In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. In the upcoming fall issue, this debate will be continued with contributions by German foreign policy makers. A final reply by Hellmann will complete the debate in the winter issue of WeltTrends. Contributions by: Franz Ansprenger, Stephan Böckenförde, Wilfried von Bredow, Sabine Busse, Edwina S. Campbell, Hartmut Elsenhans, Hans J. Gießmann, Werner Link, Carlo Masala, Hanns W. Maull, and Siegfried Schwarz.

Indonesia’s arduous path to democracy is threatened by several domestic conflicts. Although the civil war in Aceh – a region in the north of Sumatra – has claimed thousands of victims, the incidents have not yet been adequately dealt with – neither in the public domain nor within the scientific community. In May 2003, the Indonesian president, Megawati Sukarnoputri, imposed material law on the Aceh region in order to crack down on the separatist movement Gerakan Aceh Merdeka (GAM). This step does not seem to be in line with serious concepts of democracy and is threatening the consolidation of the transformation process. The author seeks to shed light on the roots of the conflict, the motivation of leading politicians in Jakarta to deploy military means instead of continuing negotiations, and its consequences for the Indonesian process of democratisation.
In this issue, we continue and complete the debate on the future of the transatlantic relationship and of world order after the Iraq war. The debate was initiated by an article by Thomas Risse (Freie Universität Berlin) in WeltTrends 39, which has provoked a remarkable reaction within the German academic community, as documented in WeltTrends 40. This issue features additional comments and the rebuttal by Thomas Risse. Most authors believe that the transatlantic partnership is in a serious crisis, but claim that it remains without an alternative for both sides of the Atlantic.

In this article, Immanuel Wallerstein tries to anticipate the evolution of world conflicts and structures over the next decades. In his analysis, he identifies three main cleavages which structure future global conflicts: the triadic cleavage between the United States, Europe and Japan, who compete economically; the North-South cleavage between core zones and the periphery of the world economy; and, finally, the cleavage between what he calls the "Spirit of Davos" and the "Spirit of Porto Alegre" as a conflict between alternative images of the future world order. The structure and the dynamics of each cleavage are analysed and their evolution over the next decades is anticipated.
This issue of WeltTrends features the debate about the future of the transatlantic relationship and world order after the Iraq war. It was started by Thomas Risse with his article in the previous edition. Thomas Risse elaborated on three main points of contention between the United States and Europe: the role of international law and multilateralism, democracy and human rights, and the strategy towards new security threats. Most of the scholars, contributing to the debate in this issue agree with Risse in that there is no alternative to the transatlantic partnership and offer possible paths towards its renewal. The debate will be continued with additional comments and a rebuttal by Thomas Risse in the next Winter issue.
Do the transatlantic relations have a future after the Iraq crisis and what will they look like? This question will be discussed in this and the next issue of WeltTrends. For this debate, Thomas Risse, Chair of International Relation at the Freie Universität Berlin, provides the initial input. Risse focuses on controversial issues inside of Europe, the outcome of which will be decisive for the future of the transatlantic relationship. Will the European consensus once constituted by the commitment to international law and multilateralism persist? What is the European position regarding democracy and human rights in the Middle East? Will Europe develop a strategy to cope with the new kind of threats posed by weapons of mass destruction in the hands of dictators or terrorists? Risse´s article has provoked a debate inside the German academic community, whose contributions will be published in the next issue of WeltTrends.
At the beginning of the 21st century the welfare state is under pressure from two sides. On the one hand, there is "globalisation", on the other hand seems to be some sort of normative crisis of the welfare state’s moral foundations. The welfare state is said to curtail individual freedom and autonomy. This article rejects this assumption by exploring the philosophical and moral foundations of the welfare state, thereby demonstrating that it is essentially necessary for individual freedom and autonomy. Furthermore, it is shown that individual freedom is also the core principle of liberal democracy and that the welfare state is therefore an indispensable prerequisite for democracy itself.
