Flight and expulsion are and will remain important international problems. The existence of refugees is a result of unsolved domestic tasks. Thus, effective solutions require comprehensive and long-term strategies. So far the efforts to reduce the causes of escape have not been sufficient. In the current refugee crises millions of people can survive only with the help of an efficient international system (for example the UNHCR) that guarantees humanitarian aid and protection. However, this system has turned out to be inadequate although the potential of preventive action is sufficient to reach a major progress in diminishing the refugee problem.
Although without providing a systematical comparison, it has become clear that the sects or party-factions of Japan’s New Left movement are by no means merely copies of their counterparts in the West. On the other hand their conduct may not be judged as to be a unique Japanese phenomenon. What they embody is, on the whole, a complex symbiosis of universal and particularly Japanese features, which can be observed in the fields of social behavior, organizational structure, and group dynamics. The particularity of the New Left factions is mostly revealed through the higher intensity of specific features rather than through pecularities found only in Japan.
Underlying the importance of revenue the author discusses the future of the international order from the perspective of political economy. The international system will not be a capitalist one. Political conflicts will not be removed by nonviolent market regulations. Weakness of labour force and a dominant role of revenue will further more result in political interventions by nation states. The struggle for revenue to maintain comparative advantages in high-tech-development strengthens state intervention in order to protect domestic market. The failure of the "development state" in the third world and the rising of fundamentalistic tendencies supported by a market-oriented middle class will increase conflicts in those regions.
There has never been a theory of transition from really existing Socialism to a democratic and market-oriented system. Different theoretical approaches are taken into consideration by the author. Experiences of other transitional processes are practicable on Eastern Europe in a limited way. The missing of socio-structural differentiation, the socio-cultural consequences of the really existing Socialism and the international conditions did not promote the transition. It seems that the transition in Eastern Europe is obviously not a change from one political system to another one, but for the time being an open process.
Taking the visit of Erich Honecker to China as an example, the author analyses the bilateral GDR-Chinese relations in the 1980s. Based on extensive original research, the objectives as well as disappointed hopes are presented. The author reveals that not Honecker played the "Chinese Card", but he himself became part of Chinese politics. At the same time, the contradictory reaction to that visit in Moscow are documented when, with the election of Gorbachev, first signs of a change in Soviet policy toward China were indicated. The dramatic changes in international relations characterized by the terms "Complex Interdependence" and "Segmentary Globalization" call for new explanation. The author considers the post-modern approaches, a critical analysis of which he presents, to be one possibility to do that. In studies of international policy, these post-modern influences are gaining ground in disputes with realistic and neo-realistic approaches, and they can also clearly be felt in Latin America. Tomassini, based on the historic experiences of Latin America, forcefully calls for an active and constructive incorporation of the region into international developments. For that, Latin-American societies have to establish modern, and open political as well as economic systems which are able to meet those challenges.
One type of internal diachronic change that has been extensively studied for spoken languages is grammaticalization whereby lexical elements develop into free or bound grammatical elements. Based on a wealth of spoken languages, a large amount of prototypical grammaticalization pathways has been identified. Moreover, it has been shown that desemanticization, decategorialization, and phonetic erosion are typical characteristics of grammaticalization processes. Not surprisingly, grammaticalization is also responsible for diachronic change in sign languages. Drawing data from a fair number of sign languages, we show that grammaticalization in visual-gestural languages – as far as the development from lexical to grammatical element is concerned – follows the same developmental pathways as in spoken languages. That is, the proposed pathways are modalityindependent. Besides these intriguing parallels, however, sign languages have the possibility of developing grammatical markers from manual and non-manual co-speech gestures. We will discuss various instances of grammaticalized gestures and we will also briefly address the issue of the modality-specificity of this phenomenon.
