Architektur und Städtebau des Sozialismus haben nach der politischen Wende der Jahre 1989-1991 einen erheblichen Wertungswandel erfahren. Insbesondere die in industrieller Bauweise errichteten Quartiere des komplexen Wohnungsbaus, die einstmals privilegierte Wohngegenden waren, haben heute oftmals den Ruf von „Ghettos“. Die vorliegende Arbeit möchte einen Beitrag dazu leisten, dieses Bild zu korrigieren und das öffentliche Image von Plattenbausiedlungen zu verbessern. Dazu wurde anhand des ostdeutschen Plattenbaugebietes Strausberg-Hegermühle untersucht, welche Faktoren die positive Identifikation der Bewohner mit ihrem Viertel begünstigen. Ziel der Arbeit ist, damit Anregungen für die Praxis lokal engagierter Bürger, Kommunalpolitiker, Wohnungsgesellschaften und Verwaltungen zu geben. Das Wohngebiet „Hegermühle“ in der brandenburgischen Mittelstadt Strausberg wurde in den 1980er Jahren gebaut. Die Bevölkerung Hegermühles war bis 1990 stark durch Mitarbeiter des Ministeriums für Nationale Verteidigung der Deutschen Demokratischen Republik geprägt. Die Wohnungen im Viertel waren wegen ihres hohen technischen Standards begehrt. Nach dem Ende der DDR erfuhr das Viertel einen starken Wandel seiner Sozialstruktur und bekam ein Image, das zwischen den Polen „graue Schlafstadt“ und „sozialer Brennpunkt“ angesiedelt ist. In diesem Wohngebiet wurde im zweiten Halbjahr 2009 eine qualitative Untersuchung durchgeführt. Neben mehreren in Bild- und Textform dokumentierten Feldexplorationen wurde eine Reihe von Interviews mit Personen geführt, die aktuell in Hegermühle wohnen oder früher dort wohnten. Die Auswahl der Interviewpartner erfolgte nach der Methode des Theoretical Sampling (Glaser/Strauss), wobei eine möglichst große Differenzierung des Samples nach Alter, Herkunft, Geschlecht und Beruf angestrebt wurde. Die Interviews wurden nach der Methode des Problemzentrierten Interviews (Witzel) geführt und auf Grundlage des Konzepts der Grounded Theory (Glaser/Strauss) ausgewertet. Für die Arbeit wurden acht Interviews ausgewählt, in denen die Interviewten Auskunft geben über die folgenden Themen: die Umstände ihres Zuzugs nach Hegermühle, die Entwicklung des Wohngebiets seitdem, das Image Hegermühles, ihr eigenes Verhältnis zum Viertel und die Perspektiven des Wohngebiets. Als Ergebnis der Arbeit lässt sich festhalten, dass die positive Identifikation mit dem Wohngebiet am stärksten durch die problematische Sozialstruktur behindert wird, die in hohem Maße von Arbeitslosigkeit und sozialen Desintegrationserscheinungen geprägt ist. Davon abgesehen überwiegen pragmatische Kriterien bei der Bewertung des Wohngebiets. Die gute infrastrukturelle Ausstattung Hegermühles mit Einkaufs-, Betreuungs- und Erholungsmöglichkeiten wurde von allen Befragten positiv hervorgehoben. Diese Faktoren sind jedoch genau so auch in anderen Orten zu finden und damit nicht geeignet, eine Identifikation mit einem spezifischen Ort zu befördern. Von den Befragten wurde daher auch mehrfach auf das Fehlen von Merkmalen hingewiesen, die Hegermühle auszeichnen und es von anderen Vierteln abheben. Dagegen war die Lokalidentität bei den Interviewpartnern am stärksten, die den Aufbau Hegermühles in den 1980er Jahren persönlich miterlebt haben. Die Arbeit schließt darum mit Überlegungen, wie diese Erfahrung einer Ortsgeschichte, die Bedeutung für die eigene Biografie hat, anderen Einwohnern vermittelt werden kann. Zwei mögliche Konzepte werden vorgeschlagen: a) die Erforschung und Vermittlung der Wohngebietsgeschichte, sowie b) die Schaffung und Pflege räumlicher Identifikationspunkte, die die lokale Geschichte, Landschaft und andere Besonderheiten des Viertels im Alltag erfahrbar machen. Beispielsweise können Kunstwerke im öffentlichen Raum oder Gedenktafeln als Anknüpfungspunkte einer ortsbezogenen Identität dienen und ein Gefühl persönlicher Verbundenheit mit dem Wohnort bestärken. Damit könnte unabhängig von pragmatischen Faktoren eine Bindung an den Ort begünstigt und die Bereitschaft der Einwohner erhöht werden, sich für die Verbesserung der Verhältnisse im Wohngebiet einzusetzen.