Völkerrecht und Ethnizität
(2003)
Both universal and regional international instruments seek to maintain and to strengthen peace and security through the development of friendly and co-operative relations between equally sovereign states respecting human rights, including the rights of persons belonging to minorities. History shows that failure to respect minority rights can undermine stability within states and negatively affect relations between states, thus endangering international peace. While minority situations vary greatly and the ordinary democratic process may be adequate to respond to the needs and aspirations of minorities, experience also shows that special measures are often required to facilitate the effective participation of minorities in public life. The article analyzes the contribution of international law to this field.
The central focus of this essay is the "politicisation" of ethnicity in contemporary German immigration policy and its underlying ethnic ideology. Emphasis is put on the relevance of ethnicity and how it is viewed within the framework of German immigration policy. The author discusses German citizenship policy and its ideology, which creates ethnic boundaries in order to serve as a mechanism to defend limited access to German citizenship. The effects of the elevation of so-called ethnic groups through privileged immigration are explained with the example of ethnic German emigrants living in the former Soviet Union – the "Auslandsdeutschen" – and the process of their ethnic formation.
On the occasion of his farewell lecture, Manfred Mols looks back to his academic work of the last four decades, and discusses the essential meaning of area studies. He tries to clarify the important denotation of institutes for regional researchers. Area studies should help us to understand changing processes in international policies and they do. He underlines his critical point of view with the position and treatment of area studies among certain universities in Germany.
This introduction provides an overview of feminist approaches to International Relations. The authors compare the Anglo-American debate with the Germanspeaking discussion in order to reveal similarities and differences. They identify three particular areas of research that characterize the German-speaking feminist debate in International Relations: (1) works evolving out of peace studies; (2) research on globalization and international economic institutions; (3) studies focusing on women’s movements together with most current works centering around international norms. They argue that feminist approaches to norms constitute a particularly promising research area which provides new "tools" to account for international, regional or domestic policy-change. Gender-sensitive research on norms also allows to address ethical questions that are vital for feminist understandings of science. Moreover, this new focus on norms enables bridge-building between feminism and the mainstream.
This article is a reply to a statement by Elke Schwinger in WeltTrends 31. The author tries to strike the balance between "coming to terms with the past" and the role of criminal law in this process in Germany. The principle of prohibition of retroactive laws, fixed in the 1990 German Unification Treaty and in the Constitution, had been broken in the trials against the "Mauerschützen" (border guards) in German criminal courts since 1990. There is an artificially constructed past which does not correspond to the reality of the border regime before 1989. The author underlines that today the criminal law is misused for political aims within the German unification process.
The aftermath of September 11th is again subject of discussion in the forum of this Winter edition of WeltTrends. Besides scholars from Poland and Germany, wellknown politicians from all parties represented in the Bundestag deal with questions that arise from the brutal attacks of Islamic terrorism in the Western world. There is a wide consensus that conflicts in regions of crises such as the Middle East have to be solved first before peace can be established. More or less constructive suggestions were made concerning the role of Euro-Atlantic institutions. International efforts under the jurisdiction of the UN will have to be strengthened in order to install democratic structures in Afghanistan and elsewhere. Most of the opinions, ideas and impressions represented here have in common that they give an outlook of what will keep the daily political life busy for the next few years.
With the new government, coming to power in 1998, a new emphasis on development cooperation as part of a global strategy for structural change was launched. Since then the federal minister for development cooperation – Heidemarie Wieczorek- Zeul – presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security. Finally the article asks how development cooperation can influence the political attitudes of state and society in Africa in the direction of good governance and structural reforms.
Two years after the end of the "hot war" in Kosovo, the situation on the Balkans remains extremely tense. The West embraced the illusion to provide the Kosovo-Albanians with conditions for a substantial autonomy under the umbrella of an international protectorate. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Tirana's political orientation is strongly moving towards the Euro-Atlantic community, yet hegemonic interests vis-à-vis Kosovo might play an important role besides Tirana's own limited political influence over the developments in Kosovo.
