This article is a reply to a statement by Elke Schwinger in WeltTrends 31. The author tries to strike the balance between "coming to terms with the past" and the role of criminal law in this process in Germany. The principle of prohibition of retroactive laws, fixed in the 1990 German Unification Treaty and in the Constitution, had been broken in the trials against the "Mauerschützen" (border guards) in German criminal courts since 1990. There is an artificially constructed past which does not correspond to the reality of the border regime before 1989. The author underlines that today the criminal law is misused for political aims within the German unification process.
Auf der Zeitachse von Zyklusmodellen des Unterrichts wird der Handlungsreflexion eine zentrale Bedeutung zugesprochen: Vor seiner Umsetzung im Unterricht soll das kommende Handeln zunächst in einer antizipierenden Reflexion gedanklich entworfen werden, um seine Erfolgswahrscheinlichkeit zu erhöhen. Nach dem Unterricht soll es einer retrospektiven Reflexion unterzogen werden, in der die Handlungsumsetzung vor dem Hintergrund der Handlungsplanung evaluiert wird und Konsequenzen für künftige Handlungsplanungen gezogen werden. Trotz der Plausibilität dieses postulierten Zusammenhangs von antizipierender und retrospektiver Reflexion steht seine genauere empirische Untersuchung allerdings noch aus. In einer querschnittlichen Onlineerhebung werden diese beiden Reflexionsformen deshalb als generische Unterrichtsplanungsfähigkeit und Reflexionskompetenz spezifiziert, um ihren Zusammenhang mit Hilfe einer Stichprobe von angehenden Lehrkräften (N = 479) aus zwei Universitäten zu explorieren. Die gefundenen schwachen Zusammenhänge werden vor dem Hintergrund der Operationalisierungen und der Testmotivation der Teilnehmenden diskutiert.
Desperados at Sea

Pirates are fortune-seeking fighters at sea. Their exploits fire the imaginations of their victims and admirers, drawing a veil over individuals who rarely bear a real name and pursue their adventurous occupations as buccaneers, filibusters, freebooters, privateers, pirates, or corsairs. Piracy, corsairing, and contraband trade were epidemic among the Egyptians and the Phoenicians, the Greeks and the Vikings, the Spaniards and the Ottomans, the Muslims, and the Christians. And the Jews.
In order to investigate the temporal characteristics of cognitive processing, we apply multivariate phase synchronization analysis to event-related potentials. The experimental design combines a semantic incongruity in a sentence context with a physical mismatch (color change). In the ERP average, these result in an N400 component and a P300-like positivity, respectively. The synchronization analysis shows an effect of global desynchronization in the theta band around 288ms after stimulus presentation for the semantic incongruity, while the physical mismatch elicits an increase of global synchronization in the alpha band around 204ms. Both of these effects clearly precede those in the ERP average. Moreover, the delay between synchronization effect and ERP component correlates with the complexity of the cognitive processes.

In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. In the upcoming fall issue, this debate will be continued with contributions by German foreign policy makers. A final reply by Hellmann will complete the debate in the winter issue of WeltTrends. The author detects some of the causes for the less than satisfactory representation of the German foreign policy elite on the international level within the German university structure. The article also reflects upon the issue of the 'content' of a possible and desirable German 'Weltpolitik' which is seen in Global Public Policy - an example of which is provided and reasons given for the ability of the German elite to be proactively engaged in the promotion and management of Global Public Policy Networks.
The transition and transformation within the three countries dealt with are still in process. In her essay, the author analyses whether there is a need for Poland to re-define its relationship to Germany and Russia, whilst searching for a new identity and a new place within Europe. She argues that there is a set of historical and geopolitical reasons for doing so. But whilst the Polish aim is to normalise its relationship to its neighbours, the perception of Russians and Germans in Poland is rather different. On the one hand, in the Polish people opinion, Germany is the main promoter of their European institutional integration wishes. On the other, relatively aggressive attitude towards Russia can also be identified. The essay is a strong plea for mutual responsibility and co-operation in favour of peace and security in Europe. Additionally Russia is to be regarded as part of European history, and should thus be involved in the European political process.
Based on the discussion on Germany´s new 'central location', the author tries to sketch Germany´s geopolitical position in view of the constellation of powers in Europe from a national point of view. This favourable position offers a great chance for the country to play an active role in Europe’s integration. However, German historical heritage as well as the delicate relationship of Germany´s political elite to the use of power are reasons for the country´s hesitation to fulfill her neighbours’ and her allies’ expectations. We introduce and discuss a number of issues that arise in the process of building a finite-state morphological analyzer for Urdu, in particular issues with potential ambiguity and non-concatenative morphology. Our approach allows for an underlyingly similar treatment of both Urdu and Hindi via a cascade of finite-state transducers that transliterates the very different scripts into a common ASCII transcription system. As this transliteration system is based on the XFST tools that the Urdu/Hindi common morphological analyzer is also implemented in, no compatibility problems arise.
The development of phonetic codes in memory of 141 pairs of normal and disabled readers from 7.8 to 16.8 years of age was tested with a task adapted from L. S. Mark, D. Shankweiler, I. Y. Liberman, and C. A. Fowler (Memory & Cognition, 1977, 5, 623–629) that measured false-positive errors in recognition memory for foil words which rhymed with words in the memory list versus foil words that did not rhyme. Our younger subjects replicated Mark et al., showing a larger difference between rhyming and nonrhyming false-positive errors for the normal readers. The older disabled readers' phonetic effect was comparable to that of the younger normal readers, suggesting a developmental lag in their use of phonetic coding in memory. Surprisingly, the normal readers' phonetic effect declined with age in the recognition task, but they maintained a significant advantage across age in the auditory WISC-R digit span recall test, and a test of phonological nonword decoding. The normals' decline with age in rhyming confusion may be due to an increase in the precision of their phonetic codes.
