Creation, collection and retention of knowledge in digital communities is an activity that currently requires being explicitly targeted as a secure method of keeping intellectual capital growing in the digital era. In particular, we consider it relevant to analyze and evaluate the empathetic cognitive personalities and behaviors that individuals now have with the change from face-to-face communication (F2F) to computer-mediated communication (CMC) online. This document proposes a cyber-humanistic approach to enhance the traditional SECI knowledge management model. A cognitive perception is added to its cyclical process following design thinking interaction, exemplary for improvement of the method in which knowledge is continuously created, converted and shared. In building a cognitive-centered model, we specifically focus on the effective identification and response to cognitive stimulation of individuals, as they are the intellectual generators and multiplicators of knowledge in the online environment. Our target is to identify how geographically distributed-digital-organizations should align the individual's cognitive abilities to promote iteration and improve interaction as a reliable stimulant of collective intelligence. The new model focuses on analyzing the four different stages of knowledge processing, where individuals with sympathetic cognitive personalities can significantly boost knowledge creation in a virtual social system. For organizations, this means that multidisciplinary individuals can maximize their extensive potential, by externalizing their knowledge in the correct stage of the knowledge creation process, and by collaborating with their appropriate sympathetically cognitive remote peers.
A strong sense of victimhood, a discourse of social suffering, and complementary bodily performances, which mobilize rancor, resentfulness, and revengefulness, are fundamental elements of Turkish-Islamist ideology. This article discusses the political dynamics and implications of such assertions of victimhood in the Turkish context. To underscore these dynamics, it analyses the role of the logic of pain in the subject formation of Turkish-Islamist identity and how this logic has been revitalized by constitutive and hegemonic social imagination, and circulated and intensified by a reactionary mood. Additionally, it aims to expose how this reactionary mood profoundly depends on contradictory subjectification processes, which simultaneously involve mobilization of feelings of impotency, non-responsibility, self-pitying, and sublimation of power. This subject formation opens the way for identification with authoritarian figures in the Turkish case.
Dieser Beitrag beschäftigt sich mit der Frage, welche Relevanz arbeitsstatis-tische und -rechtliche Kategorisierungen im Zeitraum von 1880 bis 1992 für den Wandel der Deu-tungsmodelle des Geschlechts haben. Aus vergleichstheoretischer stellt die Durchsetzung desmodernen Konzepts der Erwerbsarbeit um 1900 im nationalen Kontext und dessen Veränderung aufglobaler Ebene ein spezifisches Ordnungsverfahren dar, das im Mittelpunkt dieses Aufsatzes steht.Auf der Grundlage von zwei Mikrostudien zur Klassifizierung und Reklassifizierung der „Mithel-fenden Familienangehörigen“ und des „Nachtarbeitsverbots“ wird zum einen die Globalisierung derErwerbsarbeit als Beobachtungsschema, zum anderen der Wandel des Deutungsmodells derGeschlechterdifferenz im Zuge transnationaler Vergleichsverfahren erforscht. In dem Beitrag wirddie Auffassung vertreten, dass der Vergleich einen Globalisierungsmechanismus in der Weltgesell-schaft darstellt.
Veto player theory is a powerful approach to comparative politics. This article argues that the debate about its explanatory success would benefit from more systematic distinctions. The theory not only comes in different theoretical variants, it is also used in radically different ways empirically. Starting from recent debates about the ‘testing’ of theoretical models, the article distinguishes five ways in which theoretical models can be used empirically: contrastive, axiomatic, exploratory, presumptive and modular. The typology is applied to veto player theory and illustrated with exemplary studies and debates. The article concludes that each type raises different questions that should be answered in individual studies. Moreover, while veto player theory has an excellent track record on four empirical uses, the picture on its contrastive use is far more nuanced. More explicitly contrastive testing of the theory is desirable.
In a recent article in this journal, Ahrne, Brunsson, and Seidl (2016) suggest a definition of organization as a ‘decided social order’ composed of five elements (membership, rules, hierarchies, monitoring, and sanctions) which rest on decisions. ‘Partial organization’ uses only one or a few of these decidable elements while ‘complete organization’ uses them all. Such decided orders may also occur outside formal organizations, as the authors observe. Although we appreciate the idea of improving our understanding of organization(s) in modern society, we believe that Ahrne, Brunsson, and Seidl's suggestion jeopardizes the concept of organization by blurring its specific meaning. As the authors already draw on the work of Niklas Luhmann, we propose taking this exploration a step further and the potential of systems theory more seriously. Organizational analysis would then be able to retain a distinctive notion of formal organization on the one hand while benefiting from an encompassing theory of modern society on the other. With this extended conceptual framework, we would expect to gain a deeper understanding of how organizations implement and shape different societal realms as well as mediate between their particular logics, and, not least, how they are related to non-organizational social forms (e.g. families).
Local Government Systems

This chapter looks for main differences among local government systems as well as similarities among them. This has been done by the authors with the aim to grasp the institutional setting in which mayors have to act. The authors did it by updating and extending existing typologies and indices of local government systems. Nevertheless, an extension was first of all necessary with respect to vertical power relations because previous typologies considering them took neither the local government systems in Eastern and Central Europe nor the changes in the Western part of the continent into account. Furthermore, reflections about typologies are extended to the present one on public administration at the municipal level. All this have been underpinned by statistical data, the recent work on a ‘Local Autonomy Index’ (LAI; see Ladner et al. Measuring Autonomy in 39 Countries (1990–2014), Regional and Federal Studies, 26, 321–357, 2016) and information collected by the partners involved in the survey.
Trumponomics

Trump’s foreign policy vision and Trumponomics is deconstructed in an attempt to find a theoretical framework. It is shown that Trump projects a vision without much ideology but arguably a vision with sufficient potential for pragmatism and Realpolitik. Theoretical and conceptual frameworks, including philosophical, political and economic perspectives, and Trump’s mercantilist groundings are articulated. It is argued that Trumponomics contrasts with the ‘transformational diplomacy’ of previous USA administrations. Instead it is immersed in short-sighted ‘transactional diplomacy’, which will have a significant impact on the values of development aid.
Development Aid

