Using a novel agent-based model, we study how US withdrawal might influence the political process established by the Paris Agreement, and hence the prospects for reaching the collective goal to limit warming below 2 degrees C. Our model enables us to analyze to what extent reaching this goal despite US withdrawal would place more stringent requirements on other core elements of the Paris cooperation process. We find, first, that the effect of a US withdrawal depends critically on the extent to which member countries reciprocate others' promises and contributions. Second, while the 2 degrees C goal will likely be reached only under a very small set of conditions in any event, even temporary US withdrawal will further narrow this set significantly. Reaching this goal will then require other countries to step up their ambition at the first opportunity and to comply nearly 100% with their pledges, while maintaining high confidence in the Paris Agreements institutions. Third, although a US withdrawal will first primarily affect the United States' own emissions, it will eventually prove even more detrimental to other countries' emissions.
BACKGROUND
Anticipating changes in international migration patterns is useful for demographic studies and for designing policies that support the well-being of those involved. Existing forecasting methods do not account for a number of stylized facts that emerge from large-scale migration observations and theories: existing migrant communities - diasporas - act to lower migration costs and thereby provide a mechanism of self-amplification; return migration and transit migration are important components of global migration flows; and poverty constrains emigration.
OBJECTIVE
Here we present hindcasts and future projections of international migration that explicitly account for these nonlinear features.
METHODS
We develop a dynamic model that simulates migration flows by origin, destination, and place of birth. We calibrate the model using recently constructed global datasets of bilateral migration.
RESULTS
We show that the model reproduces past patterns and trends well based only on initial migrant stocks and changes in national incomes. We then project migration flows under future scenarios of global socioeconomic development.
CONCLUSIONS
Different assumptions about income levels and between-country inequality lead to markedly different migration trajectories, with migration flows either converging towards net zero if incomes in presently poor countries catch up with the rest of the world; or remaining high or even rising throughout the 21st century if economic development is slower and more unequal. Importantly, diasporas induce significant inertia and sizable return migration flows.
Reacting, fast and slow

The COVID-19 pandemic created extraordinary challenges for governments to safeguard the well-being of their people. To what extent has leaders' reliance on scientific advice shaped government responses to the COVID-19 outbreak? We argue that leaders who tend to orient themselves on expert advice realized the extent of the crisis earlier. Consequently, these governments would adopt containment measures relatively quickly, despite the high uncertainty they faced. Over time, differences in government responses based on the use of science would dissipate due to herding effects. We test our argument on data combining 163 government responses to the pandemic with national- and individual-level characteristics. Consistent with our argument, we find that countries governed by politicians with a stronger technocratic mentality, approximated by holding a PhD, adopted restrictive containment measures faster in the early, but not in the later, stages of the crisis. This importance of expert-based leadership plausibly extends to other large-scale societal crises.
Today, firms pursuing a pioneering strategy are often engaged in supply chain relationships to benefit from external resources and to improve their innovation. However, this effort can be impeded by power asymmetries in such relationships and especially by the execution of coercive power by their partner firm. Contracts could potentially reduce this risk of opportunistic behavior. Our survey study on 778 small to medium-sized enterprises in the European packaging and medical equipment industries examines how coercive power of the partner and the contractual arrangement between firms moderate the pioneering strategy's innovation outcomes in the short and long run. Our results confirm the negative effect of coercive power on innovation performance in both the short and long term. However, the compensating effect of rather complete contracts differs temporally. Whereas, contract completeness protects against higher dependence at the beginning of the collaboration, their effect diminishes over time. In contrast, rather incomplete contracts enhance the innovation performance in the long term, possibly complemented with trust.
Our study applies legitimacy theorizing to service research, zooming in on co-prosumption service business models, which reside on significant direct contacts among provider-actors and customers as well as fellow customers in the service space. Our findings are based on a longitudinal flexible pattern matching method on 17 coworking spaces. The service cocreation nuances the double role of customers as evaluators and cocreators of legitimacy. This is because customers can have immediate perceptions of the actions and values of the services in their legitimacy evaluation while cocreating the service. Legitimacy shaped via social and recursive processes occurs in three stages: provisional, calibrated, and affirmed legitimacy. Findings inform four trajectory mechanisms of value-in-use pattern provenance, emergent Business Model development adaptive to the spatial context and loyal customers, visible trances as well as inside-out and outside-in identification processes. Further, the processes in the micro-ecosystem of an interstitial service space can develop a superordinate logic which overlays the potentially present coopetive and heterogenous institutional logics and interests of service customers.
Behavioral strategy

Purpose: Behavioral strategy, as a cognitive- and social-psychological view on strategic management, has gained increased attention. However, its conceptualization is still fuzzy and deserves an in-depth investigation. The authors aim to provide a holistic overview and classification of previous research and identify gaps to be addressed in future research.
Design/methodology/approach: The authors conducted a systematic literature review on behavioral strategy. The final sample includes 46 articles from leading management journals, based on which the authors develop a research framework.
Findings: The results reveal cognition and traits as major internal factors. Besides, organizational and environmental contingencies are major external factors of behavioral strategy.
Originality/value: To the authors’ best knowledge, this is the first holistic systematic literature review on behavioral strategy, which categorizes previous research.
Family businesses strive not only for economic prosperity but also for social and environmental values and achievements. In an ever-changing business environment, dynamic capabilities are required to sustain performance across these areas. To understand these mechanisms in order to proactively manage them, it is necessary to identify their specific microfoundations and uncover how these relate to sustainability. However, research on sustainability dynamic capabilities in family businesses and their microfoundations is scarce. To address this research gap, we conducted semi-structured interviews with 11 German and Swiss family businesses from different industries of different ages and sizes. Our findings suggest that the majority of dynamic capability microfoundations relate to economic sustainability, with a specific focus on future orientation, traditional mindsets, rapid decision-making, intuition, speed, and resource slack. Further, we find the social aspects of innovative mindsets, human capital investments, and participation to be the specific microfoundations that strongly link with social and, eventually, economic sustainability. However, we did not find specific microfoundations for environmental sustainability.
Competence development must change at all didactic levels to meet the new requirements triggered by digitization. Unlike classic learning theories and the resulting popular approaches (e.g., sender-receiver model), future-oriented vocational training must include new learning theory impulses in the discussion about competence acquisition. On the one hand, these impulses are often very well elaborated on the theoretical side, but the transfer into innovative learning environments - such as learning factories - is often still missing. On the other hand, actual learning factory (design) approaches often concentrate primarily on the technical side. Subject-oriented learning theory enables the design of competence development-oriented vocational training projectsin learning factories in which persons can obtain relevant competencies for digitization. At the same time, such learning theory approaches assume a potentially infinite number of learning interests and reasons. Following this, competence development is always located in an institutional or organizational context. The paper conceptionally answers how this theoryimmanent challenge is synthesizable with the reality of organizationally competence development requirements.

Der vorliegende Beitrag analysiert, wie Organisationen Algorithmen, die wir als digitale Beobachtungsformate verstehen, mit Handlungsfähigkeit ausstatten und damit actionable machen. Das zentrale Argument lautet, dass die soziale Relevanz digitaler Beobachtungsformate sich daraus ergibt, dass und wie sie in organisationale Entscheidungsarchitekturen eingebettet sind. Diesen Zusammenhang illustrieren wir am Beispiel des österreichischen Arbeitsmarktservice (AMS), der 2018 einen Algorithmus einführte, um die Integrationschancen arbeitsuchender Personen zu bewerten. Der AMS steht dabei stellvertretend für aktuelle Bestrebungen vieler Organisationen, algorithmische Systeme einzusetzen, um knappe öffentliche Ressourcen vermeintlich effizienter zu distribuieren. Um zu rekonstruieren, wie dies geschieht, zeigen wir, welche Operationen des Kategorisierens, Vergleichens und Bewertens das algorithmische Modell vollzieht. Darauf aufbauend demonstrieren wir, wie das algorithmische Modell in die organisationale Entscheidungsarchitektur eingebunden ist. Erst durch diese Einbindung – die Möglichkeit, Unterschiede für andere, relativ stabil erzeugte Entscheidungen zu machen – entfaltet das digitale Beobachtungsformat soziale Relevanz. Abschließend argumentieren wir, dass algorithmische Modelle, wie sie am Fall des AMS beobachtet werden können, dazu tendieren, sich in Organisationen zu stabilisieren. Dies begründen wir damit, dass die organisationalen Lernchancen im Umgang mit dem Algorithmus dadurch reduziert sind, dass dieser in einem Bereich zum Einsatz kommt, der durch Technologiedefizit und koproduktive Leistungserstellung geprägt ist.
Über kaum ein Thema werden so hitzige Debatten geführt wie über Geschlechtsidentität. Das Wissen darum, dass Gender sozial konstruiert ist, wird von Anti-Gender Aktivist*innen häufig als ‚Gender-Ideologie‘ bezeichnet und ruft heftige Gegenreaktionen hervor. Dies gilt nicht nur in Deutschland – sondern länderübergreifend. Auffällig viele der transnationalen Anti- Gender Mobilisierungen der letzten 20 Jahre finden bezogen auf Bildungseinrichtungen statt. Dieser Beitrag widmet sich der besonderen Rolle der Universität und der Wissenschaft für transnationale Anti-Gender Diskurse. Anhand verschiedener Beispiele zeige ich auf, dass das Verhältnis zwischen Anti-Gender Bewegungen und Wissenschaft geprägt ist von widersprüchlichen Dynamiken, von Abgrenzung aber auch Imitation. In ihrem Zusammenspiel wirken beide Dynamiken mobilisierend und tragen zum Erstarken regressiver Rollenbilder und antidemokratischer rechter Bewegungen in der breiteren Gesellschaft bei. Der letzte Teil des Beitrags ruft daher zu mehr Selbstreflexion der wissenschaftlichen Praxis auf Grundlage feministischer und intersektionaler Ansätze auf.
This essay takes an Anglophone Cultural Studies approach to reflect on the interdependence among as well as the individual (implicit) impact of the elements constituting our (embodied) power structures. These are, e.g., bodily experience/s such as shame and fear, everyday and institutional discourses and practices, but also manifestations of differences and particularities that we transform into phenomena such as “norms”, “binary systems” and “binary organisations”. The analysis of seemingly cyclic “Othering processes” and patterns of violence shows how people who identify as trans*, inter*, or non-binary have to live through and embody epistemological, emotional, and/or physical violence. At the same time, the descriptions illustrate numberless potential forms of resistance and change.