Zur adäquaten Analyse sozialwissenschaftlicher Phänomene ist die Anwendung multivariater Modelle hilfreich, die die Analyse von Zusammenhängen und Abhängigkeiten zwischen vielen Merkmalen ermöglichen. Als grundlegende Modelle werden im folgenden Band behandelt: Die Elaboration von Zusammenhängen lässt sich durch Teilgruppenvergleich (Tabellenanalyse) auf nominalem Messniveau und durch partielle Korrelation auf metrischem Messniveau durchführen. In der multiplen Regression wird die Variation eines interessierenden Phänomens auf die Variation einer Reihe von Erklärungsfaktoren zurückgeführt. Die wichtigsten Interpretationshilfen dabei sind der Anteil der erklärten Varianz und die Effekte. In der Pfadanalyse werden alle Mechanismen herausgearbeitet, durch deren Zusammenwirken die Höhe jedes statistischen Zusammenhangs bestimmt wird: Direkte und indirekte Kausaleffekte, scheinkausale Komponenten und Assoziationseffekte. In der Varianzanalyse wird die Variation eines interessierenden Phänomens auf Haupteffekte und Interaktionseffekte einer Reihe von Erklärungsfaktoren zurückgeführt.
Für den internationalen Vergleich von Gesellschaften wird ein System gesellschaftlicher Dauerbeobachtung vorgeschlagen, indem aufgrund einer Auseinandersetzung mit der sozialphilosophischen Diskussion acht Performanzkriterien für den internationalen Vergleich von Lebensbedingungen entwickelt werden: Wohlstand und Wachstum; ökologische Nachhaltigkeit; Innovation; soziale Sicherung durch Unterstützungsleistungen im Risikofall sowie vorsorgend durch Bildungsinvestitionen; Anerkennung der Besonderheiten (Frauenfreundlichkeit und Migrantenfreundlichkeit); Gleichheit der Teilhabe; soziale Integration; Autonomie („freedom of choice and capabilities”). In unserem Ansatz gehen wir nicht von einem einheitlichen Pfad der Modernisierung in Richtung Wachstum, Partizipation und Inklusion aus, sondern unterscheiden in Erweiterung der „drei Welten des Wohlfahrtskapitalismus“ von Esping-Andersen (mindestens) fünf verschiedene institutionelle Entwicklungspfade der Modernisierung: Der sozialdemokratisch-universalistische Pfad, der wirtschaftsliberale Pfad, der Status-konservierende Pfad, der „familistische“ Pfad und die Entwicklung der Gruppe der ex-sozialistischen Länder, die sich in einem Prozess der Ausdifferenzierung befinden. Ab der 3. Auflage werden nun 36 Länder verglichen (incl. aller EU-Mitglieder) statt wie zuvor 28 Länder, in der 6. Auflage auf dem Stand von März 2010. Zur Analyse der Sozialstrukturen werden als Modelle sozialer Lagen berücksichtigt: Marx, Weber, Roemer/Wright; soziale Schichten, berufliche Lagen, Goldthorpe-Modell; Bourdieu, Vester, Hradil. Als Anwendungsbereiche werden behandelt: Dienstleistungsgesellschaften und Erwerbstätigkeit, Bildung; Wohlfahrtsregime und soziale Sicherung; Wohlstand, Einkommen, Vermögen und Armut; soziale Mobilität; soziale Ungleichheiten zwischen Frauen und Männern; Bevölkerungsstruktur und Lebensformen; Lebensstile; Individualisierung und ihre Gegenbewegungen; zusammenfassender Vergleich von Lebensbedingungen in verschiedenen Ländern und Wohlfahrtsregimen.