Development aid has been an important catalyst for economic development and international politics since the end of WWII. A critical analysis of the main political, social and economic advances in development aid, traces the development agenda from the advent of the Bretton Woods agreement, the Truman Doctrine and the Marshall Plan, to the Washington Consensus and its neoliberal manifesto. The failure of the Washington Consensus and the rise of the post-Washington Consensus is analysed providing a backdrop for the critique of economic globalisation as a development aid cornerstone. Trump’s rejection of the neoliberal globalisation agenda and departure from post-WWII ideologies is discussed.
Background: Gait speed declines with increasing age, but it is unclear if gait speed preferentially correlates with leg muscle strength or mass.
Objective: We determined the relationship between gait speed and (1) leg muscle strength measured at 3 lower extremity joints and (2) leg lean tissue mass (LTM) in healthy young (age: 25 years, n = 20) and old (age: 70 years, n = 20) adults.
Methods: Subjects were tested for maximal isokinetic hip, knee, and ankle extension torque, leg LTM by bioimpedance, and gait performance (i.e., gait speed, stride length) at preferred and maximal gait speeds.
Results: We found no evidence for a preferential relationship between gait performance and leg muscle strength compared with gait performance and leg LTM in healthy young and old adults. In old adults, hip extensor strength only predicted habitual gait speed (R-2 = 0.29, p = 0.015), whereas ankle plantarflexion strength only predicted maximal gait speed and stride length (both R-2 = 0.40, p = 0.003). Conclusions: Gait speed did not preferentially correlate with leg muscle strength or leg LTM, favoring neither outcome for predicting mobility. Thus, we recommend that both leg muscle strength and leg LTM should be tested and trained complementarily. Further, hip and ankle extension torque predicted gait performance, and thus we recommend to test and train healthy old adults by functional integrated multiarticular rather than monoarticular lower extremity strength exercises.
Much of the literature in the field of international relations is currently concerned with the changing patterns of authority in world politics. This is particularly evident in the policy domain of climate change, where a number of authors have observed a relocation of authority in global climate governance. These scholars claim that multilateral treaty making has lost much of its spark, and they emphasize the emergence of transnational governance arrangements, such as city networks, private certification schemes, and business self-regulation. However, the different types of interactions between the various transnational climate initiatives and the intergovernmental level have not been studied in much detail and only recently attracted growing scholarly interest. Therefore, the present article addresses this issue and focuses on the interplay between three different transnational climate governance arrangements and the international climate regime. The analysis in this article underscores that substate and nonstate actors have attained several authoritative functions in global climate policy making. Nevertheless, the three case studies also demonstrate that this development does not imply that we are witnessing a general shift of authority away from the intergovernmental level toward transnational actors. Instead, what can be observed in global climate governance is an ongoing reconfiguration of authority, which apparently reaffirms the centrality of the international climate regime. Thus, this article points to the need for a more nuanced perspective on the changing patterns of authority in global climate governance. In a nutshell, this study shows that the international climate regime is not the only location where the problem of climate change is addressed, while it highlights the persistent authority of state-based forms of regulation.
Inside the EU Commission

This article studies the perception of the EU Commission's Secretariat General in policy-making. Recently, research on EU institutions devotes increasing attention to analyzing structures and procedures of decision-making in EU institutions, most notably the EU Commission. Conventionally, the EU Commission is portrayed as a fragmented organization, divided along the lines of staff nationality, sectoral responsibilities and cabinets and General Directorates (DGs). The Secretariat General has long been viewed a weak actor that is hardly able or motivated to steer internal decision-making. However, recent research indicates a changing role of the Secretariat General as a pro-active broker and last arbiter. This article studies how the Secretariat General is perceived by the DGs in policy coordination and argues that this perception depends on the pattern of political authority, bureaucratic roles and the relevance and the alternatives prevailing in the policy field. The article is based on data from a survey among Commission officials.
The category of ‘family workers’ in International Labour Organization statistics (1930s–1980s)

This article discusses the role that statistical classifications play in creating gendered boundaries in the world of work. The term ‘family worker’ first became a statistical category in various Western national statistics around 1900. After 1945, it was established as a category of the International Labour Organization (ILO) labour force concept, and since then it has been extended to the wider world by way of the UN System of National Accounts. By investigating the term ‘family worker’ from the perspective of internationally comparable statistical classification, this article offers an empirical insight into how and why particular concepts of work become ‘globalized’. We argue that the statistical term ‘economically active people’ was extended to unpaid family workers, whereas the distinction between family work and housework was increasingly based on scientific evidence. This reclassification of work is an indication of its growing comparability within an economic observation scheme. The ILO generated and authorized that global discourse, and, as such, attested to an increasingly global form of knowledge and communication about the status of gender and work.
The past few years have witnessed the emergence of a plethora of transnational climate governance experiments. They have been developed by a broad range of actors, such as cities, non-profit organizations, and private corporations. Several scholars have lately devoted particular attention to voluntary global business initiatives in the policy domain of climate change. Their studies have provided considerable insights into the role and function of such new modes of climate governance. However, the precise nature of the relationship between the various climate governance experiments and the international climate negotiations has not been analyzed in enough detail. Against this backdrop, the present article explores the interplay of a business sector climate governance experiment, i.e. the Greenhouse Gas Protocol (GHG Protocol) with the international climate regime. On the one hand, the article underscores that the GHG Protocol has filled a regulatory gap in global climate policy-making by providing the means for the corporate sector to comprehensively account and report their GHGs. On the other hand, it reveals that the application of the GHG Protocol guidelines depends to a large extent on the existence of an overarching policy framework set up by nation-states at the intergovernmental level. Only if private companies receive a clear political signal that stringent mandatory GHG emission controls and a global market-based instrument are at least likely to be adopted will they put substantial efforts into the accurate measurement and management of their GHGs. Thus, this article points to the limits of climate governance experimentation and suggests that business sector climate governance experiments need to be embedded in a coherent international regulatory setting which generates a clear stimulus for corporate action.
García Coll et al.’s (1996)integrative model was a landmark article for developmentalscience, and for psychology more broadly, in outlining the multitude of social and culturalfactors at play when seeking to understand the development of racial/ethnic minority children.The time is ripe to not only take stock of those advances but also evaluate the integrativemodel in the context of present-day research practice within developmental psychology, andpsychology more broadly. The purpose of this article is to bring a systemic perspective todevelopmental science through a discussion of current practices in the field. To do so, weexamineinvisibility, or how dominant practices serve to overlook, silence, or dismissknowledge produced by and for racial/ethnic minority populations. Guided by the interpretiveframework of intersectionality (Crenshaw, 1991), we discuss three key questions: Fromwhose vantage point is research conducted? What types of questions are valued? And whogets left out? We then conclude with recommendations for changes in practices for individ-uals, institutions, and the field at large. Importantly, although our analysis is largely groundedin research and practices in developmental psychology, it is also highly relevant to psycho-logical science as a whole.
Durkheim in Germany

