This paper seeks to address the relationship between social capital and perceived social origin in contemporary Austria. While the concept of social capital has been widely adopted in social sciences, so far research on the (pre)structured shape of social capital by social origin is scarce. Our aim is to close this gap. Therefore, we use the network-as-capital approach by following the “position generator” and apply latent class analysis (LCA) and path modelling on the basis of the 2018 Austrian Social Survey. The dataset comprises a representative sample of the Austrian residential population aged 18 and older. Our findings show that the diversity of social capital, and access to networks of people in more highly ranked positions is strongly influenced by one’s social background. The higher respondents assess their social origin, the greater the probability of being in this type of network. Furthermore, education and occupation have effects on membership in a class-specific network.
It is a relatively new phenomenon in the context of urban development in Buenos Aires that citizens from the middle class have been increasingly claiming empowerment in local decision making. In this paper, we analyze the spatial-political outcome of protests against high-rise construction and demolitions of the urban heritage in Buenos Aires. Based on a frame analysis, the results of the paper show that the citizens’ initiatives under study have been able to incorporate several key issues into the agenda of the public debate: the relevance of the urban heritage, the negative effects of market-oriented municipal politics, and deficient citizen participation. Moreover, the controversies surrounding high-rise constructions in the 2000s and early 2010s disclose a clear degree of politicization. A permanent struggle for primacy in municipal policy models has been sparked, in which victory and defeat alternate, and attention is drawn to more fundamental societal issues beyond urban development

The increased interest in institutional entrepreneurship has produced a large number of scholarly publications, especially in the last five years. As a consequence, the literature landscape is somewhat complex and scattered. We aim to compile a quantitative overview of the field within business and management research by conducting bibliometric performance analyses and science mappings. We identified the most productive and influential journals, authors, and articles with the highest impact. We found that institutional entrepreneurship has stronger ties to organization studies than to entrepreneurship research. Additionally, a large body of literature at the intersection of institutions and entrepreneurship does not refer to institutional entrepreneurship theory. The science mappings revealed a distinction between theoretical and conceptual research on one hand and applied and empirical research on the other hand. Research clusters reflect the structure–agency problem by focusing on the change agent’s goals and interests, strategies, and specific implementation mechanisms, as well as the relevance of public agents for existing institutions, and a more abstract process rather than agency view.

Are we good friends?

Empirical studies already examined various facets of the friendship construct. Building on this, the present study examines the questions of how the number of friendships and their quality differ between students with and without SEN and whether a homophily-effect can be identified. The sample consists of 455 fourth-graders from 28 inclusive classes in Austria. The results indicate that students with SEN have fewer friends than students without SEN. Furthermore, students without SEN preferred peers without SEN as a friend. This homophily-effect was shown for students with SEN, too. However, students with and without SEN rated the quality of their friendships similarly and no interactions between the SEN status of oneself or of the friend was found for the quality of the friendship. The results show that, in the context of inclusion, the issue of friendship needs to be increasingly addressed to improve the situation of students with SEN.
The political legacy of the Martinican poet, novelist and philosopher Édouard Glissant (1928–2011) is the subject of an ongoing debate among postcolonial literary scholars. Responding to an influential view shaping this debate, that Glissant’s work can be categorised into an early political and late apolitical phase, this dissertation claims that this division is based on a narrow conception of 'engaged political writing' that prevents a more comprehensive view of the changing political strategies Glissant pursued throughout his life from emerging. Proceeding from this conceptual basis, the dissertation is concerned with re-reading the dimensions of Glissant's work that have hitherto been relegated as apolitical, literary or poetic, with the aim of conceptualising the politics of relation as an integral part of his overall poetic project. In methodological terms, the dissertation therefore proposes a relational reading of Glissant’s life-work across literary genres, epochs, as well as the conventional divisions between political thought, writing and activism. This perspective is informed by Glissant's philosophy of relation, and draws on a conception of political practice that includes both explicit engagements with established political systems and institutions, as well as literary and cultural interventions geared towards their transformation and the creation of alternatives to them. Theoretically the work thus combines a poststructuralist lens on the conceptual difference between 'politics' and 'the political' with arguments for an inherent political quality of literature, and perspectives from the Afro-Caribbean radical tradition, in which writers and intellectuals have historically sought to combine discursive interventions with organisational actions. Applying this theoretical angle to the analysis of Glissant's politics of relation results in an interdisciplinary research framework designed to explore the synergies between postcolonial political and literary studies.
In order to comprehensively describe Glissant's politics of relation without recourse to evolutionary or digressive models, the concept of an intellectual marronage is proposed as a framework to map the strategies making up Glissant's political archive. Drawing on a variety of historic, political theoretical and literary sources, intellectual marronage is understood as a mode of radical resistance to the neocolonial subjugation for which the plantation system stands historically and metaphorically, as an inherently innovative political practice invested in the creation of communities marked by relational ontologies, and as a commitment to fostering an imagination of the world and the human that differs fundamentally from the Enlightenment paradigm. This specific conception of intellectual marronage forms the basis on which three key strategies that consistently shape Glissant's political practice are identified and mapped. They revolve around Glissant's engagement with history (chapter 2), his commitment to fostering an imagination of the Tout-Monde (whole-world) as a political point of reference (chapter 3), and the continuous exploration of alternative forms of community on the levels of the island, the archipelago and the Tout-Monde (chapter 4). Together these strategies constitute Glissant's personal politics of relation. Its abstract characteristics can be put in a productive conversation with related theoretical traditions invested in exploring the political potentials of fugitivity (chapters 5), as well as with the work of other postcolonial actors whose holistic practice warrants to be described as a politics of relation (chapter 6).

