locate studies that explicitly reported secular trends in physical fitness of children and adolescents. Study Eligibility Criteria Studies were included in this systematic review if they examined secular trends between at least two time points across a minimum of 5 years. In addition, they had to document secular trends in any measure of cardiorespiratory endurance, relative muscle strength, proxies of muscle power or speed in apparently healthy children and adolescents aged 6-18 years. Study Appraisal and Synthesis Methods The included studies were coded for the following criteria: nation, physical fitness component (cardiorespiratory endurance, relative muscle strength, proxies of muscle power, speed), chronological age, sex (boys vs. girls), and year of assessment. Scores were standardized (i.e., converted to z scores) with sample-weighted means and standard deviations, pooled across sex and year of assessment within cells defined by study, test, and children's age. Results The original search identified 524 hits. In the end, 22 studies met the inclusion criteria for review. The observation period was between 1972 and 2015. Fifteen of the 22 studies used tests for cardiorespiratory endurance, eight for relative muscle strength, eleven for proxies of muscle power, and eight for speed. Measures of cardiorespiratory endurance exhibited a large initial increase and an equally large subsequent decrease, but the decrease appears to have reached a floor for all children between 2010 and 2015. Measures of relative muscle strength showed a general trend towards a small increase. Measures of proxies of muscle power indicated an overall small negative quadratic trend. For measures of speed, a small-to-medium increase was observed in recent years. Limitations Biological maturity was not considered in the analysis because biological maturity was not reported in most included studies. Conclusions Negative secular trends were particularly found for cardiorespiratory endurance between 1986 and 2010-12, irrespective of sex. Relative muscle strength and speed showed small increases while proxies of muscle power declined. Although the negative trend in cardiorespiratory endurance appears to have reached a floor in recent years, because of its association with markers of health, we recommend further initiatives in PA and fitness promotion for children and adolescents. More specifically, public health efforts should focus on exercise that increases cardiorespiratory endurance to prevent adverse health effects (i.e. <br /> , overweight and obesity) and muscle strength to lay a foundation for motor skill learning.

The processes of neo-liberalisation, coined as ‘actually existing neo-liberalism’ are by their very nature variegated and context-specific and can appear in multi-faceted and contradictory forms. Consequentially, sociological reflection has tried to conceptualise ongoing processes of transforming the city under the concept of urban neo-liberalism which is generally understood as the contextually specific and path-dependent realisation of neo-liberal restructuration projects, embedded in varying social, political, economic, and cultural ‘regulatory landscapes’. As much as neo-liberalism as ideology and political programme aims at erasing any democratic participation in society, its proponents have taken sides pushing ahead the re-conceptualisation of the city as a market with the right of the stronger ‘to do down the weaker’. The city has become a focal point for neo-liberalism’s war against democracy and citizens. Turning social relations into market transactions in order to restructure cities is not a new idea from the neo-liberals but one of the non-negotiable dogmas of their religion called science.
As overconsumption has negative effects on ecological balance, social equality, and individual well-being, reducing consumption levels among the materially affluent is an emerging strategy for sustainable development. Today's youth form a crucial target group for intervening in unsustainable overconsumption habits and for setting the path and ideas on responsible living. This article explores young people's motivations for engaging in three behavioural patterns linked to anti-consumption (voluntary simplicity, collaborative consumption, and living within one's means) in relation to sustainability. Applying a qualitative approach, laddering interviews reveal the consequences and values behind the anti-consumption behaviours of young people of ages 14 to 24 according to a means-end chains analysis. The findings highlight potential for and the challenges involved in motivating young people to reduce material levels of consumption for the sake of sustainability. Related consumer policy tools from the fields of education and communication are identified. This article provides practical implications for policy makers, activists, and educators. Consumer policies may strengthen anti-consumption among young people by addressing individual benefits, enabling reflection on personal values, and referencing credible narratives. The presented insights can help give a voice to young consumers, who struggle to establish themselves as key players in shaping the future consumption regime.

The Refugee Teachers Program, established at the University of Potsdam, Brandenburg, in 2016, represents a successful model for training and integrating individuals with foreign teaching qualifications through an 18-month teaching and language course. Initially created to help meet the demand for teachers in Germany, the Refugee Teachers Program has been further refined over the course of the last three years in the light of expert meetings, theoretical considerations, and negotiations with the Brandenburg Ministry of Education. This was the first program of its kind in Germany, following an influx of people being forced to migrate from countries such as Syria, Afghanistan, and Iraq in 2015. The program responded to these international events by providing training, work, and refuge for migrants who already had teaching experience in their home countries. More than 85 participants successfully completed the program and many have taken up newly created positions as teachers and pedagogical assistants in German schools. However, a number of hurdles still remain before most of the program's graduates can be granted full employment as teachers in Germany.
Motivation: Corruption is often cited as a central reason why development projects fail. The article tests this claim by assessing whether World Bank projects perform worse in implementation environments with a higher corruption level. The article focuses specifically on bribery between public officials and firms during the procurement of needed goods and services. Approach and Methods: I use data from the World Bank's Enterprise Surveys to avoid the often-criticized corruption perception indices and to allow for an assessment of effects at the subnational level. The analysis builds on an assessment of the performance ratings of 1,228 World Bank projects and covers 87 different countries. Finding: Overall, the article finds a small but statistically significant correlation between the corruption level and project performance. This result indicates that the corruption level of recipient countries should be considered during the design and implementation of projects. Policy Implications: Nonetheless, the relatively small correlation and the low pseudo R-squareds advise not overestimating the relevance of corruption for project performance. At least for the project level, the article finds no indication that corruption is a primary obstacle to aid effectiveness.
It is commonly known that irresponsible alcohol use can have adverse effects. For some people, it results in health problems, for others in productivity loss, and some experience the worst possible outcome of alcohol misuse - death. This paper estimates the effect of reduced alcohol sales hours on alcohol-attributable mortality (AAM) in Estonia. Using novel mortality data from 1997 to 2015, this paper analyzes the effect of alcohol sales policies at both the county level and the country level. By applying the difference-in-differences method and the ARIMA model, this paper finds that the alcohol sales policy reduced AAM to between 1.710 and 2.401 deaths per 100,000 per month, which equals a reduction of 31% to 40% in AAM deaths. These findings suggest that individuals who are the most at risk of dying from alcohol-attributable causes of death benefit remarkably from reduced alcohol availability.
Measuring migration 2.0

The interest in human migration is at its all-time high, yet data to measure migration is notoriously limited. “Big data” or “digital trace data” have emerged as new sources of migration measurement complementing ‘traditional’ census, administrative and survey data. This paper reviews the strengths and weaknesses of eight novel, digital data sources along five domains: reliability, validity, scope, access and ethics. The review highlights the opportunities for migration scholars but also stresses the ethical and empirical challenges. This review intends to be of service to researchers and policy analysts alike and help them navigate this new and increasingly complex field.
Cyber warfare is a timely and relevant issue and one of the most controversial in international humanitarian law (IHL). The aim of IHL is to set rules and limits in terms of means and methods of warfare. In this context, a key question arises: Has digital warfare rules or limits, and if so, how are these applicable? Traditional principles, developed over a long period, are facing a new dimension of challenges due to the rise of cyber warfare. This paper argues that to overcome this new issue, it is critical that new humanity-oriented approaches is developed with regard to cyber warfare. The challenge is to establish a legal regime for cyber-attacks, successfully addressing human rights norms and standards. While clarifying this from a legal perspective, the authors can redesign the sensitive equilibrium between humanity and military necessity, weighing the humanitarian aims of IHL and the protection of civilians-in combination with international human rights law and other relevant legal regimes-in a different manner than before.