Just after the publication of the Theory of Communicative Action in 1981, a new generation of interpreters started a different reception of Durkheim in Germany. Hans-Peter Müller, sociologist and editor of the German translation of Leçons de sociologie, reconstructs the history of the German Durkheim’s Reception and illuminates the reasons for his interest in the French sociologist. He delivers different insights into the background which permitted the post-Habermasian generation to reach a new understanding of Durkheim’s work by enlightening the scientific and political conditions from which this new sensibility emerged.
The interview offers a reconstruction of the German reception of Durkheim since the middle of the 1970s. Hans Joas, who was one of its major protagonists, discusses the backdrop that finally permitted a scholarly examination of Durkheim’s sociology in Germany. Focussing on his personal reception Joas then gives an account of the Durkheimian themes that inspire his work.
Dialogue. Divergence. Veiled Reception. Criticism: Georg Simmel’s
relationship with Emile Durkheim

Simmel was the only German sociologist who directly cooperated with Durkheim. After an initial impression of convergence between the sociology of social facts and the sociology of social forms, a break between the two founders of sociology became inevitable. Yet, Durkheim and Simmel went on positioning themselves against one other in the years ahead. Durkheim’s allegation of ‘individual psychologism’ induced Simmel to a veiled reception of Durkheim’s methodological approach that permitted him to refine the sociological epistemology he eventually presented in the Soziologie published in 1908. On this basis, he was able to formulate a final criticism of the sociology of social facts as a social psychology.
This two-wave longitudinal study identified configurations of social rejection, affiliation with aggressive peers, and academic failure and examined their predictivity for reactive and proactive aggression in a sample of 1,479 children and adolescents aged between 9 and 19 years. Latent profile analysis yielded three configurations of risk factors, made up of a non-risk group, a risk group scoring high on measures of social rejection (SR), and a risk group scoring high on measures of affiliation with aggressive peers and academic failure (APAF). Latent path analysis revealed that, as predicted, only membership in the SR group at T1 predicted reactive aggression at T2 17 months later. By contrast, only membership in the APAF group at T1 predicted proactive aggression at T2.
The article explores Europeanisation as an effect of European political integration, a process driven by struggles over the legitimate political and social order that is to prevail in Europe. Firstly, an analytic framework is constructed, drawing on insights from Pierre Bourdieu’s work on similar struggles over nation-stateness. Secondly, the mechanisms identified are used to assess the role played by economic experts and expertise in the process of European political integration. It is argued that concepts arising from economic disciplines, agents educated in economics, and practising economic professionals influence European political integration and have benefited from Europeanisation initiated by this process. Special emphasis is placed on strategies of integrating Europe by law or by market, on governing Europe using economic expertise, on the role played by economic academia in researching and objectifying Europe, and on staffing European institutions with economists.
Coping, taming or solving