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book considers the complex process of the criminalisation of squatting alongside and beyond its juridical apparatuses. It provides insights into the ways in which the substance of social citizenship has been rapidly and significantly weakened, so that life has become much more precarious for low-income urbanites as well as large parts of the middle-class. The book reconstructs the history of Berlin’s tenant referendum, which induced the passing of a new local Housing Provision Act—one of the most progressive pieces of housing legislation in Germany. It investigates the modes of doing citizenship and social rights in practice, which characterised the creation of Berlin’s Medibüro, a network of medical offices, where medical activists provide free medical services to residents lacking access to the medical insurance system, especially to illegal migrants. The book concludes by providing a brief outlook on future research on urban citizenship.
At times of triumphant neo-liberalism cities increasingly become objects of financial speculation. Formally, social and political rights might not be abolished, yet factually they have become inaccessible for large parts of the population. The contributions gathered in this volume shed light on the clash between the perspectives of restructuring and reordering urban environments in the interest of investors and the manifold and innovative agencies of resistance that claim and stand up for the rights of urban citizenship. Renewed waves of urban transformation employ state coercion to foster the expulsion of poor and marginalised inhabitants from those urban spaces that attract interest from speculators. The intervention of state agencies triggers the work of hegemonic culture for reframing the housing issue and implementing moral and political legitimation, as well as legislation that restricts urban citizenship rights. The case studies of the volume comparatively show the different and sometimes contradictory patterns of these conflicts in Berlin, Sydney, Belfast, Jerusalem, Amsterdam, and İstanbul as well as in metropoles of Latin America and China. Innovative resistance agencies emerge that paint possible paths for the re-establishment of the right to the city as the core of urban citizenship.
Permanent liminality?

After more than eight years of multifaceted crisis and extreme austerity policies, the programmes of financial assistance to Greece ended in August 2018, only to be replaced by a strict surveillance plan which leaves little room for manoeuvre towards more socially sensitive policies. In this context, the paper focuses on three major issues of argument between the creditors and the Greek government: property ownership and taxation, reduction of pensions, and continued austerity. Based on research in Athens and starting from the premise that behind figures and statistics lie embodied subjects, the paper discusses these issues drawing from particular people’s experiences.

The processes of neo-liberalisation, coined as ‘actually existing neo-liberalism’ are by their very nature variegated and context-specific and can appear in multi-faceted and contradictory forms. Consequentially, sociological reflection has tried to conceptualise ongoing processes of transforming the city under the concept of urban neo-liberalism which is generally understood as the contextually specific and path-dependent realisation of neo-liberal restructuration projects, embedded in varying social, political, economic, and cultural ‘regulatory landscapes’. As much as neo-liberalism as ideology and political programme aims at erasing any democratic participation in society, its proponents have taken sides pushing ahead the re-conceptualisation of the city as a market with the right of the stronger ‘to do down the weaker’. The city has become a focal point for neo-liberalism’s war against democracy and citizens. Turning social relations into market transactions in order to restructure cities is not a new idea from the neo-liberals but one of the non-negotiable dogmas of their religion called science.
The chapter illustrates how cities can be understood from a system–theory perspective as complex social systems. It argues that the classical and linear intervention methods are often no (longer) suitable for the complex structure, temporal dynamics and multifaceted processuality of urban development. It offers a systemic and systems theory-inspired method as an alternative approach, which allows for extended possibilities that are more appropriate for dealing with urban development processes. The method was developed on the basis of practical experience and theoretical insights. The approach should demonstrate for local decision-makers potential areas of activity for organising urban changes through co-design.
In the Middle Ages the European cities constituted the bourgeois laboratory for the formulation and the institutionalisation of the rights of citizenship. In 2014, the urban population accounted already for 54 per cent of global population. Yet, globalisation and neo-liberal policies have significantly challenged the social protection systems and social justice. From a sociological perspective, increased urbanisation implies a state of increased individual freedom, while at once it provokes growing social fragmentation. The chapter focuses on these dialectics and analyses to which degree social fragmentation affects the formal institutionalisation of citizenship rights and the substantial access to formally established rights, while at the same time excluding the most disadvantaged social groups, reducing them to mere ‘denizens’ of urban societies.