Im Beitrag werden ausgewählte Aspekte zur Situation der Nachwuchsförderung skizziert und Anknüpfungspunkte für die haushaltsbezogene Bildung vor dem Hintergrund erster Erfahrungen aus der 2019 gegründeten Nachwuchsgruppe HaBiFo-NEO diskutiert.
Two decades ago, Tarana Burke started using the phrase ‘me too’ to release victims of sexual abuse and rape from their shame and to empower girls from minority communities. In 2017, actress Alyssa Milano made the hashtag #MeToo go viral. This article’s concern is with the role of testimonial practices in the context of sexual violence. While many feminists have claimed that the word of those who claim to being sexually violated by others (should) have political and/or epistemic priority, others have failed to recognize the harm and injury of instances of sexual violence that are not yet acknowledged as such and failed to listen to victims from marginalized social groups. In fact, some feminists have attacked #MeToo for mingling accounts of ‘proper’ sexual violence and accounts that are not ‘proper’ experiences of sexual violence. My aim in this article is to show why this critique is problematic and find a philosophically fruitful way to understand the #MeToo-movement as a movement that strives for moral and conceptual progress.
Empirical investigations on the uncanny valley have almost solely focused on the analysis of people?s noninteractive perception of a robot at first sight. Recent studies suggest, however, that these uncanny first impressions may be significantly altered over an interaction. What is yet to discover is whether certain interaction patterns can lead to a faster decline in uncanny feelings. In this paper, we present a study in which participants with limited expertise in Computer Science played a collaborative geography game with a Furhat robot. During the game, Furhat displayed one of two personalities, which corresponded to two different interaction strategies. The robot was either optimistic and encouraging, or impatient and provocative. We performed the study in a science museum and recruited participants among the visitors. Our findings suggest that a robot that is rated high on agreeableness, emotional stability, and conscientiousness can indeed weaken uncanny feelings. This study has important implications for human-robot interaction design as it further highlights that a first impression, merely based on a robot?s appearance, is not indicative of the affinity people might develop towards it throughout an interaction. We thus argue that future work should emphasize investigations on exact interaction patterns that can help to overcome uncanny feelings.
Digitization and demographic change are enormous challenges for companies. Learning factories as innovative learning places can help prepare older employees for the digital change but must be designed and configured based on their specific learning requirements. To date, however, there are no particular recommendations to ensure effective age-appropriate training of bluecollar workers in learning factories. Therefore, based on a literature review, design characteristics and attributes of learning factories and learning requirements of older employees are presented. Furthermore, didactical recommendations for realizing age-appropriate learning designs in learning factories and a conceptualized scenario are outlined by synthesizing the findings.
BACKGROUND
Anticipating changes in international migration patterns is useful for demographic studies and for designing policies that support the well-being of those involved. Existing forecasting methods do not account for a number of stylized facts that emerge from large-scale migration observations and theories: existing migrant communities - diasporas - act to lower migration costs and thereby provide a mechanism of self-amplification; return migration and transit migration are important components of global migration flows; and poverty constrains emigration.
OBJECTIVE
Here we present hindcasts and future projections of international migration that explicitly account for these nonlinear features.
METHODS
We develop a dynamic model that simulates migration flows by origin, destination, and place of birth. We calibrate the model using recently constructed global datasets of bilateral migration.
RESULTS
We show that the model reproduces past patterns and trends well based only on initial migrant stocks and changes in national incomes. We then project migration flows under future scenarios of global socioeconomic development.
CONCLUSIONS
Different assumptions about income levels and between-country inequality lead to markedly different migration trajectories, with migration flows either converging towards net zero if incomes in presently poor countries catch up with the rest of the world; or remaining high or even rising throughout the 21st century if economic development is slower and more unequal. Importantly, diasporas induce significant inertia and sizable return migration flows.

Developing countries are increasingly impacted by floods, especially in Asia. Traditional flood risk man-agement, using structural measures such as levees, can have negative impacts on the livelihoods of social groups that are more vulnerable. Ecosystem-based adaptation (EbA) provides a complementary approach that is potentially more inclusive of groups that are commonly described as more vulnerable, such as the poor and women. However, there is a lack of disaggregated and quantitative information on the potential of EbA to support vulnerable groups of society. This paper provides a quantitative analysis of the differ-ences in vulnerability to flooding as well as preferences for EbA benefits across income groups and gen -der. We use data collected through a survey of households in urban and rural Central Vietnam which included a discrete choice experiment on preferences for ecosystem services. A total of 1,010 households was surveyed during 2017 through a random sampling approach. Preferences are measured in monetary and non-monetary terms to avoid issues that may arise from financial constraints faced by respondents and especially the more vulnerable groups. Our results reveal that lower income households and women are overall more vulnerable than their counterparts and have stronger preferences for the majority of the EbA benefits, including flood protection, seafood abundance, tourism, and recreation suitability. These findings strongly indicate that EbA is indeed a promising tool to support groups of society that are espe-cially vulnerable to floods. These results provide crucial insights for future implementation of EbA pro-jects and for the integration of EbA with goals targeted at complying with the Sendai Framework and Sustainable Development Goals. Ausgehend von der Teilung in nichtaktive (Haushalt) und aktive Bevölkerung (Markt) fragt der Beitrag nach der Rolle, die statistische Vergleichsverfahren bei dieser Grenzziehung in der Welt der Arbeit spielen. Dies geschieht vor dem Hintergrund der Verzweigung von zwei strukturellen Entwicklungen, nämlich dem Wandel der (Arbeits‑)Welten und der statistischen Vergleichsverfahren. Der Beitrag gehört zu den ersten, der diese Nahtstelle systematisch und empirisch an der nationalen und internationalen (Beschäftigungs‑)Statistik untersucht. In diesem Beitrag schlage ich vor, die beiden Beobachtungsebenen als ein Feld der inter/nationalen Statistik zu verstehen. Ihre Ähnlichkeiten, Unterschiede und Verzweigungen werden soziologisch bislang noch nicht wahrgenommen. Im Unterschied dazu behandele ich sie aus einer wissensgeschichtlichen und wissenssoziologischen Perspektive gemeinsam hinsichtlich ihrer Selektionsleistungen, Beobachtungsinstrumente und Beschreibungsebenen. Die Ergebnisse zeigen die zunehmende Spezifizierung und Ausdehnung der ökonomischen Dimension von Arbeitstätigkeiten, die durch die Ordnungstechniken der inter/nationalen Statistik, verstärkt nach 1945, forciert werden. Diese Verschiebungen, so das Argument, sind eng mit dem Aufstieg des technischen Wissens im „technical internationalism“ verbunden, die nach 1945 das statistische und das Alltagsverständnis von der wirtschaftlich nichtaktiven Haushaltsarbeit bekräftigen.
In response to mounting evidence on the dangers of irregular migration from Africa to Europe, the number of information campaigns which aim to raise awareness about the potential risks has rapidly increased. Governments, international organizations and civil society organizations implement a variety of campaigns to counter the spread of misinformation accelerated by smuggling and trafficking networks. The evidence on the effects of such information interventions on potential migrants remains limited and largely anecdotal. More generally, the role of risk perceptions in the decision-making process of potential irregular migrants is rarely explicitly tested, despite the fact that the concept of risk pervades conventional migration models, particularly in the field of economics. We address this gap by assessing the effects of a peer-to-peer information intervention on the perceptions, knowledge and intentions of potential migrants in Dakar, Senegal, using a randomized controlled trial design. The results show that - three months after the intervention - peer-to-peer information events increase potential migrants' subjective information levels, raise risk awareness, and reduce intentions to migrate irregularly. We find no substantial effects on factual migration knowledge. We discuss how the effects may be driven by the trust and identification-enhancing nature of peer-to-peer communication. <br /> (c) 2021 Elsevier Ltd. All rights reserved.