The "Forum" of WeltTrends No. 32 assembles sixteen analyses of the aftermath of the September 2001 terrorist attacks on the United States, written by distinguished scholars from Germany, Britain, France, the U.S., the Czech Republic, Russia and China. The contributions deal with topics such as international and domestic security, the social and political causes of terrorism, international law, asylum policy, the classification of the attacks as crimes or acts of war, implications for international bodies such as NATO and the UN, and the effect of the attacks on the relationship between the U.S., Europe, Russia, and Asia, in particular Japan and China. The authors counsel strongly against scare mongering and short-term symbolic politics. Any attempt to deal with the complex problem of terrorism has to include long-term political and social policies aimed at the reduction of conflict and sources of political extremism in the Middle Eastern region. There is no reason for panic according to the authors but international politics after September 11th cannot go on like before.
Since 1990, ten Central and Eastern European (CEE) candidate countries have become contractually linked to the EU by Europe Agreements in the context of a prudently managed political process of pre-accession preparation and accession negotiations. This article discusses the implementation of EU law in these countries, observing changing attitudes to law, legal behaviour and judicial law control. The author argues that the approximation of legislation in the CEE countries will be achieved much faster than the incorporation of these laws into social practice. Thus, a gap between the formal fulfilment of accession requirements and the application of new EC laws will emerge. The consequences for the enlarged European Community could either be a considerably delayed "pulling up" or a dangerous "pulling down" scenario.
"Copernican" is the term the author is calling the turn in present Islamism. After a mostly failed fundamentalist reaction to a high-speed westernisation, there are current debates among Islamists to find an own identity - based on Islam and connected with Western values. Aim of these efforts is to link Islam with the contemporary realities in the Arabian world.
On the occasion of the 30th anniversary of the Warsaw treaty’s signing, Egon Bahr, the intellectual father of the German Ostpolitik, describes his courageous efforts at that time. The aim of this politics was to gain space for strengthening own peace and security in Europe. Irrefutable principles of the policy of that time were non-aggression and the recognition of the borders. Going back to these principles, Egon Bahr redefines Germany’s future foreign policy too.
Face-to-face communication is multimodal. In unscripted spoken discourse we can observe the interaction of several "semiotic layers", modalities of information such as syntax, discourse structure, gesture, and intonation. We explore the role of gesture and intonation in structuring and aligning information in spoken discourse through a study of the co-occurrence of pitch accents and gestural apices. Metaphorical spatialization through gesture also plays a role in conveying the contextual relationships between the speaker, the government and other external forces in a naturally-occurring political speech setting.
Diskurspragmatische Faktoren für Topikalität und Verbstellung in der ahd. Tatianübersetzung (9. Jh.)
(2005)
The paper presents work in progress on the interaction between information structure and word order in Old High German based on data from the Tatian translation (9th century). The examination of the position of the finite verb in correspondence with the pragmatic status of discourse referents reveals an overall tendency for verb-initial order in thetic/all-focus sentences, whereas in categorical/topic-comment sentences verb-second placement with an initial topic constituent is preferred. This conclusion provides support for the hypothesis stated in Donhauser & Hinterhölzl (2003) that the finite verb form in Early Germanic serves to distinguish the information-structural domains of Topic and Focus. Finally, the investigation sheds light on the process of language change that led to the overall spread of verb-second in main clauses of modern German.
This paper investigates the structural properties of morphosyntactically marked focus constructions, focussing on the often neglected non-focal sentence part in African tone languages. Based on new empirical evidence from five Gur and Kwa languages, we claim that these focus expressions have to be analysed as biclausal constructions even though they do not represent clefts containing restrictive relative clauses. First, we relativize the partly overgeneralized assumptions about structural correspondences between the out-of-focus part and relative clauses, and second, we show that our data do in fact support the hypothesis of a clause coordinating pattern as present in clause sequences in narration. It is argued that we deal with a non-accidental, systematic feature and that grammaticalization may conceal such basic narrative structures.
The Semantics of Ellipsis
(2005)
There are four phenomena that are particularly troublesome for theories of ellipsis: the existence of sloppy readings when the relevant pronouns cannot possibly be bound; an ellipsis being resolved in such a way that an ellipsis site in the antecedent is not understood in the way it was there; an ellipsis site drawing material from two or more separate antecedents; and ellipsis with no linguistic antecedent. These cases are accounted for by means of a new theory that involves copying syntactically incomplete antecedent material and an analysis of silent VPs and NPs that makes them into higher order definite descriptions that can be bound into.