Theories and concepts

Urban Change and Citizenship in Times of Crisis addresses the fact that in the beginning of the twenty-first century the majority of the world’s population is urbanised, a social fact that has turned cities more than ever into focal sites of social change. Multiple economic and political strategies, employed by a variety of individual and collective actors, on a number of scales, constitute cities as contested spaces that hold opportunities as well as restrictions for their inhabitants. While cities and urban spaces have long been of central concern for the social sciences, today, classical sociological questions about the city acquire new meaning: Can cities be spaces of emancipation, or does life in the modern city entail a corrosion of citizenship rights? Is the city the focus of societal transformation processes, or do urban environments lose importance in shaping social reality and economic relationships? Furthermore, new questions urgently need to be asked: What is the impact of different historical phenomena such as neo-liberal restructuring, financial and economic crises, or migration flows, as well as their respective counter-movements, on the structure of contemporary cities and on the citizenship rights of city inhabitants? The three volumes address such crucial questions thereby opening up new spaces of debate on both the city and new developments of urbanism.
The contributions to Theories and Concepts offer new theoretical reflections on the city in a philosophical and historical perspective as well as fresh empirical analyses of social life in urban contexts. Chapters not only critically revisit classical and modern philosophical considerations about the nature of cities but no less discuss normative philosophical reflections of urban life and the role of religion in historical processes of the emergence of cities. Composed around the question whether there can be such a thing as a ‘successful city’, this volume addresses issues of urban political subjectivities by considering the city’s role in historical processes of emancipation, the fight for citizenship rights, and today’s challenges and opportunities with regard to promoting social justice, integration, and diversity. Consequentially, theory-driven empirical analyses offer new insight into ways of solving problems in urban contexts and a genuine approach to analyse the Social Quality in cities.
Die vorliegende Untersuchung analysierte den direkten Zusammenhang eines berufsbezogenen Angebots Sozialer Gruppenarbeit mit dem Ergebnis beruflicher Wiedereingliederung bei Rehabilitandinnen und Rehabilitanden in besonderen beruflichen Problemlagen. Sie wurde von der Deutschen Rentenversicherung Bund als Forschungsprojekt vom 01.01.2013 bis 31.12. 2015 gefördert und an der Professur für Rehabilitationswissenschaften der Universität Potsdam realisiert.
Die Forschungsfrage lautete: Kann eine intensive sozialarbeiterische Gruppenintervention im Rahmen der stationären medizinischen Rehabilitation soweit auf die Stärkung sozialer Kompetenzen und die Soziale Unterstützung von Rehabilitandinnen und Rehabilitanden einwirken, dass sich dadurch langfristige Verbesserungen hinsichtlich der beruflichen Wiedereingliederung im Vergleich zur konventionellen Behandlung ergeben?
Die Studie gliederte sich in eine qualitative und eine quantitative Erhebung mit einer zwischenliegenden Intervention. Eingeschlossen waren 352 Patientinnen und Patienten im Alter zwischen 18 und 65 Jahren mit kardiovaskulären Diagnosen, deren Krankheitsbilder häufig von komplexen Problemlagen begleitet sind, verbunden mit einer schlechten sozialmedizinischen Prognose.
Die Evaluation der Gruppenintervention erfolgte in einem clusterrandomisierten kontrollierten Studiendesign, um einen empirischen Nachweis darüber zu erbringen, inwieweit die Intervention gegenüber der regulären sozialarbeiterischen Behandlung höhere Effekte erzielen kann. Die Interventionsgruppen nahmen am Gruppenprogramm teil, die Kontrollgruppen erhielten die reguläre sozialarbeiterische Behandlung.
Im Ergebnis konnte mit dieser Stichprobe kein Nachweis zur Verbesserung der beruflichen Wiedereingliederung, der gesundheitsbezogenen Arbeitsfähigkeit, der Lebensqualität sowie der Sozialen Unterstützung durch die Teilnahme am sozialarbeiterischen Gruppenprogramm erbracht werden. Die Return-To-Work-Rate betrug 43,7 %, ein Viertel der Untersuchungsgruppe befand sich nach einem Jahr in Arbeitslosigkeit. Die durchgeführte Gruppenintervention ist dem konventionellen Setting Sozialer Arbeit als gleichwertig anzusehen.
Schlussfolgernd wurde auf eine sozialarbeiterische Unterstützung der beruflichen Wiedereingliederung über einen längeren Zeitraum nach einer kardiovaskulären Erkrankung verwiesen, insbesondere durch wohnortnahe Angebote zu einem späteren Zeitpunkt bei stabilerer Gesundheit. Aus den Erhebungen ließen sich mögliche Erfolge bei engerer Kooperation zwischen dem Fachbereich der Sozialen Arbeit und der Psychologie ableiten. Ebenfalls gab es Hinweise auf die einflussreiche Rolle der Angehörigen, die durch Einbindung in die Soziale Beratung unterstützend auf den Wiedereingliederungsprozess wirken könnten. Die Passgenauigkeit der untersuchten sozialarbeiterischen Gruppeninterventionen ist durch eine gezielte Soziale Diagnostik zu verbessern.
