Gender and framing

Framing literature has so far failed to construct gender as an analytical category that shapes the ways in which we perceive, identify and act upon grievances. This article builds on the insights of feminist theory and employs the conceptual vocabulary of the social movement framing perspective in maintaining gender as a main parameter of framing processes. Drawing on ethnographic research on local community struggles against hydropower plants in the Eastern Black Sea Region of Turkey, this article maintains the centrality of gender to framing processes. It analyzes the gendered difference between men’s macro-framings and women’s cultural and socio-ecological framings, which is rooted in their differing relationships with their immediate environment, as well as with the state and its institutions. The article maintains that the framings of women, which represent the immediacy of the environment, are more effective in gaining public support and shaping movement outcomes. In this sense, constructing gender as an important determinant of “frame variation” is essential not only to reveal women’s frames that are largely silenced through and within the mechanisms of social movement organization, but also to stress their centrality in shaping repertoires of contention, public reception and movement outcomes.

This book started as a conversation about successful societies and human development. It was originally based on a simple idea— it would be unusual if, in a society that might be reasonably deemed as successful, its citizens were deeply unhappy. This combination— successful societies and happy citizens— raised immediate and obvious problems. How might one define “success” when dealing, for example, with a society as large and as complex as the United States? We ran into equally major problems when trying to understand “happiness.” Yet one constantly hears political analysts talking about the success or failure of various democratic institutions. In ordinary conversations one constantly hears people talking about being happy or unhappy. In the everyday world, conversations about living in a successful society or about being happy do not appear to cause bewilderment or confusion. “Ordinary people” do not appear to find questions like— is your school successful or are you happily married?— meaningless or absurd. Yet, in the social sciences, both “successful societies” and “happy lives” are seen to be troublesome.
As our research into happiness and success unfolded, the conundrums we discussed were threefold: societal conditions, measurements and concepts. What are the key social factors that are indispensable for the social and political stability of any given society? Is it possible to develop precise measures of social success that would give us reliable data? There are a range of economic indicators that might be associated with success, such as labor productivity, economic growth rates, low inflation and a robust GDP. Are there equally reliable political and social measures of a successful society and human happiness? For example, rule of law and the absence of large- scale corruption might be relevant to the assessment of societal happiness. These questions about success led us inexorably to what seems to be a futile notion: happiness. Economic variables such as income or psychological measures of well- being in terms of mental health could be easily analyzed; however, happiness is a dimension that has been elusive to the social sciences.
In our unfolding conversation, there was also another stream of thought, namely that the social sciences appeared to be more open to the study of human unhappiness rather than happiness.
Mixed methods approaches have become increasingly relevant in social sciences research over the last few decades. Nevertheless, we show that these approaches have rarely been explicitly applied in higher education research. This is somewhat surprising because mixed methods and empirical research into higher education seem to be a perfect match for several reasons: (1) the role of the researcher, which is associated with strong intersections between the research subject and the research object; (2) the research process, which relies on concepts and theories that are borrowed from other research fields; and (3) the research object, which exhibits unclear techniques in teaching and learning, making it difficult to grasp causalities between input and results. Mixed methods approaches provide a suitable methodology to research such topics. Beyond this, potential future developments underlining the particular relevance of mixed methods approaches in higher education are discussed.
The idea for this book arose out of discontent with essentially three shortcomings in the recent literature on the present state of politics in Western democracies and on forms of collective action. The general message resulting from research in the political economy and in forms of democracy is disastrous. We are confronted with a mix of decline, fragmentation, individualization, diminishing trust in institutions hollowed out from the inside, the hoarding of power by small political and economic elites, and the increasing marginalization and pauperization of vast parts of the population. While the accuracy of these trends shall not be called into question, it is noteworthy, and this is the first shortcoming, to what extent that literature tends to neglect one crucial aspect, namely the capacity of those suffering most from the above malaise to coming together and searching for possibilities of collectively halting, reversing, or otherwise influencing decline in defence of their needs and interests. The second shortcoming concerns the literatures on precisely these actors, namely established trade union research and research on social movements. While both fields acknowledge the extent of the current crisis and have submitted numerous books and articles on how their respective research targets are reacting to it, the situation continues to remain one of indifference. There hardly is cross-fertilization beyond the boundaries of established research traditions. At the same time, empirical reality seems to suggest that forms of joint activity by both types of actors may have become more advanced than theoretical reflection is so far prepared to admit. As observed by Fantasia and Stepan-Norris (2004: 561) students of each of the two forms of collective action "(…) mutually neglect each other". Recent years have seen a considerable broadening of the ambitions in urban sustainability policy-making. With its Sustainable Development Goal (SDG) 11 Making cities and human settlements inclusive, safe, resilient and sustainable, the 2030 Agenda stresses the critical role of cities in achieving sustainable development. In the context of SDG17 on partnerships, emphasis is also placed on the role of researchers and other scientific actors as change agents in the sustainability transformation. Against this backdrop, this article sheds light on different pathways through which science can contribute to urban sustainability. In particular, we discern four forms of science-policy-society interactions as key vectors: 1. sharing knowledge and providing scientific input to urban sustainability policy-making; 2. implementing transformative research projects; 3. contributing to local capacity building; and 4. self-governing towards sustainability. The pathways of influence are illustrated with empirical examples, and their interlinkages and limitations are discussed. We contend that there are numerous opportunities for actors from the field of sustainability science to engage with political and societal actors to enhance sustainable development at the local level.
Peer cultural socialisation