In dieser Arbeit wird ein Verfahren für robustes Parsing von uneingeschränktem natürlichsprachlichen Text mit gewichteten Transduktoren erarbeitet. Es werden zwei linguistische Theorien, das Chunking und das syntaktische Tagging, vorgestellt, die sich besonders für die praktische Anwendung mit Finite-State Maschinen eignen. Über die formalen Grundlagen, die es möglich machen, Finite-State Maschinen zu modellieren, werden existierende Ansätze vorgestellt, die diese linguistischen Theorien mit Finite-State Maschinen realisieren. Jedoch sind diese Ansätze in vieler Hinsicht problematisch. Es wird gezeigt, dass sich Probleme lösen lassen, indem Disambiguierungsstrategien durch Constraints realisiert werden, die als Gewicht bzw. Semiring vorliegen. Durch die Bestimmung des besten Pfades ist dann eine Disambiguierung möglich. Das Verfahren bewegt sich zwischen einem Low- und High-Level Parsing und behandelt flache Dependenzstrukturen. Für die Analyse wird eine rudimentäre Grammatik für das Deutsche entwickelt. Durch eine Implementierung wird letztlich der Ansatz getestet.

Ziel der hier durchgeführten Analyse war es herauszufinden, ob und inwieweit sich unterschiedliche Wohlfahrtsstaaten auf das Erwerbsverhalten von Frauen nach der Geburt des ersten Kindes auswirken. In der vorliegenden Arbeit soll Aufschluss über die Motivationen zum Verzicht auf Sozialhilfe gewonnen werden. Darüber hinaus soll der Wissensstand über Ausmaß und demographischen Struktur der Armut durch Nichtinanspruchnahme aktualisiert werden. In dieser Arbeit wird den verschiedenen Thesen, die das Wahlverhalten in Ostdeutschland begründen, nachgegangen. Der Einbezug der politischen Kultur scheint als Erweiterung des sozialpsychologischen Ansatzes notwendig, um das Wählerverhalten in den neuen Bundesländern angemessen zu modellieren. On the basis of the Dynamic Syntax framework, this paper argues that the production pressures in dialogue determining alignment effects and given versus new informational effects also drive the shift from case-rich free word order systems without clitic pronouns into systems with clitic pronouns with rigid relative ordering. The paper introduces assumptions of Dynamic Syntax, in particular the building up of interpretation through structural underspecification and update, sketches the attendant account of production with close coordination of parsing and production strategies, and shows how what was at the Latin stage a purely pragmatic, production-driven decision about linear ordering becomes encoded in the clitics in theMedieval Spanish system which then through successive steps of routinization yield the modern systems with immediately pre-verbal fixed clitic templates.
We analyze anaphoric phenomena in the context of building an input understanding component for a conversational system for tutoring mathematics. In this paper, we report the results of data analysis of two sets of corpora of dialogs on mathematical theorem proving. We exemplify anaphoric phenomena, identify factors relevant to anaphora resolution in our domain and extensions to the input interpretation component to support it.
Received views of utterance context in pragmatic theory characterize the occurrent subjective states of interlocutors using notions like common knowledge or mutual belief. We argue that these views are not compatible with the uncertainty and robustness of context-dependence in humanhuman dialogue. We present an alternative characterization of utterance context as objective and normative. This view reconciles the need for uncertainty with received intuitions about coordination and meaning in context, and can directly inform computational approaches to dialogue.
Goal-oriented dialog as a collaborative subordinated activity involving collective acceptance

Modeling dialog as a collaborative activity consists notably in specifying the contain of the Conversational Common Ground and the kind of social mental state involved. In previous work (Saget, 2006), we claim that Collective Acceptance is the proper social attitude for modeling Conversational Common Ground in the particular case of goal-oriented dialog. We provide a formalization of Collective Acceptance, besides elements in order to integrate this attitude in a rational model of dialog are provided; and finally, a model of referential acts as being part of a collaborative activity is provided. The particular case of reference has been chosen in order to exemplify our claims.
A key problem for models of dialogue is to explain the mechanisms involved in generating and responding to clarification requests. We report a 'Maze task' experiment that investigates the effect of 'spoof' clarification requests on the development of semantic co-ordination. The results provide evidence of both local and global semantic co-ordination phenomena that are not captured by existing dialogue co-ordination models.
