Gleichstellungspolitik als „Querschnittspolitik“ ist eine der oft genannten politische Metapher unserer Zeit. Ob in der Arbeitsmarkt-, Steuer-, Familien- oder Bildungspolitik, Gleichstellung ist in allen diesen Bereichen von hoher Relevanz. Der „Querschnittscharakter“ der Gleichstellungspolitik trägt dazu bei, dass in diesem Politikbereich viele unterschiedliche Akteure mit ebenso unterschiedlichen Handlungslogiken sowie Zielen aufeinandertreffen. Um Gleichstellungprogramme planen und darüber Gleichstellungspolitiken gestalten zu können, müssen die Handlungen dieser Akteure koordiniert werden.
In dieser Arbeit wird unter Verwendung des Governance-Ansatzes der Frage nachgegangen, wie die Handlungskoordination zwischen unterschiedlichen Akteuren im System der deutschen Gleichstellungspolitik erfolgt. Analysiert und rekonstruiert werden die gleichstellungspolitischen Entwicklungen in der BRD seit den 1990er Jahren, anhand der Auswertung relevanter Regierungsdokumente und wissenschaftlicher Sekundärliteratur. Hierarchien, Netzwerke und Verhandlungen – Ausprägungen der Governance-Formen – stehen bei der Rekonstruktion und Analyse der Akteurskonstellationen im Mittelpunkt.
Im Ergebnis konnten im Falle Deutschlands zwei verschiedene „Gleichstellungsgovernance-Regime“ identifiziert werden. Diese sind gekennzeichnet durch die in den Regimen je dominierenden Handlugskoordinationsmechanismen der „wirtschaftlichen-Selbstkoordination“ (2001) und der „wechselseitigen-Beobachtung“ (2003-2012). Der Vergleich dieser beiden Regime zeigt, dass sie sich vor allem in Hinblick auf ihre Akteurskonstellationen unterscheiden. In ihnen herrschen je eigene Handlungslogiken und als Folge daraus unterschiedliche gleichstellungspolitische Ergebnisse.

Dies gilt nicht nur in Deutschland – sondern länderübergreifend. Auffällig viele der transnationalen Anti- Gender Mobilisierungen der letzten 20 Jahre finden bezogen auf Bildungseinrichtungen statt. Dieser Beitrag widmet sich der besonderen Rolle der Universität und der Wissenschaft für transnationale Anti-Gender Diskurse. Anhand verschiedener Beispiele zeige ich auf, dass das Verhältnis zwischen Anti-Gender Bewegungen und Wissenschaft geprägt ist von widersprüchlichen Dynamiken, von Abgrenzung aber auch Imitation. In ihrem Zusammenspiel wirken beide Dynamiken mobilisierend und tragen zum Erstarken regressiver Rollenbilder und antidemokratischer rechter Bewegungen in der breiteren Gesellschaft bei. In der Ausgabe Politisches Lernen 1-2|2019 setzte sich Kurt P. Tudyka mit dem Verhältnis von Theater und Politik auseinander. Er gelangte zu dem ernüchternden Resümee: „Der Anspruch, Theater sei die Schule der Nation, – soweit er überhaupt noch besteht –, müsste aufgegeben werden.“ (S. 32) In Tudykas Einführung hieß es bereits: „Eine politisierende Wirkung auf das Publikum wird bestritten.“ (S. 30) Vor diesem Hintergrund könnte bei Lehrerinnen und Lehrern der Politischen Bildung der Eindruck entstehen, ein Besuch im Theater mit Schülerinnen und Schülern sei didaktisch nicht sinnvoll. Dagegen wird im folgenden Beitrag die Auffassung vertreten, dass ein Theaterbesuch mit den Lernenden durchaus mit Erkenntnisgewinnen, seien sie politisch oder über das Politische hinausweisend, verbunden sein kann. Der Beitrag stellt eine gekürzte Fassung des Textes „Theater und politische Bildung“ dar, der in Markus Gloe / Tonio Oeftering (Hrsg.): Politische Bildung meets Kulturelle Bildung, Baden-Baden (Nomos) 2020, erscheinen wird.
Historical narratives play an important role in constructing contemporary notions of citizenship. They are sites on which ideas of the nation are not only reaffirmed but also contested and reframed. In contemporary Germany, dominant narratives of the country’s modern history habitually focus on the legacy of the Third Reich and tend to marginalize the country’s rich and highly complex histories of immigration. The article addresses this commemorative void in relation to Berlin’s urban landscape. It explores how the city’s multilayered architecture provides locations for the articulation of marginal memories—and hence sites of urban citizenship—that are often denied to immigrant communities on a national scale. Through a detailed examination of a small celebration in 1965 that marked the anniversary of the founding of the modern Turkish republic, the article engages with the layers of history that coalesce around such sites in Berlin.