One of the truisms of policy analysis is that policy problems are
rarely solved. As an ever-increasing number of policy issues are
identified as an inherently ill-structured and intractable type of
wicked problem, the question of what policy analysis sets out
to accomplish has emerged as more central than ever. If solving
wicked problems is beyond reach, research on wicked problems
needs to provide a clearer understanding of the alternatives.
The article identifies and explicates three distinguishable
strategies of problem governance: coping, taming and solving.
It shows that their intellectual premises and practical
implications clearly contrast in core respects. The article argues
that none of the identified strategies of problem governance is
invariably more suitable for dealing with wicked problems.
Rather than advocate for some universally applicable approach
to the governance of wicked problems, the article asks under
what conditions different ways of governing wicked problems
are analytically reasonable and normatively justified. It
concludes that a more systematic assessment of alternative
approaches of problem governance requires a reorientation of
the debate away from the conception of wicked problems as a
singular type toward the more focused analysis of different
dimensions of problem wickedness.
In October 2016, following a campaign led by Labour Peer Lord
Alfred Dubs, the first child asylum-seekers allowed entry to the UK
under new legislation (the ‘Dubs amendment’) arrived in England.
Their arrival was captured by a heavy media presence, and very
quickly doubts were raised by right-wing tabloids and politicians
about their age. In this article, I explore the arguments
underpinning the Dubs campaign and the media coverage of
the children’s arrival as a starting point for interrogating
representational practices around children who seek asylum. I
illustrate how the campaign was premised on a universal politics
of childhood that inadvertently laid down the terms on which
these children would be given protection, namely their innocence.
The universality of childhood fuels public sympathy for child
asylum-seekers, underlies the ‘child first, migrant second’
approach advocated by humanitarian organisations, and it was a
key argument in the ‘Dubs amendment’. Yet the campaign
highlights how representations of child asylum-seekers rely on
codes that operate to identify ‘unchildlike’ children. As I show, in
the context of the criminalisation of undocumented migrants‘,
childhood is no longer a stable category which guarantees
protection, but is subject to scrutiny and suspicion and can,
ultimately, be disproved.
Die vorliegende Arbeit mit dem Titel „Eine Frage der Zeit. Wie Einflüsse individueller Merkmale auf Einkommen bei Frauen über ihre familiären Verpflichtungen vermittelt werden“ geht der Frage der Heterogenität bei weiblichen Einkommensergebnissen nach. Dabei steht die Thematik der individuellen Investitionen in die familiäre Arbeit als erklärender Faktor im Vordergrund und es wird der Frage nachgegangen, warum die einen Frauen viele und andere weniger häusliche Verpflichtungen übernehmen. Hierfür werden das individuelle Humankapital der Frauen, ihre Werteorientierungen und individuelle berufliche Motivationen aus der Jugendzeit und im Erwachsenenalter herangezogen. Die analysierten Daten (Daten der LifE-Studie) repräsentieren eine Langzeitperspektive vom 16. bis zum 45. Lebensjahr der befragten Frauen. Zusammenfassend kann im Ergebnis gezeigt werden, dass ein Effekt familiärer Verpflichtungen auf Einkommensergebnisse bei Frauen im frühen und mittleren Erwachsenenalter als Zeiteffekt über die investierte Erwerbsarbeitszeit vermittelt wird. Die Relevanz privater Routinearbeiten für Berufserfolge von Frauen und insbesondere Müttern stellt somit eine Frage der Zeit dar. Weiterhin kann für individuelle Einflüsse auf Einkommen bei Frauen gezeigt werden, dass höhere zeitliche Investitionen in den Beruf von Frauen mit hohem Bildungsniveau als indirect-only-Mediation nur über die Umverteilung häuslicher Arbeiten erklärbar werden. Frauen sind demnach zwar Gewinnerinnen der Bildungsexpansion. Die Bildungsexpansion stellt jedoch auch die Geschichte der Entstehung eines Vereinbarkeitskonflikts für eben diese Frauen dar, weil die bis heute virulenten Beharrungskräfte hinsichtlich der Frauen zugeschriebenen familiären Verpflichtungen mit ihren gestiegenen beruflichen Erwartungen und Chancen kollidieren. Die Arbeit leistet in ihren Analyseresultaten einen wichtigen Beitrag zur Erklärung heterogener Investitionen von Frauen in den Beruf und ihrer Einkommensergebnisse aus dem Privaten heraus.
Im Kontext gegenwärtiger, europaweiter Proteste und Mobilisierung gegen Gender und Gender Studies haben Sabine Hark und Paula-Irene Villa (2015) den Begriff des „Anti-Genderismus“ vorgeschlagen, um jene „Anti“-Haltung zu beschreiben, die sich gegen konstruktivistische, postessentialistische Auffassungen von Geschlecht wendet. Die Masterarbeit untersucht dieses empirische Phänomen, das in aktuellen Diskussionen um den Begriff Gender, Gender Studies, Gleichstellungsmaßnahmen oder etwa den Bildungsplanprotesten zur „sexuellen Vielfalt“ in Form von Delegitimierungsstrategien und spezifischen Argumentationsmustern auftritt, die hauptsächlich zum Ziel haben, den Begriff Gender zu diskreditieren sowie Gender Studies ihre Wissenschaftlichkeit abzusprechen. Bislang wurde der „Anti-Genderismus“ im Sammelband von Sabine Hark und Paula-Irene Villa (2015) in die Fachdiskussion eingeführt, jedoch noch nicht ausreichend untersucht. Umfassende empirische Analysen, die das Phänomen aus dezidiert soziologischer Perspektive betrachten, stehen noch aus; bisherige Untersuchungen konzentrieren sich auf die Erarbeitung von Definitionen und Merkmalen des „Anti-Genderismus“ sowie auf die Entkräftung anti-genderistischer Argumentationen. Hierbei stehen die heterogenen Akteursgruppen, wie zum Beispiel fundamentalchristliche Gruppen, antifeministische Männerrechtsbewegungen oder rechte Gruppierungen im Fokus, sowie spezifische Argumentationsmuster, wie zum Beispiel der Ideologie-Vorwurf, die im anti-genderistischen Diskus immer wieder aufgegriffen werden.
Das Phänomen „Anti-Genderismus“ wird in der Masterarbeit nicht nur über die spezifischen Argumentationsmuster und Akteursgruppen definiert, sondern es wird die strukturelle Logik der Artikulationsweise (Laclau) des „Anti-Genderismus“ in den Blick genommen, die Ähnlichkeiten zur populistischen Artikulation aufweist. So kann gezeigt werden, wie der Begriff Gender im politischen Protest des hier untersuchten empirischen Beispiels der „Demo für Alle“ durch Neudefinitionen und Bedeutungserweiterung zu einem strategischen Begriff wird, an und mit dem um Bedeutungen des Geschlechterverhältnisses gestritten wird und politische Forderungen aufgestellt werden. In dem aufgezeigten Analysezugang stehen weniger Delegitimierungsstrategien des „Anti-Genderismus“ im Fokus, sondern die Funktionsweise der Umdeutungen von Gender im politischen Protest.
Durch einen dezidiert soziologischen Analysezugang kann außerdem das Phänomen für geschlechtersoziologische Fragestellungen geöffnet werden: Welche Vorannahmen über das Geschlechterverhältnis und welche „gender beliefs“ (Goffman) können anhand „anti-genderistischer“ Äußerungen rekonstruiert werden? In welchen Deutungsrahmen wird der Begriff Gender im hier untersuchten politischen Protest gestellt? Hierzu werden acht Redebeiträge der „Demo für Alle“ von der Demonstration am 28.02.2015 in Stuttgart transkribiert und in einem sequenzanalytischen Verfahren und offenen Kodieren analysiert und ausgewertet.
This cumulative dissertation consists of five chapters. In terms of research content, my thesis can be divided into two parts. Part one examines local interactions and spillover effects between small regional governments using spatial econometric methods. The second part focuses on patterns within municipalities and inspects which institutions of citizen participation, elections and local petitions, influence local housing policies.
Die vorliegende Dissertation thematisiert den Unterschied zwischen Einstellungen, die auf der persönlichen Ebene im Rahmen demoskopischer Interviews erfragt und zu einem „Meinungsbild“ aggregiert werden und der öffentlichen Meinung, dem wahrgenommenen Meinungsklima zu einer Thematik. Die Daten der langjährigen Bevölkerungsbefragung des Zentrums für Militärgeschichte und Sozialwissenschaften der Bundeswehr (ZMSBw) weisen, hinsichtlich der persönlichen Einstellung der Bundesbürger zu den Streitkräften, seit vielen Jahren beständig darauf hin, dass die Mehrheit der Bürgerinnen und Bürger der Bundeswehr positiv gegenübersteht. Gleichzeitig existiert in Teilen der Bevölkerung die Meinungsklima-wahrnehmung, dass die Bundeswehr auf gesamtgesellschaftlicher Ebene eher kritisch gesehen wird. Der im Rahmen dieser Arbeit erstmalig entwickelte medienzentrierte Untersuchungsansatz des Phänomens, welches als Ausprägung pluralistischer Ignoranz theoretisch hergeleitet wurde, fokussiert, neben dem Einfluss eines doppelten Meinungsklimas, auf die Wirkung medienspezifischer Wahrnehmungsphänomene (Hostile-Media-Phänomen und Third-Person-Wahrnehmung), um die beobachtete Diskrepanz zwischen persönlicher Einstellung und Meinungsklimawahrnehmung zum Thema Ansehen der Bundeswehr zu erklären.