Auszug: Etwa zwei Drittel aller Ausgaben der Krankenkassen für das Heilmittel Sprachtherapie betreffen ein Klientel in der Altersgruppe der 0- bis 15-jährigen (GVK-HIS Bundesrepublik 2007). Spracherwerbsstörungen stellen das häufigste Entwicklungsrisiko bei Kindern dar. Ca. 18% der einzuschulenden Kinder weisen einen Förderbedarf im Entwicklungsbereich Sprache auf (Tollkühn 2001) und ca. 18% der 6-jährigen Jungen erhalten nach dem Heilmittelbericht 2006 Sprachtherapieverordnungen (Schröder & Waltersbacher 2006). Die überwiegende Mehrheit erhält diese Verordnung aufgrund der Zuweisung des Indikationsschlüssels „Störungen der Sprache vor Abschluss der Sprachentwicklung“. Darunter fallen v.a. Kinder mit einer primären Spracherwerbsstörung, für deren Art und Ausmaß keine Hörstörung, keine Intelligenzbeeinträchtigung, keine neurologische Schädigung oder soziale Deprivation verantwortlich gemacht werden kann. On the basis of the Dynamic Syntax framework, this paper argues that the production pressures in dialogue determining alignment effects and given versus new informational effects also drive the shift from case-rich free word order systems without clitic pronouns into systems with clitic pronouns with rigid relative ordering. The paper introduces assumptions of Dynamic Syntax, in particular the building up of interpretation through structural underspecification and update, sketches the attendant account of production with close coordination of parsing and production strategies, and shows how what was at the Latin stage a purely pragmatic, production-driven decision about linear ordering becomes encoded in the clitics in theMedieval Spanish system which then through successive steps of routinization yield the modern systems with immediately pre-verbal fixed clitic templates.
Der neurodegenerativen Erkrankung Morbus Parkinson (MP) liegt der Zerfall von Neuronen in den Basalganglien (BG) zugrunde, der mitunter zu kognitiv-sprachlichen Einschränkungen führt. Dies betrifft beispielsweise die Lautstärkeproduktion und -wahrnehmung. Betroffene sprechen signifikant leiser und weisen eine verringerte Wahrnehmungsspanne für Lautstärke auf. Dieses Wahrnehmungsdefizit und die Tatsache, dass die BG die betroffene neurologische Struktur bei MP sind, lässt eine Beteiligung dieser bei der Lautstärkeverarbeitung von Gesunden vermuten.
Um die Rolle der BG bei der Lautstärkeverarbeitung zu untersuchen, wurde eine generalisierte lineare Modellanalyse durchgeführt. Anhand von fMRT-Daten von gesunden Proband*innen, erhoben von Erb et al. (2020), wurde nach linearen Regressionen zwischen den präsentierten Lautstärkewerten und dem BOLD-Signal in acht BG-Regionen gesucht. Hierfür wurden Daten von 63 Proband*innen im Alter zwischen 18 und 78 Jahren (Durchschnitt: 43,4 Jahre) genutzt.
Im linken und rechten Putamen angrenzend zum Globus pallidus pars externa war eine positive lineare Regression beobachtbar. Eine negative lineare Regression zeigte sich im Kopf des Nucleus caudatus beider Hemisphären.
Teile der BG scheinen somit möglicherweise eine Rolle bei der Verarbeitung von Lautstärke zu spielen. In Bezug auf MP besteht die Möglichkeit, dass ihre neuronale Degeneration mitursächlich für die Wahrnehmungseinschränkungen ist. Dies sowie der Einfluss dieses rezeptiven Lautstärkedefizits auf die produktiven sprachlichen Einschränkungen sollten Gegenstand zukünftiger Untersuchungen sein. Es ist gut möglich, dass die Ursache der produktiven Lautstärkedefizite nicht motorischer, sondern rezeptiver Natur ist. Dies hätte einen großen Einfluss auf künftige sprachtherapeutische Konzepte bei der Behandlung produktiver Sprachstörungen bei MP.
Menschen mit Aphasie erleben erhebliche Einbußen in sozialer Teilhabe und Lebensqualität. Peer-to-Peer-Unterstützung durch Selbsthilfeangebote oder Peer-Befriending-Maßnahmen kann sich positiv auf Partizipation und psychisches Wohlbefinden auswirken. Mit dem Projekt shalk konnte gezeigt werden, dass von Betroffenen geleitete Selbsthilfegruppen maßgeblich zu Selbstwerterleben und verbesserter Lebensqualität der Leitungspersonen und der Gruppenteilnehmenden beitragen können. Um einen Austausch zwischen Betroffenen auch jenseits des Gruppensettings zu ermöglichen, können digitale Medien genutzt werden. Im Projekt PeerPAL wird ein für Menschen mit Aphasie angepasstes digitales soziales Netzwerk (Smartphone-App) zur virtuellen Vernetzung und persönlichen Begegnung entwickelt und evaluiert. Erste Daten weisen darauf hin, dass die Betroffenen die App nutzen können und mit Design und Funktionen zufrieden sind. Auswirkungen auf die Lebensqualität werden aktuell untersucht. Sprachtherapeut:innen nehmen in der Peer-to-Peer-Unterstützung insofern eine zentrale Rolle ein, als dass sie Betroffene in entsprechende Angebote einführen und sie mittels abgestufter Begleitung an die eigenständige Nutzung heranführen.