History without borders

“Why,” Francisca Isidro wonders, “did we have to leave our families and move so far away, only to come back as cooks, waitresses, sales assistants, and the like?” And she recalls: “We came back from our time in East Germany with professions that were not held in particu-larly high regard in Mozambique. Nobody understood why we didn’t return as engineers, doctors and teachers. ‘A waitress?,’ they would wonder. ‘Why, they could have become a waitress in Mozambique. Nobody needs to spend so many years in school for that.’”2And with that, Ms. Isidro puts her fi nger right on a misapprehension at the heart of an ambitious state-led education migration program that saw 900 Mozambican children attend the School of Friendship (Schule der Freundschaft , SdF) in Staßfurt in the district of Magdeburg, in what today is Saxony-Anhalt, in the German Democratic Republic (GDR, or East Germany) from 1982 to 1988.3 Ms. Isidro returned to Mozambique as a trained salesperson for clothing, a profession she neither chose nor ever worked in again subsequently. Like her, these 900 children had to navigate the diverging values that particular environments bestowed upon knowledge. What they learned was interpreted diff erently in their home communities, at the SdF, and in their German host families
Organizations incorporate the institutional demands from their environment in order to be deemed legitimate and survive. Yet, complexifying societies promulgate multiple and sometimes inconsistent institutional prescriptions. When these prescriptions collide, organizations are said to face “institutional complexity”. How does an organization then incorporate incompatible demands? What are the consequences of institutional complexity for an organization? The literature provides contradictory conceptual and empirical insights on the matter. A central assumption, however, remains that internal incompatibilities generate tensions that, under certain conditions, can escalate into intractable conflicts, resulting in dysfunctionality and loss of legitimacy. The present research is an inquiry into what happens inside an organization when it incorporates complex institutional demands.
To answer this question, I focus on how individuals inside an organization interpret a complex institutional prescription. I examine how members of the French Development Agency interpret ‘results-based management’, a central but complex concept of organizing in the field of development aid. I use an inductive mixed methods design to systematically explore how different interpretations of results-based management relate to one another and to the organizational context in which they are embedded.
The results reveal that results-based management is a contested concept in the French Development Agency. I find multiple interpretations of the concept, which are attached to partly incompatible rationales about “who we are” and “what we do as an organization”. These rationales nevertheless coexist as balanced forces, without escalating into open conflict. The analysis points to four reasons for this peaceful coexistence of diverging rationales inside one and the same organization: 1) individuals’ capacity to manipulate different interpretations of a complex institutional demand, 2) the nature of interpretations, which makes them more or less prone to conflict, 3) the balanced distribution of rationales across the organizational sub-contexts and 4) the shared rules of interpretation provided by the larger socio-cultural context.
This research shows that an organization that incorporates institutional complexity comes to represent different, partly incompatible things to its members without being at war with itself. In doing so, it contributes to our knowledge of institutional complexity and organizational hybridity. It also advances our understanding of internal organizational legitimacy and of the translation of managerial concepts in organizations.
Grenzen des Organisierbaren

Hauptanliegen dieser Bachelorarbeit ist es, verschiedene Interpretationsmöglichkeiten des Films „Zoomania“ aufzuzeigen und für dessen politikdidaktische Potenziale im Rahmen eines kompetenzorientierten Politikunterrichts zu sensibilisieren. Außerdem werden allgemeine Aspekte des didaktisch-reflektierten Einsatzes von Spielfilmen im Politikunterricht diskutiert.
Dazu wurde die zum Themenbereich vorhandene fachwissenschaftliche, fach- und mediendidaktische Literatur interdisziplinär aufgearbeitet und der Film „Zoomania“ erstmalig politikdidaktisch analysiert sowie hinsichtlich seiner Eignung für den Unterricht beurteilt.
Das Ergebnis dieses Vorgehens sind die folgenden vier inhaltlichen politikdidaktischen Potenziale, die die exemplarische Bedeutung von „Zoomania“ für ebendiese allgemeinen und potenziell unterrichtsrelevanten Sachverhalte versinnbildlichen: Rassismus, Vorurteile und Toleranz; Macht; Female Empowerment; Neoliberalismus und Promotion neoliberaler Werte.
Insbesondere durch die enthaltenen unterrichtspraktischen Schlussfolgerungen richtet sich diese Arbeit vordergründig an Politiklehrerinnen und -lehrer, die dazu ermuntert werden sollen, „Zoomania“ als motivierendes Unterrichtsmedium zum Erschließen des Politischen zu nutzen. Dies verlangt jedoch auch nach der Lektüre der vorliegenden Thesis, dass der Film vertiefend didaktisch analysiert und daraufhin zielgerichtet eingesetzt wird.