This study examines how public policies affect parents' preferences for a more egalitarian division of paid and unpaid work. Based on the assumption that individuals develop their preferences within a specific policy context, we examine how changes in three policies affect mothers' and fathers' work-family preferences: the availability of high-quality, affordable childcare; the right to return to a full-time job after having reduced hours to part-time and an increase in the number of 'partner months' in parental leave schemes. Analysing a unique probability sample of parents with young children in Germany from 2015 (N = 1756), we find that fathers would want to work slightly fewer hours if they had the right to return to a full-time position after working part-time, and mothers would want to work slightly more hours if childcare opportunities were improved. Full-time working parents, moreover, are found to prefer fewer hours independent of the policy setting, while non-employed parents would like to work at least some hours. Last but not least, our analyses show that increasing the number of partner months in the parental leave scheme considerably increases fathers' preferences for longer and mothers' preferences for shorter leave. Increasing the number of partner months in parental schemes hence has the greatest potential to increase gender equality.

There is no threat to Western democracies today comparable to the rise of right-wing populism. While it has played an increasing role at least since the 1990s, only the social consequences of the global financial crises in 2008 have given it its break that led to UK’s ‘Brexit’ and the election of Donald Trump as US President in 2016, as well as promoting what has been called left populism in countries that were hit the hardest by both the banking crisis and consequential neo-liberal austerity politics in the EU, such as Greece and Portugal.
In 2017, the French Front National (FN) attracted many voters in the French Presidential elections; we have seen the radicalization of the Alternative für Deutschland (AfD) in Germany and the formation of centre-right government in Austria. Further, we have witnessed the consolidation of autocratic regimes, as in the EU member states Poland and Greece. All these manifestations of right-wing populism share a common feature: they attack or even compromise the core elements of democratic societies such as the separation of powers, protection of minorities, or the rule of law.
Despite a broad debate on the re-emergence of ‘populism’ in the transition from the twentieth to the twenty-first century that has brought forth many interesting findings, a lack of sociological reasoning cannot be denied, as sociology itself withdrew from theorising populism decades ago and largely left the field to political sciences and history. In a sense, Populism and the Crisis of Democracy considers itself a contribution to begin filling this lacuna. Written in a direct and clear style, this set of volumes will be an invaluable reference for students and scholars in the field of political theory, political sociology and European Studies.
This volume Concepts and Theory offers new and fresh perspectives on the debate on populism. Starting from complaints about the problems of conceptualising populism that in recent years have begun to revolve around themselves, the chapters offer a fundamental critique of the term and concept of populism, theoretically inspired typologies and descriptions of currently dominant concepts, and ways to elaborate on them. With regard to theory, the volume offers approaches that exceed the disciplinary horizon of political science that so far has dominated the debate. As sociological theory so far has been more or less absent in the debate on populism, only few efforts have been made to discuss populism more intensely within different theoretical contexts in order to explain its dynamics and processes. Thus, this volume offers critical views on the debate on populism from the perspectives of political economy and the analysis of critical historical events, the links of analyses of populism with social movement mobilisation, the significance of ‘superfluous populations’ in the rise of populism and an analysis of the exclusionary character of populism from the perspective of the theory of social closure.
Understanding and accounting for the effect of exchange rate fluctuations on global learning rates

Learning rates are a central concept in energy system models and integrated assessment models, as they allow researchers to project the future costs of new technologies and to optimize energy system costs. Here we argue that exchange rate fluctuations are an important, but thus far overlooked, determinant of the learning-rate variance observed in the literature. We explore how empirically observed global learning rates depend on where technologies are installed and which currency is used to calculate the learning rate. Using global data of large-scale photovoltaic (>= 5 MW) plants, we show that the currency choice can result in learning-rate differences of up to 16 percentage points. We then introduce an adjustment factor to correct for the effect of exchange rate and market focus fluctuations and discuss the implications of our findings for innovation scholars, energy modellers and decision makers. <br /> Learning rates are a measure of reduction in costs of energy from technologies such as solar photovoltaics. These are often estimated internationally with all monetary figures converted to a single currency, often US dollars. Lilliestam et al. show that such conversions can significantly affect the learning rate estimates.
This article examines the effect of parental socialization and interest in politics on entering and staying in public service careers. We incorporate two related explanations, yet commonly used in different fields of literature, to explain public sector choice. First, following social learning theory, we hypothesize that parents serve as role models and thereby affect their children's sector choice. Additionally, we test the hypothesis that parental socialization leads to a longer stay in public sector jobs while assuming that it serves as a buffer against turnover. Second, following public service motivation process theory, we expect that 'interest in politics' is influenced by parental socialization and that this concept, in turn, leads to a public sector career. A representative set of longitudinal data from the Swiss household panel (1999-2014) was used to analyse these hypotheses (n = 2,933, N = 37,328). The results indicate that parental socialization serves as a stronger predictor of public sector choice than an interest in politics. Furthermore, people with parents working in the public sector tend to stay longer in their public sector jobs. Points for practitioners For practitioners, the results of this study are relevant as they highlight the limited usefulness of addressing job applicants' interest in politics in the recruitment process. Human resources managers who want to ensure a public-service-motivated workforce are therefore advised to focus on human resources activities that stimulate public service motivation after job entry. We also advise close interaction between universities and public organizations so that students develop a realistic picture of the government as a future employer and do not experience a 'reality shock' after job entry.
Empirical investigations on the uncanny valley have almost solely focused on the analysis of people?s noninteractive perception of a robot at first sight. Recent studies suggest, however, that these uncanny first impressions may be significantly altered over an interaction. What is yet to discover is whether certain interaction patterns can lead to a faster decline in uncanny feelings. In this paper, we present a study in which participants with limited expertise in Computer Science played a collaborative geography game with a Furhat robot. During the game, Furhat displayed one of two personalities, which corresponded to two different interaction strategies. The robot was either optimistic and encouraging, or impatient and provocative. We performed the study in a science museum and recruited participants among the visitors. Our findings suggest that a robot that is rated high on agreeableness, emotional stability, and conscientiousness can indeed weaken uncanny feelings. This study has important implications for human-robot interaction design as it further highlights that a first impression, merely based on a robot?s appearance, is not indicative of the affinity people might develop towards it throughout an interaction. We thus argue that future work should emphasize investigations on exact interaction patterns that can help to overcome uncanny feelings.
In times of educational expansion, privileged families are looking for new strategies of distinction. Referring to Pierre Bourdieu’s theory of distinction, we argue that choosing Latin at school – a language that is no longer spoken and therefore has no direct value – is one of the strategies of privileged families to set themselves apart from less privileged families. Based on two surveys we conducted at German schools, the paper analyzes the relationship between parents’ educational background and the probability that their child will learn Latin. Results indicate that historically academic families have the strongest tendency towards learning Latin, followed by new academic families, and leaving behind the non-academic families. We distinguish between four causal mechanisms that might help to explain these associations: cultural distinction, selecting a socially exclusive learning environment, beliefs in a secondary instrumental function of learning Latin, and spatial proximity between the location of humanist Gymnasiums and the residential areas of privileged families. The hypotheses are formalized by means of Directed Acyclic Graphs (DAG). Findings show that the decision to learn Latin is predominately an unintended consequence of the selection of a socially exclusive learning environment. In addition, there is evidence that especially children from historically academic families learn Latin as a strategy of cultural distinction.
Studies from several countries suggest that COVID-19 vaccination rates are lower among migrants compared to the general population. Urgent calls have been made to improve vaccine outreach to migrants, however, there is limited evidence on effective approaches, especially using social media. We assessed a targeted, low-cost, Facebook campaign disseminating COVID-19 vaccine information among Arabic, Turkish and Russian speakers in Germany (N = 888,994). As part of the campaign, we conducted two randomized, online experiments to assess the impact of the advertisement (1) language and (2) depicted messenger (government authority, religious leader, doctor or family). Key outcomes included reach, click-through rates, conversion rates and cost-effectiveness. Within 29 days, the campaign reached 890 thousand Facebook users. On average, 2.3 individuals accessed the advertised COVID-19 vaccination appointment tool for every euro spent on the campaign. Migrants were 2.4 (Arabic), 1.8 (Russian) and 1.2 (Turkish) times more likely to click on advertisements translated to their native language compared to German-language advertisements. Furthermore, findings showed that government representatives can be more successful in engaging migrants online compared to other messengers, despite common claims of lower trust in government institutions among migrants. This study highlights the potential of tailored, and translated, vaccination campaigns on social media for reaching migrants who may be left out by traditional media campaigns.
We examine how and under what conditions informal institutional constraints, such as precedent and doctrine, are likely to affect collective choice within international organisations even in the absence of powerful bureaucratic agents. With a particular focus on the United Nations Security Council, we first develop a theoretical account of why such informal constraints might affect collective decisions even of powerful and strategically behaving actors. We show that precedents provide focal points that allow adopting collective decisions in coordination situations despite diverging preferences. Reliance on previous cases creates tacitly evolving doctrine that may develop incrementally. Council decision-making is also likely to be facilitated by an institutional logic of escalation driven by institutional constraints following from the typically staged response to crisis situations. We explore the usefulness of our theoretical argument with evidence from the Council doctrine on terrorism that has evolved since 1985. The key decisions studied include the 1992 sanctions resolution against Libya and the 2001 Council response to the 9/11 attacks. We conclude that, even within intergovernmentally structured international organisations, member states do not operate on a clean slate, but in a highly institutionalised environment that shapes their opportunities for action.
High-throughput proteomics approaches have resulted in large-scale protein–protein interaction (PPI) networks that have been employed for the prediction of protein complexes. However, PPI networks contain false-positive as well as false-negative PPIs that affect the protein complex prediction algorithms. To address this issue, here we propose an algorithm called CUBCO+ that: (1) employs GO semantic similarity to retain only biologically relevant interactions with a high similarity score, (2) based on link prediction approaches, scores the false-negative edges, and (3) incorporates the resulting scores to predict protein complexes. Through comprehensive analyses with PPIs from Escherichia coli, Saccharomyces cerevisiae, and Homo sapiens, we show that CUBCO+ performs as well as the approaches that predict protein complexes based on recently introduced graph partitions into biclique spanned subgraphs and outperforms the other state-of-the-art approaches. Moreover, we illustrate that in combination with GO semantic similarity, CUBCO+ enables us to predict more accurate protein complexes in 36% of the cases in comparison to CUBCO as its predecessor.
Taking a new perspective