We present a system for the linguistic exploration and analysis of lexical cohesion in English texts. Using an electronic thesaurus-like resource, Princeton WordNet, and the Brown Corpus of English, we have implemented a process of annotating text with lexical chains and a graphical user interface for inspection of the annotated text. We describe the system and report on some sample linguistic analyses carried out using the combined thesaurus-corpus resource.
Fronting of an infinite VP across a finite main verb-akin to German "VP-topicalization"-can be found also in Czech and Polish. The paper discusses evidence from large corpora for this process and some of its properties, both syntactic and information-structural. Based on this case, criteria for more user-friedly searching and retrieval of corpus data in syntactic research are being developed.
Multiple hierarchies
(2005)
In this paper, we present the Multiple Annotation approach, which solves two problems: the problem of annotating overlapping structures, and the problem that occurs when documents should be annotated according to different, possibly heterogeneous tag sets. This approach has many advantages: it is based on XML, the modeling of alternative annotations is possible, each level can be viewed separately, and new levels can be added at any time. The files can be regarded as an interrelated unit, with the text serving as the implicit link. Two representations of the information contained in the multiple files (one in Prolog and one in XML) are described. These representations serve as a base for several applications.
This paper describes the standardization problems that come up in a diachronic corpus: it has to cope with differing standards with regard to diplomaticity, annotation, and header information. Such highly het-erogeneous texts must be standardized to allow for comparative re-search without (too much) loss of information.
This paper presents some concepts and principles used in the development of a database of multilingual spoken discourse at the University of Hamburg. The emphasis of the first part is on general considerations for the handling of heterogeneous data sets: After showing that diversity in transcription data is partly conceptually and partly technologically motivated, it is argued that the processing of transcription corpora should be approached via a three-level architecture which separates form (application) and content (data) on the one hand, and logical and physical data structures on the other hand. Such an architecture does not only pave the way for modern text-technological approaches to linguistic data processing, it can also help to decide where and how a standardization in the work with heterogeneous data is possible and desirable and where it would run counter to the needs of the research community. It is further argued that, in order to ensure user acceptance, new solutions developed in this approach must take care not to abandon established concepts too quickly. The focus of the second part is on some practical experiences with users and technologies gained in the four years’ project work. Concerning the practical development work, the value of open standards like XML and Unicode is emphasized and some limitations of the “platform-independent” JAVA technology are indicated. With respect to users of the EXMARaLDA system, a predominantly conservative attitude towards technological innovations in transcription corpus work can be stated: individual users tend to stick to known functionalities and are reluctant to adopt themselves to the new possibilities. Furthermore, an active commitment to cooperative corpus work still seems to be the exception rather than the rule. It is concluded that technological innovations can contribute their share to a progress in the work with heterogeneous linguistic data, but that they will have to be supplemented, in the long run, with an adequate methodological reflection and the creation of an appropriate infrastructure.
Unity in diversity
(2005)
This paper describes the creation and preparation of TUSNELDA, a collection of corpus data built for linguistic research. This collection contains a number of linguistically annotated corpora which differ in various aspects such as language, text sorts / data types, encoded annotation levels, and linguistic theories underlying the annotation. The paper focuses on this variation on the one hand and the way how these heterogeneous data are integrated into one resource on the other hand.
ANNIS
(2004)
In this paper, we discuss the design and implementation of our first version of the database "ANNIS" ("ANNotation of Information Structure"). For research based on empirical data, ANNIS provides a uniform environment for storing this data together with its linguistic annotations. A central database promotes standardized annotation, which facilitates interpretation and comparison of the data. ANNIS is used through a standard web browser and offers tier-based visualization of data and annotations, as well as search facilities that allow for cross-level and cross-sentential queries. The paper motivates the design of the system, characterizes its user interface, and provides an initial technical evaluation of ANNIS with respect to data size and query processing.