How does a shared lexicon arise in population of agents with differing lexicons, and how can this shared lexicon be maintained over multiple generations? In order to get some insight into these questions we present an ALife model in which the lexicon dynamics of populations that possess and lack metacommunicative interaction (MCI) capabilities are compared. We ran a series of experiments on multi-generational populations whose initial state involved agents possessing distinct lexicons. These experiments reveal some clear differences in the lexicon dynamics of populations that acquire words solely by introspection contrasted with populations that learn using MCI or using a mixed strategy of introspection and MCI. The lexicon diverges at a faster rate for an introspective population, eventually collapsing to one single form which is associated with all meanings. This contrasts sharply with MCI capable populations in which a lexicon is maintained, where every meaning is associated with a unique word. We also investigated the effect of increasing the meaning space and showed that it speeds up the lexicon divergence for all populations irrespective of their acquisition method.
Demonstratives, in particular gestures that "only" accompany speech, are not a big issue in current theories of grammar. If we deal with gestures, fixing their function is one big problem, the other one is how to integrate the representations originating from different channels and, ultimately, how to determine their composite meanings. The growing interest in multi-modal settings, computer simulations, human-machine interfaces and VRapplications increases the need for theories ofmultimodal structures and events. In our workshopcontribution we focus on the integration of multimodal contents and investigate different approaches dealing with this problem such as Johnston et al. (1997) and Johnston (1998), Johnston and Bangalore (2000), Chierchia (1995), Asher (2005), and Rieser (2005).
A new method is used in an eye-tracking pilot experiment which shows that it is possible to detect differences in common ground associated with the use of minimally different types of indefinite anaphora. Following Richardson and Dale (2005), cross recurrence quantification analysis (CRQA) was used to show that the tandem eye movements of two Swedish-speaking interlocutors are slightly more coupled when they are using fully anaphoric indefinite expressions than when they are using less anaphoric indefinites. This shows the potential of CRQA to detect even subtle processing differences in ongoing discourse.
Verbal or visual? : How information is distributed across speech and gesture in spatial dialog

In spatial dialog like in direction giving humans make frequent use of speechaccompanying gestures. Some gestures convey largely the same information as speech while others complement speech. This paper reports a study on how speakers distribute meaning across speech and gesture, and depending on what factors. Utterance meaning and the wider dialog context were tested by statistically analyzing a corpus of direction-giving dialogs. Problems of speech production (as indicated by discourse markers and disfluencies), the communicative goals, and the information status were found to be influential, while feedback signals by the addressee do not have any influence.
We describe an experiment to gather original data on geometrical aspects of pointing. In particular, we are focusing upon the concept of the pointing cone, a geometrical model of a pointing’s extension. In our setting we employed methodological and technical procedures of a new type to integrate data from annotations as well as from tracker recordings. We combined exact information on position and orientation with rater’s classifications. Our first results seem to challenge classical linguistic and philosophical theories of demonstration in that they advise to separate pointings from reference.
Classical SDRT (Asher and Lascarides, 2003) discussed essential features of dialogue like adjacency pairs or corrections and up-dating. Recent work in SDRT (Asher, 2002, 2005) aims at the description of natural dialogue. We use this work to model situated communication, i.e. dialogue, in which sub-sentential utterances and gestures (pointing and grasping) are used as conventional modes of communication. We show that in addition to cognitive modelling in SDRT, capturing mental states and speech-act related goals, special postulates are needed to extract meaning out of contexts. Gestural meaning anchors Discourse Referents in contextually given domains. Both sorts of meaning are fused with the meaning of fragments to get at fully developed dialogue moves. This task accomplished, the standard SDRT machinery, tagged SDRSs, rhetorical relations, the up-date mechanism, and the Maximize Discourse Coherence constraint generate coherent structures. In sum, meanings from different verbal and non-verbal sources are assembled using extended SDRT to form coherent wholes.