Network analysis has attracted significant attention when researching the phenomenon of transnational terrorism, particularly Al Qaeda. While many scholars have made valuable contributions to mapping Al Qaeda, several problems remain due to a lack of data and the omission of data provided by international organizations such as the UN. Thus, this article applies a social network analysis and subsequent mappings of the data gleaned from the Security Council's consolidated sanctions list, and asks what they can demonstrate about the structure and organizational characteristics of Al Qaeda. The study maps the Al Qaeda network on a large scale using a newly compiled data set. The analysis reveals that the Al Qaeda network consists of several hundred individual and group nodes connecting almost all over the globe. Several major nodes are crucial for the network structure, while simultaneously many other nodes only weakly and foremost regionally connect to the network. The article concludes that the findings tie in well to the latest research pointing to local and simultaneously global elements of Al Qaeda, and that the new data is a valuable source for further analyses, potentially in combination with other data.
Although observational studies from many countries have consistently shown that motherhood negatively affects women's wages, experimental findings on its effect on the likelihood of being hired are less conclusive. Motherhood penalties in hiring have been reported in the United States, the prototypical liberal market economy, but not in Sweden, the prototypical social-democratic welfare state. Based on a field experiment in Germany, this study examines the effects of parenthood on hiring processes in the prototypical conservative welfare state. My findings indicate that job recruitment processes indeed penalize women but not men for having children. In addition to providing theoretical explanations for why motherhood penalties in hiring are particularly likely to occur in the German context, this study also highlights several methodological and practical issues that should be considered when conducting correspondence studies to examine labour market discrimination.
Strength of weakness

The paper investigates quality management in teaching and learning in higher education institutions from a principal-agent perspective. Based on data gained from semi-structured interviews and from a nation-wide survey with quality managers of German higher education institutions, the study shows how quality managers position themselves in relation to their perception of the interests of other actors in higher education institutions. The paper describes the various interests and discusses the main implications of this constellation of actors. It argues that quality managers, although they may be considered as rather weak actors within the higher education institution, may be characterised as having a strength of weakness due to diverging interests of their principals.
Children's participation in legal proceedings affecting them personally has been gaining importance. So far, a primary research concern has been how children experience their participation in court proceedings. However, little is known about the child's voice itself: Are children able to clearly express their wishes, and if so, what do they say in child protection cases? In this study, we extracted information about children's statements from court file data of 220 child protection cases in Germany. We found 182 children were asked about their wishes. The majority of the statements found came either from reports of the guardians ad litem or from judicial records of the child hearings. Using content analysis, three main aspects of the statements were extracted: wishes concerning main place of residence, wishes about whom to have or not contact with, and children granting decision-making authority to someone else. Children's main focus was on their parents, but others (e.g., relatives and foster care providers) were also mentioned. Intercoder agreement was substantial. Making sure that child hearings are as informative as possible is in the child's best interest. Therefore, the categories developed herein might help professionals to ask questions more precisely relevant to the child.
The history of concentrating solar power (CSP) is characterized by a boom-bust pattern caused by policy support changes. Following the 2014-2016 bust phase, the combination of Chinese support and several low-cost projects triggered a new boom phase. We investigate the near- to mid-term cost, industry, market and policy outlook for the global CSP sector and show that CSP costs have decreased strongly and approach cost-competitiveness with new conventional generation. Industry has been strengthened through the entry of numerous new companies. However, the project pipeline is thin: no project broke ground in 2019 and only four projects are under construction in 2020. The only remaining large support scheme, in China, has been canceled. Without additional support soon creating a new market, the value chain may collapse and recent cost and technological advances may be undone. If policy support is renewed, however, the global CSP sector is prepared for a bright future.
Teachers' attitudes toward inclusion are frequently cited as being an important predictor of how successfully a given inclusive school system is implemented. At the same time, beliefs about the nature of teaching and learning are discussed as a possible predictor of attitudes toward inclusion. However, more recent research emphasizes the need of considering implicit processes, such as automatic evaluations, when describing attitudes and beliefs. Previous evidence on the association of attitudes toward inclusion and beliefs about teaching and learning is solely based on explicit reports. Therefore, this study aims to examine the relationship between attitudes toward inclusion, beliefs about teaching and learning, and the subsequent automatic evaluations of pre-service teachers (N = 197). The results revealed differences between pre-service teachers' explicit attitudes/beliefs and their subsequent automatic evaluations. Differences in the relationship between attitudes toward inclusion and beliefs about teaching and learning occur when teachers focus either on explicit measures or automatic evaluations. These differences might be due to different facets of the same attitude object being represented. Relying solely on either explicit measures or automatic evaluations at the exclusion of the other might lead to erroneous assumptions about the relation of attitudes toward inclusion and beliefs about teaching and learning.
As research on sexual aggression has been growing, methodological issues in assessing prevalence rates have received increased attention. Building on work by Abbey and colleagues about effects of question format, participants in this study (1,253; 621 female; 632 male) were randomly assigned to one of two versions of the Sexual Aggression and Victimization Scale (SAV-S). In Version 1, the coercive tactic (use/threat of physical force, exploitation of the inability to resist, verbal pressure) was presented first, and sexual acts (sexual touch, attempted and completed sexual intercourse, other sexual acts) were presented as subsequent questions. In Version 2, sexual acts were presented first, and coercive tactics as subsequent questions. No version effects emerged for overall perpetration rates reported by men and women. The overall victimization rate across all items was significantly higher in the tactic-first than in the sexual-act-first conditions for women, but not for men. Classifying participants by their most severe experience of sexual victimization showed that fewer women were in the nonvictim category and more men were in the nonconsensual sexual contact category when the coercive tactic was presented first. Sexual experience background did not moderate the findings. The implications for the measurement of self-reported sexual aggression victimization and perpetration are discussed.
Efficiency is central to understanding the communicative and cognitive underpinnings of language. However, efficiency management is a complex mechanism in which different efficiency effects-such as articulatory, processing and planning ease, mental accessibility, and informativity, online and offline efficiency effects-conspire to yield the coding of linguistic signs. While we do not yet exactly understand the interactional mechanism of these different effects, we argue that universal attractors are an important component of any dynamic theory of efficiency that would be aimed at predicting efficiency effects across languages. Attractors are defined as universal states around which language evolution revolves. Methodologically, we approach efficiency from a cross-linguistic perspective on the basis of a world-wide sample of 383 languages from 53 families, balancing all six macro-areas (Eurasia, North and South America, Australia, Africa, and Oceania). We explore the grammatical domain of verbal person-number subject indexes. We claim that there is an attractor state in this domain to which languages tend to develop and tend not to leave if they happen to comply with the attractor in their earlier stages of evolution. The attractor is characterized by different lengths for each person and number combination, structured along Zipf's predictions. Moreover, the attractor strongly prefers non-compositional, cumulative coding of person and number. On the basis of these and other properties of the attractor, we conclude that there are two domains in which efficiency pressures are most powerful: strive towards less processing and articulatory effort. The latter, however, is overridden by constant information flow. Strive towards lower lexicon complexity and memory costs are weaker efficiency pressures for this grammatical category due to its order of frequency.
As presidents approach the end of their constitutionally defined term in office, they face a number of difficulties, most importantly the deprivation of sources of power, personal enrichment, and protection from prosecution. This leads many of them to attempt to circumvent their term limits. Recent studies explain both the reasons for the extension or full abolition of term limits, and failed attempts to do so. Key explanations include electoral competition and the post-term fate of previous post holders. What we do not know yet is how compliance with term limits may be tied to the current president's expectations for their post-term fate. In particular, we do not know whether leaders who attempt to remove term limits and fail to do so jeopardize their post-term career as a result, and conversely, whether leaders who comply will have better outcomes in terms of security, prestige, and economic gain. Hence, we ask how the decision of a leader to comply or not comply with term limits is conditioned by the expectation of their post-term fate. To address this question, this article introduces new data on the career trajectories of term-limited presidents and its systematic effect on term limit compliance.
In a recent contribution to this journal, Esser and Seuring (2020) draw on data from the National Educational Panel Study to attack the widespread view that tracking in lower secondary education exacerbates inequalities in student outcomes without improving average student performance. Exploiting variation in the strictness of tracking across 13 of the 16 German federal states (e. g., whether teacher recommendations are binding), Esser and Seuring claim to demonstrate that stricter tracking after grade 4 results in better performance in grade 7 and that this can be attributed to the greater homogeneity of classrooms under strict tracking. We show these conclusions to be untenable: Esser and Seuring's measures of classroom composition are highly dubious because the number of observed students is very small for many classrooms. Even when we adopt their classroom composition measures, simple corrections and extensions of their analysis reveal that there is no meaningful evidence for a positive relationship between classroom homogeneity and student achievement - the channel supposed to mediate the alleged positive effect of strict tracking. We go on to show that students from more strictly tracking states perform better already at the start of tracking (grade 5), which casts further doubt on the alleged positive effect of strict tracking on learning progress and leaves selection or anticipation effects as more plausible explanations. On a conceptual level, we emphasize that Esser and Seuring's analysis is limited to states that implement different forms of early tracking and cannot inform us about the relative performance of comprehensive and tracked systems that is the focus of most prior research.
Cyber warfare is a timely and relevant issue and one of the most controversial in international humanitarian law (IHL). The aim of IHL is to set rules and limits in terms of means and methods of warfare. In this context, a key question arises: Has digital warfare rules or limits, and if so, how are these applicable? Traditional principles, developed over a long period, are facing a new dimension of challenges due to the rise of cyber warfare. This paper argues that to overcome this new issue, it is critical that new humanity-oriented approaches is developed with regard to cyber warfare. The challenge is to establish a legal regime for cyber-attacks, successfully addressing human rights norms and standards. While clarifying this from a legal perspective, the authors can redesign the sensitive equilibrium between humanity and military necessity, weighing the humanitarian aims of IHL and the protection of civilians-in combination with international human rights law and other relevant legal regimes-in a different manner than before.
Objective: This article analyzed gender differences in professional advancement following the outbreak of the Covid-19 pandemic based on data from open-source software developers in 37 countries. Background: Men and women may have been affected differently from the social distancing measures implemented to contain the Covid-19 pandemic. Given that men and women tend to work in different jobs and that they have been unequally involved in childcare duties, school and workplace closings may have impacted men's and women's professional lives unequally. Method: We analyzed original data from the world's largest social coding community, GitHub. We first estimated a Holt-Winters forecast model to compare the predicted and the observed average weekly productivity of a random sample of male and female developers (N=177,480) during the first lockdown period in 2020. To explain the crosscountry variation in the gendered effects of the Covid-19 pandemic on software developers' productivity, we estimated two-way fixed effects models with different lockdown measures as predictors - school and workplace closures, in particular. Results: In most countries, both male and female developers were, on average, more productive than predicted, and productivity increased for both genders with increasing lockdown stringency. When examining the effects of the most relevant types of lockdown measures separately, we found that stay-at-home restrictions increased both men's and women's productivity and that workplace closures also increased the number of weekly contributions on average - but for women, only when schools were open. Conclusion: Having found gender differences in the effect of workplace closures contingent on school and daycare closures within a population that is relatively young and unlikely to have children (software developers), we conclude that the Covid-19 pandemic may indeed have contributed to increased gender inequalities in professional advancement.
It is commonly known that irresponsible alcohol use can have adverse effects. For some people, it results in health problems, for others in productivity loss, and some experience the worst possible outcome of alcohol misuse - death. This paper estimates the effect of reduced alcohol sales hours on alcohol-attributable mortality (AAM) in Estonia. Using novel mortality data from 1997 to 2015, this paper analyzes the effect of alcohol sales policies at both the county level and the country level. By applying the difference-in-differences method and the ARIMA model, this paper finds that the alcohol sales policy reduced AAM to between 1.710 and 2.401 deaths per 100,000 per month, which equals a reduction of 31% to 40% in AAM deaths. These findings suggest that individuals who are the most at risk of dying from alcohol-attributable causes of death benefit remarkably from reduced alcohol availability.
In order to achieve the temperature goals of the Paris Agreement, the world must reach net-zero carbon emissions around mid-century, which calls for an entirely new energy system. Carbon pricing, in the shape of taxes or emissions trading schemes, is often seen as the main, or only, necessary climate policy instrument, based on theoretical expectations that this would promote innovation and diffusion of the new technologies necessary for full decarbonization. Here, we review the empirical knowledge available in academic ex-post analyses of the effectiveness of existing, comparatively high-price carbon pricing schemes in the European Union, New Zealand, British Columbia, and the Nordic countries. Some articles find short-term operational effects, especially fuel switching in existing assets, but no article finds mentionable effects on technological change. Critically, all articles examining the effects on zero-carbon investment found that existing carbon pricing scheme have had no effect at all. We conclude that the effectiveness of carbon pricing in stimulating innovation and zero-carbon investment remains a theoretical argument. So far, there is no empirical evidence of its effectiveness in promoting the technological change necessary for full decarbonization. Given the current polarization of gender knowledge in the public discourse, this article investigates the "other side" of gender knowledge production. Building on feminist standpoint literature, I conduct a close reading of the affective-discursive dynamics of knowledge production in two anti-feminist online communities in the United States and India. I find that anti-feminist communities appropriate feminist practices of consciousness-raising to construct a shared sense of victimization. This appropriation is, however, incomplete. In contrast to feminist practices, anti-feminist knowledge generation is premised on the polarizing themes of "ultimate victimhood" and "ultimate other," which lead to violence and exclusion, rather than liberation.
For life-long learning, an effective learning strategy repertoire is particularly important during acquisition of knowledge in lower secondary school—an educational level characterized with transition into more autonomous learning environments with increased complex academic demands. Using latent profile analysis, we explored the occurrence of different secondary school learner profiles depending on their various combinations of cognitive and metacognitive learning strategy use, as well as their differences in perceived autonomy support, intrinsic motivation, and gender. Data were collected from 576 ninth grade students in Uganda using self-report questionnaires. Four learner profiles were identified: competent strategy user, struggling user, surface-level learner, and deep-level learner profiles. Gender differences were noted in students’ use of elaboration and organization strategies to learn Physics, in favor of girls. In terms of profile memberships, significant differences in gender, intrinsic motivation and perceived autonomy support were also noted. Girls were 2.4–2.7 times more likely than boys to be members of the competent strategy user and surface-level learner profiles. Additionally, higher levels of intrinsic motivation predicted an increased likelihood membership into the deep-level learner profile, while higher levels of perceived teacher autonomy predicted an increased likelihood membership into the competent strategy user profile as compared to other profiles. Further, implications of the findings were discussed.