Family businesses strive not only for economic prosperity but also for social and environmental values and achievements. In an ever-changing business environment, dynamic capabilities are required to sustain performance across these areas. To understand these mechanisms in order to proactively manage them, it is necessary to identify their specific microfoundations and uncover how these relate to sustainability. However, research on sustainability dynamic capabilities in family businesses and their microfoundations is scarce. To address this research gap, we conducted semi-structured interviews with 11 German and Swiss family businesses from different industries of different ages and sizes. Our findings suggest that the majority of dynamic capability microfoundations relate to economic sustainability, with a specific focus on future orientation, traditional mindsets, rapid decision-making, intuition, speed, and resource slack. Further, we find the social aspects of innovative mindsets, human capital investments, and participation to be the specific microfoundations that strongly link with social and, eventually, economic sustainability. However, we did not find specific microfoundations for environmental sustainability.
German secondary education is known for its early, strict selection of students into different schooling tracks based on prior academic performance, based on the assumption that students learn more efficiently when the learning environment is tailored to their individual abilities and needs. While much previous research has shown that entry into tracks is socially selective, less is known whether there are effects of being exposed to a particular school track on educational success and which mechanisms are contributing to these effects. We investigate this question by comparing the learning progress in reading and mathematics of students in the upper and intermediate schooling track over five years of secondary schooling, based on large-scale German-wide longitudinal data (NEPS-SC3). Even when restricting our sample to a group of students with similar preconditions and controlling for skills at the beginning of secondary schooling, we find that the learning progress in the upper track is higher for both domains, suggesting scissor effects of track exposure. It is mainly the average performance level of the class, and to a lesser degree its social background composition, which mediates these effects. In contrast, migration background composition of the class and instructional quality perceived by students hardly contribute to explaining increasing learning gains in the upper track.

Der vorliegende Beitrag analysiert, wie Organisationen Algorithmen, die wir als digitale Beobachtungsformate verstehen, mit Handlungsfähigkeit ausstatten und damit actionable machen. Das zentrale Argument lautet, dass die soziale Relevanz digitaler Beobachtungsformate sich daraus ergibt, dass und wie sie in organisationale Entscheidungsarchitekturen eingebettet sind. Diesen Zusammenhang illustrieren wir am Beispiel des österreichischen Arbeitsmarktservice (AMS), der 2018 einen Algorithmus einführte, um die Integrationschancen arbeitsuchender Personen zu bewerten. Der AMS steht dabei stellvertretend für aktuelle Bestrebungen vieler Organisationen, algorithmische Systeme einzusetzen, um knappe öffentliche Ressourcen vermeintlich effizienter zu distribuieren. Um zu rekonstruieren, wie dies geschieht, zeigen wir, welche Operationen des Kategorisierens, Vergleichens und Bewertens das algorithmische Modell vollzieht. Darauf aufbauend demonstrieren wir, wie das algorithmische Modell in die organisationale Entscheidungsarchitektur eingebunden ist. Erst durch diese Einbindung – die Möglichkeit, Unterschiede für andere, relativ stabil erzeugte Entscheidungen zu machen – entfaltet das digitale Beobachtungsformat soziale Relevanz. Abschließend argumentieren wir, dass algorithmische Modelle, wie sie am Fall des AMS beobachtet werden können, dazu tendieren, sich in Organisationen zu stabilisieren. Dies begründen wir damit, dass die organisationalen Lernchancen im Umgang mit dem Algorithmus dadurch reduziert sind, dass dieser in einem Bereich zum Einsatz kommt, der durch Technologiedefizit und koproduktive Leistungserstellung geprägt ist.
Sexual scripts serve as cognitive representations of typical elements of sexual interactions that guide sexual behavior. To the extent that cognitive scripts for consensual sex comprise elements associated with a risk of experiencing nonconsensual sex, they may be indirectly linked to sexual victimization via risky sexual behavior. A longitudinal study with 2,425 college students in Germany (58% female) examined pathways from sexual scripts for consensual sex, sexual behavior, and sexual victimization over three data waves separated by 12-month intervals. Sexual scripts and behavior were defined as risky to the extent that they include known vulnerability factors for sexual victimization (casual sex, alcohol consumption, ambiguous communication of sexual intentions). Path analyses confirmed that more risky sexual scripts prospectively predicted more risky sexual behavior, which predicted higher odds of sexual victimization. The findings held for men and women and participants with exclusively opposite-sex and both same- and opposite-sex contacts. Moreover, reciprocal influences between risky scripts and risky sexual behavior were found over time, confirming the proposed mutual reinforcement of scripts and behavior. The findings have implications for conceptualizing the role of scripts for consensual sex as vulnerability factors for sexual victimization among women and men and may inform intervention efforts.
The voice gives it away

Two experiments examined the impact of voice pitch on gender stereotyping. Participants listened to a text read by a female (Study 1; N = 171) or male (Study 2, N = 151) speaker, whose voice pitch was manipulated to be high or low. They rated the speaker on positive and negative facets of masculinity and femininity, competence, and likability. They also indicated their own gendered self-concept. High pitch was associated with the ascription of more feminine traits and greater likability. The high-pitch female speaker was rated as less competent, and the high-pitch male speaker was perceived as less masculine. Text content and participants' gendered self-concept did not moderate the pitch effect. The findings underline the importance of voice pitch for impression formation.
Beyond good faith

The ambitious climate targets set by industrialized nations worldwide cannot be met without decarbonizing the building stock. Using Germany as a case study, this paper takes stock of the extensive set of energy efficiency policies that are already in place and clarifies that they have been designed “in good faith” but lack in overall effectiveness as well as cost-efficiency in achieving these climate targets. We map out the market failures and behavioural considerations that are potential reasons for why realized energy savings fall below expectations and why the household adoption of energy-efficient and low-carbon technologies has remained low. We highlight the pressing need for data and modern empirical research to develop targeted and cost-effective policies seeking to correct these market failures. To this end, we identify some key research questions and identify gaps in the data required for evidence-based policy.
Does youth matter?