We present a formal analysis of iconic coverbal gesture. Our model describes the incomplete meaning of gesture that’s derivable from its form, and the pragmatic reasoning that yields a more specific interpretation. Our formalism builds on established models of discourse interpretation to capture key insights from the descriptive literature on gesture: synchronous speech and gesture express a single thought, but while the form of iconic gesture is an important clue to its interpretation, the content of gesture can be resolved only by linking it to its context.
In two experiments, many annotators marked antecedents for discourse deixis as unconstrained regions of text. The experiments show that annotators do converge on the identity of these text regions, though much of what they do can be captured by a simple model. Demonstrative pronouns are more likely than definite descriptions to be marked with discourse antecedents. We suggest that our methodology is suitable for the systematic study of discourse deixis.
We present a new analysis of illocutionary forces in dialogue. We analyze them as complex conversational moves involving two dimensions: what Speaker commits herself to and what she calls on Addressee to perform. We start from the analysis of speech acts such as confirmation requests or whimperatives, and extend the analysis to seemingly simple speech acts, such as statements and queries. Then, we show how to integrate our proposal in the framework of the Grammar for Conversation (Ginzburg, to app.), which is adequate for modelling agents' information states and how they get updated.
Claiming that cross-speaker "but" can signal correction in dialogue, we start by describing the types of corrections "but" can communicate by focusing on the Speech Act (SA) communicated in the previous turn and address the ways in which "but" can correct what is communicated. We address whether "but" corrects the proposition, the direct SA or the discourse relation communicated in the previous turn. We will also briefly address other relations signalled by cross-turn "but". After presenting a typology of the situations "but" can correct, we will address how these corrections can be modelled in the Information State model of dialogue, motivating this work by showing how it can be used to potentially avoid misunderstandings. We wrap up by showing how the model presented here updates beliefs in the Information State representation of the dialogue and can be used to facilitate response deliberation.
An account is presented of the focus properties, common ground effect and dialogue behaviour of the accented German discourse marker "doch" and the accented sentence negation "nicht". It is argued that "doch" and "nicht" evoke as a focus alternative the logical complement of the proposition expressed by the sentence in which they occur, and that an analysis in terms of contrastive focus accounts for their effect on the common ground and their function in dialogue.
Improvement of a fluorescence immunoassay with a compact diode-pumped solid state laser at 315 nm

We demonstrate the improvement of fluorescence immunoassay (FIA) diagnostics in deploying a newly developed compact diode-pumped solid state (DPSS) laser with emission at 315 nm. The laser is based on the quasi-three-level transition in Nd:YAG at 946 nm. The pulsed operation is either realized by an active Q-switch using an electro-optical device or by introduction of a Cr<SUP>4+</SUP>:YAG saturable absorber as passive Q-switch element. By extra-cavity second harmonic generation in different nonlinear crystal media we obtained blue light at 473 nm. Subsequent mixing of the fundamental and the second harmonic in a β-barium-borate crystal provided pulsed emission at 315 nm with up to 20 μJ maximum pulse energy and 17 ns pulse duration. Substitution of a nitrogen laser in a FIA diagnostics system by the DPSS laser succeeded in considerable improvement of the detection limit. Despite significantly lower pulse energies (7 μJ DPSS laser versus 150 μJ nitrogen laser), in preliminary investigations the limit of detection was reduced by a factor of three for a typical FIA.
Two examples of our biophotonic research utilizing nanoparticles are presented, namely laser-based fluoroimmuno analysis and in-vivo optical oxygen monitoring. Results of the work include significantly enhanced sensitivity of a homogeneous fluorescence immunoassay and markedly improved spatial resolution of oxygen gradients in root nodules of a legume species.