The Refugee Teachers Program, established at the University of Potsdam, Brandenburg, in 2016, represents a successful model for training and integrating individuals with foreign teaching qualifications through an 18-month teaching and language course. Initially created to help meet the demand for teachers in Germany, the Refugee Teachers Program has been further refined over the course of the last three years in the light of expert meetings, theoretical considerations, and negotiations with the Brandenburg Ministry of Education. This was the first program of its kind in Germany, following an influx of people being forced to migrate from countries such as Syria, Afghanistan, and Iraq in 2015. The program responded to these international events by providing training, work, and refuge for migrants who already had teaching experience in their home countries. More than 85 participants successfully completed the program and many have taken up newly created positions as teachers and pedagogical assistants in German schools. However, a number of hurdles still remain before most of the program's graduates can be granted full employment as teachers in Germany.
Friends or foes?

Energy efficiency measures and the deployment of renewable energy are commonly presented as two sides of the same coin-as necessary and synergistic measures to decarbonize energy systems and reach the temperature goals of the Paris Agreement. Here, we quantitatively investigate the policies and performances of the EU Member States to see whether renewables and energy efficiency policies are politically synergistic or if they rather compete for political attention and resources. We find that Member States, especially the ones perceived as climate leaders, tend to prioritize renewables over energy efficiency in target setting. Further, almost every country performs well in either renewable energy or energy efficiency, but rarely performs well in both. We find no support for the assertion that the policies are synergistic, but some evidence that they compete. However, multi-linear regression models for performance show that performance, especially in energy efficiency, is also strongly associated with general economic growth cycles, and not only efficiency policy as such. We conclude that renewable energy and energy efficiency are not synergistic policies, and that there is some competition between them.
This paper examines and discusses the biases and pitfalls of retrospective survey questions that are currently being used in many medical, epidemiological, and sociological studies on the COVID-19 pandemic. By analyzing the consistency of answers to retrospective questions provided by respondents who participated in the first two waves of a survey on the social consequences of the COVID-19 pandemic, we illustrate the insights generated by a large body of survey research on the use of retrospective questions and recall accuracy.
Getting a yes

This paper studies how the request for a favor has to be devised in order to maximize its chance of success. We present results from a mini-dictator game, in which the recipient can send a free-form text message to the dictator before the latter decides. We find that putting effort into the message, writing in a humorous way and mentioning reasons why the money is needed pays off. Additionally, we find differences in the behavior of male and female dictators. Only men react positively to efficiency arguments, while only women react to messages that emphasize the dictators power and responsibility.
Whilst the Covid-19 pandemic affects all European countries, the ways in which these countries are prepared for the health and subsequent economic crisis varies considerably. Financial solidarity within the European Union (EU) could mitigate some of these inequalities but depends upon the support of the citizens of individual member states for such policies. This paper studies attitudes of the Austrian population - a net-contributor to the European budget - towards financial solidarity using two waves of the Austrian Corona Panel Project collected in May and June 2020. We find that individuals (i) who are less likely to consider the Covid-19 pandemic as a national economic threat, (ii) who believe that Austria benefits from supporting other countries, and (iii) who prefer the crisis to be organized more centrally at EU-level show higher support for European financial solidarity. Using fixed effects models, we further show that perceiving economic threats and preferring central crisis management also explain attitude dynamics within individuals over time. We conclude that cost-benefit perceptions are important determinants for individual support of European financial solidarity during the Covid-19 pandemic.
Does youth matter?