Focus strategies in chadic
(2004)
We argue that the standard focus theories reach their limits when confronted with the focus systems of the Chadic languages. The backbone of the standard focus theories consists of two assumptions, both called into question by the languages under consideration. Firstly, it is standardly assumed that focus is generally marked by stress. The Chadic languages, however, exhibit a variety of different devices for focus marking. Secondly, it is assumed that focus is always marked. In Tangale, at least, focus is not marked consistently on all types of constituents. The paper offers two possible solutions to this dilemma.
We argue that there is a crucial difference between determiner and adverbial quantification. Following Herburger [2000] and von Fintel [1994], we assume that determiner quantifiers quantify over individuals and adverbial quantifiers over eventualities. While it is usually assumed that the semantics of sentences with determiner quantifiers and those with adverbial quantifiers basically come out the same, we will show by way of new data that quantification over events is more restricted than quantification over individuals. This is because eventualities in contrast to individuals have to be located in time which is done using contextual information according to a pragmatic resolution strategy. If the contextual information and the tense information given in the respective sentence contradict each other, the sentence is uninterpretable. We conclude that this is the reason why in these cases adverbial quantification, i.e. quantification over eventualities, is impossible whereas quantification over individuals is fine.
German foreign policy is in the midst of a far-reaching transformation. Contrary to disciplinary expectations, this process is neither properly captured by descriptions in the liberal tradition („Europeanisation“, „Civilian Power“) nor by Realist expectations that Germany is doomed to „remilitarise“ and/or „renationalise“. However, the key term of foreign policy discourse, „normalisation“, is an unmistakable code, signalling a rediscovery of traditional Realpolitik practices which fit Germany’s current environment. The paper argues that rather than merely playing the role of an obedient disciple of Realpolitik socialisers, Germany ought to rehabilitate the foreign policy tradition of the Bonn Republic in support of an active Idealpolitik transformation of its environment. The article serves as a starting point for a debate on German foreign policy in the upcoming issues of WeltTrends.
This article investigates the fictional narratives written by „Sub-commandante Marcos“ of the Zapatista movement EZLN. It is shown that Marcos uses three distinct frames of reference in his fictional account of the Zapatista guerrilla: an ethnic, a national and a post-national one. Contrary to other studies that emphasize the harmony between the three levels, it can be argued that there exists a fundamental tension between them. There is a tension between the ethnic discourse and the Mexican nationalist discourse which envisions a nation rather than a nation dominated by a single ethno-cultural group. Finally, it can be deduced from these tensions that the EZLN guerrilla is subject to divergent pressures.
Hegemonialmächte im Vorderen und Mittleren Orient : die Dritte Partei in internationalen Konflikten
(1997)
During the last five decades hegemons played an important role in de-escalating international conflicts in the subregion defined as the core of Oriens Islamicus. Statistical analysis of large datasets shows that half of all conflicts remained without any interference from the hegemonial powers at all - both on global scale and in the subregion. In all other cases however, hegemons (especially super-powers in the role of patrons) tended more often to act as (power-) mediators when their client-state was engaged in conflict with a client of the opposing superpower in Oriens Islamicus than they did on global scale. They did this in their own interest in order to avoid direct involvement, i.e. possible danger of a nuclear escalation. In contrast to conventional mediation theory they were more effective in conflict de-escalation than other mediators, especially in conflicts between Israel and its Arab neighbours. The end of bipolarity in the international system also brought this mechanism of de-escalation to an end. It leaves the hegemon(s) as a potentially powerful third party on the one hand, but on the other their inclination to become involved in regional conflict remains rather diminished as long as the basic national interests in the area are not at stake.