We present an analysis of student language input in a corpus of tutoring dialogue in the domain of symbolic differentiation. Our focus on procedural tutoring makes the dialogue comparable to collaborative problem-solving (CPS). Existing CPS models describe the process of negotiating plans and goals, which also fits procedural tutoring. However, we provide a classification of student utterances and corpus annotation which shows that approximately 28% of non-trivial student language in this corpus is not accounted for by existing models, and addresses other functions, such as evaluating past actions or correcting mistakes. Our analysis can be used as a foundation for improving models of tutoring dialogue.

"Small wars" will play an increasing role in the conflict scenarios of the 21st century, at the expense of inter-state wars. One of the key features of future war is the difficult differentiation between civilian and military targets, between combatants and noncombatants. It is argued that the parallel (and competing) structures of both states and non-state actors using force openly and equally will be a permanent feature of international security policy in the 21st century. This development is tantamount to the dissolution of the monopoly on the legitimate use of force by the states. The state-centered system of international relations has been a distinctive hallmark of the modern period. It is bound to give way, however, to the parallel and competing structures of state actors and non-state actors which was a central attribute of the Middle Ages. Die Dienste der Bundesrepublik sind aus der Frontstaatlage im Kalten Krieg gewachsen, und ihr Wert als geheimes Regierungsinstrument ist durch eine Vielzahl systemischer Probleme erheblich eingeschränkt. Zudem gibt es weder eine klare Standortbestimmung der Dienste im politischen System, noch eine moralische Grenzziehung ihrer Aktivitäten.
In the spring issue of WeltTrends, Gunther Hellmann (Johann-Wolfgang-Goethe- Universität Frankfurt a. M.) sparked a debate on Germany's foreign policy. He argued that Germany’s international behaviour is dominated by a Realpolitik policy generally referred to as "normalization". For Hellmann this transformation indicates "the deepest crisis of German foreign policy" ever. Hellmann proposes a rehabilitation of the tradition of the Bonner Republik and an active Idealpolitik. This summer issue of WeltTrends features eleven articles written in response to Hellmann by International Relations scholars. The debate focuses on analytical as well as normative aspects of current German foreign policy. The authors discuss the context of the European Common Foreign and Security Policy, the international system and the United Nations, historical aspects of German foreign policy and the German foreign policy discourse. While some contributors share Hellmann's idealist position, most challenge his plea from a more realist perspective. Indonesia’s arduous path to democracy is threatened by several domestic conflicts. Although the civil war in Aceh – a region in the north of Sumatra – has claimed thousands of victims, the incidents have not yet been adequately dealt with – neither in the public domain nor within the scientific community. In May 2003, the Indonesian president, Megawati Sukarnoputri, imposed material law on the Aceh region in order to crack down on the separatist movement Gerakan Aceh Merdeka (GAM). This step does not seem to be in line with serious concepts of democracy and is threatening the consolidation of the transformation process. The author seeks to shed light on the roots of the conflict, the motivation of leading politicians in Jakarta to deploy military means instead of continuing negotiations, and its consequences for the Indonesian process of democratisation.

In this article, Immanuel Wallerstein tries to anticipate the evolution of world conflicts and structures over the next decades. In his analysis, he identifies three main cleavages which structure future global conflicts: the triadic cleavage between the United States, Europe and Japan, who compete economically; the North-South cleavage between core zones and the periphery of the world economy; and, finally, the cleavage between what he calls the "Spirit of Davos" and the "Spirit of Porto Alegre" as a conflict between alternative images of the future world order. The structure and the dynamics of each cleavage are analysed and their evolution over the next decades is anticipated.
This issue of WeltTrends features the debate about the future of the transatlantic relationship and world order after the Iraq war. It was started by Thomas Risse with his article in the previous edition. Thomas Risse elaborated on three main points of contention between the United States and Europe: the role of international law and multilateralism, democracy and human rights, and the strategy towards new security threats. Most of the scholars, contributing to the debate in this issue agree with Risse in that there is no alternative to the transatlantic partnership and offer possible paths towards its renewal. The debate will be continued with additional comments and a rebuttal by Thomas Risse in the next Winter issue.