Previous research has mainly concentrated on the study of certain transitions and the influence of economic and socio-structural factors on partnership status. From a life course perspective, it remains unclear how factors anchored in youth are related to the diversity of partnership biographies. Arguing that individuals act and behave based on prior experiences and resources, I analyse how personal and social resources as well as socio-demographic characteristics influence the turbulence of longitudinal partnership trajectories.
Using a longitudinal dataset from the German LifE Study, I examine partnership histories from the ages 16 to 45. The results suggest that in addition to the influence of an individual's socio-demographic placement (for example, religious commitment and regional living conditions), personal and social resources anchored in youth also have a long-term effect on the diversity of partnership trajectories. This article shows that women are influenced by their attitudes towards marriage and family, while men are influenced by their attitudes towards their careers.
In this paper, we show how socialist planning can be based on input-output data. We argue that the information required for this can be obtained by a central planning agency and thus dismiss Hayek’s information argument against socialism. We further show how economic planning can be made responsive to consumer demand through a feedback control mechanism. Output targets of products would be adjusted in response to observed consumer demand or based on predictions about future demand. Planners can use machine learning to make more accurate forecasts. The valuation of goods plays an important role in the feedback control mechanism. The values of goods can either be measured by the labour time necessary for their production (labour values) or through shadow prices based on linear programming.
Heat waves are increasingly common in many countries across the globe, and also in Germany, where this study is set. Heat poses severe health risks, especially for vulnerable groups such as the elderly and children. This case study explores visitors' behavior and perceptions during six weekends in the summer of 2018 at a 6-month open-air horticultural show. Data from a face-to-face survey (n = 306) and behavioral observations ( n = 2750) were examined by using correlation analyses, ANOVA, and multiple regression analyses. Differences in weather perception, risk awareness, adaptive behavior, and activity level were observed between rainy days (maximum daily temperature, 25 degrees C), warmsummer days (25 degrees-30 degrees C), and hot days (>30 degrees C). Respondents reported a high level of heat risk awareness, butmost (90%) were unaware of actual heat warnings. During hot days, more adaptive measures were reported and observed. Older respondents reported taking the highest number of adaptive measures. We observed the highest level of adaptation in children, but they also showed the highest activity level. From our results we discuss how to facilitate individual adaptation to heat stress at open-air events by taking the heterogeneity of visitors into account. To mitigate negative health outcomes for citizens in the future, we argue for tailored risk communication aimed at vulnerable groups. <br /> SIGNIFICANCE STATEMENT: People around the world are facing higher average temperatures. While higher temperatures make open-air events a popular leisure time activity in summer, heat waves are a threat to health and life. Since there is not much research on how visitors of such events perceive different weather conditions-especially hot temperatures-we explored this in our case study in southern Germany at an open-air horticultural show in the summer of 2018. We discovered deficits both in people's awareness of current heat risk and the heat adaptation they carry out themselves. Future research should further investigate risk perception and adaptation behavior of private individuals, whereas event organizers and authorities need to continually focus on risk communication and facilitate individual adaptation of their visitors.
There are three different interpretations of Adam Smith's trade theory in modern literature: first, the neoclassical theory of absolute advantage; second, an interpretation based on increasing returns; third, an interpretation of uneven development. These interpretations come to widely different conclusions, especially considering the development of the pattern of trade in Smith's theory. I discuss how these three interpretations emerged. They do not stem from a more detailed analysis of Smith's works itself but reflect changes within international trade theory. They all result from the fact that economists have imposed nineteenth- and twentieth-century modes of thoughts on Smith's theory, forcing his writings into later-developed theoretical frameworks. In contrast to classical economists in the nineteenth century, these subsequent interpretations misrepresent Smith's trade theory in order to portray him as a forerunner of later theories. The differing interpretations can thus be explained only against the backdrop of the development of international trade theory.
An update on secular trends in physical fitness of children and adolescents from 1972 to 2015

Background There is evidence that physical fitness of children and adolescents (particularly cardiorespiratory endurance) has declined globally over the past decades. Ever since the first reports on negative trends in physical fitness, efforts have been undertaken by for instance the World Health Organization (WHO) to promote physical activity and fitness in children and adolescents. Therefore, it is timely to re-analyze the literature to examine whether previous reports on secular declines in physical fitness are still detectable or whether they need to be updated. Objectives The objective of this systematic review is to provide an 'update' on secular trends in selected components of physical fitness (i.e., cardiorespiratory endurance, relative muscle strength, proxies of muscle power, speed) in children and adolescents aged 6-18 years. Data Sources A systematic computerized literature search was conducted in the electronic databases PubMed and Web of Science to locate studies that explicitly reported secular trends in physical fitness of children and adolescents. Study Eligibility Criteria Studies were included in this systematic review if they examined secular trends between at least two time points across a minimum of 5 years. In addition, they had to document secular trends in any measure of cardiorespiratory endurance, relative muscle strength, proxies of muscle power or speed in apparently healthy children and adolescents aged 6-18 years. Study Appraisal and Synthesis Methods The included studies were coded for the following criteria: nation, physical fitness component (cardiorespiratory endurance, relative muscle strength, proxies of muscle power, speed), chronological age, sex (boys vs. girls), and year of assessment. Scores were standardized (i.e., converted to z scores) with sample-weighted means and standard deviations, pooled across sex and year of assessment within cells defined by study, test, and children's age. Results The original search identified 524 hits. In the end, 22 studies met the inclusion criteria for review. The observation period was between 1972 and 2015. Fifteen of the 22 studies used tests for cardiorespiratory endurance, eight for relative muscle strength, eleven for proxies of muscle power, and eight for speed. Measures of cardiorespiratory endurance exhibited a large initial increase and an equally large subsequent decrease, but the decrease appears to have reached a floor for all children between 2010 and 2015. Measures of relative muscle strength showed a general trend towards a small increase. Measures of proxies of muscle power indicated an overall small negative quadratic trend. For measures of speed, a small-to-medium increase was observed in recent years. Limitations Biological maturity was not considered in the analysis because biological maturity was not reported in most included studies. Conclusions Negative secular trends were particularly found for cardiorespiratory endurance between 1986 and 2010-12, irrespective of sex. Relative muscle strength and speed showed small increases while proxies of muscle power declined. Although the negative trend in cardiorespiratory endurance appears to have reached a floor in recent years, because of its association with markers of health, we recommend further initiatives in PA and fitness promotion for children and adolescents. More specifically, public health efforts should focus on exercise that increases cardiorespiratory endurance to prevent adverse health effects (i.e. <br /> , overweight and obesity) and muscle strength to lay a foundation for motor skill learning.
Drawing on three waves of survey data from a non-probability sample from Germany, this paper examines two opposing expectations about the pandemic's impacts on gender equality: The optimistic view suggests that gender equality has increased, as essential workers in Germany have been predominantly female and as fathers have had more time for childcare. The pessimistic view posits that lockdowns have also negatively affected women's jobs and that mothers had to shoulder the additional care responsibilities. Overall, our exploratory analyses provide more evidence supporting the latter view. Parents were more likely than non-parents to work fewer hours during the pandemic than before, and mothers were more likely than fathers to work fewer hours once lockdowns were lifted. Moreover, even though parents tended to divide childcare more evenly, at least temporarily, mothers still shouldered more childcare work than fathers. The division of housework remained largely unchanged. It is therefore unsurprising that women, in particular mothers, reported lower satisfaction during the observation period. Essential workers experienced fewer changes in their working lives than respondents in other occupations.
The voice gives it away

Two experiments examined the impact of voice pitch on gender stereotyping. Participants listened to a text read by a female (Study 1; N = 171) or male (Study 2, N = 151) speaker, whose voice pitch was manipulated to be high or low. They rated the speaker on positive and negative facets of masculinity and femininity, competence, and likability. They also indicated their own gendered self-concept. High pitch was associated with the ascription of more feminine traits and greater likability. The high-pitch female speaker was rated as less competent, and the high-pitch male speaker was perceived as less masculine. Text content and participants' gendered self-concept did not moderate the pitch effect. The findings underline the importance of voice pitch for impression formation.
Creation, collection and retention of knowledge in digital communities is an activity that currently requires being explicitly targeted as a secure method of keeping intellectual capital growing in the digital era. In particular, we consider it relevant to analyze and evaluate the empathetic cognitive personalities and behaviors that individuals now have with the change from face-to-face communication (F2F) to computer-mediated communication (CMC) online. This document proposes a cyber-humanistic approach to enhance the traditional SECI knowledge management model. A cognitive perception is added to its cyclical process following design thinking interaction, exemplary for improvement of the method in which knowledge is continuously created, converted and shared. In building a cognitive-centered model, we specifically focus on the effective identification and response to cognitive stimulation of individuals, as they are the intellectual generators and multiplicators of knowledge in the online environment. Our target is to identify how geographically distributed-digital-organizations should align the individual's cognitive abilities to promote iteration and improve interaction as a reliable stimulant of collective intelligence. The new model focuses on analyzing the four different stages of knowledge processing, where individuals with sympathetic cognitive personalities can significantly boost knowledge creation in a virtual social system. For organizations, this means that multidisciplinary individuals can maximize their extensive potential, by externalizing their knowledge in the correct stage of the knowledge creation process, and by collaborating with their appropriate sympathetically cognitive remote peers.
Since COVID-19 became a pandemic, many studies are being conducted to get a better understanding of the disease itself and its spread. One crucial indicator is the prevalence of SARS-CoV-2 infections. Since this measure is an important foundation for political decisions, its estimate must be reliable and unbiased. This paper presents reasons for biases in prevalence estimates due to unit nonresponse in typical studies. Since it is difficult to avoid bias in situations with mostly unknown nonresponse mechanisms, we propose the maximum amount of bias as one measure to assess the uncertainty due to nonresponse. An interactive web application is presented that calculates the limits of such a conservative unit nonresponse confidence interval (CUNCI).
Insights into the dynamics of human behavior in response to flooding are urgently needed for the development of effective integrated flood risk management strategies, and for integrating human behavior in flood risk modeling. However, our understanding of the dynamics of risk perceptions, attitudes, individual recovery processes, as well as adaptive (i.e., risk reducing) intention and behavior are currently limited because of the predominant use of cross-sectional surveys in the flood risk domain. Here, we present the results from one of the first panel surveys in the flood risk domain covering a relatively long period of time (i.e., four years after a damaging event), three survey waves, and a wide range of topics relevant to the role of citizens in integrated flood risk management. The panel data, consisting of 227 individuals affected by the 2013 flood in Germany, were analyzed using repeated-measures ANOVA and latent class growth analysis (LCGA) to utilize the unique temporal dimension of the data set. Results show that attitudes, such as the respondents' perceived responsibility within flood risk management, remain fairly stable over time. Changes are observed partly for risk perceptions and mainly for individual recovery and intentions to undertake risk-reducing measures. LCGA reveal heterogeneous recovery and adaptation trajectories that need to be taken into account in policies supporting individual recovery and stimulating societal preparedness. More panel studies in the flood risk domain are needed to gain better insights into the dynamics of individual recovery, risk-reducing behavior, and associated risk and protective factors.