Im Rahmen einer quantitativen Bevölkerungsbefragung wurden Indikatoren entwickelt, um die aufgestellten Hypothesen einer empirischen Überprüfung zu unterziehen. Die deskriptiven Analysen zur Richtung und Ausprägung der Diskrepanzwahrnehmung ergaben, dass sich die Bürgerinnen und Bürger eher in der Weise irren, dass sie das Meinungsklima zum Thema Ansehen der Bundeswehr negativer einschätzen als das Ansehen, welches sie den Streitkräften persönlich entgegenbringen (negative Diskrepanz-wahrnehmung). Außerdem zeigte sich, dass die Diskrepanzwahrnehmung zurückging, wenn dem Untersuchungsthema ein emotionales Potenzial zugesprochen wurde. In einem solchen Fall tendieren die Probanden dazu, die eigene Meinung dicht an der antizipierten Mehrheitsmeinung zu positionieren, um sich keinem Rechtfertigungsdruck oder schlimmstenfalls sozialer Isolation auszusetzen.
Die Ergebnisse der Analysen der vier zentralen erklärenden Variablen zeigten auf, dass sich alle formulierten Hypothesen zur Richtung der Diskrepanzwahrnehmung bestätigten. Eine vermehrte Mediennutzung, eine negative Wahrnehmung der generellen bundeswehrbezogenen Medienberichterstattung, eine persönlich positive Einstellung zur Bundeswehr und die Wahrnehmung, dass die Medien auf Dritte stärker wirken als auf die eigene Person trugen jeweils zu einem Anstieg der negativen Diskrepanzwahrnehmung zum Thema Ansehen der Bundeswehr bei. Personen, die diese Merkmale aufwiesen, schätzten das Meinungsklima zum Thema Ansehen der Bundeswehr negativer ein als das Ansehen, welches sie den Streitkräften persönlich entgegenbrachten. Die Analyse der Stärke der jeweiligen Effekte verdeutlichte jedoch, dass die verwendeten Erklärungsansätze jeweils nur einen kleinen oder mittleren Beitrag zur Erklärung der Diskrepanzwahrnehmung leisten konnten.
Dieses Ergebnis kann dadurch begründet werden, dass sich das Untersuchungsthema, neben der Ermangelung einer kontinuierlichen Medienberichterstattung und eines breiten öffentlichen Diskurses zum Thema Ansehen der Bundeswehr sowie fehlender persönlicher Bezüge zu den Streitkräften, in der Analyse insbesondere als zu wenig konfliktträchtig erwies. Ob die Bundeswehr gesellschaftliches Ansehen erfährt, besitzt für den Großteil der Bevölkerung nur eine geringe persönliche Relevanz. Aus diesen Gründen scheint dieses Thema nicht dazu geeignet zu sein, um die in dieser Dissertation als Erklärungsfaktoren herangezogenen medienspezifischen Wahrnehmungsphänomene auszubilden. Dieses Ergebnis impliziert, dass die Diskrepanz zwischen persönlicher Einstellung und Meinungs-klimawahrnehmung zum Thema Ansehen der Bundeswehr von einer Reihe weiterer Faktoren beeinflusst wird, die es im Rahmen zukünftiger Forschungsarbeiten aufzuspüren und zu untersuchen gilt.
One of the most striking features of recent public sector reform in Europe is privatization. This development raises questions of accountability: By whom and for what are managers of private for-profit organizations delivering public goods held accountable? Analyzing accountability mechanisms through the lens of an institutional organizational approach and on the empirical basis of hospital privatization in Germany, the article contributes to the empirical and theoretical understanding of public accountability of private actors. The analysis suggests that accountability is not declining but rather multiplying. The shifts in the locus and content of accountability cause organizational stress for private hospitals.
The present work will introduce a Finite State Machine (FSM) that processes any Collatz Sequence; further, we will endeavor to investigate its behavior in relationship to transformations of a special infinite input. Moreover, we will prove that the machine’s word transformation is equivalent to the standard Collatz number transformation and subsequently discuss the possibilities for use of this approach at solving similar problems. The benefit of this approach is that the investigation of the word transformation performed by the Finite State Machine is less complicated than the traditional number-theoretical transformation.
In der vorliegenden Dissertation werden lebensweltliche Erfahrungszusammenhänge in 128 Aufsätzen ausländischer Studierender, die oft auch als Bildungsausländer bezeichnet werden, und grundsätzliche Prozesse bei der Herausbildung sowie Veränderung kollektiver Zuschreibungen im Rahmen der sozialen Identitätsbildung hermeneutisch untersucht.
Mit Hilfe der nach der empirischen Methode der Grounded Theory kodierten Interpretationsergebnisse werden in der qualitativen Längsschnittstudie Vergleiche angestellt, sowohl fallintern als auch fallübergreifend, um Muster zu entdecken, Typologien zu konstruieren und die jeweiligen (kulturellen) Horizonte in den Aufsätzen zu verallgemeinern.
Neben der Grounded Theory bildet die Theorie der „alltäglichen Lebenswelt“ (Alfred Schütz) eine Basis der Herangehensweise an die Untersuchung der Aufsätze. In diesem Kontext wird ausgehend von der graduellen Unterteilung der Fremdheit in alltägliche, strukturelle und radikale Fremdheit sowie ausgehend von Goffmans Identitätskonzept der Frage nachgegangen, inwieweit sich in den untersuchten Texten die Bildung und Veränderung sozialer Identitäten feststellen lassen. Dabei werden Akkulturationsprozesse und Prozesse der Selbstidentifikation, bezüglich einer angenommenen Gemeinschaft, analysiert, die von kollektiven (kulturellen) Schemata bestimmt sind. In diesem Zusammenhang kann die vorliegende Dissertation zeigen, dass sich bestimmte kulturelle Schemata in der Auseinandersetzung mit dem vormals neuen Leben in Deutschland herausgebildet haben und bestimmte ältere Erfahrungen immer wieder zur Bestätigung dieser Bilder bzw. Erfahrungsschemata herangezogen und wie der Abdruck in Gestein fossiliert werden.
Die neoliberale Wende durchzieht seit den 1990er Jahren alle wesentlichen Bereiche der deutschen Gesellschaft, angefangen bei der Unternehmensführung über Fragen der kommunalen Selbstverwaltung sowie staatlicher Daseinsfürsorge bis hin zur schulischen Bildung. Insbesondere (gesellschafts-)kritische Wissenschaftler/innen beanstanden die hegemoniale Stellung neoliberaler Argumentationen. Ihre Kritik: Die neoliberale Logik wird aufgrund ihres „Common sense“-Charakters zu einer alternativlosen Wahrheit stilisiert.
Ziel des Buches ist es, in kritischer Haltung die (Un-)Sichtbarkeit neoliberaler Argumentationen in ausgewählten Schulbüchern sowie den Rahmenlehrplänen Geographie des Landes Brandenburg zu analysieren sowie das Ergebnis im Kontext einer historischen Rekonstruktion des Unterrichtsfaches zu deuten. Thematisch begrenzt sich die Analyse dabei auf stadtgeographische Fragestellungen. Letztlich wird der Versuch unternommen, ausgehend von einer politischen bildenden Geographie, einen unterrichtspraktischen Zugang zur Neoliberalisierung des Urbanen aufzuzeigen.
Mildred Harnack, geb. Fish, stammte ursprünglich aus Milwaukee, Wisconsin. Zusammen mit ihrem Ehemann Arvid Harnack zog sie nach Deutschland und lebte seit 1930 in Berlin. Hier lehrte die Literaturwissenschaftlerin an der Friedrich-Wilhelms-Universität (heute Humboldt-Universität) und am Berliner Abendgymnasium (heute Peter A. Silbermann-Schule). Bereits kurz nach der Machtübernahme von Adolf Hitler hatte sich um das Ehepaar Harnack ein Kreis von Freunden gebildet, der gegen die Herrschaft der Nationalsozialisten opponierte. Dazu zählten auch Karl Behrens und Bodo Schlösinger, die beide Schüler Mildred Harnacks am Berliner Abendgymnasium waren. Mildred Harnack konnte mit Hilfe ihrer Kontakte zur amerikanischen Botschaft ihren Schülern im nationalsozialistischen Deutschland ansonsten nicht zugängliche Informationen besorgen.
Aufgrund von Funkkontakten des Freundeskreises zur Sowjetunion wurde die Gruppe von den Nationalsozialisten Rote Kapelle genannt – „rot“ bezog sich auf deren linke Haltung und mit „Kapelle“ wurden Funker assoziiert, die wie Pianisten in einer Kapelle spielen. Der Berliner Oppositionszirkel umfasste bis zu seiner Zerschlagung durch die Nationalsozialisten etwa 150 Personen verschiedenster Berufsgruppen, unterschiedlicher parteipolitischer Einstellungen und Konfessionen. Die Gruppe verfertigte oppositionelle Flugblätter und lieferte Informationen an die amerikanische Botschaft sowie an die Sowjetunion. Mildred Harnack wurde – wie viele ihrer Mitstreiterinnen und Mitstreiter – nach ihrer Verhaftung vom Reichskriegsgericht zum Tode verurteilt und am 16. Februar 1943 in Plötzensee guillotiniert.
In diesem Band stellen Studierende der Universität Potsdam sowie Hörerinnen und Hörer der Peter A. Silbermann-Schule (Berlin) nach einem kurzen Überblick zum Widerstand gegen den Nationalsozialismus in Deutschland das Netzwerk der Roten Kapelle sowie die Biographien von Mildred Harnack und ihren Schülern Karl Behrens und Bodo Schlösinger vom Berliner Abendgymnasium eindrücklich vor.