Do the transatlantic relations have a future after the Iraq crisis and what will they look like? This question will be discussed in this and the next issue of WeltTrends. For this debate, Thomas Risse, Chair of International Relation at the Freie Universität Berlin, provides the initial input. Risse focuses on controversial issues inside of Europe, the outcome of which will be decisive for the future of the transatlantic relationship. Will the European consensus once constituted by the commitment to international law and multilateralism persist? What is the European position regarding democracy and human rights in the Middle East? Will Europe develop a strategy to cope with the new kind of threats posed by weapons of mass destruction in the hands of dictators or terrorists? Risse´s article has provoked a debate inside the German academic community, whose contributions will be published in the next issue of WeltTrends.
At the beginning of the 21st century the welfare state is under pressure from two sides. On the one hand, there is "globalisation", on the other hand seems to be some sort of normative crisis of the welfare state’s moral foundations. The welfare state is said to curtail individual freedom and autonomy. This article rejects this assumption by exploring the philosophical and moral foundations of the welfare state, thereby demonstrating that it is essentially necessary for individual freedom and autonomy. Furthermore, it is shown that individual freedom is also the core principle of liberal democracy and that the welfare state is therefore an indispensable prerequisite for democracy itself.

Both universal and regional international instruments seek to maintain and to strengthen peace and security through the development of friendly and co-operative relations between equally sovereign states respecting human rights, including the rights of persons belonging to minorities. History shows that failure to respect minority rights can undermine stability within states and negatively affect relations between states, thus endangering international peace. While minority situations vary greatly and the ordinary democratic process may be adequate to respond to the needs and aspirations of minorities, experience also shows that special measures are often required to facilitate the effective participation of minorities in public life. The article analyzes the contribution of international law to this field.
The central focus of this essay is the "politicisation" of ethnicity in contemporary German immigration policy and its underlying ethnic ideology. Emphasis is put on the relevance of ethnicity and how it is viewed within the framework of German immigration policy. The author discusses German citizenship policy and its ideology, which creates ethnic boundaries in order to serve as a mechanism to defend limited access to German citizenship. The effects of the elevation of so-called ethnic groups through privileged immigration are explained with the example of ethnic German emigrants living in the former Soviet Union – the "Auslandsdeutschen" – and the process of their ethnic formation.
On the occasion of his farewell lecture, Manfred Mols looks back to his academic work of the last four decades, and discusses the essential meaning of area studies. He tries to clarify the important denotation of institutes for regional researchers. Area studies should help us to understand changing processes in international policies and they do. He underlines his critical point of view with the position and treatment of area studies among certain universities in Germany.
This introduction provides an overview of feminist approaches to International Relations. The authors compare the Anglo-American debate with the Germanspeaking discussion in order to reveal similarities and differences. They identify three particular areas of research that characterize the German-speaking feminist debate in International Relations: (1) works evolving out of peace studies; (2) research on globalization and international economic institutions; (3) studies focusing on women’s movements together with most current works centering around international norms. They argue that feminist approaches to norms constitute a particularly promising research area which provides new "tools" to account for international, regional or domestic policy-change. Gender-sensitive research on norms also allows to address ethical questions that are vital for feminist understandings of science. Moreover, this new focus on norms enables bridge-building between feminism and the mainstream.
This article is a reply to a statement by Elke Schwinger in WeltTrends 31. The author tries to strike the balance between "coming to terms with the past" and the role of criminal law in this process in Germany. The principle of prohibition of retroactive laws, fixed in the 1990 German Unification Treaty and in the Constitution, had been broken in the trials against the "Mauerschützen" (border guards) in German criminal courts since 1990. There is an artificially constructed past which does not correspond to the reality of the border regime before 1989. The author underlines that today the criminal law is misused for political aims within the German unification process.