Mobile applications are suitable as a structural possibility for students beginning their studies. Using the appReflect.UP,students are encouraged to reflect on the organization, contents, and objectives of their studies. This article focuses on how students can acquire the academic ability to consider their own actions, which is an intrinsic component of academic professionalization. The work examines how a competency framework is derived through study regulations and module descriptions, and how subsequent questions for students' reflection are systematically created using this framework. Next, the hybrid mobile applicationReflect.UPand its underlying software components are introduced, stimulating students' reflections on study content and objectives. The data gathered through the practical use ofReflect.UPis evaluated, and then the ensuing conclusions drawn from students' problems and learning processes for organizing the course of studies are explored. In addition, this paper reflects on the strengths and weaknesses of a mobile application as a sociological and technological compound for structural support of the introductory phase of education.
Peer groups are critical socialization agents for the development of social behavior in adolescence, but studies examining peer-group effects on individuals' prosocial behavior are scarce. Using a two-wave, multilevel data set (N = 16,893, 8481 male; 8412 female; mean age at Time 1: 14.0 years) from 1308 classes in 252 secondary schools in Germany, main effects of the classroom level of prosocial behavior, cross-level interactions between the classroom and the individual levels of prosocial behavior at Time 1, and the moderating role of gender were examined. The results showed that adolescents in classrooms with high collective levels of prosocial behavior at Time 1 reported more prosocial behavior at Time 2, about two years later, reflecting a class-level main effect. A significant cross-level interaction indicated that a high classroom level of prosocial behavior particularly affected individuals with lower levels of prosocial behavior at Time 1. The influence of same-gender peers was larger compared with opposite-gender peers. The findings are discussed with respect to social learning mechanisms in the development of prosocial behavior and their implications for interventions to promote prosocial behavior.
Narcissism has traditionally been assessed using explicit measures, yet contemporary measures are limited in their ability to capture people's automatic (i.e., implicit) self-evaluations. Here, we propose the antagonistic narcissism Implicit Association Test (AN-IAT). Three studies (N = 1082) using self-, informant-reports, and other implicit measures tested the psychometric properties of the AN-IAT. The AN-IAT showed high internal consistency and good temporal stability. The measure was positively associated with (antagonistic) narcissism, aggression, and lack of empathy, but unrelated to communal, pathological, and agentic narcissism as well as self-esteem. The AN-IAT predicted self- and informantratings of aggression and empathy beyond self-reports of antagonistic and agentic narcissism, and agreeableness. Together, the antagonistic narcissism IAT is a promising addition to the assessment of narcissism.
As overconsumption has negative effects on ecological balance, social equality, and individual well-being, reducing consumption levels among the materially affluent is an emerging strategy for sustainable development. Today's youth form a crucial target group for intervening in unsustainable overconsumption habits and for setting the path and ideas on responsible living. This article explores young people's motivations for engaging in three behavioural patterns linked to anti-consumption (voluntary simplicity, collaborative consumption, and living within one's means) in relation to sustainability. Applying a qualitative approach, laddering interviews reveal the consequences and values behind the anti-consumption behaviours of young people of ages 14 to 24 according to a means-end chains analysis. The findings highlight potential for and the challenges involved in motivating young people to reduce material levels of consumption for the sake of sustainability. Related consumer policy tools from the fields of education and communication are identified. This article provides practical implications for policy makers, activists, and educators. Consumer policies may strengthen anti-consumption among young people by addressing individual benefits, enabling reflection on personal values, and referencing credible narratives. The presented insights can help give a voice to young consumers, who struggle to establish themselves as key players in shaping the future consumption regime.

End-users base their consumption decisions not only on available budget and direct use value, but also on their social environment. The underlying social dynamics are particularly important in the case of consumer goods that implicate high future energy demand and are, hence, also key for climate mitigation. This paper investigates the impact of social factors, with a focus on 'status perceptions', on car and appliance ownerships by urban India households. Using two rounds of the household-level data from the India Human Development Survey (IHDS, 2005 and 2012), we test for the impact of social factors in addition to economic, demographic, locational, and housing on ownership levels. Starting with factor analysis to categorise appliances by their latent characteristics, we then apply the bivariate ordered probit model to identify drivers of consumption among the urban households. We find that while income and household demographics are predominant drivers of car and appliance uptake, the household's perception of status, instrumented by a variable measuring expenditure on conspicuous consumption, emerges as a key social dimension influencing the uptake. The results indicate how households identify themselves in society influences their corresponding car and appliance consumption. A deeper understanding of status-based consumption is, therefore, essential to designing better demand-side solutions to low carbon consumption.
Sexual scripts serve as cognitive representations of typical elements of sexual interactions that guide sexual behavior. To the extent that cognitive scripts for consensual sex comprise elements associated with a risk of experiencing nonconsensual sex, they may be indirectly linked to sexual victimization via risky sexual behavior. A longitudinal study with 2,425 college students in Germany (58% female) examined pathways from sexual scripts for consensual sex, sexual behavior, and sexual victimization over three data waves separated by 12-month intervals. Sexual scripts and behavior were defined as risky to the extent that they include known vulnerability factors for sexual victimization (casual sex, alcohol consumption, ambiguous communication of sexual intentions). Path analyses confirmed that more risky sexual scripts prospectively predicted more risky sexual behavior, which predicted higher odds of sexual victimization. The findings held for men and women and participants with exclusively opposite-sex and both same- and opposite-sex contacts. Moreover, reciprocal influences between risky scripts and risky sexual behavior were found over time, confirming the proposed mutual reinforcement of scripts and behavior. The findings have implications for conceptualizing the role of scripts for consensual sex as vulnerability factors for sexual victimization among women and men and may inform intervention efforts.
The social stratification systems of major cities are transforming all around the globe. International research has been discussing this trend and focus on changing occupational classes. However, the precise effects on urban households, taking social welfare and different family arrangements into account, as well as the precise effects on people with a migration background, remain unclear. Using the example of Vienna, this article examines immigration as a key dimension for social stratification. Although household income structures in Austria have remained comparatively stable over the past two decades, the middle-income share in Vienna (as the sole metropolis in Austria) has dramatically decreased. This predominantly affects people from migrant backgrounds. Using a comprehensive dataset (two waves, N = 16,700 participants, including N = 4,500 migrants), we systematically examine the role of (a) migration-specific and (b) education- and employment-related factors to explain the decline of middle-income migrants. The results of multinomial logistic regression and decomposition analyses suggest that transformations in the labour market is the main driving force. Changing migrant characteristics have counteracted this process. If today's migrants displayed similar showed characteristics (e.g., origin and educational levels) to those prevalent in the past decade, the ethnic stratification disparities would have been even stronger.
Value research has a long and extensive history of theoretical definitions and empirical investigations using large scale quantitative surveys. However, the way the general population understands, defines, and relates to the concept of values, and how these views vary across individuals is seldom addressed. The present study examined subjective interpretations of the term through focus group interviews, and reports on the development of a Value Conceptualisation Scale (VCS) that distinguishes six dimensions of different views on values: normativity, relevance, validity, stability, consistency, and awareness. Focus group interviews (n = 38) as well as several surveys (n = 100, n = 1519, n = 903, n = 94) were used to develop, refine, and test the scale in terms of response variety, temporal stability, as well as convergent and discriminant validity. These systematic results show that views on values do indeed vary significantly between participants. Correlations with dogmatism, preference for consistency, and metacognition were found for corresponding dimensions. The VCS provides an original measure, which enables future research to explore this variation on the conceptualisation of values.
Is There a Rural Penalty in Language Acquisition? Evidence From Germany's Refugee Allocation Policy