The history of citizenship is one of social struggle against pre-modern authorities, nobles and aristocracies, of class struggles and the demands of social movements, and no less of cultural, ethnic, indigenous protests against the long history of colonialism. Paths to citizenship in Europe have taken very different directions, as Charles Tilly has shown with regard to England, the Netherlands, Russia or Prussia. Max Weber's dictum of defining the state by the accomplishment of the monopolisation of the legitimate means of violence is of utmost significance for the history of citizenship. There can be no doubt that the experience of World War II prepared the ground for the twentieth-century idea of citizenship. Consequently the Western concept of citizenship has been promoted as a role model in the march towards modernity as peaceful, democratic and universalistic. Finally, this chapter presents an overview of the key concepts discussed in the subsequent chapters of this book.

The book examines the role of Frontex in the European Union as an agency to protect its external borders in the Mediterranean from irregular or 'illegal' migration. It discusses that Europe is an arrangement for European citizens only – and for some privileged non-citizens as in the Swiss case. The book explains the points to the possibility of a transnational membership regime that, however, bears certain antinomies that also point to unresolved problems. It offers an interesting view on the symbolic boundary between the citizen and the consumer, discussing this nexus from the perspective of citizenship studies, consumer culture and surveillance studies. Among the many far-reaching transformations that both societies and citizens have faced in recent years, the European migration crisis has most urgently brought to mind the fact that modern citizenship has always been about boundaries and about processes of inclusion and exclusion

