The present article offers a mixed-method perspective on the
investigation of determinants of effectiveness in quality assurance
at higher education institutions. We collected survey data from
German higher education institutions to analyse the degree to
which quality managers perceive their approaches to quality
assurance as effective. Based on this data, we develop an ordinary
least squares regression model which explains perceived
effectiveness through structural variables and certain quality
assurance-related activities of quality managers. The results show
that support by higher education institutions’ higher management
and cooperation with other education institutions are relevant
preconditions for larger perceived degrees of quality assurance
effectiveness. Moreover, quality managers’ role as promoters of
quality assurance exhibits significant correlations with perceived
effectiveness. In contrast, sanctions and the perception of quality
assurance as another administrative burden reveal negative
correlations.
This paper presents empirical evidence on the adoption, implementation and the perceived effectiveness of quality management in teaching and learning in German higher education institutions. Theoretically, the article combines two new institutionalist approaches: institutional isomorphism and institutional entrepreneurship. Empirically, the study refers to qualitative interview data and quantitative survey data. The analysis reveals that isomorphism is a leading driver behind the adoption of quality management in German higher education institutions, whereas institutional entrepreneurship plays an important role in quality management implementation. While isomorphism can be regarded as a conclusive reason behind the absence of a perception of quality management’s effectiveness, institutional entrepreneurship may function as a corrective towards the overall negative impact of isomorphic conformity by institutionalizing quality management in a sustainable manner.
In 2002 guidelines for the implementation of the internship programme for prospective teachers have been released in a joint venture by the Basic Education Sector Programme(BESP) of the GTZ (Gesellschaft für Technische Zusammenarbeit/German Technical Cooperation) and the Professional Development Centre (Teacher Education) of the National Institute for Education of Sri Lanka (NIE). These guidelines aim at assisting the National Colleges of Education (NCOEs) and internship schools in implementing the internship programme and at improving its efficiency and effectiveness in the local venues of teacher training. The Monitoring & Evaluation activity described in the present article was to assess as to how far the intentions originally associated with the internship programme are being accomplished. Its main task is to bring strengths and weaknesses of the programme to light and to appraise the current status of its implementation.

Die Studie untersucht Einflussfaktoren des vorzeitigen Studienabbruchs. Dabei wird auf die Frage eingegangen, inwieweit die Universitäten für das Studienabbruchgeschehen zur Verantwortung gezogen werden können, bzw. ob sich die verschiedenen Abbruchmotivationen auf Gründe zurückführen lassen, die sich ihrem Einfluss entziehen. Möglichkeiten der Prävention werden diskutiert.
Mit dem vorliegenden Band „Nach Bologna: Praktika im Studium – Pflicht oder Kür? Empirische Analysen und Empfehlungen für die Hochschulpraxis“ von Wilfried Schubarth, Karsten Speck und Andreas Seidel wird die Reihe „Potsdamer Beiträge zur Lehrevaluation“ unter neuem Titel und veränderter inhaltlicher Schwerpunktsetzung fortgeführt. Die Umbenennung in „Potsdamer Beiträge zur Hochschulforschung“ versteht sich als ein Schritt hin zu einer thematischen Öffnung der Reihe für die verschiedensten Felder der Hochschulforschung. Der vorliegende Band widmet sich einem der zentralen Reformziele von Bologna: der Frage des Praxis- und Berufsbezugs und dabei insbesondere den Praxisphasen im Studium. Mit der Bologna-Reform werden im bildungspolitischen Bereich sehr vielfältige strukturelle und inhaltliche Ziele verfolgt. Das Ziel dieses Bandes besteht deshalb darin, empirische Forschungen zu Praxisbezügen und Praxisphasen im Studium vorzustellen, diese in den Kontext aktueller Debatten um Studienqualität und Studienreform zu stellen sowie Folgerungen für die Gestaltung von Praxisphasen abzuleiten. Inhaltliche Schwerpunkte bilden das BMBF-Forschungsprojekt ProPrax und die Praxisphasen im Lehramtsstudium. Die Beiträge dieses Bandes gehen aus einem gleichnamigen Workshop hervor, der am 1. Oktober 2010 in Potsdam stattfand.
The Bologna Process has inspired harmonisation strategies for higher education systems in other parts of the world. However, developments in other contexts are not much under review in the European debate. The present article describes the case of Southeast Asia and the attempt to promote harmonisation of its higher education systems. It further compares the processes in ASEAN and the European Higher Education Area to then discuss open questions for future comparative research. To do so the authors re-contextualise data from a study in ASEAN against the background of future research needs in the field of higher education harmonisation.
In der Praxis der Lehrevaluation werden subjektive Urteile und Qualitätseinschätzungen zu Lehrveranstaltungen oder Studienprogrammen erhoben, um die Sicht der „betroffenen“ Teilnehmer und Teilnehmerinnen zu beschreiben und diese Sicht zum Ausgangspunkt für die Entwicklung von etwaigen Verbesserungsstrategien zu machen. Dabei muss aber berücksichtigt werden, dass subjektive Urteile Quellen potenzieller Verzerrungen der erhobenen Daten enthalten, woraus sich mögliche Bedrohungen ihrer Validität ergeben. Diese beziehen sich auf sachfremde Einflüsse bspw. von Persönlichkeitsmerkmalen der beurteilenden Personen auf ihr Urteil. Ein weiterer zentraler Valididtätsaspekt von Qualitätsmessungen besteht in der Frage, ob die als relevant unterstellten Beurteilungsdimensionen (bspw. zur „allgemeinen Organisationsqualität“) den Qualitätseinschätzungen der beurteilenden Personen tatsächlich zu Grunde liegen. Lassen sich solche Qualitätsdimensionen empirisch bestätigen, so können die entsprechend validierten Evaluationsergebnisse zu einer rational basierten Beurteilung und Weiterentwicklung des Beurteilungsgegenstandes – hier: der zweiten Phase der Lehrerbildung – beitragen.
