Atomare, biologische und chemische Waffen bedrohen das Überleben der Menschheit. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die differenzierten Ergebnisse bei der Beseitigung dieser Gefahr. Während die chemische Abrüstung, wenn auch mit Verzögerungen, voran kommt, fehlt dem Verbot der B-Waffen ein wirksames Kontrollinstrument. Atomare Waffen erleben sogar eine Renaissance und das nukleare Nichtverbreitungsregime droht zu zerbrechen.
The question of use or non-use of nuclear weapons has suddenly got new prominence as part of the search for an effective strategy against international terrorism. This dispute is not new. Within the deterrence strategy, American and NATO nuclear weapons policy over the years shifted from massive retaliation over flexible response towards nuclearweapons only as a last resort. In the multilateral framework, deliberations have focussed on positive and negative assurances for non-nuclear weapons states. The International Court of Justice, in its Advisory Opinion, considers the use of nuclear weapons as generally contrary to the rules of international law. Today, there are strong indications that the U.S. is moving towards giving nuclear weapons a war-fighting role. For future wars, the likelihood of nuclear weapons being used would grow considerably.
Eine atomwaffenfreie Welt

Atomwaffen scheinen als Trumpfkarte im Spiel um die internationale Macht wieder zu stechen. Das könnte weitere Regierungen dazu verführen, nach ihrem Besitz zu streben. Wenn aber immer mehr Staaten und möglicherweise auch Terroristen oder Kriminelle die verheerende Massenvernichtungswaffe in die Hände bekommen, wird das Risiko eines absichtlichen oder auch versehentlichen Atomwaffeneinsatzes enorm ansteigen. Friedens- und Konfliktforscher Wolfgang Kötter aus Potsdam untersucht die aktuelle Gefahrenlage. In gut lesbaren Texten und mit anschaulichen Beispielen versehen beschreibt er mögliche Auswege aus dem Dilemma. Dazu gehören die Schaffung kernwaffenfreier Zonen, ein umfassendes Verbot von Nukleartests und weitere Schritte zu einer atomwaffenfreien Welt. Besondere Würdigung erfahren die vielfältigen Bemühungen der Zivilgesellschaft, um die Politiker zum konstruktiven Handeln zu bewegen.
Die Abrüstungsschmiede

Die Genfer Abrüstungskonferenz ist das einzige multilaterale Verhandlungsorgan zur Ausarbeitung globaler Abrüstungsverträge. Spätestens seit dem Abschluss des Nuklearen Teststoppvertrages 1996 steckt die Konferenz in der Paralyse. Erst im Mai 2009 gelang es endlich wieder, ein Arbeitsprogramm zu vereinbaren. Was nun gebraucht wird, ist der politische Wille aller Staaten, der Genfer Konferenz wieder eine Chance zu geben. Wolfgang Kötter, Dozent an der Universität Potsdam und ausgewiesener Experte auf dem Gebiet der Friedens- und Konfliktforschung, untersucht die Bedingungen der Möglichkeit einer atomwaffenfreien Welt, weist auf das Problem neuer Massenvernichtungswaffen hin und stellt die Frage: eine waffenfreie Welt – Illusion oder Programm? Ein ausgiebiger Dokumententeil mit in der Abrüstungskonferenz entstandenen Verträgen beschließt die Publikation.