In the course of the last four decades, neo-liberalism has established itself as the dominant form of governing both national societies and global affairs. On the foundation of both Keynesian economic policies and the Bretton Woods system of fixed exchange rates among currencies, the world economy recovered. The classical sociological meaning and concept of citizenship as defined by T. H. Marshall and others after World War II rests on an analysis of the relationship between the capitalist economy and political democracy against the background of 'embedded liberalism'. Today, however, the enforcement of neo-liberal principles in order to turn modern democracies into 'market societies' impinges heavily on our idea of citizenship. The critical aspects of a flawed citizenship go directly to the heart of the idea of citizenship itself, as both democratic and social participation and a substantial conception of individual liberty all seem to be under attack from the global politico-economic regime.
This volume Struggle, Resistance and Violence examines the fact that all over the world the rights of citizens have come under enormous pressure and addresses the many ways in which people are ‘making claims’ against both autocratic and democratic authority. Without any doubt rule-breaking, riots and violent upheavals have become an aspect of political struggles for citizenship. The book takes up a conflict perspective that directs attention to these recent phenomena. It stresses the necessity of a careful analysis of resistance and violence as critical factors for coming to terms with social conflicts for citizenship from Europe to South America, as well as the Near East, the Far East and the Arab World
This volume Boundaries of Inclusion and Exclusion examines the many different and newly emerging ways in which citizenship refers to spatial, symbolic and social boundaries. Today, in the context of citizenship we face processes of inclusion and exclusion on national and supranational level but no less on the level of groups and individuals. The book addresses these different levels and discusses processes of inclusion and exclusion with regard to spatial, social and symbolic boundaries referring to such different problems as political participation, migration, or identity with regard to religion or the EU. The Transformation of Citizenship addresses the basic question of how we can make sense of citizenship in the twenty-first century. These volumes make a strong plea for a reorientation of the sociology of citizenship and address serious threats of an ongoing erosion of citizenship rights. Arguing from different scientific perspectives, rather than offering new conceptions of citizenship as supposedly more adequate models of rights, membership and belonging, they deal with both the ways citizenship is transformed and the ways it operates in the face of fundamentally transformed conditions.
This volume Political Economy discusses manifold consequences of a decades-long enforcement of neo-liberalism for the rights of citizens. As neo-liberalism not only means a new form of economic system, it has to be conceived of as an entirely new form of global, regional and national governance that radically transforms economic, political and social relations in society. Its consequences for citizenship as a social institution are no less than dramatic. Against the background of both manifest and ideological processes the book looks at if citizenship has lost the basis it has rested upon for decades, or if the institution itself is in a process of being fundamentally transformed and restructured, thereby changing its meaning and the significance of citizens’ rights. The way we conceive the human today is particularly affected by the shifts in media technology during the 20th century. Affect emerges as the new liminal concept that renders the body compatible in novel ways with the technology and politics of media. By ways of a relational reorganization the organic end technological life is condensed in a new, intense way to an ecology of affects.
Already at the beginning of the fifties on the initiative of Italy, negotiations began between the Italian and German governments for the recruitment of migrant-workers, which ended in 1955 with a bilateral agreement between the two countries. Through this recruitment policy and because of the labour-market (Industry and Building) the Italian migration was composed prevalently of men. Female immigration happened in the setting of family reunification and less as an independent movement project. After years of stagnation of italian emigration in the eighties it may also be noted that, since the early nineties, there has been a revival of immigration to Germany. This and modernisation processes in Italy changed the gender composition of the Italian immigration flow to Germany: the distance between male and female immigration is decreasing. A peculiarity of the Italians in Germany is the low occupational participation of women in comparison with other women from EU countries. However, we could observe regional differences, which depend on the migration typologies and the dominating economic structure in the areas. The paper will analyse this different aspects (immigration-processes, migrant-typologies and labour-market participation) by female Italian migrants.

Auf der Suche nach der geheimen Herrschaftslehre der Nazis begibt sich Michael Zantke in eine tiefe und umfassende Auseinandersetzung mit den geistigen Wurzeln des Nationalsozialismus. Er beleuchtet die Diskussionen in Deutschland um Machiavelli und überprüft die Texte auf ihren Bezug zur Gegenwart des Nationalsozialismus. Dabei gelingt es ihm, die politische Rolle der Intellektuellen im „Dritten Reich“ und die Unterschiede zwischen Nationalsozialismus, Faschismus und Konservativer Revolution herauszuarbeiten. Schon vor der Staatsgründung legte die SED die Grundlagen für ein neues System der sozialen Sicherung und wandelte den traditionellen Wohlfahrtsstaat in einen "workfarestate" um. Carolin Wiethoff richtet den Blick auf die Auswirkungen dieser Politik auf die Menschen, die aufgrund einer Erwerbsminderung nicht mehr oder nur noch eingeschränkt arbeiten konnten. Ihre Studie untersucht über einen Zeitraum von 40 Jahren hinweg die soziale Sicherung bei Invalidität und sozialpolitische Initiativen zur beruflichen Rehabilitation. Die beiden Bereiche waren eng miteinander verbunden, weil es den politisch Verantwortlichen in der DDR stets darum ging, möglichst viele Bürger in den Arbeitsprozess zu integrieren und eine dauerhafte Invalidisierung zu vermeiden. Im Mittelpunkt der Untersuchung steht neben dem stellenweise konfliktreichen Zusammenspiel der einzelnen Akteure im Partei-und Staatsapparat die betriebliche Praxis, denn in der DDR war Sozialpolitik besonders stark auf die Betriebe zentriert. Anhand des Eisenhüttenkombinates Ost, einem Schwerpunktbetrieb der DDR, werden die Organisation des betrieblichen Gesundheits- und Sozialwesens und Schwierigkeiten bei der Umsetzung staatlicher Vorgaben deutlich.
Die Esche ist nicht nur als Weltenbaum Yggdrasil aus der germanischen Mythologie bekannt. Ihr Holz wird für Möbel, Parkett und Werkzeuge genutzt, und sie ist ein wichtiger Faktor für die Neuaufforstung. Doch die Esche ist vom Aussterben bedroht. Das Eschentriebsterben wird ausgelöst durch einen Pilz (Falsches Weißes Stengelbecherchen) und verursacht ein großflächiges Absterben von Altbeständen und jungen Bäumen in allen Teilen Deutschlands.
Diese umweltsoziologische Untersuchung geht der Frage nach, ob die Diskrepanz zwischen der gesellschaftlichen, ökonomischen und ökologischen Bedeutung dieser Baumgattung und ihrem möglichen Verlust zu gesellschaftlichen Diskussionsprozessen über die Esche und das Eschentriebsterben führt.
Anhand der Wissenssoziologischen Diskursanalyse und der Grounded Theory Method wird gezeigt, dass sich zwar Expertinnen und Experten einig sind, dass die Esche vermutlich aussterben wird, ihre gesellschaftliche Bedeutung jedoch nicht groß genug ist, sodass ihr Aussterben als hinreichend problematisch eingestuft wird und folglich politische Handlungskonsequenzen gefordert werden.
Vermessung im Sonnensystem