This study investigated how peers can contribute to cultural minority students’ cultural identity, life satisfaction, and school values (school importance, utility, and intrinsic values) by talking about cultural values, beliefs, and behaviours associated with heritage and mainstream culture (peer cultural socialisation). We further distinguished between heritage and mainstream identity as two separate dimensions of cultural identity. Analyses were based on self-reports of 662 students of the first, second, and third migrant generation in Germany (Mean age = 14.75 years, 51% female). Path analyses revealed that talking about heritage culture with friends was positively related to heritage identity. Talking about mainstream culture with friends was negatively associated with heritage identity, but positively with mainstream identity as well as school values. Both dimensions of cultural identity related to higher life satisfaction and more positive school values. As expected, heritage and mainstream identity mediated the link between peer cultural socialisation and adjustment outcomes. Findings highlight the potential of peers as socialisation agents to help promote cultural belonging as well as positive adjustment of cultural minority youth in the school context.
Even though concerns about adverse distributional implications for the poor are one of the most important political challenges for carbon pricing, the existing literature reveals ambiguous results. For this reason, we assess the expected incidence of moderate carbon price increases for different income groups in 87 mostly low- and middle-income countries. Building on a consistent dataset and method, we find that for countries with per capita incomes of below USD 15,000 per year (at PPP-adjusted 2011 USD) carbon pricing has, on average, progressive distributional effects. We also develop a novel decomposition technique to show that distributional outcomes are primarily determined by differences among income groups in consumption patterns of energy, rather than of food, goods or services. We argue that an inverse U-shape relationship between energy expenditure shares and income explains why carbon pricing tends to be regressive in countries with relatively higher income. Since these countries are likely to have more financial resources and institutional capacities to deal with distributional issues, our findings suggest that mitigating climate change, raising domestic revenue and reducing economic inequality are not mutually exclusive, even in low- and middle-income countries. We examine how and under what conditions informal institutional constraints, such as precedent and doctrine, are likely to affect collective choice within international organisations even in the absence of powerful bureaucratic agents. With a particular focus on the United Nations Security Council, we first develop a theoretical account of why such informal constraints might affect collective decisions even of powerful and strategically behaving actors. We show that precedents provide focal points that allow adopting collective decisions in coordination situations despite diverging preferences. Reliance on previous cases creates tacitly evolving doctrine that may develop incrementally. Council decision-making is also likely to be facilitated by an institutional logic of escalation driven by institutional constraints following from the typically staged response to crisis situations. We explore the usefulness of our theoretical argument with evidence from the Council doctrine on terrorism that has evolved since 1985. The key decisions studied include the 1992 sanctions resolution against Libya and the 2001 Council response to the 9/11 attacks. We conclude that, even within intergovernmentally structured international organisations, member states do not operate on a clean slate, but in a highly institutionalised environment that shapes their opportunities for action.