Emerging evidence has highlighted the important role of local contexts for integration trajectories of asylum seekers and refugees. Germany's policy of randomly allocating asylum seekers across Germany may advantage some and disadvantage others in terms of opportunities for equal participation in society. This study explores the question whether asylum seekers that have been allocated to rural areas experience disadvantages in terms of language acquisition compared to those allocated to urban areas. We derive testable assumptions using a Directed Acyclic Graph (DAG) which are then tested using large-N survey data (IAB-BAMF-SOEP refugee survey). We find that living in a rural area has no negative total effect on language skills. Further the findings suggest that the “null effect” is the result of two processes which offset each other: while asylum seekers in rural areas have slightly lower access for formal, federally organized language courses, they have more regular exposure to German speakers.
The gendered division of occupations is a persistent characteristic of the Austrian labour market. Furthermore, we can observe more flexible employment biographies, where sequential employment episodes and occupational transitions become an important part. On this account, the article argues that both gender inequalities and labour market movements need to be examined simultaneously. The authors therefore analyse gender-(un)typed horizontal occupational transitions and their influence on the vertical positioning, based on the Austrian Micro Census (2008–2018). The results reveal that gender-typed occupational transitions are regaining relevance and that the gender effect is reversing in that women increasingly leave gender-untyped occupations. The findings also demonstrate that this gender-typed horizontal movement yields a significant decline in occupational status for women, which even increases when women become mothers. Based on their models the authors find no negative effects for fathers.
This paper seeks to address the relationship between social capital and perceived social origin in contemporary Austria. While the concept of social capital has been widely adopted in social sciences, so far research on the (pre)structured shape of social capital by social origin is scarce. Our aim is to close this gap. Therefore, we use the network-as-capital approach by following the “position generator” and apply latent class analysis (LCA) and path modelling on the basis of the 2018 Austrian Social Survey. The dataset comprises a representative sample of the Austrian residential population aged 18 and older. Our findings show that the diversity of social capital, and access to networks of people in more highly ranked positions is strongly influenced by one’s social background. The higher respondents assess their social origin, the greater the probability of being in this type of network. Furthermore, education and occupation have effects on membership in a class-specific network.
Social theory has long predicted that social mobility, in particular downward social mobility, is detrimental to the well-being of individuals. Dissociative and “falling from grace” theories suggest that mobility is stressful due to the weakening of social ties, feelings of alienation, and loss of status. In light of these theories, it is a puzzle that the majority of quantitative studies in this area have shown null results. Our approach to resolve the puzzle is two-fold. First, we argue for a broader conception of the mobility process than is often used and thus focus on intragenerational occupational class mobility rather than restricting ourselves to the more commonly studied intergenerational mobility. Second, we argue that self-reported measures may be biased by habituation (or “entrenched deprivation”). Using nurse-collected health and biomarker data from the UK Household Longitudinal Study (2010–2012, N = 4,123), we derive a measure of allostatic load as an objective gauge of physiological “wear and tear” and compare patterns of mobility effects with self-reports of health using diagonal reference models. Our findings indicate a strong class gradient in both allostatic load and self-rated health, and that both first and current job matter for current well-being outcomes. However, in terms of the effects of mobility itself, we find that intragenerational social mobility is consequential for allostatic load, but not for self-rated health. Downward mobility is detrimental and upward mobility beneficial for well-being as assessed by allostatic load. Thus, these findings do not support the idea of generalized stress from dissociation, but they do support the “falling from grace” hypothesis of negative downward mobility effects. Our findings have a further implication, namely that the differences in mobility effects between the objective and subjective outcome infer the presence of entrenched deprivation. Null results in studies of self-rated outcomes may therefore be a methodological artifact, rather than an outright rejection of decades-old social theory.
It is a relatively new phenomenon in the context of urban development in Buenos Aires that citizens from the middle class have been increasingly claiming empowerment in local decision making. In this paper, we analyze the spatial-political outcome of protests against high-rise construction and demolitions of the urban heritage in Buenos Aires. Based on a frame analysis, the results of the paper show that the citizens’ initiatives under study have been able to incorporate several key issues into the agenda of the public debate: the relevance of the urban heritage, the negative effects of market-oriented municipal politics, and deficient citizen participation. Moreover, the controversies surrounding high-rise constructions in the 2000s and early 2010s disclose a clear degree of politicization. A permanent struggle for primacy in municipal policy models has been sparked, in which victory and defeat alternate, and attention is drawn to more fundamental societal issues beyond urban development
Ausgehend von der Teilung in nichtaktive (Haushalt) und aktive Bevölkerung (Markt) fragt der Beitrag nach der Rolle, die statistische Vergleichsverfahren bei dieser Grenzziehung in der Welt der Arbeit spielen. Dies geschieht vor dem Hintergrund der Verzweigung von zwei strukturellen Entwicklungen, nämlich dem Wandel der (Arbeits‑)Welten und der statistischen Vergleichsverfahren. Der Beitrag gehört zu den ersten, der diese Nahtstelle systematisch und empirisch an der nationalen und internationalen (Beschäftigungs‑)Statistik untersucht. In diesem Beitrag schlage ich vor, die beiden Beobachtungsebenen als ein Feld der inter/nationalen Statistik zu verstehen. Ihre Ähnlichkeiten, Unterschiede und Verzweigungen werden soziologisch bislang noch nicht wahrgenommen. Im Unterschied dazu behandele ich sie aus einer wissensgeschichtlichen und wissenssoziologischen Perspektive gemeinsam hinsichtlich ihrer Selektionsleistungen, Beobachtungsinstrumente und Beschreibungsebenen. Die Ergebnisse zeigen die zunehmende Spezifizierung und Ausdehnung der ökonomischen Dimension von Arbeitstätigkeiten, die durch die Ordnungstechniken der inter/nationalen Statistik, verstärkt nach 1945, forciert werden. Diese Verschiebungen, so das Argument, sind eng mit dem Aufstieg des technischen Wissens im „technical internationalism“ verbunden, die nach 1945 das statistische und das Alltagsverständnis von der wirtschaftlich nichtaktiven Haushaltsarbeit bekräftigen.
International organizations (IOs) try to incorporate policy-specific best practices and country-specific knowledge to increase well-informed decision-making. However, the relative contribution of the two kinds of knowledge to organizational performance is insufficiently understood. The article addresses this gap by focusing on the role of staff in World Bank performance. It posits that country-specific knowledge, sectoral knowledge, and their combination positively contribute to World Bank projects. The argument is tested drawing on a novel database on the tenure, nationality, and educational background of World Bank Task Team Leaders. Three findings stand out. First, country-specific knowledge seems to matter on average, while sectoral knowledge does not. Second, there is some evidence that staff that combine both kinds of knowledge are empowered to make more positive contributions to performance. Third, the diversity and relevance of experience, not length of tenure, are associated with more success. The findings contribute to discussions on international bureaucracies by highlighting how differences between the knowledge of individual staff shape their decision-making and performance. IOs could better tap into the existing resources in their bureaucracies to enhance their performance by rotating staff less frequently between duty stations.
This article argues that non-ideal theory is distinctive in its use of a certain methodology which is prior to specific topics (such as injustice, oppression, etc.), grounded in the idea of socially situ-ated knowledge, and able to address ideological situatedness. Drawing on standpoint epistemology, we show that one’s social position within given power structures has implications for knowledge acquisition and that being in a vulnerable or marginalised position can be advantageous to knowledge acquisition. Following ideology critique, we argue that both marginalised and powerful social positions are embedded within a given ideology. As ideology is more than a mere set of attitudes or beliefs that social agents endorse or resist, situated agents and theo-rists cannot develop normative criteria that are not themselves situated. Hence, non-ideal theory has to be equipped with methods that are likely to make this situatedness visible. We close by presenting some diverse methods that already do so.
Two decades ago, Tarana Burke started using the phrase ‘me too’ to release victims of sexual abuse and rape from their shame and to empower girls from minority communities. In 2017, actress Alyssa Milano made the hashtag #MeToo go viral. This article’s concern is with the role of testimonial practices in the context of sexual violence. While many feminists have claimed that the word of those who claim to being sexually violated by others (should) have political and/or epistemic priority, others have failed to recognize the harm and injury of instances of sexual violence that are not yet acknowledged as such and failed to listen to victims from marginalized social groups. In fact, some feminists have attacked #MeToo for mingling accounts of ‘proper’ sexual violence and accounts that are not ‘proper’ experiences of sexual violence. My aim in this article is to show why this critique is problematic and find a philosophically fruitful way to understand the #MeToo-movement as a movement that strives for moral and conceptual progress.
In this paper, we have two goals. First, we argue for a blueprint for hermeneutical injustice that allows us to schematize existing and discover new varieties of hermeneutical injustices. The underlying insight is that Fricker provides both a general concept of hermeneutical injustice and a specific conception thereof. By distinguishing between the general concept and its specific conceptions, we gain a fruitful tool to detect such injustices in our everyday lives. Second, we use this blueprint to provide a further example of hermeneutical injustice that draws our attention to yet another distinction: Some hermeneutical injustices result from a lack or distortion in the collective conceptual resource and some are due to problems in the application of existing concepts. We argue that to combat hermeneutical injustices, we have to make sure not only that individuals have accurate concepts at their disposal but that they have the capabilities to use these concepts adequately.
The article proposes that climate change makes enduring colonial injustices and structures visible. It focuses on the imposition and dominance of colonial concepts of land and self-determination on Indigenous peoples in settler states. It argues that if the dominance of these colonial frameworks remains unaddressed, the progressing climate change will worsen other colonial injustices, too. Specifically, Indigenous self-determination capabilities will be increasingly undermined, and Indigenous peoples will experience the loss of what they understand as relevant land from within their own ontologies of land. The article holds that even if settler states strive to repair colonial injustices, these efforts will be unsuccessful if climate change occurs and decolonization is pursued within the framework of a settler colonial ontology of land. Therefore, the article suggests, decolonization of the ontologies of land and concepts of self-determination is a precondition for a just response to climate change.

A strong sense of victimhood, a discourse of social suffering, and complementary bodily performances, which mobilize rancor, resentfulness, and revengefulness, are fundamental elements of Turkish-Islamist ideology. This article discusses the political dynamics and implications of such assertions of victimhood in the Turkish context. To underscore these dynamics, it analyses the role of the logic of pain in the subject formation of Turkish-Islamist identity and how this logic has been revitalized by constitutive and hegemonic social imagination, and circulated and intensified by a reactionary mood. Additionally, it aims to expose how this reactionary mood profoundly depends on contradictory subjectification processes, which simultaneously involve mobilization of feelings of impotency, non-responsibility, self-pitying, and sublimation of power. This subject formation opens the way for identification with authoritarian figures in the Turkish case.
Dieser Beitrag beschäftigt sich mit der Frage, welche Relevanz arbeitsstatis-tische und -rechtliche Kategorisierungen im Zeitraum von 1880 bis 1992 für den Wandel der Deu-tungsmodelle des Geschlechts haben. Aus vergleichstheoretischer stellt die Durchsetzung desmodernen Konzepts der Erwerbsarbeit um 1900 im nationalen Kontext und dessen Veränderung aufglobaler Ebene ein spezifisches Ordnungsverfahren dar, das im Mittelpunkt dieses Aufsatzes steht.Auf der Grundlage von zwei Mikrostudien zur Klassifizierung und Reklassifizierung der „Mithel-fenden Familienangehörigen“ und des „Nachtarbeitsverbots“ wird zum einen die Globalisierung derErwerbsarbeit als Beobachtungsschema, zum anderen der Wandel des Deutungsmodells derGeschlechterdifferenz im Zuge transnationaler Vergleichsverfahren erforscht. In dem Beitrag wirddie Auffassung vertreten, dass der Vergleich einen Globalisierungsmechanismus in der Weltgesell-schaft darstellt.
Wissenschaftlicher Nachwuchs ist bedeutsam für den Erhalt und Ausbau jeder Disziplin. Aktuell gibt es nur wenige empirische Erkenntnisse zur Situation in der haushaltsbezogenen Bildung. Im Beitrag werden ausgewählte Aspekte zur Situation der Nachwuchsförderung skizziert und Anknüpfungspunkte für die haushaltsbezogene Bildung vor dem Hintergrund erster Erfahrungen aus der 2019 gegründeten Nachwuchsgruppe HaBiFo-NEO diskutiert.
Using dating apps has become popular for many young adults worldwide, promising the chance to meet new sexual partners. Because there is evidence that using dating apps may be associated with risky sexual behavior, this study compared users and non-users concerning their sexuality-related cognitions, namely their risky sexual scripts and sexual self-esteem, as well as their risky and sexually assertive behavior. It also explored the link between dating app use and acceptance of sexual coercion. A total of 491 young heterosexual adults (295 female) participated in an online survey advertised in social media and college libraries in Germany. Results indicated that users had more risky sexual scripts and reported more risky sexual behavior than non-users. Furthermore, male dating app users had lower sexual self-esteem and higher acceptance of sexual coercion than male non-users. In both gender groups, dating app use predicted casual sexual activity via a more risky casual sex script. Gender differences, potential underlying mechanisms, and directions for future research are discussed.
Measuring migration 2.0