Grenzen des Organiesierbaren

Interessiert man sich für den gesellschaftlichen Einfluss der Organisationssoziologie auf die Praxis des Organisierens, so muss der Befund ernüchtern. Stärker als auf organisationssoziologische Wissensbestände wird in Unternehmen oder Verwaltungen auf aktuelle Managementtrends rekurriert. Man könnte diesen Befund beklagen und als fehlerhafte Rezeption der Praxis beiseitelegen. Alternativ ließe sich aber auch diskutieren, welchen Beitrag die Disziplin selbst zu dieser Rezeption leistet. Mit einer solchen Diskussion begibt man sich fast unweigerlich auf einen schwierigen Pfad. Zum einen kann die Soziologie gerade dann, wenn sie ihren Blick auf die Erforschung von Unternehmen oder Verwaltungen richtet, nicht die von der Praxis erwarteten positiven Antworten liefern. Gerade die Organisationssoziologie begibt sich zum anderen jedoch in direkte Konkurrenz zu Nachbardisziplinen wie die Betriebswirtschaftslehre oder die Organisationspsychologie, die die Rezeptionsfähigkeit ihrer Wissensbestände im Praxisfeld in den letzten Jahren unter Beweis gestellt haben. Die Erwartungen an die Umsetzbarkeit wissenschaftlicher Erkenntnisse in der Praxis sind dadurch gestiegen. Eine Soziologie, die ihre Erkenntniskraft in der kritischen Distanz sieht, mag das skeptisch stimmen. Es gilt daher, die Frage zu beantworten, wie die Praxisrelevanz einer Wissenschaft des zweiten Blicks auf Organisationen konkret aussehen kann. Diesem Vorhaben widmet sich das vorgelegte Promotionsprojekt. Die in der kumulativen Dissertation versammelten Beiträge verstehen sich allesamt als Erkundungen und Erprobungen der Praxisrelevanz der Organisationssoziologie anhand aktueller Managementfragen in Unternehmen. Die These lautet dabei, dass sich diese Praxisrelevanz nur als Kritik entfalten kann. Eine solche Kritik kann dabei zwei grundsätzliche Formen annehmen: Als Strukturkritik bezieht sie sich auf konkrete Organisationen, deren spezifische Eigenlogiken und strukturelle Verstrickungen. Sie beschreibt dabei für den Einzelfall Funktionen und Folgen von Erwartungsstrukturen, die sich dann z. B. fallvergleichend generalisieren oder typisieren lassen. Organisationssoziologische Strukturkritik kann sich damit sowohl als vergleichender, praxissensibler Forschungsansatz realisieren, als auch die Grundlage einer soziologisch orientierten Beratung bilden. Als Schematakritik richtet sie sich gegen verkürzte Vorstellungen des Organisierens, die sich etwa in Managementmoden finden lassen. Dem Kumulus zugrunde liegen fünf Beiträge, die konkrete Ausprägungen beider Kritikformen ausloten. Der erste Beitrag „Datafizierung und Organisation“ zeigt, wie Schematakritik an Nachbardisziplinen aussehen kann, indem er Organisation als blinden Fleck der Digitalisierungsforschung diskutiert und Anschlussstellen für interdisziplinäre Forschung ausweist. Daher liefert der Beitrag einen systematischen Zugang zu organisationalen Implikationen der Digitalisierung. Neben der Anreicherung der Digitalisierungsforschung kann die entwickelte Argumentation auch für die Praxis Erkenntniskraft haben, indem z. B. problematisiert wird, dass im Managementdiskurs um Digitalisierung überzogene Rationalisierungserwartungen herrschen oder durch digitale Infrastrukturen entstehende Informalitäten systematisch ausgeblendet werden Der zweite Beitrag „Führung als erfolgreiche Einflussnahme in kritischen Momenten“ legt eine Umdeutung des populären Managementbegriffs Führung durch Schematakritik vor. Damit trägt er in mehrfacher Hinsicht zu einer praxisrelevanten Neubestimmung von Führung bei. Für Führungskräfte ermöglicht er beispielsweise die Einsicht, dass sie ihre Führungsaufgaben auf kritische Momente konzentrieren können und postuliert die Abkehr vom heroischen Bild des dauerhaft Führenden. Diese Umdeutung kann auch für Führungskräfte in Organisationen entlastend sein, weist sie doch auf den Zusammenhang zwischen der organisationalen Verfasstheit und Führungschancen hin und eröffnet damit Gestaltungschancen jenseits der Führungskräfte- und Personalentwicklung. Für die Organisationsforschung liefert der Beitrag einen theoretisch integrierten Führungsbegriff, der Führung sowohl organisational als auch situativ bestimmt. Er steht somit exemplarisch für eine organisationssoziologische Schematakritik, die etablierte Managementbegriffe neu deutet. Der dritte Beitrag kritisiert mit dem Konzept der transformationalen Führung eine Managementmode und zeigt auf, wie das darin enthaltene Führungsmodell durch die Bildung moralischer Kategorien Organisationsprobleme auf Organisationsmitglieder (hier: Führungskräfte) verschiebt. Es wird einerseits eine organisationssoziologische Kritik am populären Managementkonzept der transformationalen Führung vorgelegt. Andererseits verdeutlicht der Beitrag anhand systemtheoretischer