Die bisherigen Missionen ins Sonnensystem lieferten eine enorme Fülle an Daten in unterschiedlichen Formaten und in Form von Bildern und digitalen Messergebnissen. Die Oberflächenprozesse der planetaren Körper, die mit Hilfe dieser Daten erforscht werden können, sind äußerst vielfältig und reichen von Einschlagskratern über Vulkanismus und Tektonik zu allen Formen der Erosion und Sedimentation. Um diese Prozesse verstehen zu können werden Verfahren angewendet, die für die Datenanalyse auf der Erde entwickelt wurden. Allerdings ist es notwendig all diese Verfahren zum Teil mit erheblichem Aufwand und unter Berücksichtigung der jeweiligen physikalischen Rahmenbedingungen anzupassen. Die Entwicklung kartographischer Verfahren zur Abstraktion der hier angesprochenen Informationen, also die Erfassung, geomorphologische Analyse und Visualisierung planetarer Oberflächen und Prozesse, hat jedoch gerade erst begonnen. Um diese Entwicklungen voranzutreiben, hat das Deutsche Zentrum für Luft- und Raumfahrt in Kooperation mit der Universität Potsdam (Institut für Geographie, Fachgruppe Geoinformatik, Prof. Dr. Asche), im Rahmen von Dissertationen und Forschungsvorhaben, in einem ersten Schritt kartographische Analyseverfahren für den Mars und die Asteroiden Ceres und Vesta entwickelt.
Earth observation data have become an outstanding basis for analyzing environmental
aspects. The increasing availability of remote sensing data is accompanied
by an increasing user demand. Within the scope of the COOPERNICUS-initiative,
the automatic processing of remote sensing data is important for supplying value-
added-information products. The use of additional data like land-water-masks
in the context of deriving value-added information products can stabilize and
improve the product quality of information products.
The authors of this contribution would like to discuss different automated
processing algorithms which are based on land-water masks for value-added
data interpretation. These developments were supported or accompanied by Prof.
Hartmut Asche.
Das in den USA bereits weit verbreitete Predictive Policing, die vorhersagende
Polizeiarbeit, entwickelt sich seit zwei bis drei Jahren auch auf dem deutschen
Sicherheitsmarkt sehr dynamisch. Unter Nutzung und Weiterentwicklung von
Geographischen Informationssystemen sowie raumbasierter Algorithmen und
Modellierungen werden für beliebige Orte die Auftrittswahrscheinlichkeiten von
Straftaten ermittelt. In der Praxis erhält damit die Polizei ortsbezogene Hinweise
für die strategische Planung ihrer Einsätze. Für die Humangeographie und die
Geoinformatik ist Predictive Policing also ein äußerst interessantes Beobachtungsund
Betätigungsfeld, das in diesem Beitrag unter die Lupe genommen werden soll.
Dabei wird es weniger um die GIS-technischen und mathematisch-statistischen
Hintergründe des Predictive Policing gehen. Vielmehr sollen einige Gedanken
geäußert werden, weshalb sich dieses Instrument auf dem Sicherheitsmarkt etablieren
konnte und über welche Potenziale und Grenzen des Predictive Policing
von Vertreter(inne)n aus Politik, Polizei, Kriminalsoziologie und Geographie diskutiert
wird.
Statistics Canada, Canada’s national statistics agency, offers a suite of spatial
files for mapping and analysis of its various population data products. The following
article showcases possibilities and shortfalls of the existing spatial files
for mapping population data, and provides an overview of the structure of the
available boundary files from the regional to the dissemination block level. Due
to Canada’s highly dispersed population, mapping its distribution and density can
be challenging. Common mapping techniques such as the choropleth method are
suitable only for mapping spatially high resolution data such as data at the dissemination
area level. To allow for mapping of population data at less detailed levels
such as census divisions or provinces, Statistics Canada has created a so-called
ecumene boundary file which outlines the inhabited area of Canada and can be
used to more accurately visualize Canada’s population distribution and density.
Die Verwendung geographischer Namen in Karten und Atlanten ist ein in der
kartographischen Methodenlehre vernachlässigter Bereich, der aber Aufmerksamkeit
verdient, weil geographische Namen dort wichtige Funktionen erfüllen.
Sie identifizieren zwar nicht ein geographisches Objekt, erleichtern aber das
Kartenlesen, ermöglichen die Suche nach geographischen Objekten, weisen auf
Merkmale geographischer Objekte hin und lassen die kulturelle Einbettung eines
Ortes erkennen. Für Leser, denen der Name und der durch ihn bezeichnete Ort
bekannt sind, haben sie die zusätzliche Funktion von Etiketten und die Eigenschaft,
emotionale Bindungen zum Ort zu unterstützen. Es werden zudem sechs allgemeine
Grundsätze für die Verwendung von geographischen Namen in Atlanten genannt, ferner spezielle Grundsätze für die beiden Haupttypen von Atlanten, nämlich

Laudatio

Hartmut Asche prägte über ein Vierteljahrhundert maßgeblich die Forschungsfelder der Geoinformation, Visualisierung und Kartographie. Die vorliegende Festschrift stellt eine würdige Gabe von Mitarbeiterinnen und Mitarbeitern des Institutes für Geographie der Universität Potsdam anlässlich seiner Emeritierung im März 2017 dar. International renommierte, Herrn Asches Karriere begleitende Autorinnen und Autoren, konnten für Fachbeiträge aus den Bereichen Geographie, Geoinformatik, Kartographie und Fernerkundung gewonnen werden. Es werden in fachlich hervorragender Weise Schwerpunkte umrissen, mit welchen Herr Asche sich in seiner von zahlreichen Höhepunkten geprägten wissenschaftlichen Karriere beschäftigte.