Previous research has mainly concentrated on the study of certain transitions and the influence of economic and socio-structural factors on partnership status. From a life course perspective, it remains unclear how factors anchored in youth are related to the diversity of partnership biographies. Arguing that individuals act and behave based on prior experiences and resources, I analyse how personal and social resources as well as socio-demographic characteristics influence the turbulence of longitudinal partnership trajectories.
Using a longitudinal dataset from the German LifE Study, I examine partnership histories from the ages 16 to 45. The results suggest that in addition to the influence of an individual's socio-demographic placement (for example, religious commitment and regional living conditions), personal and social resources anchored in youth also have a long-term effect on the diversity of partnership trajectories. This article shows that women are influenced by their attitudes towards marriage and family, while men are influenced by their attitudes towards their careers.
Worth the pain?

How do exporting firms react to sanctions? Specifically, which firms are willing — or capable — to serve the market of a sanctioned country? We investigate this question for four sanctions episodes using monthly data on the universe of French exporting firms. We draw on recent econometric advances in the estimation of dynamic fixed effects binary choice models. We find that the introduction of new sanctions in Iran and Russia significantly lowered firm-level probabilities of serving these sanctioned markets, while the (temporary) lifting of the U.S. sanctions on Cuba and the removal of sanctions against Myanmar had no or only small trade-inducing effects, respectively. Additionally, the impact of sanctions is very heterogeneous along firm dimensions and by case particularities. Firms that depend more on trade finance instruments are more strongly affected, while prior experience in the sanctioned country considerably softens the blow of sanctions, and firms can be partly immune to the sanctions effect if they are specialized in serving “crisis countries”. Finally, we find suggestive evidence for sanctions avoidance by exporting indirectly via neighboring countries.
In the past years, work-time in many industries has become more flexible, opening up a new channel for intertemporal substitution: workers might, instead of saving, adjust their work-time to smooth consumption. To study this channel, we set up a two-period consumption/saving model with wage uncertainty. This extends the standard saving model by also allowing a worker to allocate a fixed time budget between two work-shifts. To test the comparative statics implied by these two different channels, we conduct a laboratory experiment. A novel feature of our experiments is that we tie income to a real-effort style task. In four treatments, we turn on and off the two channels for consumption smoothing: saving and time allocation. Our main finding is that savings are strictly positive for at least 85 percent of subjects. We find that a majority of subjects also uses time allocation to smooth consumption and use saving and time shifting as substitutes, though not perfect substitutes. Part of the observed heterogeneity of precautionary behavior can be explained by risk preferences and motivations different from expected utility maximization. (c) 2021 Elsevier B.V. Using data from the German Socio-Economic Panel and exploiting the staggered implementation of a compulsory schooling reform in West Germany, this article finds that an additional year of schooling lowers the probability of being very concerned about immigration to Germany by around six percentage points (20 percent). Furthermore, our findings imply significant spillovers from maternal education to immigration attitudes of her offspring. While we find no evidence for returns to education within a range of labor market outcomes, higher social trust appears to be an important mechanism behind our findings.

Heat waves are increasingly common in many countries across the globe, and also in Germany, where this study is set. Heat poses severe health risks, especially for vulnerable groups such as the elderly and children. This case study explores visitors' behavior and perceptions during six weekends in the summer of 2018 at a 6-month open-air horticultural show. Data from a face-to-face survey (n = 306) and behavioral observations ( n = 2750) were examined by using correlation analyses, ANOVA, and multiple regression analyses. Differences in weather perception, risk awareness, adaptive behavior, and activity level were observed between rainy days (maximum daily temperature, 25 degrees C), warmsummer days (25 degrees-30 degrees C), and hot days (>30 degrees C). Respondents reported a high level of heat risk awareness, butmost (90%) were unaware of actual heat warnings. During hot days, more adaptive measures were reported and observed. Older respondents reported taking the highest number of adaptive measures. We observed the highest level of adaptation in children, but they also showed the highest activity level. From our results we discuss how to facilitate individual adaptation to heat stress at open-air events by taking the heterogeneity of visitors into account. To mitigate negative health outcomes for citizens in the future, we argue for tailored risk communication aimed at vulnerable groups. <br /> SIGNIFICANCE STATEMENT: People around the world are facing higher average temperatures. While higher temperatures make open-air events a popular leisure time activity in summer, heat waves are a threat to health and life. Since there is not much research on how visitors of such events perceive different weather conditions-especially hot temperatures-we explored this in our case study in southern Germany at an open-air horticultural show in the summer of 2018. We discovered deficits both in people's awareness of current heat risk and the heat adaptation they carry out themselves. Future research should further investigate risk perception and adaptation behavior of private individuals, whereas event organizers and authorities need to continually focus on risk communication and facilitate individual adaptation of their visitors.
Obwohl seit der Finanzkrise 2008 systemische Finanzrisiken das Objekt zahlreicher wissenschaftlicher Studien waren, hat die Frage, unter welchen Bedingungen und Umständen die Auferlegung eines systemischen Finanzrisikos moralisch unzulässig ist, bisher kaum Beachtung gefunden. Ziel dieses Aufsatzes ist es, eine Reihe von normativen Kriterien für die Einschätzung der moralischen Unzulässigkeit von systemischen Risiken zu entwickeln. Darüber hinaus wird argumentiert, dass staatliche und andere relevante Institutionen zwei zentrale Pflichten hinsichtlich des Umgangs mit systemischen Finanzrisiken haben: eine Schutzpflicht gegenüber allen Bürger*innen und eine Sorgfaltspflicht, um die diesen Institutionen obliegenden Kontroll- und Aufsichtsfunktionen verantwortungsvoll auszuüben.
International organizations (IOs) experience significant variation in their decision-making performance, or the extent to which they produce policy output. While some IOs are efficient decision-making machineries, others are plagued by deadlock. How can such variation be explained? Examining this question, the article makes three central contributions. First, we approach performance by looking at IO decision-making in terms of policy output and introduce an original measure of decision-making performance that captures annual growth rates in IO output. Second, we offer a novel theoretical explanation for decision-making performance. This account highlights the role of institutional design, pointing to how majoritarian decision rules, delegation of authority to supranational institutions, and access for transnational actors (TNAs) interact to affect decision-making. Third, we offer the first comparative assessment of the decision-making performance of IOs. While previous literature addresses single IOs, we explore decision-making across a broad spectrum of 30 IOs from 1980 to 2011. Our analysis indicates that IO decision-making performance varies across and within IOs. We find broad support for our theoretical account, showing the combined effect of institutional design features in shaping decision-making performance. Notably, TNA access has a positive effect on decision-making performance when pooling is greater, and delegation has a positive effect when TNA access is higher. We also find that pooling has an independent, positive effect on decision-making performance. All-in-all, these findings suggest that the institutional design of IOs matters for their decision-making performance, primarily in more complex ways than expected in earlier research.
In this paper, we have two goals. First, we argue for a blueprint for hermeneutical injustice that allows us to schematize existing and discover new varieties of hermeneutical injustices. The underlying insight is that Fricker provides both a general concept of hermeneutical injustice and a specific conception thereof. By distinguishing between the general concept and its specific conceptions, we gain a fruitful tool to detect such injustices in our everyday lives. Second, we use this blueprint to provide a further example of hermeneutical injustice that draws our attention to yet another distinction: Some hermeneutical injustices result from a lack or distortion in the collective conceptual resource and some are due to problems in the application of existing concepts. We argue that to combat hermeneutical injustices, we have to make sure not only that individuals have accurate concepts at their disposal but that they have the capabilities to use these concepts adequately.
In times of educational expansion, privileged families are looking for new strategies of distinction. Referring to Pierre Bourdieu’s theory of distinction, we argue that choosing Latin at school – a language that is no longer spoken and therefore has no direct value – is one of the strategies of privileged families to set themselves apart from less privileged families. Based on two surveys we conducted at German schools, the paper analyzes the relationship between parents’ educational background and the probability that their child will learn Latin. Results indicate that historically academic families have the strongest tendency towards learning Latin, followed by new academic families, and leaving behind the non-academic families. We distinguish between four causal mechanisms that might help to explain these associations: cultural distinction, selecting a socially exclusive learning environment, beliefs in a secondary instrumental function of learning Latin, and spatial proximity between the location of humanist Gymnasiums and the residential areas of privileged families. The hypotheses are formalized by means of Directed Acyclic Graphs (DAG). Findings show that the decision to learn Latin is predominately an unintended consequence of the selection of a socially exclusive learning environment. In addition, there is evidence that especially children from historically academic families learn Latin as a strategy of cultural distinction.