The layer-by-layer assembly (LBL) of polyelectrolytes has been extensively studied for the preparation of ultrathin films due to the versatility of the build-up process. The control of the permeability of these layers is particularly important as there are potential drug delivery applications. Multilayered polyelectrolyte microcapsules are also of great interest due to their possible use as microcontainers. This work will present two methods that can be used as employable drug delivery systems, both of which can encapsulate an active molecule and tune the release properties of the active species. Poly-(N-isopropyl acrylamide), (PNIPAM) is known to be a thermo-sensitive polymer that has a Lower Critical Solution Temperature (LCST) around 32oC; above this temperature PNIPAM is insoluble in water and collapses. It is also known that with the addition of salt, the LCST decreases. This work shows Differential Scanning Calorimetry (DSC) and Confocal Laser Scanning Microscopy (CLSM) evidence that the LCST of the PNIPAM can be tuned with salt type and concentration. Microcapsules were used to encapsulate this thermo-sensitive polymer, resulting in a reversible and tunable stimuli- responsive system. The encapsulation of the PNIPAM inside of the capsule was proven with Raman spectroscopy, DSC (bulk LCST measurements), AFM (thickness change), SEM (morphology change) and CLSM (in situ LCST measurement inside of the capsules). The exploitation of the capsules as a microcontainer is advantageous not only because of the protection the capsules give to the active molecules, but also because it facilitates easier transport. The second system investigated demonstrates the ability to reduce the permeability of polyelectrolyte multilayer films by the addition of charged wax particles. The incorporation of this hydrophobic coating leads to a reduced water sensitivity particularly after heating, which melts the wax, forming a barrier layer. This conclusion was proven with Neutron Reflectivity by showing the decreased presence of D2O in planar polyelectrolyte films after annealing creating a barrier layer. The permeability of capsules could also be decreased by the addition of a wax layer. This was proved by the increase in recovery time measured by Florescence Recovery After Photobleaching, (FRAP) measurements. In general two advanced methods, potentially suitable for drug delivery systems, have been proposed. In both cases, if biocompatible elements are used to fabricate the capsule wall, these systems provide a stable method of encapsulating active molecules. Stable encapsulation coupled with the ability to tune the wall thickness gives the ability to control the release profile of the molecule of interest.
In semi-arid savannas, unsustainable land use can lead to degradation of entire landscapes, e.g. in the form of shrub encroachment. This leads to habitat loss and is assumed to reduce species diversity. In BIOTA phase 1, we investigated the effects of land use on population dynamics on farm scale. In phase 2 we scale up to consider the whole regional landscape consisting of a diverse mosaic of farms with different historic and present land use intensities. This mosaic creates a heterogeneous, dynamic pattern of structural diversity at a large spatial scale. Understanding how the region-wide dynamic land use pattern affects the abundance of animal and plant species requires the integration of processes on large as well as on small spatial scales. In our multidisciplinary approach, we integrate information from remote sensing, genetic and ecological field studies as well as small scale process models in a dynamic region-wide simulation tool. <hr> Interdisziplinäres Zentrum für Musterdynamik und Angewandte Fernerkundung Workshop vom 9. - 10. Februar 2006.
Decisions for the conservation of biodiversity and sustainable management of natural resources are typically related to large scales, i.e. the landscape level. However, understanding and predicting the effects of land use and climate change on scales relevant for decision-making requires to include both, large scale vegetation dynamics and small scale processes, such as soil-plant interactions. Integrating the results of multiple BIOTA subprojects enabled us to include necessary data of soil science, botany, socio-economics and remote sensing into a high resolution, process-based and spatially-explicit model. Using an example from a sustainably-used research farm and a communally used and degraded farming area in semiarid southern Namibia we show the power of simulation models as a tool to integrate processes across disciplines and scales.

- 10. The rigorous development, application and validation of distributed hydrological models obligates to evaluate data in a spatially distributed way. In particular, spatial model predictions such as the distribution of soil moisture, runoff generating areas or nutrient-contributing areas or erosion rates, are to be assessed against spatially distributed observations. Also model inputs, such as the distribution of modelling units derived by GIS and remote sensing analyses, should be evaluated against groundbased observations of landscape characteristics. So far, however, quantitative methods of spatial field comparison have rarely been used in hydrology. In this paper, we present algorithms that allow to compare observed and simulated spatial hydrological data. The methods can be applied for binary and categorical data on regular grids. They comprise cell-by-cell algorithms, cell-neighbourhood approaches that account for fuzziness of location, and multi-scale algorithms that evaluate the similarity of spatial fields with changing resolution. All methods provide a quantitative measure of the similarity of two maps. The comparison methods are applied in two mountainous catchments in southern Germany (Brugga, 40 km2) and Austria (Löhnersbach, 16 km2). As an example of binary hydrological data, the distribution of saturated areas is analyzed in both catchments. For categorical data, vegetation zones that are associated with different runoff generation mechanisms are analyzed in the Löhnersbach. Mapped spatial patterns are compared to simulated patterns from terrain index calculations and from satellite image analysis. It is discussed how particular features of visual similarity between the spatial fields are captured by the quantitative measures, leading to recommendations on suitable algorithms in the context of evaluating distributed hydrological models.