The aftermath of September 11th is again subject of discussion in the forum of this Winter edition of WeltTrends. Besides scholars from Poland and Germany, wellknown politicians from all parties represented in the Bundestag deal with questions that arise from the brutal attacks of Islamic terrorism in the Western world. There is a wide consensus that conflicts in regions of crises such as the Middle East have to be solved first before peace can be established. More or less constructive suggestions were made concerning the role of Euro-Atlantic institutions. International efforts under the jurisdiction of the UN will have to be strengthened in order to install democratic structures in Afghanistan and elsewhere. Most of the opinions, ideas and impressions represented here have in common that they give an outlook of what will keep the daily political life busy for the next few years.
With the new government, coming to power in 1998, a new emphasis on development cooperation as part of a global strategy for structural change was launched. Since then the federal minister for development cooperation – Heidemarie Wieczorek- Zeul – presented some interesting strategic papers under the label "aid as a global policy to overcome structural blockades to social progress and development". Special emphasis was put on the Program of Action for Poverty Reduction and on the strategy paper of a new Africa policy, but neither are concrete results yet in sight nor is an answer to the burning question of what to do with half of all African countries not having a long-term perspective for development at all (the "failing states" etc.). The article shows the great discrepancy between the impressive political rhetoric and the meager budget to cope with the many challenges of the poor developing countries in Africa. The new concept of the enlarged security intends to stabilize the structural conditions for social and economic development. In order to realize this aim, the article proposes a link between public expenditures on military measures for security and such on civil measures for structural security. Finally the article asks how development cooperation can influence the political attitudes of state and society in Africa in the direction of good governance and structural reforms.
Two years after the end of the "hot war" in Kosovo, the situation on the Balkans remains extremely tense. The West embraced the illusion to provide the Kosovo-Albanians with conditions for a substantial autonomy under the umbrella of an international protectorate. The Kosovo-Albanians considered the substantial autonomy as a milestone on their way to independence, while a new Yugoslav-Serbian administration counted on regaining sovereign rights in Kosovo. The escalation of the crisis provided a fresh impetus for new expectations regarding the national question. The claim to separate Kosovo from Yugoslavia had been strengthened. The Albanian role in this process remained ambiguous. Albania has to be considered as an actor and an object, and it perceives its national geopolitical and security interests as affected by the process in Kosovo. Tirana's political orientation is strongly moving towards the Euro-Atlantic community, yet hegemonic interests vis-à-vis Kosovo might play an important role besides Tirana's own limited political influence over the developments in Kosovo.
The "Forum" of WeltTrends No. 32 assembles sixteen analyses of the aftermath of the September 2001 terrorist attacks on the United States, written by distinguished scholars from Germany, Britain, France, the U.S., the Czech Republic, Russia and China. The contributions deal with topics such as international and domestic security, the social and political causes of terrorism, international law, asylum policy, the classification of the attacks as crimes or acts of war, implications for international bodies such as NATO and the UN, and the effect of the attacks on the relationship between the U.S., Europe, Russia, and Asia, in particular Japan and China. The authors counsel strongly against scare mongering and short-term symbolic politics. Any attempt to deal with the complex problem of terrorism has to include long-term political and social policies aimed at the reduction of conflict and sources of political extremism in the Middle Eastern region. There is no reason for panic according to the authors but international politics after September 11th cannot go on like before.
Since 1990, ten Central and Eastern European (CEE) candidate countries have become contractually linked to the EU by Europe Agreements in the context of a prudently managed political process of pre-accession preparation and accession negotiations. This article discusses the implementation of EU law in these countries, observing changing attitudes to law, legal behaviour and judicial law control. The author argues that the approximation of legislation in the CEE countries will be achieved much faster than the incorporation of these laws into social practice. Thus, a gap between the formal fulfilment of accession requirements and the application of new EC laws will emerge. The consequences for the enlarged European Community could either be a considerably delayed "pulling up" or a dangerous "pulling down" scenario.
"Copernican" is the term the author is calling the turn in present Islamism. After a mostly failed fundamentalist reaction to a high-speed westernisation, there are current debates among Islamists to find an own identity - based on Islam and connected with Western values. Aim of these efforts is to link Islam with the contemporary realities in the Arabian world.