Wie hat sich die COVID-19 Pandemie auf geschlechtsspezifische Ungleichheiten im Arbeitsleben und dem subjektiven Wohlbefinden Erwerbstätiger ausgewirkt? Zur Beantwortung dieser Frage analysiert dieser Beitrag drei Wellen einer nicht zufallsbasierten Onlinestichprobe für den Zeitraum Mitte März bis Anfang August 2020 und umfassen damit den Zeitraum des ersten Lockdowns. Die Ergebnisse unserer multivariaten Analysen zeigen: Frauen, Eltern und insbesondere Mütter waren überdurchschnittlich von Arbeitszeitreduzierungen betroffen. Bei der Wahrscheinlichkeit im Homeoffice zu arbeiten gab es nur geringfügige Unterschiede nach Geschlecht und Familiensituation. Die Zufriedenheit mit der Arbeit, dem Familienleben und dem Leben insgesamt ging bei Frauen, Eltern und insbesondere Müttern überproportional stark zurück. Die beobachteten Unterschiede verringern sich gegen Ende des Lockdowns wieder, jedoch unterschiedlich stark für die einzelnen Ergebnisdimensionen.
Der Artikel analysiert aus organisationssoziologischer Perspektive wie die Bundeswehr Gleichstellungsrecht umsetzt. Das zentrale Argument lautet, dass die Bundeswehr das Gleichstellungsrecht managerialisiert, indem sie institutionalisierte Praktiken adaptiert, die es erlauben, das Gleichstellungsrecht für den Zweck der Personalgewinnung auszudeuten. Die Adaption dieser Praktiken wird maßgeblich dadurch begünstigt, dass sich das Gleichstellungsrecht als Lösung mit dem Problem der zukünftigen Personalgewinnung verknüpfen lässt, nachdem die Bundesregierung die Wehrpflicht aussetzte und beschloss, die Bundeswehr wieder zu vergrößern. Der beschriebene Prozess führt auch dazu, dass die Bundeswehr in der Umsetzung des Gleichstellungsrechtes zunehmend großen Unternehmen ähnlicher wird. Insgesamt leistet die vorliegende Studie einen Beitrag zur Analyse der Beziehung staatlicher Organisationen zu ihrer rechtlichen Umwelt.
Immigrant integration has become a primary political concern for leaders in Germany and the United States. The information systems (IS) community has begun to research how information and communications technologies can assist immigrants and refugees, such as by examining how countries can facilitate social-inclusion processes. Migrants face the challenge of joining closed communities that cannot integrate or fear doing so. We conducted a panel discussion at the 2019 Americas Conference on Information Systems (AMCIS) in Cancun, Mexico, to introduce multiple viewpoints on immigration. In particular, the panel discussed how technology can both support and prevent immigrants from succeeding in their quest. We conducted the panel to stimulate a thoughtful and dynamic discussion on best practices and recommendations to enhance the discipline's impact on alleviating the challenges that occur for immigrants in their host countries. In this panel report, we introduce the topic of using ICT to help immigrants integrate and identify differences between North/Central America and Europe. We also discuss how immigrants (particularly refugees) use ICT to connect with others, feel that they belong, and maintain their identity. We also uncover the dark and bright sides of how governments use ICT to deter illegal immigration. Finally, we present recommendations for researchers and practitioners on how to best use ICT to assist with immigration.
This article examines how contact with perceived foreigners affects natives' attitudes towards immigration. Using six waves of individual level panel data from Germany (2007-2017), we find that natives' reported mutual visits with foreigners reduce worries about immigration. However, the results do not imply an increase in this effect in the course of repeated contact. Our analyses also consider the possibility that the effect of out-group contact on attitudes is heterogeneous across social groups. Our results show that contact effects are not restricted to younger age groups but also hold for older age groups. Surprisingly, there are stronger reductions in worries among right-leaning compared to left-leaning individuals.

We investigate how the economic consequences of the pandemic and the government-mandated measures to contain its spread affect the self-employed — particularly women — in Germany. For our analysis, we use representative, real-time survey data in which respondents were asked about their situation during the COVID-19 pandemic. Our findings indicate that among the self-employed, who generally face a higher likelihood of income losses due to COVID-19 than employees, women are about one-third more likely to experience income losses than their male counterparts. We do not find a comparable gender gap among employees. Our results further suggest that the gender gap among the self-employed is largely explained by the fact that women disproportionately work in industries that are more severely affected by the COVID-19 pandemic. Our analysis of potential mechanisms reveals that women are significantly more likely to be impacted by government-imposed restrictions, e.g., the regulation of opening hours. We conclude that future policy measures intending to mitigate the consequences of such shocks should account for this considerable variation in economic hardship.