Integration of digital elevation models and satellite images to investigate geological processes.
(2006)
In order to better understand the geological boundary conditions for ongoing or past surface processes geologists face two important questions: 1) How can we gain additional knowledge about geological processes by analyzing digital elevation models (DEM) and satellite images and 2) Do these efforts present a viable approach for more efficient research. Here, we will present case studies at a variety of scales and levels of resolution to illustrate how we can substantially complement and enhance classical geological approaches with remote sensing techniques. Commonly, satellite and DEM based studies are being used in a first step of assessing areas of geologic interest. While in the past the analysis of satellite imagery (e.g. Landsat TM) and aerial photographs was carried out to characterize the regional geologic characteristics, particularly structure and lithology, geologists have increasingly ventured into a process-oriented approach. This entails assessing structures and geomorphic features with a concept that includes active tectonics or tectonic activity on time scales relevant to humans. In addition, these efforts involve analyzing and quantifying the processes acting at the surface by integrating different remote sensing and topographic data (e.g. SRTM-DEM, SSM/I, GPS, Landsat 7 ETM, Aster, Ikonos…). A combined structural and geomorphic study in the hyperarid Atacama desert demonstrates the use of satellite and digital elevation data for assessing geological structures formed by long-term (millions of years) feedback mechanisms between erosion and crustal bending (Zeilinger et al., 2005). The medium-term change of landscapes during hundred thousands to millions years in a more humid setting is shown in an example from southern Chile. Based on an analysis of rivers/watersheds combined with landscapes parameterization by using digital elevation models, the geomorphic evolution and change in drainage pattern in the coastal Cordillera can be quantified and put into the context of seismotectonic segmentation of a tectonically active region. This has far-reaching implications for earthquake rupture scenarios and hazard mitigation (K. Rehak, see poster on IMAF Workshop). Two examples illustrate short-term processes on decadal, centennial and millennial time scales: One study uses orogen scale precipitation gradients derived from remotely sensed passive microwave data (Bookhagen et al., 2005a). They demonstrate how debris flows were triggered as a response of slopes to abnormally strong rainfall in the interior parts of the Himalaya during intensified monsoons. The area of the orogen that receives high amounts of precipitation during intensified monsoons also constitutes numerous landslide deposits of up to 1km3 volume that were generated during intensified monsoon phase at about 27 and 9 ka (Bookhagen et al., 2005b). Another project in the Swiss Alps compared sets of aerial photographs recorded in different years. By calculating high resolution surfaces the mass transport in a landslide could be reconstructed (M. Schwab, Universität Bern). All these examples, although representing only a short and limited selection of projects using remote sense data in geology, have as a common approach the goal to quantify geological processes. With increasing data resolution and new sensors future projects will even enable us to recognize more patterns and / or structures indicative of geological processes in tectonically active areas. This is crucial for the analysis of natural hazards like earthquakes, tsunamis and landslides, as well as those hazards that are related to climatic variability. The integration of remotely sensed data at different spatial and temporal scales with field observations becomes increasingly important. Many of presently highly populated places and increasingly utilized regions are subject to significant environmental pressure and often constitute areas of concentrated economic value. Combined remote sensing and ground-truthing in these regions is particularly important as geologic, seismicity and hydrologic data may be limited here due to the recency of infrastructural development. Monitoring ongoing processes and evaluating the remotely sensed data in terms of recurrence of events will greatly enhance our ability to assess and mitigate natural hazards. <hr> Dokument 1: Foliensatz | Dokument 2: Abstract <hr> Interdisziplinäres Zentrum für Musterdynamik und Angewandte Fernerkundung Workshop vom 9. - 10.