This book is about the building of alliances and about joint activities between two groups of social movement actors ascribed increasing relevance for the functioning and the eventual amendment of democratic capitalism. The chapters provide a well-balanced mix of theoretical and empirical accounts on the political, social and economic catalysts behind the changing motives finding expression in a multitude of novel types of joint collective action and inter-organizational alliances. The contributors to this volume go beyond attempting to place unions, movements, crises, precariousness, protests and coalitions at the centre of the research. Instead, they focus on actors who themselves transcend clear-cut social camps. They look at the values and motives underlying collective action by both types of actors as much as at their structural and strategic properties, and inter-organizational relations and networks. This creates a fresh, genuine and historically valid account of the incompatibilities and the commonalities of movements and unions, and of prospects for inter-organizational learning.
The aim of the present study was to investigate the potential moderating role of online disinhibition in the associations between adolescents' callous-unemotional traits (callousness, uncaring, unemotional) and anonymous and non-anonymous cyberbullying. To this end, 1047 (49.2% female) 7th and 8th graders completed questionnaires on their face-to-face bullying, cyberbullying, callous-unemotional traits, and online disinhibition. The findings revealed that increases in uncaring were more associated with self-reported non-anonymous and anonymous cyberbullying at higher levels of online disinhibition. The findings are discussed in the context of the characteristics associated with callous-unemotional traits, and how these characteristics increase adolescents' risk of cyberbullying perpetration. Recommendations are made for tailoring intervention programs to consider adolescents' personality traits.
The Bologna Process has inspired harmonisation strategies for higher education systems in other parts of the world. However, developments in other contexts are not much under review in the European debate. The present article describes the case of Southeast Asia and the attempt to promote harmonisation of its higher education systems. It further compares the processes in ASEAN and the European Higher Education Area to then discuss open questions for future comparative research. To do so the authors re-contextualise data from a study in ASEAN against the background of future research needs in the field of higher education harmonisation.
There has been much research regarding the perceptions, preferences, behaviour, and responses of people exposed to flooding and other nat- ural hazards. Cross-sectional surveys have been the predominant method applied in such research. While cross-sectional data can provide a snapshot of a respondent’s behaviour and perceptions, it cannot be assumed that the respondent’s perceptions are constant over time. As a result, many important research questions relating to dynamic processes, such as changes in risk perceptions, adaptation behaviour, and resilience cannot be fully addressed by cross-sectional surveys. To overcome these shortcomings, there has been a call for developing longitudinal (or panel) datasets in research on natural hazards, vulnerabilities, and risks. However, experiences with implementing longitudinal surveys in the flood risk domain (FRD), which pose distinct methodological challenges, are largely lacking. The key problems are sample recruitment, attrition rate, and attrition bias. We present a review of the few existing longitudinal surveys in the FRD. In addition, we investigate the potential attrition bias and attrition rates in a panel dataset of flood-affected households in Germany. We find little potential for attrition bias to occur. High attrition rates across longitudinal survey waves are the larger concern. A high attrition rate rapidly depletes the longitudinal sample. To overcome high attrition, longitudinal data should be collected as part of a multisector partnership to allow for sufficient resources to implement sample retention strategies. If flood-specific panels are developed, different sample retention strategies should be applied and evaluated in future research to understand how much-needed longitudinal surveying techniques can be successfully applied to the study of individuals threatened by flooding.
Numerous scholars have lately highlighted the importance of cities in the global response to climate change. However, we still have little systematic knowledge on the evolution of urban climate politics in the Global South. In particular, we lack empirical studies that examine how local climate actions arise in political-administrative systems of developing and emerging economies. Therefore, this article adopts a multilevel governance perspective to explore the climate mitigation responses of three major cities in South Africa by looking at their vertical and horizontal integration in the wider governance framework. In the absence of a coherent national climate policy, Johannesburg, Cape Town, and Durban have developed distinct climate actions within their jurisdictions. In their effort to address climate change, transnational city networks have provided considerable technical support to these cities. Yet, substantial domestic political-economic obstacles hinder the three cities to develop a more ambitious stance on climate change.
Almost half of the political life has been experienced under the state of emergency and state of siege policies in the Turkish Republic. In spite of such a striking number and continuity in the deployment of legal emergency powers, there are just a few legal and political studies examining the reasons for such permanency in governing practices. To fill this gap, this paper aims to discuss one of the most important sources of the ‘permanent’ political crisis in the country: the historical evolution of legal emergency power. In order to highlight how these policies have intensified the highly fragile citizenship regime by weakening the separation of power, repressing the use of political rights and increasing the discretionary power of both the executive and judiciary authorities, the paper sheds light on the emergence and production of a specific form of legality based on the idea of emergency and the principle of executive prerogative. In that context, it aims to provide a genealogical explanation of the evolution of the exceptional form of the nation-state, which is based on the way political society, representation, and legitimacy have been instituted and accompanying failure of the ruling classes in building hegemony in the country.
The public encounter

This thesis puts the citizen-state interaction at its center. Building on a comprehensive model incorporating various perspectives on this interaction, I derive selected research gaps. The three articles, comprising this thesis, tackle these gaps. A focal role plays the citizens’ administrative literacy, the relevant competences and knowledge necessary to successfully interact with public organizations. The first article elaborates on the different dimensions of administrative literacy and develops a survey instrument to assess these. The second study shows that public employees change their behavior according to the competences that citizens display during public encounters. They treat citizens preferentially that are well prepared and able to persuade them of their application’s potential. Thereby, they signal a higher success potential for bureaucratic success criteria which leads to the employees’ cream-skimming behavior. The third article examines the dynamics of employees’ communication strategies when recovering from a service failure. The study finds that different explanation strategies yield different effects on the client’s frustration. While accepting the responsibility and explaining the reasons for a failure alleviates the frustration and anger, refusing the responsibility leads to no or even reinforcing effects on the client’s frustration. The results emphasize the different dynamics that characterize the nature of citizen-state interactions and how they establish their short- and long-term outcomes.