The COVID-19 pandemic created extraordinary challenges for governments to safeguard the well-being of their people. To what extent has leaders' reliance on scientific advice shaped government responses to the COVID-19 outbreak? We argue that leaders who tend to orient themselves on expert advice realized the extent of the crisis earlier. Consequently, these governments would adopt containment measures relatively quickly, despite the high uncertainty they faced. Over time, differences in government responses based on the use of science would dissipate due to herding effects. We test our argument on data combining 163 government responses to the pandemic with national- and individual-level characteristics. Consistent with our argument, we find that countries governed by politicians with a stronger technocratic mentality, approximated by holding a PhD, adopted restrictive containment measures faster in the early, but not in the later, stages of the crisis. This importance of expert-based leadership plausibly extends to other large-scale societal crises.
International organizations (IOs) try to incorporate policy-specific best practices and country-specific knowledge to increase well-informed decision-making. However, the relative contribution of the two kinds of knowledge to organizational performance is insufficiently understood. The article addresses this gap by focusing on the role of staff in World Bank performance. It posits that country-specific knowledge, sectoral knowledge, and their combination positively contribute to World Bank projects. The argument is tested drawing on a novel database on the tenure, nationality, and educational background of World Bank Task Team Leaders. Three findings stand out. First, country-specific knowledge seems to matter on average, while sectoral knowledge does not. Second, there is some evidence that staff that combine both kinds of knowledge are empowered to make more positive contributions to performance. Third, the diversity and relevance of experience, not length of tenure, are associated with more success. The findings contribute to discussions on international bureaucracies by highlighting how differences between the knowledge of individual staff shape their decision-making and performance. IOs could better tap into the existing resources in their bureaucracies to enhance their performance by rotating staff less frequently between duty stations.
Transnational Lawmaking Coalitions is the first comprehensive analysis of the role and impact of informal collaborations in the UN human rights treaty bodies. Issues as central to international human rights as the right to water, abortion, torture, and hate speech are often only clarified through the instrument of treaty interpretations. This book dives beneath the surface of the formal access, procedures, and actors of the UN treaty body system to reveal how the experts and external collaborators play a key role in the development of human rights. Nina Reiners introduces the concept of 'Transnational Lawmaking Coalitions' within a novel theoretical framework and draws on a number of detailed case studies and original data. This study makes a significant contribution to the scholarship on human rights, transnational actors, and international organizations, and contributes to broader debates in international relations and international law

Social theory has long predicted that social mobility, in particular downward social mobility, is detrimental to the well-being of individuals. Dissociative and “falling from grace” theories suggest that mobility is stressful due to the weakening of social ties, feelings of alienation, and loss of status. In light of these theories, it is a puzzle that the majority of quantitative studies in this area have shown null results. Our approach to resolve the puzzle is two-fold. First, we argue for a broader conception of the mobility process than is often used and thus focus on intragenerational occupational class mobility rather than restricting ourselves to the more commonly studied intergenerational mobility. Second, we argue that self-reported measures may be biased by habituation (or “entrenched deprivation”). Using nurse-collected health and biomarker data from the UK Household Longitudinal Study (2010–2012, N = 4,123), we derive a measure of allostatic load as an objective gauge of physiological “wear and tear” and compare patterns of mobility effects with self-reports of health using diagonal reference models. Our findings indicate a strong class gradient in both allostatic load and self-rated health, and that both first and current job matter for current well-being outcomes. However, in terms of the effects of mobility itself, we find that intragenerational social mobility is consequential for allostatic load, but not for self-rated health. Downward mobility is detrimental and upward mobility beneficial for well-being as assessed by allostatic load. Thus, these findings do not support the idea of generalized stress from dissociation, but they do support the “falling from grace” hypothesis of negative downward mobility effects. Our findings have a further implication, namely that the differences in mobility effects between the objective and subjective outcome infer the presence of entrenched deprivation. Null results in studies of self-rated outcomes may therefore be a methodological artifact, rather than an outright rejection of decades-old social theory.
Objective: This article analyzed gender differences in professional advancement following the outbreak of the Covid-19 pandemic based on data from open-source software developers in 37 countries. Background: Men and women may have been affected differently from the social distancing measures implemented to contain the Covid-19 pandemic. Given that men and women tend to work in different jobs and that they have been unequally involved in childcare duties, school and workplace closings may have impacted men's and women's professional lives unequally. Method: We analyzed original data from the world's largest social coding community, GitHub. We first estimated a Holt-Winters forecast model to compare the predicted and the observed average weekly productivity of a random sample of male and female developers (N=177,480) during the first lockdown period in 2020. To explain the crosscountry variation in the gendered effects of the Covid-19 pandemic on software developers' productivity, we estimated two-way fixed effects models with different lockdown measures as predictors - school and workplace closures, in particular. Results: In most countries, both male and female developers were, on average, more productive than predicted, and productivity increased for both genders with increasing lockdown stringency. When examining the effects of the most relevant types of lockdown measures separately, we found that stay-at-home restrictions increased both men's and women's productivity and that workplace closures also increased the number of weekly contributions on average - but for women, only when schools were open. Conclusion: Having found gender differences in the effect of workplace closures contingent on school and daycare closures within a population that is relatively young and unlikely to have children (software developers), we conclude that the Covid-19 pandemic may indeed have contributed to increased gender inequalities in professional advancement.
In a recent contribution to this journal, Esser and Seuring (2020) draw on data from the National Educational Panel Study to attack the widespread view that tracking in lower secondary education exacerbates inequalities in student outcomes without improving average student performance. Exploiting variation in the strictness of tracking across 13 of the 16 German federal states (e. g., whether teacher recommendations are binding), Esser and Seuring claim to demonstrate that stricter tracking after grade 4 results in better performance in grade 7 and that this can be attributed to the greater homogeneity of classrooms under strict tracking. We show these conclusions to be untenable: Esser and Seuring's measures of classroom composition are highly dubious because the number of observed students is very small for many classrooms. Even when we adopt their classroom composition measures, simple corrections and extensions of their analysis reveal that there is no meaningful evidence for a positive relationship between classroom homogeneity and student achievement - the channel supposed to mediate the alleged positive effect of strict tracking. We go on to show that students from more strictly tracking states perform better already at the start of tracking (grade 5), which casts further doubt on the alleged positive effect of strict tracking on learning progress and leaves selection or anticipation effects as more plausible explanations. On a conceptual level, we emphasize that Esser and Seuring's analysis is limited to states that implement different forms of early tracking and cannot inform us about the relative performance of comprehensive and tracked systems that is the focus of most prior research.
Efficiency is central to understanding the communicative and cognitive underpinnings of language. However, efficiency management is a complex mechanism in which different efficiency effects-such as articulatory, processing and planning ease, mental accessibility, and informativity, online and offline efficiency effects-conspire to yield the coding of linguistic signs. While we do not yet exactly understand the interactional mechanism of these different effects, we argue that universal attractors are an important component of any dynamic theory of efficiency that would be aimed at predicting efficiency effects across languages. Attractors are defined as universal states around which language evolution revolves. Methodologically, we approach efficiency from a cross-linguistic perspective on the basis of a world-wide sample of 383 languages from 53 families, balancing all six macro-areas (Eurasia, North and South America, Australia, Africa, and Oceania). We explore the grammatical domain of verbal person-number subject indexes. We claim that there is an attractor state in this domain to which languages tend to develop and tend not to leave if they happen to comply with the attractor in their earlier stages of evolution. The attractor is characterized by different lengths for each person and number combination, structured along Zipf's predictions. Moreover, the attractor strongly prefers non-compositional, cumulative coding of person and number. On the basis of these and other properties of the attractor, we conclude that there are two domains in which efficiency pressures are most powerful: strive towards less processing and articulatory effort. The latter, however, is overridden by constant information flow. Strive towards lower lexicon complexity and memory costs are weaker efficiency pressures for this grammatical category due to its order of frequency.
Studies from several countries suggest that COVID-19 vaccination rates are lower among migrants compared to the general population. Urgent calls have been made to improve vaccine outreach to migrants, however, there is limited evidence on effective approaches, especially using social media. We assessed a targeted, low-cost, Facebook campaign disseminating COVID-19 vaccine information among Arabic, Turkish and Russian speakers in Germany (N = 888,994). As part of the campaign, we conducted two randomized, online experiments to assess the impact of the advertisement (1) language and (2) depicted messenger (government authority, religious leader, doctor or family). Key outcomes included reach, click-through rates, conversion rates and cost-effectiveness. Within 29 days, the campaign reached 890 thousand Facebook users. On average, 2.3 individuals accessed the advertised COVID-19 vaccination appointment tool for every euro spent on the campaign. Migrants were 2.4 (Arabic), 1.8 (Russian) and 1.2 (Turkish) times more likely to click on advertisements translated to their native language compared to German-language advertisements. Furthermore, findings showed that government representatives can be more successful in engaging migrants online compared to other messengers, despite common claims of lower trust in government institutions among migrants. This study highlights the potential of tailored, and translated, vaccination campaigns on social media for reaching migrants who may be left out by traditional media campaigns.