Despite growing interest, we lack a clear understanding of how the arguably ambiguous phenomenon of agile is perceived in government practice. This study aims to alleviate this puzzle by investigating how managers and employees in German public sector organisations make sense of agile as a spreading management fashion in the form of narratives. This is important because narratives function as innovation carriers that ultimately influence the manifestations of the concept in organisations. Based on a multi-case study of 31 interviews and 24 responses to a qualitative online survey conducted in 2021 and 2022, we provide insights into what public sector managers, employees and consultants understand (and, more importantly, do not understand) as agile and how they weave it into their existing reality of bureaucratic organisations. We uncover three meta-narratives of agile government, which we label ‘renew’, ‘complement’ and ‘integrate’. In particular, the meta-narratives differ in their positioning of how agile interacts with the characteristics of bureaucratic organisations. Importantly, we also show that agile as a management fad serves as a projection surface for what actors want from a modern and digital organisation. Thus, the vocabulary of agile government within the narratives is inherently linked to other diffusing phenomena such as new work or digitalisation.
Die vorliegende Arbeit basiert auf Forschungen in den Jahren 2007-2009. Sie betrachtet die saisonale Arbeitsmigration aus der polnischen Region Konin, wo die Arbeitsmigration aus ökonomischen Gründen, wie auch in ähnlich strukturierten Gebieten Polens, eine lange Tradition hat, die bis ins 19. Jahrhundert zurückgeht. Sie wird die saisonale Migration ins Ausland mit den ökonomischen, sozialen und räumlichen Auswirkungen aus der Perspektive des Einzelnen und seiner unmittelbaren Umgebung, aber auch der Gesellschaft und Herkunftsgebiet der Migranten betrachtet.
The political legacy of the Martinican poet, novelist and philosopher Édouard Glissant (1928–2011) is the subject of an ongoing debate among postcolonial literary scholars. Responding to an influential view shaping this debate, that Glissant’s work can be categorised into an early political and late apolitical phase, this dissertation claims that this division is based on a narrow conception of 'engaged political writing' that prevents a more comprehensive view of the changing political strategies Glissant pursued throughout his life from emerging. Proceeding from this conceptual basis, the dissertation is concerned with re-reading the dimensions of Glissant's work that have hitherto been relegated as apolitical, literary or poetic, with the aim of conceptualising the politics of relation as an integral part of his overall poetic project. In methodological terms, the dissertation therefore proposes a relational reading of Glissant’s life-work across literary genres, epochs, as well as the conventional divisions between political thought, writing and activism. This perspective is informed by Glissant's philosophy of relation, and draws on a conception of political practice that includes both explicit engagements with established political systems and institutions, as well as literary and cultural interventions geared towards their transformation and the creation of alternatives to them. Theoretically the work thus combines a poststructuralist lens on the conceptual difference between 'politics' and 'the political' with arguments for an inherent political quality of literature, and perspectives from the Afro-Caribbean radical tradition, in which writers and intellectuals have historically sought to combine discursive interventions with organisational actions. Applying this theoretical angle to the analysis of Glissant's politics of relation results in an interdisciplinary research framework designed to explore the synergies between postcolonial political and literary studies.
In order to comprehensively describe Glissant's politics of relation without recourse to evolutionary or digressive models, the concept of an intellectual marronage is proposed as a framework to map the strategies making up Glissant's political archive. Drawing on a variety of historic, political theoretical and literary sources, intellectual marronage is understood as a mode of radical resistance to the neocolonial subjugation for which the plantation system stands historically and metaphorically, as an inherently innovative political practice invested in the creation of communities marked by relational ontologies, and as a commitment to fostering an imagination of the world and the human that differs fundamentally from the Enlightenment paradigm. This specific conception of intellectual marronage forms the basis on which three key strategies that consistently shape Glissant's political practice are identified and mapped. They revolve around Glissant's engagement with history (chapter 2), his commitment to fostering an imagination of the Tout-Monde (whole-world) as a political point of reference (chapter 3), and the continuous exploration of alternative forms of community on the levels of the island, the archipelago and the Tout-Monde (chapter 4). Together these strategies constitute Glissant's personal politics of relation. Its abstract characteristics can be put in a productive conversation with related theoretical traditions invested in exploring the political potentials of fugitivity (chapters 5), as well as with the work of other postcolonial actors whose holistic practice warrants to be described as a politics of relation (chapter 6).