On the occasion of the 30th anniversary of the Warsaw treaty’s signing, Egon Bahr, the intellectual father of the German Ostpolitik, describes his courageous efforts at that time. The aim of this politics was to gain space for strengthening own peace and security in Europe. Irrefutable principles of the policy of that time were non-aggression and the recognition of the borders. Going back to these principles, Egon Bahr redefines Germany’s future foreign policy too. Der Tourismus wird oft als Erfolgsfaktor der endogenen Regionalentwicklung für strukturschwache ländliche Räume verstanden. Landschaftlich attraktive Gebiete können mit dem Erleben einer intakten und unzerstörten Natur- und Kulturlandschaft, einer vielfältigen Tierund Pflanzenwelt sowie kultureller Traditionen und Lebensweisen eine touristische Positionierung erreichen. Um die Rahmenbedingungen für einen naturnahen Tourismus, eine gemeinsame Verwirklichung ökologischer und touristischer Ziele, zu verbessern, kann in der Regionalentwicklung auf das Instrument der Einrichtung von Naturparken zurückgegriffen werden. Aus marketingstrategischer Sicht bildet das Konzept des sanften bzw. des naturnahen Tourismus für die regionale touristische Akteure das inhaltliche Pendant. Die notwendigen Planungs- und Koordinationsprozesse werden in diesem Beitrag konzeptionell vorgestellt. Daran anschließend werden die Perspektiven und Herausforderungen des naturnahen Tourismus in Naturparken am Beispiel von Brandenburg skizziert.
Anhand einer Nettostichprobe von 59 Unternehmen der deutschen Biotechnologieindustrie wurden die Zusammenhänge von Marktorientierung, Faktoren der Unternehmensumwelt, Relationship-Management- Orientierungen, Innovation und Unternehmensperformance untersucht. Unter Verwendung pfadanalytischer Modelle konnten signifikante globale Effekte des Umweltfaktors Marktturbulenz auf die Unternehmensperformance und der Relationship-Management-Orientierungen Push-Marketing und Qualitätsorientierung auf Innovation gesichert werden. Die klassischen Marktorientierungsvariablen Kundenorientierung, Konkurrenzorientierung und interfunktionale Koordination hatten dagegen keine konsistenten Effekte. Moderatoranalysen weisen jedoch darauf hin, daß die Zusammenhänge über verschiedene Geschäftsfelder innerhalb der Biotechnologie so stark streuen, daß eine aggregierte Analyse "der" Biotechnologieindustrie nicht zu sinnvollen Ergebnissen führen kann. Abschließend wird diskutiert, ob das Konzept Marktorientierung in seiner Betonung schneller und flexibler Reaktionen auf Änderungen in der Unternehmensumwelt überhaupt geeignet ist, marktstrategisches Verhalten in Geschäftsfeldern mit sehr langen Produktentwicklungszeiten zu beschreiben.
Im Rahmen dieser Studie soll ermittelt werden, welche Bedeutung sowohl quantitative, als auch qualitative Kriterien für die Beurteilung von Risiken in den Akteursgruppen Manager, Verwaltungsangehörige, Experten und Laien einnehmen. Bei der Beurteilung von Umweltrisiken spielen neben quantitativen Beurteilungskriterien (z.B. der Schadenswahrscheinlichkeit) auch qualitative Kriterien (z.B. die ausgelösten Emotionen) eine zentrale Rolle, wie insbesondere die Ergebnisse der psychometrischen Risikoforschung zeigen.
Im Rahmen dieser Studie soll ermittelt werden, welche Urteilsmodelle bzw. -konzepte Manager, Verwaltungsangehörige, Experten und Laien zur Bewertung von Risiken verwenden. Dazu wird eine Untersuchungsmethode, die Conjoint-Analyse, verwendet, die mit spezifischen Problemen der psychometrischen Risikoforschung besser umzugehen vermag und die u.E. noch nicht in der Risikowahrnehmungsforschung eingesetzt wurde.