This article argues that non-ideal theory is distinctive in its use of a certain methodology which is prior to specific topics (such as injustice, oppression, etc.), grounded in the idea of socially situ-ated knowledge, and able to address ideological situatedness. Drawing on standpoint epistemology, we show that one’s social position within given power structures has implications for knowledge acquisition and that being in a vulnerable or marginalised position can be advantageous to knowledge acquisition. Following ideology critique, we argue that both marginalised and powerful social positions are embedded within a given ideology. As ideology is more than a mere set of attitudes or beliefs that social agents endorse or resist, situated agents and theo-rists cannot develop normative criteria that are not themselves situated. Hence, non-ideal theory has to be equipped with methods that are likely to make this situatedness visible. We close by presenting some diverse methods that already do so.
The article proposes that climate change makes enduring colonial injustices and structures visible. It focuses on the imposition and dominance of colonial concepts of land and self-determination on Indigenous peoples in settler states. It argues that if the dominance of these colonial frameworks remains unaddressed, the progressing climate change will worsen other colonial injustices, too. Specifically, Indigenous self-determination capabilities will be increasingly undermined, and Indigenous peoples will experience the loss of what they understand as relevant land from within their own ontologies of land. The article holds that even if settler states strive to repair colonial injustices, these efforts will be unsuccessful if climate change occurs and decolonization is pursued within the framework of a settler colonial ontology of land. Therefore, the article suggests, decolonization of the ontologies of land and concepts of self-determination is a precondition for a just response to climate change.

We analyze workers’ risk preferences and training investments. Our conceptual framework differentiates between the investment risk and insurance mechanisms underpinning training decisions. Investment risk leads risk-averse workers to train less; they undertake more training if it insures them against future losses. We use the German Socio-Economic Panel (SOEP) to demonstrate that risk affinity is associated with more training, implying that, on average, investment risks dominate the insurance benefits of training. Crucially, this relationship is evident only for general training; there is no relationship between risk attitudes and specific training. Thus, consistent with our conceptual framework, risk preferences matter more when skills are transferable – and workers have a vested interest in training outcomes – than when they are not. Finally, we provide evidence that the insurance benefits of training are concentrated among workers with uncertain employment relationships or limited access to public insurance schemes.
We extend standard models of work-related training by explicitly incorporating workers’ locus of control into the investment decision through the returns they expect. Our model predicts that higher internal control results in increased take-up of general, but not specific, training. This prediction is empirically validated using data from the German Socioeconomic Panel (SOEP). We provide empirical evidence that locus of control influences participation in training through its effect on workers’ expectations about future wage increases rather than actual wage increases. Our results provide an important explanation for underinvestment in training and suggest that those with an external sense of control may require additional training support.
Can we rely on computational methods to accurately analyze complex texts? To answer this question, we compared different dictionary and scaling methods used in predicting the sentiment of German literature reviews to the "gold standard " of human-coded sentiments. Literature reviews constitute a challenging text corpus for computational analysis as they not only contain different text levels-for example, a summary of the work and the reviewer's appraisal-but are also characterized by subtle and ambiguous language elements. To take the nuanced sentiments of literature reviews into account, we worked with a metric rather than a dichotomous scale for sentiment analysis. The results of our analyses show that the predicted sentiments of prefabricated dictionaries, which are computationally efficient and require minimal adaption, have a low to medium correlation with the human-coded sentiments (r between 0.32 and 0.39). The accuracy of self-created dictionaries using word embeddings (both pre-trained and self-trained) was considerably lower (r between 0.10 and 0.28). Given the high coding intensity and contingency on seed selection as well as the degree of data pre-processing of word embeddings that we found with our data, we would not recommend them for complex texts without further adaptation. While fully automated approaches appear not to work in accurately predicting text sentiments with complex texts such as ours, we found relatively high correlations with a semiautomated approach (r of around 0.6)-which, however, requires intensive human coding efforts for the training dataset. In addition to illustrating the benefits and limits of computational approaches in analyzing complex text corpora and the potential of metric rather than binary scales of text sentiment, we also provide a practical guide for researchers to select an appropriate method and degree of pre-processing when working with complex texts.
For life-long learning, an effective learning strategy repertoire is particularly important during acquisition of knowledge in lower secondary school—an educational level characterized with transition into more autonomous learning environments with increased complex academic demands. Using latent profile analysis, we explored the occurrence of different secondary school learner profiles depending on their various combinations of cognitive and metacognitive learning strategy use, as well as their differences in perceived autonomy support, intrinsic motivation, and gender. Data were collected from 576 ninth grade students in Uganda using self-report questionnaires. Four learner profiles were identified: competent strategy user, struggling user, surface-level learner, and deep-level learner profiles. Gender differences were noted in students’ use of elaboration and organization strategies to learn Physics, in favor of girls. In terms of profile memberships, significant differences in gender, intrinsic motivation and perceived autonomy support were also noted. Girls were 2.4–2.7 times more likely than boys to be members of the competent strategy user and surface-level learner profiles. Additionally, higher levels of intrinsic motivation predicted an increased likelihood membership into the deep-level learner profile, while higher levels of perceived teacher autonomy predicted an increased likelihood membership into the competent strategy user profile as compared to other profiles. Further, implications of the findings were discussed.
Today, firms pursuing a pioneering strategy are often engaged in supply chain relationships to benefit from external resources and to improve their innovation. However, this effort can be impeded by power asymmetries in such relationships and especially by the execution of coercive power by their partner firm. Contracts could potentially reduce this risk of opportunistic behavior. Our survey study on 778 small to medium-sized enterprises in the European packaging and medical equipment industries examines how coercive power of the partner and the contractual arrangement between firms moderate the pioneering strategy's innovation outcomes in the short and long run. Our results confirm the negative effect of coercive power on innovation performance in both the short and long term. However, the compensating effect of rather complete contracts differs temporally. Whereas, contract completeness protects against higher dependence at the beginning of the collaboration, their effect diminishes over time. In contrast, rather incomplete contracts enhance the innovation performance in the long term, possibly complemented with trust.
As presidents approach the end of their constitutionally defined term in office, they face a number of difficulties, most importantly the deprivation of sources of power, personal enrichment, and protection from prosecution. This leads many of them to attempt to circumvent their term limits. Recent studies explain both the reasons for the extension or full abolition of term limits, and failed attempts to do so. Key explanations include electoral competition and the post-term fate of previous post holders. What we do not know yet is how compliance with term limits may be tied to the current president's expectations for their post-term fate. In particular, we do not know whether leaders who attempt to remove term limits and fail to do so jeopardize their post-term career as a result, and conversely, whether leaders who comply will have better outcomes in terms of security, prestige, and economic gain. Hence, we ask how the decision of a leader to comply or not comply with term limits is conditioned by the expectation of their post-term fate. To address this question, this article introduces new data on the career trajectories of term-limited presidents and its systematic effect on term limit compliance.
In response to mounting evidence of harm inflicted on irregular migrants along their journeys from West Africa to Europe, international organizations, civil society organizations, and governments have scaled up campaigns as a tool for raising awareness about the risks of irregular migration. Campaigns aim to counter misinformation by smugglers and facilitate safe migration decisions. Despite the growing number of interventions, there is limited empirical evidence on the impact and effectiveness of such campaigns. Based on a difference-in-difference design, this study investigates the effect of a mobile cinema and community discussion intervention on the perceptions, knowledge, and intentions of potential irregular migrants in Northern Guinea in 2019. The results show that potential migrants who participated in events were significantly more likely to show awareness gains and less likely to report high intentions to migrate irregularly. While the relative importance of risk perceptions and their impact on migration flows remain unclear, the findings provide evidence supporting the assumption that risk awareness can be a relevant factor in the decision-making process of potential irregular migrants. While campaigns may be an effective tool in certain contexts, effect sizes highlight the need for policymakers to keep realistic expectations.
Cross-national variation in the relationship between welfare generosity and single mother employment