The interest in human migration is at its all-time high, yet data to measure migration is notoriously limited. “Big data” or “digital trace data” have emerged as new sources of migration measurement complementing ‘traditional’ census, administrative and survey data. This paper reviews the strengths and weaknesses of eight novel, digital data sources along five domains: reliability, validity, scope, access and ethics. The review highlights the opportunities for migration scholars but also stresses the ethical and empirical challenges. This review intends to be of service to researchers and policy analysts alike and help them navigate this new and increasingly complex field.
Veto player theory is a powerful approach to comparative politics. This article argues that the debate about its explanatory success would benefit from more systematic distinctions. The theory not only comes in different theoretical variants, it is also used in radically different ways empirically. Starting from recent debates about the ‘testing’ of theoretical models, the article distinguishes five ways in which theoretical models can be used empirically: contrastive, axiomatic, exploratory, presumptive and modular. The typology is applied to veto player theory and illustrated with exemplary studies and debates. The article concludes that each type raises different questions that should be answered in individual studies. Moreover, while veto player theory has an excellent track record on four empirical uses, the picture on its contrastive use is far more nuanced. More explicitly contrastive testing of the theory is desirable.
In a recent article in this journal, Ahrne, Brunsson, and Seidl (2016) suggest a definition of organization as a ‘decided social order’ composed of five elements (membership, rules, hierarchies, monitoring, and sanctions) which rest on decisions. ‘Partial organization’ uses only one or a few of these decidable elements while ‘complete organization’ uses them all. Such decided orders may also occur outside formal organizations, as the authors observe. Although we appreciate the idea of improving our understanding of organization(s) in modern society, we believe that Ahrne, Brunsson, and Seidl's suggestion jeopardizes the concept of organization by blurring its specific meaning. As the authors already draw on the work of Niklas Luhmann, we propose taking this exploration a step further and the potential of systems theory more seriously. Organizational analysis would then be able to retain a distinctive notion of formal organization on the one hand while benefiting from an encompassing theory of modern society on the other. With this extended conceptual framework, we would expect to gain a deeper understanding of how organizations implement and shape different societal realms as well as mediate between their particular logics, and, not least, how they are related to non-organizational social forms (e.g. families).

Im vorliegenden Band werden daher aktueller Stand empirischer Bildungsforschung diskutiert und neue Analysen vorgelegt. Local Government Systems

This chapter looks for main differences among local government systems as well as similarities among them. This has been done by the authors with the aim to grasp the institutional setting in which mayors have to act. The authors did it by updating and extending existing typologies and indices of local government systems. Nevertheless, an extension was first of all necessary with respect to vertical power relations because previous typologies considering them took neither the local government systems in Eastern and Central Europe nor the changes in the Western part of the continent into account. Furthermore, reflections about typologies are extended to the present one on public administration at the municipal level. All this have been underpinned by statistical data, the recent work on a ‘Local Autonomy Index’ (LAI; see Ladner et al. Measuring Autonomy in 39 Countries (1990–2014), Regional and Federal Studies, 26, 321–357, 2016) and information collected by the partners involved in the survey.
This paper analyses the interaction of domestic political elites and external donors against the backdrop of Mozambique’s decentralisation process. The empirical research at national and local levels supports the hypothesis that informal power structures influence the dynamics of this interaction. Consequently, this contributes to an outcome of externally induced democratisation different to what was intended by external actors. The decentralisation process has been utilised by ruling domestic elites for political purposes. Donors have rather focused on the technical side and ignored this informal dimension. By analysing the diverging objectives and perceptions of external and internal actors, as well as the instrumentalisation of formal democratic structures, it becomes clear, that the ‘informal has to be seen as normal’. At a theoretical level, the analysis contributes to elite-oriented approaches of post-conflict democratisation by adding ‘the informal’ as an additional factor for the dynamics of external-internal interaction. At a policy level, external actors need to take more into account informal power structures and their ambivalence for state-building and democratisation.
Trumponomics

Trump’s foreign policy vision and Trumponomics is deconstructed in an attempt to find a theoretical framework. It is shown that Trump projects a vision without much ideology but arguably a vision with sufficient potential for pragmatism and Realpolitik. Theoretical and conceptual frameworks, including philosophical, political and economic perspectives, and Trump’s mercantilist groundings are articulated. It is argued that Trumponomics contrasts with the ‘transformational diplomacy’ of previous USA administrations. Instead it is immersed in short-sighted ‘transactional diplomacy’, which will have a significant impact on the values of development aid.
Development Aid

Development aid has been an important catalyst for economic development and international politics since the end of WWII. A critical analysis of the main political, social and economic advances in development aid, traces the development agenda from the advent of the Bretton Woods agreement, the Truman Doctrine and the Marshall Plan, to the Washington Consensus and its neoliberal manifesto. The failure of the Washington Consensus and the rise of the post-Washington Consensus is analysed providing a backdrop for the critique of economic globalisation as a development aid cornerstone. Trump’s rejection of the neoliberal globalisation agenda and departure from post-WWII ideologies is discussed.
Struggling over crisis

If you put two economists in a room, you get two opinions, unless one of them is Lord Keynes, in which case you get three opinions.” Following the premise of this quotation attributed to Winston Churchill, varying perceptions of the European crisis by academic economists and their structural homology to economists’ positions in the field of economics are examined. The dataset analysed using specific multiple correspondence analysis (MCA) and hierarchical agglomerative clustering (HAC) comprises information on the careers of 480 German-speaking economists and on statements they made concerning crisis-related issues. It can be shown that the main structural differences in the composition and amount of scientific and academic capital held by economists as well as their age and degree of transnationalisation are linked to how they see the crisis: as a national sovereign debt crisis, as a European banking crisis, or as a crisis of European integration and institutions.
Background: Gait speed declines with increasing age, but it is unclear if gait speed preferentially correlates with leg muscle strength or mass.
Objective: We determined the relationship between gait speed and (1) leg muscle strength measured at 3 lower extremity joints and (2) leg lean tissue mass (LTM) in healthy young (age: 25 years, n = 20) and old (age: 70 years, n = 20) adults.
Methods: Subjects were tested for maximal isokinetic hip, knee, and ankle extension torque, leg LTM by bioimpedance, and gait performance (i.e., gait speed, stride length) at preferred and maximal gait speeds.
Results: We found no evidence for a preferential relationship between gait performance and leg muscle strength compared with gait performance and leg LTM in healthy young and old adults. In old adults, hip extensor strength only predicted habitual gait speed (R-2 = 0.29, p = 0.015), whereas ankle plantarflexion strength only predicted maximal gait speed and stride length (both R-2 = 0.40, p = 0.003). Conclusions: Gait speed did not preferentially correlate with leg muscle strength or leg LTM, favoring neither outcome for predicting mobility. Thus, we recommend that both leg muscle strength and leg LTM should be tested and trained complementarily. Further, hip and ankle extension torque predicted gait performance, and thus we recommend to test and train healthy old adults by functional integrated multiarticular rather than monoarticular lower extremity strength exercises.
The framing of EU policies

This chapter discusses how framing analysis can contribute to studies of policy making in the European Union (EU). Framing analysis is understood as an analytical perspective that focuses on how policy problems are constructed and categorised. This analytical perspective allows researchers to reconstruct how shifting problem frames empower competing constituencies and create changing patterns of political participation at the supranational level. Studies that assume a longitudinal perspective on EU policy development show how the framing of EU policy is constitutive of the way in which the jurisdictional boundaries and constitutional mandates of the EU evolve over time. Reviewing the growing body of empirical studies on EU policy framing in the context of the diverse theoretical origins of framing analysis, the chapter argues that framing research which takes seriously the notion that policy-making involves both puzzling and powering allows this analytical perspective to contribute a unique perspective on EU policy making.
Transnational Lawmaking Coalitions is the first comprehensive analysis of the role and impact of informal collaborations in the UN human rights treaty bodies. Issues as central to international human rights as the right to water, abortion, torture, and hate speech are often only clarified through the instrument of treaty interpretations. This book dives beneath the surface of the formal access, procedures, and actors of the UN treaty body system to reveal how the experts and external collaborators play a key role in the development of human rights. Nina Reiners introduces the concept of 'Transnational Lawmaking Coalitions' within a novel theoretical framework and draws on a number of detailed case studies and original data. This study makes a significant contribution to the scholarship on human rights, transnational actors, and international organizations, and contributes to broader debates in international relations and international law
Since the 1980s, central governments have decentralized forestry to local governments in many countries of the Global South. More recently, REDD+ has started to impact forest policy-making in these countries by providing incentives to ensure a national-level approach to reducing emissions from deforestation and forest degradation. Höhne et al. analyze to what extent central governments have rebuilt capacity at the national level, imposed regulations from above, and interfered in forest management by local governments for advancing REDD+. Using the examples of Brazil and Indonesia, the chapter illustrates that while REDD+ has not initiated a large-scale recentralization in the forestry sector, it has supported the reinforcement and pooling of REDD+ related competences at the central government level.