Konzepte wie elementarer Verhaltensweisen, Moral oder Rollentrennung exemplarisch, dass organisationssoziologisches Denken den Managementdiskurs bereichern kann, indem es Verkürzungen und Simplifizierungen aufdeckt und alternative Analyse- und Gestaltungsansätze bereitstellt. Dafür lässt sich auch im Praxisdiskurs Gehör finden, weil man annehmen darf, dass mit den Heilsversprechen von Kompaktlösungen auch Enttäuschungen einhergehen, für die die Organisationssoziologie Erklärungen liefern kann. Die Möglichkeiten und Grenzen von Strukturkritik werden in den letzten beiden Beiträgen diskutiert. Das Potenzial von Strukturkritik für die soziologisch orientierte Beratung von Organisationen exploriert der Beitrag „Die schwierige Liaison von Organisationssoziologie und Praxisbezug am Beispiel der Beratung“. Ausgehend vom Theorie-Praxis-Komplex wird eruiert, wie soziologischer Praxisbezug im Feld der Beratung aussehen kann. Dafür systematisiert der Beitrag organisationssoziologische Ansätze von Beratung und zeigt auf, wie ein genuin soziologischer Beratungsansatz aussehen könnte. Der letzte Beitrag stellt Grundzüge einer Methodologie strukturkritischer Forschung vor und illustriert diese an einem durchgeführten Forschungsprojekt zu Managementmoden. Anhand der Forschung in einem Produktionsbetrieb wird gezeigt, wie strukturkritische Forschung konkret aussehen kann. Solch strukturkritische Forschung steht im Forschungsprozess vor drei Herausforderungen: dem qualitativ hochwertigen Feldzugang, der Entwicklung einer für Forschung und Praxis instruktiven Fragestellung und der Rückspiegelung der Ergebnisse in das Feld. Der Beitrag stellt Grundzüge einer Methodologie strukturkritischer Organisationsforschung vor, die sich sachlich, zeitlich und sozial entlang der drei beschriebenen Momente des Feldzugangs, der Ausgangsfragestellung und der Rückspiegelung der Ergebnisse spezifizieren lassen.
It is well known that the inverted Collatz sequence can be represented as a graph or a tree. Similarly, it is acknowledged that in order to prove the Collatz conjecture, one must demonstrate that this tree covers all odd natural numbers. A structured reachability analysis is hitherto unavailable. This paper investigates the problem from a graph theory perspective. We define a tree that consists of nodes labeled with Collatz sequence numbers. This tree will be transformed into a sub-tree that only contains odd labeled nodes. Furthermore, we derive and prove several formulas that can be used to traverse the graph. The analysis covers the Collatz problem both in it’s original form 3x + 1 as well as in the generalized variant kx + 1. Finally, we transform the Collatz graph into a binary tree, following the approach of Kleinnijenhuis, which could form the basis for a comprehensive proof of the conjecture.

Altbekannt ist, welch wichtige Rolle Medien bei der Konsolidierung oder aber auch bei der Transformation einer Gesellschaft spielen. Was aber geschieht, wenn Medien von unten aus agieren und dies in großer Zahl geschieht, unter Einbindung vieler gesellschaftlicher Akteure sowie gegenüber einem umfassenden Publikum? In Argentinien hat sich eine faszinierende Radiolandschaft gebildet, die kollektiv, partizipativ und progressiv arbeitet: Die Community-Radios. Viviana Uriona nimmt uns mit auf eine ethnografische Reise durch die Geschichte dieser Radios, analysiert ihre Arbeitsweise und sucht nach den Gründen ihres Erfolges. Am Ende der Lektüre bleibt eine Frage nicht mehr offen: Könnte hierzulande in gleicher Weise gelingen, was dort geschah?
Ein wesentlicher Grund für den fortdauernden wirtschaftlichen Rückstand Ostdeutschlands, im Vergleich zu Westdeutschland, liegt am geringeren Gewicht technologieintensiver Branchen und, damit zusammenhängend, an fehlenden regionalen Wachstumszentren („Clustern“). Die Économie des conventions (EC), ein wirtschaftswissenschaftliches und wirtschaftssoziologisches Paradigma, das in Frankreich in den 80er Jahren entstanden ist, ermöglicht die Analyse von Unternehmen und Märkten und wurde für die vorliegende Dissertation verwendet, um unterschiedliche „Qualitätskonventionen“ in einer vergleichenden Analyse in der west- und ostdeutschen Maschinenbaubranche zu identifizieren. Anhand von Studien des Instituts für Wirtschaftsforschung in Halle (IWH), der Baden-Württembergischen Landesregierung und des Verbandes des Deutschen Maschinen- und Anlagenbaus e. V. (VDMA) wurde das Feld auf fünf ostdeutsche und acht baden-württembergische Raumordungsregionen eingegrenzt und ein qualitativer Stichprobenplan entwickelt. Empirisch wurden 21 leitfadengestützte Experteninterviews mit Geschäftsführern der Maschinen- und Anlagenbaubranche durchgeführt, die mit der Qualitativen Inhaltsanalyse methodisch ausgewertet und dann mit Bezug zur EC zu Idealtypen verdichtet wurden.