Russian Jews who left the Former Soviet Union (FSU) and its Successor States after 1989 are considered as one of the best qualified migrants group worldwide. In the preferred countries of destination (Israel, the United States and Germany) they are well-known for cultural self-assertion, strong social upward mobility and manifold forms of self organisation and empowerment. Using Suzanne Kellers sociological model of “Strategic Elites”, it easily becomes clear that a huge share of the Russian Jewish Immigrants in Germany and Israel are part of various elites due to their qualification and high positions in the FSU – first of all professional, cultural and intellectual elites (“Intelligentsija”). The study aimed to find out to what extent developments of cultural self-assertion, of local and transnational networking and of ethno-cultural empowerment are supported or even initiated by the immigrated (Russian Jewish) Elites. The empirical basis for this study have been 35 half-structured expert interviews with Russian Jews in both countries (Israel, Germany) – most of them scholars, artists, writers, journalists/publicists, teachers, engineers, social workers, students and politicians. The qualitative analysis of the interview material in Israel and Germany revealed that there are a lot of commonalities but also significant differences. It was obvious that almost all of the interview partners remained to be linked with Russian speaking networks and communities, irrespective of their success (or failure) in integration into the host societies. Many of them showed self-confidence with regard to the groups’ amazing professional resources (70% of the adults with academic degree), and the cultural, professional and political potential of the FSU immigrants was usually considered as equal to those of the host population(s). Thus, the immigrants’ interest in direct societal participation and social acceptance was accordingly high. Assimilation was no option. For the Russian Jewish “sense of community” in Israel and Germany, Russian Language, Arts and general Russian culture have remained of key importance. The Immigrants do not feel an insuperable contradiction when feeling “Russian” in cultural terms, “Jewish” in ethnical terms and “Israeli” / “German” in national terms – in that a typical case of additive identity shaping what is also significant for the Elites of these Immigrants. Tendencies of ethno-cultural self organisation – which do not necessarily hinder impressing individual careers in the new surroundings – are more noticeable in Israel. Thus, a part of the Russian Jewish Elites has responded to social exclusion, discrimination or blocking by local population (and by local elites) with intense efforts to build (Russian Jewish) Associations, Media, Educational Institutions and even Political Parties. All in all, the results of this study do very much contradict popular stereotypes of the Russian Jewish Immigrant as a pragmatic, passive “Homo Sovieticus”. Among the Interview Partners in this study, civil-societal commitment was not the exception but rather the rule. Traditional activities of the early, legendary Russian „Intelligentsija“ were marked by smooth transitions from arts, education and societal/political commitment. There seem to be certain continuities of this self-demand in some of the Russian Jewish groups in Israel. Though, nothing comparable could be drawn from the Interviews with the Immigrants in Germany. Thus, the myth and self-demand of Russian “Intelligentsija” is irrelevant for collective discourses among Russian Jews in Germany.

Seit dem Zusammenbruch der Sowjetunion kamen in diesem Raum neue Migrationsprozesse wie die Arbeitsmigration zwischen den südlichen GUS-Republiken und Russland, aber auch grenzüberschreitende Bevölkerungsbewegungen ethnischer Gruppen in ihre „historischen Herkunftsgebiete“ auf. Die in der vorliegenden Arbeit untersuchten, dynamischen Wanderungsprozesse von Kasachen zwischen der Mongolei und Kasachstan weisen Kennzeichen dieses Migrationstypus, aber auch einige Besonderheiten auf. Die vorliegende Arbeit hat längere Forschungsaufenthalte in Kasachstan und der Mongolei von 2006 bis 2009 zur Grundlage. Aus der Mongolei stammende kasachische Migranten im Umland von Almaty und Kasachen im westlichsten aymag der Mongolei, Bayan-Ölgiy, wurden mittels quantitativer und qualitativer Methoden empirischer Sozialforschung befragt. Ergänzend wurden in beiden Staaten Befragungen von Experten aus gesellschaftlichen, wissenschaftlichen und politischen Institutionen durchgeführt, um eine möglichst ausgeglichene Sicht auf die postsowjetischen Migrations- und Inkorporationsprozesse zwischen beiden Staaten sicherzustellen. Zwischen den Migranten in Kasachstan und ihren – noch bzw. wieder – in der Mongolei lebenden Verwandten haben sich in den letzten Jahrzehnten enge soziale Netzwerke entwickelt. Die Aufrechterhaltung der Bindungen wird durch eine Verbesserung der Transport- und Kommunikationsmöglichkeiten zwischen beiden Staaten gefördert. Zirkuläre Migrationsmuster, regelmäßige Besuche und Telefongespräche sowie grenzüberschreitende sozioökonomische Unterstützungsmechanismen haben sich insbesondere in den vergangenen Jahren intensiviert. Diese Interaktionen sind im Kontext der rechtlichen, politischen und wirtschaftlichen Bedingungen im Migrationssystem Mongolei-Kasachstan – und insbesondere in Wechselwirkung mit der staat¬lichen Migrations- und Inkorpora-tionspolitik – einzuordnen. Die Erkenntnisse der vorliegenden Untersuchung lassen sich in aller Kürze so zusammenfassen: (I) Die in sozialen Netzwerken organisierten Interaktionen der Kasachen aus der Mongolei weisen Merkmale von, aber auch Unterschiede zu Konzepten des Transnationalismus-Ansatzes auf. (II) Die sozialen Bindungen zwischen Verwandten generieren Sozialkapital und tragen zur alltäglichen Unterstützung bei. (III) Die lokalen und grenzüberschreitenden Aktivitäten der Migranten sind als Strategien der sozioökonomischen Eingliederung zu deuten. (IV) Ein wesentlicher Teil der aus der Mongolei stammenden Kasachen artikuliert von der Mehrheitsbevölkerung abweichende, hybride Identifikationsmuster, die die politischen Eliten in Kasachstan bisher zu wenig wahrnehmen.