Reform of the U.S. welfare system in 1996 spurred claims that cuts to welfare programs effectively incentivized single mothers to find employment. It is difficult to assess the veracity of those claims, however, absent evidence of how the relationship between welfare benefits and single mother employment generalizes across countries. This study combines data from the European Union Labour Force Survey and the U.S. Current Population Survey (1992-2015) into one of the largest samples of single mothers ever, testing the relationships between welfare generosity and single mothers’ employment and work hours. We find no consistent evidence of a negative relationship between welfare generosity and single mother employment outcomes. Rather, we find tremendous cross-national heterogeneity, which does not clearly correspond to well-known institutional variations. Our findings demonstrate the limitations of single country studies and the pervasive, salient interactions between institutional contexts and social policies.
In this article, we examine the effects of political change on name changes of units within central government ministries. We expect that changes regarding the policy position of a government will cause changes in the names of ministerial units. To this end we formulate hypotheses combining the politics of structural choice and theories of portfolio allocation to examine the effects of political changes at the cabinet level on the names of intra-ministerial units. We constructed a dataset containing more than 17,000 observations on name changes of ministerial units between 1980 and 2013 from the central governments of Germany, the Netherlands, and France. We regress a series of generalized estimating equations (GEE) with population averaging models for binary outcomes. Finding variations across the three political-bureaucratic systems, we overall report positive effects of governmental change and ideological positions on name changes within ministries.
Previous literature has shown that task-based goal-setting and distributed learning is beneficial to university-level course performance. We investigate the effects of making these insights salient to students by sending out goal-setting prompts in a blended learning environment with bi-weekly quizzes. The randomized field experiment in a large mandatory economics course shows promising results: the treated students outperform the control group. They are 18.8% (0.20 SD) more likely to pass the exam and earn 6.7% (0.19 SD) more points on the exam. While we cannot causally disentangle the effects of goal-setting from the prompt sent, we observe that treated students use the online learning platform earlier in the semester and attempt more online exercises compared to the control group. The heterogeneity analysis suggests that higher treatment effects are associated with low performance at the beginning of the course.
This paper sheds new light on the role of communication for cartel formation. Using machine learning to evaluate free-form chat communication among firms in a laboratory experiment, we identify typical communication patterns for both explicit cartel formation and indirect attempts to collude tacitly. We document that firms are less likely to communicate explicitly about price fixing and more likely to use indirect messages when sanctioning institutions are present. This effect of sanctions on communication reinforces the direct cartel-deterring effect of sanctions as collusion is more difficult to reach and sustain without an explicit agreement. Indirect messages have no, or even a negative, effect on prices.
Across continental Europe, educational research samples are often divided by 'migrant background', a binary variable criticized for masking participant heterogeneity and reinforcing exclusionary norms of belonging.
This study endorses more meaningful, representative, and precise research by offering four guiding questions for selecting relevant, social justice oriented, and feasible social categories for collecting and analysing data in psychological and educational research. Using a preregistered empirical example, we first compare selected social categories ('migrant background', family heritage, religion, citizenship, cultural identification, and generation status) in their potential to reveal participant heterogeneity.
Second, we investigate differences in means and relations between variables (discrimination experiences, perceived societal Islamophobia, and national identity) and academic motivation among 1335 adolescents in Germany (48% female, M-age = 14.69). Regression analyses and multigroup SEM revealed differential experiences with and implications of discrimination for academic motivation.
Results highlight the need for a deliberate, transparent use of social categories to make discrimination visible and centre participants' subjective experiences.

The dramatic shift of childcare and schooling responsibility from formal institutions to private households during the pandemic has put families under enormous stress and raised concerns about caregivers' health and wellbeing. Despite the overwhelming media attention to families’ wellbeing, to date limited research has examined parenting stress and parental psychological distress during the COVID-19 pandemic, particularly in Germany.
Method:
We analyzed four waves of panel data (N= 1,771) from an opt-in online survey, which was conducted between March 2020 and April 2021. Multivariable OLS regressions were used to estimate variations in the pandemic's effects on parenting stress and psychological distress by various demographic and socioeconomic characteristics.
Results:
Overall, levels of parenting stress and psychological distress increased during the pandemic. During the first and third wave of the COVID-19 pandemic, mothers, parents with children younger than 11 years, parents with two or more children, parents working from home as well as parents with financial insecurity experienced higher parenting stress than other sociodemographic groups. Moreover, women, respondents with lower incomes, single parents, and parents with younger children experienced higher levels of psychological distress than other groups.
Conclusion:
Gender and socioeconomic inequalities in parents' psychological wellbeing increased among the study participants during the pandemic.
This study examines how public policies affect parents' preferences for a more egalitarian division of paid and unpaid work. Based on the assumption that individuals develop their preferences within a specific policy context, we examine how changes in three policies affect mothers' and fathers' work-family preferences: the availability of high-quality, affordable childcare; the right to return to a full-time job after having reduced hours to part-time and an increase in the number of 'partner months' in parental leave schemes. Analysing a unique probability sample of parents with young children in Germany from 2015 (N = 1756), we find that fathers would want to work slightly fewer hours if they had the right to return to a full-time position after working part-time, and mothers would want to work slightly more hours if childcare opportunities were improved. Full-time working parents, moreover, are found to prefer fewer hours independent of the policy setting, while non-employed parents would like to work at least some hours. Last but not least, our analyses show that increasing the number of partner months in the parental leave scheme considerably increases fathers' preferences for longer and mothers' preferences for shorter leave. Increasing the number of partner months in parental schemes hence has the greatest potential to increase gender equality.