Im Ost-West-Vergleich zeigte sich, dass für ostdeutsche Unternehmen eine Entwicklung hin zum Systemanbieter, die Projekte koordinieren (Netzwerkkonvention), um damit auf (internationalen) Märkten höhere Preise durchzusetzen (Marktkonvention), am vielversprechendsten ist. Damit einher geht der Aufbau und die Aufrechterhaltung von Netzwerken (Netzwerkkonvention), die Herausforderung besteht aber darin, auch mit Wettbewerbern (Marktkonvention) vertrauensvoll zusammen zu arbeiten. Des Weiteren zeigte sich, dass bei öffentlich geförderten Verbundprojekten („Clusterpolitik“) die Marktkonvention ebenfalls nicht dominant sein darf bzw. sie zumindest Kompromisse mit anderen Konventionen eingehen muss, damit diese Netzwerke nicht nach Ende der Förderperiode auseinander fallen. Diese Befunde decken sich mit Arbeiten aus der Wirtschaftsgeographie und verwandter Fächer, bei denen gezeigt wurde, dass erst ein Gebilde aus spezifischen regionale Institutionen technologisches Lernen ermöglicht bzw. dass insbesondere die gleichzeitige Ausprägung von Konkurrenz- und Kooperationsprinzipien („Coopetition“) auf der gleichen Wertschöpfungsstufe, es Unternehmen ermöglicht, neue wettbewerbsfähige Produkte auf den Markt zu bringen. Eine theoretisch fundierte Clusterpolitik sollte daher nicht nur Vernetzungsaktivitäten (Netzwerkkonvention), sondern auch den Wettbewerb (Marktkonvention) im Cluster mit fördern. Im Fazit wurden dann die Instrumente, die in der Literatur genannt werden, um vorhandene Clusterstrukturen weiter zu entwickeln, mit der rekonstruierten Typologie der Qualitätskonventionen verknüpft.
In beiden deutschen Teilstaaten gehörten die Rentenversicherungen zu den ersten Nutzern von Computern. Bereits seit Mitte der 1950er Jahre berechneten diese die Altersruhegelder im Westen, zehn Jahre später auch in der DDR. Die digitale Datenverarbeitung versprach große Rationalisierungs- und Beschleunigungseffekte. Gleichwohl führten die verschiedenen Staats- und Versicherungsformen zu einer unterschiedlichen Nutzung von Computern.
Die Studie von Thomas Kasper zeigt, unter welchen Bedingungen sich die elektronische Datenverarbeitung in der Sozialverwaltung durchsetzen konnte. Sie verdeutlicht, welchen bisher unbekannten Einfluss sie auf sozialpolitische Entscheidungen sowie auf die Arbeitsverhältnisse und den Datenschutz in beiden deutschen Teilstaaten hatte. Nach der Wiedervereinigung ließ nur die gemeinsame Nutzung der vorhandenen digitalen Strukturen die Zusammenführung beider Sozialsysteme gelingen.

Die Autoren haben mit diesem Buch den ersten politikwissenschaftlichen Lehrtext zum Thema Verwaltung und Verwaltungswissenschaften in Deutschland vorgelegt. Die spezifisch sozialwissenschaftlichen Perspektiven unterscheiden diese Studie vom bislang vorliegenden vor allem juristisch geprägten Lehrmaterial. Dargestellt werden die Entwicklung und Perspektiven der Verwaltungswissenschaften sowie der institutionelle Aufbau, die internen Strukturen und Prozesse sowie die Entwicklungsphasen der öffentlichen Verwaltung in Deutschland.

Die Praktische Fahrerlaubnisprüfung dient der Erfassung und Beurteilung der Fahrkompe-tenz von Fahrerlaubnisbewerbern. Die aus dieser Prüfung gewonnenen Rückschlüsse auf das Niveau der Fahrkompetenz sollen insbesondere auch der Weiterentwicklung des Bewerbers dienen. Bisher erhalten Bewerber nur bei nicht bestandener Praktischer Fahrerlaubnisprü-fung eine Auflistung der wichtigsten Fehler, die zum Nichtbestehen geführt haben. Für ein zielgerichtetes Weiterlernen ist es aber notwendig, dass die Ergebnisse der Leistungserfas-sung und der Leistungsbewertung gemäß prüfungsdidaktischer Grundsätze pädagogisch an-spruchsvoll an alle Fahranfänger (unabhängig vom Prüfungsergebnis) zurückgemeldet wer-den.
Das Ziel der vorliegenden Arbeit besteht darin, die Gestaltungsgrundlagen und einen Umset-zungsvorschlag für ein kompetenzbezogenes und lernförderliches Rückmeldesystem für die Praktische Fahrerlaubnisprüfung zu erarbeiten. Dieses Rückmeldesystem soll in der Praxis erprobt werden. Darüber hinaus sollen anhand einer Bewerberbefragung zur Nutzerzufrie-denheit Erkenntnisse für die Weiterentwicklung gewonnen werden. Der Entwicklungs- und Erprobungsprozess des optimierten Rückmeldesystems lässt sich in drei Projektphasen auf-teilen:
1. Im Zuge der Optimierungsarbeiten zur Praktischen Fahrerlaubnisprüfung wurde in der ersten Projektphase ein neues Rückmeldesystem erarbeitet, das aus einem kompetenz-bezogenen mündlichen Auswertungsgespräch und einer ergänzenden schriftlichen Rückmeldung einschließlich weiterführender Lernhinweise für alle Bewerber besteht. Dieses Rückmeldesystem soll einerseits die Fahranfänger dabei unterstützen, die Leis-tungsbewertung inhaltlich besser zu verstehen sowie ein zielgerichtetes Weiterlernen ermöglichen. Andererseits soll es die Bewerber dazu motivieren, die festgestellten Kompetenzdefizite weiter zu bearbeiten, und dadurch Lernzuwachs fördern.
2. Das Rückmeldesystem wurde in der zweiten Projektphase in verschiedenen Modell-
regionen Deutschlands anhand von ca. 9.000 realen Praktischen Fahrerlaubnisprüfun-gen erprobt. Die Fahrerlaubnisbewerber, die in den Modellregionen an einer optimier-ten Praktischen Fahrerlaubnisprüfung teilgenommen und somit eine schriftliche Rückmeldung gemäß der optimierten Vorgaben bzw. einen individuellen Zugangscode zum Downloadbereich erhalten haben, wurden zu einer Befragung eingeladen. Dabei wurden vor allem Aspekte der Akzeptanz und der Lernwirksamkeit aus Sicht der Be-werber erfasst. Ziel war es, die Qualität der verkehrspädagogischen Gestaltung des Rückmeldesystems und seinen Nutzen zu untersuchen, um die erprobte Rückmeldung weiterzuentwickeln. Für die Bewerberbefragung wurde eine Onlinebefragung mit ei-nem standardisierten Fragebogen durchgeführt.
3. Die Erprobungs- und Befragungsergebnisse dienten in der dritten Projektphase der Ableitung von Schlussfolgerungen für die Weiterentwicklung des Rückmeldesystems. Die vorliegenden Ergebnisse der Felderprobung deuten darauf hin, dass die Bereitstel-lung einer schriftlichen, ausführlichen Rückmeldung zu den Prüfungsleistungen der Praktischen Fahrerlaubnisprüfungen insgesamt als nützlich und gewinnbringend ange-sehen wird. Allerdings wurde auch deutlich, dass bezüglich der Umsetzung noch Op-timierungspotenzial besteht. Im Anschluss an die Erprobung wurde die schriftliche Rückmeldung daher – ausgehend von den Nutzererfahrungen während der Felderpro-bung – umfassend überarbeitet und eine revidierte Version vorgelegt.
Als Ergebnis der Arbeit liegt ein in mehreren Schritten entwickeltes, empirisch fundiertes und erprobtes Rückmeldesystem vor, das eine differenzierte Kompetenzrückmeldung er-möglicht. Die umfassende Rückmeldung bietet künftig einerseits eine verbesserte Ausgangs-lage für eine ggf. anschließende Wiederholungsprüfung und andererseits ist es dem Bewer-ber anhand der aufgezeigten Stärken und Schwächen auch nach einer bestandenen Prüfung möglich, diese Rückmeldung für das weitere Lernen zu nutzen.

Dieser Band der Reihe „Potsdamer Geographische Praxis“ enthält drei Beiträge, die sich mit dem Handlungskonzept „Tolerantes Brandenburg“ der Brandenburgischen Landesregierung befassen. In allen Beiträgen wird auf der Grundlage empirischer Erhebungen analysiert, wie dieses Konzept zum Umgang mit Rechtsextremismus und Rechtspopulismus sowie zur Demokratieförderung in den letzten Jahren umgesetzt wurde. Die ersten beiden Beiträge haben die sogenannten Zukunftsdialoge „Tolerantes Brandenburg“ zum Gegenstand, die in den Jahren 2015 bis 2017 in allen kreisfreien Städten und Landkreisen Brandenburgs durchgeführt wurden. Der erste Beitrag von Schubarth, Kohlstruck und Rolfes beinhaltet die Ergebnisse der wissenschaftlichen Beobachtung der Zukunftsdialoge; die Ergebnisse beruhen überwiegend auf teilnehmenden Beobachtungen der Zukunftsdialoge und qualitativen Interviews mit Teilnehmenden. Der zweite Beitrag von Bode und Rolfes basiert auf einer quantitativen Methodik und enthält die Auswertungen einer standardisierten Befragung der Teilnehmer/innen der Zukunftsdialoge. Die Ergebnisse beider Untersuchungen liefern wichtige Erkenntnisse und gute Ansatzpunkte, wie einerseits die Institutionen des Beratungsnetzwerks „Tolerantes Brandenburg“ und das Handlungskonzept auf lokaler Ebene eine größere Bekanntheit erlangen könnten und andererseits, welche Schritte hilfreich wären, um eine (noch) stärkere Verankerung des Handlungskonzeptes in den Regionen zu erreichen. Beim dritten Beitrag von Schubarth, Kohlstruck und Rolfes handelt es sich eine Expertise aus dem Jahr 2019. Der Beitrag liefert einen mehrdimensionalen Blick auf das Handlungskonzept aus unterschiedlichen internen wie externen Perspektiven. Dabei wird vor allem auf die gesellschaftlichen und politischen Veränderungen fokussiert, die sich seit 2014 im Handlungsfeld „Demokratiestärkung und Auseinandersetzung mit dem Rechtsextremismus“ ergeben haben. Grundlage der Expertise waren leitfadenzentrierte Interviews.
